Unofficial results were released today regarding Tuesday's Primary Elections. In the Delaware County Republican Primary for the Treasurer's race, Carli Pinner defeated Ronda Williams with 56% of the vote, in the Town of Colchester, Robert Hafele will be the Republican candidate for Colchester Town Supervisor, David Rubera win the nomination in the Hancock town Supervisors race, James Ellis wins the nod in the Meredith Town Supervisors race, In the town of Sidney Board race, the nominees will be Frank Selleck & Andrew Hinkley, and for the Walton town board, the nominees will be Luis Rodriguez-Betancourt and Kevin Armstrong. In Chenango County, Ronald Sherman & Joel Lawrence won the Republican Party Nomination for Afton Town Board.

State Police responded to a 2-vehicle crash on State Route 11 in the town of Kirkwood. Investigators reported that Denise Ellis of Binghamton, was making a left turn when she failed to yield the right of way to a vehicle traveling north on State Route 11, the 2nd vehcile driven by 73 year old Nora Gibson of Pennsylvania, rolled as a result of the collision. Ellis was transported to Wilson Medical Center, her passenger was not injured, Gibson and a 74-year-old occupant were both transported to Wilson Medical Center. Ellis was ticketed, all injuries are believed to be non-life threatening.

Delaware County Sheriff’s Deputies responded to a 1 Car Motor Vehicle Accident on County Highway 21 in the Town of Walton, they identified the driver as 75-year-old Erol Tural of Walton, Deputies charged Tural with, DWI and driving with a blood alcohol content of .08% or greater, Moving from a Lane Unsafely, Speed not Reasonable & other charges, Tural was released on appearance tickets and traffic summonses and was directed to appear in the Town of Walton Court at a later date.

State Police arrested 32 year old Jason Hubbell of Cooperstown, for 2nd degree Burglary, Criminal Mischief and Resisting Arrest. Troopers were dispatched to a report of a domestic dispute in Roseboom, Hubbell allegedly kicked in the front door of a residence, broke a secondary door then drove his vehicle into the victim’s vehicle before leaving the area. Troopers were able to locate Hubbell in Middlefield where he resisted arrest. Hubbell was ultimately taken into custody and later transported to the Otsego County Jail for Centralized Arraignment.

State Police arrested 29 year old Daniel Nelson of Bloomville for 2nd degree Assault, after Troopers responded to a residence in Cooperstown for a report of a domestic dispute on June 22. Troopers later learned that the other person was checked out at a local hospital and was treated for broken bones stemming from injuries sustained during the argument, Nelson was arrested and later transported to the Otsego County Jail for Centralized Arraignment.

Commerce Chenango announced that they will hold an Open House at their new location at 19 East Main Street in Norwich, Today from 4:30 to 6:30 PM, those in attendance will get to see the plans for the Early Learning Center that will be located on the 1st floor of that building.

A.O. Fox Hospital will be conducting a routine water flow test of its fire sprinkler system today at approximately 6 pm. The test will last 1 to 2 Hours. Residents in the immediate area may notice a temporary drop in water pressure or a slight discoloration of water during and directly following the testing period. The Norwich Police Department investigated a stabbing on Rexford Street in the City of Norwich Wednesday at about 5:30 PM. Police arrested 40 year old Jason Chase of Marathon for 2nd degree Assault & Criminal Possession of a Weapon. Norwich Police Department located the victim who had stab wounds to his neck and forearm, the victim was taken to UHS Chenango Memorial Hospital and is in stable condition, Officers located and arrested Chase at Gold Street in Norwich, the stated that during an altercation, Chase allegedly produced a “brass knuckle knife,” and stabbed the victim several times, he was arraigned & was being held without bail, pending further hearings.

Governor Kathy Hochul today announced that law enforcement agencies throughout the State issued 20,714 tickets for various vehicle and traffic law violations, including 4,374 tickets for speeding and 966 tickets for drug or alcohol impaired driving during a statewide mobilization. The Labor Day weekend enforcement campaign ran from August 30 through September 2nd.

U.S. Senator Kirsten Gillibrand is calling for the passage of legislation that would provide free breakfast, lunch, dinner, and a snack to all schoolchildren regardless of income:

Gillibrand said that Studies show that Free school meals are associated with a variety of positive outcomes, including improved attendance rates and school performance, fewer behavioral incidents, lower suspension rates, better health outcomes, and reduced financial stress for students and families.

Delaware County Sheriff's Office arrested 36 year old Ronnie Hernandez on a Fugitive from Justice complaint. The Delaware County Criminal Investigation Division received information that Hernandez was an Inmate at the Delaware County Correctional Facility & he had an active warrant from the Pennsylvania for stealing a motor vehicle, valued at $30,000. Fernandez was arrested and arraigned on the Fugitive from Justice Complaint at the Delaware County Central Arraignment Court and remanded back to the Delaware County Correctional Facility pending extradition to the State of Pennsylvania.

23 year old Elijah Gibson of Endicott, was sentenced today in Broome County Court to 5 years in State Prison, followed by 3 years of post-release supervision for Criminal Possession of a Weapon. On December 30, 2023, in the Village of Endicott, Gibson possessed a loaded and operable 9mm firearm, leading to his arrested & conviction.

Delaware County District Attorney Shawn Smith announced that the Delaware County Grand Jury returned an 8-count indictment against 32 year old Drew Garnier of Masonville for the murder of his wife Samantha, and the attempted murder of their 2 children. Garnier was indicted for 2nd Degree Murder, Attempted Murder, Criminal use of a firearm, Criminal Possession of a Weapon, for possessing assault weapons, he pleaded not guilty to each charge & was remanded to the custody of the Delaware County Sheriff’s Office without bail.

State Police arrested 55-year-old Daniel Erickson of Greene, for 2nd degree Rape with a victim under the age of 15, and endangering the welfare of a child, in Bath New York earlier this year. Erickson previously pleaded guilty in April to luring a 16-year-old child in Broome County after having multiple sexually charged texts, at the time he was the Johnson City Middle School Principal.

The Chenango County Historical Society and the Chenango County Historian’s Office will collaborate on “An America 250 Conversation.” These two organizations are seeking input from the people of Chenango County on how local communities will participate in the national commemoration of the 250th anniversary of the founding of the United States. Oneonta Police Department responded On the morning of Saturday, January 14th, at 8:58 a.m., for a report of a person down in Neahwa Park. Officers responded with members of the Oneonta Fire Department and located a 35-year-old male who was unresponsive and later declared deceased by Otsego County Coroner Terry Knapp. The male was identified, and his family notified of his passing. A death investigation was completed by the Oneonta Police Detective division and revealed no indication of foul play. Oneonta Police are not releasing the name of the deceased.

The Norwich City School District reported that on Early Friday morning, cafeteria staff in the Gibson school were following protocol, washing bananas to serve our students, employees discovered a scorpion in the bananas. It was quickly contained. Cafeteria and custodial staff followed all protocols and no staff or students were harmed in the discovery. In addition, High School Zoology students were able to capitalize on the discovery and feed it crickets and study it under a glow light. Norwich school Officials believe that the scorpion traveled to Norwich from Guatemala, in the banana box.

State Police arrested 24 year old Patrick Combs of Roxbury for Grand Larceny, Criminal Possession of Cannabis and Operating a Motor Vehicle while Under the Influence of Drugs. State Police were called to State Highway 30 in the town of Roxbury Sunday for a report of a larceny by a store employee. A preliminary investigation determined that Combs stole $2000 from a safe and then left the store in his vehicle. Troopers located Combs and when approaching his vehicle could smell an odor of cannabis. While conducting an inventory of the vehicle, Troopers located a large amount of cannabis, a weight scale, drug paraphernalia and alcohol. The investigation is ongoing.

Congressman Marc Molinaro announced he has been selected to serve on the House Committee on Agriculture and the House Committee on Transportation & Infrastructure for the 118th Congress. Congressman Molinaro represents New York’s 19th Congressional District

The State Department of Health announced that the XBB.1.5. variant is now the most dominant strain in New York, accounting for more than 50 percent of COVID-19 infections statewide, the strain is more transmissible than other circulating variants, though there is not yet clear evidence of significant changes to virulence or severity of disease. Currently over 3400 New Yorkers are hospitalized with COVID. The Health Department's weekly flu surveillance report for the week ending January 7, shows influenza remaining widespread throughout the state for a fourteenth consecutive week, with a total of 293,541 positive cases across all 62 counties reported to date. Confirmed cases statewide dropped 36 percent, while overall hospitalizations were down 34 percent from the previous week with 1621 hospitalized.

The State DOT reported that a tractor trailer jack-knifed on I-88 at about 11:30 this morning in the westbound between Exit 12 Otego and Exit 11. both lanes were blocked & traffic was detoured to state Route 7. DOT officials and other emergency personnel were on scene. WCDO will have additional details as they become available.

State Police will step up speed enforcement efforts along the New York portion of U.S. Highway 20 today, as part of a 1 day project, targeted at reducing speed related crashes on non-interstate highways. The program was created by the Iowa State Patrol, U.S. Highway 20 spans 3,365 miles coast to coast. New York State has jurisdiction over 372 miles of the highway, other participating states include Iowa, Montana, Wyoming, Nebraska, Illinois, Indiana, Ohio and Pennsylvania.

State Police located 58-year-old Jan Dager of Salisbury in Herkimer County, deceased in a wooded area about half a mile from his home. Dager was reported missing from his home January 14th, The investigation is on-going.

Village of Sidney announced that the water service disruption will be starting around 9:00 AM Tuesday, water system customers north of the Susquehanna River along Route 8 and the surrounding areas will experience water service disruptions, until about 4:00 PM. This service disruption is associated with the Village of Sidney’s work to install new water mains under the Unadilla and Susquehanna Rivers.

The Sidney Police Department in 2022 handled a total of 3,050 calls for service. 1,791 were criminal in nature, while 1,259 were non-criminal in nature. Sidney Police responded to 85 were false business alarms, 100 were animal complaints, 196 were EMS or Fire related, there were 61 were mental health incidents. Sidney Police had 445 arrests consisting of 181 Violations, 204 Misdemeanors, 60 Felonies, 319 Traffic tickets were issued there were 389 Warnings, Sidney Police responded to 95 Motor vehicle accidents & 92 Parking tickets were issued.

P.M. NEWS WEDNESDAY 5-11-22

The Binghamton Police Department announced the arrested of 28 year old Justin Williams of Greenville North Carolina in connection with a fatal shooting at 58 Floral Avenue Tuesday morning. Williams was charged with 2nd degree murder and criminal possession of a weapon for the shooting death of 31-year-old Victor Texidor of Binghamton. Williams was stopped by a Pennsylvania State Trooper who spotted Williams Vehicle on Interstate 81 near Gibson. Williams was arraigned in Binghamton City Court and remanded to the Broome County Jail. Anyone with information is asked to contact Binghamton detectives at 607-772-7080.

The Delaware County Sheriff's Office announced the arrest of 46 year old Gweyn Brockway of Davenport on charges of Forgery and Grand Larceny in the Town of Sidney. Brockway was working as a Home Health Care nurse, she was accused of stealing, forging and depositing checks owned by a patient and her family, totaling over $17,000. Brockway and charged her with 21 counts of Forgery and 1 Count of Grand Larceny, she was issued appearance tickets for Town of Sidney Court at a later date.

U.S. Senator Kirsten Gillibrand announced that she will vote in favor to codify the Roe Vs. Wade Supreme Court decision, when it comes up for a vote today:

Senator Gillibrand said that she doesn't expect that the legislation will pass the 60 vote threshold in the Senate today, she said that she supports the State Legislature's efforts to have New York State continue to allow for Abortions in spite of the expected Supreme Court's actions.

Catholic Charities announced another Community Mass Food Distribution on May 24th at 11:00 AM at the River Street Fire Station in Sidney, spokesperson Penny McKnight told WCDO News that volunteers are needed on the 24th:

Those planning on attending the Mass Food Distribution are asked to not arrive before the 11:00 AM start time, in order to avoid traffic issues & large crowds.

New Yorkers will have to wait until August to vote in the primary elections for Congressional Seats and State Senate Seats, following a a ruling by U.S. District Judge Gary Sharpe of Albany on Tuesday. The Primaries for governor and the state Assembly are still scheduled for June. A state judge and an independent expert are now drawing up new maps, which were ordered after a judge ruled that Democrats gerrymandered the maps to get more representation & ordered new maps be drawn.

Antonio Delgado announced today that the Delgado for New York campaign committee is officially open, with a new campaign website, delgadoforny.com. Delgado will be on the ticket with Governor Hochul in the June 28th primary and the November 8th general election. Delgado has until June 1st to formally resign from Congress, to then allow another Democratic Party Candidate to run for the 19th Congressional District, The primary for that race will be in August.

STATE POLICE Troop C Commander officer, Major Jeffrey VanAuken, announced that In the month of April members from Troop "C" removed 46 impaired drivers off the roadways. Troop "C" encompasses 7 counties, including Broome, Chenango, Delaware & Otsego Counties.

The Great New York State Fair will ban outdoor smoking except in designated areas starting this summer. Smoking is already prohibited inside buildings on the fairgrounds and at the Chevy Court and Chevy Park venues. The new policy only covers the NYS Fair, and smoking rules for non-fair events may vary.

State Police arrested 22-year-old Joel Ramos for unlawfully fleeing a police officer in a motor vehicle & other traffic violations and 19-year-old Joenrique Torres, both from Lancaster, Pennsylvania, for tampering with physical evidence. The arrests occurred after a pursuit that started when a Chevy HHR failed to stop for speeding and continued southbound on State Route 12 in the Village of Oxford, with Ramos driving at speeds up to 105 miles per hour. Torres is accused of throwing drug paraphernalia out of the car. The pursuit ended after Broome County Sheriff Deputies deployed stop sticks at the Broome and Chenango county line on State Route 12. Ramos and Torres were arraigned in the Town of Oxford court and were remanded to the Chenango County jail on $5,000 cash bail or $20,000 property bond pending court action in the Town of Oxford today. The investigation is continuing & additional charges are pending.

Firefighters in Walton, Delhi & Trout Creek responded to a fire at about 3:50 this morning on the 2nd floor of 22 Benton Avenue in Walton today. 66-year-old Phillip Kurt was found deceased on the 2nd floor by firefighters, the cause of the fire is under investigation.

Congressman Chris Gibson announced that he filed a statewide candidate committee this morning at the New York State Board of Elections to explore running for Governor in 2018. The formation of this exploratory committee comes after a year of travel around New York State, attending events in 41 of New York's 62 counties in the last year. Governor Cuomo today announced $35.3 million in grants for capital projects at higher education institutions across the state. This funding is from the Higher Education Capital Matching Grant Program, which provides matching grants to private colleges and universities for the construction, rehabilitation or repair of classrooms, laboratories and other facilities. The program requires grantees to match approximately three dollars for every dollar provided by New York State. Locally, Hartwick College will get $500,000 for Renovation of the Anderson Center for the Arts.

Governor Cuomo delivered remarks at Chief Judge Janet DiFiore's swearing-in ceremony at the New York State Court of Appeals in Albany. Chief Judge DiFiore was nominated by Governor Cuomo in December and confirmed by the Senate in January, she is the 2nd female chief judge of the State Highest Court.

Delaware County Sheriff’s Deputies arrested 23-year-old Christopher Kern of Walton New York, for aggravated unlicensed operation of a motor vehicle, unlicensed operator, operating a motor vehicle with defective breaks, operating a motor vehicle with an open container of an alcoholic beverage inside. Deputies say this arrest was a result of a one-car motor vehicle accident in the Town of Hamden, Kern was released on traffic tickets returnable to Hamden Town Court at a later date.

State Police updated details about the Otsego County 911 call Thursday Morning at Stericycle in Oneonta. 68-year-old John Murphy of Oneonta had attempted to walk between a tractor-trailer and a loading dock, unaware that the vehicle was backing up, and was fatally struck. Otsego County Coroner Terry Knapp ruled the cause of death was severe trauma. The investigation is continuing.

The Broome County Sheriff's Office arrested 35-year-old Qulon Cooper of Johnson City Saturday afternoon. Deputies found Cooper to be in possession marijuana, Hydrocodone pills and over 100 packets of heroin. Cooper was charged with criminal possession of a controlled substance, unlawful possession of marijuana, aggravated unlicensed operation of a motor vehicle and a window tint violation. Cooper was arraigned & was taken to the Broome County Jail without bail, pending county court action.

Governor Cuomo today announced a series of comprehensive regulations to prevent the practice of so-called lesbian, gay, bi-sexual and transgender "conversion therapy,” Governor Cuomo commented at an event in new York City over the weekend:

Multi-agency regulations announced today, ban public and private health care insurers from covering the practice in New York State, and also prohibit various mental health facilities across the state from conducting the practice on minors.

Constitution Pipeline Company announced that the Federal Energy Regulatory Commission has issued an order approving construction of its proposed pipeline to increase natural gas supply to New York and New England markets, subject to certain conditions that will ensure the protection of natural resources. The 124-mile Pipeline will travel from Pennsylvania, through Broome, Chenango, Delaware and into Schoharie County, construction will begin as early as the first-quarter next year. Studies indicate that the environmental impacts would be to less than significant levels with the implementation of proposed mitigation measures by the company and FERC.

Governor Cuomo announced that the state would convene a summit of agricultural, food, and distribution leaders to brainstorm ways to sell more upstate produce in New York City this Thursday in Manhattan. Currently, locally grown produce has remained as only a small percentage of the overall food sales in the state, in spite of Agriculture being the state’s largest industry. Lieutenant Governor Robert Duffy will chair tomorrow’s summit.

Oneonta Police have arrested 29-year-old Adam Egal of Oneonta on burglary & petty larceny charges. Egal is accused if breaking into a dorm at Hartwick College over the Thanksgiving break, staying there illegally for 3 days & stealing alcoholic beverages & cash.

Governor Cuomo announced the first round of businesses certified as New York State Service-Disabled Veteran-Owned Businesses. The 21 newly certified businesses cover a range of goods and services including construction services, financial services and a variety of commodities. The designation makes each business eligible to participate in contracting opportunities with the State. Congressmen Chris Gibson is calling on Governor Cuomo to sign into law the Lyme disease bill that passed the State Legislature this year. The Patients’ Rights/Doctor Protection Bill provides that physicians who treat Lyme and other tick-borne diseases according to medical standards should not be subjected to investigations of their medical licenses by the Office of Professional Medical Conduct. Cuomo has not indicated if he will sign the bill.

State Comptroller Tom DiNapoli said the $5 billion dollars in extra money New York is reaping from the bank settlements should not be viewed as a surplus, and should not be spent as though there will be more money coming in the future. DiNapoli said it should not be used for recurring expenses, like tax cuts or increased school aid. According to projections, the state still has a structural deficit of nearly $2 billion dollars for the upcoming budget year. Cuomo and legislative leaders have said they want the $5 billion dollars to be kept separate from the budget and placed in an infrastructure fund.

The State Department of Taxation and Finance launched the continuing education component of New York’s regulations to protect consumers who hire tax preparers. The training program builds on the first phase of the regulations - tax preparer registration, which began in 2010. Each year, about 70% of tax returns are completed and filed by paid tax preparers. The Chenango County Sheriff’s Office arrested Ganesh Ramsaran for 2nd degree Bribery; he is accused of offering a Chenango County Corrections Officer of $100,000 to aid in his escape from the Correctional Facility. Ramsaran was arraigned in the Town of Norwich Court and remanded back to the Chenango County Correctional Facility on $1,000,000 Dollars Cash Bail or $2,500,000 Property Bond, he’ll return to the Town of Norwich Court at a later date. The investigation is continuing with additional charges possible.

The State DEC amended its Chronic Wasting Disease regulation, to prohibit people from importing into New York certain parts of white-tailed deer, elk or moose taken in the state of Ohio. In late October, the Ohio Department of Agriculture confirmed a case of Chronic Wasting Disease in a white-tailed deer, 1 has also been confirmed in Pennsylvania.   Hunters who plan to hunt white-tailed deer, elk or moose in Ohio or Pennsylvania must remove the brain, eyes, spinal cord, tonsils, intestinal tract, spleen and lymph nodes before returning to New York with a deer, more information is available at dec.ny.gov.

NYSEG will inspect natural gas transmission rights of way in the Oneonta region this week. The inspections will be done by helicopter, enabling company officials to spot & correct vegetation & encroachment issues that could hinder repair crews. The helicopter inspections will occur today & tomorrow.

State Police responded to the report of a car & motorcycle accident in Apalachin Sunday at 1:40 PM at State Route 434 and Pennsylvania Avenue. State Police Investigators report that a Buick operated by 71 year old DONALD ULMER Sr. of Little Meadows, Pennsylvania turned left in front of an oncoming motorcycle operated by 43 year old AUBURN LYONS of South Gibson, Pennsylvania. Lyons was pronounced dead at the scene, an autopsy is scheduled to be performed at Lourdes Hospital in Binghamton today, the Investigation is continuing.

Delaware County Deputies arrested 20-year-old Casey McKlveen of Latrobe Pennsylvania Saturday for 2nd degree Rape & Endangering the Welfare of a Child. McKlveen is accused of engaging in sexual contact with a female less than 15 years of age. He was arraigned in the Town of Delhi court, and was remanded to the Delaware County Correctional Facility on $25,000 cash bail.

Otsego County will be holding its annual Household Hazardous Waste Event for Small Businesses on Friday September 12th, from 2:00 pm to 4:00 pm at the Meadows Office Complex County Highway 33W in Cooperstown. Small businesses that qualify will receive a subsidy of $50 for cost associated with collection from the County. Registration is mandatory at 547-4225 during normal business hours through Labor Day, and then and Monday to Friday from 8:00 AM to 5:00 pm beginning September 2nd.

Delaware County Deputies conducted a traffic stop on Main Street in the Village of Franklin. 22-year-old Brooke Ketchum of Bainbridge was arrested for Driving while Intoxicated, unsafe start and aggravated unlicensed operation of a motor vehicle. Ketchum is scheduled to reappear in the Town of Franklin Court at a later date.

The Bainbridge Village Board will hold a work session this afternoon at 5:00 PM, to discuss the comprehensive plan. The board will hold their regular meeting on Tuesday, both meetings will be held at the village offices at 33 West Main Street, and both will be open to the public.

New York will send 2 tax-rebate checks next month: a $350 check for families with children and then a check to refund residents for this year's growth in school property taxes. In 2013, Cuomo and Legislature agreed to provide the $350 checks to residents with children under 17 as of 2012 and with incomes between $40,000 and $300,000. This year, residents will receive the $350 checks in the mail. In 2015 and 2016, the money will come as credits when people file their state income taxes.

Fruits, veggies and whole grains will fill the plates of all the students who choose to buy their lunch in the cafeteria this school year. The changes are being made to comply with the Healthy, Hunger-Free Kids Act of 2010. They include whole grains as the primary ingredient in all grain products, one cup of fruit at breakfast, more fruits, vegetables, low-fat dairy and protein foods. Governor Cuomo noted the importance of the state’s dairy industry, with June being celebrated as “Dairy Month”. Dairy accounts for ½ of the state's total agricultural income, New York is the 3rd leading producer of milk in the country and also the is now the largest producer of yogurt, cream cheese, sour cream and cottage cheese.   New York is a net supplier of milk to the Northeast region, with 2.8 billion pounds of milk shipped from farms to out of state plants in New England, Pennsylvania and New Jersey; the state has also experienced a 16.4% increase in dairy-related employment from 2010 to 2013.

Mergers of school sports program will be implemented soon, for the Harpursville, Afton & for one sport, Bainbridge Guilford School. Harpursville Athletic Director Dave Groover told WCDO news about the sports mergers:

Groover said that the school fell short in some of the sports in terms of the number of students participating, so merging those teams made sense. Groover said that cost cutting also factored into the decision. The changes will begin with Fall sports.

State police have arrested a Gilbertville man on felony weapons charges. 46-year-old Edward McCarthy was charged with 3rd & 4th degree criminal possession of a weapon, and criminal possession of a weapon by a convicted felon.   McCarthy was charged after a state police investigation into stolen property in the town of Butternuts Monday.

Otsego county sheriff’s department arrested 27 year old Justin Quakenbush on 3 counts of 2nd degree attempted assault, 1st degree promoting prison contraband, & 3rd degree menacing, following attempted attacks against Otsego county corrections officer, in the Otsego county jail. Quakenbush was being held in the county jail on separates charges, he had his bail increased to $5000 bail at arraignment in town of Middlefield court, he could face an additional 19 years in jail if convicted on all of the latest charges.

Congressman Chris Gibson is calling on federal regulators to make changes to the Delaware River Basin Flexible Flow Management Plan to better protect Upstate New Yorkers from flooding. Last week the Delaware River Basin Decree Parties extended the current Flexible Flow Management Plan for another year, delaying the implementation of measures to mitigate flooding in surrounding communities. Gibson said that releases from the Cannonsville, Neversink, and Pepacton reservoirs are regulated by a 1954 United States Supreme Court decision, where New York, New Jersey, Pennsylvania, Delaware, and New York City must agree on changes to the management of the Delaware River Basin.

The American Red Cross is urging people to donate blood this summer. It's part of the Red Cross 100 Days of Summer Campaign. It encourages people to give blood to those in need. Organizers said one pint of blood can save up to three lives. In New York State, 1,200 units of blood are needed each day just to keep up with hospital needs. Governor Cuomo announced a wager with California Governor Jerry Brown on the matchup between the New York Rangers and the Los Angeles Kings in the Stanley Cup Final. If the Rangers win, Governor Brown will send Governor Cuomo the book “California: A History” by Kevin Starr and Lundberg Organic Brown Rice Cakes. If the Kings win, Governor Cuomo will send Governor Brown: A Taste NY Gift Basket, featuring products from businesses across the state, and a commemorative hockey puck from the 2013 "Hat Trick" of three on-time budgets in a row. Governor Cuomo is maintaining a strong lead over potential challengers despite a sharp drop in his job approval rating among voters according to a new poll released Thursday.  The NBC/Wall Street Journal/Marist Poll has Cuomo leading just-announced Republican candidate Rob Astorino by a 65% to 25% margin.  The poll shows a 10 point drop in the percentage of voters who believe Cuomo is doing a good or excellent job, dropping to 42%, the decline attributed to minority voters & upstate voters.   The poll surveyed 658 registered voters and has a margin of error of plus or minus 3.8 percentage points.

The state Assembly passed a bill this week that would delay portions of the Common Core education standards.  The bill would prevent schools from using Common Core-based test scores on staff evaluations for 2 years and prevents schools from using scores to decide whether a student will advance to the next grade.  The bill was sent to the state Senate where there is no sponsor on a companion bill.

Congressman Chris Gibson announced that the House of Representatives passed the Homeowner Flood Insurance Affordability Act.  Congressman Gibson stated that the bill permanently removes the home sale/new policy rate increase trigger for primary residences, Reinstates grandfathered rates by decoupling rate increases from FEMA remapping & Ensures greater solvency of the program by authorizing a $25 annual fee on residential policies and $250 on business/ non-primary residence policies, with the revenue placed in a reserve fund.

Firefighters from New York & Pennsylvania battled a blaze at 247 Grange Hall Road in the Town of Windsor early this morning.  Fire fighters from Windsor, Kirkwood, as well as Hallstead and Susquehanna Pennsylvania battled the blaze, the cabin was a total loss and the cause of the fire in under investigation by Broome County fire investigators, no injuries were reported.

The state Senate approved legislation to hold criminals responsible for the environmental damage occurring during their crimes. Sponsors said current criminal mischief statutes don’t address environmental devastation, so the bill would make crimes that result in large-scale environmental damage, a class C felony. The bill follows an incident in western New York in which criminals, who broke into an electrical transformer to steal copper, caused an oil spill that resulted in $1 million worth of environmental damage. The bill was sent to the Assembly.

The state Assembly passed a package of bills to increase access to childcare and establish paid family (/l%20)  leave. The measures include increased funding for childcare by nearly $400 million over the next four years and a one-time investment (/l%20) of $11 million for childcare subsidies. Another bill would require employers to provide a paid family leave insurance policy for employees, which would be partially funded through an initial weekly employee contribution of up to 45 cents.  The bill moves to the senate for consideration.
