The Town of Oneonta has adjusted the restricted area to the public to properties close to the area around Saturday's explosion & fire at Richards Avenue in Oneonta's West End. Residents within the affected area will be allowed to secure their homes from the outside only, Town of Oneonta Code Enforcement will be on scene with NYSEG to assist residents, the Code Enforcement Office phone number is 607-432-8606. The phone number for town hall is 607-432-2900. A representative from Mobile Crises Assessment Team is at the Oneonta Town Hall today and Wednesday at starting at 10:00 AM for anyone who needs assistance, their phone number is 315-732-6228.
NYSEG is reporting over 3000 customers without power this afternoon, following the heavy wet snow over the region. Crews are working to restore power as quickly as possible. Most of the power outages were in the Middle & Eastern townships in Delaware County.
Delaware County Sheriff's Deputies responded to motor vehicle complaint in the Town of Davenport November 26th, Deputies learned that a vehicle had been stolen, damaged and return to the owner’s residence. Later that day Sheriff's Deputies located where the vehicle had been involved in a property damage accident. Deputies determined that owner 23-year-old Hector Padilla of Davenport had made a false report and was the operator of the vehicle when it was involved in the accident. Deputies charged Padilla with 2 counts of Criminal Mischief, 1 count of Obstructing Governmental Administration & 1 count of Falsely Reporting an Incident, he was issued appearance tickets for Town of Davenport Court at a later date.
The Jericho Arts Council is now looking for artists to participate in next year's Regatta Row 2024. Spokesperson Rachel Hares explains:

On Saturday at approximately 5:30 pm; The Otsego County 911 Center received multiple 911 calls reporting an explosion and residential structure fire on Richards Avenue in the Town of Oneonta. The Oneonta Fire Department and multiple mutual aid departments responded. Upon arrival, they found multiple structures with severe damage and an active structure fire. Deputies and members of various fire departments assisted residents in the immediate area with a precautionary evacuation. Once the fire was extinguished, 60 year old Desmond Moan was found deceased. A neighboring resident received medical attention for minor injuries sustained during the explosion, the initial investigation determined the cause of the fire at 18 Richards Avenue was a result of human error.
1 person has died as a result of a house fire Friday night at 72 Colfax Avenue in Binghamton, 2 dogs were also killed by the flames. Binghamton Fire fighters arrived at the scene, they found heavy flames coming from 72 Colfax spreading to 74 Colfax Ave. Firefighters removed 1 person from the house, who was transported to a nearby hospital and was pronounced dead. The cause of the fire is still under investigation.
The Unadilla Fire was dispatched to a possible structure fire in the town of Unadilla on Kilkenny Road, at about 4:15 Saturday afternoon. Additional personnel were called in from Franklin, Wells Bridge, and Sidney Fire departments, it took approximately 25 minutes to get the fire knocked down.
The Tioga County District Attorney’s Office announced that 32 year old Boyd Fenton of Athens, Pennsylvania was arraigned on a 105-count indictment for setting a fire at Tioga Downs that killed 30 horses, destroyed the barn, injured a trainer, he was indicted for arson, assault, burglary, 38 counts of criminal mischief, 30 counts of interference with or injury to domestic animals; 31 counts of overdriving, torturing and injuring animals; aggravated cruelty to animals; bail for Fenton has been set at $25,000 cash, $50,000 property and $250,000 secured bond.
Delaware County Officials are aware of a complaint filed in the Northern District of New York by The Reporter. Officials can not make any comment at this time as the matter is in pending litigation, but officials deny all claims against the County as well as any individual named as a defendant in that matter, and will vigorously defend the action. The County was sued last week by the Reporter, as they claim that the action by the Board of Supervisors to remove The Reporter as the County's official paper for the publishing of legal notices, was in retaliation for coverage of county affairs by the Reporter's staff.
Delaware County District Attorney's Office announced that 44 year old Laura Davis of Big Indian was indicted for Drugged Driving by the Delaware County Grand Jury on December 7th. The Indictment alleges that on March 3rd, Davis was driving in the Village of Walton while her ability to operate that motor vehicle was impaired by a stimulant, she was also charged with Criminal Possession of a Controlled Substance, and Possession of a Controlled Substance Outside of its Original Container.
State Senator Joseph Griffo of presented the New York State Senate Empire Awards to a few Chenango County businesses recently. Griffo announced that the awards went to Golden Artist Colors of New Berlin, Preferred Mutual Insurance Company of New Berlin, Service Pharmacy of Sherburne & The Sherburne News.

The position involves responsibility for receiving calls at the County Communications Center and dispatching law enforcement, fire and medical emergency personnel and equipment as needed, Graduation from high school or possession of a high school equivalency diploma is required, Candidates should have a clean criminal record, applications are available at otsegocounty.com/departments/personnel
Attorney General Letitia James & a coalition of 21 attorneys general, support a proposed Bureau of Alcohol, Tobacco, Firearms, and Explosives rule that would ensure more gun sales are subject to background checks. Following the passage of the Bipartisan Safer Communities Act, the ATF proposed a new regulation to clarify what it means for a person to be "engaged in the business" of dealing in firearms, and therefore required to obtain a license and run background checks when selling guns, that rule would close loopholes that allowed for the unlicensed sale of firearms, including online and at gun shows.
State Comptroller's office has completed audits of municipalities around the state, an audit of the Town of Colesville found that Officials did not always use a competitive process when purchasing goods or services and some officials were unfamiliar with the town's procurement policy requirements. In the village of Greene, officials developed a comprehensive investment program but did not effectively manage the program, they did not prepare monthly cash flow forecasts to estimate funds available for investment or monitor investments and did not formally solicit interest rate quotes or consider other legally permissible investment options.

The Cornell Law School First Amendment Clinic and Greenberg Traurig, LLP filed suit against Delaware County, its Board of Supervisors, and its County Attorney Amy Merklin on behalf of news outlet The Reporter. The Complaint alleges that County officials violated the news outlet’s rights under the 1st & 14th Amendments when they revoked The Reporter’s designation as an official county paper in retaliation for its coverage, Attorney Heather Murray comments:

This Morning, one county official, who preferred to remain anonymous, stated that as of Wednesday night, none of the County Board or County Attorney Merklen have seen the lawsuit, and that they can not comment on pending litigation.
State Police is looking for the public’s assistance in identifying the 2 men who entered the Dollar General in Marathon on October 30th & purchased a gift card worth $500, allegedly using five fraudulent $100 bills. The men left in a dark colored sedan with what appeared to be a white license plate. The males are described to both be dark skinned, the pictures are available at the State Police website, Anyone with information is asked to contact State Police at (607)561-7400.

Schunk said that General Admission tickets will be specially priced at $50 a ticket Black Friday through Cyber Monday, after that they will go back to $75 a piece, VIP Tickets are available for $175 dollars, Tickets can be found at southerntiermusicfest.com.
State Police will participate in a special traffic enforcement initiative to crack down on unsafe driving behaviors through Thanksgiving weekend. The special traffic enforcement period runs from Wednesday through Sunday, and will focus on impaired and distracted driving as well as speeding and the Move Over Law. Temporary lane closures for road and bridge construction projects on New York State highways will be suspended through 6:00 am on Monday, some work may continue behind permanent concrete barriers for emergency repairs.
The State Department of Labor released preliminary local unemployment rates for October. The State's seasonally adjusted unemployment rate increased from 4.0% in September to 4.2% in October , locally, Chenango County had 3.2%, Delaware County 3.7% and Otsego County 3.4% in October.
State Comptroller Tom DiNapoli and State Police announced the arrest of Utica City School District Superintendent Bruce Karam and the former Utica Mayor and School Board President Louis LaPolla. Karam was using school money and resources to send election mailers in support of school board candidates that he favored and who determined his contract, salary and authority. He also is accused of using school resources to send invitations for a non-school related fundraiser for a purported charity run by LaPolla. LaPolla was allegedly aware that school resources were being used on his behalf. Karam also allegedly tried to cover up his actions by attempting to persuade school district employees to lie that the resources being used for a valid purpose.

State Police Major Crimes Unit members were in southern Vermont searching an area of forest for the remains of Sara Anne Wood, about 30 miles east of Albany. Wood was abducted while riding her bicycle 30 years ago in a remote area of the Town of Frankfort, & was killed by Lewis Lent of Massachusetts, Over 80 officers from the State Police assisted in the search, which concluded on Thursday, No remains were found in the search.
Delaware County District Attorney's Office announced that 34 year old Donald Kern of Sidney, was indicted for a Hate Crime by the Delaware County Grand Jury last week. The Indictment accuses Kern of Aggravated Harassment as a Hate Crime, he is accused pf threatening and spitting on an African American female from Sidney, threatened her with violence, & used racial slurs.
State Police reported that they took 42 impaired motorists from the roadways in the month of October in Troop C. A total 28 of Driving While Intoxicated charges were administered, 4 of those were against someone who had a previous DWI conviction within the last 10 years, and 1 was for an individual who had 2 prior DWI convictions in the last 2 years, 7 were charged with Driving While Ability Impaired by Drugs.
The Broome County Corrections Academy will hold its graduation ceremony for the Class of 2023 at the Holiday Inn in Downtown Binghamton, starting at 11:30 this morning. 25 graduates will officially earn the rank of Officer, after 3 months of training, learning defense tactics, studying law, Several recruits will also be recognized with individual awards.
The Saratoga County Sheriff's Office arrested 50-year-old Joellyn Bedford, of Norwich, for using a forged bank cashier's check to buy a 2021 Ford Bronco worth $58,500. The Sheriff's Office accuses Bedford of using a check with a false name to purchase the car, she then sold the vehicle to a dealership in Otsego County.

Delaware County Sheriff's Office arrested 43-year-old Misty Cintron, and 50-year-old Brandon Hendricks, both of Sidney, for Criminal Possession of a Controlled Substance, Cintron was also charged with Tampering with Physical Evidence, Hendricks was also charged with Criminal Possession of a Weapon. On November 1st, the Sheriff’s Office Criminal Investigation Division executed a search warrant at Division Street, Cintron and Hendricks were present, officers seized over $1,000 in cash from suspected proceeds from drug sales, and 254 wax envelopes containing Fentanyl. Following arraignment on November 2nd, Cintron was released to reappear at a later date, Hendricks is being held due to the weapons possession charge.
44 year old Andre Gilliam of Binghamton was arrested after a search warrant was executed on Tuesday. The Broome County Special Investigations Unit Task Force Tuesday executed a search warrant at 174 1/2 Castle Creek Road in the Town of Chenango, they seized Fentanyl, Scales and cutting agent used for the distribution of narcotics, plus $3,790 in cash from suspected drug sales. Gilliam was charged with multiple counts of Criminal Possession of a Controlled Substance & 2 Counts of Criminally Using Drug Paraphernalia, he was transported to the Broome County Correctional Facility for processing and to await arraignment at Central Arraignment.
The Chenango County Sheriff's Office arrested 34 year old James Gay of North Norwich for Driving While Ability Impaired by drugs, and Criminal Possession of a Controlled Substance, following a traffic stop for an equipment violation in the Town of Norwich. During the investigation of the traffic stop, James was exhibiting signs of recent drug use and failed the field sobriety testing. While being taken into custody James was found with a small amount of Methamphetamine. James was processed and released on appearance Tickets to appear in the Town of Norwich Court at a later date.
Oneonta Police Department Announced an update to their earlier investigation in the Spruce Street area on October 28th. Oneonta Officers were investigating a noise complaint, they heard what sounded like a shot from a firearm, they responded to the area with State Troopers & State University Police. The ongoing investigation revealed that there had been a conflict at a party with all involved ending up on Spruce Street, 1 male was said to have pulled something from his mid-section discharged it at close range at another male. No witnesses described seeing a handgun. Investigators do not believe that this was a functioning firearm, and that the suspect fled the area and is currently in New York City. The investigation is continuing, anyone with information is asked to call the Oneonta Police Department at (607) 432-1111.

Many candidates are running unopposed for a variety of positions across the WCDO listening area. Voters can go to their county Board of Elections websites to see the candidates in their local races.

Sheriff’s Deputies received a vandalism complaint on October 31st, Ransford is accused of recklessly operated an off-road forklift causing damage to the property of another. Ransford was released on an appearance ticket and directed to appear at the Town of Stamford court to answer the charge.
The Otsego County Solid Waste Department, Otsego County Conservation Association, and Casella announced that the Film Plastic Recycling Challenge is back, where area schools recycle plastic bags and other plastic film items which cannot be recycled through regular recycling programs. The challenge focuses on collecting clean, dry, plastic film to help keep it out of the landfill. The challenge November 15th until April 24th, Winners will be announced on Earth Day, April 22, 2024.
Governor Hochul's office announced that work is officially underway to transform the Greater Binghamton Airport into a modern, state-of-the-art facility. The project calls for the Redevelopment of the Airport Road approach, Construction of a new canopy and entry portals, Reconfiguration of the ticketing lobby, baggage claim area and relocation of rental car counters, New parking revenue control system & the Construction of a new Customs and Border Protection Facility.

Chenango County Sheriff's Office arrested 32 year old Jentre Bergman of McGraw for Robbery. On September 23rd, Bergman allegedly went to a residence in the Town of German, where he forcefully stole a Harley-Davidson motorcycle by pointing a shotgun at the victim & fled the scene on the motorcycle. An arrest warrant was then issued for Bergman, who was arrested by the Cortland County Sheriff’s Office and held in their facility on un-related charges. Bergman was then transported to the Chenango County Sheriff’s Office where he was processed for charges of Robbery, Grand Larceny, and Menacing, he was arraigned in the Town of German Court where bail was set at $5,000. Bergman was then transported back to the Cortland County Correctional Facility where he is being held.

40 year old Cory Kujawski of Burlington Flats was indicted by an Otsego County Grand Jury. State Police arrested Kujawski, for 3 counts of Predatory Sexual Assault Against a Child, 2 counts of Course of Sexual Conduct Against a Child & 1 count of Criminal Sexual Act, he is accused of inappropriate sexual contact with a child under the age of 13 on several occasions, he was arraigned and released on his own recognizance & was referred to Otsego County probation.
State Police arrested 39 year old Antoine Laporte of Buffalo for Criminal Possession of a Weapon after a Trooper observed a vehicle traveling at an excessive speed, The Trooper attempted to catch up to the vehicle but lost sight of the car, the trooper ended up finding the vehicle rolled over at the bottom of the East Branch exit ramp. Laporte walking on Harvard Road, he fled but was eventually detained, Laporte had multiple warrants for Assault and Larceny in Erie County and in the state of New Jersey, troopers also located a weapon in the wrecked vehicle. Laporte was transported to Wilson Hospital for a medical evaluation, he was released & was turned over to the Delaware County Correctional Facility for arraignment.

The Indictment accuses Baker of possessing approximately $6,000.00 in fentanyl and methamphetamine with the intent to sell in the Village of Sidney on September 11th. State Police at Norwich arrested 37 year old Michael Salamey of Frankfort, in connection with a renovation at home in Chenango County. Salamey was charged with 2 counts of 3rd degree Grand Larceny, Scheming to Defraud & Petty Larceny. Salamey is accused of entering into a contract for $33,000 to complete improvements to a home in the village of Sherburne, he did not finish the work and also stopped communicating with the homeowners. Additionally, Salamey is accused of failing to pay a surveyor & Sub Contractor, he was arraigned in the Norwich City Court and is scheduled to appear at the Sherburne Village Court on November 16, 2023.

State Police Investigators continue to search for Brandon Williams who was last seen on March 11, 2019. State Police arrested 3 people after a fight at the Lantern Hill trailer park in Oneonta Saturday. An investigation by Troopers at the scene determined that 25 year old La-Tee Baker of Oneonta, 21 year old Bryanna Patterson of Oneonta, and 23 year old Bethany Brown of Delhi, were involved in a fight, both women sustained injuries, Brown was transported to A.O. Fox Hospital. Baker and Patterson were located by Troopers walking along State Highway 23 and were arrested. They were issued appearance tickets to the Oneonta Town Court on November 21, 2023. After release from the hospital, Brown was charged with Assault, she was issued appearance tickets to the Oneonta Town Court on December 5.
45 year old Kellie Sanderson of Walton, appeared in Delaware County Court and was arraigned on a sealed indictment. The 5-count indictment charged Sanderson with 3 counts of Offering a False Instrument for Filing, Welfare Fraud & Grand Larceny, for submitting false applications to the Delaware County Department of Social Services on 3 separate occasions reporting incorrect household income to obtain public assistance benefits that she was not entitled to in an amount greater than $3,000. Sanderson pleaded not guilty to the charges and was released, the case is scheduled for a conference on November 13th.
The Sidney Democratic Committee is holding a Meet and Greet for Deirdre Hay, who is running on the Democratic line for NY State Supreme Court Justice for the 6th Judicial District, in the upcoming November 7th general election. State Police announced today that they are embarking on a new recruitment campaign. Applications for the State Trooper Entrance Exam will open on October 23rd through March 4th of next year. The last day to take the Trooper Entrance Examination is March 17, 2024. During its most recent recruitment campaign which ended on October 1st, 12,691 individuals applied to take the exam, with a significant increase in applications within the 29 to 34-year-old age range, after Governor Hochul approved a request from the State Police to raise the maximum age to apply to 34, more information is available at joinstatepolice.ny.gov.
The State Department of Labor announced that the number of private sector jobs in New York State increased over the month by 7,500 to 8,261,800 in September. The State's seasonally adjusted unemployment rate increased from 3.9% in August to 4.0% in September, the statewide labor force participation rate increased slightly to 61.6% in September 2023, matching its highest level in a decade.
The Broome County Sheriff’s Office announced that Pamela Fox is now in Custody. The Office announced Wednesday that there was an outstanding warrant for Fox's arrest for a Violation of Probation for Aggravated Unlicensed Operation of a motor vehicle. State Police Bureau of Criminal Investigation arrested 44 year old Erin Walker of Union, for 3rd degree Grand Larceny and Falsifying Business Records. An investigation revealed that Walker embezzled approximately $12,000 from American Window Cleaning Company in the town of Fenton from 2016 to 2022. Walker was arrested and brought to the Broome County Correctional Facility for Central Arraignment.
The Southern Tier Regional Economic Development Council will host a public open forum today to solicit feedback and priorities from the community, today at 5:30 at SUNY Delhi. The session will be led by Omar Sanders, who is the regional director of the Southern Tier Regional Council, he will be joined by representatives from River Street Planning and Development of Troy, they will focus on talent attraction and retention. State Police Bureau of Criminal Investigation arrested 44 year old Erin Walker of Union, for 3rd degree Grand Larceny and Falsifying Business Records. An investigation revealed that Walker embezzled approximately $12,000 from American Window Cleaning Company in the town of Fenton from 2016 to 2022. Walker was arrested and brought to the Broome County Correctional Facility for Central Arraignment.
The Southern Tier Regional Economic Development Council will host a public open forum today to solicit feedback and priorities from the community, today at 5:30 at SUNY Delhi. The session will be led by Omar Sanders, who is the regional director of the Southern Tier Regional Council, he will be joined by representatives from River Street Planning and Development of Troy, they will focus on talent attraction and retention. State Comptroller's office conducted an audit of the South Kortright School District, the audit found that District officials generally ensured claims were adequately supported and properly audited prior to payment, certain purchases lacked necessary supporting documentation. There were issues with Request for Proposals for 7 professional service providers and the insurance provider & 18 claims were approved without documentation. The Auditors recommend that the claims auditor and deputy claims auditor Conduct a thorough and deliberate audit of each claim before authorizing payment.

State Police announced the arrest of 46 year old Craig Ross Jr., of Ballston Spa, for 1st degree kidnapping. Ross was arraigned & was remanded to the Saratoga County Correctional Facility without bail. Additional charges are anticipated. Ross is accused of kidnapping 9 year old Charlotte Sena Saturday evening as she was riding her bicycle at Moreau Lake State Park State Police located Charlotte last night, she was safe, in good health & was reunited with her family.

The Oneida County Sheriff's Office announced that The driver who was killed in a 1-vehicle crash on Route 8 in Bridgewater has been identified as 36-year-old Edward Cuevas, of Oneonta. Cuevas was driving on State Route 8 at about 8:15 on September 25 when the crash occurred, the cause remains under investigation. Anyone with information is asked to call the Oneida County Sheriff's Office at 315-765-2737.

Matthews will distribute up to $150,000 to the charities based on the miles walked and the percentage of votes each charity receives during registration.
The Broome County District Attorney's office announced that DeJoghn Llamas pleaded guilty to Attempted Assault and was sentenced to 7 years in state prison and 5 years of post-release supervision. Llamas admitted that he slashed a 61-year-old woman in the face with a knife during an argument at a Binghamton residence in October of 2022.

9 year old Charlotte Sena, who went missing Saturday evening while on a bike ride at a park, has been found. State Police reported Monday night that the girl was located and in good health and that a suspect is in custody. State Police said they identified an individual as being in the area of the Moreau Lake State Park around the time Charlotte went missing Saturday & the investigation is continuing.
Delaware County Sheriff’s Deputies responded to a 1 car motor vehicle accident with injuries on September 26th, where the vehicle was found to have rolled over and the operator was found to be suspected of operating the vehicle in an intoxicated state. 19 year old Samantha Hanneman of New Jersey was charged with driving while intoxicated with a blood alcohol concentration over .08, Failure to Keep Right, Move from Lane Unsafely, No Seatbelt, and Speed not Reasonable and Prudent. Hanneman was released to a family member on appearance tickets and directed to appear at the Town of Middletown court at a later date to answer the charges.
The Next General Clinton Canoe Regatta Meeting will be held today at General Clinton Park Office, the meeting will start at 6:30 PM.

On Sunday Morning, September 24th, 2023, Sheriff’s Deputies observed a speeding vehicle traveling on Meredith Street in the Village of Delhi. Deputies identified the driver as 21 year-old Blaise Atanga of White Plains, his driver’s license was revoked in the State of New York. Deputies arrested Atanga for Aggravated Unlicensed Operation of a Motor Vehicle, along with other charges, he was released on the traffic tickets and is scheduled to appear in the Town of Delhi Court at a later date to answer the charges.
