32 year-old Courtni Baker of Sidney pleaded guilty in Delaware County Court today to charges relating to a February 15th accident, where Baker struck 14-year-old Anielle “AK” McEwan-Lomnicki as she was walking home from Sidney middle school. Delaware County Acting District Attorney Shawn Smith told WCDO news about the verdict:

Baker registered a .24 blood alcohol content, three times the legal limit at the time of her arrest, Smith said that Baker faces 4 to 12 years in prison at her sentencing on September 25th.
49-year-old Hasaan Coston of Binghamton was found guilty in Broome County Court on 3 felony drug possession charges related to two separate raids by members of Broome County's Special Investigations Unit Task Force. Officers executed the 1st search warrant on July 29, 2021, and recovered cocaine, crack cocaine, $1200 cash and drug paraphernalia, at the 2nd search on August 4, 2022, in Endicott, officers seized more cocaine, crack cocaine and $1260 cash, Coston could face over 25 years in jail upon sentencing later this year.
Delaware County Sheriff’s Deputies, State Police and the Village of Delhi Police Department, responded May 14th to a report of a Physical Domestic in Progress in the Town of Meredith. 35-year-old James Twito of Meredith, allegedly engaged another person in a physical domestic dispute where he is accused of obstructing the breathing of the victim, he was charged with Unlawful Imprisonment, Criminal Obstruction of Breathing, 3rd degree Assault & Criminal Mischief , Twito was arraigned in the Town of Delhi Court where he was remanded to the Delaware County Jail on $5,000 cash or $10,000 in secured bond.
The New York Farm Bureau announced support today for Governor Hochul's request to the federal government to expedite work visas for migrants who have been properly processed and who want to work on farms in New York State. There is a lengthy tradition of migrant workers on New York State farms, Farm Bureau officials stated that the State Department of Agriculture and Markets along with Cornell's Agricultural Workforce Development program are working to rectify the situation, the latest action would just be a temporary one and Washington officials must act to come up with a permanent solution to all angles of the immigration issue.
The State Department of Health today issued updated advisories for the consumption of fish from waterbodies in the State. The most notable update this year is the release of a new Catskill Region advisory, which includes the Cannonsville & Pepacton reservoirs in Delaware County, The Advisory is for a “Sensitive population”, which includes people who may bear children and children under 15; the fish in question include rainbow, brook & brown trout. Otsego County Sheriff's Office aarested 28 year old Joseph Spataro of Otego following a welfare check investigation in the Town of Oneonta. Spataro was chargeedd with Criminal Possession of a Controlled Substance, DWI, Unlicensed Operator, Driving While Ability Impaired by Drugs & Aggravated Unlicensed Operation of a mtoro vehicle, Spataro is accused of operating a motor vehicle while impaired and in possession of drugs, he was issued an appearance ticket for the Oneonta Town Court on a later date.

The Otsego County Sheriff’s Office arrested 48 year old Richard Sherman of Guilford following a motor vehicle accident on State Highway 51 in the Town of Morris. Sherman was arrested for Driving While Intoxicated , Speed not reasonable and prudent, Failure to Keep Right among other charges, Sherman will appear in Town of Morris Court on May 22, 2023 at 3:00pm.
State Police in Troop C Headquarters are hosting child safety seat checks on June 5 and June 7 from 3:00 to 8:00 PM. Appointments are not necessary but are preferred. Please schedule an appointment or leave a message with Troop C Traffic at (607)561-7604.
SUNY Oneonta held their 134th commencement ceremonies Saturday. The class of 2023 was honored with three separate graduation ceremonies at the Dewar Arena in the Alumni Field House. Also, Over 250 students participated in the 91st commencement ceremonies at Hartwick College Saturday morning.

The Norwich City Police Department and Norwich Fire Department responded to a residence in the City of Norwich where 4 victims of an apparent drug overdose were located. One victim was found outside the residence unconscious and the two others were found unconscious inside. The fourth victim was found deceased inside the residence. The City Police Department wants to make everyone aware of the possibility of an unusual type of narcotic being sold, laced with something that could have irreversible effects on the person using it. Anyone with information on the source of the illegal narcotics, should call the Norwich Police T.I.P.S line on 607-334-8477.
"AK" McEwan Lomnicki has been released from a Syracuse hospital & has returned home to Sidney. McEwan Lomnicki was struck by a vehicle while walking home from School on February 15th, 31 year old Courtni Baker of Sidney was charged with Aggravated DWI, & numerous other charges for the incident. The 14 year Sidney Basketball enthusiast has a long recovery ahead of her & she expressed gratitude for the community support following the incident, AK's Father, Rich Lomnicki told WCDO News that she still requires rest at home and it is unknown when she can return to Sidney Middle School.
State Police & The Governor's Office announced that More than 50 school districts across the state received 'swatting' threats today including in Central New York, Long Island, the Southern Tier and the North Country. "Swatting threats are false and are intended to cause panic, the State Police will investigate all of the threats and work closely with all levels of law enforcement to identify the perpetrators & prosecute them.
30 year old Robert Grice of Deposit, appeared in the Deposit Town Court on Monday and pleaded guilty to Criminal Obstruction of Breathing. Grice allegedly put his hands around the throat of a 22-year-old female victim during the course of a domestic dispute. The Court imposed over $650 in fines & fees, Grice was also required to provide a sample of his DNA for inclusion in the State DNA databank, the Court also issued a 1-year full stay away order of protection mandating, he was also sentenced to a one-year conditional discharge, if he violates the terms, he is subject to being re-sentenced to 364 days incarceration.
The Broome County Sheriff's Office announced that A routine traffic stop in Binghamton led to an arrest on an outstanding warrant for aggravated harassment charges on Sunday. Deputies observed a parked car at a gas Station and identified the driver as 26 year old Jesse Roberts who was wanted for aggravated harassment for allegedly sending threatening messages to a woman and was taken into custody. Roberts had been driving with an open container of alcohol and six open license suspensions for failing to appear in court for traffic tickets, he faces a number of additional charges and was taken to the Broome County Correction Facility for arraignment.

State Police responded Friday to a fatal motor vehicle crash a the intersection of State Route 51 and Flatiron Road in the Town of Butternuts. The investigation determined that a vehicle was traveling north on State Route 8 in the Town of Guilford when a Chenango County Sheriff’s Deputy attempted a traffic stop, the driver of the vehicle failed to comply, continuing into the Otsego County Town of Butternuts, where the driver left the roadway and crashed into several trees. The driver of the vehicle was 17 year old Christian Enrico and a passenger, 16 year old Liam Pakonis both of Wayne, New Jersey were pronounced deceased at the scene. The Office of the New York State Attorney General responded to the scene and is handling the investigation.

In September of 2021, Flora broke into a residence on Beaver Lake Road and stole personal property of the owner, he faces 3 1/2 years in Jail when sentenced on June 30th.
The Binghamton Rumble Ponies “Meet the Ponies” dinner will be held tonight at the Downtown Holiday Inn in Binghamton. The Rumble Ponies open the 2023 season on the road against the Portland Sea Dogs on Thursday April 6th, with the home opener on Tuesday, April 11th against the Somerset Patriots at 6:35 PM.

The Broome County Special Investigations Unit Task Force seized Fentanyl and crack cocaine after they executed a search warrant at 15 Carlton Street Tuesday. Police charged Christopher Fox of Binghamton with 3 counts of Criminal possession of a controlled substance and Criminally Using Drug Paraphernalia, they seized 36.6 grams of Fentanyl, approximately 1.4 grams of crack cocaine, drug packaging materials, and $2,288 of suspected drug proceeds . Fox faces court action shortly.
The Otsego County Sheriff’s Office arrested a juvenile following an incident Monday that occurred in an Otsego County school. The investigation revealed that the juvenile subjected another student to unwanted physical contact in a bathroom at the school. Due to their age, the defendant was issued an Appearance Ticket returnable to the Otsego County Probation Department. The unidentified student was charged with Unlawful Imprisonment, Obstruction of Breathing & Forcible Touching
The State Department of Labor announced that the number of private sector jobs in New York State increased over the month by 23,600, or 0.3%, to 8,238,000 in January. New York State's seasonally adjusted unemployment rate increased from 4.1% to 4.2% in January, the State's labor force participation rate increased slightly to 60.5% in January.
A Ground Breaking Ceremony will be held for the new "ACHIEVE" site, tomorrow at 1:00PM at the new 96 East Main Street Location. ACHIEVE is undertaking a major renovation of the former CWS Packaging building.
The Gus Macker 3-on-3 Basketball Tournament in Norwich will be back this summer July 8th and 9th in the parking lot at the Norwich High School and Middle School. Organizer Tom Revoir said that they are hoping to approach pre-pandemic numbers for teams participating this year:

Delaware County Sheriff's Office arrested 35 year old Michael Catapano of Oneonta for DWI, following the report of an accident Sunday on State Highway 28, near Frank Slawson Road in the Town of Franklin. Deputies observed a vehicle that had left the roadway and came to rest in the Ditch. Deputies charged Michael Catapano with DWI, Driving with a BAC greater than 0.08%, Failure to keep Right, Catapano was released on uniform traffic summons returnable to the Town of Franklin Court.
State Police were called to the Oneonta Walmart for a report of a larceny in progress. 38 year old Joseph Murray of Rome allegedly took items from the store without paying and loaded them into a truck, Police determined that 33 year old John Grass of Rome was still in the store taking more items. Grass provided Troopers with a false name, and it was found that he had a warrant out of the Oneida County Sheriff’s Office. Murray and Grass were both charged with Grand Larceny, Grass was also charged with Obstruction of Governmental Administration 2nd degree and False Personation, he was turned over to the Oneida County Sheriff’s Office. Murray and Grass were both given appearance tickets and are due to appear in the town of Oneonta Court on March 21, 2023.

The Office announced that Dart was wanted on warrants, 6 separate tips came in within 2 hours of the announcement & Dart was located and taken into custody.

Nicholas & Terry DeCutler were arraigned in Otsego County Court Monday on 2nd degree Murder charges. The Brothers are accused of fatally stabbing 24 year old Kaleb O'Neill in an alleyway at Dietz Street in Oneonta on Memorial Day. The DeCutler's were being held on Bail in the Otsego County Jail pending a court appearance on September 19th.
Delaware County Sheriff's deputies arrested Melanie Moore of New Jersey for failing to stop at a stop sign on Townsend Street in Walton. Moore's driving privileges had been suspended, she was charged with Failing to Stop at a Stop Sign and Aggravated Unlicensed Operator of a Motor Vehicle, she faces court action at a later date.
The Delaware County Fair had a successful 1st day Monday at the Fairgrounds in Walton, Spokesman Jason Craig said that the rides on the midway are ready to go today:

Governor Kathy Hochul announced that all SNAP households will receive the maximum allowable level of food benefits for the month of August. the additional allotment will result in a $234 million to eligible families, households already near or at the maximum benefit level will receive an additional payment of $95 this month.
Norwich Middle School Principal Michelle Osterhoudt, has accepted the position of Superintendent of the Margaretville School District. Osterhoudt, of Oneonta will take over as the Margaretville Superintendent for the start of the new school year, she had served in the Norwich district for several years, she also served on the Oneonta Common Council and served various capacities for the Oneonta NAACP.

The watch now includes all of the counties south of the Mohawk River Valley, & excludes those in the Adirondacks, Eastern Great Lakes, Westchester County & New York City. DEC Officials are encouraging residents in affected counties, particularly those dependent on private groundwater wells, to conserve water whenever possible during the coming weeks. No mandatory restrictions are in place under a state drought watch.

Troopers responded to East Windsor Road for a welfare check, Trooper Becky Seager was shot in the hip, which was followed by a 19-hour manhunt, Johnson was found the next day at State Route 79 near the Susquehanna River in the town of Colesville.
Delaware County Sheriff's office have arrested 47 year old James Amato of Colchester, back on July 12th, Deputies responded to a trespass in progress, where Amato is accused of entering a gated property after being told he was not allowed there. On August 10th, Deputies arrested Amato for Criminal Mischief & Criminal Trespass, he is scheduled to appear in the Town of Andes Court on a later date.

Chenango County Sheriff's Office responded to a fatal 2-car motor vehicle accident on County Road 36 in the Town of Guilford Monday. Investigators reported that 22-year-old Dominique Brissett of Walkill was traveling north bound on County Road 36 and collided with an SUV operated by 23-year-old Rachel Feyh of Sidney. Brissett was pronounced dead on the scene, Feyh was air lifted by Life Net to SUNY Upstate Medical in Syracuse, where she was listed in critical but stable condition. The investigation into the cause of the motor vehicle accident is still ongoing.
The state has made progress in making high-speed connections available to New Yorkers, ranking 2nd in the U.S. in the percentage of the population with broadband available in their neighborhood, but more than one million, or 13.8%, of households do not have access or a subscription to home broadband services, according to a report released today by State Comptroller Tom DiNapoli. The report finds that predominantly rural areas remain underserved by broadband infrastructure, approximately 1 in 3 New York households with income less than $20,000 lacked access to broadband at home. Starting tomorrow, middle-income renters previously ineligible for assistance can begin applying for funding through the Emergency Rental Assistance Program, also Governor Hochul announced that over $1 billion in Excluded Workers Program funds have been approved for distribution to date. The State Department of Health today announced that New York State's youth smoking rate has reached an all-time low. As of 2020, less than 3% of high school students smoke cigarettes, down from 27.1% in 2000. The State Department of Health today announced that New York State's youth smoking rate has reached an all-time low. As of 2020, less than 3% of high school students smoke cigarettes, down from 27.1% in 2000. The Youth Tobacco Survey found that youth tobacco use was down across all tobacco product categories, including a drop in e-cigarette use for the first time. State Police responded to a crash between a motorcycle and vehicle on Conklin Road/ State Route 7 in the town of Conklin. The operator of the motorcycle was pronounced deceased on scene, he has been identified as 21 year old Tristan Thor of Vestal. The investigation indicates that 44 year old Seth Delvillano of Binghamton was traveling north on Conklin Road when he crossed over into the southbound lane and struck the motorcycle head-on, the investigation is on-going.
Otsego County Department of Health reported 33 new cases of COVID-19 on Thursday, the highest number of cases reported since March. There have been 2 deaths this week from COVID-19. The County reported 93 active cases, with 4 hospitalized, the Delta variant is suspected in more than 95% of the current cases. Otsego County remains at a HIGH level of community transmission, the CDC & Otsego County Department of Health recommend everyone wear a mask indoors in public. State ethics regulators have asked State Attorney General Letitia James to investigate who may have illegally leaked information about a closed-door vote to Governor Cuomo’s office in 2019. The Joint Commission on Public Ethics, or JCOPE, voted to refer the matter to Attorney General James for a criminal investigation, if she accepts the referral, they would attempt to figure out who provided Cuomo's office with legally protected information from the ethics panel regarding a complaint against Cuomo's former top aide, Joseph Percoco.

The supply of Vaccines coming from the federal government has been consistently around 250,000 a week to New York State over the last few weeks; Governor Cuomo said that those who received their first dose will get their second dose:

The State tested over 219,000 people Sunday with 12,008 positive tests, which was about 5.5% of all tested. Hospitalization went back up slightly to 8730, ICU Patients went up slightly to 1522 and the number on Ventilators went back up to 1005, there were 161 COVID deaths Sunday.
Delaware County Public Health held its’ first COVID-19 vaccine clinic last Thursday, vaccinating people from group 1B. People who received the first dose of vaccine must return to same location to receive the second dose. Employers in Delaware County seeking COVID-19 vaccinations for their staff that are listed in Phase 1B can email their contact information to Delaware County Public Health at dcph@co.delaware.ny.us.

The Sidney central School district was notified that 2 6th grade students have tested positive for COVID-19. The last time the students were on campus was Tuesday, January 19th. The Delaware County Health Department has conducted an investigation and the contact tracing has been completed. There will be no change to the instructional model.
SUNY Chancellor Jim Malatras joined SUNY Oneonta Acting President Dennis Craig Sunday to reopen campus for the spring semester. On Sunday, students moved back to campus housing for pre-semester COVID testing and quarantining before the Spring Semester start date of in-person classes of February 1st. The SUNY system has announced it will be increasing the frequency of mandatory COVID-19 testing at schools. All students, staff, and faculty who frequent the campuses will be tested weekly for the start of the semester, prior to the start of in-person classes, there will be mandatory mask-wearing & there will be no Spring Break this semester.

Governor Cuomo held a COVID 19 briefing today in Albany, he said that the Hospitals need extra help in ramping up the vaccinations of 1A & 1B workers, starting Monday, they will get that help:

The Governor said that there were over 243,000 COVID tests administered Thursday, with over 18,700 positives, 8500 hospitalizations, over 1400 in an ICU & 912 on ventilators, there were 161 deaths Thursday from the virus.
Chenango County Public Health reported 7 news deaths form COVID-19 Thursday, bringing their death toll to 28, they had 36 new cases reported, bringing the total number of cases to 1393. Chenango County has 190 total cases, 15 are hospitalized, and 452 are quarantined.
The Broome County Health Department continues to see an increase in COVID 19 cases, with more than 1100 new cases since start of the New Year. They are up to 9090 cases and 189 deaths from the virus, 58 of the deaths have come since the end of November. The county has had over 7400 recoveries and they are monitoring over 220 people.
Bainbridge Guilford School Superintendent Tim Ryan is holding a Zoom Meeting with parents today, regarding how the school district is dealing with the uptick in Chenango County COVID cases, he told WCDO News that their hybrid model seems to be working well:

Hospital staffs are in the first phase for getting the COVID 19 vaccines.
A new session of Congress is underway but the seat for the New York 22nd District in the House of Representatives remains empty. Oswego County Supreme Court Justice Scott DelConte continues to review challenged ballots, the most recent tally had Republican Claudia Tenney with a slim lead over incumbent Democrat Anthony Brindisi, there will be no Representative in the 22nd district until Judge DelConte renders a final decision on the disputed ballots.
State Comptroller Tom DiNapoli is urging New Yorkers to read the fine print for details about fees and expiration dates, and to spend the gift cards in a timely fashion. If gift cards expire, the money would get turned over to the Office of Unclaimed Funds. New Yorkers should visit osc.state.ny.us to see if they are owed money from unused Gift cards or for other reasons. The state currently has 16 Billion Dollars in unclaimed funds.

Governor Cuomo released statistics regarding Wednesday's statewide COVID 19 tests; over 238,000 tests were conducted with over 17,600 positive, which was 7.39% of all tested, there were 8,548 Patient Hospitalizations Statewide with 1,424 Patients in the ICU; & 859 Intubated on ventilators, 197 COVID-19 Deaths were reported Wednesday.
The Sidney Central School District reported 2 new COVID 19 cases, they report 2 middle school students are presumed positive, they have not been on campus since Monday, January 4th. The Delaware County Health officials have conducted an investigation and the contact tracing has been completed. There will be no change to the instructional model at this time.

Otsego County Department of Health reported 25 new cases of COVID Thursday, they have 16 hospitalized and there were 2 more deaths, bringing the County total to 20.
