DEP Commissioner Rohit Aggarwala and Delaware County Board of Supervisors Chair Tina Molé signed an intergovernmental agreement that strengthens watershed protection while supporting the long-term vitality of our communities. A Chenango County Grand Jury indicted 21 year old Kaylub Rifanburg of Norwich for 2nd & 3rd degree criminal possession of a weapon and possession of burglar’s tools. The indictment states that on August 25, Rifanburg was stopped by Norwich Police following a report of an erratic driver, Police discovered a loaded 9mm pistol, a large-capacity magazine, and a backpack containing ski masks and a lock pick. He faces court action on the Grand Jury charges at a later date.

The Broome County Sheriff's Office and family members of a missing Vestal man are still seeking answers to help locate 69 year old Eddie Rouhana, who been missing since January 11th. Rouhana was last seen at his business, Cars-R-US, located at 1170 of Upper Front Street in the Town of Chenango. Cell phone records show his phone was last used later that same day. The Rouhana family is offering a $20,000 reward for any information that leads directly to Eddie Rouhana’s whereabouts. The State Department of Criminal Justice Services & Ithaca Police were looking for 13 year old Kalia Hobbs of Ithaca, who was considered a missing endangered child, who had not been seen since Monday Afternoon at about 2:00 PM. The alert was dropped at about 6:30 This Morning, with Hobbs considered to be safe.

State Police and local law enforcement agencies throughout the state are continuing their Thanksgiving weekend patrols to target impaired and reckless driving, drivers using electronic devices, and a special emphasis on abiding the state's Move Over Law, through this Sunday.

Chenango County Board of Supervisors passed the 2026 county budget this week, the $121.4 million budget spending plan represents almost a 7% increase of last year, but the budget was still under the State's tax levy increase cap.

Area Chambers of Commerce remind shoppers that that Saturday is Small Business Saturday, to encourage people to support local small businesses. The day promotes shopping locally to boost the local economies, create jobs, and support the unique character of municipalities.

Several area fire departments responded to the report of a structure fire at Bordinger's Welding & Fabricating at 336 Winney Hill Road. The fire was reported at about 12:15 this afternoon, and people were able to escape the blaze. WCDO will have more information as it becomes available.

State Police & local Law Enforcement agencies responded today to a host of accidents related to the slippery roads in all of the local counties. Police agencies are reminding motorists to drive slowly now that wintry conditions have returned to the region.

The Hartwick College Board of Trustees announced that Laurel Bongiorno, will be the College's 13th president, she talked about the opportunity:

The Otsego County Sheriff’s announces the arrest of 31 year old Marcus Borggreen & 26 year old Destiny Grant both of Mt. Upton, following a trespass complaint in the Town of Westford. Deputies were dispatched to a residence for a report of 2 subjects, they were located inside the basement of the residence, and were detained and were in possession of MDMA, narcotic drugs, and several weapons. the pair are facing numerous drug & weapons charges & were transported to the Sheriff’s Office and were turned over to the Jail to be held for Arraignment.

Governor Hochul announced that the last statewide Free Fishing Day of 2025 will be today, to mark Veterans Day. During Free Fishing Days, New York State waives the fishing license requirement for freshwater fishing in New York’s waters. While no license is required, all other freshwater fishing regulations remain in effect.

State Police responded to a 3 car crash on I-88 in the town of Sidney Sunday night with 2 people with injuries. At about 5:25 pm a Trooper came upon a 3 vehicle crash on I-88 east near exit 9, where a Chevrolet Malibu operated by 58 year old Ray Saddlemire of Endicott and Dodge pick up towing a camper, driven by 68 year old David Benjamin of Tennessee collided, with the Benjamin vehicle going off the roadway and it overturned, the Saddlemire vehicle was partially in the left lane when it was struck by a Honda driven by 68 year old Gerald Hawkes of Ithaca. Saddlemire & Benjamin were taken to Wilson Hospital with non-life threatening injuries, Hawkes was not injured.

State Police are investigating an incident in which a marked State Police patrol vehicle was reported stolen in the early morning hours TODAY. Troopers from the Oneonta Barracks were notified that a local repair shop had been burglarized overnight, and a State Police vehicle that had been undergoing service at the location was taken, The vehicle was later located and recovered in Rensselaer County, A person found inside the vehicle was taken into custody and is currently being interviewed by investigators. The investigation remains ongoing.

40 year old David Tyner pleaded guilty to Criminal Possession of a Controlled Substance in Broome County Court, in exchange for a sentence of 5 years in State Prison, followed by 3 years of post-release supervision. On July 31, 2024, in Binghamton, Tyner was found in possession of methamphetamine with the intent to sell, the discovery occurred after Tyner was stopped by Binghamton Police for violating Traffic Laws while operating a motorized bicycle.

Initial results are in for yesterday's elections, in The Town of Sidney Eric Wilson wins re-election for Town Supervisor, the 2 seats on the Sidney Town Board, go to Andrew Hinkley & Frank Selleck. The Sidney Town Justice winner is Jennifer Ruling. In Area Town Supervisor races, in Guilford Gilda Ward is the winner, in Unadilla George Denys wins easily, in the town of Colchester, the winner is Robert Hafele, in the town of Oneonta, the winner is William Rivera Jr.. The Cities of Norwich and Oneonta will have new Mayors, Robert Jeffery will be Norwich’s next mayor, in Oneonta the winner is Dan Butterman. In the race for Delaware County Treasurer, the winner is Carli Pinner.

State Police were dispatched to a report of a vehicle in a pond near the intersection of U.S. Route 20 and Skinner Road in the town of Richfield Springs. A passerby called 911 after observing a portion of the vehicle, Troopers located the vehicle and discovered a deceased victim inside. A preliminary investigation determined that a 39-year-old female from Richfield Springs failed to stop at a stop sign at Cole Hill Road at the intersection and continued into the pond. Members of the Underwater Recovery Team assisted on scene. The investigation is continuing.

The DCMO BOCES Board of Education reviewed a proposed capital building project plan at a recent meeting on a plan for renovation of the Robert W. Harrold Campus, the Alan Pole Campus in Norwich and the purchase of the former Masonville Elementary School to house programs for students. BOCES District Superintendent Michael Rullo told WCDO News of the main reasons for the projects:

Both the renovations and the purchase of the Masonville School site are subject to voter approval on February 3rd of next year, the BOCES buildings over more than 50 years old, with the most recent renovations approved in 2005. The projects would start in March of 2027 and conclude in 2028.

The City of Oneonta is accepting applications for a firefighter civil service exam to be held on January 10, 2026. State Police responded to I-88 in Afton for a crash involving a Department of Transportation vehicle and a pick-up truck. Troopers learned that a crew of 7 DOT workers were completing pothole repairs along the east bound lanes of I-88, an attenuator truck in the right lane warned drivers that there was roadwork ahead and that the right lane was closed, while a second attenuator truck was in the vicinity of the crew members. A Pick-up truck pulling an enclosed trailer with picnic tables crashed into rear of the second attenuator truck, The DOT worker that was operating the attenuator and the 20-year-old operator of the pick-up truck were both transported to Wilson Hospital for non-life-threatening injuries. Both eastbound lanes were closed during the removal of the vehicles. Troopers were assisted by Afton Fire, Bainbridge Fire, Sidney Ambulance.

State Police responded to South Hall of the SUNY Morrisville Campus Monday afternoon at 3:45 pm, they found a 20-year-old male, who was not a student, with a gunshot wound to the neck. The victim was transported to Upstate University Hospital in Syracuse, No other injuries were reported and a suspect has not been located, the investigation is continuing. Normal class schedules resumed this morning.

54 year old Donald Lane of Oneonta, was arrested Sunday for Sex Offender Failure to Update Change of Address following an investigation in to a sex offender failing to abide by restrictions by the State Sex Offender Registry. Lane is a level 2 sex offender, he failed to make the proper notifications regarding an address change, he also had a prior conviction of the failing to update the Sex Offender Registry, he was located in the City of Oneonta by deputies and taken in to custody following a brief foot pursuit, he was lodged him in the Otsego County Correctional Facility to Arraignment.

Norwich Police arrested 59 year old Richard Clemons of Norwich on numerous counts of Rape, promoting a sexual performance by a child, possessing a sexual performance by a child, forcible touching, endangering the welfare of a child, Tampering with physical evidence & sexual abuse. Norwich police & the Chenango County Child advocacy Center received information of a an adult performing sexual activities with a 13 year old juvenile, Clemons was taken into custody, he was arraigned and was remanded to the Chenango County Correctional Facility on $50,000 cash bail pending future court action.

60 year old Ann Affolder of Binghamton, was arrested after she struck multiple trick-or-treaters with her vehicle on Halloween in the Town of Chenango on South Morningside Drive. Deputies & 1st responders found the vehicle with an adult male still trapped underneath, 1st responders were able to successfully extricate the victim, 4 victims were injured, 3 were transported to Wilson Hospital. The investigation revealed that Affolder was backing out of a driveway when the vehicle accelerated onto the street and struck 4 people, Affolder was charged with Vehicular Assault, Driving While Ability Impaired by Drugs, & Criminal Possession of Controlled Substance for Methamphetamines, she was remanded to the Broome County Correctional Facility without bail.

State Troopers responded last Tuesday to State Highway 28 near County Highway 6 in the town of Middletown for a 2-vehicle crash. An investigation determined that an SUV driven by 36 year old Natasha Reed of Delhi crossed into on-coming traffic, into the path of an SUV driven by 57 year old Ernest Bilzer of Fleischmanns. Reed was pronounced deceased at Margaretville Hospital, Bilzer was transported to O’Connor Hospital for non-life-threatening injuries. The investigation is on-going.

Delaware County Sheriffs Office arrested 43 year old James Clark of Stamford for Promoting Prison Contraband, Last Week members of the Sheriff’s Office Criminal Investigation Division investigated a report from Corrections personnel in which an incarcerated individual was found to be in possession of medication that he had diverted.  Clark was charged with Promoting Prison Contraband, Clark was later arraigned, where bail was set at $1,000 cash and $2,000 bond on the new charge. Clark was then remanded back to the custody of the Delaware County Jail on the original charges.

Delaware County District Attorney's Office announced the indictment of 51 year old David Gensler of Delhi, for 1st degree Rape, Stalking, Unlawful imprisonment & Sexual Abuse. Gensler is accused of forcibly compelling another person to engage in sexual contact, engaging in a course of conduct with the intent to cause mental and emotional harm, restrained another person which exposed them to risk of serious physical injury and forcibly compel sexual abuse against another. The investigation is ongoing, Gensler was remanded to the Delaware County Jail without bail.

48 year old Grady Hunter of Binghamton pleaded guilty to Criminal Possession of a Weapon in Broome County Court Monday, moments before jury selection was set to begin. Hunter is already serving a 10-year state prison sentence, he will serve an additional 5-year state prison term, followed by 5 years of post-release supervision. Hunter's latest plea stems from an incident on July 19, 2024, in Johnson City after a woman reported to police that a male subject had a gun, Hunter fired a round through his ex-girlfriend’s apartment door. Hunter is scheduled to be sentenced on January 29, 2026, his other prison sentence also came from a weapons charge. The 2 state prison sentences will run consecutively, resulting in a total sentence of 15 years in state prison, followed by 10 years of post- release supervision.

Town of Sidney Board member Kevin Greene and Engineer Darius Palmer are exploring a plan to possibly turn part of the former Acco complex into an aviation college. A meeting was held Friday with local lawmakers, Economic Development experts & SUNY Delhi representatives to see if these plans could come to fruition, according to Kevin Greene:

Chenango County Health Department reported that a raccoon found along State Highway 80 between Sherburne and Columbus was tested by the Wadsworth Laboratories, and was found to have rabies. Residents and visitors in the area are advised to not pick up or handle any stray or wild animal, If your pet or livestock is behaving strangely contact your veterinarian immediately. The State Attorney General’s Office has filed a lawsuit seeking to permanently ban the owners of Royalty Tobacco in the Price Chopper Plaza on Route 7 in Oneonta from selling vape products in the state. The owners of the business; Eysa Sharhan and Anmed Mozed have previously faced charges of selling vaporized tobacco to underage customers, they shut down their businesses and reopened under new names 3 times, the state Department of Health has levied $195,000 in fines against the illegal smoke shop owners, the latest action could shut them down permanently.

The New York Supreme Court, Appellate Division, 3rd Judicial Department, has ordered a hearing on Gordon Mower Jr.'s motion to vacate his murder conviction, claiming that he received ineffective counsel when he was found guilty of killing his parents in 1996. The court found sufficient grounds to warrant a hearing on Mower's claims, the decision reverses a previous denial by the Otsego County Court. Mower was convicted of first-degree murder and was sentenced to life without parole.

The Otsego County Sheriff's Office arrested 42 year old Michael Fletcher & 36 year old Michelle Bremner, both of Westford, for numerous counts of Criminal Possession of a Controlled Substance, plus Endangering the Welfare of a Child, Criminal Use of Drug Paraphernalia & False Personation following an investigation originating from a request for a welfare check on 3 children at a residence in the Town of Westford. Deputies located the defendants inside the residence, they provided false information in an attempt to hide their true identities as they were wanted on multiple active warrants, multiple items of drug paraphernalia were in plain view, and the Otsego County Child Protective Services were contacted for the children. Fletcher & Bremner were processed, arraigned & were remanded to the Otsego County Correctional Facility to await further court proceedings. The investigation is on-going and additional charges are pending.

40 year old Jorge Cortina of Binghamton was sentenced to 8 years in State Prison, followed by 3 years of post-release supervision for his conviction of Criminal Possession of a Controlled Substance & 3 to 6 years in State Prison for his conviction of Criminal Possession of a Weapon and 364 days in the Broome County Jail for Criminally Using Drug Paraphernalia, with the sentences to run concurrently. Cortina was stopped in September 2024 in a motor vehicle in Binghamton by members of the Broome County Sheriffs Strategic Response Group, he was found to possess methamphetamine, a pistol, and a digital scale to weigh narcotics, he was found guilty of the charges in July in Broome County Court.

Delaware County Sheriff's Deputies responded to an address in Walton to execute a bench warrant issued for 47 year old Luke Lupo, for his failure to appear in Court, 3 individuals were present, Lupo, 43-year-old John Whiteside Jr, and 45-year-old Melissa Knorr. Whiteside had active charges with Colchester Police for Criminal Possession of Stolen Property, Deputies observed drug paraphernalia, they applied for & received a search warrant, they uncovered Methamphetamine. Lupo, Whiteside, and Knorr were arrested, and were charged with 3 counts of Criminal Possession of a Controlled Substance, Lupo was transported to the Delaware County Jail and held pending his arraignment, Whiteside was turned over to Colchester Police, he was held pending arraignment, Knorr was released on an appearance ticket.

The Chenango County Sheriff’s Office arrested Bryce Bauder of Norwich, following an investigation into a domestic dispute that occurred on October 19, in Norwich. Bauder was involved in a domestic dispute with a victim who had an active full stay-away order of protection against him. Chenango County Sheriff’s Office and the City of Norwich Police Department located Bauder at his residence, where he was taken into custody without incident and was charged with 2 Counts of Criminal Contempt, Aggravated Criminal Contempt, Aggravated Family Offense, Menacing, Reckless Endangerment & Burglary, he was arraigned and remanded to the Chenango County Correctional Facility on $30,000 cash bail.

The Chenango County Sheriff’s Office arrested 2 Sherburne residents on multiple drug-related charges Friday in Sherburne. Deputies observed Jessica Baum, who was known to have an active warrant inside a vehicle, with Jason Wheeler, a search of the vehicle resulted in the discovery of methamphetamine, packaging materials, and digital scales. Baum and Wheeler were charged with Criminal Possession of a Controlled Substance, Criminal Use of Drug Paraphernalia & Conspiracy, they were arraigned, Baum was released on her own recognizance and is scheduled to appear in Sherburne Village Court at a later date. Wheeler was remanded to the Chenango County Correctional Facility without bail and is also scheduled to appear in Sherburne Village Court at a later date.

State Police, State Senator Oberacker and Assemblyman Angelino will honor the memory of Trooper Jill Mattice, who made the ultimate sacrifice in the line of duty, at 10:30 AM at State Police Oneonta barracks on Oneida Street, Oneonta. State Police will announce the dedication of a portion of State Route 23 as the “Trooper Jill Mattice Highway.” Following a brief ceremony, they will proceed to the memorial site in the Town of Morris for the unveiling of the new highway sign. Trooper Mattice lost her life on January 20, 2010, when her patrol vehicle collided with a tractor-trailer on Route 23 in the Town of Morris.

Delaware County District Attorney Shawn Smith announced the arrest of 51 year old David Gensler of Delhi, for Use of a Child less than 17 Years of Age in a Sexual Performance, Disseminating Indecent Materials to Minors, Luring a Child into a Vehicle/Building to Commit a Crime, and Disseminating Indecent Materials to Minors as a Sexually Motivated Felony. A felony preliminary hearing was held in the Town of Delhi Court on Monday, Gensler was remanded to the Delaware County Correctional Facility without bail, pending action of the Grand Jury. Chenango County Sheriff’s Office arrested 36 year old Cody Borawa of Afton for Criminal Contempt and Stalking, for allegedly attempting to contact and interact with the victim through fake social media accounts despite an active full stay away Order of Protection stemming from a similar arrest in February. Borawa was released on an appearance ticket for the above charges and is to appear in the Town of Afton Court at a later date.

State Police arrested 34 year old Christopher Moynihan of Clinton for threatening to kill House Minority Leader Hakeem Jeffries. Moynihan was pardoned for his role in the January 6th 2020 insurrection in Washington, Moynihan was arrested Saturday and charged with making a terroristic threat, he was remanded to the Dutchess County Jail on $10,000 cash bail.

A Groundbreaking Ceremony will be held today for the Delaware Valley Medical Neighborhood in Walton at 2:00 PM. The project calls for an $80 million, 4-story facility featuring medical services like primary care, specialty care, physical therapy, and lab services to a single location. Construction is expected to be completed by the end of 2027.
