Delaware County Board of Supervisors voted in favor recently of constructing a new recycling center, to take advantage of the growing markets for recycled materials.  County Solid waste management coordinator Sue McIntyre told WCDO News of the timeline for this project:

McIntyre said that the county residents would recycle plastics #1 through #7 once the facility is open, and items will be separated at the Hamden facility.


State Senator Jim Seward today urged the new York State Parole Board to deny the release of David Dart, who murdered 18 year old Gillian Gibbons in 1989 in her car, parked the lower level of the Municipal Parking Garage in Oneonta.  In a letter to the superintendent where Dart is housed, Senator Seward said, that it was in the best interest of Gibbons family and the community at large that Dart be denied parole.  Dart was convicted of 2nd degree murder and is serving a 25 years to life sentence.


Governor Cuomo today encouraged New Yorkers to take advantage of the state's revamped "Pride of New York" website at prideofny.com, to search for locally grown and produced New York State food and beverages.   Over 3000 businesses are part of the program, from Agritourism, Baked Goods, Dairy, Nurseries, and Seafood, complete with directions to those businesses.  More information is available at 1-800-554-4501.


2 Republicans have announced plans to enter a 2014 primary against Republican Rep. Richard Hanna in the 22nd Congressional District. Michael Vasquez of Binghamton is a licensed auto and home insurance agent. The other Republican challenger is Michael Kicinski of Earlville, an electronics engineer who unsuccessfully ran against Hanna in a 2012 Republican primary.


NYSEG is warning customers about callers claiming to represent NYSEG about billing matters and urging them to purchase a Green Dot MoneyPak Card to avoid having their service shut off. NYSEG will not call customers for payment if an account is in good standing  Customers who need to make an urgent payment should call directly at (800) 600-2275.


Binghamton wil receive $53,000 from FEMA to cover costs associated with flood recovery projects following Tropical Storm Lee in 2011.  Binghamton applied for FEMA aid to offset costs for 70 flood recovery projects, with 4 getting rejected.  Since the 2011 flood, the city has recouped more than $2 million from FEMA to repair over 66 sites throughout Binghamton.


The Jericho Arts Council will hold the “HOLIDAY GIFT MARKET” tomorrow from 1:00 to 10:00 PM in the Town Hall Gallery.  The event features a variety of Arts & Crafts, from local artisans and vendors. The evening includes a concert by “Bear Tracks” in the Town Hall Theater at 8:00 PM.


Saint Agnes & Saint John’s Ladies of Mary will hold their  “HOLIDAY BAZAAR & BAKE SALE” at the Saint Agnes church in Afton tomorrow from 8:30 AM to 1:00 PM.  The church is located across from the Afton Fire station.


THE Delaware valley Humane Society will be holding a Bake Sale tomorrow starting at 9:00 AM.  The event is being held at the Sidney Great American store, until all items are gone.

State police are continuing with the investigation into the death of 52 year old Charles Bruce of Long Island, who was fatally shot in the chest while hunting in Westford Saturday.  Bruce was hunting with friends Saturday, when he was shot by an unidentified person hunting from a tree, Bruce died at the scene, the case is being investigated by state Police, the state DEC and the Otsego county District attorney’s office.


State police arrested 33-year-old Bridgitt Eggleston of Bainbridge following the reported theft of as vehicle.  Eggleston was charged with 4 counts of 3rd degree grand larceny and 3 counts of 2nd degree grand larceny, following the investigation, she faces court action shortly.


State Senator Tom Libous is seeking a meeting with key state officials in an effort to keep Broome Developmental and other key facilities open.  Libous forwarded legislation call for a freeze until 2015 for the closure of mental health facilities, so that alternative plans can be forwarded & discussed.  Libous told WCDO News what prompted the talk of these closures:

Libous said that he is looking forward to meeting with key officials as early as next week regarding the issue, he has registered his concerns with Governor Cuomo, who he said is sympathetic to his position.


The Chenango County Sheriff's Office arrested 31-year-old Vann Ross Shipley of Bainbridge as a fugitive from the State of South Carolina.  Shipley was wanted on a warrant issued by Horry County Family Court for failure to pay child support; he was arraigned in Chenango County Court & was remanded to the Chenango County jail without bail pending extradition back to South Carolina.

The Chenango county sheriff’s department arrested 64-year-old Daniel Dumont of Albany County, on a charge of 4th degree Grand Larceny.  Dumont is accused of making ATM withdrawals of more than $1,000 from a checking account that he was not authorized to access.  Dumont was taken into custody at the Bethlehem Police Department in Albany County & was transported to the Town of Norwich Court for his arraignment, he was ordered to reappear at a later date.


State Police Superintendent Joseph D’Amico announced the death of Trooper Ross Riley, who succumbed to injuries sustained during a fall at Letchworth State Park in Wyoming County.  Riley was a member of the Special Operations Response Team, he fell from a ledge approximately 30 feet into a creek, and He was transported to Wyoming County Community Hospital where he was pronounced dead.  Funeral arrangements will be announced shortly.

State police at Oneonta arrested 23-year-old Annamarie Davoulas of Oneonta for 2nd degree criminal contempt.  The arrest resulted after a vehicle stop for speeding on I-88 in Oneonta; police then discovered that Davoulas had an order of protection issued against her by the front seat passenger.  Davoulas faces action in Oneonta town court on November 19th.


State police at Sidney arrested 34-year-old Bobbie Davies of Butternuts on 2 counts of endangering the welfare of a child and 2 counts of 2nd degree harassment.   The arrest occurred after an incident on Taylor Road in Butternuts, the investigation determined that Davies had kicked and stepped on 2 children during a dispute.  She was arraigned at the Otego town court and remanded to the Otsego jail in lieu of $2,000 cash bail.  An order of protection was issued for the victims.


State police arrested 37 year old Jason Knapp of Franklin for felony aggravated DWI with a child, endangering the welfare of a child, and leaving the scene of an accident after state police investigated a one car accident on State Highway 7 in Otego in which the driver fled the scene with a child.  An investigation determined Knapp was driving while intoxicated with a BAC of .14% and had his child in the car with him when he had the accident.  Knapp was issued tickets for Otego town court November 14th.


There are over 24,000 pending VA claims in the state and US Senator Charles Schumer wants to reduce those numbers.  Schumer said the DepartmeJason Knappnt of Defense and Veterans Affairs Administration health records systems don’t talk to one another and that is one reason for the slow processing of health claims.  Schumer is calling on the two federal agencies to create interoperable, electronic health records for service members to address the delays in processing vets’ disability and other benefits


The State DEC is enhancing its web site. The DEC will make information available online for nearly 2,000 remedial sites. Sites to be added include: properties being investigated to determine if they may have been contaminated with hazardous waste at levels that could present a threat to public health or the environment; sites that have been, or are regulated, because they either generated, treated, stored, or disposed of hazardous waste; and Brownfield sites where an application to participate in a Brownfield program was submitted but either withdrawn or did not proceed.  For more information go to dec.ny.gov


A new study estimates 779,000 New Yorkers are eligible for tax credits that would reduce premium payments for insurance coverage they can buy through the state’s new insurance exchange. The Kaiser Family Foundation analysis shows 17 million people, now uninsured or who buy insurance individually, will be eligible for credits when coverage starts in 2014. Governor Cuomo traveled to Binghamton Wednesday afternoon to discuss how the approved casino gaming amendment has the potential to bring millions of dollars in new revenue as well as provide property tax relief and boost tourism and economic development:

The locations for the 4 upstate destination gaming resorts will be selected based on the economic development impact of the resort, and they will restricted to the Hudson Valley–Catskill area, the Capital District and the Southern Tier. There will be a 7-year exclusivity period during which no further destination gaming resorts will be licensed by the State.


NYSEG will be holding a job fair in VESTAL today from 3:00 to 6:00 PM at their facilities at 4425 Old Vestal Road.  Job opportunities are available in asset management and planning, customer service, electric transmission and distribution, engineering and delivery, gas operations, human resources, information technology, and operations technologies and business transformation.  Prospective candidates are encouraged to attend and bring their

Congressman Chris Gibson will visit Otsego County today.  Gibson will visit the Edmeston Central School, where he will speak to an assembly of students grades 7 through 12 regarding Veterans Day and then take questions on his military service.

Furloughed federal workers protested in front of the home offices of congressmen Richard Hanna and Chris Gibson yesterday.  Protestors blame both representatives of being part of the congressional shutdown that has cost them their paychecks until the government shutdown ends.


State Troopers arrested 48-year-old Craig Jones of Norwich for Driving While Intoxicated.  The arrest was the result of a traffic stop on State Route 8 in Guilford; Jones was issued tickets returnable to the Town of Guilford Court on October 22nd.


The Oneonta City Hall parking lot will be closed today to accommodate preparations for paving.  Visitors to city hall may use the Dietz street parking lot, the Westcott lot, the municipal parking garage or on street parking spaces.


The Otego town board will hold a special meeting tonight at 6pm at the Municipal building on state highway 7 in Otego.  The purpose of the meeting is to compile the tentative budget for 2014. The pubic is invited to attend


The Bainbridge Chamber of Commerce will hold their next Business After Hours event today.  The event will be held at the Bainbridge House Bed & Breakfast ion Chenango County Route 39, between 6:00 & 8:00 PM.

NYSEG crews continue to work to restore power after yesterday’s powerful storms, which knocked down trees & power lines. NYSEG officials reported that 365 Sidney residents & 58 Bainbridge residents were without power early this morning.
ARC of Delaware County is holding 2 job fairs concurrently on October 23rd from 1:00 to 7:00 PM,  as the need for their services has increased. ARC Director of Community Affair Catherine Tweedie comments:

Sidney town supervisor candidate Gene Pigford and Town Council Candidate John Woodyshek will hold a meet & greet at the former Sidney Center elementary school from 6:00 to 8:00 PM this evening. The candidates will discuss town wide & Sidney center issues, both men are running as Republicans in the election.
Delaware County Deputies responded to Bobs Brook Rd in the Town of Walton for a highly intoxicated irate male calling for help. 31-year-old James Roach of Tompkins was arrested for 2nd degree Menacing & 2 counts of endangering the Welfare of a child. 31-year-old William Browning of Walton was also arrested on 2 counts of endangering the Welfare of a child. Both Roach and Browning were released on Appearance Tickets returnable to the Town of Tompkins Court at a later date. The Village of Walton Police Department assisted deputies.

Cordes will participate in the town board debate at the Smart Community Room at the Sidney Library starting at 6:00 this evening.  Town Supervisor candidates Gene Pigford & Bill Heath will also debate.


Governor Cuomo is reminding small business owners of the state’s annual MWBE forum today & tomorrow at the empire State Convention center in Albany, it’s the largest statewide event for minority & women owned businesses.  Attendees will learn about the state procurement process, attend informational sessions and connect with decision makers from the public & private sectors; more information is available at governor.ny.gov


The Greater Afton Area Chamber of Commerce will be hosting the Free Collaboration dinner to include Bainbridge, Sidney and Unadilla Chamber members on Monday, October 14 at Main Street Grill and Bakery, Afton with dinner at 6:00 pm.  Reservations are being taken at 639-1274, the deadline to register is tomorrow.


The Chenango County Sheriffs Department arrested 44-year-old Mark Youngs of Plymouth on a charge of 2nd degree harassment.  Youngs was charged following a complaint in the Town of Plymouth, he had previously advised by Deputies to leave the victim alone following an earlier incident.  Youngs will appear in the Town of Plymouth Court at a later date.


Commerce Chenango, The Chenango Foundation, Inc. and the Advisory Committee of Leadership Chenango announced that Robert Wadsworth is the 2013 recipient of the Harry Tecklenburg Leadership Award.  The award will be presented at the Kick-off Dinner for the Leadership Chenango Class of 2014 tonight at the Canasawacta Country Club in Norwich.  Wadsworth served as Chairman and CEO of Preferred Mutual Insurance Company in New Berlin, from 1997 until his retirement in 2008.

Governor Cuomo signed legislation to prohibit pharmacies and retails stores from selling cold medications containing Dextromethorphan to anyone under 18 unless they have a prescription.    The new law addresses the problem of teens using the cough suppressant to get high, its use & abuse could lead to short and long term health risks including agitation, paranoia, hallucinations, and even death.  All retail establishments selling DXM will be required to request proof of age unless the customer appears to be more than 25 years of age, or they could be subject to a fine of $250 for each violation.


THE NEXT GENERAL CLINTON CANOE REGATTA MEETING WILL BE HELD Tonight, AT THE Highway 7 Bar & Grill in Bainbridge at 7:00 PM FOR the annual Kickoff meeting.  Regatta Chairman John Harmon is inviting anyone interested to the meeting, to bring in any new ideas for the 2014 REGATTA.  Harmon said that they would be putting together committees in order to keep the regatta growing.

Democratic and Sidney First Independent candidates for the upcoming town board election will hold a Meet & Greet night tonight be at the Sidney Memorial Public Library from 6:30 to 8:00 pm.  Current town board member Bill Heath is running for town supervisor, Pete Cordes is seeking re-election for his seat, and Paul Muratore is running for the other town council seat.


The state Health Department opened its hotline to help customers sign up for New York's health-care exchange. The enrollment period runs from October 1st through March 31st.  The exchange will provide health insurance to at least 1 million uninsured New Yorkers as part of the federal Affordable Care Act. The program will provide tax credits for individuals with incomes under $45,960 and families of four with incomes less than $94,200. The Firemen's Association of New York offer a program called “the Higher Education Learning Program” which provides tuition reimbursement to students who are volunteer firefighters and attending college for up to 80 credit hours. State Police at Oneonta arrested 28-year-old Timmie Clarkson of Oneonta for 2nd degree Strangulation, Aggravated Harassment, & Criminal Possession of a Controlled Substance.  The arrest resulted from an investigation of a dispute on Elmwood Avenue in Oneonta, where Clarkson is accused of choking the victim until she lost consciousness and after he left the residence, he continued to call the victim and threaten her.  Clarkson was arrested, he was found to be in possession of narcotics. Clarkson was arraigned at the Town of Oneonta Court and remanded to the Otsego County Jail in lieu of $5,000 cash bail.


U.S. Senator Charles Schumer confirmed that several local river gauges will receive funding through 2014.  The funding avoids an October 1st shut off, at gauges on the Susquehanna River at Bainbridge, Windsor and Binghamton, the Unadilla River at Rockdale and the Chenango River at Sherburne and Greene. Schumer noted that the funding does not include all river & stream gauges, and he will continue to pursue permanent funding sources.


State DEC deputy commissioner Anne Reynolds testified that the agency continues to review comments they received on the 2011 draft review on Hydraulic Fracturing.  Reynolds testified on behalf of the DEC at a hearing held by a legislative committee Friday, she said that there is no set schedule for a final decision on hydrofracking.  The DEC review of fracking first started more than 5 years ago.


Delaware County Deputies investigated a motorcycle accident on Basin Clove Road in the Town of Hamden. 54-year-old Anthony Ives of Bainbridge lost control of the motorcycle and rolled it over.  Ives was transported by Life-net helicopter to Bassett Hospital in Cooperstown with undisclosed injuries, he was listed in stable condition.

The Board of Directors of the Afton Fair has developed an online poll that will be available through September 30. Governor Cuomo announced a new program under Charge NY to accelerate the market adoption of electric vehicles and to make EV infrastructure easier to use and more economically viable in New York.  The Electric Vehicle-Enabling Technology Demonstration Program offers $2 million to fund research and demonstration projects for electric vehicles. The program aims to create a statewide network of up to 3,000 charging stations over the next 5 years.  Proposals for the Program are due October 22.   More information is available at nyserda.ny.gov (http://www.nyserda.ny.gov/PON2755).


Sidney Center's 4th Annual Tractor Parade will be Saturday, September 21st, with the parade line-up at 10:00 AM and the parade beginning at Noon. There will be activities for the kids & the Sidney center Fireman's BBQ.   Last year over 80 vehicles participated, this year organizers expect the numbers to top 100 vehicles traveling in from other states.  The Sidney Center Improvement Group sponsors the event.
