State Police arrested 37 year old Sean Haynes of Johnson City for Criminal Possession of a Controlled Substance, after a Trooper observed a motorcycle speeding and initiated a traffic stop. The Trooper determined that the motorcycle was unregistered and uninsured & Haynes was in possession of suspected crack cocaine. Haynes was arrested & was later turned over to the Broome County Jail for Centralized Arraignment.

A EF-1 tornado has been confirmed in Otsego County Tuesday, according to the National Weather Service, it touched down along Otsego County Highway 49 near Ketchum Road in Pittsfield & traveled 8.4 miles to Crawford Road & County Highway 10 in Laurens, it was on the ground for 18 minutes, with estimated wind speeds of 105 miles per hour. No injuries were reported, 4 structures were destroyed, the Towns of Pittsfield and Laurens are in a state of emergency.

Delaware County Sheriff's Office arrested 41 year old Alex Scrivani of Claryville for Burglary & Criminal Mischief in Andes on May 11th. Deputies observed Scrivani walking along the highway, they attempted to interview him & he was uncooperative. Deputies later observed Scrivani exiting a residence and driveway, he was detained and it was determined that Scrivani was not supposed to be in the buildings or on the property. The homeowner was contacted and responded to the scene. Scrivani had forced his way into the building & his belongings were located inside, Scrivani was arrested, he was processed and arraigned and was being held on bail at the Delaware County Jail pending future court action.

Chenango County Sheriff's Office responded Monday to State Highway 12 in the Town of Norwich for a reported motor vehicle versus bicycle crash. The preliminary investigation determined that a 69-year-old male from Oxford, NY was operating an E-bike on the southbound shoulder of the roadway when he entered the southbound lane and was struck by a vehicle operated by a 16-year-old male traveling southbound. The operator of the E-bike was airlifted to Upstate Medical Center in Syracuse, where he remains in critical condition. The investigation is ongoing.

Chenango County officials announced that public transportation service will become available to the public on Monday, March 9, supplied by Cathay Express Transportation. To celebrate the return of public transit and welcome riders back on board, all rides on March 9th will be fare-free. More information is available at chenangocountyny.gov.
The State DEC today filed a notice with the Federal Energy Regulatory Committee to oppose Constitution Pipeline Company, LLC’s petition to reissue a Certificate of Public Convenience and Necessity and override DEC’s oversight authority under the Clean Water Act for the proposed pipeline project. The DEC officials said that the company is attempting to bypass critical environmental reviews and undercut New York State’s regulatory authority. DEC did not waive its Clean Water Act Section 401 authority and will explore all available options to defend the state rights.

The Broome County Sheriff's Office arrested 46 year old Dana DioGuardi of the Town of Chenango after allegedly stealing multiple vehicles, one containing two children in the Town of Chenango. Early Monday, Deputies responded to a report of a stolen vehicle, the owner had left the SUV running in the parking lot of the Dollar General on Route 12 as he was plowing snow using another vehicle, he saw a woman drive off with 2 children inside the vehicle, he followed in the 2nd vehicle, DioGuardi stopped, he pulled her out, she then tried to take the other vehicle but the owner removed her from that vehicle, she fled on foot & was uncooperative, fighting with deputies & kicking a State Trooper in the face. DioGuardi was charged with Grand Larceny, Attempted Grand Larceny, 2 Counts of Child Endangerment, 2 Counts of Kidnapping, Resisting Arrest, Obstruction of Governmental Administration, she was remanded to the Broome County Correctional Facility.

Chenango County Sheriff's Office arrested 40 year old Eric Nelson of Afton for Criminal Possession of a Controlled Substance in the Town of North Norwich. Nelson was arrested after Deputies initiated a traffic stop, Nelson was a passenger in the vehicle, he was found to be in possession of Methamphetamine. Nelson was transported to the Chenango County Sheriff's Office for processing & was released on an appearance ticket and is to appear in Court at a later date.
The Delaware County Chamber of Commerce announced that they are offering a Defensive Driving Course in Delhi next week. Drivers are able to reduce the cost of their auto insurance coverage by taking the Course offered at Chamber's Business Center in Delhi on Tuesday, January 7 from 10:00 am to 4:00 pm. Certificates of completion will be issued to each participant’s home and New York State Department of Motor Vehicles will be notified of attendance. Students are responsible to notify their insurance carriers. The course fee is $35 and attendance is limited to 20 people. Advance registration is required by calling 607-538-9632.

Otsego County Sheriff's Office arrested 53 year old Donald Lane of Oneonta for Sex Offender Failure to Update Change of Address, Failure to Provide Updated Photograph and Failure to Complete Annual Verification. Lane was located in the City of Oneonta by the Oneonta Police Department and taken in to custody on an active warrant issued by the Town of Middlefield Court, he was turned over to deputies who processed him and lodged him in the Otsego County Correctional Facility to await Centralized Arraignment.
Otsego County Sheriff's Office arrested 33 year old Nicole Conklin of Otego for 3rd degree Assault following an investigation into a reported physical domestic dispute in the Village of Schenevus. Conklin caused physical injury to another party, she was later located and taken into custody and was then turned over to the Otsego County Correctional Facility to await arraignment, an order of protection was issued to protect the victim.
State Police were dispatched to I-81 in Cortlandville for a 2-vehicle crash with injuries. Police reported that a Toyota rear-ended a Honda, then traveled into the center median. Troopers broke the window of the Toyota to remove 54 year old Kenneth Thompson of McDonough, who was breathing but unconscious, he was taken to a Syracuse Hospital, the driver of the Honda, 43 year old Darrell Batchelor of Colorado & his passenger, 60 year old Eddy Larson of Wyoming were both checked out by EMS on scene but were not transported to a hospital. The investigation is on-going.

36 year old David Lettieri of Harpursville was convicted by a federal jury of enticement of a minor & was sentenced to serve 240 months in prison. In October 2020, Lettieri traveled from Broome County to meet a 13-year-old girl in a park in Wyoming County with the intent of having sexual intercourse, however sexual contact did not occur. The investigation recovered sexual communications between Lettieri and the victim, leading to his arrest & conviction.

Delaware County Sheriff’s Office arrested 64 year old Richard Lamsen of Delhi following a harassment complaint in the Town of Delhi. On April 27th, Deputies were dispatched to a harassment complaint that had occurred at Curtis Lumber in Delhi, where Lamsen allegedly engaged in a physical altercation with the victim, which impeded the normal breathing of the victim. Deputies received a criminal summons from the Town of Delhi Court for Harassment and Criminal obstruction of breathing, he was released to appear before the Town of Delhi Court on a later date to answer the charges.
32 year old Evan Middleton of Johnson City, pleaded guilty to Criminal Possession of a Controlled Substance as a Second Felony Offender in Broome County Court. On April 6, 2023, Middleton was found to have 10 ounces of fentanyl at his residence during the execution of a warrant. Middleton will receive 8 years in State Prison followed by 3 years post-release supervision. He is scheduled to return back to court for sentencing on September 6th.
Delaware County Sheriff’s Office arrested 29 year old Mercedes Torres of Oneonta on an Arrest Warrant for Criminal Possession of a Controlled Substance, Tampering with Physical Evidence, Aggravated Unlicensed Operator and other related charges, stemming from a traffic stop investigation on April 1st. Deputies received notification Wednesday from State Police that they had Torres in custody for charges following a traffic stop and for an Arrest Warrant in Davenport. Torres was processed by State Police & was turned over to Delaware County Sheriff’s Office Deputies for the Arrest Warrant.

Trooper Skinner was remembered at the site where he was struck on Interstate 81 between exits 7 and 8, he had been patrolling a construction zone and had made a traffic stop. He was in the process of interviewing the operator when a passing vehicle veered from the driving lane to intentionally strike Trooper Skinner. Trooper Skinner was killed instantly; he was 42 years old and a 13-year veteran, Almond Upton was convicted in 2016 of Murder in the first degree and died in prison in 2018.

Delaware County Sheriff's Deputies arrested 30 year old Michael Stein of Delhi, after Deputies responded last Thursday to an Assault Complaint in the Town of Delhi. Stein allegedly struck another individual in the head with a baseball bat after a verbal altercation, he was charged with Assault, Criminal Mischief, Menacing, Criminal Possession of a Weapon & and Obstructing Governmental Administration. Stein was remanded to the Delaware County Correctional Facility in lieu of $25,000 cash, $50,000 secured bond.

Oneonta Police Department responded On the morning of Saturday, January 14th, at 8:58 a.m., for a report of a person down in Neahwa Park. Officers responded with members of the Oneonta Fire Department and located a 35-year-old male who was unresponsive and later declared deceased by Otsego County Coroner Terry Knapp. The male was identified, and his family notified of his passing. A death investigation was completed by the Oneonta Police Detective division and revealed no indication of foul play. Oneonta Police are not releasing the name of the deceased.

The program was created by the Iowa State Patrol, U.S. Highway 20 spans 3,365 miles coast to coast. New York State has jurisdiction over 372 miles of the highway, other participating states include Iowa, Montana, Wyoming, Nebraska, Illinois, Indiana, Ohio and Pennsylvania.

State Police located 58-year-old Jan Dager of Salisbury in Herkimer County, deceased in a wooded area about half a mile from his home. Dager was reported missing from his home January 14th, The investigation is on-going.

The National Weather Service investigators confirmed an EF 2 tornado Thursday Morning in Western NY. Investigators determined that the tornado touched down in the Town of Java in Wyoming County, for about 20 minutes, with winds of 115 miles per hour, it traveled 10 miles and had a width was 200 yards. A barn was destroyed but none of the livestock were injured.
The Sidney Police Department & State Police, participated Thursday in the "Go for the Gold" event at the Dunkin Donuts Location at the Speedway convenience store at State Route 7 and 8. This fund raising event benefits the Special Olympics of New York, the local effort raised $1,967 for the athletes of the Special Olympics.

A Laurens woman pleaded not guilty in Otsego County Court Monday on charges of 2nd degree rape & disseminating indecent material to a minor. 37 year old Shelly Young is accused of performing sexual acts with a 15 year old, Young faces court action at a later date & is free on bail.
The Greater Oneonta Historical Society's 14th annual benefit auction will be 2 virtual auctions this year, they have contracted with 32Auctions, and the 1st auction has about a dozen items. Otsego County Department of Health reported 3 new COVID 19 cases over the past 2 days & 1 death has also been reported. The 3 new cases gives Otsego County 869 total confirmed cases, there are 19 active cases, 1 hospitalization, 7 deaths, 694 confirmed cases are linked to SUNY Oneonta & 16 confirmed cases in Hartwick College students.
Delaware County Public Health reported 1 more positive COVID 19 case Monday, bringing their total to 118. There are 2 active cases, with 1 person hospitalized, 12 are quarantined, 6 have died & 110 have recovered.

State Police responded to a 2-person fatal crash in the town of German at Chenango County Road 2 near County Road 5 at about 2:10 Thursday Afternoon. Police reported that a passerby saw marks in the roadway with trees and brush down, found a crashed vehicle & called 911. A preliminary investigation indicates that the vehicle went off the roadway for an unknown reason and crashed; both occupants were ejected, and were removed from the scene to Lourdes Hospital for an autopsy. The driver has been identified as 26 year old Matthew Monroe of Willet, the passenger was 26 year old Judah Harris of Whitney Point, the investigation is continuing.

Andrew Wellman Jr. is a 16-year-old white male with brown hair and brown eyes, he is 5’8” and weighs approximately 165 pounds, and he was last seen wearing a white windbreaker, black pants and a red/white/blue bandanna. Wellman has ties to the Endicott area. 14 year old Giovanni Spagnola is a 14-year-old light skinned black male with brown hair and brown eyes, he is 5’6” and weighs approximately 145 pounds, he was last seen wearing a black hooded sweatshirt, dark blue or black pants and a pink/purple bandana. Spagnola has ties to the Auburn and Syracuse area. Anyone with information is asked to call State Police at 775-1241.
Chenango County Public Health updated their COVID 19 numbers today, they report 230 total cases, 4 are active, with 2 hospitalizations, & 78 quarantines. Since March there have been 7 deaths, 206 recoveries, and over 23,400 tests have been administered.

The Otsego County Department of Health continues to investigate a large outbreak of Coronavirus involving SUNY Oneonta students. 336 individuals were tested at the rapid testing sites on Wednesday in Oneonta, 3.5% of those tested were positive. All of those were in college students. The 3 sites are open today & Saturday in Oneonta for free rapid testing for COVID 19, following the outbreak at SUNY Oneonta. The sites will be open from 9:00 AM to 6:00 PM at the Oneonta Armory at 4 Academy Street, The Foothills Performing Arts Center on Market Street & the St. James Church at 305 Main Street. Testing is by appointment only by calling 833-NYSTRNG.

State Comptroller Tom DiNapoli announced the arrest of Kristina Hand, former treasurer of the Morris Central School District in Otsego County, following a joint investigation by his office, the United States Attorney for the Northern District of New York, the Federal Bureau of Investigation and the New York State Police. Minimum Wage employees across the state will see their paycheck go about for the New Year. New York City employees for large companies will see an increase to $15 dollars an hour; Long Island and Westchester County workers will see the minimum wage set at $12 dollars an hour, the rest of the state will see an increase to $11.10 an hour.
The state Department of Health says as of Thursday new cases of flu have been reported in 58 counties, including the five boroughs of New York City. Only Wyoming, Yates, Seneca and Hamilton counties are not reporting any cases yet. Officials say the number of people hospitalized with laboratory-confirmed flu was 363 this past week, a 41 percent increase over the previous week. So far this season more than 1,300 people have been hospitalized with the flu.
Delaware County Sheriff's Office responded to a tractor trailer accident on State Route 10 in the Town of Hamden Thursday Night. 41 year old Shaun Koch of Varysburg was driving a milk tanker on State Highway 10 when he ran off the right side of the roadway and the truck and trailer rolled over onto the side. Koch suffered a head injury and was transported to Delaware Valley Hospital in Walton where he was treated and released. A small quantity of milk was spilled as a result of the accident, the DEC Spill Response Team was notified, Koch was charged with Driving While Intoxicated with a Commercial Vehicle, moving from lane unsafely and criminal possession of a controlled substance, he was arraigned in the Town of Hamden Court and was remanded to the Delaware County Correctional Facility on $2,000 cash bail or $4,000 bond.

Galietta was arraigned in the Town of Hancock Court and later remanded to the Delaware County Correctional Faculty on $25,000 cash bail pending action in the Town of Hancock Court at a later date.

Decamp was charged with 2 counts of attempted murder, he is accused of stabbing both victims. The Broome County District Attorney’s office announced that 27 year old Thomas Sessions of Whitney Point was arraigned Wednesday in Broome County Court, in connection with a March 23rd attack that seriously injured a Lisle resident. Sessions was located earlier this month in Arizona and taken into custody. The grand jury indictment charges Sessions with attempted 2nd degree murder, 1st degree assault, & attempted 1st & 2nd degree assault; he is accused of striking the victim in the head after knocking on the victim’s door & claiming to have a disabled vehicle.
A new report released Monday by a coalition of New York State law enforcement officials, public health experts and elected officials, showed that The Delaware County had the highest rates of gun-related suicide and homicide. The research focused at the rate of homicide and suicide in each county from 2012 to 2016, the report showed that for every 100,000 residents of Delaware County, there were 13.4 gun-related deaths, & the a rate of suicide by gun at 12.9. Other counties that ranked high were Allegany, Wyoming, Cattaraugus and Sullivan counties. New York State’s overall gun-related death rate was 4.4 deaths per 100,000 residents, which is below the national average of 11.8 deaths per 100,000 residents.
The Chenango County Sheriff’s Office arrested 19 year old Cordell Witherow of Plymouth for 3rd degree Assault. Witherow is accused of causing serious physical injury to an unidentified male victim. Witherow was released on an appearance ticket and is to appear in the Town of Plymouth Court at a later date.
Chenango County Sheriff's Department arrested 24 year old Cara Kaskeski of Mount Vision, for Welfare Fraud & Offering a False Instrument for Filing. Kaskeski allegedly collected more than $9,000 in child care assistance from July 2014 through November 2017 which she was not entitled to receive, she was issued appearance tickets to appear in the City of Norwich Court at a later date.
US Postal Inspectors, State Police CNET, Homeland Security Investigators (HSI), Vestal Police Department and the Broome County Drug Task Force made a controlled delivery of a package containing approximately 250 grams of Ecstasy to a residence in Binghamton. Following the delivery, a search was conducted at the home of 32 year old Andrew Davis, A search of the residence leads to the recovery of the package, digital scales, cellphone, & other items, Davis was charged with Criminal Possession of a Controlled Substance, he was arraigned and was remanded to the Broome County Jail without bail.
Delaware County Sheriff Deputies arrested 42 year old Patrick Renner Jr. of Stamford for Aggravated Unlicensed Operation of a Motor Vehicle, Operating a Motor Vehicle without an Ignition Interlock Device, Unlicensed Operation of a Motor Vehicle & violating the terms of his probation. Renner is accused of driving a vehicle on Main Street in the Village of Stamford on Thursday with a revoked driver’s license and without an ignition interlock device, from a previous DWI conviction. Renner was arraigned and was remanded to the Delaware County Correctional Facility without bail pending further court action.
State Police arrested 36 year old Jennifer Grant of Westford for DWI, Operating a Vehicle While Registration Suspended, & Unlawful Possession of Marihuana, plus numerous traffic tickets. Troopers stopped Grant while on Otsego County Highway 34 after they observed her cross the center line and drive onto the shoulder. Grant was released to a sober third party and given appearance tickets to the town of Westford Court on July 17th.

The Broome County Emergency Services Dispatch Center received a report late yesterday afternoon of a possible drowning in the Susquehanna River in the Town of Colesville. Emergency responders were met by a fisherman who took them by boat, to 56 year old Joseph Kapral of Albion, who was not breathing. Efforts to revive Kapral were unsuccessful and he was pronounced dead at the scene. The investigation revealed that Kapral suffered a heart attack which contributed to his drowning, the death has been ruled as an accidental drowning.
State and federal crash Statistics have been released of the Counties in New York State with the highest motor vehicle crashes based on fatalities per 100,000 people. The National Highway Traffic Safety Administration found that Seneca County had the worst numbers, followed by Greene County, Delaware County, Sullivan County & Wyoming County.

Martinez was wanted by the Town of Norwich Court for failing to appear on in court to answer to a Petty Larceny charge from 2014, she was taken into custody & was arraigned & remanded to the Chenango County Jail on $500 cash bail. Martinez had returned to Norwich following the murder of her daughter, 11 year old Jacelyn O'Connor, and the arrest of 2 men for that murder.

The Broome County District Attorney’s Office & Tunkhannock Police are searching for 2 fugitives, wanted on felony warrants for Escape, Criminal Conspiracy to Commit Escape, and other related charges. 27-year-old Chelsea Robinson of Montrose Pennsylvania escaped from the custody of Wyoming County Adult Probation officers at the courthouse on May 5th. Robinson's boyfriend, 32-year-old Shane Macnamee assisted in her escape. ROBINSON and MACNAMEE may be in Binghamton or the Town of Chenango in Broome County, possibly operating a silver Jeep Grand Cherokee with a Pennsylvania License plate of HKF-4361. Yesterday, an accident at the Walton Waste Water Treatment Plant required the dispatch of the Walton Fire Department, as well as the Delaware County HazMat Team, Delaware County Department of Emergency Services, Chenango County HazMat Team and Walton Police Department. A delivery vehicle emptied its contents into the wrong tank causing a chemical reaction and the production of potentially harmful gases. The Waste Water Treatment Plant employees were evacuated and the nearby Industrial Park businesses were evacuated as a precaution. No injuries were reported.

The Delaware County Sheriff's Office arrested several people on sealed indictment arrest warrant on a variety of drug charges Thursday. Charged were 20 year old Marissa Peck of Andes, 22 year old Zachery Mattice of Delhi, 35 year old Dennis Fickeria of Margaretville & 45 year old Abelardo Vincente of Hancock. All 4 were held in the Delaware County Jail on cash bail. A Broome County Grand Jury handed up a 5-count indictment against 60-year-old Mark Tanner, for allegedly burglarizing 4 Binghamton businesses and menacing a police officer. The Broome County DA’s office reported that Tanner unlawfully entered JR's Automotive Sales, Fairview Cleaners, Mr. Tire, and Broome Recycling, with intent to commit a crime. Tanner also displayed a weapon to responding police officers, with the intent to cause fear of physical injury, he faces court action shortly.
The Otsego County Sheriffs department arrested 32 year old Robert Colvin of Unadilla, for allegedly breaking into a woman’s house, shoving the victim & stealing prescription medication, Colvin was charged robbery and grand larceny; Colvin was arraigned in the Town of Unadilla Court and was sent to the county jail in lieu of $20,000 cash bail or $40,000 bond.

The Cortland County Sheriff's Department announced that 47 year old Gerald Notoli of Smithville Flats was killed in a crash on Friday. Notoli’s vehicle left state route 41 in the town of Willett and hit a tree, the investigation into the cause of the crash is continuing.

State police are continuing with the investigation into the death of 52 year old Charles Bruce of Long Island, who was fatally shot in the chest while hunting in Westford Saturday. Bruce was hunting with friends Saturday, when he was shot by an unidentified person hunting from a tree, Bruce died at the scene, the case is being investigated by state Police, the state DEC and the Otsego county District attorney’s office.

Shipley was wanted on a warrant issued by Horry County Family Court for failure to pay child support; he was arraigned in Chenango County Court & was remanded to the Chenango County jail without bail pending extradition back to South Carolina.
The Chenango county sheriff’s department arrested 64-year-old Daniel Dumont of Albany County, on a charge of 4th degree Grand Larceny. Dumont is accused of making ATM withdrawals of more than $1,000 from a checking account that he was not authorized to access. Dumont was taken into custody at the Bethlehem Police Department in Albany County & was transported to the Town of Norwich Court for his arraignment, he was ordered to reappear at a later date.
State Police Superintendent Joseph D’Amico announced the death of Trooper Ross Riley, who succumbed to injuries sustained during a fall at Letchworth State Park in Wyoming County. Riley was a member of the Special Operations Response Team, he fell from a ledge approximately 30 feet into a creek, and He was transported to Wyoming County Community Hospital where he was pronounced dead. Funeral arrangements will be announced shortly.

Pennsylvania State Police that 5 people died in a helicopter crash in Wyoming County Saturday night. 4 adults and 1 child were killed; the helicopter departed from the Tri-Cities Airport in Endicott, search crews located the helicopter Sunday afternoon on South Mountain in Noxen Township. The National Transportation Safety Board is investigating.
The sentence for Joshua Stimpson has been upheld in Delaware County court in connection with a fatal accident in March of 2010. Stimpson was driving on State Route 10 when he tried to pass a tractor-trailer in a no passing zone; he hit a vehicle driven by Sherry Bush car head on, killing her instantly. Stimpson pleaded guilty to 2nd degree manslaughter and was sentenced to three-and-a-half to 10-and-a-half years in prison; the appellate court ruled the sentence will stand, as Stimpson waived his right to appeal both the conviction and the sentence when he pleaded guilty.
Delaware County Deputies arrested 18-year-old Kyle Clark of Delhi for 3rd degree Assault for an incident that occurred on July 7th in the Town of Andes. Clark was issued an Appearance Ticket returnable to the Town of Andes Court at a later date.
