The 1st Winter Storm of the season presented some problems on area roads today, law enforcement & 1st responders were kept busy with minor accidents around the region, they remind motorists to slow down & leave extra time for travel during wintry conditions.


The State DEC is now accepting applications for $851,255 in Volunteer Fire Capacity grants to help rural fire departments protect public safety and natural resources. The application deadline is December 22, 2025. Interested fire departments can obtain applications and additional information about the grant program, at (518) 402-8839, or at the DEC website at dec.ny.gov.


Broome County District Attorney's office announced today that Nicholas Neer of Binghamton, was sentenced in Broome County Court to 7 to 14 years of incarceration following his pleas of guilty to 3rd degree Burglary and Criminal Possession of Stolen Property. Neer’s convictions stem from an investigation earlier this year by the State Police and the Broome County Sheriff’s Office into a series of burglaries and thefts in the towns of Windsor, Union, and Kirkwood, they identified Neer as a key participant responsible for breaking into multiple properties and possessing stolen items tied to those incidents.

New Yorkers can now apply for HEAP, eligible households could receive up to $996, depending on their heating method. The program's opening was delayed due to the 43-day federal government shutdown, Assistance is available on a first-come, first-served basis, and households can apply online, by mail or in person at local social services departments. The State Department of Health is alerting the public to an increase in measles cases in parts of the state. To date, there 35 total cases , with 16 in Upstate Counties, New Yorkers are urged to be up to date on their measles, mumps and rubella vaccines. Measles is a highly contagious, serious respiratory disease that causes rash and fever. More information can be found at health.ny.gov.


New survey findings regarding Governor Hochul's distraction-free schools law have been released, they received over 350 responses from school administrators who implemented smartphone restrictions this year, 92% reported a smooth transition to the new policy, 83% of schools experienced more positive classroom environments and better student engagement & 75% of teachers reported that the distraction-free policy improved their ability to teach effectively.


39 year old Michael Davis pleaded guilty in Broome County Court to 1st Degree Assault stemming from a violent attack, on October 22, where Davis acted with the intent to cause serious physical injury to another individual by means of am unidentified instrument, Davis will serve 7 years in state prison, followed by 5 years of post-release supervision, Davis is scheduled to be sentenced in Broome County Court on March 3, 2026.

The Chenango Arts Council will host the "Night Before Christmas" free movie & Popcorn event tonight at 7:00 PM, the Tinsel-Town Free movie will be held on the 9th with "It's a Wonderful Life, and the 16th with "Scrooge" all moviees will be at the Martin W. Kappel Theater in downtown Norwich.

Federal funds totaling $15 million will be designated for the installation of 350 electric vehicle charging stations at SUNY campuses, This initiative is part of the U.S. Department of Transportation’s Charging and Fueling Infrastructure Grant Program, which is a component of the Bipartisan Infrastructure Investment & Jobs Act that was passed by Congress and signed into law by President Joe Biden in 2021.

New York State Department of Environmental Conservation announced that online registration for the 2025 Summer Camps program will open Sunday, March 23rd. Parents and guardians can register youth for a week of one of 4 camps throughout the state with a variety of interests. Chenango Arts Council announced today a grant totaling $40,000 has be awarded from the State Council on the Arts to support the nonprofit arts and culture sector, the state council has awarded $82 million this year to 509 artists and 1,497 organizations across the state.

A Delaware County Grand Jury returned a 12 count indictment against 47 year old Nicholas Cartelli of Otego and 38 year old Taylor Church of Bainbridge on a variety of drug & weapons charges on Tuesday. The pair are accused of possessing Heroin, Methamphetamines, cocaine, packaging materials, a loaded handgun & rifles in the Town of Sidney, where they are accused of possessing the drugs with intent to sell.


71 year old John Sanders of Roxbury pleaded guilty to Driving While Ability Impaired by Drugs, he was sentenced to a one-year conditional discharge, he will also have to attend a Victim Impact Panel and successfully complete an Impaired Driver Program, his license was also revoked and if he violates the terms of his conditional discharge, he is eligible to be re-sentenced to one year in jail. On June 16, 2024, Sanders was pulled over for speeding, he failed Sobriety Tests at the scene, and it was determined that Sanders was impaired by a depressant.


State Police are asking for the public’s assistance in locating 68 year old Edward Crampton, who was reported missing on January 3rd. Crampton has not been seen by his family since around Thanksgiving, he was known to stay in his vehicle on Old Route 17 near ARS Auto in Windsor and known to walk to Mirabito or the Big M but has not been seen at any of those locations in several weeks. Crampton does not drive the vehicle and it is still parked on Old Route 17. It's believed that Crampton does not currently have a working cellphone. Troopers have checked the area, with local shelters and local hospitals but have not been able to locate Crampton. Crampton is about 5’7” with green eyes and gray hair, anyone with information is asked to contact State Police at (607)561-7400.

The State Labor Department announced that the number of Private Sector jobs is over 8.4 Million in July, the state's unemployment rate increased .1 to 4.3% in July, the statewide labor force participation rate held constant at 61.3%.


Broome County Sheriff’s Office Strategic Response Group public safety and crime response initiative was activated in June, The Full results included 16 Narcotics Arrests, 23 Warrant Arrests, 27 Vehicle and Traffic Arrests & 227 Traffic Violations Issued in areas of higher criminal activity by Utilizing statistical and crime-mapping data from the Southern Tier Crime Analysis Center in Binghamton.


State Trooper Christopher DiBartolo of Troop F in Middletown was arrested for 1st degree Robbery, criminal mischief & Officials Misconduct, following an investigation of an incident outside a residence in the village of Liberty in 2023. The victim came forward after he was involved in an incident with DiBartolo while he was on duty, reporting that Trooper DiBartolo took personal property from him, causing damage. DiBartolo was arraigned in the Town of Liberty Court and released on his own recognizance until the next court date scheduled for August 27, he has been suspended without pay from his position as a State Trooper.


The Rite Aid Pharmacy chain announced that they have closed 25 in New York state, and they will close another 29 by the end of this year. The Rite Aid at 94 Chestnut Street in Oneonta is slated to be closed, the chain has filed for bankruptcy protection in 2023, the chain is expected to close about 1000 of the existing 1800 stores in the US within the next year.


Village of Sidney officials announced that starting on September 1st, there will be an added "Manganese Removal Capital Project Debt Service" fee of $34.35 per quarter on your water bill. The fee goes for financing the new well, new infrastructure and new water treatment facility, the fee will be on all future quarterly water billings.

The Delaware County DA's Office announced that 32 year old James Lor of Margaretville pleaded guilty to aggravated cruelty to animals in Delaware County Court this week. Lor admitted that he had killed a dog, he was sentenced to 1 1/3 to 4 years in jail for committing this act, which violated the terms of his probation.


Otsego County Sheriff's Office arrested 39 year old Michael Hitchcock of Otego for Criminal possession of a controlled substance & on an existing warrant, Hitchcock was arrested following an investigation into a motor vehicle accident in the Town of Oneonta, he was found to be in possession of a controlled substance, and was wanted on a warrant from Oneonta Police, he was processed & issued an appearance ticket, he was then transported to Oneonta Police Department and turned over to answer his outstanding warrant.


The Susquehanna Society for the Prevention of Cruelty to Animals invites the public to a Community Forum TODAY at 5:30PM at Foothills Performing Arts Center. Community members are invited to discuss all animal related issue in local communities, last year's forum led to the formation of a group dealing with feral cat issues, for more information or to donate, visit www.sqspca.org.

Delaware County District Attorney Shawn Smith announced that 22 year old Nalya Jimenez of Sidney appeared in Delaware County Court Monday for arraignment on a 4 count indictment for Welfare Fraud, Offering a False Instrument. Jimenez was indicted after evidence was presented to the Delaware County Grand Jury, she is accused of providing false information while applying for the SNAP benefits & concealing recurring income from several sources, she is accused of receiving about $5,600 in public benefits that she was not entitled to, she faces court action at a later date.

Governor Kathy Hochul announced that $200 million in funding is now available through the State’s Downtown Revitalization Initiative and New York Forward programs. Together, the programs have awarded $1 billion in funding to 124 communities across the State since 2016. Applications are now available, the deadline to apply is October 18th, Municipalities can get more information at ny.gov/programs.


Delaware County Sheriff's Deputies located and arrested 27 year old Clayton Utter of Unadilla for a Bench Warrant, issued by the Town of Delhi Court for Failure to Appear in Court on a previous DWI Arrest. Utter was turned over to the Delaware County Correctional Facility for Centralized Arraignment Processing.

37 year old Paul Fontana, Jr. of Delhi pleaded guilty to Attempted Criminal Possession of a Weapon in Delaware County Court Monday. Fontana appeared for a scheduled suppression hearing, prior to the hearing, he pleaded guilty in order to satisfy an indictment which alleged that Fontana had illegally possessed 10 or more firearms, including “ghost guns” in his home. The Village of Delhi Police and the Delaware County Sheriff’s Deputies responded after a complaint was lodged that Fontana was making threats to harm himself and others. Fontana will be sentenced to serve 6 years in state prison, and an additional 5 years of post-release supervision.

State Police arrested 72 year old Thomas Jacobson of Philadelphia, Pennsylvania for DWI & Reckless Driving. Troopers received information that a vehicle was traveling the wrong way on State Route 17, they located the vehicle, traveling eastbound in the westbound lanes near Deposit. Troopers attempted to flag down the driver from the opposite lanes but were unable to gain his attention, Jacobson stopped near mile marker 274 in the town of Sanford when another vehicle blocked the roadway. Jacobson was arrested, his BAC was .17%. He was issued appearance tickets to the Sanford Town Court on August 2nd.


Otsego County Public Health will hold a free rabies vaccination clinic for dogs, cats & ferrets this evening, at Clifton Park in Unadilla, the clinic will run from 6:00 to 8:00 PM.

On July 3, State Police conducted an Underage Drinking Initiative in Chenango and Otsego Counties. During the initiative, 10 businesses were checked for compliance. All ten were found in compliance and did not sell any alcohol to the underage operative, in Norwich, Oxford, Greene, Smithville Flats & Morris. During these investigations, businesses are checked utilizing a Trooper in plain clothes and one or several underage operatives who cannot lie about their age or provide a false date of birth. State police also announced that 22 people were arrested for DWI, from June 28th to July 5th in Troop c.


The Delaware County Fair returns in August to the Fairgrounds in Walton, Spokesman Jason Craig said that the expanded entertainment area allows for several new activities this year:

Tourism in New York state has grown post-pandemic but employment in tourism-related industries remains 4.3% below pre-pandemic levels, according to State Comptroller Tom DiNapoli. The report found strong increases in domestic and international travelers to the state, visitors flocked to outdoor destinations, with attendance at state parks 9.1% higher in 2023 than 2020. During the pandemic, New York lost $10.9 billion in economic activity from travel and tourism, but by 2023, had fully recovered, and was $792 million higher than in 2019. Tourism generated $34 billion in direct economic activity and provided almost 417,000 jobs statewide in 2023, ranking New York second behind California in tourism.

The City of Norwich announced that a Water Main break occurred at South Broad Street near Hale & Hickok Street. Water service was disrupted in the southern part of the city, A Boil water order has been issued for all residents along South Broad Street from Browne Avenue to Prentice Street and residents along Rowley & South Rowley until further notice.


Broome County DA Mike Korchak announced that 57 year old Nicholas Vail was sentenced to 3 1/2 to 7 years in prison for 3rd degree robbery. Vail was arrested for robbing a market in Binghamton in February, he was previously convicted for robbery in 2019.


State Comptroller Tom DiNapoli announced that the percentage of New Yorkers without health insurance declined every year since 2010 from 12% to 5.2% in 2021, well below the national average of 8.6%. Rates of uninsured New Yorkers are lower than the national average due to the state's higher enrollment in public health insurance programs, which provided coverage to 4 in 10 New Yorkers in 2021. Colorscape Chenango Arts Festival has announced the 2023 Francis K. Wilcox Emerging Young Artist Scholarship winner, Tiannah Dean-Anderson of Oxford High School. Tiannah will be awarded $350 at the Festival’s Award’s Breakfast on the Sunday morning of Colorscape, where she will receive a gift certificate for Golden Artist Colors products and the opportunity to display and sell her work in a booth provided by Colorscape. 4 arrests were made during an Underage Drinking Initiative in Troop “C” in Delaware County Tuesday. During the initiative, 26 businesses were checked, the 4 who were not in compliance were Carroll and Carver Wine & Spirits, Sidney, Breakey’s Liquor Store in Walton, Mirabito Quickway in Franklin & The Country Store in Roxbury. The clerk at each of the business that sold alcohol was issued an appearance ticket for the Alcohol Beverage Control Law violation of Unlawful Sale of Alcohol to a Minor.

Senators Chuck Schumer and Kirsten Gillibrand announced that $6.3 million in federal funding from the Department of Housing and Urban Development’s Lead-Based Paint Hazard Reduction Program will be used for remediation of lead-based paint hazards in at least 180 qualifying privately-owned pre-1978 homes across Broome County. Estimates suggest that over 13,000 homes in Broome County built decades ago may still contain lead paint.

New York State has been awarded $501.5 million in federal funds through the State Small Business Credit Initiative, which was reauthorized and expanded as part of the American Rescue Plan Act. The Initiative provides funds to support programs for small businesses, with an emphasis on those still struggling from the economic impact of the COVID-19 pandemic, for more information, please visit esd.ny.gov/ssbci.


Governor Kathy Hochul today announced $10 million available to all 57 counties to support the development of Threat Assessment and Management Teams, as required under Executive Order 18, that was issued by the Governor following the Buffalo attack in May, to fight the surge in domestic terrorism and violent extremism planned on and posted on social media platforms and internet forums. State Police arrested 39 year old Adam Bright of East Meredith for Aggravated Vehicular Homicide, Aggravated Vehicular Assault, Aggravated Unlicensed Operation, Driving While Impaired by Drugs & Reckless Driving, after an investigation into a head-on crash on May 26th, on State Highway 23 in Davenport. Bright's minivan collided with a tractor trailer driven by 53 year old Michael Lutz of Oneonta. Bright was airlifted to a hospital for non-life-threatening injuries, his passenger, 43 year old Stacey Stachow of Meredith died at the scene, Lutz suffered minor injuries and was treated and released at a local hospital. Bright was located by Troopers Wednesday, he was arraigned at the Hamden Town Court and remanded to the Delaware County Jail.


Delaware County Public Health Services has confirmed its first monkeypox case in Delaware County. The person had traveled outside of Delaware County and contact tracing efforts are underway. Monkeypox spreads through close, physical contact between people. The Delaware County Public Health Services advises those who experience symptoms, such as rashes or lesions, to contact their healthcare provider, this includes anyone who has traveled to countries and areas where monkeypox cases have been reported, for more information, go to health.ny.gov/diseases.

Governor Cuomo held a COVID 19 briefing earlier today, he said that he does not foresee shutdowns again in the state, but he said that people have to celebrate smart over the holidays so that the Hospitalizations do NOT spiral up again like they have since the Thanksgiving holidays & subsequent "Living Room" spread of the virus:

The state tested a record 249,000 people for COVID 19 on Thursday, with 12,694 positive tests or 5.09% of all tested.  Hospitalizations went down Thursday for the 1st time in a few weeks, to 6,081, the number of patients in an ICU bed was at 1,068, the number of patients on Ventilators was 592, there 120 deaths from COVID Thursday.


Chenango County Public Health reported another 11 Positive COVID 19 cases Friday. They have 126 active cases, 498 quarantined & 8 hospitalized.  Chenango County has had 928 cases of the virus, with 770 recoveries & 16 deaths.


NY State of Health announced New Yorkers applying for Qualified Health Plan coverage have until December 31 to sign up for health the coverage starting January 1st, 2021. Governor Cuomo today announced that state and local law enforcement agencies throughout New York will be stepping up patrols to crack down on impaired driving during the holiday travel season. The enforcement campaign will run through Friday, January 1. This crackdown is part of the national "Drive Sober or Get Pulled Over" initiative designed to reduce alcohol and drug-related traffic crashes. It is sponsored by STOP-DWI with funding from the Governor's Traffic Safety Committee.

Following the Winter Storm, Governor Cuomo Declared a STATE OF EMERGENCY in 18 Counties.  The Disaster Emergency was declared in Broome, Chenango, Delaware, & Otsego Counties locally, there were over 600 accidents on the roads statewide Thursday, with 2 fatalities.


Delaware County Public Health had 13 more COVID 19 positive cases Thursday, 79 cases are active & there are 3 people hospitalized & 318 in quarantine.  Delaware County has had 553 total cases with 464 recoveries & 10 deaths.


Otsego County Department of Health reported 14 new COVID cases reported Thursday, there are 16 hospitalized, 135 active cases & 1657 total cases & there have been 10 deaths & 840 cases associated with the 2 Oneonta colleges.

The Sidney Central School District has been notified by the Delaware County Public Health of 4 positive COVID-19 cases in the elementary school in grades K, 2, 3 and 5, Contact tracing has begun and the health department or school district officials will be in contact with any student and staff member impacted by the exposure.  The Sidney elementary school grades K-6 will transition to full remote learning for next Monday & Tuesday due to continued contact tracing efforts. Teachers will be in contact to communicate instructional schedules, there will be no change to the 7-12 instructional schedules.

The Governor also announced that the studies on Air Conditioning filters are close to being completed, all county fairs in the state have officially been closed & Malls in Phase 4 regions can re-open with restrictions July 10th.


The State Health Department announced that 692 people, or 1.2% tested on Tuesday, were positive for the Coronavirus.  the state has had just under 399,000 cases since march, the number of hospitalizations was at 841 statewide, there were 97 people on ventilators, the first time that number went under 100 since March 16th.  There were 11 deaths Tuesday; the state death toll is 29,944.


Delaware County Sheriff Craig DuMond announced that Deputies are investigating Spray painted racist graffiti on an abandoned residence on County Highway 18 in the Town of Stamford over the holiday weekend.  The Preliminary investigation revealed that the graffiti was spray painted on the building between mid-day, Friday, July 3, and Monday morning, July 6, 2020.  Deputies are asking anyone with information to call 832-5555, email: eric.alexander@co.delaware.ny.us, or by calling and leaving a message on the 24 hour toll-free hotline 1-888-914-9111. State Police announced this afternoon that all lanes of I-88 near in Otego have reopened, following a 1 vehicle tractor trailer crash at about 8:30 this morning.  Troopers reported that the tractor trailer filled with milk containers rolled over on I-88, blocking both lanes of the highway westbound & pour a significant amount of milk on the highway.  No injuries were reported in the crash.


Chenango County Public Health announced that they are up to 157 cases of the Coronavirus with 66 active quarantines, no one is hospitalized, 140 have recovered, there have been 6 deaths, and 12,375 tests have been performed.


The New York State Council on the Arts announced that $490,000 in Cares Act Funding will go to 49 arts organizations around the state.  Locally, the West Kortright Centre in Delaware County will receive $10,000 in funding.

Delaware County Sheriff Deputies arrested 23 year old Travis Jennings of Hancock with 3rd degree rape and endangering a child.   Jennings is accused of engaging in sexual intercourse with a female child under the age of 17-years-of-age in the Town of Hancock in August of 2019, he was arraigned & was released on his own recognizance pending his appearance in the Town of Hancock Court on a later date.


Due to the number of complaints from the public over the July 4th holiday weekend, State Police targeted people bringing illegal fireworks purchased in Pennsylvania into New York State.  State Police arrested 21 individuals and charged them with unlawfully dealing with fireworks; more than $27,000 in illegal fireworks were seized.


Oneonta's Survive, then Thrive initiative is providing 2 gallons of hand sanitizer, disinfecting wipes, touch-free thermometers and surgical masks to city small businesses free of charge.  Distribution will take place on Thursday and Friday from 10:00 a.m.-1:00p.m. in front of the Clubhouse at Damaschke Field. Eligible businesses should reserve these supplies in advance by calling 434-3130 or 376-7599.


The State Department of Transportation is advising motorists that the ramp at Exit 1 from I-88 Westbound to State Route 7 in the town of Dickinson, is closed through July 22nd for resurfacing.  Motorists should allow extra travel time to follow detours posted on I-88 Westbound, Route 7 and local roads.


Delaware County Public Health received no positive lab reports for COVID-19 for the 14th straight day Tuesday, they are still at 82 positive tests since March, and they report 76 recoveries. No patients are isolated at home or in a hospital, 6 have died, 18 are in quarantine.


The Sidney Community Band has cancelled their 2020 concert season.  They also announced that the 2020 Don Clayton Memorial Concert Trailside Concert Series in Keith Clark Park has been cancelled.

Governor Cuomo announced the
State Budget includes $100 million for the 4th round of the Downtown
Revitalization Initiative, to support 10 additional downtown neighborhoods, 1
in each region of the state.  The City of
Oneonta was one of the 30 municipalities that received the $10 million dollar
award.


State Police arrested 35 year
old Benjamin Bishop of Otselic for Criminal Contempt, 2nd degree Burglary,
& 2 counts of Criminal Mischief, after Troopers were dispatched to a
domestic dispute on April 12th in the town of Pitcher.  Bishop is accused of damaging several
vehicles, and trying to break into a residence, the victim left through a fire
escape.  Troopers discovered there was an
active Order of Protection against Bishop on behalf of the victim.  Bishop fled before troopers arrived but he
was located on April 15th and arrested, arraigned & was remanded to the
Chenango County jail on $15,000 cash bail or $30,000 bond.


State Police arrested 62 year
old Renee Rountree of Unadilla for Menacing, Criminal Mischief & Falsely
Reporting an Incident.  Troopers were
dispatched to a residence on Lockwood Hill Road in Unadilla, when troopers
arrived, they learned that Rountree falsely reported the harassment, menaced a
victim and slashed the victim’s tires.
Rountree was arrested and later released on appearance tickets
returnable to the town of Unadilla court on Monday April 22nd.


A Fundraiser for the "Help
Restore Hope Center" of Chenango County will be held tomorrow in
Afton.  The "Full Moon
Fundraiser" will be held from 12:00 Noon until 5:00 PM at the Baristacrats
Coffer Bar at 190 Main Street.


Delaware County Sheriff’s
Deputies arrested 24-year-old Christopher Shea of Altamont, Wednesday for
Aggravated Unlicensed Operation following a traffic stop on Main Street in the
Village of Delhi. Shea was additionally issued tickets for Unlicensed Operator,
and Failure to Stop at a Stop Sign, he was released on an appearance ticket and
is scheduled to return to the Delhi Town Court at a later date to answer the
charges.


The Otsego County District Attorney’s office announced that
Gabriel Truitt has been indicted for 1st & 2nd degree murder & 1st
degree Arson in connection with the fire at 5 Walling Avenue in Oneonta last
December that killed former Oneonta fire fighter John Heller.  Truitt’s brother, Terrence was previously
charged in the case, he was released after 5 weeks into the investigation due
to a lack of evidence against him.
Gabriel Truitt is still at large; The Oneonta Police Department is
issuing a warrant for his arrest.


The Grand Oneonta Opry Show will be held this Saturday night
at the Foothills Performing Arts Center in Oneonta, to raise money for Catskill
Area Hospice & Palliative Care.

The Annual OH-Fest Street Fair will be held on Main Street
in Oneonta from 1:00 to 5:00 PM, However, Oneonta Mayor Gary Herzig announced
this morning, that the scheduled Concert in Neahwa Park has been cancelled due
to safety concerns.


The annual springtime turkey hunting weekend for young
hunters is this weekend in New York State.
Licensed hunters 12 to 15 years old are eligible for the special 2-day
hunt this weekend; they must have a turkey permit and must be accompanied by a
parent or other adult with written permission from a parent or guardian.  Shooting hours are from a half hour before
sunrise until noon.  The regular spring
turkey season starts on May 1 in upstate New York.


The number of private sector jobs in New York State grew by 18,100,
or 0.2%, to more than 8.2 Million In March, a new, all-time high, according to
the State Department of Labor. New York’s statewide unemployment rate increased
from 3.9% to 4.0%.
