An Endicott man is facing a felony charge after allegedly stealing 27 iPhones from a FedEx facility while working for the company. Last Friday the Broome County Sheriff’s Office Road Patrol responded to a larceny complaint at FedEx Freight East, at Industrial Park Drive in the Town of Kirkwood. Security at the facility advised that someone had been stealing from iPhones since April by sneaking them out of the facility in his coat pocket. After reviewing footage, 22 year old Leon Roberts of Endicott was charged with 3rd degree Grand Larceny. Roberts was arraigned at Central Arraignment Part and released with an appearance ticket returnable to the Town of Kirkwood Court.

On Monday Morning, the Colchester Town Police Department, the Downsville Fire Department and Emergency Squad, responded to a reported motorcycle accident on State Highway 30 & Delaware County Highway 7. The operator of the motorcycle, a 42-year-old female, left the roadway and struck a ditch, she was ejected, sustained serious injuries and was transported by LifeNet of New York to Albany Medical Center for advanced medical care.

The Norwich Police have arrested 42 year old Kevin Coleman of Norwich, in connection with the Monday Night stabbing that seriously injured a 29 year old man. Coleman was charged with Attempted Murder, 1st degree Assault & Criminal Possession of a Weapon. Coleman was arraigned at Norwich City Court and was held without bail, pending further court action.
21 year old Leyska Rivera-Mateo of Binghamton was found guilty of 2nd degree Assault and Unlawful Imprisonment by a Broome County Jury yesterday in Broome County Court. Rivera-Mateo went to 404 McKinley Ave in the Village of Endicott on July 23, 2023, where she attacked a female victim, the victim sustained multiple fractures to her jaw. Rivera-Mateo is set to return to court for sentencing on August 8, where she is facing between 2 to 7 years in New York State Prison.

The Appellate Division of State Supreme Court unanimously upheld a lower court in ruling, that claims that a state commission that investigates ethical violations in New York was created unconstitutionally. The ruling follows a lawsuit from former Governor Andrew Cuomo after the State Commission on Ethics and Lobbying in Government attempted to force him to forfeit $5 million he received for writing a book on his administrations handling of the COVID 19 pandemic, Cuomo stated that the commission formed by Governor Hochul lacks authority under the state constitution to prosecute him, the ruling upheld a lower court ruling in favor of Cuomo.

State Health Commissioner Dr. James McDonald announced that flu is no longer prevalent in the State for the 2023-24 influenza season. The declaration rescinds the masking requirement for health care workers who are not vaccinated against flu. McDonald declared flu prevalent in New York on December 6, 2023, which required health care personnel to wear a mask in health care settings, the masking requirements has been lifted.
45 year old Rondell Wright of Binghamton was found guilty of Criminal Possession of a Weapon by a Broome County Jury this week. On April 27, 2023, Wright was discovered to have a loaded and operable .38 caliber handgun in Binghamton, after a traffic stop of a vehicle with stolen license plates. Wright will be sentenced on August 8th, he is facing up to 15 years in State Prison, followed by 5 years of post-release supervision
55 year old Thomas Jones of Binghamton was arrested for cashing a total of 8 forged checks at multiple banks and credit unions, stealing a total of $5,218.70 from multiple Broome County residents. The investigation showed that Jones was able to successfully cash forged personal checks at banks & Credit Unions, each of the victims reported having never written a check to Jones or ever even meeting him. Jones was charged with 8 Counts of Possession of a Forged Instrument, 5 Counts of Forgery, plus Grand Larceny, and other similar charges, Jones was arraigned & was in custody at the Broome County Correctional Facility.

The Broome County Special Investigations Unit Task Force executed a search warrant Tuesday at 373 Prospect Street in the Town of Dickinson. Police arrested 39 year old Andrew Fuller of Binghamton for multiple counts of Criminal Possession of a Controlled Substance & criminally using drug Paraphernalia and 45 year old Betty Hobbs of Binghamton for multiple Counts of Criminal Possession of a Controlled Substance. Officers seized Methamphetamine, Suboxone, Oxycodone & other narcotics, ecstasy, cocaine scales & packaging materials, Fuller and Hobbs were transported to the Broome County Correctional facility for processing and arraignment.
Governor Hochul today announced a plan to remove barriers for perspective school bus drivers applying for a commercial driver license. The DMV has implemented a federal waiver that allows school bus driver applicants to skip the engine compartment component of the commercial driver license road test, at a time when school bus drivers are desperately needed. Chenango County Sheriff’s Office arrested 30 year old Mark Lamphear of New Berlin for Criminal Possession of a Controlled Substance with Intent to Sell, Criminally Using Drug Paraphernalia, Driving While Ability Impaired by Alcohol and DWI. Deputies conducted a traffic stop in the Town of Norwich for a speeding violation. they found Lamphear to be in possession of methamphetamine, Hydrocodone, gun parts that pieced together a non-compliant AR-15 and a 30-round magazine, packaging material and had a large sum of cash. Lamphear was processed and released on an appearance ticket and is to appear in the Town of Norwich Court at a later date, Additional Weapons Charges are Pending**
Otsego County Sheriff's Office arrested 41 year old Rashon Spear of Oneonta, for Criminal Mischief, Criminal Tampering, Criminal Nuisance & Harassment. Investigation revealed that while incarcerated at the correctional facility, Spear caused damage to a television set in his cell & used his bodily fluids to create a hazardous risk to corrections officers, hew as arraigned & was returned to the correctional facility with an Appearance Ticket returnable to the Town of Middlefield Court at a later date.

24 year old Zachary Rowe of Harpursville appeared for arraignment on August 7th, on a 3-count indictment in Delaware County Court. Rowe was charged with Criminal Possession of a Controlled Substance for possessing Fentanyl & Methamphetamine with intent to sell, the drugs were in the presence of a 4 year old child. The case is scheduled for a conference in Delaware County Court on August 21, 2023.
The Otsego County Department of Health reported that a bat found in the town of Unadilla has tested positive for rabies. New York Supreme Court Justice Kevin Bryant issued a temporary restraining order Monday halting the state from issuing or processing marijuana dispensary licenses. A veterans' group lawsuit alleges the state's Office of Cannabis Management created a licensing system that improperly limits initial licenses to people with drug convictions rather than a wider category of social equity applicants, such as veterans. Another lawsuit from a Michigan group claims that New York's licensing system is unconstitutionally favors New Yorkers over out-of-state residents. Oral arguments will begin Friday in State Supreme Court.
Governor Kathy Hochul said the state will spend $108 million on the well-being of students, following a drop off of state scores & learning loss attributed to time missed in the classroom due to the pandemic. $100 million will go to school districts and BOCES to hire more teachers with specialized experience in managing and counteracting learning loss, another $8.3 million will go directly to expand school mental health clinics

The Broome County Sheriff's Office arrested 42 year old Nathan Smith of Windsor for Burglary, Assault, Criminal Possession of a controlled substance, and Endangerment the welfare of a child charges, Smith is accused of breaking into a house & attacking a victim in front of children, on August 2nd. Deputies took Smith into custody, he was found with a small amount of methamphetamine, Smith was arraigned at central arraignment and released. He is due to appear in the Town of Windsor Court at a later date.
Delaware County Sheriff's Office arrested 62 year old Kathleen Hibbard of Delhi after an investigation of a Motor Vehicle Accident. Deputies responded August 3rd to a Motor Vehicle Accident on State Highway 28 in the Town of Delhi. Hibbard was charged with operating a motor vehicle while intoxicated, operating a motor vehicle with a B.A.C of .08 or higher and moving from lane unsafely, she was ordered to appear in Town of Delhi Court at a later date.
Broome County Sheriff's Office arrested 24 year old Amir Robinson of Binghamton for Unlawful Imprisonment, Tampering with Evidence, Menacing and Harassment, following a dispute with a firearm in the town of Dickinson on August 2nd. Deputies responded to a report of a male with a firearm who would not leave a room at the Econo Lodge on Old Front Street, he allegedly pointed a handgun at the victim and threatened to kill her. Upon arrival at the scene, responding deputies located Robinson in the nearby vicinity and detained him without incident. Robinson was arraigned at central arraignment and remains in custody pending future court action.
59 year old Valerie Alexander of Delhi, appeared in Delaware County Court, she pleaded guilty to Welfare Fraud and was sentenced to 9 months incarceration. Alexander admitted that she stole public assistance benefits totaling $2,530, she was ordered to pay restitution to the Delaware County Department of Social Services.

State Police arrested 44 year old Reghan Parker of the town of Union for Possession of a Forged Instrument and Criminal Possession of a Controlled Substance. Troopers observed a vehicle making vehicle and traffic violations, with an unlicensed driver operating the vehicle. Troopers said that the owner was Reghan Parker, who was in possession of suspected methamphetamine. Troopers also found that Parker’s vehicle had a homemade piece of paper on the front windshield attempting to represent a New York State Inspection sticker. Parker was issued appearance tickets to Broome County Centralized Arraignment and Processing.
Chenango County Sheriff's office arrested 30 year old James MacDuff of New Berlin today for 2 counts of Aggravated cruelty to animals, 2 counts of Failure to provide proper food and drink to an impounded animal, and 2 counts of Overdriving, torturing and injuring animals, failure to provide proper sustenance in the Town of Norwich. MacDuff was charged after he allegedly left 2 dogs locked in cages with no food or water in an uninhabited residence for over a month, both of the dogs died as a result. Neighbors alerted law enforcement after they noticed a foul smell coming from the residence. When law enforcement arrived, they found two decaying corpses that were still locked inside of their cages. Subject was arrested and released on an appearance ticket. He is set to appear in the Town of Norwich court on a later date.
The Broome County Sheriff's Office arrested 55 year old Daniel Erickson of Greene, who was the Principal of Johnson City Middle School, & who has been charged with luring a child and 3rd degree attempted rape. On Friday, Detectives arrested Erickson following an investigation into suspicious behavior involving a minor that attends Johnson City High School. Erickson is accused of communicating by Snapchat with a 16-year-old female student, he agreed to meet with her in a remote location with the intentions of engaging in sexual acts, however, detectives were at there and he was taken into custody without incident. Erickson was taken to Central Arraignment, he was remanded to the Correctional Facility without bail. The investigation is currently ongoing.
Delaware County Sheriff's Office Criminal Investigation Division assisted the State Office of Cannabis Management Enforcement Division at an inspection of a local business known as HEMPIRE on State Highway 30 Roxbury. Since June 7th, the New York State Office of Cannabis Management and the State Department of Taxation and Finance have conducted inspections of unlicensed cannabis retail businesses, At the HEMPIRE location, the proprietor did not have the necessary license required to legally sell hemp or cannabis, they seized about $40,000 worth of illicit products. Hempire was issued a Notice of Violation and Cease Order, Businesses found in violation are required to appear at administrative hearings where fines and penalties will be determined.

State Police issued a total of 12,991 tickets statewide during the 4th of July STOP-DWI enforcement campaign, which ran from Friday, June 30, to July 5. Troopers arrested 193 people for DWI and investigated 949 crashes, including 158 personal injury crashes and 5 fatalities. Troopers issued over 4600 tickets for speeding, In Troop c, there were 497 speeding tickets issued, 9 DWI arrests, & 110 for child restraint or seat belt violation.
State Police arrested 62 year old Reginald Ross of Davenport for Criminal Mischief, Theft of Services, Criminal Tampering, Overdriving, torturing and injuring animals & failure to provide proper sustenance. Troopers were dispatched after it was discovered that Ross was stealing electricity from a residence on Charlotte Creek Road, Troopers also found several dogs on the Ross’ property, including one dog which had visible porcupine quills on its face and mouth, the dog was removed from the property to receive proper care. Ross was arraigned and released on his own recognizance and scheduled to appear in court on July 17th.

Broome County Sheriff’s Deputies responded Friday to a report of a domestic incident in the Town of Barker. The victim reported that she had met 31 year old Ryan Storm of Endwell, 2 days prior on Snapchat. Storm began repeatedly calling her and sending threatening text messages, he then allegedly broke into her house to retrieve a personal possession & he threatened to rape her. Storm was charged with Burglary, Criminal Mischief & Harassment, he was arraigned, released & is due back in Town of Barker Court at a later date, an Order of Protection was issued on behalf of the victim.
Governor Hochul announced that temporary lane closures for road and bridge construction projects on State highways will be suspended from 6:00 AM Saturday, July 1 to 6:00 AM on Wednesday, July 5, to ease travel throughout the July 4th holiday weekend. Motorists should be aware that some work may continue behind permanent concrete barriers or for emergency repairs. AAA predicts record breaking traffic volumes over the holiday weekend, an increase of 2.4% over 2022.

The New York City Department of Environmental Protection announced a schedule change for planned work on the Delaware Aqueduct, with the project now scheduled to start in October of 2024. The project calls for shutting down a portion of the aqueduct in order to attach a bypass tunnel under the Hudson River, it was scheduled to begin in October of this year and last up to eight months. The shift in schedule was necessary to allow for additional pumps, as well as related drainage infrastructure and electrical support, to be installed to keep the construction zone dry and ensure worker safety during the repair of decades-old leaks.
The Greater Oneonta Historical Society and the Oneonta Job Corps Academy will unveil a historical marker for Homer Folks Tuberculosis Hospital at the corner of West Street and Homer Folks Drive this morning, This yellow and blue marker recognizes the former state hospital that treated hundreds of TB patients between 1935 and 1973. The hospital grounds are now occupied primarily by the Oneonta Job Corps Academy campus, along with several other entities.

U.S. Senator Kirsten Gillibrand discussed her dairy priorities for the upcoming 2023 Farm Bill negotiations. Gillibrand said she will reintroduce her Dairy Pricing Opportunity Act, to change Class I milk pricing by requiring the United States Department of Agriculture to hold national hearings to review Federal Milk Marketing Orders.

Senator Gillibrand will pushing Canada to uphold its dairy trade obligations as part of the U.S.-Mexico-Canada Agreement, currently Canada is not allowing American Dairy Farmers to import their product into Canada.
U.S. Department of Housing and Urban Development announced $1,162,978 to 2 local homeless housing and services organizations. In New York, HUD awarded a total of $2,042,599.  The Binghamton, Town of Union, Otsego, Chenango, Delaware, Cortland, and Tioga Counties Continuum of Care received $716,456 for Opportunities for Otsego and $446,522 for Catholic Charities of Chenango County.

Several area Fire Departments responded to a structure fire at 440 St. John Road in Afton early this morning. The fire was mainly confined to the 1st floor, there was smoke & heat damage to parts of the 2nd floor, 1 unconscious occupant was removed & was taken to Wilson Hospital. Firefighters from Afton, Harpursville, Greene, Bainbridge & Coventry Responded, the cause of the fire is under investigation.

On Saturday night, Delaware County Sheriff’s Deputies conducted a traffic stop in the Town of Colchester, Deputies identified the driver of the vehicle as 44-year-old Tyrece Williams of Syracuse, who's vehicle registration was suspended, due to an Insurance Lapse. Williams was charged with Operating a Motor Vehicle with a Suspended/Revoked Registration, Aggravated Unlicensed Operator, Failing to turn in license plates into DMV, among other charges, Williams was released and is scheduled to appear in the Town of Colchester Court at a later date.
About a dozen people were arrested at a protest at the Johnson City Wegman's Parking lot last night. People were protesting the police brutality cases of Tyre Nichols in Memphis & the Hamail Waddell keeling incident by Binghamton Police January 1st. Police from the Johnson City, Binghamton and Endicott Police departments, as well as the Broome County sheriffs Deputies and State Troopers responded.

The State Health Department reports elevated levels of COVID 19's latest strains, in all regions of the state in their testing on Friday. There were 11 deaths reported for Friday with 222 patients in ICU and 79 patients on Ventilators, The statewide positivity rate for the day is 9.20%, the Southern tier had among the lowest positivity rates at 6.12% Friday.
Firefighters from Norwich, North Norwich, Plymouth & Sherburne responded to a structure fire at 145 Morgan Acres north of the City of Norwich Monday morning. Delaware County Sheriff's Office have arrested 29 year old Victor Grandel of Brooklyn. Deputies responded July 2nd to an accident scene on County Route 21 in Franklin, where the vehicle had been reported stolen out of New York City in June, a search of the vehicle revealed a quantity of drugs, drug paraphernalia, a loaded firearm, and cash. 3 individuals occupying the vehicle were transported to the hospital for treatment of injuries, Grandel was taken into custody by Deputies and charged with Criminal Possession of Stolen Property & Criminal Possession of a Weapon, he was arraigned & was remanded to the custody of the Delaware County Correctional Facility pending a future court appearance. Arrest warrants were issued for the other 2 occupants of the vehicle.
State Police reported that 6-year-old Onnex Thompson-Hall was found dead at around 6:40 Sunday evening. Police said that the boy was autistic, and his body was in a pond not far from his home in Washington County. Investigators believe the death to be an accidental drowning, the boy was reported missing late Sunday morning, the investigation is continuing.
The State Comptroller's office audited the West Colesville Volunteer Fire Company, the audit found that the board did not have sufficient controls or information to ensure all disbursements were appropriate and necessary. As a result, the company made unnecessary disbursements totaling $4,107, the board also could not determine whether all collections were properly recorded or deposited.

The New York State Department of Motor Vehicles is warning people of a phishing scam claiming the state is offering $1,500 rebates because of high gas prices, where the scammers send text messages instructing people to click the link to see if they qualify, the link leads to a website designed to look like the actual DMV site. It asks for personal information, State officials report that this is an attempt at identity theft or to install malicious software on computers or cell phones. If you suspect you may have been contacted through a phishing scam, you can email the DMV at: dmv.sm.phishingattacks@dmv.ny.gov.
The Broome County District Attorney Michael Korchak announced that 45-year-old Donnell Bailey of Binghamton will serve 1 to 3 years in prison after pleading guilty to failure to comply with the New York State Sex Offender Registration Act. Bailey failed to provide an address to local law enforcement in 2021 while living in Broome County, he was convicted in 20 years ago for criminal sexual act.
Otsego County Sheriff's Office arrested 58-year-old Dale Beach of Franklin for criminal mischief for an incident last month. Beach is accused of damaging a vehicle by throwing rocks at it in the town of Otego, he was arrested and faces court action shortly.
The Broome County Health Department reported an increase in overdoses this year. This year there have been 44 fatal overdoses and 258 suspected non-fatal overdoses already reported, more information about treatment programs can be found at gobroomecounty.com/boac.

The Broome County Sheriff's Office is looking for Alexa Woolfolk, she is described as a white female, 5'3 tall, 145 pounds with brown hair and eyes, she is wanted on an outstanding warrant for probation violation and criminal possession of a controlled substance. The state DEC is not doing enough to ensure rechargeable batteries are recycled as required by law, according to an audit by State Comptroller Tom DiNapoli. Rechargeable batteries can contain toxic metals such as mercury, lead, cadmium, nickel and silver, and lithium-ion, all of which can pose a threat to the environment and human health and safety if they are not properly recycled. If they’re just put in the garbage and enter the waste stream, they can end up in landfills and their chemicals can leak into public water systems, lakes and streams. Lithium-ion batteries can ignite or explode if they are damaged in the waste stream and were the cause of a six-alarm fire on a trash barge in December 2021.

Governor Kathy Hochul has signed a proclamation calling lawmakers back to Albany for a special session Today, after the Supreme Court deemed New York State’s concealed carry law unconstitutional because it required proper cause to carry a handgun outside a person’s home.
The State Health Department is reporting a slow increase in COVID 19 cases, with over 5800 positives tests out of over 72,000, for a 7.8.% positivity rate Tuesday. Patient Hospitalization have gone back over 2000 statewide, ICU patients were back up to 186, with 73 on ventilators, there were 12 deaths in hospitals & nursing homes.

The State Health Department recommends that people wear masks in indoor public spaces, regardless of vaccination status. 45 counties in New York are now designated as high-risk, up from 36 counties just a week ago, another 16 counties have been designated as medium-risk and only The Bronx remains at low-risk levels. The majority of the Northeast states are deemed medium or high-risk for COVID spread of the latest sub variants.
Broome County District Attorney Michael Korchak announced that the State Supreme Appellate Division Third Department upheld the conviction of Michael Gincerowksi Jr. for vehicular manslaughter & DWI. Gincerowksi was convicted 3 years ago for the striking and killing 16-year-old Constance Mazzarese while she was riding her bicycle along State Route 369 in the Town of Fenton, the court ruled that the original conviction & sentence in Broome County Court was the proper verdict & Punishment.
Another lawsuit is being filed to throw out the new redistricting maps that set the boundaries of State Assembly districts. The lawsuit has been filed by a bipartisan group of political activists that contends that the maps drawn by the legislature, it asks for a judge to throw out the Assembly Maps and move all of New York’s primary elections to the same day. Currently, the Assembly & Gubernatorial Primaries are scheduled for June, while the State Senate & Congressional primaries have been moved to August.

18 year old Payton Gendron of Conklin has been charged with 1st degree murder, for the mass shooting Saturday at a Buffalo Tops Supermarket, 10 people were killed, 3 injured, Buffalo Police believe that Gendron drove to Buffalo specifically to shoot & kill black people in the supermarket in a predominantly Black neighborhood, Gendron allegedly posted a white supremacist manifesto online, he had previously received a mental health evaluation after making threats of violence in 2021 at Susquehanna Valley High School. Gendron is being held without bail pending court action on Thursday, more charges are expected as the investigation continues, the FBI is investigating.
Attorney General Letitia James today issued an alert urging New Yorkers to beware of potentially fraudulent charities created in the wake of the hate-filled terror attack in Buffalo. State Police at Deposit arrested 21 year old Marcos Parker of Binghamton for Criminal Possession of a Forged Instrument, after a trooper initiated a traffic stop on State Route 17E in the town of Deposit after observing a vehicle speeding. The trooper observed that the letters on the license plate were not raised, like they’re supposed to be. An investigation revealed that Parker had a fake license plate made, he was arrested and his vehicle was towed, he is scheduled to appear in the Deposit Town Court on June 13th.

The Binghamton Police Department announced the arrested of 28 year old Justin Williams of Greenville North Carolina in connection with a fatal shooting at 58 Floral Avenue Tuesday morning. Williams was charged with 2nd degree murder and criminal possession of a weapon for the shooting death of 31-year-old Victor Texidor of Binghamton. Williams was stopped by a Pennsylvania State Trooper who spotted Williams Vehicle on Interstate 81 near Gibson. Williams was arraigned in Binghamton City Court and remanded to the Broome County Jail. The Delaware County Sheriff's Office announced the arrest of 46 year old Gweyn Brockway of Davenport on charges of Forgery and Grand Larceny in the Town of Sidney. Brockway was working as a Home Health Care nurse, she was accused of stealing, forging and depositing checks owned by a patient and her family, totaling over $17,000. Brockway and charged her with 21 counts of Forgery and 1 Count of Grand Larceny, she was issued appearance tickets for Town of Sidney Court at a later date.

Chenango County Sheriff's Office arrested 36 year old Daniel Rice of Plymouth for allegedly attempting to have sexual relations with a 15 year old female. Deputies responded following a complaint of a man making arrangements to perform sexual acts with a 15 year old victim in the Town of Norwich. Rice was charged with Attempted Rape & Attempted Dissemination of Indecent Material to a Minor, he was arraigned in the Town of Norwich Court and remanded to the Chenango County Correctional Facility on $20,000 cash bail. Rice is due back in the Town of Norwich Court at a later date.
Authorities in Pennsylvania are looking for 42 year old Jeffrey Johnson of Hancock. The Wayne County Drug Task Force announced that Johnson is facing charges of possession of weapons of mass destruction, Unlawful Possession of a Firearm, Risking Catastrophe, Possession of Controlled Substance, Possession of Drug Paraphernalia, and a variety of game violations. Law Enforcement officials said that during their search for Johnson, they discovered white-tailed deer hanging in the backyard with no visible harvest tags, they also discovered deer & wild turkey parts, and the remains of black bear, they also discovered a pipe bomb, rifles, ammunition, and drug paraphernalia, Johnson did not have a hunting license and was not permitted to own firearms. The Scranton bomb squad was notified and detonated the bomb on location. State Comptroller Tom DiNapoli today announced the audit of the Town of Butternuts. The audit found that the board did not provide adequate oversight of the disbursement process and exceeded its authority under New York State Town Law by authorizing insurance claims and annual contracts to be paid before audit and approval. The board also exceeded its authority by allowing a third-party vendor direct access to the town's bank account that, at times, had more than $500,000 on deposit. In addition, the board allowed debit cards to be used, which resulted in a circumvention of the town's disbursement controls. Auditors found that the142 disbursements totaling $142,200 they reviewed were for proper purposes and adequately supported. However, the board, did not audit and approve 53 of these claims totaling $15,600 before payment as required.
Delaware County Sheriff's Office announced that State Route 206, between the Village of Walton and Lower Third Brook Road, was closed to traffic for several hours Tuesday morning as a result of a tractor trailer accident. At approximately 9:30 am., Tuesday morning, Deputies, members of the Walton Volunteer Fire Department and Emergency Squad and State DOT workers responded, the driver, 59 year-old Rogelio Rodriguez, of Decatur, Indiana, was driving an empty milk tanker when he momentarily took his eyes off the road causing the truck to strike the guide cables and a tree. Rodriquez was not injured in the collision.
Delaware County Sheriff's Office announced that a Downsville man is facing a charge of criminal contempt following a report of a domestic dispute in the Town of Colchester. On Tuesday evening, Deputies responded in the Town of Colchester, 53 year-old Michael Colao, of Downsville violated the terms of an order of protection issued by Delaware County Family Court. Colao was charged with criminal contempt, he was released & will appear in the Colchester Town Court on a later date.
Delaware County Sheriff's Office arrested 21 year-old Shawn Zimmerman, of Gloversville, for endangering the welfare of a child and forcible touching, Zimmerman is accused of inappropriately touching a juvenile female in the Village of Stamford. Zimmerman was arraigned in the Town of Harpersfield Court where he was issued a temporary order of protection prohibiting him from having contact with the victim, he was released in his own recognizance pending a future appearance in that court.
Due to an increased spread of COVID-19, Chenango County is requiring mandatory face masks in all County Buildings and Offices at the start of business on Monday, August 16, 2021. All employees and members of the public (vaccinated and unvaccinated) fall under this requirement. It is also at this time recommended that Chenango County businesses, organizations and schools immediately implement a face mask requirement for their vaccinated and unvaccinated employees, patrons and students.
Otsego County is currently at a SUBSTANTIAL level of community transmission, and is on the verge of becoming HIGH level of community transmission. CDC & Otsego County Department of Health recommends everyone to wear a mask indoors in public if you are in an area of substantial or high transmission, to maximize protection from the Delta variant and prevent possibly spreading it to others. This week there have been several cases of individuals having a repeat COVID-19 infection. This occurs when someone is infected with COVID-19 and 90 or more days later tests positive again for COVID-19. These repeat infections are mostly occurring in unvaccinated individuals. This reinforces that immunity from natural infection diminishes after 90 days. It is important if you have had COVID-19 and are not vaccinated please consider getting vaccinated to prevent a reinfection. In Otsego County. there are 82 active cases, 19 new cases reported today, with 5 hospitalized, there have been 2614 total cases in 2021.

Broome County Sheriff’s Office responded to a fatal motorcycle crash Tuesday night in West Corners at Glendale Drive & Campville Road at 11:44 pm. 42-year-old Jason Krissel of the Town of Union was ejected off of his motorcycle & was pronounced dead, Krissel applied the brakes aggressively at the intersection, after traveling at a high rate of speed. The investigation is continuing.
The State Education Department today released a health and safety guide to help schools and school districts as they plan for the 2021-22 school year. The guide provides strategies, based on information from the Centers for Disease Control and the American Academy of Pediatrics, to position schools and districts to manage the risks for students and staff from COVID-19. The health and safety guide, as well as other back to school resources, are available on the Department’s Back to School website.

The victim of an August 5th shooting in Delhi has been released from the hospital. State Police said that 28 year old William Effner was shot by Roger Lynch of Franklin, who fled the scene and was killed by a member of the State Police Special Operations Response Team member during a standoff on August 6th. Effner was flown to Albany Medical Center with non-life-threatening injuries.
State Police continue to search for the body of 57 year old James Jones of Louisiana in the Whitney Point Reservoir. Jones was Kayaking with a friend Saturday when his boat overturned & he failed to resurface.
Democrats announced their unanimous endorsement of Molly Fitzgerald of Binghamton for re-election in the race for the Supreme Court 6th Judicial District. In addition to her duties as a trial court Judge from 2008 until 2019, Justice Fitzgerald also served as the Administrative Judge for the Sixth Judicial District from 2016 through 2019.

Governor Cuomo directed State agencies to prepare emergency response assets as storms are forecast to bring heavy rain and high wind gusts this afternoon & tonight, possibly leading to localized flooding and isolated power outages.  The State DOT,  State Police,  DEC En-Con Police, Forest Rangers, Emergency Management staff are monitoring the situation and are patrolling areas and infrastructure likely to be impacted by more severe weather.   NYSEG crews had restored power in the Tri-County Region today; they are gearing up for more possible outages due to the severe weather expected in their service area.  Broome County announced several road closures in the town of Colesville & in Johnson City today, roads in other towns have been repaired and re-opened earlier today.

Brindisi announced that he would not seek the Congressional seat again in 2022, and will run for the Supreme court seat after new positions were made available.

NYSEG crews are working to restore power throughout the region after last night's storms; about 200 are without power in the Tri-County region this morning.
On Saturday over 65,000 COVID tests were performed with 666 positives, which was a positivity rate just over 1%, and on Sunday, just fewer than 52,000 were tested statewide, with 573 testing positive, for a 1.1% positivity rate.  Patient Hospitalization were 348, there were 78 ICU Patients and 36 on ventilators, & 1 death from COVID Saturday & 1 on Sunday, over 21 million vaccines have been administered 65.1% of adult New Yorkers have competed their vaccine series.

The Otsego County Sheriff's Department arrested 49-year-old Jason Tracy of Cherry Valley for 3rd & 4th Degree Arson.  Tracy is accused of setting a fire that damaged a camper & a farmhouse on May 22nd in the town of Springfield; he was arraigned then released on his own recognizance pending an appearance in Town of Springfield court at a later date.
Delaware County Sheriff's Deputies responded April 25th to a trespass complaint on Delside Drive in the Town of Delhi, the home’s surveillance system video revealed an unknown male attempting to open a locked door early that morning.  Deputies identified the male as 40 year-old Sean VanHeusen of Delhi; he was arrested Monday and was charged with attempted criminal trespass, he was released on an appearance ticket for Delhi Town Court on a later date.
The Broome County Department of Public Works announced the closure of the bridge on North Sanford Road over Oquauga Creek in the Town of Sanford.  A Bridge replacement project is underway today through September 30th; more information is available at 778-2470.

This year's Virtual General Clinton Canoe Regatta was a success with 68 boats signed up to for the 70 mile race any day of the 3 day Memorial Day Weekend.  Paddlers who can provide a GPS proof of completing the race will receive an official 70 Mile Finish, the Regatta Race Committee is still tallying up how many Paddlers finished the journey. Of note this year, 81 year old Don Lafever of Norwich finished his 39th race, paddling with his nephew Jim Lafever Jr. and Jim Jordan of Otego finished his 44th 70-miler, the most completions in the history of the event, passing Ted LaMonica who had 43 finishes.  Officials also said that 100 Scout Boats & 20 Generation Gap boats participated over the weekend; more information is available at canoeregatta.org.

New York's Positivity rate for COVID tests dropped to .69%, with the 7-Day Average down to .67%.  Patient Hospitalizations are down to 1,032, Patients in ICU beds are down to 252 & Patients on ventilators are down to 150, there were 18 deaths reported Sunday.  The Total number of vaccine doses administered is over 19 million.
Governor Cuomo announced the lifting of the midnight curfew for indoor dining at bars and restaurants, those establishments can go back to serving until the hours stated on their liquor license.
State Comptroller Tom DiNapoli today warned retirees not to be fooled by a scam if they received text messages or other communications that purport to come from the state's retirement fund and the Office of the State Comptroller, asking for a payment to "upgrade" the retirement fund.  Report the message to the Federal Bureau of Investigation's Internet Crime Complaint Center at ic3.gov or by calling 1-800-CALLFBI.
Governor Cuomo signed legislation allowing veterans to qualify for state benefits after a diagnosis of Post-Traumatic Stress Disorder. Previously, veterans had to be diagnosed by a provider at the Department of Veteran Affairs.

State Police are asking for the public’s help in locating missing runaway, 16 year old Hannah Riley of Windsor.  Police reported that Hannah never returned home from school last Thursday, April 15th,  she was last seen wearing sweatpants, a pink sweatshirt with the word “Fly” on it, teal crocs and carrying a pink backpack with the word “Champion” on it, she did not have a cell phone with her.  Anyone with information about Hannah Riley's location should contact New York State Police at Binghamton at 775-1241.

Delaware County Sheriff's Deputies & SUNY Delhi University Police responded to a physical domestic disturbance involving a weapon on Main Street in Delhi last week.   Deputies arrested 59 year-old Alan Reese with 2nd degree burglary, Criminal contempt & criminal possession of a controlled substance.  Reese is accused of unlawfully entering a residence in violation of an order of protection and engaging in a domestic dispute with the victim.  Reese was arraigned in the Town of Hamden Court and was remanded to the Delaware County Correctional Facility on $10,000 cash bail pending his re-appearance in the Town of Hamden Court on a later date.
State Police arrested 29 year old Matthew Bonser of Nanticoke, Pennsylvania for 1st degree Assault, Burglary & Robbery, he was also charged as a Fugitive for Justice in Pennsylvania.    Police responded Saturday to a violent altercation in the Town of Barker, where Bonser allegedly broke into a residence & attacked a 71 year old resident, who was taken to Wilson Hospital.  Bonser is accused of going to another residence & threatening the occupant with a knife & stealing his car.   Bonser was spotted by a Broome County Deputy  & Troopers, he was pursued until he crashed into another vehicle and a pole on Colesville Road.  Bonser & the  87 year old driver in that crash were taken to Wilson Hospital.  Bonser was processed at Broome County Central Arraignment and Processing.
The Norwich Family YMCA announces the postponement of the 25th Anniversary Gus Macker Basketball in Downtown Norwich.  With State guidelines for large scale events in New York State as they currently stand, Macker organizers cannot successfully manage a large "open access" event in our community and requirements as it would add extra costs to the implementation, they hope to have the 25th Macker tournament in July 2022 in Norwich.
The Rolling Antiquers of Chenango County announced that they are canceling their Memorial Day Weekend Car show this year.  Organizers hope to hold their next show in 2022.
Delaware County Public Health reported 14 new COVID cases Friday, out of 387 tested.  They have 108 active cases, 15 hospitalized and 224 quarantined.
The statewide COVID-19 Positivity Rate for tests Saturday hit the lowest level since November 7th of last year, at 2.35%.  There were 3,754 Patient Hospitalizations, 849 Patients in the ICU & 520 on Ventilators, the lowest Since December 7; there were 35 COVID-19 Deaths Saturday.

The State Health Department announced that over 111,000 tests were administered Sunday, with 3144 positive tests, or 2.8% of all tested.  1444 people are hospitalized with just under 300 in an ICU bed & over 130 on a ventilator, 26 people died from the virus Sunday.
Chenango County Public Health continues to report increases in their number of COVID 19 cases.  They are reporting 35 Active Cases, 221 Quarantines with 4 Hospitalizations & 460 Confirmed Cases.  There have been 9 deaths, 403 Recoveries & over 39,000 Tests have been performed.
The Broome County Health Department added another 103 positive COVID 19 cases since Friday, giving them 3883 since March, they had 1 more death, giving them 106 since the virus hit.  They have had 3460 recoveries and 4048 are being monitored by the Health Department.  Their Yellow Zone positivity rate in the Southern part of the County is down to just over 3%.
Hartwick College reported 2 new cases of COVID-19 today.  There are 16 active cases on campus; the total number of cases detected on campus since August 1st is 65.
The Sidney Central School District has been notified that someone has tested positive for COVID-19, the affected person has not been on campus since Thursday, October 29th. The Local Department of Health has already conducted an investigation and has notified any and all people who may have potentially been exposed. There will be no change to the instructional model as a result of the positive case. The potential exposure has been minimized because of the emphasis placed on wearing face coverings and social distancing.

Otsego County Department of Health reports 7 cases of COVID 19 over the weekend, they have had 1060 total confirmed cases, 38 active cases, and 0 hospitalized & 8 deaths.   755 cases are linked to SUNY Oneonta & 62 confirmed cases in Hartwick College students
Delaware County Public Health announced that they had 18 more cases of COVID 19 over the previous 3 days.  There are 62 active cases, with 9 Hospitalized & 211 quarantined.  They report 232 cases since March, with 161 recoveries & 9 deaths.
State Police arrested 49 year old Timothy Young of Oneonta for Criminal Possession of Marijuana and Driving While Intoxicated, Obstructing Governmental Administration and Reckless Driving. Troopers observed Young exit the parking garage ramp on Market Street in the city of Oneonta and make several vehicle and traffic violations.  Troopers initially made a vehicle and traffic stop in the Clinton Plaza where Young stopped but then drove off toward Chestnut Street and into a parking garage.  Young was taken into custody, Young was allegedly in possession of 5 pounds of marijuana, and his B.A.C was .14%.  Young was processed and was remanded to the Otsego County Jail.

Chenango County Public Health announced that they are still seeing an increase in COVID 19 cases. They currently have 33 active cases, 211 quarantined, with 6 people hospitalized. Chenango County has had 432 total cases, 379 recoveries and 9 deaths. Also, their contact tracing team received confirmation from the Broome County Health Department that a COVID19 positive visited Lippy's Bar & Grill at 119 River Valley Lane in Greene on Thursday October 29th between 5:00 and 9:00 PM. Those who were at Lippy's at that time should closely monitor themselves for COVID symptoms, anyone who exhibits any symptoms should immediately begin self-quarantine and contact their medical provider.
Hartwick College reported 1 new case of COVID-19 has been detected, there are 27 active cases on campus; the total number of cases detected on campus since August 1st is up to 58.

McKnight said that the September 17th Mass Food Distribution helped out about 1200 individuals from 500 families, with 12 tons of food given out.
The State Education Department announced the cancellation of the January Regents Examinations due to the ongoing coronavirus pandemic. The Education department also plans to submit a proposal at the December Board of Regents meeting to modify requirements for high school diplomas, so the Regents cancellation will not affect students about to graduate. The Education department canceled the June Regents earlier this year because of the pandemic, and modified high school diploma requirements for the Class of 2020.

Otsego County Department of Health reported 14 new cases of COVID 19, 2 are in college students, and there is a cluster of 10 cases related to a residential group home in Oneonta. Richelle and Delana Wood of Walton held a lemonade sale at their Walton home in September to benefit the Delaware County Sheriff’s K9 program. The Wood Sisters indicated they wanted to recognize K9 “Ozzie” who passed away due to a medical condition earlier this year, & support the continuation of the program and our agency’s new K9, “Eli”. The girls raised $516.55 for the K9 program; $416.55 through lemonade sales as well as another $100.00 by private donation, Deputy Kyle Karcher and K9 Eli received the donation from the girls at their Walton home last week.
Delaware County Sheriff's Deputies responded to a reported burglary in the Town of Walton, Deputies were informed by the victim that property stolen from a building located on County Highway 21 was found at the Cow Path Lane location. Deputies obtained and executed a search warrant and recovered the stolen property. Deputies arrested 40 year-old Robert Smith and 35 year-old Terriann Connolly, both of Walton, for 3rd degree burglary & Petty larceny. Smith was also charged with criminal possession of stolen property; both were released on appearance tickets directing them to appear in the Town of Walton Court on a later date.

Governor Cuomo released the latest statewide numbers for COVID 19 on Wednesday. Over 75,000 tests were conducted, 652 positive tests were diagnosed, about .87% of all tested. The State has had over 447,000 cases of COVID 19 since March, there were 483 people hospitalized, 4 people died on Wednesday from the virus, the death toll is 25,413.
Chenango County Public Health announced that they are still at 245 COVID 19 positive cases, with 3 active cases, 1 hospitalization, and 104 quarantines. They have had 7 deaths, 220 Recoveries & have performed 26264 tests.
Local & State Officials remind area resident that there is still time to respond to the Census. So Far, 93% of New Yorkers have filled out the Census, those who have not, can call 844-330-2020 or online at my2020census.gov. The 2020 Census deadline is September 30th.
19th District Congressman Antonio Delgado announced $475,000 in federal funding from the Office on Violence Against Women for the Transitional Housing Assistance Program at Opportunities for Otsego. The award will provide funding for 42 residences for survivors and their families through private landlord housing units. The grant also allows Opportunities for Otsego to expand their resources to assist victims of domestic violence through rental and utility subsidies, career and financial counseling and other supportive services.
U.S. Senators Kirsten Gillibrand and Bernie Sanders of Vermont announce their new legislation to re-establish Postal Banking at the US Post office.

The proposal would provide basic banking services to low-income and rural communities and potentially create approximately $9 billion in revenue for the Postal Service and save it from privatization. Senator Gillibrand said that Postal Banking was a successful service for about 50 years previously, she originally introduced the Postal Banking Act in 2018 & re-introduced it again today.
Chenango County Sheriff's Department arrested 2 Norwich for allegedly stealing 8 Catalytic Converters from cars at a Norwich Dealership. 35 year old Paul Knuth Jr. & 36 year old Samuel Furlong were charged with 3rd degree Grand Larceny, Criminal Mischief & conspiracy, for removing the Converters selling them, causing about $11,000 damage to the vehicles, both were issued appearance tickets for town of Norwich Court at a later date.

Binghamton Police have arrested 28-year-old Macoley Saunders of Binghamton on charges of Attempted murder, criminal use of a firearm, Criminal possession of a firearm, Assault & Resisting arrest, plus charges relating to a domestic dispute in July. Saunders was located riding on the back of a motorcycle on Main Street in Johnson City. He led police on a pursuit on Route 17 going the wrong way in an attempt to evade police, Eventually, Saunders led police on a foot chase. A Binghamton K9 was able to take him down, a struggled ensued, and Saunders was able to fire one shot toward police officers before being disarmed. Saunders is currently being held in the Broome County Jail.
The Catholic Charities community food distribution will be held Today in Sidney. Those who would like to volunteer should arrive to the Sidney Fire department site on River Street by 8:30 AM Thursday, and the food giveaway begins at 10:00 AM. State Comptroller Tom DiNapoli said that state tax receipts are $3.2 billion lower than last year, as he released the State Cash Report for August. DiNapoli noted state tax receipts of $4.3 billion in August were $219.1 million below collections in August 2019, due to the COVID 19 pandemic & subsequent shutdown. Personal income tax collections were 6.4% lower than last year. Sales tax receipts were 20.2% lower than last year & August sales tax receipts were 7.8% below those a year earlier.
Otsego County Department of Health reported 4 new cases of COVID 19 were reported Wednesday, 2 SUNY Oneonta students, 1 Hartwick student and 1 resident. The County's Current COVID numbers: 686 confirmed cases linked to SUNY Oneonta, 16 confirmed cases in Hartwick College students, there are 34 active cases residing in the county, there have been 848 total confirmed cases & there is 1 hospitalization.

Governor Cuomo Announced the 38th straight day of a COVID-19 Infection rate below 1% Sunday. Over 63,300 tests were conducted statewide Sunday, with 583 positive tests diagnosed, which was 0.92% of those tested. The state has had 444,948 positive tests since March; there were 4 COVID-19 related Deaths, the state's death toll if 25,394. Patient Hospitalization were at 464, there were 143 patients in ICU Beds, & 59 on ventilators.
Hartwick College will return to offering face-to-face as well as remote instruction on Wednesday, after a voluntary and precautionary 2-week, remote-only period. The college went to remote-only instruction following the COVID 19 outbreak at nearby SUNY Oneonta. Hartwick officials said that they had 12 total infection & the known active cases is 7 among Hartwick students, there were no infections to staff. Students who studied off campus for these two weeks will be invited to return on an appointment-only basis from September 16 through September 23; Returning students are required to complete a pre-arrival form, provide proof of a negative COVID test result from a test taken within 72 hours prior to their arrival, and be tested again upon arrival. The Midstate Athletic Conference voted to postpone all interscholastic athletics until January 4th, 2021, Upon the start of athletics in January, the MAC will follow the New York State Public High School Athletic Associations scheduled for condensed seasons for winter sports, Fall Sports then spring sports. Mac officials are hopeful that all athletic seasons will be able to be completed in their entirety. The Mac will continue its work to prepare for successful seasons & the will coordinate with state Public High Schools Athletic Associations officials, Section 4, local health departments & government authorities.

SUNY Oneonta announced that there were no new cases of COVID-19 Sunday. The total number of confirmed cases within the campus community is 723, currently, 10 students who have tested positive are in isolation on campus and 31 students are in quarantine on campus awaiting test results.
The Broome County Health Department announced their COVID 19 numbers this afternoon, they report 1307 cases since March, they have had 82 deaths, 1161 recoveries, the Department is monitoring 505 people, and they have conducted more than 46,000 tests.
Chenango County Public Health reports 245 total positive cases of COVID 19 since March; they have 10 active cases with 1 hospitalization and 121 Active Quarantines. Chenango County has had 7 deaths, 215 recoveries & they have performed 24824 tests.
State police at Troop D along with the village of Camden Police responded to the Grape and Grog Restaurant in Camden for an accidental weapon discharge Saturday night. The investigation revealed that an off-duty Otsego County Deputy accidentally discharged one round from a handgun while seated at a table, it went through his pants, ricocheted off the floor, it struck a 10-year-old girl who was treated by EMS for a laceration to her right thigh and elbow, a 38-year-old woman was also treated at the scene for a minor injury to her right foot. The State Police investigation is continuing.

Governor Cuomo announced that Saturday's COVID 19 infection rate of 0.99 percent marked the 37th straight day that the rate has remained below 1%. Of the 72,668 test results reported to New York State yesterday, 725, or 0.99 percent, were positive, bringing the Statewide Total to 444,365. The number of Patient Hospitalization was 464, the number of ICU patients was 131, with 54 on Ventilators, and there were 6 deaths, bringing the state death toll to 25,390.
The Otsego County Department of Health, Bassett Healthcare Network & the State Department of Health have partnered to provide rapid testing to Otsego County residents, Tuesday & Wednesday from 9:00 am to 6:00 pm at the Oneonta Armory at 4 Academy Street. Pre-registration is requested at 547-4279.
Delaware County is reported 1 new positive test result for COVID-19 and two additional recoveries on Friday. The known active cases in the County as of today is 7, 6 are recovering isolated at home, 1 is hospitalized. To date there have been 117 confirmed positive cases of COVID-19, with 74 people now under mandatory quarantine, 6 people have died and 104 have fully recovered.

State Police at Oneonta arrested 22 year old Mia Lowry of Pembroke, North Carolina for Criminal possession of Firearm, Reckless Endangerment and Endangering the Welfare of a Child, and 26 year old Christy Holden of Lumberton, North Carolina for Reckless Endangerment and Endangering the Welfare of a Child.  A trooper monitoring traffic on I-88 in the town of Otego initiated a traffic stop after observing a traffic infraction; the trooper approached the vehicle & detected an odor of marijuana & also observed a 1 1/2 month infant on the lap of the front seat passenger.  Lowry was driving the vehicle & was in possession of a loaded handgun.  Both were arraigned virtually, with Lowry remanded to the Otsego County Jail on $500 cash bail and Holden was released on her own recognizance.  Both are ordered to appear in the town of Otego court on September 17th.
Governor Cuomo announced that law enforcement agencies throughout the state issued 21,428 tickets for speeding during Speed Awareness Week, which ran from August 6 through August 12.   During that time, officers also issued 30,273 tickets for other vehicle and traffic law violations, including 995 for impaired driving, 602 for distracted driving & 491 for violating the state's "Move Over" law
Governor Cuomo announced that the state administered almost 99,000 COVID tests Thursday with 709 positive tests, or .75% of all tested.  Hospitalizations dropped below 500 to 490 for the first time since Mid-March, ICU patients dropped slightly to 119, and the number of patients on ventilators dropped to 58.  There were 3 deaths attributed to the virus Thursday, the state death toll is 25,278.
Commerce Chenango announced that Chenango County is in the process of updating its Hazard Mitigation Plan with Consultant Tetra Tech & input is needed.  The County has assembled a team to update the mitigation plan which addresses hazards that impact municipalities. Chenango County Public Health added 1 more positive COVID 19 test Thursday, bringing their total number to 219 since March.  They have 98 people quarantined, 1 person is hospitalized, there have been 7 deaths, 200 recoveries & over 20,400 tests have been conducted.
Broome County Health Department had 15 more positive COVID 19 cases over the last 2 days, bringing their total to 1139 since March.  There have been 75 deaths, 994 recoveries 505 are being monitored by the Health Department; they have conducted over 34,300 tests.

Governor Cuomo signed an executive order extending the state's moratorium on COVID-related commercial evictions and foreclosures an additional month, until September 20th. This measure extends protections already in place for commercial tenants and mortgagors in recognition of the financial toll the pandemic has taken on business owners, including retail establishments and restaurants.

In July 2020, the number of private sector jobs in New York State increased over the month by 244,200, or 3.6%, to 7,116,200, according to preliminary figures released today by the New York State Department of Labor. New York State's seasonally adjusted unemployment rate increased from 15.6% to 15.9% in July.

Chenango County Public Health released their latest COVID 19 numbers today, they are up to 211 total cases, with 172 Active Quarantines, 1 Active Hospitalization, 188 Recoveries, 7 deaths and just under 17,000 test conducted.
Otsego County Department of Health announced another new COVID 19 positive test new case today, bringing their total to 107 confirmed cases.  There are 11 active cases with 3 hospitalized, 91 have recovered there have been 5 deaths.
Governor Cuomo announced that the state would postpone a voter referendum on the $3 billion Restore Mother Nature Bond Act that was originally scheduled to be on the ballot on November 3rd.  The Governor said that the state would postpone the vote on the bond act due to the state's financially difficulties that were made more difficult by the pandemic & the subsequent shutdown of the economy.
Governor Cuomo today announced that the State Office of Parks, Recreation and Historic Preservation, the DEC and Parks & Trails New York have awarded grants to support not-for-profit organizations involved with stewardship of 29 State Parks, historic sites and public lands. Locally, the Friends of Rogers Environmental Education Center in Sherburne will receive $36,000 to improve the exhibits at the center.

Governor Cuomo announced that the number of Hospitalizations from COVID 19 dropped to 556 Saturday, there were 3 Deaths Statewide.  There were 531 new positive tests Saturday, or 0.9% of those tested, bringing the Statewide Total to 416,298, there have been 6 million diagnostic tests conducted since March. The ICU numbers are down to 143. The number of intubated down slightly to 71.
Delaware County Public Health received 1 positive lab report for COVID-19 this weekend, giving the county 96 total positive tests.  86 have recovered, 4 are recovering at home, no one is hospitalized, 40 are quarantined & 6 have died since March.
The Raymond Corporation in Greene announced that they will be closed again today, to allow for further planning, after confirmation of more COVID 19 positive cases among the initial group tested.  The Forklift Manufacturer closed last Thursday & Friday to sanitize & Disinfect the facility in accordance with CDC guidelines, only essential employees will report to work today.  Raymond officials said that they will continue to work with local healthcare providers.

Otsego County Sheriff's Deputies arrested 57 year old Jonathan Hatch of Cobleskill for 2 counts of DWI plus endangering the welfare of a child.  Hatch is accused of leaving 2 children at Glimmerglass State Park, after they refused to get in his vehicle.  Hatch was arraigned, an order of protection was issued & the children were turned over family.
1st Responders & volunteers searched for about 3 hours Monday at Nathaniel Cole Park to look for 75 year old Kathleen Walsh of Harpursville.  Family members called police after Walsh failed to come home after hiking in Cole Park, she suffers from dementia & became disoriented, and she did leave the park successfully last night.

State Police are warning residents of a phone scam that has targets elderly residents.  Troopers reported that scammers have called identifying themselves as a police officer or court officer with a story that a relative was stopped by law enforcement and found in possession of drugs and a large amount of Bail has been set.  The caller has told the victims to money into a box outside their home and that it will be retrieved by an alleged court officer or by a courier service.  State Police reminds residents that no police agency or court will ever ask for money to be sent by mail, courier service or picked up from your home, if you feel you have been scammed, call a law enforcement agency.

A traffic-stop by Delaware County Sheriff's Deputies on May 30th resulted in 24 year old Garrett Gascon of Sidney being arrested on State Highway 10 in the Town of Walton.  Deputies discovered that Gascon's driving privileges were suspended for failure to answer summonses in Chenango and Otsego Counties & he was charged with aggravated unlicensed operation of a motor vehicle and speeding & will appear in the Walton Town Court on a later date.
Delaware County Sheriff Deputies arrested 68 year old Thomas Lima of Franklin after they responded to a harassment complaint in the Town of Franklin on May 27th.  Lima allegedly made contact with, and harassed, a protected party for whom an order of protection was issued by the Delaware County Family Court, Deputies arrested Lima for harassment & criminal contempt, during processing at the Delaware County Sheriff's Office, Lima is accused of spitting on and attempting to trip Deputies, he was additionally charged with obstructing governmental administration & attempted assault on a police officer.  Lima was arraigned & was remanded to the Delaware County Correctional Facility on cash bail, pending future appearances in the Town of Franklin and Delhi Courts.

Binghamton city officials announced a new partnership with UHS, for a new COVID-19 testing work station that allows for same day coronavirus testing for up to 200 tests a day.    Officials plan to purchase a 2nd one shortly.
U.S. Senator Kirsten Gillibrand and U.S. Senate Minority Leader Charles E. Schumer announced that the Trump administration approved New York State’s request to operate the Pandemic Electronic Benefit Transfer program authorized under the Families First Coronavirus Response Act.  The program would permit New York State to provide benefits similar to SNAP benefits to more than 1.4 million children in the state who normally receive free or reduced price school meals and those who attend schools that offer free meals to all students.

Governor Cuomo signed an Executive Order announcing that New Yorkers MUST wear masks or face coverings on public transportation systems and while taking private transportation or riding in for-hire vehicles. Additionally, all operators of public systems, private carriers and for-hire vehicles must wear a mask or face covering at all times while working. The Executive Order is also requiring everyone in New York to wear a mask or a face covering when out in public and in situations where social distancing cannot be maintained. The order will go into effect tonight at 8:00 PM.  Governor Cuomo is also signing an Executive Order directing all public and private labs to coordinate with the State Department of Health to ensure prioritizing diagnostic testing for public health and for restarting the economy.
Delaware County Sheriff's Deputies responded Thursday to a report of an unresponsive man in a parked vehicle at the Franklin Mirabito convenience store, the vehicle's operator regained consciousness and fled the scene at a high rate of speed.  Deputies stopped that vehicle on County Highway 21 in the Town of Walton after observing the driver pass another vehicle in a no passing zone.   Deputies identified the driver of the vehicle as 29 year-old Casey Killian of Walton, he was charged with passing in a no passing zone, unlicensed operator, aggravated unlicensed operation of a motor vehicle & driving while ability impaired by drugs, he was released & will appear in the Town of Walton Court at a later date.

State Attorney General Letitia James and Governor Cuomo announced that the state has renewed a previous order from March 17th that halted the collection for another 30 days, of medical and student debt owed to the State and that was specifically referred to the Office of the Attorney General for collection, in response to growing financial impairments resulting from the spread of coronavirus.  The new order took effect this morning and will run for an additional 30-day period, at that time, the Office of the Attorney General will reassess the needs of state residents for another possible extension.

State police responded last month to
the report of an Oneonta Job Corps student who was missing.  19 year old Elias Zedeno-Correa of Union City
New Jersey was found in an Oneonta creek off of West Street on January
8th.   State Police had searched for the
student around SUNY Oneonta and Hartwick College using a K9 unit, his body was
found the following day.  An Autopsy was
performed at Lourdes Hospital in Binghamton, the cause of death appears to be
hypothermia, but police are waiting for toxicology results.

Operation & Driving While Ability Impaired by Drugs, on Main Street in the
city of Oneonta.  During the
investigation, the trooper observed Raudibaugh displayed common characteristics
associated with drug impairment, he was arrested & was issued appearance
tickets returnable to the city of Oneonta court on February 10th.
The Delaware County Sheriff's Department
is investigating after they removed 20 dogs from a property in Franklin that
were not licensed.  The dogs have been
turned over to the Delaware Valley Humane Society in Sidney & the
investigation is ongoing.

55-year-old Joyce Mitchell was
conditionally released Thursday morning from the Bedford Hills Correctional
Facility.  Mitchell Previously Worked at
the state prison in Dannemora, she helped Richard Matt and David Sweat break
out of the prison in 2015. After a three-week manhunt, Matt was shot dead and
Sweat was captured and was transferred to another facility. Sweat was convicted
for the 2002 killing of Broome County Sheriff's Deputy Kevin Tarsia.

Town of Oxford resident was arrested by the Chenango County Sheriff’s Office
for Assault in the 2nd degree.  46 year
old Maria Titchener of Oxford was arrested & was arraigned in the Town of
Oxford Court and was remanded to the Chenango County Jail on $500 cash and
$2,500 bond, pending future court action.

NYSEG
continues to restore power after heavy snow and wintry conditions disrupted
service to thousands of customers. The company expects to have all customers
restored by 10 p.m. on Tuesday evening.
Currently, more than 7,000 customers are without power, including over
1100 in Broome County. The hardest hit areas include the Southern Tier, Capital
region & The Catskills, mainly from heavy wet snow that has the brought
down trees limbs & power lines.  To

Chenango announced that NBT Bank is hosting the Business After Hours Today with
their Annual Holiday Spectacular from 5:00 to 7:00 PM.  The event will be held at NBT's 52 South
Broad Street, Norwich.   Attendees are
being asked to support either Toys for Tots by bringing a new, unwrapped toy or
a non-perishable food item for the Catholic Charities Food Pantry.
The
State Department of Health's AIDS Institute is hosting the 21st Annual World
AIDS Day Event today at the Empire State Convention center in Albany, In
recognition of World AIDS Day, which was observed on Sunday.   The public is invited to visit
community-based service organization booths and view the NAMES Project AIDS
Memorial Quilt in the Convention Center beginning at 9:00AM.  More information is available at

Governor
Cuomo signed legislation to help connect veterans who experienced sexual trauma
while on active duty or during military training with vital information and
resources. The new law requires the Division of Veterans' Services to maintain
a Military Sexual Trauma Portal on its website where veterans can go to find
information about where to seek treatment and counseling for military sexual
trauma. The law goes into effect in 90 days.

Governor Andrew Cuomo signed legislation that exempts
breastfeeding mothers from jury duty. According to the governor's office,
mothers may postpone jury duty service for up to two years.  Mothers must submit a note from a physician
with a postponement application to postpone jury duty. The law takes into
effect immediately.
The State Department of Labor today released preliminary
local area unemployment rates for September 2019. The State’s seasonally adjusted
unemployment rate decreased from 4.0% to 3.9% in September 2019.  Locally Chenango County had 3.7%
unemployment, Delaware County had 3.9% & Otsego County had 3.6%
unemployment in September.
The Raymond Corporation’s founder George Raymond Sr. was
announced as an inductee into the 2019 Supply Chain Hall of Fame at their
recent EDGE Conference in Anaheim, California.
George Raymond Sr. established the company in 1922 when he purchased a

10 area Fire Departments responded to a blaze at 687
State Highway 205 in the town of Oneonta, just north of the intersection with
State Route 23.  The fire was reported at
about 7:15 PM, 2 people were injured & were taken to Fox Hospital in
Oneonta.  The cause of the fire is under
investigation.
The Broome County District Attorney’s Office announced
that 26 year old Tyler DeCamp of Deposit was sentenced to 10 years in prison
and 5 years parole in Broome County Court Friday, on 2 counts of 1st-degree
assault, tampering with physical evidence and resisting arrest, for HIS ROLE IN
THE Johnson City McDonalds stabbings.   2
victims suffered multiple stab wounds each in the attack, 22 year old Dane
Edwards was already sentenced to 4 years in prison plus 2 1/2 parole for his
role in the incident, and 3 others are awaiting trial.
Governor Cuomo signed legislation requiring pharmacies to
inform patients of Class I drug recalls made by the FDA within 7 days. Class 1
Drugs have a high probability of causing serious adverse health consequences or
death, the severity of health risks is higher for elderly patients and those
taking long-term medications. This law takes effect immediately.
The State Department of Health announced new services for
e-cigarette users seeking help to stop vaping, through the State’s Smokers’
Quitline.   The Department added the
service to address the growing need to help users of e-cigarettes break their
dependence on vaping, the Quitline is available at 1-866-NY-QUITS

next Women’s Health talk this evening at Bohemian Moon in Norwich as part of

Delaware County Sheriff’s Deputies arrested 28-year-old
Miguel Sotelo of Fort Plain On October 7th, on charges of Aggravated Unlicensed
Operation of a motor vehicle, Unlicensed Operation and Failure to Keep Right
following the investigation of a Property damage accident in the Town of Meredith.
Sotelo was arraigned at the Town of Meredith Court and released on his own
recognizance.
