Governor Andrew Cuomo has announced a $50 million plan to rebuild the facilities at the state fairgrounds near Syracuse. The highlight is a planned $20 million, 110,000 square foot exposition center that will have room for 4,500 people. The plans also call for a $9 million equestrian center, an expanded and renovated Chevy Court concert area with seating and standing room for 30,000 people, an expanded midway, a new RV park and new entrances to the fairgrounds. Construction will start in March, and most will be complete before next year's fair.

State Police arrested 42 year old Damion Burns of Oxford, for 2nd degree Assault, DWI, Aggravated Unlicensed Operation, Unlawfully Fleeing a Police Officer, Reckless Endangerment, Resisting Arrest, Criminal Mischief and 2 drug charges following an attempted traffic stop for speeding & a short high speed pursuit on State Route 12, in the Town of Greene. The unidentified Trooper was injured & a patrol vehicle damaged in the pursuit, Burns was apprehended, he refused to submit to a breath test and was also found to unlawfully possess marihuana and cocaine. Burns was arraigned in the City of Norwich Court and remanded to the Chenango County Jail with no bail set at this time.
A raccoon has tested positive for rabies in Delaware County. This is the first animal testing positive for rabies in 2015, the positive test results were received Monday, and county officials said that there was no human exposure. The domestic animal that was possibly exposed to the rabid raccoon has been immunized against rabies, and is not in danger of contracting the disease. Delaware County Public Health has conducted 14 rabies clinics in 2015 with one clinic remaining on October 14th from 6:00 to 8:00 PM at the Delhi Fire Hall, at 140 Delview Terrace. Governor Cuomo today kicked off the "Enough is Enough" awareness campaign to highlight the State’s new law to combat sexual violence on college campuses. The Governor also announced that the State Police’s new Sexual Assault Victims Unit is now open to provide investigative support and assistance to victims of sexual violence, as well as training and law enforcement aid for schools and local police departments statewide in line with the new law.
The Federal Energy Regulatory Commission will extend the public comment period on the Northeast Energy Direct pipeline, which was due to expire Monday. The FERC decision came as U.S. senators Chuck Schumer and Kirsten Gillibrand & area Congressman Chris Gibson urged FERC Chairman Norman Bay to extend the comment period run through the end of November, after Kinder Morgan released 6,000 more pages of technical information on the proposal near the end of July, leaving little time for public comment on the new information.

The Oneonta Common Council has approved of the appointment of Gary Herzig as mayor of Oneonta. Herzig replaces acting Mayor Russ Southard, who was appointed following the death of former mayor Dick Miller late last year. Herzig was the only announced candidate for Oneonta mayor for the November election.
The Oneonta Parks & Recreation commission will hold their next regular meeting today. The meeting will begin at 7:00 PM at the Common Council Chambers at City hall.

U.S. Senators Charles Schumer and Kirsten Gillibrand announced today $560,694 in federal funding for the City of Norwich Fire Department. The federal funding will enable the department to hire three new, full-time firefighters, allowing the City of Norwich to increase the number of firefighters on duty from a four-person shift to a five-person shift.
Oneonta Police Department responded to Luther Street for a reported violation of an order of protection. 32-year-old Keion Pierre of Oneonta is accused of violating an order of protection, Pierre fled the scene on foot with the officer giving chase, but he was taken into custody after a brief struggle. Pierre was found to be in possession of 24 Baggies of heroin, 3.9 grams of crack cocaine, plus marihuana and drug paraphernalia. Pierre was charged with Criminal Possession of a Controlled Substance, Criminal Contempt, Resisting Arrest, Criminal Use of Drug Paraphernalia & Unlawful Possession of Marihuana, he was held pending arraignment at the City of Oneonta Court.
Governor Cuomo's favorability rating dropped, according to the latest Siena College survey released today. 49% have a favorable view of Cuomo, down from 53% in May and 60% in January. 44% had an unfavorable view of Cuomo, 39% said Cuomo is doing an "excellent" or "good" job, 40% said "fair" and 20% said "poor.
The State Office of General Services announced that they would hold 2 surplus vehicle, highway equipment, and miscellaneous property auctions in Cortland & Unadilla next week. the Otsego County solid waste department announced the dates & locations for this year's household Hazardous Waste collection days. the 1st event will be on September 11that the Unadilla town highway building, the second will be at the Meadows Complex in Cooperstown on September 12th. There is no pre-registration is required for Otsego county residents, business are advised to call 547-4225 between August 24th and September 4th.
U.S. Sen. Charles Schumer reported that he will fight legislation that would allow for longer trailer trucks on the nation's highways. Schumer opposes a provision in a Senate transportation bill would authorize twin 33-foot trailers. Current rules allow for trucks to pull two trailers that are each 28 feet long. Schumer said that trucks would stretch out to be the size of an eight-story building & would be a safety risk for other motorists and a place too much weight on bridges and roads.

The Oneonta Planning commission will hold their next meeting tonight, on the agenda is a proposal for demolishing 31 Clinton Street, the meeting will begin at 7:00 PM in the Oneonta City Hall Common Council Chambers.

Governor Cuomo announced a crackdown on drivers and their passengers caught without a buckled seat belt or transporting unrestrained children as part of the national Click It or Ticket - Border-to-Border enforcement mobilization. The initiative will run from today through Sunday, May 31st. Currently, 91% of New York motorists buckle up, which is 4% higher than the national average. 32% of the front seat occupants killed in crashes in New York State between 2011-2013 were unrestrained.
FBI officials arrested former Congressional candidate & Minister Robert Doggart of Tennessee in connection with a plot to kill Muslim community residents in the town of Hancock. FBI officials arrested Doggart, back on April 10th. The complaint filed in federal court Doggart planned to commit mass murder using an M4 rifle, explosives, machete and snipers. Doggart was released after posting bail, and faces federal court action shortly.

Voters in New York State will decide on their area school district budgets, school board seats, building & bus propositions on Tuesday. School board races will be decided in Sidney, Delhi, Bainbridge-Guilford, & Norwich. Building projects will be voted on in Sidney, Walton, & Unadilla Valley.
Friday’s declared mistrial in Schoharie County Court ion the Cal Harris murder trial, likely means a 4th trial, which may bring the case back in court in August. The most recent trial was the longest of the Harris Trials at 11 weeks; it featured 11 days of deliberation with a hung jury, and 14 requests for a mistrial By Harris' defense attorney since the 3rd trial began in February. Harris was convicted twice in Tioga County Court, both were overturned on appeal, the 3rd trial and the next trial are in Schoharie county court after a change of venue was granted.
State Police arrested 22-year-old Jonathon Helmer of Hartwick Seminary for Aggravated DWI with a B.A.C. result of .20%. This arrest occurred after Troopers responded to a Delaware County 911 report of a single motor vehicle accident on State Route 23 in the Town of Harpersfield. An investigation determined that he was driving while intoxicated when he crashed into the guiderail and then a ditch. Helmer was issued tickets returnable to the Town of Harpersfield Court on May 25th.

Delaware County Sheriff Tom Mills announced that they are seeking funding to help acquire & give away Bicycle helmets to children whose family may not be able to afford one. U.S. Senator Kirsten Gillibrand is announcing legislation to remove legal barriers to adoption by lesbian, gay and transgender parents. Gillibrand will introduce legislation this week that would prohibit the discrimination, The "Every Child Deserves a Family Act" would prohibit any entity that receives federal funds from discriminating against adoptive or foster parents based on sexual orientation, gender identity or marital status. New York is 1 of 7 states that explicitly bans adoption discrimination based on sexual orientation. Louisiana, Mississippi, and Michigan prohibit same-sex couples from jointly adopting, 4 other states restrict same-sex couples from using the second-parent adoption process.
New York’s IDA’s provided $660 million in net tax exemptions in 2013, up $105 million from 2012 but estimated job gains were nearly 23,000 lower than the previous year, according to State Comptroller Tom DiNapoli. The report found that, despite this weakening growth in jobs, the state’s 109 active IDA's provided $1.38 billion in total tax exemptions in 2013. The exemptions were partially offset by $723 million in payments-in-lieu of taxes, leaving the total net exemptions for the year at $660 million – an increase of $105 million, or 19% from 2012. DiNapoli has also renewed his call for improvements to IDA oversight and accountability. A copy of the report is available at osc.state.ny.us.

Oneonta police Arrested 36 year old Corinne Simmons of Deposit, for bank robbery friday in Oneonta. Simmons is accused of robbing the the NBT Bank at 1 Wall Street at about 12:15 Friday afternoon, she indicated she had a weapon and left on foot with about $1,500. Simmons was arrested Friday afternoon on Fonda Avenue in Oneonta, she was charged with robbery and grand larceny, she faces court action at a later date. Oneonta Police were assisted by the State Police in this investigation.
Governor Cuomo & US Senator Kirsten Gillibrand threw their support behind Hillary Clinton, after she announced her bid to run for President Sunday. Clinton served as a Senator of New York prior to becoming Secretary of State in the Obama administration, Gillibrand was appointed to fill Clinton's seat in the Senate, Cuomo served in the Housing & Urban Development department in the Clinton White House.
On Friday Chenango County Sheriff's Deputies arrested Kyle Packer of Oneonta after conducting an investigation of a motor vehicle accident on a seasonal road in the Town of Plymouth. Packer was processed and released to a sober third party. He is to appear in the Town of Plymouth Court on May 5th to answer to the charge.

Governor Cuomo repeated that ethics reform remains the top issue in relation to a new state budget, and that reports that there is a deal close at hand with the state senate republican leadership is premature. Cuomo said that the second major issue in the budget is education, & how to address and fix a broken education bureaucracy. The state budget is due April 1st, the governor said he would not sign a budget without ethics reforms; the State Assembly Leadership is in agreement with the Governor on that issue.
The General Clinton Canoe Regatta committee has announced who is being inducted into the Regatta Hall of Fame this year. Hall of fame committee member Greg Davie comments:

The inductees will be honored during a special ceremony on Saturday May 23rd, during the General Clinton Canoe Regatta Memorial Day weekend.
State Comptroller Tom DiNapoli announced today his office approved 1,786 contracts valued at $2.1 billion and approved more than 2.5 million payments worth more than $8.8 billion in February. His office also rejected 204 contracts and related transactions valued at $1.1 billion and more than 4,000 payments valued at nearly $8.2 million due to fraud, waste or other improprieties.
Opportunities for Otsego will be getting 3 million dollars in federal funding, according to US Senators Charles Schumer & Kirsten Gillibrand. The funding will be used for the county's Head Start Program.

Reed announced that he will not seek re-election for the US Senate, & will retire at the end of 2016; Reed told reporters that his preference to succeed him would be New York senator Charles Schumer.
