Governor Cuomo held a Virtual State of the State Address today, outlining the immediate future of dealing with COVID testing & Vaccinations, as well as several other proposals for 2021:

Other proposals include expanding access to Tele-medicine for all New Yorkers, Prohibiting Disconnections by Utility Companies during a state of emergency, modernizing the Office of Professional Medical conduct and pushing for additional Green Technologies and transitioning to renewable energy sources.


New York State is moving on to the next phase of people for vaccinations against the COVID virus. All of those eligible in Phase 1A have not been completed due to he slow rollout of vaccines, New York is already starting to vaccinate those in Phase 1B this week, using the State Fairgrounds, doctors' offices, county health departments and about 1,200 pharmacies to get doses to those in Phase 1B. Chenango County Public Health reported 109 more COVID cases since Friday, bringing their total to 1502. They have 239 Active Cases with 17 hospitalized, 532 are Quarantined.


Preliminary plans are in the works for a 2021 General Clinton Canoe Regatta; Chairman John Harmon announced that there will be a Kick off meeting Tuesday January 19 at 7:00 PM at Galaxy Bowl in Bainbridge. The Norwich St. Baldrick’s annual head shaving fundraiser to fight childhood cancers will be a virtual event this year due to the ongoing pandemic. Sidney Village Department of Public Works announced this afternoon that there is a water leak near the intersection of Circle Drive & Manatee. Water will be shut off to all of the area apartments complexes on Circle Drive, repairs are expected to be completed by 6:00 PM.

Governor Cuomo updated New Yorkers on the state's COVID-19 pandemic numbers. On Saturday, over 246,000 New Yorkers were tested for the virus, with 15,355 testing positive, that was 6.22% of all tested. Hospitalizations went down slightly to 8,484, the number in ICU beds was 1436, with 892 on Ventilators, and there were 151 deaths Saturday from the virus.


Delaware County Public Health announced 29 new cases of COVID 19 Friday & 25 new cases of COVID 19 Saturday, & 9 positives Sunday. There are a total of 147 active cases in the County with 4 hospitalized, 279 are quarantined.


Otsego County Department of Health announced that they had 25 new cases of COVID 19 Saturday, with 154 active cases & 15 Hospitalized. The Department announced a potential COVID 19 exposure at Nancy’s Bar in Schenevus, anyone who was at the bar between 11:00 AM to 6:00 PM on January 1st should monitor for symptoms, & if symptoms develop, get tested and self-isolate, more information is available at 607-547-4231


Sidney Fire Fighters were called to a kitchen range fire at 23 Sharon Street Sunday night at about 6:30 PM. The kitchen was severely damaged; the Sidney Fire Department was assisted by the Bainbridge and Masonville Fire Departments.


The New York Lottery announced a 2nd-prize ticket for the January 8 Mega Millions drawing was sold in BINGHAMTON. The ticket is worth a guaranteed $2,000,000, & was purchased at LOVE'S TRAVEL STOP at 2 Industrial Park Drive.

The Appellate Division of state Supreme Court has declared
that farm workers have the same right to unionize as all other workers in New
York State.  State labor laws excluded
farm workers from collective bargaining rights, that was ruled unconstitutional
Thursday.  The New York Farm Bureau said
that they will appeal to the state's highest court, the Court of Appeals.


Filmmaker Lori Bailey grew up in the Adirondacks & in
Oneonta, she directed the film “Garrow” about Adirondack Serial Killer Robert
Garrow, who was once the target of the biggest manhunt in state history when he
was killed in 1973; Bailey told WCDO News that her film will be shown this

The 92nd Scripps National
Spelling Bee starting Sunday through next week & for the 3rd year in a row,
Bainbridge resident Melodie Loya will be participating.    Loya placed 18th and 25th in her two
previous years of national competition, and made it to the final 41of last
year’s 516 spellers.  The Scripps
national Spelling Bee will be held Sunday through next Friday at the Gaylord
National Resort & Convention Center in Fort Washington, Maryland.

State Police and local law enforcement statewide will
increase patrols to combat drunk, impaired and reckless driving throughout

The STOP-DWI enforcement period runs through Monday night,
Governor Cuomo announced that temporary lane closures for road and bridge
construction projects on New York State highways will be suspended through
Tuesday morning at 6:00 AM, to accommodate increased travel throughout Memorial
Day weekend.


Binghamton Police arrested 19-year-old Jalil Butts of
Binghamton for 2nd-degree attempted murder, in connection with the shooting of
a woman in a car on St. Patrick's Day on Chenango Street. 19-year-old Antonio
Jones of Taftville, Connecticut was arrested last month in connection with the
same shooting, he was charged with attempted murder and assault.


A jury found 26 year old Danielle Agosto of Endicott guilty
Thursday for fracturing the skull of a toddler in her care.  Agosto was found guilty of 2nd-degree assault
and endangering the welfare of a child, she was returned to jail & will be
sentenced June 21.

33 Year Old Kevin Wilcox of Harpursville has been indicted
on 15 counts in connection with an incident in Binghamton March 11th, where he
lost control of his vehicle & struck 16 year old Harper Stantz & 19
year old Britney Laserinko, while allegedly impaired by drugs. Stantz died from
the injuries sustained from the incident, Laserinko suffered multiple
fractures, and Wilcox will be arraigned on the indictment in Broome county
Court at a later date.


The Broome County Sheriff's Department responded Wednesday
afternoon to Otsiningo Park in the Town of Dickinson, for the report of an
armed robbery.   18 year old Zackary
Pound of Port Dickinson claimed he was held at gunpoint by unknown males and
forced into a vehicle,  it was determined
that a robbery did not take place and the incident was actually an unsuccessful
marijuana drug deal.    Pound was charged
with making a false written statement and processed at the Sheriff’s Office and
released. He is to appear in the Town of Dickinson Court on a later date to
answer the charge. The investigation is ongoing.


The 17th Annual Delaware County Relay For Life will be held

39 year old Jason Phoenix of Walton was arrested by State
Troopers for DWI with a BAC that was almost twice the legal limit.  Phoenix was stopped during a road check on
Lower Main Street in the town of Oneonta, Phoenix was arrested, and he was ordered
to appear in the town of Oneonta court on May 7th.


The Sidney Chamber of Commerce
& the Sidney Emergency Medical Services have announced that Jeff
Joyner,  the CEO of Fox Hospital and the
Fox Tri Town Campus will be discussing the relationship with Sidney and the
surrounding area with Fox hospital, & the expected growth of FOX services,
on May 14th at 8:00 AM at Sidney Country Club.

Oneonta police arrested Gabriel Truitt Tuesday afternoon; he
was recently indicted on charges of arson and murder in connection with a
December 29th fire at 5 Walling Avenue that claimed the life of former
firefighter John Heller.  Oneonta Police
obtained a search warrant for Truitt's Sister in Law residence, right next door
to the Police Station at 95 Main Street, he was found hiding in the basement,
and was taken into custody without incident.
Truitt was taken to the Otsego County jail, he faces arraignment this
morning.


22nd District Congressman Anthony Brindisi will hold his
April town hall at 6:00 pm at Stanford Gibson Primary School in Norwich. The
event is free and open to all members of the community.


Governor Cuomo announced that the State Budget includes
measures to prevent STAR fraud and abuse, including a 6-year ban during which
those found to have knowingly provided false information on a STAR credit
application will be barred from receiving benefits.  In 2013, Governor Cuomo enacted reforms to
the STAR exemption program to crack down on delinquent taxpayers, in 2015; the
NYS Tax Department was authorized to recoup STAR benefits from property owners who
unlawfully received those benefits in past years.


State Police arrested 27 year old Danielle Scott of Sidney
for DWI, Unreasonable Speed and Moving from A Lane Unsafely, after a trooper
was dispatched to County Road 35 in the town of Masonville for a vehicle
rollover.  The trooper located Scott with
Emergency Medical Personnel but she declined medical assistance.  After an investigation, she was arrested for
DWI. She was processed and released on appearance tickets returnable to the
town of Masonville court on May 28th.

The Sidney Central School Observatory will be open tonight, from 8:30-9:30PM. The featured attractions will be the waxing gibbous Moon, and rising Jupiter in the eastern sky. Several telescopes are available for viewing, including the main scope inside the dome. This event is open to the public, and admission is free. This session will be run by Sidney High faculty and students. The Observatory is located behind the high school building.

Sidney Village Police announced the arrest of 2 people Tuesday, after they executed a search warrant along with State Police. An 18 year old Sidney youth was charged with criminal possession of a controlled substance, criminal possession of a weapon & Criminal Possession of Stolen Property Assault, Endangering the welfare of a minor & Harassment, he was arraigned & was remanded to the Delaware county jail on $10,000 cash bail. Am 18 year old Unadilla youth was also charged with criminal possession of Stolen property, he was arraigned & was sent to the Delaware County Jail on $3,000 bail. The investigation is ongoing & more charges are pending.
Governor Cuomo today issued a cease and desist letter to ICE to demand the immediate stop of their unconstitutional enforcement actions. Cuomo condemns the agency's patterns of targeting immigrants and jeopardize public safety in places of businesses, and public places such as schools. Also the Governor signed an executive order to modify executive order #170 to prohibit ICE arrests in state facilities without a warrant, and it also prohibits law enforcement officers from inquiring about immigration status unless they are investigating illegal criminal activity.
Delaware County Sheriff Deputies arrested 28 year old Donald Kern of Hancock for Aggravated Unlicensed Operation after they responded to a 1 car property damage accident on South Dry Brook Road in the Town of Tompkins. Kern is accused of operating his motor vehicle while his driving privileges were suspended. Kern was issued an appearance ticket having to appear in the Town of Tompkins Court at a later date.

State Comptroller Tom DiNapoli released the results of several audits today, including an audit of the Village of Milford. Key Findings were: Duties performed by the Clerk-Treasurer are not segregated, and the Board does not provide adequate oversight & The Board did not ensure that the required annual audit of the Clerk-Treasurer’s records was performed. DiNapoli's auditors recommended that the Board should periodically review bank statements, canceled check images, bank reconciliations and monthly reports & they should perform the required annual audit of the Clerk-Treasurer’s records.
Community Foundation for South Central New York announced that they have awarded $5,000 to Organizations in Walton, from the Paul G. and Miriam B. Mattern Fund. After a competitive local selection process, the advisory committee approved 2 grants to the Town of Walton for $2,500 to support the River Edge Trail planning activities, and $2,500 for the Walton Cemetery Association for the repair and maintenance of roads in the cemetery.

The State Board of Elections announced that all precincts have reported in the 102nd State Assembly race, they have declared Republican Christopher Tague as the winner, with 45.8% of the vote, over Democrat Aidan O'Connor with 44.3%, and Independent candidate Wesley Laraway with 9.7%. Tague replaces Pete Lopez, who left the seat last year following an appointment to the EPA.
Governor Cuomo last week signed an executive order last week that allows parolees to be able to register to vote after completing their sentence, Local Assemblyman Cliff crouch responds:

Crouch said that he thinks that Governor Cuomo is feeling pressured from the Left Wing of the Democratic Party, since Liberal Actress Cynthia Nixon entered the race for Governor.
Governor Cuomo launched the 3rd round of the Downtown Revitalization Initiative, investing $100 million into 10 additional downtown neighborhoods across the state. In its third year, the proven-successful investment will boost local economies; locally the City of Oneonta won the 10 million dollar award & is in the process of improving several areas for future developments.
Power has been restored to all but 61 NYSEG customers after this morning’s transformer explosions in Norwich. South Broad Street is still closed as NYSEG works on the transformer issue.

Governor Cuomo announced that green policies at state agencies saved New York taxpayers $19.6 million in the first five years, while also reducing paper use and waste and increasing recycling. A new report by the Office of General Services also found that state agencies are using green cleaning products, capturing and reusing rainwater, and generating renewable energy.

The Oxford Village Tree Board will be holding its 31st annual "Tree City USA" Arbor Day Celebration on Saturday, starting at 9:00 AM at the LaFayette Park bandstand. The Oxford Village Tree Board encourages families and individuals to attend.

Governor Cuomo announced the Salvation Army in the City of Binghamton has broken ground on its new North Side Job Training and Support Center. The new $6 million center will create up to 40 new full-time jobs and will provide additional services to residents in need. The new center will also provide child-care and senior services.

A tree was planted near the playground, in honor of long time Sidney merchant & Shade Tree Commission member, Elwin Van Valkenburgh. Sidney has once again earned the designation as a "Tree City USA".
More than 200 fire departments have signed up for the 7th annual Recruit New York weekend, according to the Firemen's Association of the State of New York. Firehouses across the State will open their doors to the public in an effort to increase membership in the volunteer fire service. Firefighters will be conducting tours of their facilities, demonstrating firefighting techniques, and allowing visitors to try on turnout gear. Participating local fire departments include Harpursville, Bainbridge, Greene, East Meredith, Walton, Unadilla & West Oneonta; the complete list is available at recruitny.org/participation-area.

People all over the world are weighing in on naming the baby boy Giraffe, born at Animal Adventure in the town of Colesville recently, where millions watched the birth live on their web-stream. Jordan Patch of Animal Adventure told WCDO News that the first round of voting ended last night where the names were paired down to a "Top 10":

The Chairs & Game tables will be auctioned off during the General Clinton Canoe Regatta on Saturday May 27th at 2:00 PM prior to the annual Regatta Hall of Fame Induction Ceremony; the money raised will be used for future Jericho Arts Council events.
Delaware County Sheriff Deputies responded Tuesday to a report of a 2-car accident in the parking lot of the Dutch Deli in Meridale. Deputies and State Troopers were advised that the operator of 1 of the involved vehicles was intoxicated and had fled the scene in his vehicle. Deputies observed the vehicle that fled the scene, had driven past their location, they stopped 49 year old Andrew Bright of Meridale, he was charged with DWI, Aggravated DWI with a Blood Alcohol Content Greater Than .18%, leaving the scene of a property damage accident and backing unsafely. Bright was arraigned in the Town of Delhi Court and was remanded to the Delaware County Jail on $500 cash bail pending future court action. The occupant of the struck vehicle was 19-year-old Kyle Oborn of Malta, who was not injured, and was not ticketed.
Walton Police arrested 3 Walton residents Saturday on various drug charges, following a 6-month investigation. Arrested were 44-year-old Sueann Maler, 34-year-old James Laughman & 32-year-old Jessica Bolster, for criminal sale of a controlled substance. The investigation was wrapped up with sealed indictments being handed down by a Delaware County Grand Jury last week, all 3 were sent to Delaware County jail pending future court action.
Oneonta Mayor Gary Herzig announced that he would seek re-election to that position, at the Oneonta Common Council meeting Tuesday night. Herzig will be opposed by Dan Scanlon on Election Day in November.
A new Sienna research Institute poll shows that 37% of those polled feel that the new state budget is fair, 23% viewed the budget poorly & 25% viewed it positively. Specific items in the budget polled more favorably, including free college tuition for families with an income up to $125,000, increased aid to school districts, ride sharing & a 2.5 billion dollar clean water infrastructure fund. 51% of those polled said that they would vote for Governor Cuomo for a 3rd term, up slightly from last month.

Binghamton Police charged 36-year-old Jennifer Grenchus of Vestal with Vehicular Manslaughter, for allegedly driving while impaired by drugs when she hit and killed 47-year-old Ronald Richardson of Binghamton with her car Monday afternoon. Binghamton Police responded to the parking lot of Tom’s Cards and Gifts on Main Street where they found Grenchus and her vehicle, with Richardson pinned underneath. Police, Firefighters & civilians flipped the Grenchus vehicle off of Richardson, who died at the scene before EMT's could respond. Grenchus struck Richardson along Main Street; dragging his body underneath her vehicle before turning into Tom’s parking lot. Grenchus was arraigned in City Court where she was remanded to the custody of the Broome County Jail. The investigation into incident is continuing, anyone with information is encouraged to contact the Binghamton Police at 772-7080.

United Way of Delaware and Otsego Counties will host its 8th Annual Golf Tournament on Friday, May 19 at Ouleout Creek Golf Course in Franklin.
