The Otsego County Health Department has reported that the Oneonta School district has 6 cases of Pertussis, also know as Whooping cough. Parents of students at the Oneonta School have been notified, Pertussis is highly contagious & is usually accompanied by fever, a runny nose & a harsh cough.
Oneonta Police arrested A Milford man for 2nd degree Assault, criminal possession of a weapon & criminal Tampering. 23-year-old Michael VanDeusen was charged following a fight in Oneonta on November 18th, where an unidentified man from Mount Vision suffered a non-life threatening stab wound. VanDeusen was arraigned; he faces action in Oneonta City Court in January.
The Afton Central School District has appointed Timothy McNamara as the new Superintendent of Schools. McNamara has accepted the position; the Afton School board is expected to act on McNamara's appointment at their meeting this evening.
Governor Cuomo announced nearly $6.5 million in grants to 55 state-approved anti-sexual assault crisis and prevention programs operated by hospitals, non-profit organizations and governmental agencies statewide. The grants will help fund local crisis hotlines and direct services for sexual assault victims, such as crisis counseling, advocacy and trauma therapy, and support prevention and education in schools, on college campuses and in communities. Resorts World Catskills announced that the new casino in Monticello is expecting to add 1400 jobs once they are open for business. The company is holding job fairs in Sullivan & Orange Counties, the casino is one several new casino's opening in the Upstate Counties, after the state amended their laws to allow for the casino's to open.
NY State of Health announced enrollment in Qualified Health Plans and the Essential Plan have reached nearly 900,000, outpacing last year by 13%. Open Enrollment in a Qualified Health Plans continues through January 31st, but consumers need to enroll by December 15th, 2017 for coverage beginning January 1st, 2018. Environmental Advocates of New York released an update to its 2016 report Tapped Out: New York's Clean Water in Peril. The new analysis published by the DEC as required by the Sewage Pollution Right to Know Act, shows that from May 2013 to July 2017, a total of 10,687 overflows were reported, translating into over 3.8 billion gallons of sewage being discharged into waterways. Statistics indicates more work is needed to help municipalities fully comply with the Act and more funding is needed for municipalities to address aging infrastructure.
Governor Cuomo today announced $2 million is available through round 3 of the Climate Resilient Farming grant program to help farms reduce their operational impact on the environment and better prepare for, and recover quickly from severe weather events. $2.9 million has been provided to 37 farms across the State to implement critical projects that reduce greenhouse gas emissions, promote energy savings, mitigate water and soil quality concerns, and increase on-farm resiliency to climate change. The Request for Proposals for the grant program is located under Funding Opportunities at agriculture.ny.gov; Proposals are due by February 26, 2018.

The Broome County Emergency Services Dispatch Center received a report late yesterday afternoon of a possible drowning in the Susquehanna River in the Town of Colesville. Emergency responders were met by a fisherman who took them by boat, to 56 year old Joseph Kapral of Albion, who was not breathing. Efforts to revive Kapral were unsuccessful and he was pronounced dead at the scene. The investigation revealed that Kapral suffered a heart attack which contributed to his drowning, the death has been ruled as an accidental drowning.
State DEC officials announced that they are now investigating a 3rd alligator sighting in the Whitney Point Area, following the posting of a video from a kayaker in recent days. 2 previous alligators were reported & were captured, they were turned over to Animal Adventure Park in Harpursville.
The State Department of Health today announced a new set of regulations that will for the state's Medical Marijuana Program. The new regulations will allow for the sale of additional medical marijuana products and the addition of new courses that will allow prospective practitioners to complete their training in a shorter amount of time. There were 26,561 certified patients and 1,155 registered practitioners participating in the program. More information is available at health.ny.gov/regulations/medical_marijuana/.
State and federal crash Statistics have been released of the Counties in New York State with the highest motor vehicle crashes based on fatalities per 100,000 people. The National Highway Traffic Safety Administration found that Seneca County had the worst numbers, followed by Greene County, Delaware County, Sullivan County & Wyoming County.
New York has received $50.2 million in tax revenues from the 3 newest casinos so far, which is lower than original projections, which the State Gaming Commission that oversees the casinos, attributes to unfinished expansion & construction. Tioga Downs Casino in Nichols sent $13.3 million in taxes through the end of June, but they expect to send more when a new hotel opens up at the site in November. The Rivers Casino & Resort in Schenectady opened in February, gross revenues were $56.8 million through June 30th; they expect 4 times that amount by 2019. The Del Lago Resort & Casino near Rochester, reported $63.1 million in gross revenues in their first 5 months, about 42% less than their projections. 80% percent of the taxes collected from casinos will go to education and property tax relief; 10% to the host municipalities while the last 10% goes to the counties surrounding the casino, according to the state law that allowed for them to open.

Chenango County Sheriff's department arrested 38 year old Mandy Martinez of the Bronx on an active Bench Warrant. Martinez was wanted by the Town of Norwich Court for failing to appear on in court to answer to a Petty Larceny charge from 2014, she was taken into custody & was arraigned & remanded to the Chenango County Jail on $500 cash bail. Martinez had returned to Norwich following the murder of her daughter, 11 year old Jacelyn O'Connor, and the arrest of 2 men for that murder.
The Binghamton Aeros are hosting their 32nd Annual Festival of Giants R/C Air Show. The 4 day event is being held at the Chenango Bridge Airport, & will support the CHOW program, with Cash or non-perishable food item donations requested for admission. more information is available at binghamtonaeros.wildapricot.org, or at 648-9314.

Chenango County District Attorney Joe McBride announced today that more charges have been filed against James Brower & Tobias Rundstrom-Wooding, in connection with the rape & murder of 11 year Old Jacelyn O'Connor on July 30th in Norwich. Brower faced court action this afternoon in Norwich, the 2 men were charged initially with 1st degree Murder, and now felony "While acting in concert" in connection with the girls death. Both men are being held without bail pending additional court action.
Delaware County Sheriff's Office Investigators arrested 30-year-old Scott Hanrahan of Deposit, 29-year-old Justin Crandall of Sidney, and 27-year-old John Bolster of Hancock, for promoting contraband within the Delaware County Correctional Facility. All 3 are incarcerated at the County Jail on unrelated charges, they are accused of possessing prescription medication prescribed to another inmate, they were charged with 1 count each of Promoting Prison Contraband, they face arraignment on the new charges in the Town of Delhi Court at a later time.
Delaware County has a rapidly growing aging population, with an increasing number of young adults leaving the region, which is causing problems for the Delaware County Office for the Aging to take care of elderly clients. Office Director Wayne Shepard explains:

State DOT reported that I-88 eastbound between exits 10 & 12 was closed due to a bus fire, which was reported just before 6:00 AM this morning. The section of the highway remained closed for several hours while crews worked at the scene. I-88 was back open to traffic by 12:15 this afternoon. The investigation into the cause of the bus fire is continuing.

Agencies receiving these awards are required to devote a portion of the funding to food identified as helpful in the prevention of chronic diseases, such as diabetes and obesity. Locally, funding was awarded to the Broome County Council of Churches, they received $100,000 & Delaware Opportunities received $149,315
Former Republican State Senate leader Dean Skelos is asking for a new trial, after former Democratic Assembly Speaker Sheldon Silver was granted a new trial. Both men were convicted of using their powerful political positions for personal gain. Skelos was convicted on charges of extortion, Bribery & Conspiracy in 2015, for using his position as leader of the State Senate, to get his son a no show job for a 6 figure salary, A US Supreme Court ruling recently reversed Silver's conviction, by weakening the definition for corruption by public servants.
The Electoral Action Working Group of Delaware County Solidarity has organized a community forum Saturday, August 26th from 4:00 to 7:00 PM in the Community Room, The United Ministry of Delhi at 1 Church Street. Beginning tomorrow, individuals with prescription health insurance coverage, including Medicaid and Medicare, will receive up to $40 in co-payment assistance, Uninsured individuals and individuals without prescription coverage will still be able to receive naloxone at no cost through a network of registered opioid overdose prevention programs. The National Weather service has a Winter Storm Warning in effect tonight through Wednesday Night & a Blizzard warning has been posted for parts of Delaware County & neighboring Sullivan County.

Firefighters from Cooperstown & surrounding communities responded to a fire in kitchen of the Phinney House Bed & Breakfast at 14 Elm Street in Cooperstown, at 7:30 this morning. The Vrooman family escaped from their house & safely removed nearby vehicles before firefighters arrived. The fire was under control in about 90 minutes, significant smoke and water damage was reported. The Cause of the fire is under investigation.
Oneonta Police Department received a call Friday Night from a citizen in southern New York State regarding an acquaintance who was stranded in Oneonta and possibly expressing suicidal and homicidal tendencies. Officers located 35 year old Samuel Browning of Philadelphia Pennsylvania, in the area of 145 Main Street. Browning was taken into custody without incident, he was found to be in possession of a loaded .357 magnum revolver and a small quantity of marijuana, the handgun had been reported stolen from the Harrisburg, Pennsylvania. Browning was charged with Criminal possession of a firearm, Criminal possession of stolen property, And Unlawful possession of marijuana. Browning was held at the Oneonta Police Department until arraignment in the City of Oneonta Court.
The CDC and the U.S. Food and Drug Administration are investigating an outbreak of Listeria infections. 6 people infected with the outbreak strain of Listeria have been reported from 4 states since last September, all 6 were hospitalized, and 2 people from Connecticut and Vermont died. The laboratory evidence indicates that soft raw milk cheese made by Vulto Creamery of Walton is the likely source of this outbreak, as all 6 people ate various types of soft cheeses in the month before their illness started. The outbreak strain of Listeria was identified in samples taken from three intact wheels of Ouleout cheese collected from Vulto Creamery; they have now recalled all lots of several types of their soft raw milk cheeses. This investigation is ongoing.
The Oneonta city clerk's office announced that due to the impending storm, parking restrictions in the Municipal Parking lots & Parking Garage would be lifted starting at 7:00 PM tonight. Vehicles owners & operators in the city of Oneonta are reminded that vehicles cannot be parked on the streets after 2 1/2 inches of snow falls. City officials said that people could sign up for snow and parking related messages by texting the keyword "SNOWTOW" to 888777.
Governor Cuomo announced that actions are being taken to prepare and respond to the Nor'easter that will impact much of the state tonigth through Wednesday. The State Emergency Operations Center will be activated this evening & state agencies will be on heightened alert & will be ready to deploy personnel and state resources to the hardest hit areas, as needed.
Fire Fighters from many area companies responded Sunday night to a Fire at the Milford Methodist Church. The fire was called in at about 7:00 PM, the church was heavily damaged & 2 nearby buildings had minor damage. No injuries were reported, the cause of the fire is under investigation, the building is expected to be ruled as a total loss.

The Village of Sidney will receive $9.4 million to improve source water quality by developing new wells, and/or providing the existing two wells with a treatment system. Additionally, water mains with poor pressure and frequent breaks will be replaced and meters will be installed on all remaining unmetered services.
Chenango County Sheriff's Department arrested 2 Town of Greene residents for agriculture and markets law violations. Deputies arrested Martin and Mary Canny for 7 counts of failure to provide proper sustenance of farm animals and dogs, following a complaint on March 6th, the Leather Stocking Veterinary Clinic of New Berlin responded, they found numerous animals to be malnourished and recommended them to be removed from the property and offered assistance from the clinic. Martin and Mary Canny voluntarily gave up their rights to the rest of their animals, they were also taken to the Leather Stocking clinic.

The venue will host a performance by the legendary Diana Ross on July 26th, as part of her "In The Name Of Love" tour. The State Health Department announced that the UHS Senior Living at Chenango Memorial; Hospital in Norwich is in the top 20% of New York Nursing homes. The distinction was based on the 2016 Nursing Home's Quality Initiative, which evaluates the nursing homes Quality of Care & Performance. The UHS Senior Living department at Chenango Memorial Hospital in Norwich is located on the Hospitals 2nd floor & offers 75 beds.

Firefighters from Cooperstown & surrounding communities responded to a fire in kitchen of the Phinney House Bed & Breakfast at 14 Elm Street in Cooperstown, at 7:30 this morning. The Vrooman family escaped from their house & safely removed nearby vehicles before firefighters arrived. The fire was under control in about 90 minutes, significant smoke and water damage was reported. The Cause of the fire is under investigation.
Oneonta Police Department received a call Friday Night from a citizen in southern New York State regarding an acquaintance who was stranded in Oneonta and possibly expressing suicidal and homicidal tendencies. Officers located 35 year old Samuel Browning of Philadelphia Pennsylvania, in the area of 145 Main Street. Browning was taken into custody without incident, he was found to be in possession of a loaded .357 magnum revolver and a small quantity of marijuana, the handgun had been reported stolen from the Harrisburg, Pennsylvania. Browning was charged with Criminal possession of a firearm, Criminal possession of stolen property, And Unlawful possession of marijuana. Browning was held at the Oneonta Police Department until arraignment in the City of Oneonta Court.
The CDC and the U.S. Food and Drug Administration are investigating an outbreak of Listeria infections. 6 people infected with the outbreak strain of Listeria have been reported from 4 states since last September, all 6 were hospitalized, and 2 people from Connecticut and Vermont died. The laboratory evidence indicates that soft raw milk cheese made by Vulto Creamery of Walton is the likely source of this outbreak, as all 6 people ate various types of soft cheeses in the month before their illness started. The outbreak strain of Listeria was identified in samples taken from three intact wheels of Ouleout cheese collected from Vulto Creamery; they have now recalled all lots of several types of their soft raw milk cheeses. This investigation is ongoing.
The Oneonta city clerk's office announced that due to the impending storm, parking restrictions in the Municipal Parking lots & Parking Garage would be lifted starting at 7:00 PM tonight. Vehicles owners & operators in the city of Oneonta are reminded that vehicles cannot be parked on the streets after 2 1/2 inches of snow falls. Governor Cuomo announced that actions are being taken to prepare and respond to the Nor'easter that will impact much of the state tonigth through Wednesday. The State Emergency Operations Center will be activated this evening & state agencies will be on heightened alert & will be ready to deploy personnel and state resources to the hardest hit areas, as needed.
Fire Fighters from many area companies responded Sunday night to a Fire at the Milford Methodist Church. The fire was called in at about 7:00 PM, the church was heavily damaged & 2 nearby buildings had minor damage. No injuries were reported, the cause of the fire is under investigation, the building is expected to be ruled as a total loss.
