Over $8,000 in cash, checks & toy donations came in during this week’s local fundraising efforts for Toys For Tots, following last Friday’s storage unit fire in Norwich that destroyed about $8,000 of toys that were to be distributed for this Christmas. Tioga Downs kicked in $3000 in matching funds yesterday, and the toys were brought from the WCDO Studios to Bainbridge yesterday for distribution, Toys for Tots Coordinator Roger Barnhart stopped by Snips & Snails & commented about the local efforts:

Fire at a storage unit in Norwich this morning, destroyed items that were stored there by the Chenango Toys for Tots program. About $8,000 worth of toys were destroyed, according to Toys for Tots spokesman Roger Barnhart, who suggested that the best way to help them at this late stage is with monetary donations:

Several fire departments responded to the blaze, damage was reported as extensive, but did not affect all 42 units at the site. No injuries among fire fighters have been reported. Commerce Chenango will have refreshments for shoppers in downtown Norwich tomorrow, for those who bring a receipt from an area business, to the New Commerce Chenango location at 15 South Broad Street, between 10:00AM until 2:00PM Saturday.
Oneonta police arrested 26 year old Jeffrey Purdy of Oneonta following a month long investigation. Purdy was charged with attempted Criminal Sale of a Controlled Substance of heroin, he was remanded to the Otsego County Jail on $15,000 bail.
The 21st annual “Alumni Basketball Night” sponsored by the Sidney Alumni Basketball Association, will be held tonight for 2 games starting at 6:00 PM. The games will be played at the Sidney Middle School this year, more information is available at 643-2913.
Nearly 2 in 5 New Yorker voters believe that creating jobs should be the top priority for Governor Cuomo & The state legislature in 2014, according to a new Quinnipiac poll. 37% said that job creation was the top issue, 22% said tax reduction and 21% said stopping corruption, 18% said increasing education aid.
Oneonta police arrested 2 men for allegedly conspiring to steal gasoline from a car’s gas tank. 27-year-old Anthony Pagillo of Cooperstown was charged with 3rd degree criminal mischief, petty larceny & 5th degree conspiracy, 32-year-old Richard Ortiz of Oneonta was charged with 5th degree conspiracy and petty larceny. Pagillo is accused of poking a hole in the gas tank & taking about $40 worth of gasoline, both face court action shortly.
The state labor department released unemployment statistics for October. The states unemployment rate rose .1% to 7.7% in October, in spite of the private sector job count increasing by 112,700 in the last year. Chenango county’s rate fell 1/10th to 6.2%, Delaware county’s rate dropped 3/10’s to 7.1% and Otsego county’s rate rose 1/10th to 6.2% in October.
New York State Comptroller Tom DiNapoli announced that his office completed an audit of the Afton Fire District. The audit found that fire district controls are not adequate to ensure that financial activity is properly recorded and reported, and that district moneys are safeguarded. Auditors found the treasurer does not present the board with budget-to-actual reports for expenditures on a monthly basis. Also, the board is not reviewing monthly bank statements or bank reconciliation.
Oxford Village Mayor Terry Stark will participate in the annual Oxford Holiday Tree Lighting Ceremony, Sunday at 5:00 PM at Lafayette Park. The event will feature music, refreshments.

Governor Cuomo announced that in honor of Veterans day today, he signed legislation to ensure that the flags lowered to half-staff at the State Capitol in honor of a fallen soldier are presented to the loved ones of the deceased. The Governor also signed a new law to designate State Route 23 in the Town of Davenport as the ”Davenport Veterans of Foreign Wars Memorial Highway, to memorialize the recently deceased members of the VFW Post #487 who served in Korea and World War 2. Another new law will designate a portion of State Route 97 in the Town of Hancock as the “Hancock Veterans Memorial Highway” as that Town lost 2 service men in the Iraq War, as well as in previous wars and conflicts.
State Police in Sidney arrested 46-year-old MARK CRAWFORD of Guilford for Criminal Sexual Act, and Endangering the Welfare of a Child. The arrests were made following an investigation conducted by the State Police and Chenango County Child Protective Services into allegations that Crawford was having sexual contact with a person less than 11 years old. Crawford was arraigned in the Town of Guilford Court and remanded to the Chenango County Jail on $20,000 bail. The Investigation is continuing. The Delaware County Sheriff's Office has proposed a partnership with county school districts to operate Sheriff Sub-Stations inside school buildings. Delaware County Undersheriff Craig Dumond explains:

Dumond said that each Deputy will be provided a building access pass and keys to enable immediate access to the facility 24 hours a day, 7 days a week. Stamford & Deposit already have substation offices up & running, 3 other district are considering the proposal.

The Chenango county sheriffs department arrested 25-year-old Tanya Osman of Coventry on a Bench Warrant and Resisting Arrest. Osman is wanted on the warrant from Chenango County Court for failing to comply with the conditions of her probation following a conviction for Aggravated DWI. Osman is accused of refusing to open her door to the deputy and then attempted to hide once the deputy entered the residence. Osman was arraigned in the Town of Coventry Court & was remanded to the Chenango County Jail on $500.00 bail, pending future court action.
Oneonta city police arrested 53-year-old Rebecca Gartung of Oneonta on a charge of felony 2nd degree assault. Gartung is accused of getting into an altercation Wednesday morning with an unidentified 43 year old woman near Muller Plaza, and swinging a bag of bottle at her, one broken bottle resulted in a leg contusion, the woman was treated at Fox hospital.
State Senator Jim Seward & Assemblyman Cliff Crouch have both commented against New York State Education Commissioner Dr. John King’s decision to cancel public forums on the implementation of the ‘Common Core’ learning platform and new state testing assessments. Crouch said that he hosted an Education Summit at Chenango Valley High School that featured a panel of administration and education professionals and the topics of discussion included the Annual Professional Performance Reviews, Common Core, state testing, and how unfunded mandates take the focus off of educating students.

A state judge threw out a lawsuit challenging the wording of New York's casino ballot proposition, ruling the challenge was filed too late and didn't have legal merit. The ruling from state Acting Supreme Court Justice Richard Platkin clears the way for the referendum to stand as is, with New York voters going to the polls to approve up to seven private casinos on November 5th.
It's been almost 20 years since Bresee's in Oneonta closed. Developers said at the building's ribbon cutting yesterday that the new space will feature 12 new apartments ranging from 650 to more than 2,000 square feet. The upper floor apartments will also feature rooftop decks. The more than $6 million project received $2.2 million in funding from the state's Restore New York grant program. New retail space has already begun opening up and residents will be able to move into the apartments in March
Jury selection is completed for the murder trial of a Virginia man charged with killing the Clymer School District Superintendent Keith Reed Jr. Anthony Taglianetti is charged with 2nd degree murder for the fatal shooting of Reed, who previously served as a principal at the Sherburne Earlville school district. Taglianetti is accused of driving to Clymer, New York in September 2012 and shooting Reed outside his home, he was arrested in Virginia a week after the shooting.

State Police at Oneonta are investigating a grand larceny at the Mirabito Convenience Store at State Route 23, Oneonta. Police stated that on Monday at 5:40 a.m., a lone black male entered the store and grabbed an undetermined amount of cash from the cash drawer when it was opened by the cashier. The suspect then left the store through the front entrance door and fled the scene on foot in an easterly direction. There were no weapons displayed or threatened. He is described as a black male, wearing jeans and a dark colored jacket. Anyone with information is asked to contact the State Police at 432-3211.
A new law prohibits people from smoking on a playground in New York. The law prevents smoking at playgrounds between sunrise and sunset. Also, people can not smoke when children under the age of 12 are present on a playground. The law aims to protect children from the dangers of toxic chemicals found in secondhand smoke.
By producing 692 million pounds of yogurt, New York surpassed California as the top producer in the US in 2012. A $1.5 million gift from Chobani to Cornell University in Ithaca will support research and workforce training in dairy quality to help maintain New York’s competitive edge. The funding will be used to create opportunities for faculty, students, and staff, including food safety and quality workshops as well as graduate student support for relevant research initiatives.
The Delaware County Office for the Aging will be conducting its annual public hearing, at 9:00 am at the Public Safety Building, at 280 Phoebe Lane in Delhi. Staff members from the Delaware County Office for the Aging and Delaware Opportunities will discuss their service plan for seniors in the year 2014. The hearing will be open to seniors, community leaders and the general public.

Otsego county sheriffs Deputies arrested 29-year-old Brandon Empie of Milford for allegedly threatening to kill Otsego county judge John Lambert & burn his house down. The sheriff’s department Criminal Investigation Division investigated and consulted with the district attorney's office, Empie was arrested Tuesday on charges of making a terrorist threat, he was arraigned in Town of Milford court & he was remanded to the Otsego county Jail on $10,000 bail.
Broome County Sheriff's Office arrested 22-year-old Brandon Cole of Sidney on a number of charges early this morning. Deputies observed Cole driving Bevier Street at a high rate of speed, running a red light, and eventually he struck a guide rail in the parking lot of the Expressmart on Old Front Street. Cole was charged with Aggravated DWI, with BAC .18% or greater, Unreasonable and imprudent speed, Failure to maintain lane, Open container in a motor vehicle, as well as other charges, he will appear in the town of Dickinson court at a later date.
Chenango county sheriff’s deputies arrested 2 Madison County residents on a variety of charges Monday in Sherburne. 20-year-old Trever Scheckler of Hamilton was charged with Criminal Possession of a Controlled Substance, Speeding, Improper Passing, and Reckless Driving. Also charged was Scheckler’s passenger, 20-year-old Cody Smith, for Criminal Possession of a Controlled Substance, and Unlawful Possession of Marihuana. Both will appear in Sherburne town court at a later date.

The campaign helps individuals who have been out of work for 26 weeks or longer, by connecting them to available regional jobs. 600 businesses have taken advantage of about $8.2 million in training incentives & have hired more than 1,200 individuals. Fundraising efforts are underway for former tri-town area resident William Hurtubise, who traveled to India for work from Texas, he forgot to check his bag before leaving the states, and carried 8 rounds of .22 caliber ammunition into India. Hurtibise was arrested on September 18th and taken into custody; family & friends in the area are trying to raise funds in the amount of $75,000 for legal expenses in order to obtain his release. State Police arrested 34-year-old Megan Holbrook of Laurens for driving while intoxicated. The arrest followed an investigation of an accident on Wilber Lake Road in Oneonta, Holbrook was issued tickets returnable to the town of Oneonta court on November 5th.
A reward is being offered by a private citizen, after a number of signs promoting town of Sidney Democratic candidates were vandalized recently. Ray Lewis of Sidney Center said that he is putting up a $1,000 reward:

State Police arrested 34-year-old Megan Holbrook of Laurens for driving while intoxicated. The arrest followed an investigation of an accident on Wilber Lake Road in Oneonta, Holbrook was issued tickets returnable to the town of Oneonta court on November 5th.
A reward is being offered by a private citizen, after a number of signs promoting town of Sidney Democratic candidates were vandalized recently. Ray Lewis of Sidney Center said that he is putting up a $1,000 reward:

A motion to disqualify the Chenango County District Attorney from prosecuting the murder case against Ganesh Ramsaran of New Berlin woman has been denied. The motion would have required the appointment of a special prosecutor from outside the district attorney’s office, due to an alleged conflict of interest with the defendant. Chenango county judge Frank Revoir denied the motion. Ramsaran has been charged with 2nd degree murder in connection with the murder of his wife Jennifer late last year, she had been reported missing by her husband, her body was found several months later in a wooded area in the town of Pharsalia.
The Chenango County Sheriff’s department investigated a 1-vehicle accident on county road 2 in the town of Greene, at about 11:45 Tuesday morning. 24-year-old Jesse Ehlers of Greene left the pavement while operating a Jeep Cherokee, he struck an embankment & a tree. Ehlers & his passenger, 19 year old Makayla Heisler of Greene were not wearing seatbelts & were ejected from the vehicle, and suffered serious head and back injuries. Both were transported to Wilson memorial hospital in Johnson city, the cause of the accident was from unsafe speed for the curve in the road and road conditions.

A federal judge has set a trial date of December 2nd for a new fraud trial for former Senate Majority Leader Joe Bruno. The 84-year-old Bruno’s 2 fraud convictions from 2009 were overturned on appeal. Bruno is accused of accepting $440,000 from a businessman for helping with state grants.

The park, in the Town of Fenton, recorded attendance of 94,136 from Memorial Day through Labor Day weekends — a decrease of just 158 from the same time period last year. At Oquaga Creek State Park, in northeastern Broome and Delaware counties, attendance dropped 10.2 percent this summer. Overall, officials attributed the slight attendance decline at parks across the state to a rainy start of the summer season.

State Police at Oneonta arrested 28-year-old Timmie Clarkson of Oneonta for 2nd degree Strangulation, Aggravated Harassment, & Criminal Possession of a Controlled Substance. The arrest resulted from an investigation of a dispute on Elmwood Avenue in Oneonta, where Clarkson is accused of choking the victim until she lost consciousness and after he left the residence, he continued to call the victim and threaten her. Clarkson was arrested, he was found to be in possession of narcotics. Clarkson was arraigned at the Town of Oneonta Court and remanded to the Otsego County Jail in lieu of $5,000 cash bail.

President Barack Obama will travel through New York and Pennsylvania today and tomorrow on a two-day bus tour to talk about affordable higher education for the middle class. Today the President will deliver remarks at the University at Buffalo, and Henninger High School in Syracuse. Tomorrow on Friday, the President will participate in a town hall event at Binghamton University, and will deliver remarks at an event at Lackawanna College in Scranton, Pennsylvania.
Governor Andrew M. Cuomo announced that $71 million is now available through New York State Homes & Community Renewal for shovel-ready projects to build affordable housing units across the state. Of the new $5 million allocated for Community Investment Fund awards, 60% percent will be allocated to projects in urban areas of New York State, and the remaining 40% will be allocated to projects in rural areas of the State. Governor Cuomo also announced that FEMA has approved New York’s request for an extension for ongoing Public Assistance outreach in counties affected by the late June/early July flooding this summer. FEMA initially granted the Governor’s request for Public Assistance eligibility for Allegany, Chenango, Cortland, Delaware, Franklin, Herkimer, Madison, Montgomery, Niagara, Oneida, Otsego, and Warren counties on July 12th and later amended the list by adding Broome, Chautauqua, Clinton and Essex counties on July 26th. Public Assistance is for emergency work and the repair or replacement of disaster-damaged facilities.
The City of Norwich will be closing Cole Drive today for paving. No traffic will be permitted on Cole Drive for the better part of the day. Also, Starting at 5 pm on Friday, New York State DOT will be completely closing the Spring Brook Bridge on State Highway 12 between Brisben and Greene. It is expected to be closed through Wednesday, August 28th. During this time State Highway 12 will be completely shut down to all but local and emergency traffic, up to the bridge project. Travelers should use County Road 32 as an alternate means of travel around this area.
The race has been set for the Office of Otsego County Treasurer this November. Representatives for Republican Edward Keator Jr., the Treasurer for the Village of Cooperstown, and acting County Treasurer Henry “Russ” Bachman, an independent running with support from the Democratic Party, said the two hopefuls have collected the needed number of signatures to be placed on the November ballot. County Treasurer Dan Crowell will also be on the ballot because he did not announce his plans to leave office at the end of the current year until after it was too late to have his name scrubbed from the ballot. Crowell is currently on active duty with the U.S. Army. Bachman will be listed as the candidate for the Otsego First party, while Keator, who stepped into the race after Crowell signaled he would not seek re-election, is running as the candidate for Common Cents. Meanwhile, three candidates will be seeking two Oneonta town justice seats. Dawn Oliver will run on the independent Citizens for Oneonta line and on the Democratic Party line. Also running will be Sean Farrell, a Republican who previously announced his candidacy, and incumbent Bruce Smith, a Republican who has served four terms. Two Oneonta town justices will be elected in November.

Under Governor Cuomo’s leadership, the Department of Agriculture and Markets in conjunction with the Department of Environmental Conservation is launching the Dairy Acceleration Program (DAP) and making available $1 million in funding to help dairy farmers develop individualized business and environmental plans. To be eligible for DAP a dairy cattle farm must have complete financial records. Preference will be given to farms with under 300 cows. DAP funding will cover 80 percent of a project’s cost. Payments may include: up to $5,000 per farm to write a business plan or develop a combination of a business and facility growth plan; and up to $4,500 to update an existing Comprehensive Nutrient Management Plan (CNMP) or $6,000 to develop a new one. Other legislation recently approved by the governor supports farmers in their efforts to reduce their energy bills with the installation of clean energy projects such as solar and fuel cells. Specifically, legislation approved by Governor Cuomo increases from 25 kilowatts to 100 kilowatts the maximum electricity generation for the solar electric systems eligible for net metering without the need to move them to a commercial meter.

Gov. Robert Duffy to the New York State Fair on Thursday, the first day of the fair. Cuomo said he will also visit the fair later during its 12-day run. Traditionally, the governor opens the fair on the first day, which is also known as "Governor's Day." Gov. Cuomo will avoid a potentially dicey political conflict by not joining President Obama to other parts of upstate New York roiled over the state's ban on hydraulic fracturing for natural gas. Obama supports the technology. Parts of central New York and the Southern Tier are on the gas-rich Marcellus Shale formation, where energy companies want to drill. Obama's two-day bus tour will begin Thursday and hit the University at Buffalo, followed by stops in Syracuse, Binghamton and northeastern Pennsylvania. The governor has postponed a decision on whether to allow fracking in New York. Cuomo says he's waiting for a study by state health department.
New York state lost more personal income from people leaving the state in the 2000s than any other state. The Tax Foundation calculated that New York had a net loss of $45.6 billion in personal income from 2000 to 2010. The foundation tracks moves of people within and between states. States that gained the most income in the last decade are Florida, Arizona and Texas.
The state Senate Finance Committee have scheduled five statewide public hearings on how New York’s tax policies can be changed to reduce the burden on taxpayers and to help businesses create more jobs. Public hearings are scheduled for Albany, Syracuse, Buffalo, Mineola and New York City. The Business Council of New York State; National Federation of Independent Business; Unshackle Upstate; the State Economic Development Council; The Tax Foundation and New York Farm Bureau will participate.

Lyme disease is about 10 times more common than previously reported. The CDC said as many as 300,000 Americans are diagnosed with Lyme disease each year. It's a bacteria transmitted through the bites of infected deer ticks. Symptoms include a fever, headache and fatigue and sometimes a rash that looks like a bull's-eye centered on the tick bite. Most people recover with antibiotics. If left untreated, the infection can cause arthritis and more severe problems. The Bainbridge-Guilford School Board will hold a special meeting on Thursday, August 22nd at 6:30pm in the district conference room. They will move into executive session to discuss several personnel items and they may convene in open session to approve the items.
Lyme disease is about 10 times more common than previously reported. The CDC said as many as 300,000 Americans are diagnosed with Lyme disease each year. It's a bacteria transmitted through the bites of infected deer ticks. Symptoms include a fever, headache and fatigue and sometimes a rash that looks like a bull's-eye centered on the tick bite. Most people recover with antibiotics. If left untreated, the infection can cause arthritis and more severe problems. The majority of Lyme disease reports have come from the northeast, including New York. For more information go to cdc.gov
The Otsego County Conservation Association is seeking nominations for it's annual "Conservationist of the Year" award. The award is given to individuals, organizations or businesses that have made a positive difference in environmental protection, preservation or education in Otsego County.
