The Chenango County Correctional Facility has suspended inmate visitation due to the increased threat in our area connected to the COVID-19 Pandemic. The situation will be closely monitored, and inmate visitation will resume as soon as possible, but will remain suspended until further notice.
The Town of Bainbridge Board held a meeting last night where the board voted to reject the state's mask mandate that went into effect Monday. The Board also voted to opt in for allowing marijuana dispensaries, but opted out of the law to allow for places of consumption in the town.
The Town of Guilford held a special vote Monday regarding the state's new marijuana law. 121 Guilford residents voted in favor of allowing marijuana dispensaries & on-site consumption business in the town, 67 voted against the measure.
The Community Cultural Center of Sidney will hold another Comedy Night this Saturday night starting at 8:00 PM, center President Teri Schunk explains:

State and local law enforcement agencies throughout the state will increase patrols targeting impaired driving during the holiday travel season. The campaign will begin this Friday, through Saturday, January 1st, as part of the national "Drive Sober or Get Pulled Over" initiative designed to reduce alcohol and drug-related traffic crashes. During the 2020 holiday season initiative, law enforcement throughout the state arrested 2,067 people for impaired driving & issued over 70,000 tickets for vehicle and traffic law violations.
The State Health Department continues to test people for COVID 19, and the numbers continue to increase. The latest reports for Monday showed that over 142,000 people were tested, with 8266 positives, for a positivity rate of 5.8%, patients hospitalizations are back up to 3772, the number in an ICU Beds was up to 731, & there were 419 on ventilators & there were another 57 deaths in Hospitals & nursing homes on Monday attributed to the virus.

Delaware County Chamber of Commerce President Ray Pucci defended accusations made against him & The Chamber today on the WCDO Morning show, that were made at the Delaware County Board of Supervisors meeting in Delhi, where he was accused of withholding financial statements to the Board, they have removed the Chamber as the County's Official Tourism agency & passed that responsibility over the Delaware County Department of Economic Development:

Pucci said that the chamber will continue with its other programs for its 300 members businesses, plus the annual Toys for Tots campaign, and trying to solve the issue of transportation for county residents to County jobs, more information is available at delawarecounty.org.
Delaware County Board of Supervisors Chairperson Tina Mole announced today that the County will not reallocate resources to enforce the newest New York State mask mandate that took effect on Monday. Mole stated that Delaware County does not have the internal framework to enforce this mandate, but businesses have oversight from other state agencies, such as Agriculture and Markets or other professional licensing boards, which may enforce the Mask newest mandate. County residents are asked to follow the mandate in business following the mandate lease, pleases wear masks in public spaces, get vaccinated and continue to be diligent with social distancing and hand washing practices. Delaware County Sheriff’s Deputies initiated a traffic stop on a vehicle in the Town of Hamden last Tuesday for an equipment violation. 53 year-old Lisamichelle LaLonde, of Morris, was operating a motor vehicle with a suspended New York driver’s license, due to a previous insurance lapse. LaLonde was later issued traffic tickets for Aggravated Unlicensed Operation of a Motor Vehicle in the Third Degree, Unlicensed Operator, and Insufficient Brake Lamps. LaLonde is scheduled to appear before the Town of Hamden Court at a later date to answer the charges.
As a result of low blood donor turnout in recent months, the Red Cross is heading into the holidays with its lowest blood supply in more than a decade at this time of year. Blood donations are desperately needed now to meet the needs of accident and burn victims, heart surgery and organ transplant patients, and those receiving treatment for leukemia, cancer or sickle cell disease. A blood drive is being held in Franklin today, from 12:30 to 5:30 PM, at the Franklin Fire Department, 351 Main Street, and appointments can be made with the Red Cross Blood donor App, redcrossblood.org or by calling 1-800-Red Cross.
Delaware County Public Health reported another COVID 19 Death, bringing their number up to 81. The report covers Saturday through Monday, with 64 new cases, 321 active cases, 12 hospitalized & 379 in Quarantine, the positivity rate was at 9.5%. 54.1% of Delaware County residents are vaccinated.

Binghamton Police & Broome County District Attorney Mike Korchak are investigating claims of sexual harassment regarding an owner of the Colonial Restaurant on Court street. The Colonial, and 2 other Binghamton restaurants; Dos Rios Cantina & The Stone Fox Bar & Pizza closed down Friday after the accusations hit social media & The investigations began, Protesters marched outside the Colonial Saturday night. Anyone with information regarding the alleged improprieties should call the detective division at 607- 772-7080.
Fire Departments from Harpursville, Ouaquaga & Windsor responded Sunday afternoon to a trailer fire at 2636 State Route 79. Firefighters were able to keep the fire from spreading to a nearby house, no injuries were reported and the cause of the fire is under investigation.
The New York State Common Retirement Fund will invest $2 billion in an index focused on reducing the risks of climate change and capitalizing on the opportunities arising from the transition to a low-carbon economy, according to State Comptroller Tom DiNapoli. The decision is part of the State Comptroller's Climate Action Plan to get to net-zero greenhouse gas emissions by 2040.

The Delaware County Board of Supervisors has decided to remove the Delaware County Chamber of Commerce as the tourism promotion agent for the County, even as visitor spending & sales tax revenue has increased in recent years, Delaware County Chamber of Commerce President Ray Pucci told WCDO News Friday that the Chamber Board fears that the decision will hurt the county economy:

Pucci also said that the chamber has been transparent with their finances, and recent audits showed no issues, Delaware County board of Supervisors Chairperson Tina Mole was unavailable for comment on the Chamber Decision on Friday.

Guilford Voters will decide on a proposition regarding the possible opting out of the state's new Cannabis bill that that allows for dispensaries & places of consumption for marijuana.
An American Red Cross Blood Drive is being held today in Gilbertsville, at the Christ Episcopal church & Sponsored by the American legion auxiliary Unit. The drive runs from 1:00 to 6:00 PM today, appointments are requested at 783-2232.

Jury selection began in Broome County Court yesterday in the trial of 44-year old Scott Mawhiney of Deposit, who has been charged with 1st degree attempted murder, assault, criminal possession of a firearm and several other charges, for allegedly shooting Trooper Ryan Thorp on June 23rd. State Police and Broome County Sheriff’s Deputies responded to a home on Sunrise Terrace in Deposit when shots rang out and Trooper Thorp was wounded in the arm, Trooper Thorp is still recovering from his injuries.
Chenango County Health Department reported their 87th death related to COVID 19 today. Officials reported that they have 185 active cases, 31% are vaccinated, they are up to 469 quarantined, 6 hospitalized, they have had a total of 5143 total cases since the pandemic started.
Bassett Healthcare Network will be holding COVID-19 vaccination booster shot clinics, that will be open to the public. O’Connor Hospital in Delhi is holding a COVID-19 vaccine booster clinic on Saturday, from 8:00 AM to 11:00 AM, with the Moderna vaccine only. Appointments are required at 746-0525. Also, the FoxCare Center in Oneonta is holding a COVID-19 vaccine booster clinic on Saturday from 9:00 AM to 1:00 PM, that clinic will provide boosters for Moderna, Pfizer and Johnson & Johnson vaccines. Delaware County Sheriff’s Deputies stopped a vehicle operated by 32- year-old Jesse McHargue of Middleburgh, last Thursday for inadequate tail lamps. Deputies learned that McHargue’s driver’s license was revoked due failing to answer a previous summons out of the Town of Middleburgh. McHargue was charged with Aggravated Unlicensed Operation of a Motor Vehicle and Operating a Motor Vehicle Without Tail Lamps, he was released and was directed to appear at Hamden Town Court at a later date to answer the charge.

Delaware County Public Health reported another COVID death in their report covering Saturday through Monday, bringing their total to 68. They reported 79 new positive cases, a positivity rate of 10.85%, 245 active cases and 268 quarantined.
The Village of Bainbridge Board of Trustees will hold their regularly scheduled monthly meeting tonight at 6:30 PM in the Bainbridge Town Hall at 15 North Main Street; masks are required in order to attend the meeting.
Governor Kathy Hochul announced the legal service providers who will be awarded portions of the $25 million in federal funding to offer free legal assistance and comprehensive housing stability services. The legal assistance is aimed at helping both tenants and landlords resolve rent-related disputes & maintaining tenants' housing stability. Locally, the Legal Aid Society of Mid-New York, awarded $3,998,452 to serve the Southern Tier, Mohawk Valley, Central New York and parts of the North Country.

Jury selection began in Broome County Court yesterday in the trial of 44-year old Scott Mawhiney of Deposit, who has been charged with 1st degree attempted murder, assault, criminal possession of a firearm and several other charges, for allegedly shooting Trooper Ryan Thorp on June 23rd. State Police and Broome County Sheriff’s Deputies responded to a home on Sunrise Terrace in Deposit when shots rang out and Trooper Thorp was wounded in the arm, Trooper Thorp is still recovering from his injuries.
Chenango County Health Department reported their 87th death related to COVID 19 today. Officials reported that they have 185 active cases, 31% are vaccinated, they are up to 469 quarantined, 6 hospitalized, they have had a total of 5143 total cases since the pandemic started.
Bassett Healthcare Network will be holding COVID-19 vaccination booster shot clinics, that will be open to the public. O’Connor Hospital in Delhi is holding a COVID-19 vaccine booster clinic on Saturday, from 8:00 AM to 11:00 AM, with the Moderna vaccine only. Appointments are required at 746-0525. Delaware County Sheriff’s Deputies stopped a vehicle operated by 32- year-old Jesse McHargue of Middleburgh, last Thursday for inadequate tail lamps. Deputies learned that McHargue’s driver’s license was revoked due failing to answer a previous summons out of the Town of Middleburgh. McHargue was charged with Aggravated Unlicensed Operation of a Motor Vehicle and Operating a Motor Vehicle Without Tail Lamps, he was released and was directed to appear at Hamden Town Court at a later date to answer the charge.

Delaware County Public Health reported another COVID death in their report covering Saturday through Monday, bringing their total to 68. They reported 79 new positive cases, a positivity rate of 10.85%, 245 active cases and 268 quarantined.
The Village of Bainbridge Board of Trustees will hold their regularly scheduled monthly meeting tonight at 6:30 PM in the Bainbridge Town Hall at 15 North Main Street; masks are required in order to attend the meeting.
Governor Kathy Hochul announced the legal service providers who will be awarded portions of the $25 million in federal funding to offer free legal assistance and comprehensive housing stability services. The legal assistance is aimed at helping both tenants and landlords resolve rent-related disputes & maintaining tenants' housing stability. Locally, the Legal Aid Society of Mid-New York, awarded $3,998,452 to serve the Southern Tier, Mohawk Valley, Central New York and parts of the North Country.

Delaware County Sheriff's Deputies were dispatched to a 1 car motor vehicle accident Thursday on State Highway 23 in the Town of Davenport, near the intersection of Brick House Hill Road. The investigation determined that a 13-year-old passenger sustained a serious head injury from the accident & LifeNet airlifted the teen to Albany Medical Center. The driver 35 year-old Robert Smith of Davenport sustained minor injuries and was treated at the scene. Deputies learned that Smith fell asleep at the wheel, the car travelled across the on-coming lane of traffic and ran off the roadway where it struck a tree, Smith was charged with operating a motor vehicle with a suspended registration, moving from a lane unsafely, failure to keep right, he will appear in the Town of Davenport Court at a later date.
The State Department of Transportation is advising motorists that, beginning tomorrow, Chenango Street in City of Binghamton, will close in both directions at the I-81 overpass. The closure is expected to last approximately three months. Motorists are advised that detours will be posted, through traffic heading north on Chenango Street will be diverted at Frederick Street & Southbound traffic will be diverted at Bevier Street. Local traffic will retain access to homes, businesses, places of worship, and side streets located between the diversions and the overpass. Bicycle and pedestrian access will be maintained through the work zone on Chenango Street.

Delaware County Public Health announced that a 53rd death from COVID 19 complications, they have had 100 new positive cases in the last week, there are 118 active cases, 4 hospitalized and 170 are quarantined. The CDC & Delaware County Public Health recommends everyone should wear a mask indoors in public places. Vaccine clinic sites at can be found at covid19vaccine.health.ny.gov. Currently, 49.4% of the Delaware County population is vaccinated, 77% of the positive cases are unvaccinated, 23% of the positive cases are vaccinated & 2.5% of positive cases are college students/employees.

The State Health Department continues to see a decline in COVID cases across the state. On Thursday, there were just under 195,000 tests administered, with 2370 positive, for a 1.2% positivity rate. Hospitalization declined again to 2264, ICU patients’ decreases to 571, the number on ventilators declined to 354, there were 25 COVID deaths Thursday.
Chenango County Public Health reported 11 new COVID cases today, with 87 Active Cases, 444 Active Quarantines & 7 Hospitalizations; they have had a total of 3342 cases during the pandemic.
Go Cart Racing is returning to Action Park East on River Valley Lane in the town of Greene tomorrow, local businessman Brandon Clapperton is reviving the races:

The procedure should take 3 days to complete and weather permitting. The traveling public is asked to find alternate routes if possible. Local traffic shall be allowed to and from their homes. The Associated Press reported that former Assembly Speaker Sheldon Silver is being returned to federal prison after federal authorities denied him home confinement. Silver was released Tuesday from a federal prison on furlough while he awaited potential placement to home confinement, Silver had been in prison since August, where he was serving more than six-year sentence at a prison in Otisville.
Delaware County Public Health will be conducting a Single dose Johnson & Johnson COVID-19 vaccination clinic on Wednesday May 12, at 97 Main Street Delhi, from 1:00 to 3:00 PM. This vaccination clinic is open to all New York state residents or people who work in the State over the age of 18. Registration is mandatory at apps2.health.ny.gov. For more information or assistance getting registered call Delaware County Public Health at 607-832-5200. Public Health reported 2 new cases out of 790 tests Thursday, with 4 hospitalized, 44 active cases & 83 quarantined.

The Utica Comets confirmed Thursday that they have entered into a 10-year agreement with The New Jersey Devils to move their AHL team back to Utica, and the request was approved by the AHL Board of Governors. The board also approved the move of Vancouver's AHL team, from Utica to Abbotsford, British Columbia. The move leaves Binghamton without an NHL affiliation after the seasons.

SUNY Chancellor Jim Malatras announced Today a new program that aims to vaccinate SUNY residential students before the end of the spring semester. SUNY reserved its first shipment of the Johnson & Johnson vaccine to inoculate students that vaccine is a single-dose shot and that should allow that vaccination of thousands of students before they go back to their communities this summer. The Chancellor's Office reported that 18,600 Johnson & Johnson vaccines will be distributed to 34 SUNY campuses. , and more will be distributed to more campuses in weekly installments over the next several weeks. The announcement follows today's state health Department announcement that all New Yorkers age 16 or older are eligible to receive a COVID vaccine.
Chenango County Public Health reported 3 more COVID 19 related deaths today. Chenango County reports 107 active cases, 380 quarantined & 4 hospitalized, they have had just under 2900 cases & now report 68 Total Deaths.
Delaware County Public Health reported 25 new Positive cases of COVID 19 Monday out of 824 tested. Delaware County reports 186 active cases, 17 hospitalized & 271 quarantined, they have reported 46 deaths so far.
91 cats have been taken out of an area home in Delaware county, & 4 area shelters teamed up to retrieve the animals & begin the long process of tending the their health, before they are available for adoption. Delaware valley Humane Society Director Erin Insinga told WCDO news that they could use the usual items that are needed after this kind of large scale operation:

Governor Cuomo Announced that the 11:00 PM Curfew has been lifted for Casinos, Movie Theaters, Bowling Alleys, Billiard Halls, Gyms and Fitness Centers. On Sunday, the number of COVID hospitalizations was down to 4,434, there were 906 Patients in the ICU; 577 Intubated on ventilators & there were 57 COVID-19 Deaths in New York State Sunday
Delaware County Sheriff's Office arrested 32 year-old Nicholas Hanley of Delhi for driving while his ability was impaired by drugs, following a motor vehicle accident on Sherwood Road in the Town of Delhi on March 28th. Hanley's vehicle left the shoulder of the roadway and struck a ditch, he was also charged with speed unreasonable and prudent, moving from lane unsafely, unlicensed operator, operating a motor vehicle without the required interlock device, Hanley was released to appear in the Town of Delhi Court at a later to answer the charges.
State Comptroller Tom DiNapoli's office conducted an audit of the Masonville Fire District; Auditors found the board did not provide adequate financial operations oversight. The board did not review supporting documentation for 9 disbursements totaling $57,374. They did not approve 12 disbursements totaling $75,880 before payment nor did they audit the treasurer's records. The board also did not ensure sensitive and personal electronic data was adequately protected because the treasurer used her personal computer to maintain district financial records and perform online banking transactions.
Delaware County Chamber of Commerce will hold their Third Thursday virtual event on April 15th, with State Comptroller Tom DiNapoli. The Question & Answer webinar will run from 8:30 - 9:30 am., Registration is requested at delawarecounty.org.

State Comptroller Tom DiNapoli announced the results of an audit of the Davenport Fire District. The report stated that District officials have not established adequate controls to ensure that financial activities are properly recorded and reported, and cash is safeguarded. There were no records to support the collection of hall rental receipts. As a result, the Board of Fire Commissioners, the district’s treasurer or auditors are unable to verify whether all hall rental receipts were collected and deposited in a district bank account. District officials agreed with the Comptroller's recommendations and indicated they initiated corrective action.
Commerce Chenango announced a virtual Town Hall Meeting with Congresswoman Claudia Tenney on March 31st at 2:00 PM. Commerce Chenango Members can register at cca.commercechenango.com.

State Police arrested 26 year old Justin Cirigliano of Bainbridge, 44 year old Daniel Racquet of Unadilla, & 27 year old Brianna Wubbenhorst of Unadilla for Criminal Possession of Stolen Property, after Troopers were dispatched to the Unadilla House where copper pipe was taken, and were visible in a vehicle that left the area. A trooper spotted the vehicle on I-88, initiated a traffic stop. Troopers arrested all 3; they were issued appearance tickets to the town of Unadilla court on April 5th. Wubbenhorst was additionally charged with Criminal Possession of a Controlled Substance for allegedly possessing methamphetamine. She was issued an appearance ticket to appear in the town of Sidney court on April 8th.

The State Health Department reported 152,328 New Yorkers were tested for COVID Monday, with 6,361 positives, for a 4.18% positivity rate. Patient Hospitalization increased by 115 to 4,470, the Number in an ICU bed was down slightly to 885, the number on ventilators went up slightly to 576, there were 46 deaths, and the Total numbers of Deaths is 39,970

Delaware County will be presenting the Delaware County Sheriff's Department Reform plans to the state before the April 1st deadline; Delaware County Sheriff Craig DuMond said he was pleased with the plan & some of the changes that will be made:

Governor Cuomo ordered all law enforcement agencies to meet with the communities they serve & submit reform plans, following last year’s George Floyd incident in Minnesota that sparked nationwide outrage over Police tactics.
The State DEC announced that the annual open burning ban will go into effect March 16th & run through May 14th this year. The DEC reported that Open burning of household trash releases dangerous compounds including arsenic, carbon monoxide, benzene, formaldehyde, lead, & others into the air, Open burning is also the single greatest cause of wildfires in New York. The annual Norwich St. Baldrick’s head shaving fundraiser to fight childhood cancers will be a virtual event tomorrow live on Facebook. Last year’s St. Baldrick’s event in Norwich was held last March just before the COVID statewide shutdown; they still raised $31,771 for childhood cancer research. Several Fire Companies responded to a fire at about 1:20 this morning for structure fire at the Hansman Mill on Water Street in Smithville Flats. The Genegantslett, Greene, Brisben, McDonough, fire Departments plus the Chenango County Bureau of Fire, NYSEG & the state DEC responded, the Building was a complete loss. The fire Is still under investigation by the Chenango County Bureau of Fire.
The Otsego County Department of Health will be holding a vaccination clinic at the Meadows Office Complex in Cooperstown on Tuesday March 16th, the registration link is on the Otsego County Department of Health Website. Registration is mandatory & the vaccine is available to anyone currently listed as eligible according to State Guidelines.

Sidney Village Police responded to a domestic disturbance Thursday, officers arrested 43 year old Anthony Fiorillo of Sidney for Criminal contempt, Menacing & Harassment. Fiorillo was arraigned in the Village of Sidney Court & was remanded to the Delaware County Jail on $1000 cash bail or $2000 bond.
Chenango County Sheriff's Office arrested 32 year old Aaron Wickham of Norwich Thursday afternoon for Criminal Possession of a Controlled Substance, failing to comply, and several vehicle and traffic law violations. Detectives and Deputies attempted to stop Wickham's motorcycle in Norwich, a chase took place from Norwich into the Village of Bainbridge, where Wickham lost control & was involved in a motor vehicle accident. Wickham was found to be in possession of 2 ounces of methamphetamine and more than a gram of fentanyl, he was scheduled to be processed last night.
The State Board on Electric Generation Siting and the Environment granted approval to High Bridge Wind to build and operate a 100 megawatt wind farm in the Town of Guilford. The facility will be located on 3,900 acres, The turbines will have a total tip height of between 655 to 671 feet and be connected to the bulk electric transmission system owned by NYSEG. A 17-mile long electrical collection system corridor will also be set up.
Delaware County Sheriff's Deputies responded to a Town of Walton residence after a vehicle sustained extensive damage, a garage was forcefully entered and a fire had been set the night of January 23rd. The victim’s vehicle was intentionally damaged by a 17-year-old female, the doors of a garage on the property were then kicked in by a second 17-year-old female, they entered the building and started a “bon fire”. Deputies charged both teens with arson and criminal mischief, both were issued appearance tickets for Delaware County Youth Court at a later date.
