The New York Siting Board has approved of Calpine's wind
turbine project in Broome County.  4
turbines will be built in the Town of Windsor & 23 in the town of Sanford,
in spite of the Sanford Town Board passing a resolution last week, which was
labelled as overly burdensome to Calpine and was rejected by the Siting
Board.  Calpine will be able to begin
construction of the 27-tower project shortly.
Calpine also has plans to build turbines in the town of Guilford; the
state has not made any decisions on that project yet.

Residents
in the towns of Sanford & Windsor are banding together to try to stop
Calpine from placing 25 wind turbines in their towns.  The town of Sanford board has passed new
restrictions to limit the distance turbines can be placed from personal
property, and for the noise frequencies that they may produce.  Calpine is the same company that is also
trying to build a similar amount of wind turbines in the town of Guilford.

The
Otsego County Fair is hosting their 1st Annual Holiday of Lights at the
Fairgrounds in Morris this Thursday, Friday & Saturday Nights.  Fair President Joe Kolka explains

12 organizations in the region received grants totaling $111,500 from the Community Foundation for South Central New York’s Community Fund and by the Young professional Advisory Committee. The Community Fund awarded funds to the  Unadilla Valley Central School District, the Windsor Central School District, the Deposit Foundation & the SUNY Delhi Research Foundation, the Young Professional Advisory Committee awarded funds to the Binghamton Zoo at Ross Park & Commerce Chenango.

The Broome County Sheriff’s Office is currently looking for
Jordan Hawk on an outstanding warrant, he is known to frequent the Anne Road
area in the Town of Windsor,   he is
described as a White Male, 5'5" about 130 pounds with Brown hair &
brown eyes, he is wanted on a violation of parole for criminal possession of a
weapon.  Anyone with information on

over-the-counter medications for National Prescription Drug Take Back Day on

The Town of Guilford Board held a special meeting Wednesday
night & they approved their Local Renewable Energy Law for the possible
development of solar and wind energy businesses.  Guilford town Supervisor George Senek told
WCDO News that any construction of wind turbines by Calpine is at least 1 year
away:

The Calpine Corporation has proposed a plan to build up to
30 large Wind Turbines around the Town of Guilford up to 676 feet.  They are exploring similar plans for up to 27
wind turbines in the towns of Windsor & Sanford.

Firefighters responded to a blaze Friday morning at 427
Ouaquaga Road in the town of Colesville.
All occupants escaped safely, & no injuries were reported.
Firefighters from Harpursville, West Colesville, Sanitaria Springs, Five Mile
Point, West Windsor, Windsor and Ouaquaga responded.  The cause of the fire is under investigation.

High School Graduations get underway tonight for several
area schools.  Windsor's Commencement
will begin at 6:30 PM, Afton, Franklin, Deposit, Laurens, Milford, Morris &
Charlotte Valley will hold theirs at 7:00 PM.
High School graduations continue into the weekend.  Saturday morning at 10:00 AM, seniors from
Sidney, Greene, Delaware Academy, Harpursville & Norwich will have their
graduation ceremonies begin at 10:00 AM, Oneonta seniors commencement exercises
will begin at 10:45 AM, Oxford Academy at 11:00 AM & Bainbridge Guilford on
Saturday Night at 7:00 PM.  On Sunday,
seniors from Edmeston will graduate beginning at 1:00 PM.

Board meeting, which included discussions about the controversial plan by

60-year-old Robert Doyle of Windsor was arrested on a
variety of drug charges, by the Broome County Special Investigations Task
Force.  Police searched Doyle’s home at
118 Main Street in Windsor, they seized Crystal Meth, Mollies, drug packaging
materials and digital scales used to weigh narcotics & a stolen 12-gauge
shotgun.  Doyle was charged with multiple
counts of Criminal possession of a controlled substance, criminal possession of
stolen property & criminally using drug paraphernalia, he faces court action
shortly.
Delaware County Chamber of Commerce will host their monthly
First Friday Eat & Meet Breakfast this morning at the Hancock House Hotel
from 8:30 to 10:00 am.  The featured
speaker is Jeff Bump, of Grow Hemp New York, LLC, of Windsor, regarding hemp
legalization, regulatory requirement, & best growing practices.

A Broome County Sheriff’s Deputy on Route 79 observed a
vehicle traveling off the road & into a ditch, the vehicle continued
driving down the ditch for approximately 600 feet before stopping. The Deputy
made contact with Kristen Oropallo of Susquehanna Pennsylvania, the
investigation led to Oropallo being charged with DWI; also her driving
privileges in New York State had been suspended. Oropallo was transported to
the Broome County Sheriff’s Office for further processing where she refused to
submit to a Breath test, she was issued several tickets to return to the Town
of Windsor Court at a later date.

State Police observed a vehicle speeding in Stamford Friday;
a traffic stop was attempted; the driver failed to comply & reached speeds
over 100 miles an hour.  The vehicle left
on exit 77 in Windsor where another trooper met the vehicle at the end of the
off ramp and they stopped.   The driver
was an 18-year-old male from Bayside, Queens, who was found to be in possession
of smoking device containing suspected THC oil & a fraudulent Connecticut
driver’s license.  He was charged with
Criminal Possession of a Forged Instrument & Criminal Possession of a
Controlled Substance.  A 17-year-old male
passenger from Flushing, Queens attempted to dispose of a smoking device, he
was charged with Tampering with Physical Evidence & Criminal Possession of
a Controlled Substance.  Police said 3
other passengers were not taken into custody or issued any tickets.  The 18-year-old driver & A 17-year-old
passenger were arraigned at Broome County Central Arraignment and Processing.

State Police reported that a section of State Route 79 in
Windsor was closed to traffic after a trailer hauling a mobile home became
detached, and flipped onto its side at about 9:45 AM today.  State DOT officials said that Route 79 was
closed in both directions between Doolittle Road and Ouaquaga Road for the
clean-up & Investigation.   No
injuries were reported & no tickets have been issued.

WCDO News — Monday 2-18-19 2 matching stories
On January 20th troopers were dispatched to a possible
overdose in a vehicle parked in Dollar General on North Road in the town of
Windsor.  Troopers observed both
occupants passed out, they were assessed by paramedics & were charged with
a variety of drug & other charges.  Arrested
were 24 year old Caitlynn Rhodes of Colesville, & 24 year old Tieler
Kennerup of Windsor, they were arraigned at Broome County Central Arraignment
and Processing.  Kennerup was released on
his own recognizance and Rhodes was remanded to the Broome County Jail without
bail.
22nd District Congressman Anthony Brindisi will kick off an
infrastructure tour today, in the Town of Windsor where he will meet with local
officials about the town’s water needs.
The event will be held at the West Windsor Volunteer Fire Department
Hall at 4:00 pm.

The Broome County Sheriff’s Office arrested 60 year old
Robert Doyle of Windsor following a traffic stop Sunday evening.  Doyle was observed driving a Jeep with
switched license plates, Doyle possessed a revoked New York State driver’s
license and had 20 suspensions, he was also in possession of 5.8 grams of
methamphetamine.  Doyle was arraigned for
Criminal possession of a controlled substance, Criminal sale of a controlled
substance, Unlawful possession of marijuana, & Aggravated unlicensed
vehicle operation, he was sent to the Broome County Jail without bail pending
future court action.

30 year old Nicholas
Philhowe of Windsor has been identified by State Police as the shooter in
Monday Night’s exchange of gunfire in the town of Kirkwood.  A State Trooper observed a vehicle wanted in
connection with an unauthorized use of a motor vehicle complaint, as he attempted
to stop the vehicle, the vehicle took evasive action and subsequently stopped
on State route 17, Philhowe got out of the vehicle & with an illegal
military type weapon, opened fire and exchanged gunfire with the Trooper.  Philhowe died from the wounds sustained in
the shooting, the Trooper was transported to Wilson Memorial Hospital for
treatment of non-life-threatening injuries.
