31 year old Mathew Hall of Columbia, South Carolina, was sentenced in Broome County to 10 years in state prison, followed by 10 years of post-release supervision, and will be required to register as a sex offender, and a no-contact order of protection was issued for the victim. Hall was found guilty of rape after a Jury Trial in December from a sexual assault that occurred in the City of Binghamton in October 2024, where Hall engaged in sexual contact with a person who was incapable of consent due to being physically helpless.
37 year old Michael Brutvan of Binghamton, pleaded guilty to Murder in the Second Degree in Broome County Court and will serve a sentence of 17 Years to Life in a New York State Correctional Facility. On May 13, 2025, the Binghamton Police Department was dispatched to the Salvation Army located at 131 Washington Street for a report of a stabbing. Upon arrival, officers located a male inside the establishment suffering from stab wounds to the shoulder and neck. The victim was later pronounced deceased. Sentencing is scheduled for June 22, 2026, in Broome County Court.

22 year old Matthew Bartosik of Conklin was sentenced today to 50 years in jail for the January 3rd killing of his uncle, Michael Lewis, following a family argument. Bartosik shot his uncle several times, resulting in his death, he also shot his cousin, who survived the incident. When police arrived and tried to enter the house, Bartosik shot at the troopers and deputies. Bartosik was eventually apprehended and took a plea deal and was convicted for 2nd degree murder, 4 counts of attempted murder, 3 counts of attempted murder of a police officer, plus criminal use of a firearm, criminal possession of a weapon & 1st degree assault.

The DCMO BOCES Board of Education reviewed a proposed capital building project plan at a recent meeting on a plan for renovation of the Robert W. Harrold Campus, the Alan Pole Campus in Norwich and the purchase of the former Masonville Elementary School to house programs for students. BOCES District Superintendent Michael Rullo told WCDO News of the main reasons for the projects:

Both the renovations and the purchase of the Masonville School site are subject to voter approval on February 3rd of next year, the BOCES buildings over more than 50 years old, with the most recent renovations approved in 2005. The projects would start in March of 2027 and conclude in 2028.
The City of Oneonta is accepting applications for a firefighter civil service exam to be held on January 10, 2026. The application deadline is December 10, Applications can be submitted in person or by mail to the Oneonta Civil Service Commission at City Hall at 258 Main Street and the starting salary for 2026 hires is $52,000. State Police responded to South Hall of the SUNY Morrisville Campus Monday afternoon at 3:45 pm, they found a 20-year-old male, who was not a student, with a gunshot wound to the neck. The victim was transported to Upstate University Hospital in Syracuse, No other injuries were reported and a suspect has not been located, the investigation is continuing. The Binghamton Police Department announced the identification of the victim from the stabbing at the Salvation Army on Tuesday as 57 year old Kevin Ray of Endicott. Michael Brutvan was charged with 2nd degree murder for the death of Ray, police responded at about 5:15 PM to a report of a stabbing at the Salvation Army, Ray with stab wounds to his shoulder and neck and succumbed to his injuries at an area hospital..
4 more former Marcy correctional officers appeared in Oneida County Court Wednesday for their alleged involvement in the beating death of Robert Brooks in December. Michael Fisher, Michael Mashaw, Nicholas Gentile, and David Walters appeared to answer to plea deals, Gentile accepted his deal on the charge of attempted tampering of physical evidence, he is accused of cleaning up the area where Brooks was beaten, and failing to report it to authorities.
The National Baseball Hall of Fame reported that anyone removed from Baseball’s permanently ineligible list will become eligible for Hall of Fame consideration. Major League Baseball’s decision to remove deceased individuals from the permanently ineligible list will allow for the Hall of Fame candidacy of such individuals to now be considered. The Historical Overview Committee will develop the ballot of eight names for the Classic Baseball Era Committee, to vote on when it meets next in December 2027.

The Clean Slate Act went into effect in New York State Saturday, which will automatically seal an individual’s New York State criminal records. The law states that Convictions under New York state law are eligible for sealing, Except for Sex crimes, Sexually violent offenses or class “A” felonies with the exception of drug-related convictions. The law does not apply to federal crimes or convictions in other states. For the record to be sealed, a specific period has to pass, 3 years for a misdemeanor & 8 years for a non”A” felony. State Police and Broome County Sheriff’s Deputies responded to a fire alarm and disturbance at an apartment located at 2708 North Street in Endicott Saturday. 46 year old Michael Stephens of Endicott is accused of intentionally starting the fire & for menacing troopers with a knife before retreating back into his apartment. Stephens suffered from smoke inhalation, 1 Trooper climbed a ladder and removed Stephens from the scene, he was taken to Wilson Hospital where he was treated & released, he was then charged with 2nd degree Arson & Menacing a police officer, he was taken to the Broome County Correctional Facility for Arraignment.

New York City officials announced that they have elevated to a drought warning and paused the $2 billion Delaware Aqueduct Repair Project upstate, the reservoirs are expected to be re-opened to allow for more water to reach New York City, meanwhile the Statewide burn ban continues as wildfires continue to burn at more than a dozen locations, due to low water levels & exceedingly dry conditions. Various warnings have been released to conserve water because of drought-level conditions throughout the Catskill region and beyond.

Chenango County Sheriff's Office arrested 49 year old Michael Hackett of Norwich following a traffic stop in the Town of Norwich Monday. Deputies and Detectives initiated a traffic stop on a motorcycle on State Highway 12 for Vehicle and Traffic violations. During the investigation, Deputies located Methamphetamine, Cocaine, and Crack Cocaine. Hackett was charged with multiple counts of Criminal Possession of a Controlled Substance, Hackett was arraigned & he was held without bail until a later court date.
The State Department of Labor announced that the number of private sector jobs in New York State increased by 0.1%, to 8.35 Million in April. The State's unemployment rate decreased slightly to 4.2% in April & the State's labor force participation rate decreased slightly to 61.3%.

Chenango County Sheriff’s Office arrested the 2nd suspect of a Grand Larceny complaint. On July 15, 2023 a business in the Town of North Norwich reported that an enclosed trailer was stolen, Detectives were able to identify the 2 suspects by tracking the vehicle used in the larceny, into Oneida County by viewing security cameras, the suspects were Michael Garramone of Remsen, and Derek Crouse of Whitesboro. On July 28, 2023 Garramone was arrested, Crouse fled to Rhode Island, a warrant was issued for Crouse’s arrest. Cranston Police Department in Rhode Island was involved in a vehicle pursuit Sunday with Crouse on a motorcycle, they took Crouse into custody & he was turned over to the Chenango County Sheriff’s Office, he was charged with Grand Larceny & Conspiracy & was arraigned & remanded to the Chenango County Correctional Facility on no bail pending action in Town of North Norwich Court.

Delaware County Sheriff's Office arrested 67 year old Michael Murphy of Rochester for assault after an investigation on April 29th at a residential facility in the Town of Delhi for a complaint of a staff member being assaulted by a patient. Deputies identified the patient as Murphy, who had allegedly struck the staff member. On May 1st, Deputies received a criminal summons for 3rd degree Assault from the Town of Delhi Court, Deputies learned that Murphy was at Bassett Medical Center in Cooperstown from an unrelated incident, Murphy was subsequently arrested and issued the summons and is scheduled to appear in the Town of Delhi Court at later date.

Norwich Police Department received a call Saturday about an individual stealing from parked vehicles in the Norwich High School Parking lot, Officers located the suspect, 28 year old Matthew Maricle of Cincinnatus, in a stolen vehicle and a 30-mile vehicle pursuit ensued from Norwich to Mount Upton, where he ran the stolen vehicle into a ditch. Maricle was charged with Reckless Endangerment, Unlawful Fleeing of a police officer, Resisting Arrest & Criminal Possession of Stolen Property. It was learned that Maricle had forcibly stolen the vehicle from an 81-year-old male in the City of Cortland, 3 days of being released from prison, Maricle will be held pending arraignment at Norwich City Court.

Broome County District Attorney's Office announced that Michael Gibson of Binghamton pleaded guilty as a second time felony offender to 1st degree Rape, he admitted to having sexual contact with a victim less than 13 years old in 2023. Gibson is due back in court for sentencing on May 10, 2024, he faces a sentence of 15 years in State Prison, followed by 15 years of post-release supervision.
Major Construction is underway at the Greater Binghamton Airport, on the airport’s terminal building including the demolition of existing restaurant, kitchen and interior hallways to allow for the construction of temporary waiting areas, new restroom facilities, and a walkway to a jet bridge, with future work on the new outdoor canopy and entrance portals beginning in the spring. The project received $32 million from the Governor’s $230 million Upstate Airport Economic Development and Revitalization Competition.

58-year-old Joy LaBarr of Binghamton was charged with stealing nearly $32,000 in State pension payments intended for her deceased father-in-law, according to the State Comptroller's office and Broome County District Attorney Michael Korchak. LaBarr’s father-in-law, Jack Burnett, retired in 2006 from the Binghamton Housing Authority. Under the pension option he chose, his wife was to continue receiving payments after his death, however, she predeceased him, so payments should have stopped upon his death in December 2020, No one from the family reported his passing. LaBarr was charged with grand larceny. She was arraigned in Broome County Court & is due back in court on January 12th.

State Police & The FBI arrested 43 year old Michael Hilliard of Horseheads November 11th, following an investigation into hazardous materials used for making bombs was found Hilliard's residence. On November 6th, a local Highway Department employee found a possible explosive, the State Police Bomb Disposal Unit and FBI responded and made the explosive safe. On November 11th Hilliard was apprehended and charged with Criminal Possession of a Weapon in the First Degree (B Felony). He was arraigned and remanded to the Chemung County Jail. On November 12th, State Police executed a search warrant at Hilliard’s residence, they located several suspicious hazardous materials inside the residence & the immediate surrounding the residence was evacuated. State Police are working in conjunction with the FBI for the disposal of all hazards. Anyone with information regarding this incident is asked to contact the New York State Police at 585-398-4100.

State Police at Norwich arrested 37 year old Michael Salamey of Frankfort, in connection with a renovation at home in Chenango County. Salamey was charged with 2 counts of 3rd degree Grand Larceny, Scheming to Defraud & Petty Larceny. Salamey is accused of entering into a contract for $33,000 to complete improvements to a home in the village of Sherburne, he did not finish the work and also stopped communicating with the homeowners. Additionally, Salamey is accused of failing to pay a surveyor & Sub Contractor, he was arraigned in the Norwich City Court and is scheduled to appear at the Sherburne Village Court on November 16, 2023.

State Police arrested 3 people after a fight at the Lantern Hill trailer park in Oneonta Saturday. An investigation by Troopers at the scene determined that 25 year old La-Tee Baker of Oneonta, 21 year old Bryanna Patterson of Oneonta, and 23 year old Bethany Brown of Delhi, were involved in a fight, both women sustained injuries, Brown was transported to A.O. Fox Hospital. Baker and Patterson were located by Troopers walking along State Highway 23 and were arrested. They were issued appearance tickets to the Oneonta Town Court on November 21, 2023. After release from the hospital, Brown was charged with Assault, she was issued appearance tickets to the Oneonta Town Court on December 5.

State Police in Binghamton are currently attempting to locate 17-year-old Jason Babcock Jr; who left his residence on Colesville Road in the town of Colesville on June 18th on his bicycle. The bicycle is described as a blue and white "Kent 20" BMX bike. Babcock Jr. is described as a fair skinned white male with dirty blonde hair with a longer crew cut hair style and about 6’ to 6’2” tall. The Otsego County Sheriff's Office released the identity of the man found deceased in Fox Hospital Oneonta Bathroom in May. 32 year old Michael Morton of West Winfield died of a drug overdose sometime between May 30th and May 31. The autopsy found fentanyl, oxycodone, and several other substances.

Broome County District Attorney Mike Korchak announced that 50 year old Michael Seaman was sentenced to 4 years in New York State prison followed by 5 years post-release supervision after pleading guilty to felony Attempted Assault. Seaman admitted that on October 18, 2022, in the Town of Fenton, he attempted to cause serious injury to an 18-year-old male by stabbing him in the leg with a knife during a road rage altercation. The victim was hospitalized and required surgery. Seaman was located in Chenango County later that day.

Police in Virginia have not yet charged Michael Davis of Richmond Virginia, in connection with the April 5th abduction of Tatiana David in Ithaca. Police in Virginia stopped Michael Davis's vehicle shortly after he crossed into Virginia, he fled the scene before crashing his vehicle about 35 minutes later, he shot at troopers who returned fire, Davis is still in critical condition in a Virginia hospital. Tatiana David was found deceased outside Davis's vehicle, the results of the autopsy have not yet been released.

State Police released their update on the reported abduction of Tatiana David in Ithaca Wednesday. A witness reported that David was forced into a white SUV by the suspect, 34 year old Michael Davis of Richmond, Virginia against her will. An endangered adult alert was issued by State Police, They said that the victim and the suspect were in a previous relationship and have a 4-year-old child together. At 9:25 pm, Davis's vehicle was detected crossing into the State of Virginia, Virginia State Police stopped the vehicle, at which time Davis fled the scene, leading Virginia State Police on a pursuit which ended when the suspect vehicle crashed in a wooded area at 10:05 PM. Davis began firing at Virginia State Police, who returned fire, Davis was critically wounded and was taken to an area Hospital and is in critical condition, Tatiana David was located deceased outside the vehicle at the crash location with an apparent gunshot wound, her autopsy was scheduled last night, the results will be released shortly, the investigation is continuing.
The United Way of Mid Rural New York officially expanded into Madison County on April 1st, making the local United Way chapter a 4 county chapter. Police in Virginia reported that 34 year old Tatiana David of Ithaca, who was abducted from Ithaca yesterday morning, has died following a shootout with Police on I-95 in Springfield Virginia. Virginia State Police said that a trooper spotted the Jeep Cherokee that was the suspected kidnapper's vehicle Wednesday Night, Police pulled the Jeep over & the trooper made contact with the driver and returned to his patrol car, the Jeep sped off and police pursued for about 20 miles, state police positioned vehicles around the Jeep to force it to stop. Virginia State Police said that the driver 35 year old Michael Davis began firing shots as troopers approached the Jeep, Troopers returned fire, Davis was shot and suffered life-threatening injuries, Tatiana David was shot and killed during the incident.
