The State Department of Labor released preliminary local unemployment rates for November. Locally, Chenango County had 3.4% unemployment, Otsego & Delaware Counties both had 3.5%, the State's unemployment rate dropped 3/10th's to 6.6% in November.
Bassett Healthcare Network announced today that Bassett Medical Center in Cooperstown and Cobleskill Regional Hospital have been placed on a state-wide list of facilities that currently have occupancies of 90% or more; A.O. Fox Hospital and Little Falls Hospital remain on that list. Those impacted facilities are also limiting non-essential elective procedures in accordance with an executive order enacted by the New York State Department of Health on December 3rd. Capacities at affected hospitals are being reassessed every 2 weeks. With rising cases of COVID-19 in the region, Bassett Healthcare Network will suspend visitation for the safety of patients and staff in all emergency departments across its network starting Wednesday.
Chenango County Health Department reports the continued increase in the number of COVID 19 cases in the county. The county has 301 active cases with 2/3rds unvaccinated, 523 are quarantined, 13 are hospitalized, all are unvaccinated, and there have been 92 COVID related deaths since the start of the pandemic. Deborah Stanley has been named as interim SUNY Chancellor, after current Chancellor Jim Malatras resigns on January 14th. Malatras announced his resignation after disparaging text messages from Malatras were sent to then Governor Andrew Cuomo about one of Cuomo's sexual harassment accusers.
Otsego County Sheriff Rich Devlin announced the temporary closure of 2 housing units within the Jail today due to critically low staffing levels after consulting with the the State Commission of Correction, he talked to WCDO News about the need for positive changes coming from the Otsego County Board of Representatives:

Sheriff Devlin stated that this is the 2nd facility shutdown in as many years, and he hopes that next year will bring more realistic discussion about the future of the Department of Corrections.

Firefighters from Unadilla, Franklin, Wells Bridge, & Otego responded to a fire last night at 10:30 PM, at 43 Watson Street in Unadilla. The House and garage were fully involved, adult and 2 children were being treated for smoke inhalation, the cause of the fire is under investigation. The Unadilla Fire Department has posted a list of items the displaced residents need following the fire, it is posted on the Unadilla Fire Department Facebook page.
Governor Kathy Hochul today announced that she is making $65 million available to counties across New York State to help with the costs associated with administering vaccines and boosters and enforcing the mask-or-vaccine mandate for indoor public places that went into effect statewide last week. Up to $1 million will be available for most counties, with larger counties eligible to receive up to $2 million.
The State Health Department tested over 258,000, with 23,391 testing positive, for a Positivity rate of 9.04%. Patient Hospitalization are up to 4,020, with 769 in an ICU bed, and Patients on ventilators is up to 451, New deaths reported by healthcare facilities was 60 on Sunday.
Delaware County Public Health reported 77 new cases of COVID 19 Saturday through Monday, there are 263 active cases, 4 hospitalized & 533 in quarantine.
Visitation is suspended at Otsego County Correctional Facility until further notice due to the increase in COVID cases in the area, according to the Otsego County Sheriff’s Office. Otsego County Health Department reported 21 new cases Monday, there are 320 active COVID-19 cases, 12 people are hospitalized & there were 2 new deaths reported.
Assemblyman Joseph Angelino announced $25,000 in funding to the Four County Library System to support libraries within the 122nd Assembly District. The most recent state budget allowed each legislator to submit aid requests on behalf libraries within their districts. The Sidney Memorial Public Library will receive $5,000, to purchase new technology items such as virtual reality headsets and a 3D printer. Other area libraries will receive $1,111 each, including Afton, Bainbridge, Deposit, Franklin, Gilbertsville, New Berlin, the Guernsey Memorial Library in Norwich, plus Oxford, South New Berlin, Unadilla, & the Ogden Free Library in Walton.
Delaware County Sheriff's Office announced the arrest of Deposit man on an arrest warrant issued by the Delaware County Family Court, for a violation of the Family Court Act. 47 year-old Patrick Stanton of Deposit was located On December 10th, by Delaware County Sheriff's Deputies, along with members of the Broome County Sheriff's Office, at a Village of Deposit location. Stanton was remanded to the Delaware County Correctional Facility without bail & is scheduled to appear at the Delaware County Family Court at a later date to answer the charge.

Governor Kathy Hochul announced that the State DOT & Emergency crews are gearing up to respond to any issues that pop up due to the nor'easter spinning across the state today & into tonight. Governor Hochul declared a State Disaster Emergency for several counties, including Broome, Chenango, Delaware, & Otsego Counties, locally; The National Weather service has Flood Watch's & Flood Warnings in effect throughout the state.
State Police reported that no one was injured in a prolonged dangerous issue early Monday Morning. Delaware County 911 received about 30 calls regarding a wrong-way driver on State Route 17 in Hancock travelling eastbound in the westbound lanes. Troopers responded, coordinated a road closure of State route 17 East of Exit 94 and were able to stop the vehicle. The investigation found that an 86-year-old man from Ithaca had not returned home and had been reported missing by his wife to the Ithaca Police Department, the man was suffering from Dementia, he was transported to an area hospital, and there were no reported accidents or injuries from the incident.
Delaware County Public Health reported another COVID 19 death in Monday's report; they now have 63 deaths from the virus. From Saturday through Monday, Delaware County reported 24 new cases, 131 active cases, with 2 hospitalized & 122 quarantined, 51.9$ of Delaware County Residents are vaccinated.

Rates are calculated using methods prescribed by the U.S. Bureau of Labor Statistics. The State's area unemployment rates rely in part on the results of the Current Population Survey, which contacts approximately 3,100 households in New York State each month. To recap last week's statewide press release, New York State's seasonally adjusted unemployment rate decreased from 7.4% in August to 7.1% in September 2021. Locally, Chenango County had 3.8% unemployment, Delaware County 4% & Otsego County 3.9% in September.
17 organizations were awarded grants totaling over $318,000 from the Community Foundation for South Central New York. The successful grant applications were approved through a competitive, volunteer panel and board review process, are for a variety of capital projects, operations, economic development, and programming. The Foundation received 70 applications this year requesting over 1.2 Million dollars. More information about the Foundation can be found on its website at donorswhocare.org.
24 year old Elijah Burnside of Binghamton pleaded guilty to 2nd degree manslaughter in Broome County Court Monday, Burnside admitted to driving at a high rate of speed in Binghamton November 21, 2019, & hitting a vehicle driven by 70 year old Ronald Phetphonsy of Binghamton, resulting in his death. Burnside faces sentencing at a later date.

On Saturday, Sidney Police received a complaint of a robbery in progress at the Mirabito convenience store at 1 West Main Street, by a white female wearing a mask over the lower part of her face and a hooded sweatshirt. The employee handed $1,619 to the suspect who then fled the scene. No firearm or weapon was displayed during the incident. On Sunday, the suspect was taken into custody, 28 year old Alicia McAdams of Sidney was charged with 3rd degree Robbery & 4th degree Grand larceny, McAdams was arraigned in Village of Sidney Court, and she was released on her own recognizance to appear back in court at a later date.
Delaware County Sheriff's Office arrested 24 year old Elizabeth Crandall of Meredith after Deputies observed a vehicle fail to stop at the stop sign at the intersection of County Highway 26 and State Highway 10 in Hamden. A check of Crandall’s driver’s license revealed that her driving privileges were suspended for failure to answer a summons out of the Town of Franklin Court. Crandall was charged with Aggravated Unlicensed Operation of a Motor Vehicle, Failure to Stop at a Stop Sign, and Operating a motor Vehicle with an Obstructed View, she was released on and directed to appear at the Hamden Town Court on a later date.
Delaware County Sheriff’s Deputies responded to a one car Motor Vehicle Accident on Prospect Ave in the Village of Walton on October 17th. 31-year-old James Young of Walton was traveling north on Prospect Avenue when his vehicle exited the roadway and impacted a section of guidewire, Young’s ability to operate a motor vehicle was impaired by alcohol and drugs at the time of the collision. Young was charged with Failure Maintain Lane, Speed Not Reasonable and Prudent, Driving while Intoxicated, Driving While Ability Impaired by Drugs, and Aggravated Leandra’s Law DWI for operating a motor vehicle while under the influence of drugs with a child less than 15 years of age in the vehicle. Young was released with tickets returnable to the Village of Walton Court at a later date.

The State has invested a total of $287 million to complete the 13-acre Health Sciences Campus, which includes Decker College, More than 130 faculty and staff are employed, with more than 700 students.

State Police have arrested 7 people linked to a crime spree across 4 local counties. In July, State Police arrested Christopher Youngs of the town of Maryland & John Clark of Morris in connection with multiple burglaries in Otsego, Delaware, Chenango and Madison counties. State Police Investigators have lodged additional charges against Youngs and Clark, & they have also arrested 32 year old Joseph Santiago of Burlington Flats, 32 year old Charles Hall of Edmeston, 23 year old Kayla Van Pelt of Edmeston, 59 year old Henry Schmidt of Garratsville, 56 year old Samuel Madero of Morris, All 7 have been linked to over 40 cases between the State Police, local Sheriff’s departments and local police departments. More charges are likely as investigators continue to work through the open cases.
The Spiedie Fest moves to the fall this year, with a full line up of musical acts at Otsiningo Park in Binghamton October 8th through the 10th, Organizer Dave Pessagno told WCDO News who they have lined up:

Chenango County Public Health announced their latest COVID 19 numbers today, with 83 Active Cases, 20 of them are vaccinated cases, 175 are Quarantined, there are 3 hospitalized, 2 of those are vaccinated. Chenango County has had 4046 cases of COVID with over 3800 recoveries & 82 deaths.
Hartwick College President Margaret Drugovich announced her Plans to Retire Sometime next summer. Drugovich has led Hartwick College for 13 years, she received national news coverage for her program for an accelerated 3 Year Degree program; plus the development of 6 new undergraduate majors, a graduate-level program in Translational Biomedical Research Management, and soon, its Master of Science in Nursing Education and a Certificate of Advanced Study in Nursing Education and the development of Hartwick’s Center for Craft Food & Beverage program. The College’s Board of Trustees has initiated a formal search to choose Hartwick’s 11th president.
Otsego County businesses and residents affected by severe storms and flooding on July 16 to the 19th may apply for low-interest disaster loans from the U.S. Small Business Administration; the declaration includes Otsego County and the adjacent counties of Chenango, Delaware, Herkimer, Madison, Oneida, Montgomery and Schoharie Counties. The SBA will open a Disaster Loan Outreach Center on Tuesday, at 12:00 noon at the Morris Fire Department at 117 East Main Street in Morris, until 6:00 PM. Additional hours will be Monday to Friday, from 9:00 AM to 6:00 PM & on Saturday, September 18th from 10:00 AM to 2:00 PM. Representatives will be available through Friday September 24th. State Police arrested 22 year old Jessica Winans of Unadilla for the felony Aggravated Unlicensed Operation of a motor vehicle as well as Driving While Intoxicated, following an accident on September 6th. Troopers were dispatched to a report of a vehicle that struck a tree on Plankenhorn Road in the town of Sidney. Winans was the only person in the vehicle, she was transported to Wilson Hospital in Johnson City for the treatment of injuries to the face & ankle, and she was issued appearance tickets to the Sidney Town Court on September 23rd.

On the 20th anniversary of 9/11, Governor Kathy Hochul has proposed legislation that would allow National Guard members to qualify as veterans under New York State law. Governor Hochul has also issued a Citation honoring members of the New York National Guard for their service during and after the events 9/11. Over 6,700 New York State National Guard members were called to serve in response to and recovery from the attack on September 11th 2001.

Over 179,000 Test Results were Reported Saturday, the positivity rate has stayed steady at about 3% with over 5400 Positives, Patient Hospitalization decreased by 47 to 2,367, ICU patients remained at 519, the number on Ventilators decreased by 9 to 267, there were 29 Deaths reported.
The State Department of Transportation is advising motorists that State Route 51 will be closed just north of Walters Road in the Town of New Lisbon, today through October 4th, for a culvert replacement. Motorists should follow posted detours utilizing County Routes 12, 14 and 16. All properties along State Route 51 will remain accessible to local traffic between the diversions and the closure. Otsego County businesses and residents affected by severe storms and flooding on July 16 to the 19th may apply for low-interest disaster loans from the U.S. Small Business Administration; the declaration includes Otsego County and the adjacent counties of Chenango, Delaware, Herkimer, Madison, Oneida, Montgomery and Schoharie Counties. The SBA will open a Disaster Loan Outreach Center on Tuesday, at 12:00 noon at the Morris Fire Department at 117 East Main Street in Morris, until 6:00 PM. State Police arrested 22 year old Jessica Winans of Unadilla for the felony Aggravated Unlicensed Operation of a motor vehicle as well as Driving While Intoxicated, following an accident on September 6th. Troopers were dispatched to a report of a vehicle that struck a tree on Plankenhorn Road in the town of Sidney. Winans was the only person in the vehicle, she was transported to Wilson Hospital in Johnson City for the treatment of injuries to the face & ankle, and she was issued appearance tickets to the Sidney Town Court on September 23rd.

On the 20th anniversary of 9/11, Governor Kathy Hochul has proposed legislation that would allow National Guard members to qualify as veterans under New York State law. Governor Hochul has also issued a Citation honoring members of the New York National Guard for their service during and after the events 9/11. Over 6,700 New York State National Guard members were called to serve in response to and recovery from the attack on September 11th 2001.
Governor Kathy Hochul today updated New Yorkers on the state's progress combating COVID-19. Over 179,000 Test Results were Reported Saturday, the positivity rate has stayed steady at about 3% with over 5400 Positives, Patient Hospitalization decreased by 47 to 2,367, ICU patients remained at 519, the number on Ventilators decreased by 9 to 267, there were 29 Deaths reported.
The State Department of Transportation is advising motorists that State Route 51 will be closed just north of Walters Road in the Town of New Lisbon, today through October 4th, for a culvert replacement. Delaware County Sheriff's Deputies were dispatched to a 1 car motor vehicle accident Thursday on State Highway 23 in the Town of Davenport, near the intersection of Brick House Hill Road. The investigation determined that a 13-year-old passenger sustained a serious head injury from the accident & LifeNet airlifted the teen to Albany Medical Center. The driver 35 year-old Robert Smith of Davenport sustained minor injuries and was treated at the scene. Deputies learned that Smith fell asleep at the wheel, the car travelled across the on-coming lane of traffic and ran off the roadway where it struck a tree, Smith was charged with operating a motor vehicle with a suspended registration, moving from a lane unsafely, failure to keep right, he will appear in the Town of Davenport Court at a later date.
The State Department of Transportation is advising motorists that, beginning tomorrow, Chenango Street in City of Binghamton, will close in both directions at the I-81 overpass. The closure is expected to last approximately three months. Motorists are advised that detours will be posted, through traffic heading north on Chenango Street will be diverted at Frederick Street & Southbound traffic will be diverted at Bevier Street. Local traffic will retain access to homes, businesses, places of worship, and side streets located between the diversions and the overpass. Bicycle and pedestrian access will be maintained through the work zone on Chenango Street.
Joshua Beams was appointed this week as the Otsego County Administrator, at a special Meeting of the Otsego County Board of Representatives. Beams is a 2005 SUNY Oneonta Graduate, he will start on October 4th.

Delaware County Public Health announced that a 53rd death from COVID 19 complications, they have had 100 new positive cases in the last week, there are 118 active cases, 4 hospitalized and 170 are quarantined. The CDC & Delaware County Public Health recommends everyone should wear a mask indoors in public places. Vaccine clinic sites at can be found at covid19vaccine.health.ny.gov. Currently, 49.4% of the Delaware County population is vaccinated, 77% of the positive cases are unvaccinated, 23% of the positive cases are vaccinated & 2.5% of positive cases are college students/employees.

Otsego County Department of Health reported 380 total COVID 19 cases reported in the month of August, with 52% were unvaccinated which includes those who had no or 1 vaccines in the 2 shot series, while 48% were fully vaccinated, 100% of hospitalizations are unvaccinated. 9% of the cases in August were in college students/employees; 10% of the cases were 0-11 years old, 27% were 12 to 24 years old, 46% of the cases were in the 25-55 age group & 17% were 56 & older.

Delaware County Sheriff's Deputies were dispatched to a neighbor dispute on July 31st, at 60 River Street in the Town of Stamford. 58-year-old Kenneth Utter and 69-year-old Janet Starkweather, both of Stamford, are accused of subjecting another person to unwanted physical contact, the victim’s harassment complaints were forwarded to the Town of Stamford Court, which was requested to issue a criminal summons for Starkweather and Utter. Deputies located and arrested Utter and Starkweather last week, they were charged with 1 count each of harassment, they were ordered to appear in the Town of Stamford Court on a later date.

Governor Kathy Hochul signed four pieces of legislation, to establish a demonstration program to implement speed violation monitoring systems in work zones to keep workers safe and make construction contractors liable for the wages owed to their subcontractors. They also require the payment of prevailing wage to building service employees at high-end co-ops and condos and extend Shared Work Benefits.
The State Department of Transportation announced that State Route 28 near Frank Slawson and Epps roads in the town of Franklin will close starting today for a culvert replacement over Knapp Brook. DOT Officials stated that motorists on State Route 28 will be detoured to take state Route 23 to Davenport Center and then take county Highway 10 to Meridale to connect back to state Route 28, the project is expected to be completed on September 22nd. Also, starting today, Old Route 17 in the Town of Windsor will undergo culvert construction; a road closure is near the intersection of 17 and Ostrander Road. Old Route 17 will likely be closed for 2 months & is scheduled to reopen around November 9th.
Gilbertsville-Mount Upton will host a ribbon-cutting ceremony for its Bassett Healthcare School-Based Health Center at 5:00 PM Today. Former State Senator Jim Seward is expected to attend the ceremony, which will begin GMU’s Open House for the 2021-2022 school year. The Open House also will feature a free chicken dinner and the grand opening of the GMU Raiders Apparel Store.

Firefighters from Greene, Chenango Forks, Port Crane, Coventry, and Brisben responded, the barn was fully engulfed & was a total loss, and the investigation into the cause of the fire is ongoing.

Chenango County Sheriff's Office arrested 23 year old Korey Crandall of Sherburne on a Bench Warrant issued out of the City of Norwich Court. Deputies located Crandall in the Town of Sherburne and was in possession of methamphetamines. Crandall was issued an appearance ticket for Possession of a Controlled Substance and was later turned over to the Norwich City Police Department.

Governor Kathy Hochul announced a Special Session of the State Legislature today to address New York's rent and eviction crisis, the Open Meetings Law, and the state's cannabis program. Governor Hochul also announced she is extending New York State's eviction moratorium to January 15, 2022.
Chenango County Public Health announced that a Moderna COVID 19 Vaccine clinic will be held today at the old Label Shopper location for 3rd doses, from 10:00 AM to 12:00 Noon for those that are eligible. Governor Kathy Hochul today announced that $89 million in child care provider stabilization grant funds have been disbursed. More than 10,600 of New York State's 18,000 eligible child care providers have applied for Child Care Stabilization Grant funding. To date, child care providers have requested $585 million of the available $1.1 billion in federal funding. The New York State Office of Children and Family Services is administering the funds.

Chenango County Sheriff's Office arrested 23 year old Korey Crandall of Sherburne on a Bench Warrant issued out of the City of Norwich Court. Deputies located Crandall in the Town of Sherburne and was in possession of methamphetamines. Crandall was issued an appearance ticket for Possession of a Controlled Substance and was later turned over to the Norwich City Police Department.

The spread of Delta Variant has prompted new restrictions, as it is more aggressive and much more easily transmitted than previously strains. According to the CDC, the Variant is now responsible for more than 80% of infections in the United States, largely among unvaccinated people. Governor Cuomo discussed the change in the CDC guidance at a press conference this morning:

The CDC reported that the good news is that the vaccines continue to provide strong protection against COVID-19, including the Delta Variant. If you are not vaccinated, you are at risk for illness and possible death as 99.7% of new COVID-19 hospitalizations and deaths are unvaccinated people.
A tractor trailer roll-over accident in Meridale late Thursday night resulted in the closure of State Highway 28 for more than 7 hours. Delaware County Sheriff's Office reported that the cargo was manually off-loaded and the wreckage removed from the highway. The driver was 43 year-old Elysee Moise of Florida, he was extricated from the truck and transported to Fox Hospital in Oneonta, for treatment of injuries sustained in the accident. The DEC Spill Response Team responded to the scene to contain and mitigate the spill of boxed dairy products & truck fuel. The investigation is ongoing, excessive speed on the wet roadway was a contributing factor in this accident.

Additional positions are anticipated to be filled in the coming months. The Department is also teaming up with the Department of Labor to host virtual job fairs to help recruit qualified workers. More than 400 positions are currently available across the state.

Over 93,000 people were tested for COVID Saturday with over 2500 Positives, for a positivity rate of 2.68%. Patient Hospitalizations were back up to 738, Patients in ICU was up to 152, and those on Ventilators was back up to 52. There were 9 deaths reported Saturday.
State Troopers and other first responders were dispatched to Canadarago Lake for a man that went into the water and did not resurface. Members of the State Police, the Otsego County Sheriff’s Department, State Park Police, and others responded to the scene Saturday, An investigation revealed that 54-year-old David Morrissey of Mohawk went into the lake after he saw his boat drifting away, he did not resurface. Morrissey was recovered from the lake several hours later by the New York State Police Underwater Recovery Team.

Tracy is accused of setting a fire that damaged a camper & a farmhouse on May 22nd in the town of Springfield; he was arraigned then released on his own recognizance pending an appearance in Town of Springfield court at a later date.
Delaware County Sheriff's Deputies responded April 25th to a trespass complaint on Delside Drive in the Town of Delhi, the home’s surveillance system video revealed an unknown male attempting to open a locked door early that morning. Deputies identified the male as 40 year-old Sean VanHeusen of Delhi; he was arrested Monday and was charged with attempted criminal trespass, he was released on an appearance ticket for Delhi Town Court on a later date.
The Broome County Department of Public Works announced the closure of the bridge on North Sanford Road over Oquauga Creek in the Town of Sanford. A Bridge replacement project is underway today through September 30th; more information is available at 778-2470.

This year's Virtual General Clinton Canoe Regatta was a success with 68 boats signed up to for the 70 mile race any day of the 3 day Memorial Day Weekend. Paddlers who can provide a GPS proof of completing the race will receive an official 70 Mile Finish, the Regatta Race Committee is still tallying up how many Paddlers finished the journey. Of note this year, 81 year old Don Lafever of Norwich finished his 39th race, paddling with his nephew Jim Lafever Jr. and Jim Jordan of Otego finished his 44th 70-miler, the most completions in the history of the event, passing Ted LaMonica who had 43 finishes. Officials also said that 100 Scout Boats & 20 Generation Gap boats participated over the weekend; more information is available at canoeregatta.org.
