Chenango County District Attorney Joe McBride announced today that more charges have been filed against James Brower & Tobias Rundstrom-Wooding, in connection with the rape & murder of 11 year Old Jacelyn O'Connor on July 30th in Norwich. Brower faced court action this afternoon in Norwich, the 2 men were charged initially with 1st degree Murder, and now felony "While acting in concert" in connection with the girls death. Both men are being held without bail pending additional court action.
Delaware County Sheriff's Office Investigators arrested 30-year-old Scott Hanrahan of Deposit, 29-year-old Justin Crandall of Sidney, and 27-year-old John Bolster of Hancock, for promoting contraband within the Delaware County Correctional Facility. All 3 are incarcerated at the County Jail on unrelated charges, they are accused of possessing prescription medication prescribed to another inmate, they were charged with 1 count each of Promoting Prison Contraband, they face arraignment on the new charges in the Town of Delhi Court at a later time.
Delaware County has a rapidly growing aging population, with an increasing number of young adults leaving the region, which is causing problems for the Delaware County Office for the Aging to take care of elderly clients. Office Director Wayne Shepard explains:

State DOT reported that I-88 eastbound between exits 10 & 12 was closed due to a bus fire, which was reported just before 6:00 AM this morning. The section of the highway remained closed for several hours while crews worked at the scene. I-88 was back open to traffic by 12:15 this afternoon. The investigation into the cause of the bus fire is continuing.
Governor Cuomo announced today that $1.6 million has been awarded to 3 emergency food relief organizations in the Southern Tier through the Hunger Prevention and Nutrition Assistance Program, administered by the Department of Health. Agencies receiving these awards are required to devote a portion of the funding to food identified as helpful in the prevention of chronic diseases, such as diabetes and obesity. Locally, funding was awarded to the Broome County Council of Churches, they received $100,000 & Delaware Opportunities received $149,315
Former Republican State Senate leader Dean Skelos is asking for a new trial, after former Democratic Assembly Speaker Sheldon Silver was granted a new trial. Both men were convicted of using their powerful political positions for personal gain. Skelos was convicted on charges of extortion, Bribery & Conspiracy in 2015, for using his position as leader of the State Senate, to get his son a no show job for a 6 figure salary, A US Supreme Court ruling recently reversed Silver's conviction, by weakening the definition for corruption by public servants.
The Electoral Action Working Group of Delaware County Solidarity has organized a community forum Saturday, August 26th from 4:00 to 7:00 PM in the Community Room, The United Ministry of Delhi at 1 Church Street. Candidates who have officially announced their run for the 19th congressional seat will participate, including Jeff Beals, Steven Brisee, Dave Clegg, Antonio Delgado, Brian Flynn, Gareth Rhodes, Pat Ryan and Sue Sullivan. State DEC Officials announced that a 2nd alligator spotted in Whitney Point has been captured. The DEC wildlife staff were able to mobilize and capture the alligator at around 2:45 yesterday afternoon. The Alligator is being transported to Animal Adventure Park in Harpursville.
Governor Cuomo announced a program to provide no-cost or lower-cost naloxone at pharmacies across New York. Beginning tomorrow, individuals with prescription health insurance coverage, including Medicaid and Medicare, will receive up to $40 in co-payment assistance, Uninsured individuals and individuals without prescription coverage will still be able to receive naloxone at no cost through a network of registered opioid overdose prevention programs. The weekend will continue with a pancake breakfast Saturday morning, Soccer & Field Hockey games at Alumni Field Saturday afternoon, a Social at the Elks lodge Saturday night, and a memorials service & luncheon Sunday.
The state appeals court on Thursday overturned the former Assembly Speaker Sheldon Silver's 2015 corruption conviction for pocketing $4 million in kickbacks from a cancer researcher and real estate developers. Silver was sentenced to 12 years in prison last year, he appealed after the Supreme Court narrowed the definition of "official act" for the purposes of proving corruption cases. Silver was convicted on 2 counts each of mail fraud, wire fraud, extortion and 1 count of monetary transactions involving crime proceeds.
13 people were rescued from a ravine after floodwaters trapped hikers, swimmers and picnickers along the Canajoharie Creek last night. Rescuers from State Police, local Fire Agencies, responded, and there were no injuries reported. Rescuers had to use various equipment and ropes to pull some of the people up a 120-foot-high cliff in the gorge; the operation took about 8 hours to complete.
Another Democrat has thrown his hat into the ring for the 2018 election for the 22nd Congressional District seat. Heath Phillips of Cincinnatus, made the announcement to challenge fellow Democrat Anthony Brindisi of Utica, for the seat occupied by Republican Claudia Tenney, who was only elected to the seat last November.
State Police are looking for 16-year-old Khailee Stoughton of Laurens; she was last seen leaving her home on June 19th. She is described as a Black Female; 5' 4" tall and medium build. She has long brown hair and brown eyes. She has been traveling between Albany and the Laurens/Morris/Oneonta areas, anyone with information is asked to call State Police at 432-3211.

This legislation solidifies the status of industrial hemp as an agricultural commodity under New York Agriculture and Markets Law and creates an industrial hemp-working group to advise the State on research and policies concerning the crop. The Governor announced up to $10 million in grant funding would be available through 2 initiatives to advance industrial hemp research and economic development opportunities.
The Bainbridge-Guilford Central School will hold a Board of Education Meeting today in the Guilford Cafeteria. The annual Re-Organization Agenda meeting will start at 6:30 PM.
The Unadilla Summer Concert series officials announced that, due to heavy rain in the forecast, tonight's concert has been moved indoors. The Concert will be held indoors at the Unadilla Community Center at 246 Main Street, starting at 6:30 PM.

Delaware County Sheriff’s Deputies arrested 36-year-old Dean Martin of Walton, on 1 count each of 3rd degree Assault & Menacing, after an investigation of a domestic incident in the town of Walton Saturday. Martin is accused of threatening an individual with a knife, & causing a physical injury with his fist. Martin was remanded to the Delaware County Jail on $2,500 bail or $5,000 in bond, pending future court action in the Town of Walton Court.
Applications are now being accepted for the operation of custom craft beverage production centers to provide space and equipment to those looking to produce beer, wine, or cider for home consumption. The State Liquor Authority will provide new licenses to facilitate the production, to both current craft manufacturers looking to expand or businesses seeking to open a stand-alone custom homemade craft beverage production center. Governor Cuomo signed legislation last year, creating the new license authorizing the creation of custom craft production centers where craft beverage amateur brewers and cider makers can utilize the expertise, space and equipment of existing facilities to produce craft beverages for personal consumption. In addition, more than $125,500 in civil penalties have been assessed against employers in violation of prevailing wage law and 14 individuals or business entities have been debarred since the beginning of the year. Locally, 76 Southern Tier area workers were awarded over $168,000 in back wages through this effort.
The Cancer Services Program of Delaware, Otsego and Schoharie will offer free health screenings to women 40 or older that are uninsured or underinsured, in partnership with Bassett Healthcare. The screenings will be offered at Tri-Town Regional Hospital in Sidney on Monday, June 19th from 8:30am to 3:00pm. Appointments can be made at 888-345-0225 for your appointment
State Police responded Friday to a report of a 1-vehicle rollover fatal accident on State Highway 17 in the Town of Sanford. The investigation revealed that the operator of an Econoline van fell asleep at the wheel, the vehicle drifted off the road and overturned multiple times before coming to rest. 5 of the 7 occupants were transported to Wilson and Lourdes Hospitals to be evaluated for non-life threatening injuries, however, 1 Passenger; 70 year old Dennis Pitts of Rochester, was transported to Wilson Memorial Hospital, he was pronounced deceased. The investigation is continuing.
A Delaware County Grand Jury handed down Sealed Indictments last Thursday regarding the illegal sale of prescription drugs. Sheriff's Office Investigators arrested 49-year-old Louis Aulicino of Franklin, for 3 counts of Criminal Sale of a Controlled Substance, for allegedly selling Morphine and Oxycodone from his residence between early November 2016, and late January of this year. Sheriff’s Investigators also arrested 46 year old Richard Mattice, of Delhi, on 3 counts of Criminal Sale of a Controlled Substance, for allegedly selling Hydrocodone in the Village of Delhi between July, 2016, and late January of this year.
Norwich Police unveiled 20 new officer body cameras to increase transparency and accountability while improving relationships between law enforcement and the community. Officers began utilizing the body cameras on patrol and in the field earlier this year. The cameras are always on and rolling footage, the officer maintains control over when the camera starts to record and save footage. Funding for the equipment was secured through a $50,000 Public Protection Grant by State Senator Fred Akshar in the State Budget.
Lieutenant Governor Kathy Hochul will make several stops in Cooperstown today. Hochul Discusses New York State Agriculture at North East Association of State Departments of Agriculture Conference at the Otesaga Hotel celebrates the 78th Birthday of Baseball Hall of Fame & visits the Fenimore Art Museum this afternoon.
