Governor Cuomo announced changes yesterday to the mental health situation in the southern tier, with a new plan to keep much of the existing services going, and add new services. Area Assemblyman Cliff Crouch was one of the lawmakers who opposed the initial plans to close down mental health services around the greater Binghamton area, he told WCDO News that he is pleased with this outcome:

Crouch said that they still have to work on a plan to keep the Broome Developmental Center opened; it is scheduled to close in 2015. Details of the plans announced yesterday are available at governor.ny.gov.
Governor Cuomo signed 35 bills into law late Wednesday and vetoed 33 others, rejecting legislation that would have allowed the limited sale of sparklers and exempted small vending machine sales from tax. Cuomo signed bills expanding the number of judges serving on city court benches, increasing oversight of special-education providers; easing requirements for a business tax credit for hiring high school students; modernizing state laws that govern nonprofits; and requiring manufacturers to collect old mercury thermostats. 11 bills still need to be dealt with by Cuomo before the end of the year.
State Troopers at Troop C in Sidney arrested 45-year-old Keith Hoefer of Unadilla for unlawful possession of marihuana. The arrest resulted from a vehicle and traffic law stop on State Route 7 in Unadilla, Hoefer was found to possess 14 grams of marihuana. He was issued a ticket returnable to the Town of Unadilla Court at a later date.
Sidney village police arrested 61 year old Robert Holt of Unadilla on a charge of petty larceny. Holt is accused of taking a misplaced envlelop with $1,000 cash belonging to someone else, in the lobby of the Sidney Federal Credit Union’s Main Branch. Holt faces court action in February.
The Sidney Chamber of Commerce will send out judges tonight & through the weekend, to decide on their annual “Sprit Awards", for the best decorated houses for the holidays. Chamber spokesperson Kerri Green explains:

The Sidney Chamber held their annual Jolly Holly days Parade December 6th, as well as the annual children’s holiday party at the Sidney Library last Saturday, and this year they collected food for the food pantry during the annual parade.
Milk prices could reach $7 or $8 a gallon next year if Congress can't pass a new farm bill. Congress is required to pass a new farm bill every five years which sets milk prices to farmers and also determines food stamp benefits. The last farm bill expired in the fall of 2012. Congress has until the end of the month to pass a new farm bill or an extension on the old one.
A lawsuit challenging the legality of the property-tax cap will be heard in state Supreme Court. The New York State United Teachers union is suing Governor Cuomo and the state Education Department over the law, saying it is unconstitutional to limit the growth in property taxes to 2% a year. This year, 98 percent of schools and 77 percent of local governments stayed under cap. For 2014, the tax cap is set at 1.6 percent, based on the current rate of inflation. The tax cap can be overridden with 60 percent of a vote of a governing board, or for schools it’s 60 percent of the public vote in May.

State Police investigated a car-pedestrian fatal motor vehicle accident Tuesday night on State Route 17 in the town of Hancock. The investigation revealed that the victim was 36 year old Sherylle Redulfin of Ottawa, Ontario, Canada; she had been involved in a 1 car property damage accident and was standing in the roadway when she was struck by a vehicle operated by 20 year old Laura Victor of Yorktown Heights. Redulfin was transported to Lourdes Hospital where she succumbed to her injuries. The investigation is continuing.
State Senator Tom Libous & Assembly Members Donna Lupardo & Cliff Crouch met with state officials Tuesday in Albany to discuss the proposed closures of the Broome Developmental Center and the Greater Binghamton Health Center. Libous said that they are concerned about the loss of jobs, and the ability for the community as a whole to handle the patients:

Libous said that he talked with the Governor recently about his concerns, he said that he is hopeful that there could be money in next years state budget to keep the facilities open, if not he has proposed legislation to freeze the closure of mental health facilities until 2015, in order to come up with better plans for those affected. Libous expects to meet with officials again after the Thanksgiving break.
Governor Cuomo holds a wide lead over his potential Republican challengers in the 2014 gubernatorial race, according the latest Polls. A Wall Street Journal-NBC-Marist poll found that Cuomo leads Westchester County Executive Rob Astorino 65 to 23%, with similar leads against Assemblyman Steve McLaughlin and former Republican gubernatorial nominee Carl Paladino. A Quinnipiac University Poll shows Cuomo over Astorino by 56 to 25% margin.
Catskill Area Hospice & Palliative Care will host a Thanksgiving Day 5K Turkey Trot tomorrow. The race starts at the Oneonta Boy's and Girl's Club at 70 River Street in Oneonta, Race day registrations are welcomed, beginning At 7:30 AM, Packet pick up is this afternoon from 4:00 to –7:00 PM At the Oneonta Boys & Girls Club. The race starts at 9:00 AM, the Awards ceremony starts at 10:00 AM.
An estimated 1500 people turned up to greet the Canadian Pacific Holiday train in Binghamton last night. The train made its way to Oneonta this afternoon, where those that turned up were entertained, and left donations for area food banks.
U.S. Senator Charles Schumer announced a new bill that would regulate the buying and selling of metal. Copper thefts continue to increase, he said his bill would deter potential thieves by requiring documentation on where the metal came from, which would then make it a federal crime to steal metal, the bill would also cap the amount a recycler can pay cash for metal at $100, over that would require payment by check.
State health officials report that New York's health exchange website has performed well, in contrast to the federal Affordable Care Website. More than 76,000 people have signed up in New York so far, and the state is on track for its goal of signing up 1.1 million people by 2016.
Governor Cuomo predicted the state will have a surplus next fiscal year, and he vowed to use the money for property-tax relief. State budget figures this month estimated a $1.7 billion deficit for the fiscal year that starts April 1, but Cuomo said there will be a surplus for next year if the line is held on spending. The governor will release his 2014-15 budget proposal in January; the Legislature has until March 31st to approve it.


Firefighters from Bainbridge & Sidney are responding this afternoon to a structure fire at 9 Evans Street in Bainbridge.  The fire was called in at about 2:05 PM; WCDO News will have further details as they become available.

State police are continuing with the investigation into the death of 52 year old Charles Bruce of Long Island, who was fatally shot in the chest while hunting in Westford Saturday.  Bruce was hunting with friends Saturday, when he was shot by an unidentified person hunting from a tree, Bruce died at the scene, the case is being investigated by state Police, the state DEC and the Otsego county District attorney’s office.


State police arrested 33-year-old Bridgitt Eggleston of Bainbridge following the reported theft of as vehicle.  Eggleston was charged with 4 counts of 3rd degree grand larceny and 3 counts of 2nd degree grand larceny, following the investigation, she faces court action shortly.


State Senator Tom Libous is seeking a meeting with key state officials in an effort to keep Broome Developmental and other key facilities open.  Libous forwarded legislation call for a freeze until 2015 for the closure of mental health facilities, so that alternative plans can be forwarded & discussed.  Libous told WCDO News what prompted the talk of these closures:

Libous said that he is looking forward to meeting with key officials as early as next week regarding the issue, he has registered his concerns with Governor Cuomo, who he said is sympathetic to his position.


The Chenango County Sheriff's Office arrested 31-year-old Vann Ross Shipley of Bainbridge as a fugitive from the State of South Carolina.  Shipley was wanted on a warrant issued by Horry County Family Court for failure to pay child support; he was arraigned in Chenango County Court & was remanded to the Chenango County jail without bail pending extradition back to South Carolina.

The Chenango county sheriff’s department arrested 64-year-old Daniel Dumont of Albany County, on a charge of 4th degree Grand Larceny.  Dumont is accused of making ATM withdrawals of more than $1,000 from a checking account that he was not authorized to access.  Dumont was taken into custody at the Bethlehem Police Department in Albany County & was transported to the Town of Norwich Court for his arraignment, he was ordered to reappear at a later date.


State Police Superintendent Joseph D’Amico announced the death of Trooper Ross Riley, who succumbed to injuries sustained during a fall at Letchworth State Park in Wyoming County.  Riley was a member of the Special Operations Response Team, he fell from a ledge approximately 30 feet into a creek, and He was transported to Wyoming County Community Hospital where he was pronounced dead.  Funeral arrangements will be announced shortly.


The Bainbridge-Guilford Central School will hold a Board of Education Meeting today in the Guilford Cafeteria at 6:30 PM.  The business portion of the meeting will start at 7:00 PM.


Assemblyman Pete Lopez will be holding a town hall meeting for the towns of Cherry Valley and Roseboom Tonight at 7:00 PM.  The meeting will be held at Community Center at 2 Genesee Street in Cherry Valley.

The Chenango County Sheriff’s Office arrested 2 men on charges of 3rd degree Criminal Mischief, 4th degree Grand Larceny in the fourth degree & 3rd degree Criminal Trespass.  Deputies arrested 22-year-old Cody Gay of North Norwich & 22 year old Paul Presnell of North Norwich following an investigation into damaged and stolen railroad tracks from the New York, Susquehanna, and Western Railways. The pair is accused of using torches to cut out sections of track in North Norwich in August, and then selling the metal.  Gay and Presnell were processed and released on appearance tickets for a later court date.


The State Police Troop C Violent Felony Warrant Squad, and U.S Marshals Fugitive Task Force, apprehended 3 people wanted in Broome County.  Arrested were 20-year-old Shayne Bartow of Vestal, who was wanted for Felony Probation Violation & 2nd degree Burglary by the Broome County Sheriff's Office.  Also apprehended were 21-year-old Denzel Duncan of Binghamton, who was wanted for Felony Aggravated Family Offense by the Binghamton Police Department and 50-year-old Debbie Duffy of Vestal, who was wanted for Welfare Fraud by the Binghamton Police Department.  All 3 fugitives were turned over to the respective wanting agencies.


Area Assembly Members Cliff Crouch & Donna Lupardo hosted a public meeting last night at the Chenango Valley High School, to get input on the controversial plan to close down the Broome Developmental Center.  Area State Senator Tom Libous is opposed to the closing:

Initial plans called for Broome Developmental and 2 other mental health facilities in the area to get closed down as part of proposed state budget cuts, and move the employees at those facilities to similar facilities around the state.


State Attorney General Eric Schneiderman joined with 31 attorneys general urging Google/Motorola, Samsung and Microsoft to develop a technological means to protect smartphone users by drying up secondary markets for stolen devices and eliminate the economic incentive for theft.  The Secure Our Smartphones Initiative encourages the smartphone industry to implement a solution to the robberies involving mobile communication devices.  Smartphone thieves victimized about 1.6 million Americans in 2012, with San Francisco & New York City seeing huge increases.


The Chenango county sheriff’s department arrested 33-year-old Timothy Heady of Norwich for Driving While Ability Impaired by Drugs.  Heady was charged following a traffic stop for a moving violation in the Town of Columbus, during the stop, Heady was found to be operating the motor vehicle under the influence of marihuana, he was also found to be in possession of marihuana.  Heady was taken into custody without incident, was processed and released to a sober third party, he will appear in the Town of Columbus Court at a later date.


New York's new online health exchange now reports 197,011 New Yorkers have completed applications to get insured, while 48,162 have enrolled in plans, nearly half in the Medicaid program for low-income residents. The exchange, which opened Oct. 1st as the state's response to the federal Affordable Care Act, includes low-cost plans for individuals and small businesses with coverage starting January 1st. State officials have estimated 1.1 million uninsured will enroll over the next few years.  For more information go to nystateofhealth.ny.gov


Governor Cuomo announced that the State University of New York was recognized by the Association of Public and Land-Grant Universities with a national award for its economic engagement efforts, including START-UP NY. SUNY was one of four institutions of higher education presented with the Innovation and Economic Prosperity Award in Washington, D.C. START-UP NY, initiated by Cuomo this year, is designed to attract business and investments to the state, by offering an opportunity to operate completely tax-free, while partnering with world-class institutions of higher education.

Assemblyman Cliff Crouch and Assemblywoman Donna Lupardo will be hosting a Community Forum to receive public input about the planned closure of the Broome Developmental Center.  The forum will be held from 6:00 pm to 7:30 pm tonight at the Chenango Valley   High School Auditorium at 221 Chenango Bridge Road in Binghamton.


The Chenango County Sheriff's Department arrested 18 year old Rebel Whitman of Greene for Criminal Possession of Stolen Property.  Whitman  was charged following an investigation into a reported burglary in the Town of Greene, Whitman is accused of possessing a stolen sound mixing board from a residence in Greene.  He was issued an appearance ticket for  the Town of Greene court and will appear in court at a later date.


NYSEG will be inspecting natural gas transmission pipeline rights of way from a helicopter this week.  Crews will inspect natural gas transmission rights of way in the Oneonta region from November 12th  to the 15th, weather permitting.

U.S. Senator Chuck Schumer announced a proposal to end restrictions on shipping beer, wine, and spirits through the US Postal Service. The existing legislation dates back to the prohibition era,  Schumer argues that it is no longer needed and is hurting the state’s economy.  Schumer said that ending the law would help the struggling postal service and would also benefit upstate wineries and breweries.

The IRS warned consumers about a phone scam targeting taxpayers. Victims are told they owe money to the IRS and it must be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest, deportation or suspension of a business or driver’s license.  The IRS will never ask for a credit card number over the phone, nor request a pre-paid debit card or wire transfer. If you’ve been targeted by this scam, report it at FTC.gov or IRS.gov.

State senator Tom Libous announced that the recent $90 Million dollar restoration of funding for the Office for People With Developmental Disabilities, would keep about half their program s targeted for cuts, to continue to operate.  Libous said that many who are being treated at the Broome County facilities can not be acclimated into the communities in group homes:

In response to periodic inquiries from the public, the State Police advises residents that neither the State Police, nor any agency authorized by it, ever solicits donations from the general public.  A recent example of the results of an investigation into the questionable practices of a telemarketer soliciting for a purported charity using the name, The Fraternal Order of New York State Troopers, resulted in the fundraising corporation and its owner being barred from soliciting charitable contributions in New York State and required the Fraternal Order to pay its remaining donations to a legitimate charity.  The State Police receives its funding through the State Budget only.


The Chenango County Sheriff’s Office arrested 49-year-old Kevin Nickerson of Coventry on an active Arrest Warrant. Nickerson is accused of menacing a police officer on August 30th, he faces court action shortly.


The Chenango County Sheriff’s Office arrested 23-year-old Cody Warner of Preston on a charge of 4th degree Grand Larceny.  Warner  was arrested after he allegedly stole and cashed multiple checks from a family member .  Warner was issued an appearance ticket to appear at the Town of Preston Court on a later date.

The 4 candidates for the Sidney town board debated at the Sidney Library Smart community room Thursday night.  The most controversial issue discussed by the candidates was the moratorium passed by the town board last year against hydrofracking.  Republican candidate Jodi Proffitt went first:

The national weather service has announced that a Tornado Watch is in effect through 5:00 PM today.  The watch covers much of the State, storms heading this way are expected to have high damaging winds and heavy rains through the mid-afternoon hours.


Governor Cuomo announced more than 82,000 positions are available on New York State's Jobs Express website. Jobs Express connects job seekers to openings in each Region of the state and currently lists an average of 51,000 new jobs each month statewide.  The Jobs Express website sorts jobs by Region to help job seekers evaluate what industries are growing in their area.  Job seekers and employers can visit the Jobs Express website at labor.ny.gov/jobs.


Governor Cuomo announced that after just 6 weeks, more than one million homeowners have registered for their Basic STAR exemptions, saving themselves $700 every year on average.   More than 90 percent of those who have registered completed their registration on the Tax Department's website: tax.ny.gov.   Homeowners without Internet access can call 518-457-2036 to register with a representative.


The East Branch Rest Area of State Route 17 will be the new home for a Visitor’s Information Kiosk, to provide travelers with information about Delaware County’s natural resources, and recreational outdoor activities. The kiosk will consist of 4 panels covered with fabricated interpretive signs and 2 panels have signboards, with locking Plexiglas doors. Brochures supplied by the Delaware County Chamber will be included, it will be maintained by the Hancock Chamber of Commerce. Funding for this project was made possible through a marketing grant from the Delaware County Industrial Development Agency.

Funeral services were announced for a Bainbridge teenager recently killed in two vehicle accident. 15 year old Brandy Smith was driving a Ford Focus that crossed the center line of County Route 35 in Oxford Aug. 4 and collided with a Dodge Caravan driven by 48-year old David Clark, of Oxford. Friends can call on the Smith family from 1 to 4 p.m. Aug. 25, at CH Landers in Sidney
Johnson City Police charged a Greene man with third-degree criminal mischief following a domestic dispute Aug. 5. 24 year old Dan Gross was also charged with second-degree strangulation and second-degree criminal contempt. He is accused of going to his ex-girlfriend’s Johnson City home, where he allegedly argued with her, then threw her on the bed and began choking her. He then took her phone and smashed it. Gross fled the scene and later turned himself in. Gross was sent to the Broome County jail
An exhibit of 10 battle flags carried during the Civil War is on display in Abany. The exhibit called “1863: Loyal Till Death” has flags from units across the state, including two used during the Battle of Gettysburg. One of the flags belonged to the 119th New York Volunteers recruited from New York City and Hempstead that was captured when two men carrying it were mortally wounded. It was returned after the war by soldiers from a Georgia unit. The other belonged to the 146th New York Volunteers from Oneida County and flew during the fighting at Gettysburg’s Little Round Top. The flags will be displayed near the Capitol’s eastern entrance until next May
Congressman Chris Gibson will host a broadband symposium tomorrow at 9am at SUNY Cobleskill, bringing together local, state and federal resources to look at ways to expand broadband access. The symposium is open to all interested area residents and the issue has been a key priority for the Congressman since taking office. For more information go to Gibson.house.gov
The New York state department of health will issue state funded “safety net payments” to early intervention providers in response to provider concerns about the lack of payment of claims submitted to insurance companies. The department’s action is in response to a large number of insurance companies’ lack of compliance with recently enacted Early Intervention Program reforms. The Early Intervention Program provides services to children with developmental delays. About 69,000 children were served in the program in 2011-2012 across the state. President Barack Obama is expected to make a trip to the upstate region on August 22nd & 23rd on a bus tour through New York and Pennsylvania. The trip may include visits to Binghamton, Syracuse and Buffalo, & Scranton.  President Obama has visited the Albany area 3 times since he was elected, a visit to Binghamton would be the first presidential visit there since Bill Clinton visited in 2000.


State Police arrested 47-year-old Thomas McAvoy of Endicott for Unlawful Fleeing a Police Officer in a Motor Vehicle and Unlawfully Possession of Marihuana.  The arrest resulted from a police pursuit on State Route 17, where A Trooper observed a Harley Davidson motorcycle traveling 81 miles an hour, during the pursuit; McAvoy is accused of traveling at 115 miles an hour.  McAvoy was stopped, and police confiscated marijuana, he was issued appearance tickets and traffic tickets for the Town of Union Court on August 20th. .


The push is on from State Senator Tom Libous of Binghamton, to save the Binghamton Psychiatric center and the Broome Developmental Center.  Libous told WCDO News that people can sign the petitions to keep both facilities open, at his website:

Governor Cuomo debated the pros and cons of hydraulic fracturing to reporters Monday in Albany.  Cuomo said that the state health department is still studying potential health effects, and that the state’s decision will be based in scientific information, not emotion.  The state moratorium against gas drilling has been in affect for almost 5 years, Hydrofracking had been in practice in the western counties of the state since 1979.


Licenses for the upcoming hunting, fishing and trapping seasons are now on sale at sporting outlets across New York.  Licenses can be purchased at one of the DEC license sales outlets statewide as well as through the DEC website, dec.ny.gov.  The 2013-2014 sporting licenses are valid beginning October 1st. The DEC will issue about 18% more deer management permits which will allow for the hunting of antlerless deer.


Binghamton City police are on the lookout for a 27-year-old Andrew Jaworski, who is wanted on a Binghamton City Court arrest warrant for a felony grand larceny charge.  Jaworski is described as white, 5 feet 9 inches tall, and 150 pounds with brown hair and blue eyes.  Anyone with information is asked to call the Binghamton Police Warrant Division at 772-7044.


State Police at Oneonta arrested 24-year-old Bryan Eichhorn of Laurens for Driving While Intoxicated Sunday.   The arrest resulted from a traffic stop on Main Street in Oneonta. Eichhorn was issued tickets for Oneonta Court on August 28th.
