State Police arrested 32-year-old Curtis Commesso of Bainbridge for reckless endangerment, endangering the welfare of a child and criminal contempt, after troopers were advised of a domestic dispute on I-88 in the Town of Fenton. Commesso allegedly drove recklessly by another vehicle that was occupied by his ex-girlfriend, their young child and others, he swerved in front of the victim’s vehicle, and the behavior violated a court order of protection. Commesso was arraigned in the Town of Fenton Court and was remanded to the Broome County Jail in lieu of $2,500 cash bail or $5,000 property bond, pending future court action.
New York state’s Medicaid system made approximately $6.8 million in inappropriate payments, including $3.5 million for separately billed medical services that should have been covered by managed care plans, according to an audit released by State Comptroller Tom DiNapoli. Additionally, auditors identified 15 Medicaid providers who were charged with or found guilty of crimes that violated the laws or regulations of a health care program. So far, about $2.4 million of the overpayments were recovered. The report is available at osc.state.ny.us/audits.
A New York state environmental conservation officer was hospitalized after being shot while investigating illegal hunting in Columbia County. State police say 2 En-Con officers were checking out reports of trespassing with shots fired Tuesday afternoon; Officer James Davey was shot in the pelvic area by 54-year-old Alan Blanchard of Gallatin. Davey underwent surgery at MidHudson Regional Hospital and is listed in stable condition. Blanchard was charged Tuesday night with assault. He was being held Wednesday in county jail without bail.
The Otsego County Sheriffs department arrested 59-year-old Rhonda Wing of Morris for DWI Saturday after she crashed her car in the Town of Pittsfield. Wing was arraigned at the Pittsfield Town Court and is expected to reappear December 21st.
The State Assembly held a public hearing in Albany today regarding the rapid increase in student debt by college graduates. Statistics compiled by the state comptroller's office shows that student loan debt has doubled in the last decade. Last year, New York residents had an average of $32,200 in student debt, which is well above the national average of about $25,500.
Delaware County Deputies arrested 46-year-old Ronald Walley of Walton, for DWI, failure to keep right and speed unreasonable and prudent, following a 1-car rollover accident on County Highway 23 in the Town of Walton. Walley was released on appearance tickets returnable to the Town of Walton Court on December 28th.
The Sidney Chamber of Commerce will hold the annual Christmas Parade this Friday night in downtown Sidney. Sidney Chamber President Stephanie Taylor said that this year’s theme is "A Country Christmas:"

U.S. Army Corps of Engineers and the State DEC will hold a public scoping meeting for a study on flood-damage reduction needs today. the meeting will be held in the Sidney Memorial Public Library at 6:30 PM in the Smart Community Room. The Public is invited to attend.
The State DOT announced that bridge work on State Route 30/206 northbound and southbound over the East Branch of the Delaware River in the town Colchester will require intermittent road closures in both directions starting today through December 2 from 7:00 AM to 3:30 PM each day. Crews will be setting bridge girders for the new bridge. Motorists will encounter traffic stoppages intermittently for 10 – 15 minutes several times during the work hours daily. Motorists are advised to be alert for slow moving traffic and sudden stops.
American Red Cross blood drives will be held at both local BOCES campuses today. One blood drive will be held at the Harold campus on state route 206 in Masonville from 8:30 AM to 2:30 PM, another blood drive will be held at the Norwich BOCES campus from 10:30 AM to 3:30 PM. The stalking case of Cal Harris of Spencer in town of Oneonta court has been postponed to November 10th. Harris was originally due in court today following his arrest on June 10th, for allegedly stalking state police investigator Terry Schultz in front of the Schultz home, after the Investigator testified in Harris’s most recent murder trial in Schoharie County Court. Harris is charged with 4th degree stalking,
Schuyler County District Attorney Joseph Fazzary has been named a Special Prosecutor in the investigation of Broome County Executive Debbie Preston, is accused of using a Town of Conklin credit card for personal use, when she was the Conklin Town Supervisor. Broome County District Attorney Steven Cornwell recused himself from this investigation earlier this week, On Tuesday, Preston admitted that as Conklin Supervisor she bought personal items with a Town of Conklin credit card in 2011 but said she paid the balance on the card with her own money. State Comptroller Tom DiNapoli has been requested to perform a full audit of the town of Conklin’s book during Presto’s tenure.

Trooper Whitney will be assigned to Troop C, This year's class is the 204th to graduate from the State Police Academy.
The state Department of Health overpaid managed care organizations nearly $19 million for the state fiscal year 2014-15, in part, because of a flaw in how it calculated premiums, according to an audit from State Comptroller Tom DiNapoli. Auditors warned that another $56.8 million was at risk of overpayment over the next three years due to the flaw. Additionally, DiNapoli’s auditors found the Department Of Health is missing out on millions in annual savings through reforms recommended by the state’s Medicaid Redesign Team. The department also failed to collect $38.6 million in actuarial costs, incurred since 2009, from managed care organizations. Officials agreed with DiNapoli's findings & have agreed to make corrections.
State Police arrested 32-year-old George Puckey of Binghamton, for 2nd degree Menacing, after troopers responded to a Broome County 911 report of a disturbance with a knife at a home on Pulaski Street in the Town of Dickinson. Puckey allegedly threatened his roommates while holding a box cutter; he was arraigned in the Town of Dickinson court and was remanded to the Broome County jail in lieu of $1,000 cash bail or $2,000 property bond. His next court date in the Town of Dickinson is pending.


Governor Cuomo announced a $10 million investment to support new and existing incubators that help early-stage and emerging clean energy companies across the state grow and succeed. Technologies developed by these growing clean energy companies will help New York meet the Clean Energy Standard and its commitment to 50% renewable sources by 2030. Through NYSERDA, funding is available to organizations that are interested in providing incubator services to early-stage clean energy companies, particularly in the Southern Tier. Up to $2 million will be available for each incubator.

The NTSB, State Troopers, Forest Rangers, County Fire Coordinators and several area fire departments responded tot eh report of a small aircraft crash near German Hollow Road in the Town of Smithville. 3 passengers and 1 pilot were aboard the single-engine plane when it landed into a wooded area near a Buddhist temple. All four individuals who were suffering from shock and minor injuries were pulled from the wreckage by Monks of the temple, shortly before the aircraft burst into flames, destroying the plane. All 4 were taken to Wilson Hospital in Johnson City for non-life threatening injuries. The investigation is continuing.
New York state’s Medicaid system made as much as $12.1 million in inappropriate payments during 2015, including $2.3 million for dead patients and millions more for recipients who had been dropped from long term care coverage, according to an audit released today by State Comptroller Tom DiNapoli. By the end of audit fieldwork, about $2.1 million of the overpayments were recovered. DiNapoli made 11 recommendations to DOH to recover the remaining inappropriate Medicaid payments and improve claims processing controls, they agreed with the audit recommendations and indicated that certain actions have been and will be taken to address them. Fire damaged the Cooperstown Motel around 2:30 Tuesday morning. Firefighters arrived at the 90 Chestnut Street Location, firefighters from several area departments responded, with no injuries reported. The Motel was vacant following the death of the owner earlier this year; the property was about to be sold to the CVS Pharmacy chain. The cause of the fire is still under investigation.
THE regular meeting of the Oneonta City environmental Board will be held this evening at city Hall. The meeting begins at 7:00 PM in the Common Council Chambers.

State Police responded to a physical dispute in progress at 312 West Wendell Street in the Town of Union. 20 year old Alex Crotsley stabbed the victim in the chest several times with a knife causing injuries; he was arrested for attempted murder & was arraigned in the Town of Union court and remanded to the Broome County jail without bail. The adult victim was transported to Wilson Hospital where he is being treated for several non-life threatening stab wounds. This investigation is continuing.
On Friday afternoon, August 5, Delaware County Sheriff's Deputies responded a motor vehicle accident on Bussey Hollow Road in the Town of Andes. 60 year old Douglas Petoske, of Hancock lost control of his pickup while negotiating a curve in the roadway causing the vehicle to overturn, he was air lifted by a LifeNet to Albany Medical Center with a head injury, 23 year old Blaine Bolster of Hancock, sustained a minor injury and refused medical treatment at the scene. No tickets have been issued.
State Police arrested 36 year old Jeremy Austin of Binghamton for vehicular assault, operating a motor vehicle while impaired by drugs, reckless endangerment & criminal possession of a controlled substance, after troopers responded to a report of an accident involving two tractor trailers on Interstate 81 in the Town of Marathon. Austin drove a tractor trailer off the roadway through a large median he crashed into a tractor trailer. The driver of the tractor trailer that he struck was transported to Wilson Hospital with non-life threatening injuries. Austin was found to unlawfully possess about a gram of crystal methamphetamine, He was remanded to the Cortland County jail on bail, and I-81 was shut down for approximately 4 hours.
The Village of Sidney Department of Public Works announced that Storm Pipe work will continue on Pearl Street between James & Prospect today. The work will be performed from 7:00 AM to 3:30 PM today.

Governor Cuomo today announced the launch of a statewide heroin task force charged with ending the heroin and opioid crisis in New York. The group is a coalition of experts in healthcare, drug policy, advocacy, education, and parents and New Yorkers in recovery, will build on the state’s previous efforts and use their expertise and experience to develop a plan to combat the state’s opioid epidemic. Members of the task force will hold public listening sessions across New York to inform their recommendations.
A Broome County Grand Jury has indicted 2 people in connection with an incident involving gunfire at the SUNY Broome Dorms. 20-year-old Jermain Carr and 19-year-old Derris Robinson were each charged with felony Reckless Endangerment & criminal possession of a weapon for the incident last October 29th.
The Broome County Sheriff's department has been searching for 37-year-old Brenda Halpin of Chenango Bridge for over a month, since she disappeared from her home, without medication for health issues, which includes the degenerative Huntington's disease. Halpin was last seen April 8th in the Poplar Hill Road area; her family is offering a $10,000 reward for information leading to her whereabouts. Halpin is described as a White Female, about 5 feet tall, about 90 pounds, with long straight brown hair, Huntington's diseases makes it difficult for her to sometimes walk or communicate clearly.
The General Clinton Canoe Regatta committee has worked with the Sidney Chamber Of Commerce to have 3 sets of canoe races on may 21st, may 25th & the memorial day weekend. Clinton regatta Chairman John Harmon explains:

Harmon said that there used to be a few weeks difference between the Wessels and Clinton Races, which made it difficult for paddlers from outside the area to make 2 separate trips, paddlers would often chose just one race to participate in. The thought is that 3 races within a week could make it more reasonable for paddlers to stay for one week & race in all 3 races
Governor Cuomo today honored 26 police officers who made the ultimate sacrifice in service to communities across New York State. The officers from six local, state and federal law enforcement agencies were remembered at New York State’s annual Police Officers’ Memorial Remembrance Ceremony. Their names joined 1,387 others on the granite memorial at the Empire State Plaza in Albany.


Otsego County Sheriff’s Department & Oneonta City Police arrested 26-year-old Haley Cornell of Oneonta, 26-year-old Shakeem Enang of the Bronx & 31 year old Michael Lightly of the Bronx on a variety of drug charges Sunday morning at 2 Rose Avenue. Officers seized heroin, crack cocaine, Oxycodon, hydrocodone, marijuana, hypodermic needles and $1,834 in cash. All three were charged with Criminal Possession of a Controlled Substance, Enang and Lightly were charged with Criminal Sale of a Controlled Substance & Unlawful Possession of Marijuana, and Cornell was charged with Possession of a hypodermic instrument. All 3 were remanded to the Otsego County Jail on Cash bail pending future court action.
State Police arrested 36-year-old Michael Hall of South Otselic, for DWI & 2nd degree assault plus several other traffic violations. Troopers also charged Hall's Girlfriend, 25-year-old Ashlee Simms of South Otselic, for DWI & other traffic violations. Troopers responded to a report of a woman yelling for help on South Chenango Street extension in the Town of Greene. Simms had been in a physical dispute with her boyfriend Hall who was a passenger in her vehicle, she stopped and ran for help, and Hall attempted to drive away & backed into a ditch and then fled on foot. Hall was arraigned and was remanded to the Chenango county jail on $250 cash bail or $500 property bond. Simms was also arraigned and was released without bail required. They face court action in the Town of Greene court on Thursday.
The Sidney Central School District will be holding its Budget Hearing Tonight at 7:00 pm in the high school library. Superintendent Bill Christensen will be presenting the 2016-17-school budget. The public is invited to attend.
Governor Cuomo today announced the award of $6,081,700 to help 122 behavioral health providers that offer children’s services improve or develop their technological infrastructure or update their Medicaid billing infrastructure. In the Southern Tier organizations will receive $548,350, those included in the funding are: Catholic Charities of Broome County, Chenango County Mental Health & Delaware County Department of Mental Health

The Delaware county emergency services department announced that Delaware County sent 5 crews to Ulster County this morning. Bloomville, Delhi (2 crews), Sidney and Walton. They all arrived safely at their staging area, had a morning briefing meeting and were sent to the woods shortly after 8am. They are now out working the fire lines.
Delaware County Sheriff's Deputies arrested a Pennsylvania man on an arrest warrant issued by the Town of Tompkins Court earlier this year based on a complaint from an area business. Deputies arrested and charged 58-year-old Rowland Harris of Bloomsburg, Pennsylvania for Issuing a Bad Check, & 4th degree Grand Larceny. Harris is accused of stealing property, valued in excess of $1000, for building materials, which he obtained from that business. He has been additionally charged with being a Fugitive from Justice. Harris was arraigned and posted a $10,000 bail bond in the Columbia County, Pennsylvania; he surrendered to Delaware County Sheriff’s Deputies as ordered by the Columbia County Magistrate Court.
Governor Cuomo today announced New York State has begun sharing Prescription Monitoring Program information with New Jersey to prevent the stockpiling and resale of dangerous controlled substances and to help fight the abuse of prescription drugs. New York and New Jersey are using the National Association of Boards of Pharmacy InterConnect hub, which allows them to securely share their prescription data with authorized requestors from other states in the hub, which provides practitioners and pharmacists with a patient's recent controlled substance prescription information. New York began sharing the records with New Jersey on April 14th, in 8 days; over 16,000 controlled substance records have been requested, with over 12,000 of those requests coming from New York to New Jersey.
Attorney General Eric Schneiderman today announced that New York, and other States, reached an agreement to settle allegations against Wyeth, & Pfizer, to resolve allegations that Wyeth knowingly underpaid rebates owed under the Medicaid Drug Rebate Program for the sales of Protonix Oral and Protonix IV between 2001 and 2006. Wyeth agreed to pay $784.6 million to the United States and the States. About $93.7 million of the settlement will resolve claims relating to New York’s Medicaid program, with the state receiving $55.6 million and the Federal government receiving $38.1 million.

Chobani's CEO Hamdi Ulukaya gave 2,000 full-time employees a surprise in the form of an ownership stake in the company. Employees were handed packets detailing how many shares they were given, based on their tenure with the company. The shares can be converted into stock or cash if the company goes public or sells itself. The company's value was estimated between $3 billion and $5 billion.
State Police arrested 21 year old Thunder Libke of Coventry for obstruction of governmental administration and 2 counts of 2nd degree harassment, after troopers responded to a Chenango County 911 report of disorderly conduct on North Road, in the town of Coventry. The first trooper on scene saw Libke and another man arguing, Libke became aggressive towards the trooper, and attempted to strike him. Libke was arraigned in Town of Afton court and was remanded to the Chenango County jail on $2,500 cash bail or $5,000 property bond.

Village elections were held Tuesday across New York State. In the village of Unadilla, Paul Baldwin wins 1 trustee seat, the second seat, results were tied between Jeff Jones & Christopher Winkler, The Otsego County Board of elections will try to determine how to pick a winner for that seat. In the Bainbridge Mayor's Race, Philip Wade defeated Steven Eisenberg, 99-82, Wade told WCDO News about his plans:

Bainbridge trustee seats will be filled by outgoing Mayor Chick Darling, as well as Erik Barnard & Timothy Mayes. In Morris, write in candidate Rush French wins a trustee seat. In Gilbertsville, Douglas Tobey was on the ballot for 1 of the 2 trustee seats; Write-in Christina Strain won the other seat with 2 write-in votes.
Democratic Congressional candidate Will Yandik will meet with Delaware County Residents On Sunday, at 1:30 pm in Sidney. Yandik is running for the 19th Congressional District, he will meet with residents at the Sidney Memorial Library; he is seeking to replace Chris Gibson, who declined to seek re-election for another term,
Both Houses of the State Legislature have forwarded their budget proposals for eventual negotiations by conference committees, Assemblyman Bill Magee chairs the Assembly Agriculture Committee, he said that some but not all of the Agriculture cuts from the Governor have been restored in the Assembly Budget:

On March 29th. The Prevention Coalition for Heroin & Substance Abuse will hold a meeting at 6:30 pm at the Sidney High School. The meeting will be a brainstorming forum to discuss options for planning a coalition and to apply for a grant with  Organizers are seeking participation from key leaders, from area faith based groups, law enforcement; school leaders and the student body; business people and concerned residents.
Delhi police arrested 55 year old Ernest Orts of Herkimer & 53 year old Ralph Reid of Florida were charged with grand larceny and falsifying business records, following an investigation by the Medicaid Fraud Control Unit of the state Attorney General's Office. Orts and Reid are accused of making false entries and adjustments to account ledgers between 2006 and 2012 while operating the Countryside Care Center in Delhi. The pair were arraigned at the Delhi Town Court and released on their own recognizance.

State Police & the Delaware County Sheriff’s Office arrested 4 Andes residents for the felony burglary. The arrests resulted from the investigation into 12 reported burglaries at seasonal residences throughout Delaware County over the course of several months. Police recovered over 100 pieces of stolen property, arrested were 39 year old Robert Weaver, 28 year old James Stratton, 26 year old Brett Trombley and 20 year old Korey Bush. All 4 were arraigned & were remanded to the Delaware County Jail on $7,500 cash bail or $15,000 bond.
The Delaware County Sheriff's Office and State Police executed a search warrant at the East Hubbell Hill Road, Town of Middletown, at the residence of 24-year-old Lucas Labumbard and 20 year old Anna Bubko. The search led to the seizure of Hydrocodone and Oxycodone tablets and more than $1400 in cash. The pair are accused of forcibly entering Miller’s Drug Store in Margaretville, between the night of February 1st and the morning of February 2nd and stealing prescription narcotics Labumbard and Bubko were charged with Criminal Possession of a Controlled Substance, Tampering with Physical Evidence, Criminal Possession of Stolen Property, Burglary, Both were arraigned in the Town of Middletown Court and were remanded them to the Delaware County Correctional Facility on $75,000 cash bail pending future court action.
The DEC reminds New Yorkers that with warming temperatures and dry conditions, residential brush burning in towns with less than 20,000 residents is prohibited Today through May 14. With the lack of snow cover over much of the state and unseasonably warm temperatures forecasted, experts believe conditions for wild fires will be heightened in the coming weeks. DEC posts a fire danger rating forecast map on a daily basis on its website at dec.ny.gov.

New York State of Health is encouraging uninsured New Yorkers to enroll in a plan by January 31st. More than 2.7 million people are enrolled in health insurance through NY State of Health, including 1.9 million enrolled in Medicaid, and 827,000 enrolled in non-Medicaid coverage. Consumers who do not enroll in a QHP by January 31 will be unable to enroll in a QHP for the remainder of 2016 unless they have a qualifying “life event” such as marriage, losing employer coverage or, under a new law that takes effect this year, they become pregnant. Enrollment in Medicaid, Child Health Plus and the Essential Plan, which is new in 2016 for lower income New Yorkers, is open all year.
Former gubernatorial candidate Zephyr Teachout has announced her candidacy in the 19 congressional district. Teachout recently moved to Duchess County & is seeking to replace Republican Chris Gibson, who announced he would not seek another term in Congress. State Police arrested 30-year-old Anthony Torres of Oneonta for 3rd degree assault and criminal obstruction of breathing or blood circulation. Troopers responded to a 911 report of a dispute at a home on County Highway 11 in the Town of Laurens. An investigation determined that during a physical argument with his girlfriend Torres pushed her down and choked her. Torres was arraigned at the Town of Laurens court and was released without bail required. His next court date is pending.
The City of Oneonta has announced that a public informational meeting will be held to discuss the proposed construction of the Neahwa park entrance improvement project. The meeting will be held on February 2nd in the city hall common council chambers on the 2nd floor of city hall. More information is available at 432-6465.
The town of Sidney zoning board of appeals will hold a meeting at the Sidney civic center today a 5 :00 PM. the meeting is open to the public.
The CASH Coalition of Otsego and Delaware Counties has announced that residents who meet income eligibility requirements will be able to prepare and file their state and federal income taxes for free. MyFreeTaxes is a service available to individuals and families who made under $62,000 in the 2015 tax year. The program is available for use on any home computer or public computers that are available for use beginning January 31st at CDO Workforce Offices in Oneonta, Delhi & Sidney, The Sidney Federal Credit Union Delhi Branch on Saturdays, 9:00 AM to 12:00 Noon, & at the Huntington Memorial Library at 62 Chestnut Street in Oneonta. Lawyers for former State Senate Majority Leader Dean Skelos and his son Adam filed a motion in federal court requesting to have their convictions tossed out and a new trial granted. Both were convicted of bribery, extortion and conspiracy charges back on December 11th, Dean Skelos was found to have used his political influence to arrange payments and jobs for his son. They are scheduled to be sentenced on March 3rd.

According to the federal Centers for Disease Control and Prevention, heroin deaths have quadrupled in the decade between 2002 and 2013, and according to the federal Drug Enforcement Agency, New York accounts for about 20% of federal drug seizures every year.
The GO-EDC committee of Oneonta will hold their next meeting today, at 4:00 PM in the conference room of the Hampton Inn off of River Street. The meeting will include a review of their mission statement & the guest speaker will be Sean Jordan, the Executive Director of MVEDD.

Governor Cuomo today issued an Executive Order to protect homeless individuals from inclement winter weather where temperatures decline to 32 degrees or below. The order will ensure that homeless individuals are directed to shelter during inclement winter weather which can cause hypothermia, serious injury and death. It also requires homeless shelters to extend their hours of operations so that those without shelter can remain indoorsý. The State will assist local social services districts if they are lacking facilities, resources or expertise.
Broome County Sheriffs arrested 31 year old Courtni Rozelle of Dickinson on a variety of drug charges, after pulling her over for driving a vehicle with a cracked windshield & driving without wearing a safety belt. Police accuse Rozelle of giving a false name, as she was wanted a warrant for her arrest & she was driving with a suspended license. Rozelle was charged with 3 counts of Criminal Possession of a Controlled Substance, plus Criminal Impersonation, Criminal Possession of a Hypodermic Instrument and Aggravated Unlicensed Operation of a Motor Vehicle. She is being held at the Broome County Jail on $1,000 bail.
A new law is in effect in New York State that will update the Breastfeeding Mothers’ Bill of Rights to add a provision that allows women to take reasonable, unpaid breaks at work in order to pump breast milk for up to three years following childbirth. Including this provision in the Breastfeeding Mothers’ Bill of Rights, which is publicly posted in maternal healthcare facilities, nurseries, maternity floors, and post-delivery rooms, would ensure that women are aware of this right and would prevent employers from discriminating against them based on their decision to express breast milk at work

Colleen Ayres of River Street in Sidney is one of the first homeowners in the area to get her house elevated, a process that started on December 9th. Ayres told WCDO News about the process:

Ayres said that she had to get Blueprints made up as her home is in the Sidney Historical Section of town, various landscaping and other projects will need to be performed to maintain the historical appearance once the elevation process is complete.
State Police arrested 19-year-old Kobe Hanns of Conklin for felony-aggravated cruelty to animals, after troopers responded to a report of a dog being shot in the Town of Conklin. Hanns is accused of being in a dispute with his sister; he shot & killed her dog outside the residence. Hanns was arraigned in the Town of Conklin court and was remanded to the Broome County jail with no bail set at this time. His next court date is pending.

State Police arrested 24-year-old Trevon Clement of Newark for unlawfully fleeing a police officer in a motor vehicle and numerous other traffic violations, after a pursuit. This arrest occurred after a troopers first observed Clement speeding at almost 100 miles an hour, he continued try to flee Police at speeds up to 127 miles per hour on State Route 17, where he crashed into guide and stopped. Clement was arraigned at the Town of Chenango court and then remanded to the Broome County jail in lieu of $1,000 cash bail or $2,000 bond, his next court date is pending.

A new state law that went into effect in the New Year will provide expanded access to health care by providing for the delivery of services via telehealth under Medicaid coverage and private insurance parity. 2 other new laws include dentists and physical and occupational therapists within the covered telehealth services under Medicaid. These practitioners would then be able to provide services from a distant location to benefit the patient where and when they need it most.
