A Homeland Security Task Force Investigation Resulted in Convictions for 11 Drug Traffickers from across the Southern Tier, around the state and in Michigan. The 11 defendants involved in an organization distributing large quantities of methamphetamine, cocaine, heroin and other drugs primarily from 2019 to 2021 through Broome, Tioga and Chemung Counties, they also unlawfully possessed firearms as felons or in furtherance of their drug trafficking. Law enforcement seized methamphetamine, & other drugs, over 65 firearms, cash and ATVs. Among those convicted 55 year old David Wemmer, 37 year old David Cobb & 50 year old Brandon Vanorman, all from Spencer, 38 year old Shawn McCabe of Windsor, 39 year old Philip Acciarito of Owego, , 44 year old Jennifer Patton of Spencer & 39 year old Eini Raupers of Candor.

State Police arrested 40 year old Shawn Kerwin of Windsor for Aggravated Driving While Intoxicated with a Child Passenger Less than 16 (Leandra’s Law). troopers were dispatched early Monday to a vehicle fire on Old Route 17 in the town of Windsor. An investigation revealed that Kerwin got a flat tire but decided to continue driving, he saw sparks coming from the tire area which ultimately caused the vehicle to catch fire. He and his passenger, a teenager, were able to safely get out of the vehicle without any injuries. Kerwin failed Field Sobriety Tests, He was processed then transported to the Broome County Jail for Arraignment.

State Police in Troop C conducted an “Operation Hard Hat” detail Wednesday along State Route 17 in the town of Windsor. The detail coincides with National Work Zone Awareness Week, 65 citations were issued; 34 for Speeding, 8 for Seat-belt compliance, 4 for Operating an electronic device, 9 for Failure to move over and 10 for other assorted violations.

State Police arrested 23 Year old Garcia Pfister-Gumaer of Windsor felony weapon charges following a traffic stop. Troopers initiated a traffic stop on State Route 79 in the village of Windsor after observing vehicle and traffic violations, a Trooper observed signs of impairment. Pfister-Gumaer failed Field Sobriety Tests. Troopers located illegal drugs & numerous weapons with ammunition, he was charged with several counts of Criminal Possession of a Weapon, Criminal Possession of a Disguised Gun, Criminal Possession of a Controlled Substance with Intent to Sell, Criminally Using Drug Paraphernalia, Driving While Ability Impaired (Drugs) and Resisting Arrest, Pfister-Gumaer was held at the Broome County Jail for Centralized Arraignment.

State Police arrested Arthur Stewart for Unlawful Possession of a Noxious Matter. Troopers were dispatched to the town of Ithaca for a report of dispute, where a person was sprayed with bear spray in a staircase between apartments, following an on-going dispute when Stewart intentionally sprayed the victim in the face. Troopers also determined that the bear spray that Stewart used is illegal to carry for self-defense. Stewart was arrested and turned over to the Tompkins County Jail for Centralized Arraignment.

State Police arrested 34 year old Mitchell Colburn of Windsor, for Promote a Sexual Performance by a Child Less Than 17 Years of Age and Possessing Sexual Performance by a Child less than 16. Colburn is accused of possession and promoting child sex abuse material. The investigation began after the State Police received a referral from the National Center for Missing and Exploited Children regarding suspicious online activity. Members of the Troop C Computers Crime Unit and the Binghamton Bureau of Criminal Investigation executed a search warrant on Colburn’s residence. Colburn was processed at SP Binghamton and later transported to the Broome County Jail for Centralized Arraignment.

Broome County Sheriff's Office arrested 40 year old Mathew O'Neill of Windsor with Driving While Intoxicated following a motor vehicle accident involving a boat and a tow truck in the Town of Colesville. On January 5, Responding deputies found a Ford Expedition smashed under a boat, with the rear of the boat pressed directly against the structure of a residence. The investigation revealed that O'Neill's vehicle left the road way and struck the parked boat, which collided with a residence and a tow truck parked nearby. No injuries were reported.

Deposit Fire Department released more details about a fire on December 14, on North Sanford Road in the town of Sanford. Deposit, Eastern Broome Emergency Services and the Harpursville Fire Department were dispatched after a resident reported a smoke on the 2nd floor. the fire was quickly knocked down, it was determined that the fire started in the chimney of a wood burning stove and spread into the walls of the structure. Everyone was able to escape the residence uninjured. a 2nd alarm was requested with additional response from Afton, Windsor, Masonville & West Windsor.

51 year old Timothy Hoose of Berkshire, was found guilty of Grand Larceny following a jury trial in Broome County Court. The conviction stems from criminal conduct between September 2023, and January 2024, in the Town of Windsor, where Hoose, doing business as H&H Contracting, entered into a construction contract with the victim to build a garage structure on the victim’s property, the victim paid a $15,000 down payment, Hoose illegally used over $3,000 of those funds for purposes unrelated to the project. Sentencing is scheduled for March 18, 2026, in Broome County Court, Hoose faces up to 7 years in State Prison.

Governor Kathy Hochul has signed a law banning online sweepstakes casinos in New York, which are sites that let people play casino-like games with virtual coins that could be traded for cash or prizes. The new law not only outlaws these online casino-like games, it also prohibits companies that support them, like payment processors and advertisers. Penalties can reach up to $100,000 per violation. New York now joins New Jersey, California, Connecticut, Montana, and Nevada, in the ban of those online activities.

The Broome County Sheriff’s Strategic Response Group utilized drone technology and its K9 unit to track down 2 fleeing suspects on foot following a high-speed vehicle pursuit in Binghamton, Kirkwood and Windsor. On December 11, deputies observed a pickup with a loud exhaust and an obstructed license plate in Binghamton, and attempted a routine traffic stop, the Pickup failed to comply, and led deputies on the pursuit, reaching speeds of 100miles per hour before the driver drove through a field before getting stuck, the 2 suspects fled on foot through the woods. K9 Raven and a drone tracked the suspects through the woods, they arrested 63 year old Tod Archibald of Starlight, Pennsylvania and 42 year old Ryan Dirig of Long Eddy, Officer seized cocaine, crack cocaine and fentanyl from Dirig, he was charged with Criminal Possession of a Controlled Substance with Intent to Sell, Attempted Grand Larceny, Unlawful Fleeing a Police Officer in a Motor Vehicle, Reckless Endangerment, and a host of other charges, Archibald was charged with Obstruction of Governmental Administration.

A Windsor man is facing felony charges after attempting to break into a residence and being tracked down in the snow by Broome County Sheriff’s Deputies in the Town of Chenango. On Tuesday evening, Road Patrol responded to a burglar alarm on Russell Road, members noticed that the back door of the residence had been forced open, they eventually found footprints in the snow, they found 42 year old Scott Evanchof of Windsor wearing boots that matched the footprints, he admitted that he attempted to break into the residence & was charged with Burglary & Criminal Mischief, he was arraigned Following arraignment, Evanchof was remanded to the Broome County Correctional Facility, where he is currently in custody.

Broome County District Attorney's office announced today that Nicholas Neer of Binghamton, was sentenced in Broome County Court to 7 to 14 years of incarceration following his pleas of guilty to 3rd degree Burglary and Criminal Possession of Stolen Property. Neer’s convictions stem from an investigation earlier this year by the State Police and the Broome County Sheriff’s Office into a series of burglaries and thefts in the towns of Windsor, Union, and Kirkwood, they identified Neer as a key participant responsible for breaking into multiple properties and possessing stolen items tied to those incidents.

The FBI has announced the indictment of 63 year old Henry Garcia of Vero Beach Florida for "Sending a potentially hazardous material" charge, by mailing a letter last year to the New York Attorney General's Office in Albany, containing what was believed to be a biological weapon. The suspicious white powder was not a hazardous substance, the charge filed against Garcia carries a maximum term of five years in prison and a fine of up to $250,000.

33 year old Joseph Martino of Windsor is facing multiple charges after fleeing police in a stolen vehicle through Binghamton, Johnson City, Windsor and into Pennsylvania. On March 30, Broome County Sheriff’s Road Patrol observed a Mazda in Johnson City that had been reported stolen from Binghamton, a traffic stop was attempted and Martino failed to comply. Pennsylvania State Police successfully deployed tire deflation devices, Martino kept going, and he jumped out & attempted to flee on foot, a Broome County Deputy pursued and deployed a taser, & he was taken into custody. Martino was charged with Possession of Stolen Property in Pennsylvania, the local charges were Criminal Mischief, Reckless Endangerment, Unlawful Fleeing a Police Officer and over 20 Vehicle & Traffic Violations.

An investigation has determined that the deceased individual is 68 year old Edward Crampton, who was reported missing in January after his family had not seen him since Thanksgiving. Deposit & Windsor Firefighters responded to a basement fire in on 2nd Street in Deposit shortly before 7:00 PM Tuesday Night. Deposit Fire crews found the fire in the basement of a 2 story home, no injuries were reported, the cause of the fire is under investigation.

State Police are asking for the public’s assistance in locating 68 year old Edward Crampton, who was reported missing on January 3rd. Crampton has not been seen by his family since around Thanksgiving, he was known to stay in his vehicle on Old Route 17 near ARS Auto in Windsor and known to walk to Mirabito or the Big M but has not been seen at any of those locations in several weeks. Crampton does not drive the vehicle and it is still parked on Old Route 17. It's believed that Crampton does not currently have a working cellphone. Troopers have checked the area, with local shelters and local hospitals but have not been able to locate Crampton. Crampton is about 5’7” with green eyes and gray hair, anyone with information is asked to contact State Police at (607)561-7400.

State Police & multiple area Fire Departments responded to 68 White Birch Lake Road in the town of Windsor Sunday for a house fire. 84 year old Daniel Price, was located deceased inside the residence by members of the Windsor Fire Department. An 82-year-old female and a 53-year-old male were transported by ambulance to Wilson Medical Center for what appear to be non-life-threatening injuries. The investigation is ongoing.

Otsego County Sheriff's Office arrested 3 people following the execution of a search warrant in the Town of Laurens. 31 year old Ronald Neu of Laurens was charged with Criminal Possession of a Firearm, Criminal Possession of a Controlled Substance, Criminal Use of Drug Paraphernalia, Endangering the Welfare of a Child and Unlawful Possession of Ammunition Feeding Devices. 21 year old Christopher Beech, was arrested on an outstanding warrant , as was 23 year old Alyssa Jones, & 20 year old Rafail Tsiraouglou. Deputies & Oneonta Police executed a search warrant, all individuals were detained for further investigation, Beech and Jones were turned over to the Chenango County Sheriff’s Office and New York State Police respectively, Tsiraouglou was turned over to Immigration Officials. Weapons & narcotics were seized, Neu was lodged in the Otsego County Correctional Facility for arraignment.

State Police Troop “C” Traffic Incident Management unit in partnership with the Department of Transportation held an Operation Hard Hat enforcement in Windsor along State Highway 17 east between exits 78 and 79. In just over four hours, 75 tickets were issued, 58 for Speeding, including 1 person was observed and ticketed for traveling 92 mph in the 55 mph active work zone.

2 Broome County Corrections officers have been suspended without pay, following an incident of unnecessary use of force during an interaction with an incarcerated individual with suicidal pronouncements at the Broome County Correctional Facility on July 23rd. Broome County Sheriff Fred Akshar held a press conference, he said that corrections officers responded to a housing unit where an incarcerated individual was refusing to return to his cell and he was escorted to the Medical housing unit for observation, Sheriff Akshar explains:

Sheriff Akshar said that the officer; 39 year old James Woodard of Windsor was charged with Official Misconduct & Harassment, Both Woodard and the other unidentified officer were immediately suspended without pay while both the investigation and internal disciplinary processes continue, the case has been reported to the state’s Commission of Correction and the state’s Attorney General's office. State Police responded to a crash on I-86 where 4 people sustained minor injuries, including one DOT worker. An investigation revealed that 4 vehicles were traveling east on I-86 in Windsor when traffic slowed for a construction vehicle that was exiting the lane of travel and going into the construction area. A tractor trailer was unable to stop and rear ended a car, which was then pushed into a parked DOT vehicle within the construction zone and also another car traveling in front of the 1st vehicle, 4 people were transported to Wilson Medical Center for minor injuries.

The Butternut Valley Alliance has announced a partnership with SFCU, to take the necessary measures to open a full-service branch in Morris. This development comes after the "Save Our Bank" task force was formed, as Community Bank NA had announced plan last year to close their Morris Branch. Broome County Sheriff's Office arrested a Kirkwood man for 3 gas station robberies. The 1st Robbery was on May 9th, at the Speedway gas station on Route 7 in Sanitaria Springs, where a male with a black shirt wrapped around his hand, implying he had a weapon, and grabbed a cash register & fled the scene in a gray Ford F-150 pickup truck. The 2nd Robbery was at the Mirabito gas station on Old Route 17 in Windsor, Sheriff Deputies identified the suspect vehicle and potential suspect as 46 year old Clint Loomis of Kirkwood. On Friday, a 3rd Robbery occurred at a gas station in Greene, Loomis was located on Route 12 in the Town of Chenango, A Deputy attempted to conduct a traffic stop, Loomis resisted, a Taser was deployed but Loomis drove off, Tire deflation devices were set up, Loomis damaged his tires but continued to flee, eventually leaving the vehicle on foot, he was apprehended. Loomis was wanted on a warrant, & was charged with Robbery, Obstructing governmental administration, reckless endangerment, unlawfully fleeing Police, Resisting arrest & 26 traffic violations, he was being held for arraignment.

On Saturday Broome County Sheriff’s Road Patrol conducted a traffic stop on Route I-86 West in the Town of Windsor, deputies located cocaine, along with various assault weapons & multiple rounds of ammunition, Hanrahan had previous felony convictions & is facing new charges for illegal weapon and drug possession following the traffic stop. Hanrahan was arraigned at Central Arraignment Part and remains in custody at the Broome County Correctional Facility.
