Sunday was "World AIDS Day"
Governor Cuomo announced that the number of new HIV infections continues to
fall to historically low levels. The new data further validates that New York's
aggressive actions are keeping the state on track to achieve Governor Cuomo's
goal of "Ending the Epidemic" by the end of 2020. Additionally, data
from 2018 shows 82 percent of newly diagnosed New Yorkers were connected with
care within 30 days of being newly diagnosed with HIV.
The 1st Congregational Church of
Sidney will close its doors at the end of the Month. The church opened in 1808, Pastor Patricia
Robinson is retiring & the Board of Directors decided to shut the doors as
membership has declined to about 50.

Emergency crews responded to a 20 car pile-up on I-81 in the town of Barker
near Castle Creek Sunday afternoon. The
crash was due to slick roads from the freezing rain & snow, no injuries
were reported, the investigation is continuing.

Not Call Registry and requires live telemarketers to give consumers the option
to be added to the seller's do-not-call list. It also requires telemarketers to

teaming up with Staffworks to raise money starting tomorrow, to help pay for

2200 pieces of equipment to clear roads around the state. Governor Cuomo also directed non-essential
state employees in the affected areas, to not report to work today.

shortfall in the next fiscal year. The
biggest spending growth is for Medicaid payments, where, in recent years, the
state has deferred some Medicaid expenses from one year to the next to balance
the books. Governor Cuomo will outline
in January his plans to balance the next budget.

Chuck Schumer announced that $238,083 in federal funding will go to the
Addiction Center of Broome County in Binghamton to combat opioid abuse and
addiction. The Senators announced that
the funding comes from the White House Office of National Drug Control Policy
and it will be used to evaluate community efforts to address and combat the
opioid epidemic.
State Lawmakers are proposing to
equip state troopers with body cameras.
The camera proposal was introduced this fall; it could be passed as part
of the next legislative session in January.

has committed a $250,000 for a new emergency room and walk-in center at UHS
Chenango Memorial Hospital in Norwich.
Officials from Preferred Mutual Insurance Company announced the pledge
on Tuesday; it will be paid over the next 5 years, & is the largest
corporate commitment to be announced since the Norwich hospital kicked off a
capital campaign started last month.
The Delaware County Chamber of
Commerce will hold their next 1st Friday Eat & Meet business breakfast
tomorrow at Kirkside Park Pavilion in Roxbury, starting at 8:30 a.m. The featured speaker is Congressman Antonio
Delgado of the 19th Congressional District, who is a member of the House
Agriculture, Small Business and Transportation and Infrastructure Committees;
and will speak about accomplishments and initiatives, as well as answer

million in funding allocated for an engineering center and supporting
structures at West Point would be repurposed for the Border Wall between Texas
& Mexico. Gillibrand stated aid
that Trump is taking money from West Point and 126 other military installation
projects across the country in order to work around Congress and build the southern
border wall.
The Otsego County Planning Department
has announced their 22nd Annual Household Hazardous Waste Days. The 1st collection day will be at the
Unadilla Town Barn on Friday September 20th from 8:00 AM to 11:00 AM, the 2nd
day will be at the Cooperstown Meadows Office Complex on Saturday September
21st from 8:00 AM to 1:00 PM. There will
be a small fee for businesses wishing to participate; they must register by the

announced new findings of its ongoing investigation into the vaping-associated lung
illnesses that have been reported across the state, including an updated case
count and information regarding the testing being conducted at the Department’s
Wadsworth Center Laboratory. the
Department has received 34 reports from physicians of severe pulmonary illness
among patients ranging from 15 to 46 years of age who were using at least 1
cannabis-containing vape product before they became ill, Laboratory test
results showed very high levels of vitamin E acetate in nearly all
cannabis-containing samples analyzed by the Wadsworth Center as part of this
investigation. At least one vitamin E acetate containing vape product has been
linked to each patient. The Wadsworth Center is testing both cannabis and
nicotine-containing vape products as part of this investigation.

legislation to prohibit companies from charging early termination fees on motor
vehicle lease contracts if a customer has passed away before the end of the
contract. Similar laws are in place prohibiting phone, television, internet,
energy and water service providers from charging early termination fees if a
contract is broken due to the death of the customer.
A.O. Fox Hospital has
been awarded $10,000 by the MultiPlan Rural Health Grant Program to help launch
a food “farmacy” based at its Tri-Town Campus in Sidney. The prescription food location will open in
January 2020, & will provide emergency food, education, and navigation
services to patients and their families in need. A.O. Fox Hospital will partner
with local businesses & it will operate on an outpatient basis; visitors
will receive vouchers for food prescribed by their primary care providers. In Delaware County, it is estimated that more
than 8,400 people suffer from hunger; more than 1,800 of those struggling are
children. In children, hunger can lead to growth impairment, poor academic
performance, behavioral issues, sickness, social disorders, and more.

arrested 19 year old Brianna Reynolds of Auburn for Aggravated Unlicensed
Operation of a Motor Vehicle, Unlicensed operator and Speeding at 85 miles per
hour in a 55 mph zone. Reynolds was
stopped by deputies on State Highway 17 in the Town of Hancock; she will appear
in Town of Hancock Court at a later date.

arrested 28-Year-Old Robert Davis of Pennsylvania for Driving While
Intoxicated, Refusal to Take Breath Test & Parking on a Public
Highway. Davis was located on State
Highway 206 in the Town of Masonville; he was arraigned & was remanded to
the Delaware County Correctional Facility on $2,500 Cash Bail, or $5,000 in
secure bonds. Davis is scheduled to
appear in the Masonville Town Court at a later time.

Delaware County Sheriff's department announced that a
51-year-old Town of Sidney man reported missing on June 27th was located
deceased on Wednesday afternoon. Human
remains were discovered by utility line employees working in a wooded area near
the intersection of Lawton Hill Road and Franklin Depot Road in the Town of
Sidney. Deputies and Investigators
identified the remains as those of Byron Furman who had been reported missing
from his Lawton Hill Road residence.
Delaware County Medical Examiner Dr. Richard Ucci determined that Furman
died of natural causes.
State Police and the DOT are continuing "Operation
Hardhat," as they try to crack down on work zone violations and promote
safe driving through active work zones on state highways. State Trooper are patrolling active work
zones on I-81 in Broome and Route 17 in Tioga County; on Wednesday troopers
issued 21 tickets in the I-81 work zone on Interstate 81 in Broome County, 16
were cell phone tickets, 2 for the Move Over Law, 2 for Moving From a Lane
Unsafely & 1 for a seat belt violation.

books today. The law requires public
schools to teach age appropriate child sexual abuse and exploitation prevention
classes to students in kindergarten through eighth grade. Erin's Law is named
for Erin Merryn, who is an abuse survivor and activist against child sexual

The Bainbridge Chamber of Commerce will hold their annual
"Bainbridge Day" this Saturday with a variety of events around the

domestic violence some penalties on some of their utility bills. The law allows people fleeing their batterers
to terminate multi-year telephone or cable contracts at the home they're
leaving without paying a penalty; it covers victims who have received an order
of protection. The law takes effect immediately.
The Broome County Sherriff’s
Office is warning people about a new phone scam where people posing as law
enforcement. Victims are receiving calls
from a caller claiming to be a deputy & that the victim missed a jury duty
assignment and needs to complete paperwork and pay a fine to avoid being
arrested. The caller requests the victim
to meet in the parking lot of the Sherriff’s office and wait there to pay the
fine. The Sherriff’s department does not
collect fines and official transactions are processed inside their office. Anyone who has received this call should
report it to 778-1191, extension 1.
U.S. Senator Kirsten Gillibrand is dropping out of the
presidential race, after she failed to make the cut for the next Democratic
candidate’s debate next month in Houston. Gillibrand announced her decision on
Twitter also after low poll numbers and difficulty in raising funds. Gillibrand was appointed to the Senate in
2009 to fill the seat vacated by Hillary Clinton, after she had served this
region in the U.S House of Representatives.

& Prevention today. The numbers are
the highest in 25 years, with 68 of the 71 national cases reported last week,
were in New York State. So far this
year, there have been 626 conformed Measles cases nationwide, there 963 cases
in for all of 1994.
The state Department of Public Service announced a proposed
agreement with Charter-Spectrum that would allow the company to remain in
business in New York State. Charter
would expand broadband service to 145,000 businesses and residences in upstate
New York by Sept. 30, 2021; they would provide $12 million for broadband
expansion, primarily for unserved and underserved properties. A 60-day public comment period would follow;
any agreement must be approved by the Public Service Commission.
The City of Oneonta announced that starting at 9:00 PM Tonight;
Main Street will be closed to all traffic, as crews will be installing a new
water service at 221 Main Street. Main
Street will be closed from Chestnut Street to Elm Street; pavement restoration
is expected to occur Tuesday night.
The trial for 45 year old Wilfredo Pica-Torres has been
scheduled for August 26th in Broome County Court. Pica-Torres is accused of killing 61-year-old
Victor Banayan on February 9th at 109 Walnut Street in Binghamton, he recently
pleaded not guilty to an indictment where he was charged with 2nd degree
murder, 1st & 2nd degree arson, & attempted 2nd degree murder, and he
is being held in the Broome County jail.

Gillibrand announced over $172 million dollars in federal funding from the
Department of Housing and Urban Development through the Community Development
Block Grant & in the HOME Investment Partnership Program. Communities will use the funding to address
a wide range of needs and enable local governments to support affordable
housing initiative, provide essential services, and expand economic
development. Locally, the city of Binghamton will get over $1.9 Million.

State Police arrested 33 year old Amanda Gus of Hartwick for
3rd degree Grand Larceny, after Troopers received a complaint that money was
missing from an ATM and logs were unaccounted for from a period of time
starting in February and ending in April.
Gus is accused of failing to fill the ATM while working at the Mirabito
store on State Highway 205 in Hartwick, more than $1000 was unaccounted
for. Gus was released on her own
recognizance.
State Police arrested 52 year old Antonio Fiorino of
Worcester for 2 counts the Agriculture and Markets Law of Overdriving,
Torturing and Injuring Animals. A trooper was dispatched to Worcester where
the complainant believed Fiorino poisoned her cats, the investigation revealed
that the cats were poisoned with antifreeze which led to their death. Fiorino was arraigned in Worcester Town
Court where he posted $500 cash bail.
His return court date is May 7, 2019.
The State’s financial health ended the fiscal year on a
`Good Note, according to State Comptroller Tom DiNapoli. Figures released on Friday showed state revenue
dropped by $3.7 billion, or by 4.7%, during the fiscal year that ended March
31, yet March revenues surpassed projections by more than $800 million. The state ended the fiscal year with $7.2
billion in the bank, higher than projections but less than last year. DiNapoli says the declines in revenue and the
possibility of federal funding cuts show its “essential” that state leaders
build up the state’s reserves to prepare for the next economic downturn.

State Police arrested 33 year old Amanda Gus of Hartwick for
3rd degree Grand Larceny, after Troopers received a complaint that money was
missing from an ATM and logs were unaccounted for from a period of time
starting in February and ending in April.
Gus is accused of failing to fill the ATM while working at the Mirabito
store on State Highway 205 in Hartwick, more than $1000 was unaccounted
for. Gus was released on her own
recognizance.
State Police arrested 52 year old Antonio Fiorino of
Worcester for 2 counts the Agriculture and Markets Law of Overdriving,
Torturing and Injuring Animals. A trooper was dispatched to Worcester where
the complainant believed Fiorino poisoned her cats, the investigation revealed
that the cats were poisoned with antifreeze which led to their death. Fiorino was arraigned in Worcester Town
Court where he posted $500 cash bail.
His return court date is May 7, 2019.
The State’s financial health ended the fiscal year on a
`Good Note, according to State Comptroller Tom DiNapoli. Figures released on Friday showed state revenue
dropped by $3.7 billion, or by 4.7%, during the fiscal year that ended March
31, yet March revenues surpassed projections by more than $800 million. The state ended the fiscal year with $7.2
billion in the bank, higher than projections but less than last year. DiNapoli says the declines in revenue and the
possibility of federal funding cuts show its “essential” that state leaders
build up the state’s reserves to prepare for the next economic downturn.

Joint Legislative Budget Hearings got Underway in Albany
starting earlier today. The hearings
will be held through February 12th at the Legislative Office Building in
Albany, the state budget is due on April 1st.
State police made almost 800 arrests for impaired driving
over the holiday season, as part of the Drive Sober or Get Pulled Over
campaign. 48,877 tickets were issued,
783 people that were arrested, there were 643 personal injury crashes, which
resulted in 8 fatalities. Police said
that there were over 16,000 tickets for speeding, over 9500 for Distracted
Driving, over 1200 were Seatbelt violations 1,223, and 437 were charged with
violating the Move Over Law.
State Senator Fred Akshar released the results of his recent
online survey regarding the “Dream Act”,
which would allow for the children of undocumented immigrants to apply for
state-funded, free college tuition assistance programs for New York State
colleges or universities. Akshar’s
survey drew 2,200 total responses, within the 52nd Senate District, 85% of
respondents opposed the proposal, 14% supported it, while outside of the 52nd
Senate District, respondents opposed the measure 93% to 5% with 1%
undecided. The results in the district
were very similar to last year’s survey.
Senator Akshar plans to release a new public survey on a new issue this
week.
US Senator Kirsten Gillibrand is launching an exploratory
committee for a run for the Presidency.
Gillibrand made the announcement last week on the “Late Show with
Stephen Colbert", she has since opened up a campaign office in Troy, she
has more than $10.5 million left over from her 2018 re-election campaign that
she can use toward a presidential run.
The State Labor Department
announced the unemployment rates for local counties today, for the month of
December. Chenango County had 4.4%,
Delaware County was 4.2% & Otsego County was at 4.0%, the statewide rate
was 3.9%.
Students in Greece New York alerted Police regarding a plot
to attack Islamberg in the town of Deposit with explosive devices. The Greece Police Department arrested
20-year-old Brian Colaneri, 19-year-old Vincent Vetromile of Greece,
18-year-old Andrew Crysel of East Rochester & an unidentified 16 year old
following an investigation at Odyssey Academy.
Police seized 23 firearms & 3 homemade bombs, the 3 older suspects
were charged with 3 counts of 1st degree criminal possession of a weapon or
explosive and one count each of conspiracy, they were being held at the Monroe
County Jail on $50,000 bail.
Governor Cuomo signed into law the Reproductive Health Act,
which protects women's reproductive rights by ensuring New Yorkers can make
healthcare decisions and medical professionals can provide services without
fear of criminal penalty.

& cannot be undone by Federal law changes.
Governor Cuomo has directed SUNY and CUNY to assist students
with college-related expenses during the prolonged federal shutdown. Payments
for tuition and related college expenses will be postponed, and no late fees or
penalties will be charged to impacted students. This temporary reprieve will
apply to federal employees, dependents of federal employees, and students who
are dependent on loans from the federal government that may be delayed.
State Attorney General Letitia James announced that New York
has joined with other states and the federal government to reach an agreement
with Walgreens, to settle allegations that Walgreens violated the False Claims
Act by billing Medicaid at rates higher than its usual and customary rates for
certain prescription drugs. Walgreens
will pay New York State 14.5 Million dollars to the states' Medicaid program.

Roy Halladay were elected to the National Baseball Hall of Fame yesterday on

34 year old Thomas Jadlowski of Sherman New York was
sentenced to 1 to 3 years in prison, for the accidental shooting of his
neighbor Rosemary Billquist, who was out walking her dogs on Thanksgiving
Morning 2017. Jadlowski mistook his
neighbor for a deer & shot her, he Testified that he heard Billquist cry
out and ran to assist her & called 911 for help. Billquist was taken to an area hospital where
she was pronounced dead, Jadlowski pleaded guilty to criminally negligent
homicide in Chautauqua County Court; he was sentenced there this morning.

Binghamton that Canopy Growth Corporation is will be locating a processing
center in Broome County shortly. Schumer
said that the center will create up to 400 jobs. The new Federal Farm Bill legalizes the
growth of industrial hemp across the country; growing hemp was already legal in
New York State since 2015. Hemp can be
used to manufacture a wide variety of products including building materials,
rope, supplements, food, beverages, and beauty products.

might run from President in 2020, speculation has shifted to a possible run
from President by US Senator Kirsten Gillibrand. Before becoming a US Senator, Gillibrand
represented much of the WCDO listening area in the House of Representatives

later became a US Senator after Hillary Clinton was chosen as Secretary of

among other measures.

expand New York's Bottle Bill to make most non-alcoholic drink containers
