A Broome County Jury has found
38-year-old Raymond Hansel of North Carolina, guilty of sexually assaulting a
girl in Broome County over a 3-month period.
Hansel was found guilty of predatory sexual assault against a child and
3 counts of 1st-degree rape, for sexual acts with a girl less than 13 years old
in the towns of Union and Conklin.
Hansel could face prison terms of 25 years to life when sentenced at a
later date.
Governor Cuomo signed legislation
conforming laws in estate planning and surrogates court procedures to the
Marriage Equality Act. The new law
updates the language in the Estates, Powers and Trusts Law to recognize same
sex marriages by removing phrases such as "husband/wife" and
replacing it with "spouses, husbands or wives." In the Surrogate's
Court Procedure Act, the phrase "father and mother" is updated and
replaced with "parents". The
law goes into effect immediately.
Due to the expected gusty winds &
heavy downpours on Thursday Halloween Day, the Village of Sidney has
rescheduled trick or treating to Saturday November 2nd from 5:00 to 8:00 PM, to
secure the safety of the children.
Operation Merry Christmas is winding
up the first part of their process in the coming days, to gather all of the
information on toy requests & children’s clothing sizes, to be given out to

Association of the State of New York announced that New York State is leading
the nation in civilian fire deaths this year.
So far in 2019, there have been 92 civilians that have died in fires
this year that number is expected to increase as the Association statistics
show that winter is the busiest time of the year for home fires. Officials hope that the numbers decrease in
coming years as more New Yorkers replace the old style battery powered Smoke
Detectors with the new state of the art types with 10 year batteries that do
not need to be replaced annually.
A portion of State Route 8 in Sidney
will be named the Sidney Veterans' Memorial Highway under legislation signed
into law by Governor Cuomo Tuesday. The
bill was sponsored by State Senator Jim Seward and Assemblyman Cliff Crouch
after the Village of Sidney requested the special highway designation. A formal sign installation will be scheduled
with State DOT officials at a later date.

their next meeting today from 10:00 AM to 12:00 Noon in Delhi. The Council is
made up of parents and professionals who consider early intervention issues for
children. Today's meeting is open to the
public, it will be held in the Delaware County Public Health Conference Room

A Free Rabies Vaccination Clinic for
dogs, cats and ferrets will be held today from 6:00 to 8:00 pm at Bloomville

State Police at Oneonta found a vehicle belonging to a man missing from Irondequoit and now are seeking assistance in locating 53-year-old Steven Kassirer, whose vehicle was located abandoned in a parking lot in the Oneonta area last Tuesday, October 23. Kassirer has no ties to the Oneonta area and troopers do not know at this time why his vehicle would have been left. anyone with information should contact State Police in Oneonta at 432-3211.
There are no further plans for a debate between Gubernatorial candidates between now & Election Day. One debate was held downstate last week between Democratic Incumbent Andrew Cuomo & Republican Challenger Marcus Molinaro, Independent Stephanie Miner, Green Party candidate Howie Hawkins & Libertarian Larry Sharpe were excluded from that debate.
The Delaware County Chamber of Commerce will hold their 1st Friday Eat & Meet this Friday in Hobart, from 8:30 to 10:00 am at Liberty Rock Books at 678 Main Street. The guest speakers are Paul Van der kruik of the Leatherstocking Council of the Boy Scouts of America and Kimberly Lorraine of the United Way of Delaware and Otsego Counties.
The CDC and the State Health Department are urging New York State Residents to get their flu vaccine as soon as possible, as an early flu season has already started. A flu outbreak in 1 Michigan school district led that district to close with students & teachers experiencing a flu outbreak. The FDA has approved a new flu vaccine that will be rushed to the market to try to slow down the latest strain of the flu.

State Police and local law enforcement have increased patrols to crack down on impaired driving and underage drinking through Halloween. The enforcement campaign runs through Thursday and is funded by the Governor’s Traffic Safety Committee. During last year’s initiative there were 1,593 accidents, 226 injuries, 1 fatality, Troopers also arrested 248 people for DWI and issued more than 9, 057 tickets for speeding, distracted driving and other traffic violations.
State Police arrested 38 year old Annvernette Ellis of Edmeston for Driving While Intoxicated, Criminal Possession of a Controlled Substance and Aggravated Unlicensed Operation plus several traffic tickets. A trooper on patrol near the intersection of State Highway 20 and State Highway 8 observed Ellis commit several traffic offenses, a traffic stop was initiated and found Ellis was drinking an alcoholic beverage while driving, she also possessed oxycodone. Ellis was arraigned & was remanded to jail pending future court action.

Delaware County Sheriff’s Deputies arrested 38-year-old Cheryl Butler of Walton, Saturday for Felony DWI, Endangering the Welfare of a Child, & other charges. Deputies stopped Butler in the town of Delhi; she is accused of driving in an intoxicated condition with a 9-year-old passenger. Butler was arraigned at the Town of Delhi Court & was remanded to the Delaware County Jail on $500 cash bail or $1000 in secured bond pending future court action.
Governor Cuomo announced $59 million in funding through the Weatherization Assistance Program to help cut utility costs for approximately 9,200 income-eligible families and seniors across the state. Funds will be released to a statewide network of non-profit organizations to conduct energy-efficiency work including air sealing, insulation, upgrading heating systems, and diagnostic testing to identify hazards such as carbon monoxide and mold. 22-year-old Gerard Bourgeois of Morris will spend 6 months in jail & will serve probation, after he pleaded guilty in Otsego County Court to 2nd degree assault. Bourgeois was charged for hitting a 62-year-old mentally disabled man in the head with garden shears in 2016, causing head injuries.
Oneonta police arrested 22-year-old Marquis Cunningham of the Bronx for criminal possession of a forged instrument, criminal possession of marijuana and aggravated unlicensed operation of a motor vehicle. Cunningham is accused of having counterfeit $50 bills & driving with a suspended driver's license, he was arraigned & was sent to the Otsego County jail on $2,500 cash bail; he was released on bail & will appear in court to answer to the charges shortly.
Oneonta Police arrested 2 people for criminal possession of a controlled substance Friday. 29-year- old Amber Typlt & 23-year-old Christopher Wellman are accused of possessing heroin, they were being held in Otsego County jail pending court action.
The Chenango County Sheriff’s Office investigated a 2-vehicle crash on South Canal Street in the Village of Oxford that shut down the road for about 4 hours at about 12:30 Monday afternoon. A Vehicle operated by Miranda Gifford of Rome veered into oncoming traffic & she struck a truck operated by Danny Hall of Barton. Gifford was extricated from her vehicle and airlifted to University Hospital in Syracuse by LifeNet. Hall and his passenger were uninjured. The cause of the crash is still under investigation.
The Chenango County Sheriff’s Office, & the Chenango County Bureau of Fire, is investigating a fire at 108 County Road 21 in the Town of Plymouth that claimed the life of Plymouth Fire Chief Frank Fowlston Monday. The fire was reported at about 2:00 AM, it appeared to have started in the living room. Fowlston was discovered inside the residence, the autopsy was conducted at Lourdes Hospital, it was determined that Fowlston died of smoke inhalation. Fire Departments from Plymouth, Norwich, North Norwich, Smyrna, and Sherburne fought the blaze, the cause is still under investigation.

When officers responded to Fogliano’s residence, occupants locked themselves in rooms and refused to comply. Officers eventually arrested Fogliano, 37-year-old Jarred Cutting of Masonville, 31-year-old Andrew Baker of Masonville, 22-year-old Ashley Murphy of Sidney Center for Obstructing Governmental Administration. Murphy is accused of possessing Methamphetamine, she was charged with Criminal Possession of a Controlled Substance. All were arraigned in the Town of Sidney Court and remanded to the Delaware County Jail on $1000 cash bail or $2000 bond. Foglianoa was also arraigned on the Bench Warrant on an additional $1000 cash bail or $2000 bond.

Investigators made several controlled purchases of crack cocaine from GRIFFIN; the case was presented to a Delaware County Grand Jury that returned an Indictment, charging GRIFFIN with 3 counts of Criminal Sale of a Controlled Substance. GRIFFIN was located in Endicott and was arrested Thursday; he was transported to the Delaware County Correctional Facility to await court action.

Cornell Cooperative Extension of Delaware County will be conducting NYSERDA’s free energy workshops titled “EMPOWER Save Energy, Save Dollars” at three locations, for those who pre-register through Cornell Cooperative Extension of Delaware County at 865-6531. A new workshop has been scheduled for Monday October 31st at the Opportunities for Otsego from 1:00 to 2:30 pm at 3 West Broadway in Oneonta. Other workshops will be held on November 3rd from 11:30 am to 12:30 pm at the Deposit Senior Meals Site at 14 Monument Street, and on November 7th from 1:00 to 2:30pm at Opportunities for Otsego at 3 West Broadway, Oneonta.
The Delaware County Board of Elections reminds county voters that the general election will be on November 8th this year, with the polls open from 6:00 AM to 9:00 PM. Absentee ballots and sample ballots for the General Election are available at the Board of Elections Office at 3 Gallant Ave., Delhi NY. Absentee ballot applications may be downloaded from co.delaware.ny.us Sample ballots may also be viewed on that website. Attorney General Eric Schneiderman today announced that Cigna Insurance would end its policy of requiring prior authorization for medication-assisted treatment for opioid use disorder. Cigna’s change comes just months after Schneiderman requested that the company provide information about their policies to address concerns about barriers to treatment for opioid use disorder. Schneiderman said that Preauthorization requirements can lead to delays in patients obtaining quick, necessary treatment for addiction.

The Sidney Police Department will have a new Chief sworn in at tonight’s Village Board meeting, and then Jan Gorshack will replace Mike Hood as chief officially Thursday. Gorshack told WCDO news about taking over as the Sidney Police Chief:

Gorshack has served in the Sidney Police Department for 23 years, he ran the DARE Program for 20 years, out going Chief Mike Hood will work part time with the Bainbridge Police Department and the Delaware County Sheriffs department.
The Broome County District Attorney’s Office announced that 6 individuals have been arrested as part of a "Major drug trafficking enterprise” The 6 were arrested Sunday following a joint investigation by law enforcement agencies in Binghamton, arrested were Devon Johnson, Ferris Brown, Shawn Perry, Maurice Rollins, Mary Peters, & Andrew Savo. All 6 were arraigned in Binghamton City Court, and were remanded to the Broome County Jail without bail.
Broome County DA Steve Cornwell announced that 32-year-old Christopher Clerveau of Kirkwood, pleaded guilty Friday to charges relating to his involvement in a large-scale drug ring operating in the region by Terrence Wise. Clerveau is scheduled to be sentenced on February 1st.

Attorney General Eric Schneiderman today announced that Cigna Insurance would end its policy of requiring prior authorization for medication-assisted treatment for opioid use disorder. Cigna’s change comes just months after Schneiderman requested that the company provide information about their policies to address concerns about barriers to treatment for opioid use disorder. Schneiderman said that Preauthorization requirements can lead to delays in patients obtaining quick, necessary treatment for addiction.

The Broome County District Attorney’s Office announced that 6 individuals have been arrested as part of a "Major drug trafficking enterprise” The 6 were arrested Sunday following a joint investigation by law enforcement agencies in Binghamton, arrested were Devon Johnson, Ferris Brown, Shawn Perry, Maurice Rollins, Mary Peters, & Andrew Savo. All 6 were arraigned in Binghamton City Court, and were remanded to the Broome County Jail without bail.
Broome County DA Steve Cornwell announced that 32-year-old Christopher Clerveau of Kirkwood, pleaded guilty Friday to charges relating to his involvement in a large-scale drug ring operating in the region by Terrence Wise. Clerveau is scheduled to be sentenced on February 1st.

Governor Cuomo today announced that The State has revised its Domestic Incident Report, which will allow law enforcement to collect more detailed information to enhance investigations, improve officer safety and connect domestic violence victims with support services. Police officers are required by law to complete the report whenever they respond to a domestic incident call, on average, officers statewide complete an estimated 400,000 Domestic Incident Reports every year.

Former Assembly Speaker Sheldon Silver was sentenced to 12 years in prison, in a Manhattan federal courtroom Tuesday. Silver was convicted last year on corruption charges for collecting about 5 million dollars in kickbacks during his 21 years as Assembly Speaker.
Former state Senator Tom Libous of Binghamton died Tuesday, following a lengthy battle with cancer. Libous was 63. Funeral services will be announced shortly.
The State Senate passed legislation renaming a portion of State Route 357 in Delaware County in honor of United States Marine Corporal Nicholas Uzenski. The bill sponsored by Senator Jim Seward pays tribute to the Uzenski, who was killed in Afghanistan in 2010 when his unit was ambushed during a reconnaissance mission. The bill designates the portion of Route 357 from the intersection with State Route 28 in the town Franklin to the Franklin-Sidney town line, The Town of Franklin requested the special highway designation. Companion legislation sponsored by Assemblyman Cliff Crouch has been introduced in the state assembly.

State Police arrested 51 year old Meridee Carpenter of New Berlin for Aggravated DWI with a BAC result of .27% & other traffic violations. Carpenter was charged following the report of a vehicle crashing into the Dollar General Store on Main Street in Sherburne and then fleeing the scene. State Police located the vehicle being driven on Turnpike Road; Carpenter was issued tickets for the Town of Sherburne Court on March 28th.
State Police reported that last Tuesday Night, at about 11:00 pm, Trooper Timothy West, Jr., responded to a Delaware Co 911 report of a child-birth in progress in a vehicle on State Highway 28 in Franklin. Trooper West located the vehicle, and observed a woman who was in labor, assisting the woman as the child was born safely in her vehicle. Both the mother and newborn appeared to be in good health, they were taken by Ambulance to Fox Hospital & were doing fine. Police said that the woman declined to be identified.
Motorists are advised that State Route 17 eastbound between Airport Road and Front Street will be reduced to 1 lane beginning at 9:00 AM today. Crews will be performing roadway repairs through 3:00 PM, as spring work begins again on the I-86-Kamikaze Curve project.

State Senator Jim Seward is co-sponsoring legislation to end pension benefits for elected officials convicted of felonies. Senate bill 3048 would add a new section to the state constitution barring any elected official, convicted of a felony offense while in office, from collecting his pension benefits. Seward is also calling for enhanced investigations and additional resources to bring public wrongdoers to justice along with tougher penalties for those convicted of ethics violations.
State Troopers in Delaware County arrested 23-year-old Casey Weishar of Stamford, for 2nd degree Strangulation, 3rd degree Assault, 4th degree Criminal Mischief and Unlawful Possession of Marihuana. The arrest resulted from a domestic incident in Stamford; Weishar was arraigned and was remanded to the Delaware County Jail on $1,500 cash bail pending future court action.
