State Police are renewing efforts in the investigation into the homicide of Barry Marquart of Oneonta, a case that has remained unsolved for more than 45 years. Marquart was reported missing on November 9, 1980, by his father, he was 30-years-old and living in Binghamton with a roommate who reported not seeing him for 2 days. Marquart’s vehicle was located at a rest area off Interstate 81 in the town of Dickinson, His body was discovered in the Chenango River, about 500 feet behind the rest area, the autopsy determined the cause of death to be drowning but also indicated he sustained injuries consistent with blunt force trauma to his head and face. State Police are asking the public to look at a composite sketch developed in 1980 of a person of interest, at troopers.ny.gov; The white male would’ve been in his 20’s or 30’s in 1980, 5’ 10” between 140-160 lbs, The individual is not currently a suspect; has never been publicly identified, Anyone with information should call (607)561-7400 and ask to leave a message with Major Crimes.
The FBI announced that they will be rewarding anyone with information that leads to an arrest or conviction for a cold case murder that took place in Binghamton four years ago. 12 year old Aliza Spencer was shot and killed in April of 2022 as she was walking with her father and brother on Bigelow Street, A $50,000 reward for information was previously offered, the FBI have now made an additional offer of $50,000, Anyone with information is encouraged to reach out to Binghamton Police Detectives at 772-7080 or to the FBI at 1-800 Call FBI.
Chenango County Grand Jury indicted Brandon Birch for Aggravated unlicensed operation of a motor vehicle, driving while ability impaired by drugs, unlawful fleeing a police officer in a motor vehicle, Criminal possession of a controlled and reckless driving, on December 26th in Afton, Birch is accused of operated a vehicle on State Highway 7 while his driving privileges were suspended, he was impaired by fentanyl, fled State Troopers attempting a traffic stop, possessed fentanyl, and drove at speeds up to 90 miles an hour in a 55 mile an hour zone. Birch faces additional court action on the indictment shortly.
The General Clinton Canoe Regatta returns next month with a host of activities at General Clinton Park, and this year people from around the world can see what is happening live, co-chairman Mike Kaufman explains:

The Broome County Sheriff's Office arrested 4 people on drug charges following the execution of a search warrant in the town of Chenango. The search led to the seizure of 19 grams of Methamphetamine, fentanyl, Suboxone strips, Illegal steroids, packaging material & a digital scale, arrested were 37 year old Brett Poyer, 36 year old Cassandra Angulas, both of the Town of Chenango, 45 year old Jack Langland, of Endicott, and 37 year old Daisy Odell of Wilesyville, all on numerous drug charges, all face court action shortly.
Another Community meeting will be held tonight in Norwich among those bringing the "Turtle Island Festival" to the Chenango County Fairgrounds in July, Chenango County Historical Society Executive Director Jessica Moquin explains:

The State DOT & the Otsego County Office of Emergency Services announced that 1 lane of eastbound travel is open on I-88 Between Exits 10 & 12 this afternoon. The work is continuing in that area and there is no timetable yet for re-opening the 2nd lane of I-88 Eastbound.
79 year old Stanley Suchy of Stamford pleaded guilty in Delaware County Court today to sexual crimes against minors. In November, Suchy was indicted on 3 counts of Predatory Sexual Assault Against a Child, and 1 count of Course of Sexual Conduct Against a Child, he agreed to plead guilty to Course of Sexual Conduct Against a Child, which includes a term of 10 years incarceration and 20 years of post-release supervision, registration as a sex offender as well as other fines and restrictions. Suchy admitted to multiple instances of sexual contact with a child under the age of 13 between 2010 & 2020. After pleading guilty, Suchy was remanded to jail to await sentencing on April 21st.
Chenango County Planning Department is looking to get communities interested in cleaning up their surroundings & waterways in May, Planning department spokesman Shane Butler explains:

Tonight's Binghamton Rumble Ponies Home Opener at Mirabito Stadium has been postponed and will be made up as part of a Double header starting Wednesday afternoon 4:15 P m. The Rumble Ponies will play the Yankees Double A Team the Somerset Patriots to start their home opener series this year, ceremonies to celebrate the Rumble Ponies League championship last year will be held Wednesday starting at 3:45 PM.

The City of Norwich is pursuing all avenues to try to find a new supermarket chain to move into a key downtown location that unexpected lost a large supermarket, Norwich Mayor Robert Jeffrey told WCDO news that the incomes of residents in that area of the City makes acquiring a new store difficult:

Mayor Jeffrey said that they are working with area state & Federal lawmakers to try to bring a new store in, and they hope to get positive action soon.
New York State Department of Transportation announced that they plan to fill 175,000 potholes across the state, now that the snow & Ice season has ended. Governor Hochul and Commissioner Dominguez joined a paving crew Monday morning to show that filling potholes is a priority this spring.

Craig Ross Jr. has been charged kidnapping, 4 counts of predatory sexual assault against a child, plus sexual abuse, assault and endangering the welfare of a child, Ross was arrested after he allegedly abducted 9 year old Charlotte Sena Spetember 30th at Moreau Lake State Park in Saratoga County. Ross was indicted on the charges Friday, he was initially charged with 1st degree kidnapping when he was arrested days after the girl was riding her bike & went missing during a day at the park with family. Ross was found in a camper where he was staying, police found Sena in a cabinet, Ross is accused of raping the girl over the 2 day period. Ross pleaded not guilty in Saratoga County Court Friday, he is beign held in jail without bail since his arrest.
State Police & The FBI arrested 43 year old Michael Hilliard of Horseheads November 11th, following an investigation into hazardous materials used for making bombs was found Hilliard's residence. On November 6th, a local Highway Department employee found a possible explosive, the State Police Bomb Disposal Unit and FBI responded and made the explosive safe. On November 11th Hilliard was apprehended and charged with Criminal Possession of a Weapon in the First Degree (B Felony). He was arraigned and remanded to the Chemung County Jail. On November 12th, State Police executed a search warrant at Hilliard’s residence, they located several suspicious hazardous materials inside the residence & the immediate surrounding the residence was evacuated. State Police are working in conjunction with the FBI for the disposal of all hazards. Anyone with information regarding this incident is asked to contact the New York State Police at 585-398-4100.
State Police are requesting the public’s assistance in locating a 2019 or newer white Volvo semi-truck with damage to the front passenger side. Police said that 40 year old John Viviano of Sidney was pronounced dead at the scene, State Police at Troop E investigated the fatal car-pedestrian crash that occurred on I-86 near exit 38 in the village of Bath, Police beleive that a westbound vehicle on I-86 struck Viviano between Friday night & Saturday Morning, The vehicle did not stop, and State Police is requesting the public’s assistance to identify the vehicle, which may have significant front-end damage. The Broome County Special Investigations Unit Task Force arrested 3 people last Wednesday in a major drug bust in Binghamton. arrested were 39-year-old Rayshawn Thompson, 38-year-old Derrick Brooks and 39-year-old Brandy Myers were charged with multiple felonies after the Task Force officers executed a search warrant at 24 Robinson Street. Officer seized a loaded handgun, fentanyl, Methamphetamine, cocaine, Suboxone Strips & $4,500 in suspected drug proceeds, packaging materials, all 3 were transported to the Binghamton Police Department, and were processed & were being held on various felony weapon & drug charges.
State Police arrested 63 year old David Brown of Candor for 100 counts of Possessing a Sexual Performance by a Child. The Bureau of Criminal Investigation out of SP Owego with the assistance from the Troop C Computer Crimes Unit, conducted an Internet Crimes Against Children (ICAC) investigation and determined that Brown was in possession of numerous videos depicting child pornography. Brown is scheduled to appear in the Candor Town Court on December 4th.
State Police arrested 31 year old Kevin Carter Jr. of Binghamton, for 3rd degree Robbery and Criminal Possession of a Weapon. Troopers were dispatched to a reported robbery at Speedway in the town of Union. Troopers located Carter who was found to be in possession of metal knuckles. The investigation determined that Carter made a small purchase but when the register was open, he reached over the counter and forcefully took a sum of money, however, he left his wallet with his ID on the counter during the incident. Carter was transported to the Broome County Correctional Facility for arraignment.

State Police arrested 4 women after a theft at the Oneonta Walmart on October 20th. A Trooper was dispatched to a report of the women walking with over $1,000 in merchandise. Troopers were able to locate and arrest all 4 women all were charged with Grand Larceny, they are identified as 19 year old Miranda Cole of Norwich, 18 year old Shania Reynolds-Broyles of North Bellmore, 19 year old Nevaeh Moore of Brooklyn, & 19 year old Samantha Sawyer of New York City, all will appear in Oneonta Town Court on December 5, 2023.

The juveniles was charged with 2 counts each for Resisting Arrest & Obstruction of Governmental Administration & 1 count each for Escape, Disorderly Conduct, Harassment, Assault & Felony Assault. she is accused of resisting arrest, assaulting staff of the Probation Office following arraignment at the Otsego County Office Building, she was released to a 3rd party & will appear in court at a later date.

In its first year, the Pink Patch Project at Broome County Sheriff’s Office helped raise money for local families fighting cancer. On Friday, Pink Patch Project Organizer Officer Jennifer McPeek, along with Sheriff Akshar, presented a $4,500 donation to the Community Foundation and the Tina Fund toward helping local families fighting cancer.

31 year old Thomas Harris of Unadilla, pleaded guilty to 4th degree Arson, on June 4, 2022, State Police responded to reports of a structure fire in the Town of Sidney. Upon arrival, the Troopers discovered several broken and intact beer bottles, some of which contained gasoline, a victim stated that Harris threw the bottles, starting the fire. The Bottles were tested, the results confirmed the presence of Harris’ DNA on the bottles. Harris will be sentenced to five years of felony probation supervision when sentenced at a later date.
Governor Kathy Hochul at the Great New York State Fair today signed an Executive Order directing State agencies to increase the percentage of food sourced from New York farmers and producers to 30 percent of their total purchases within five years. The Governor also signed legislation to bring together students at the New York State Fair to develop innovative agricultural technologies as well as legislation to support smaller and newer fairs across the state while promoting youth involvement in agriculture and domestic arts.
Delaware County Sheriff’s Deputies arrested 23 year old Nicholas Wayman of Bainbridge, after they responded to a Domestic Report in the Town of Delhi at the Victims place of work. The investigation revealed that Wayman had been involved in a Domestic Dispute while in a moving vehicle, having unwanted physical contact with the victim while in the presence of a child within the vehicle, the victim possessed an order of protection against him. Wayman was charged with Endangering the Welfare of a Child, Criminal Contempt, Harassment & Aggravated Unlicensed Operation and other related violation, he was arraigned in the Town of Walton Court and was remanded to the Delaware County Correctional Facility and is scheduled to appear in the Town of Walton Court on a later date to answer the charges.
Delaware Valley Humane Society & Waste Recovery Enterprises have teamed up for the 4th consecutive year for the Heavy Metal Haul Out, Humane Society Director Erin Insinga said that they will do the fundraiser differently this year:

Delaware County District Attorney's Office announced that 31 year old Derek Wignall of Hancock, pleaded guilty to Criminal Contempt. Wignall violated an Order of Protection by contacting the protected party while incarcerated on an unrelated matter, he was placed back into custody upon discovery of the violation of the Order of Protection. Judge Rosa ordered a pre-sentence investigation to be undertaken by the Delaware County Probation Department. If found to be appropriate, Wignall will be placed on probation supervision for a five-year term.

Broome County Sheriff’s Deputies responded to a 911 call placed at a Fast Trac gas station in the Town of Fenton from a victim reporting that she had been assaulted and held hostage on Ballyhack Road in the Town of Fenton before escaping. 39 year old Steven Fish of Fenton is accused of threatening the victim with a machete, sexually and physically assaulting the victim, who was treated at a local hospital. Fish was charged with 1st Degree Rape, Criminal Sexual Act by Forcible Compulsion, Unlawful Imprisonment & Menacing, he was arraigned and remanded to the Broome County Correctional Facility.

Felice was apprehended in Utica, he was arrested on a warrant & was transported to the Delaware County Jail, he was sentenced to a jail term to be followed by a year of conditional discharge & his license was revoked.
Binghamton Police Department announced the names of the couple who were found after a fire was extinguished at 56 Howard Avenue. The investigation revealed that 64-year-old Patrick Angeline shot his wife, 62 year old Wanda Angeline, multiple times before starting the fire. He later shot himself inside of the home. Sidney Police Officer Morgan Smith today received a national award from Delaware County Acting District Attorney Shawn Smith for her diligence in removing drunk & drugged drivers from local roads, Sidney Police Chief Eric Oliver commented about officer Smith:

Broome County Sheriff's Office responded Wednesday, afternoon to a work zone accident on the I-88 westbound bridge north of I-81. The investigation found that after a heavy downpour, an employee exiting a port-a-John was struck by a passing water truck traveling within the construction area in reverse, which ran over the worker’s legs and lower torso. The victim remained conscious was transported to Wilson Hospital. The investigation revealed a questionable placement of the portable facility, no charges have been filed, the accident report was sent to the Occupational Safety and Health Administration.
Congressman Marc Molinaro announced today that the USDA will release federal resources for an agricultural disaster designation for all 11 counties in Molinaro's 19th District and 20 other counties in New York, in response to freeze and frost last May, which caused significant damage and losses to crops. The disaster designation allows farm operators to be eligible for Farm Service Agency (FSA) emergency loans. Farmers in eligible counties have 8 months from the date of the disaster declaration to apply for emergency loans. Doty admitted to causing physical injury to another person on March 12th, she injured a 63-year-old woman when she struck her in the head multiple times with a flashlight. Doty has a prior felony conviction for 2nd Degree Assault in 2015. She will be sentenced on November 16.

today that the campuses will all be closing on March 19th, for the rest of the
spring semester. The steps are being
taken to cut try to stop the potential spread of the Coronavirus in large
lecture halls & at athletic events, classes will continue until the end of
the spring semester online. Governor
Cuomo also suggested that Business owners should consider letting employees
work from home, or stagger work shifts to slow the potential spread of the
coronavirus in large work groups.

be in place with 28 more labs around the state, to be able to administer more
tests for the Coronavirus. The CDC in
Atlanta originally started the testing, they quickly became overwhelmed, the
Wadsworth Labs in Albany then took on the testing, and more tests are
continuing to be administered, making the need for more labs to add to the
testing.

Guard troops to deliver food to homes and help with cleaning public spaces in
the containment area. The Governor
confirmed 31 additional cases of the Coronavirus, bringing the statewide total
to 173.
Orlando Tercero will remain in a Nicaraguan prison for 30
years, after a Nicaraguan judge made that decision yesterday. Tercero was convicted in Nicaragua for Haley
Anderson's death in Binghamton in March 2018.

Chenango County Sheriff’s Deputies responded to a 2-car accident on State Route 12 in the town of Oxford last night. 51-year-old Richard Swanson of Staten Island pulled out a driveway into the path of a vehicle driven by 31-year-old Heather Bradley of Binghamton, at around 9:20 last night. Swanson was charged with DWI; Bradley was taken to Wilson hospital with minor injuries.
The Greater Afton Area Chamber of Commerce will be holding its 2nd annual dinner meeting on Sunday, at 6:00 PM at the Afton Golf Club. Autopsies were conducted Monday on Tifanne Wells, the manner of her death to be a homicide caused by 2 gunshot wounds. The autopsy on George Jones ruled the manner of his death to be a suicide as a result of a self-inflicted gunshot wound. State Police stated that the investigation is continuing, it is believed that the timing of the incident was late in the afternoon of Saturday March 7th, at the couple's residence in the town of Oneonta.
Delaware County Sheriff’s Deputies investigated a 1 car property damage auto accident in the Town of Walton. Deputies arrested 55 year old Richard Wood of Walton for Driving While Ability Impaired by Drugs. He was issued traffic summons for Driving While Intoxicated, Failure to keep right and moving from lane unsafely. He was arraigned in the Town of Sidney Court and remanded to the Delaware County Jail on $2,500 cash bail pending future court action in the Town of Walton Court at a later date.

State Police arrested 37-year-old Victoria Young of Hancock for endangering the welfare of a child and 2nd degree Forgery. Troopers also arrested 33-year-old Jeffery Johnson of Hancock for endangering the welfare of a child and criminal possession of a forged instrument. Young & Johnson were arrested yesterday following the death of their 2-year-old daughter Andie Johnson, who fell from a second-story apartment September 17th in Hancock. The pair were arraigned in the Hancock court and remanded to the Delaware county jail with no bail set at this time.
The Chenango County Sheriff’s Department arrested a 16-year-old male youth from Plymouth Sunday afternoon, after he drove through a police road check in the town of Oxford. Deputies said that the youth had a 3-year-old passenger in the vehicle that was in an improper child restraint seat. The youth was charged with Felony Aggravated Driving while Intoxicated, Driving While Ability impaired by drugs and endangering the welfare of a child. The unidentified Teen was arraigned in the Town of Norwich Court and was remanded to the Chenango County Correctional Facility on $100 cash bail.
New York Farm Bureau has announced their annual “Circle of Friends,” naming 101 State Legislators to the list. Local lawmakers who were named to the list included state senators Jim Seward, John Bonacic & Tom Libous and Assemblymen Cliff Crouch, Bill Magee & Pete Lopez. The award is an indication of the individual lawmaker’s legislative support of New York agriculture and of the Farm Bureau.
State troopers arrested 30-year-old Michael Hercules of Columbia, Maryland for criminal possession of a weapon, aggravated unlicensed operation of a motor vehicle and unlawful possession of marihuana. Hercules was stopped for speeding on Interstate 88, he was found to have a suspended license and illegally possessed a handgun. He was arraigned before the town of Maryland court and was remanded to the Otsego county jail in lieu of $2,000 cash bail.
The Public Market in Norwich is now a year-round farmers market. The winter farmers market will run from November through May each Wednesday from 10 a.m. to 3 p.m. The location will continue to be in East Side Park as long as the weather is temperate. Former Governor George Pataki, former Comptroller Carl McCall and union and business leaders will head a tax-cutting commission set up by Governor Andrew Cuomo. The commission will find ways to cut $2 to $3 billion dollars in taxes over the next few years. Cuomo and the state legislature cut state spending the first 2 years of his administration, but were forced to increase spending in the budget currently in effect, but the state did implement a 2% tax cap for school districts & municipalities in order to keep taxes from increasing above the rate of inflation. The Commission’s recommendations will be due by December 6th for inclusion in the Governor’s 2014 State of the State message.

While responding to a report of a stolen vehicle in Delaware County, troopers found that the suspect returned to the residence after crashing the vehicle. All is accused of taking the vehicle without permission, that he was intoxicated at the time of the accident, had 2 prior DWI convictions in the last 10 years, and his BAC was 3 times the legal limit. All was arraigned and was remanded to the Delaware county jail with no bail set pending future court action.
