Delaware County Sheriff’s Office arrested 27-year-old Shakeem Enang of the Bronx on a sealed indictment warrant following a grand jury proceeding involving the sale of HEROIN in Stamford. Deputies located Enang in a bathroom inside a residence, where he allegedly attempted to flush HEROIN and COCAINE down a toilet. Enang was charged with 2 counts of Criminal Possession of a Controlled substance & 1 count of Tampering with physical evidence. Investigators seized 80 wax bags of heroin, 2 grams of Cocaine and $668 cash. Enang was arraigned & was remanded to the Delaware County Jail pending future court action.

Somers is accused of allowing his cattle to enter on a neighbors land & causing damage in excess of $250. State Police arrested 29 year old Henry Macias of Laurens for felony DWI, Aggravated Unlicensed Operation of a Motor Vehicle, 3rd degree Assault, Operating a Motor Vehicle without an Interlock Device, and other traffic violations. Troopers responded to the report of a domestic dispute with injuries in Laurens, Macias allegedly fled the scene in his vehicle; troopers located him in Oneonta. Macias was arraigned in the town of Oneonta court and was remanded to the Otsego County jail on $2,500 bail or $5,000 bond pending future court action; an order of protection was issued behalf of the victim.

The attempted Murder trial of 35-year-old Wayne Spratley of Greene will begin in January. Spratley is accused of shooting a man in the parking lot on Lackawanna Avenue in Norwich in July 2015, following a racial outburst against the victim.

Frazier will finish up the term of former Alderman Paul Van Der Sommen, who resigned last month upon moving to the state of Florida. Governor Cuomo signed into law Monday, a measure that increases the minimum penalty against those who make bomb threats against community centers. The governor sited the events in Charlottesville Virginia, and a bomb threat against a Buffalo area Jewish Center in February as 2 reasons in favor of the new law, which lets prosecutors send those convicted of making bomb threats against community centers to prison for up to 1 year.
New York City Councilman Jumaane Williams of Brooklyn is the latest name to surface as a possible 2018 Democratic primary challenger to Governor Cuomo. The Brooklyn Democrat said that he has been approached about a run for governor. Williams, Actress Cynthia Nixon, Syracuse Mayor Stephanie Miner and former Hudson Valley State Senator Terry Gipson have also been mentioned as potential primary challengers to Andrew Cuomo
The Cancer Services Program of Delaware, Otsego and Schoharie will offer free health screenings to women 40 or older that are uninsured/underinsured, in partnership with Bassett Healthcare this weekend. Chenango County Sheriff's Department responded to 30 Classic Street in Sherburne to investigate complaints of methamphetamine being manufactured at the residence. Officers arrested Andrew Palmer they located several “one pots” & State Police teams responded to conduct a search and cleanup of the area. Methamphetamine & ingredients were recovered, Palmer was charged with Unlawful Manufacturing Methamphetamine, Unlawful Disposal of Methamphetamine Laboratory Equipment, and Criminal Possession of a Controlled Substance. He was arraigned & was remanded to the Chenango County Correctional Facility on $15,000 cash bail.

Deputies arrested 22 year old Fawn Palladino of Walton, for Aggravated DWI; driving with a BAC of .18% or more, along with several other Vehicle and Traffic violations. Palladino failed to maintain control of her vehicle while turning onto Pines Brook Road; Deputies also arrested 27-year-old Amanda Dente of Walton, for Obstructing Governmental Administration, after she became physically violent with individuals on scene. Both were processed and released with appearance tickets made returnable to the Town of Walton Court at a later date.
Standard & Poor Global ratings has raised the City of Oneonta's Long Term rating to AA-, on the city's general obligation debt. The ratings review was issued in anticipation of the city's issuance of 4.2 Million Dollars in general obligation bonds next month. The improved rating will mean lower long-term interest rates & lower costs to taxpayers over the life of the bonds.
This Month is Alcohol & Substance Abuse Awareness month across the nation. Justin Hamm of the Alcohol & Drug Abuse Council of Delaware County told WCDO News of some disturbing statistics:

Hamm said that The Council is working with the Delaware County Stop DWI program to bring presentation to area schools, and they will be reviving the "Mock DWI" Crash demonstrations shortly.
The next meeting of the City of Oneonta's Planning Commission will be tonight at City Hall. The meeting begins at 7:00 PM in the Common Council Chambers on the 2nd floor.
A free rabies vaccination clinic will be held today at the Guilford at the Town Garage. The clinic will run form 5:30 to 6:30 PM at 223 Marble Road.
Delaware County Sheriff’s Deputies responded to Bell Hill Road in the Town of Delhi Monday, for a personal injury Motor vehicle accident. 18 year old Camron Cotto of Ithaca, lost control of his vehicle on a curve causing the vehicle to leave the road and strike a number of trees. Cotto was treated and released from O’Connor Hospital. 24-year-old Jesse-Lee Demarco of Watertown sustained serious head trauma and was airlifted to Albany Medical Center, 20-year-old Alex Brimmer of Dexter sustained serious chest and head trauma and was airlifted to Bassett Hospital. 2 other passengers were not injured. The investigation is continuing, charges may be filed.
A State of Pennsylvania resident was arrested by the Chenango County Sheriff’s Office on a Fugitive from Justice Warrant stemming from two warrants from Pennsylvania. Michael Perry had been released from the Chenango County Correctional Facility on unrelated charges then turn over to the Chenango County Sheriff’s Department on the active warrant. Perry was arraigned in the Town of Norwich Court and remanded back to the Jail, Perry is to reappear in the Chenango County Court at a later date to answer to his charges.
Former First Lady of Canada Margaret Trudeau will give the keynote speech at this year’s Women’s Fund Annual Breakfast on Thursday, June 22 at the Holiday Inn on Hawley Street in Binghamton. Trudeau’s speech will focus on her life as First Lady, Mother of current Canadian Prime Minister Justin Trudeau, the loss of a son and her former husband, & living with bipolar disorder. The village of Sidney will be putting bids out in the next couple of weeks for the Main Street Project, with an eye on getting the projects under by the end of may or early June, which led to SFCU Officials deciding to cancel this year’s home town day parade. Sidney Mayor Andy Matviak explains:

The Address will be held just prior to the scheduled Common Council meeting, Mayor Herzig will discuss infrastructure improvement, housing, economic development & downtown revitalization.
A free entrepreneur workshop, "Customer Discovery Tactics," will be held today from 6:30-8:00 pm in the Oxford Academy Primary School. The presentation will be led by Southern Tier Startup Alliance

State Police arrested 26-year-old Zachary Fry of Gouldsboro, Pennsylvania for Aggravated DWI with a B.A.C. result of .26%, Unlawfully Fleeing a Police Officer in a Motor Vehicle, Possession of a Loaded Firearm in a Motor Vehicle, and several other traffic violations. State police observed a vehicle speeding at 98 mph, in a 55 mph zone, while on Interstate 81 southbound in the Town of Chenango, the trooper attempted to catch up, the vehicle accelerated to about 115 miles an hour. Fry made a sudden stop partially just before the Interstate 81 & State Route 17 split & surrendered to the troopers without further incident. Fry was discovered with a loaded shotgun on the front passenger seat of his vehicle, he was arraigned in the Town of Dickinson Court and was remanded to the Broome County Jail with bail set.
Oneonta City mayor Gary Herzig announced today that the annual State of the City address would be held on April 4th at 7:00 PM at Oneonta City Hall. The Address will be held just prior to the scheduled Common Council meeting at City Hall. Mayor Herzig will discuss infrastructure improvement, housing, economic development & downtown revitalization.
State Police arrested 68-year-old David Hawkins of Bainbridge for Driving While Intoxicated with a B.A.C. result of .17% and other traffic violations. This arrest occurred after troopers stopped to check on an occupied vehicle that was stopped partly in the roadway on Dingman Hill Road in the Town of Bainbridge. Hawkins is also accused of driving a vehicle that had a suspended registration and no valid insurance. Hawkins was issued tickets returnable to the Town of Bainbridge Court on April 3rd.
The Oneonta City Clerk’s office announced that following tonight’s 6:00 PM finance-Human Resources Committee meeting, there will be a workshop on:” Annexation”, presented by the New York Conference of Mayors attorney Wade Beltramo The focus of the meeting for the City of Oneonta officials will be the reservoir & the airport properties. Thee meeting will be held in the Common Council Chambers at City Hall & is open to the public.

Troopers responded to a report of a one-vehicle accident on State Route 41 in the Town of Afton. Responding troopers found the unoccupied vehicle, the driver was located walking on a nearby road, troopers determined that Bremner did not have permission to be driving the vehicle & a check of Bremner's driver’s license showed that she had 26 suspensions on 11 different dates. Bremner was arraigned and was remanded to the Chenango County Jail with bail set. Her next court date is pending.

Chenango County District Attorney Joseph McBride and Chenango County Sheriff Ernest Cutting reported that Ernest Franklin and Heather Franklin were indicted on Friday, by a Chenango County Grand Jury on charges of: 2nd degree Murder, 3rd degree Arson and Tampering with Physical Evidence, in connection with a fire at their residence on State Route 8 in the town of Guilford on March 1st. It was determined at autopsy that their adopted son, Jeffrey, was deceased prior to the fire. Investigators believe the fire was set to cover up the murder. Both defendants will be arraigned on the indictment in Chenango County Court at a later date.

The New York State Department of Health today announced several enhancements to the state’s Medical Marijuana Program that will improve patient access. The measures include authorizing physician assistants to certify patients and adding chronic pain as a qualifying condition. The State Senate & State Assembly passed their budget resolutions this week, paving the way for the conference committees to begin negotiating the differences in the 2 plans next week. Both budget plans call for increases tuition assistance for college students and increasing aid to public school districts and tackling the state's aging water infrastructure issues. Other issues include stopping the practice of prosecuting 16 & 17 year olds as adults in criminal cases, and allowing for Uber & Lyft to begin serving upstate counties.
The IRS will extend deadlines to file business income tax returns for small businesses affected by the recent wind & snowstorms. Senator Chuck Schumer's requested the extension beyond the March 15th, the IRS Agreed to extend it 5 more days to March 20th.
Broome County Sheriff's deputies are looking for 42 year old Nneka Simmons of Endicott, who is wanted on grand larceny and identity theft charges. Arrest warrants have been issued on the felony charges Simmons is described as 5 feet 2 inches tall, 205 pounds, with black hair and brown eyes. Anyone with information is asked to contact the Broome County Sheriff’s Office at 778-1196, 778-2923, or 778-2933.
The American Red Cross is urging all eligible donors throughout the state to give blood following the recent winter storm, which forced 56 regional blood drives to cancel and blood donations centers to shut down, causing about 1,480 donations to go uncollected. Officials said that there is a critical need for type O negative donors. Upcoming Blood drives will be held in Oneonta on Monday from 12:00 Noon to 5:00 PM at SUNY Oneonta, on March 27th from 10:00 AM to 3:00 PM at the Southside Oneonta Holiday Inn, & March 28th from 10:00 AM to 3:00 PM at the Oneonta Elks Club, on Chestnut Street. Blood donations will be collected in Sidney on March 28th from 2:00 to 6:00 PM at the Sidney Elks Lodge, & in Walton on March 28th at the Pines Brook Church, from 2:00 to 7:00 PM. Nearly 1.3 million households have already received help heating their homes this winter through the program. Households eligible for HEAP can receive one regular benefit per year, of up to $626, depending on income, household size and heating source. People may apply for online at myBenefits.ny.gov.
Manufacturing in New York State expanded for the 5th straight month in March, but at a slower pace that February, when activity reached the highest level in 2 years. The Federal Reserve Bank in New York reported that the empire state manufacturing index in march stood at 16.4, down from 18.7 last month, the level for new orders was the highest in several years, the level for unfilled orders jumped to the highest levels in about a decade. The increases follow 2 years of mostly flat output.
