Walton police arrested 33 year old Lloyd Hunt of Unadilla and 30 year old Jeremy Stafford of Walton, in connection with the armed robbery of a Walton tobacco shop last week. Hunt & Stafford were charged with 1st degree robbery and 3rd degree criminal possession of a weapon, plus petty larceny, both were arraigned, Hunt was sent to jail on $50,000 bail and Stafford was jailed on $30,000 bail, for the armed robbery on November 28th at the Smoker's Choice shop, the investigation into the robbery is continuing.
Senator Kirsten Gillibrand is making another bipartisan push to change how the military handles allegations of sexual assault. This time, she has a new ally — the former chief prosecutor of the Air Force. Retired Col. Don Christensen joined Gillibrand at a news conference to request a floor vote on Gillibrand's Military Justice Improvement Act, which would remove commanders from the process of deciding whether to prosecute sexual assault cases and turn that responsibility over to military prosecutors. Gillibrand's bill received 55 votes earlier this year, five short of the 60 needed to overcome a threatened filibuster. The House and Senate Armed Services Committees are working on a compromise version of the bill.

State Police in Margaretville responded to an attempted robbery and shooting in the parking lot of the Hess Mart on State Route 28 in the Village of Margaretville today. The investigation led to one male suspect and two female suspects being taken into custody at the Budget 19 Motel located in Kingston, 3 suspects were questioned this afternoon, The investigation is ongoing.
The State University of New York approved the 5th consecutive year of tution increases under its five year plan to raise rates $300 a year and proposed a 17.5% state aid increase next fiscal year. The tuition increase will bring in state tuition to $6,470 a year. The budget increase is a request to the state Legislature and Gov. Cuomo for the fiscal year that starts April 1st. In 2011, Gov Cuomo and the state Legislature agreed to the SUNY 2020 program which allows the 64 college system to increase tuition $300 a year over five years. The move gives SUNY the independence to increase tuition without having to battle the Legislature every year over its request
Governor Cuomo said reforming the state's education system will be a major focus of his 2nd term. The governor said schools need a strong teacher evaluation system. Cuomo also supports more charter schools in New York. He will offer more details about his agenda in his state of the state address on January 7th and his state budget proposal later that month for the new fiscal year that begins April 1st

Gillibrand visited yesterday to discuss ways to expand and improve high-speed broadband access within the county. Representatives from the Telecom industry, government agencies and local business owners were on hand to learn how they would benefit from the change. Gillibrand said the next step is to work with state government and the U.S. Department of Agriculture and apply for grants and loans to acquire the necessary funding to put the infrastructure to work
The Weather Channel ranked Delaware County the 10th worst place in the nation to own a home. The rankings are based on weather, climate and natural risks and disaster. The recent article pointed to the 2006 flood, which devastated the county with up to 15 inches of rain in three days. Officials say the study doesn't take into account the work that's been done in recent years to minimize future damage, such as reclaiming flood plains and stream bank restoration. Another factor contributing to the ranking was the high cost of energy. Of the 50 locations on the list, the boroughs of Alaska were the only ones higher than Delaware County's costs for home heating and cooling

24-year-old Joshua Theisen, of Suffolk County was pronounced deceased following an ATV crash into a drainage ditch on Jones Road in the town of New Lisbon. Otsego County Sheriff's Office reported that Theisen was not wearing a helmet and was ejected off the ATV, which landed on top of him, suffered a severe head injury & died on Tuesday as a result of his injuries.
New York State’s private sector job count grew by 4,500, or 0.1 percent, in September 2014, according to preliminary figures released today by the State Department of Labor. This latest monthly employment gain raised New York State’s overall private sector job count to more than 7.6 million, which is an all-time high. The statewide unemployment rate declined from 6.4% to 6.2% in September 2014, its lowest level since October 2008.
Governor Cuomo said $10 million in grants were awarded to localities across the State to support emergency response operations. Administered by the State Division of Homeland Security and Emergency Services, the grants support municipalities that operate 9-1-1 response and emergency service dispatch operations. Chenango County will receive just under $175,000, Delaware $117,000 and Otsego $161,000

Senators Charles Schumer and Kirsten Gillibrand joined a bipartisan group of 46 Senators, in urging HHS Secretary Sylvia Burwell, to release Low Income Home Energy Assistance Program funding as quickly as possible, to ensure more families can access resources they need to heat their homes this winter. LIHEAP is the main federal program that helps low-income households and seniors with their energy bills, providing assistance during both the cold winter and hot summer months
On Election Day in November, voters will find a proposition that could save taxpayers $53 million a year. It’s called Proposition 2 – the state’s attempt to go completely digital. In a two-year legislative session, 17,000 proposals are printed for the states 213 lawmakers. The state's printing costs for a single year is about $13 million. In addition, the state pays another $40 million just to haul it all away, which costs taxpayers a total of $53 million annually. If the proposal is approved, every bill would be a digital file only

The sentencing of convicted murderer Ganesh Ramsaran of South New Berlin has been scheduled for October 31st in Chenango County Court. Ramsaran was convicted last Tuesday of 2nd degree murder in connection with the December 2012 killing of his wife, Jennifer. Ramsaran could face 25 years to life in state prison.
The Chenango County Sheriff's Office arrested 42-year-old Mark Barrett of Smithville for Felony DWI, Aggravated Unlicensed Operation of a motor vehicle and Moving from lane Unsafely. Barrett was charged following an accident on State Highway 235 in the Town of Coventry, where he is accused of swerving off of the road, striking a guide rail, crashing in a creek & fleeing the scene of the crash. Barrett was arraigned in the Town of Coventry Court and ordered to the Chenango County Jail on $5000 bail and $10,000 Bond, he faces action in Coventry Town Court at a later date.
The Chenango County Sheriffs department 28 year old Jared Smith of New Berlin was arrested for violation of unlawfully growing of Cannabis. Smith was charged following a complaint of marihuana plants growing in the backyard of a residence in the Village of New Berlin, following a complaint from an area business. Smith was processed and released on an appearance ticket to appear in the Town of New Berlin Court at a later date.
Governor Cuomo announced New York State has been awarded a $22.4 million "GEAR UP" grant by the U.S. Department of Education, to help low-income and at-risk students receive college preparation beginning in 7th grade through high school. Participating school districts will have the opportunity to prepare students through the Pathways in Technology Early College High Schools program, which includes training science, technology, engineering and math careers, targeted to at-risk, disadvantaged students.
U.S. Representative Richard Hanna announced a $120,000 grant for the Decker School of Nursing at Binghamton University. The money will be applied toward the study of mental health, with an emphasis on training to meet the needs of 16 to 25 year olds. Another emphasis will be placed on rural and other vulnerable populations. In New York State, suicide is the leading cause of injury or death for children ages 10 to 14. Around 200,000 children live with serious mental health conditions.
U.S. Senators Schumer and Gillibrand called on the federal Department of Justice to allow the state to begin part of its medical marijuana program early to treat children with forms of epilepsy and other seizure disorders. State health officials, at the request of Governor Cuomo, asked the federal government for permission to begin receiving the drug from out-of-state manufacturers even before the formal state program begins.

The scam involves a bogus company named Scholastic School Supply mailing phony invoices to school districts in the hope of receiving payments without rendering goods or services. 5 upstate district contacted the Attorney General's Office to file complaints. School districts are encouraged to file a complaint at 800-771-7755 or ag.ny.gov.

Testimony will continue this week in Chenango County Court, in the murder trial of Ganesh Ramsaran, who is charged with killing his wife Jennifer in December of 2012. Jennifer’s body was found several months later in a wooded area in the town of Pharsalia.

The grant from the Hazard Mitigation Grant Program will pay the balance for the purchase of 49 flood-prone properties damaged in 2011 flooding and turn them into open space. The structures are located in the flood area & were damaged following the latest severe flooding in 2011.

The suspect backed out of the driveway and left upon arrival of the girl’s mother from the back yard. The vehicle has been described as a gold colored 4 door sedan with a white male operator. A similar attempted abduction of a 10 year old child in Homer had been reported to, the Homer Police Department last Thursday. State Police are requesting anyone with information to call 347-4440.

State Police said more than 20,000 tickets were issued from August 6th through August 12th as part of its “Speed Week” campaign. 10,000 tickets were issued for speeding, 200 tickets for texting while driving, 550 for cell phone use, 200 DWI’s and more than 600 tickets in violation of the “Move Over Law.”

Congressman Chris Gibson announced the House of Representatives passed the Workforce Innovation and Opportunity Act, which reauthorizes the Workforce Investment Act and streamlines training services by eliminating 15 duplicative programs, reducing administrative costs for states, and improving transparency and accountability by creating new performance standards. It also reauthorizes the Adult Education and Family Literacy Act and the Rehabilitation Act of 1973 to improve employment outcomes and job skills among adults and people with disabilities. The bill passed by a vote of 415-6. The Senate 95-3 recently adopted an amended version of the bill.
Local counties will get more than $185 million in state and federal homeland security grants, to support infrastructure protection, sustain anti-terrorism programs, and enhance emergency preparedness and response. Otsego County will receive $500,000 for improvements and enhancements to merge 911 public safety-answering systems, and fund the implementation of new technologies for data sharing, greater operating efficiencies, and regional consolidation. Otsego, Delaware, Chenango and Broome counties, will share in $108,000 in a Hazardous Materials Grant program.
U.S. Senators Charles Schumer, and Kirsten Gillibrand will introduce the Protect Women’s Health from Corporate Interference Act, to restore the contraceptive coverage requirement guaranteed by the Affordable Care Act, and protect coverage of other health services from employers who want to impose their beliefs on their employees by denying benefits. The legislation would ensure no boss can use their personal belief, to limit what health care services an employee has access to.

If Congress doesn’t replenish the Highway Trust Fund by the end of the month, roadway and bridge projects in New York stand to lose millions in reimbursements. U.S. Senator Charles Schumer said the state needs up to $11 billion to keep various projects on schedule, if the Fund remains in limbo, without new funding from Congress, there would be a moratorium on new state highway projects and the jobs that come along with them. Schumer is urging his colleagues to support continuing the Highway Trust Fund for state projects
State Senator Jim Seward has filed nearly 4,000 signatures on nominating petitions for re-election as state senator representing the 51st senatorial district. Seward filed 3,099 signatures for the Republican Party nomination, 605 for the Independence party nod and 171 for the Conservative party designation. Seward was first elected to the state senate in 1986. So far, no democrats have announced their intention to unseat Seward in the general election.

April is Alcohol & Drug Abuse Awareness Month, and with prom & graduation seasons coming soon, it is important to remember that those events have been incorrectly viewed by generations as a rite of passage for teenagers to be introduced to alcohol, according to Dave Ramsey of the Alcohol & Drug Abuse Council of Delaware County:

Under the National Flood Insurance Program, Sandy-impacted homeowners must file a “proof of loss” form, a statement on the amount the homeowner is claiming under a flood insurance policy. The 1st deadline was last October 29th, in order to be eligible for coverage for flood damage, but many were unable to meet the deadline. With the new April 28th deadline approaching, Schumer and Gillibrand are calling on FEMA to grant another extension.
The Delaware County Board of Supervisors voted to implement a bed tax at its meeting yesterday in Delhi. Funds from a 2 percent hotel, motel and bed and breakfast room tax in Delaware County will be used to promote tourism. The resolution will now go before the state Legislature to be assigned a bill
State Police arrested 30-year-old Tory Brown of New Berlin for Criminal Contempt, Criminal Obstruction of Breathing, Unlawful Imprisonment, Criminal Mischief and Harassment. The arrest occurred after troopers responded to a dispute in Columbus. Brown is accused of grabbing the victim by the throat, damaging a cell phone & violating an order of protection. Brown was arraigned in the town of Norwich Court and sent to the Chenango County Jail on $10,000 bail.
Home sales were down 1.8% statewide in the 1st quarter of the year after reaching a 6-year high in 2013, according to the state Association of Realtors. The report showed 18,790 closed sales statewide in the first quarter of 2014, down from 19,143 in the same period of 2013. Pending sales also fell 5.6% in the 1st three months this year, while new listings dropped 7.6% from a year ago. The median sales price for homes sold statewide was $227,000, a 5.1% increase from 2013’s first quarter.
Assemblywoman Donna Lupardo introduced a bill that would allow farmers in New York to grow hemp, which is used to make fabric, rope, paper, oil, soap, lotion and food. A provision of the new Federal Farm Bill legalized the growth of hemp for research, it had been banned because it stems from the same plant as marijuana, but industrial hemp and marijuana are genetically distinct varieties of cannabis & it is not possible to extract a drug from hemp. If the legislation passes, New York would become the 11th state to produce hemp.
The National Weather Service has issued a red-flag warning until 8:00 PM due to the increased risk of fire. The breezy conditions and low humidity could lead to fast spreading grass & brush fires, the DEC burn ban runs through May 16th.

The Delaware County Sheriff's Department & Sidney Village Police arrested 27-year-old Michael Nodine of Sidney on an Arrest Warrant for Attempted Assault. Nodine is accused of assaulting and attempting to cause physical injury to another inmate at the Delaware County Jail last week. Nodine was being held in the Jail on $5000 bail on a pending rape charge, posted bail on April 17th and was released from jail. The assaulted inmate, also from Sidney, sustained minor injuries, which did not require medical treatment. Nodine was arraigned on the Attempted Assault charge and was sent back to the Delaware County Jail on $1,000 cash bail.

A recent poll shows Hanna with a large lead over Tenney by 73% to 17% with 9% undecided. Tea Party activist Michael Kicinski of Earlville has also filed petitions to appear on the GOP ballot. He lost to Hanna in a primary in 2012. No democrats have come forward to run in this race.
Governor Cuomo today urged the federal government to recall a toy known as “Clingy Darts,” which poses a significant danger to children. The New York Department of State’s Division of Consumer Protection found the children’s toy contains more than six times the federally allowable limit of the chemical known as DEHP. The toy is imported by Greenbrier International of Chesapeake, Virginia and is sold at stores throughout New York State, including Dollar Tree.
Westchester County Executive Rob Astorino, the state Republican Party’s presumptive nominee for governor this year, will be the keynote speaker at the Otsego County Republican Committee’s annual spring dinner. The $75-a-head dinner will be held May 15th at the Otesaga Hotel in Cooperstown.
US Senator Kirsten Gillibrand released a letter to the White House Task Force pushing for better protection against sexual assault on college campuses. Gillibrand, along with six other U.S. Senators, are proposing action that would bring more transparency to the issue. The group prepared 3 recommendations for the task force, who are scheduled to make their own recommendations this week. Studies show nearly 1 in 5 women in college are victims of attempted or actual sexual assault.
New Yorkers are reminded that nearly 88,000 jobs are currently available and listed on the Jobs Express website. The site sorts thousands of jobs by region and occupation, and also allows users to search jobs based on zip code and travel distance. New businesses and job listings are added each day. A total of 7,700 businesses posted a new job order on the site in March 2014, an increase of 22 percent from March 2013. Go to jobs.ny.gov

57-year-old Robert Gerbino of Garden City, New York was arrested by State Police for Criminally Negligent Homicide, based on a sealed indictment handed down by the Otsego County Grand Jury. The Grand Jury determined that on November 16th Gerbino with criminal negligence caused the death of Charles Bruce of Franklin Square. The men were part of a Hunting group in the Town of Westford.
The Chenango County Sheriff’s Office executed a “no knock” search warrant at a residence in the Village of Sherburne and a vehicle parked at the Big M in Sherburne. The Narcotics Division arrested 31-year-old Dustin Norris of Sherburne, who was found to be in possession of a substantial amount of heroin & cash. The recovered heroin was found in close to proximity to two young children in the vehicle. Several needles, packaging material, and paraphernalia were also located at his residence. Norris was charged with Criminal Possession of a Controlled Substance, Criminally Using Drug Paraphernalia, and Endangering the Welfare of a Child. He was arraigned in the Village of Sherburne Court and remanded to the Chenango County Correctional Facility on $50,000 cash bail. The investigation is ongoing and more arrests are pending.
This year’s state budget addressed the problem of the Gap elimination adjustments that hurt poor rural schools over the last 5 years, and added much needed funding. Area assemblyman Cliff crouch said that area superintendents were pleased:

The Budget includes a $1.1 billion increase in education aid for the 2014-15 school year, with High-needs school districts receiving nearly 70% percent of the allocated increase.
U.S. Senators Charles Schumer and Kirsten Gillibrand announced $1.7 million in federal funds, to acquire and demolish flood-damaged structures in the Village of Sidney, and turn the properties into green space. The damaged buildings are located in a flood-hazard zone in the River Street area; County officials prefer to demolish the structures. The federal funds cover 75 percent of the projected cost to acquire and demolish the flood-prone properties. All of the structures were damaged from Tropical Storms Irene and Lee in 2011.
State officials say New York hunters killed 1,358 black bears during the 2013 hunting season, the second-highest number on record. Figures released by the DEC show hunters killed a record 636 bears from the Southeastern hunting area and a near record 342 from the Central-Western area. The agency said the high numbers reflect a growing bear population. The DEC released a draft bear management plan for public comment in January. It proposed several changes, including expanding the area open to bear hunting to encompass all of upstate New York. Go to dec.ny.gov
State environmental regulators remind New Yorkers that residential brush burning is prohibited in towns, with less than 20,000 residents until May 14th, because of increased risk of fires during spring months. The DEC said wildfires can start and spread due to open burning of debris and dried out foliage. The open burning of debris is the largest cause of wildfire in the state.
