Almond Upton was found guilty in Broome County Court today of 1st degree murder for the death of State Trooper Christopher Skinner. The Jury deliberated for about 8 Hours until about 10:30 this morning, Upton intentionally ran down Trooper Skinner on May 29th 2014, while he was conducting an unrelated routine traffic stop on Interstate 81 North in the Town of Chenango. Upton will be sentenced in Broome County Court on November 10th.
The State DOT today announced that the right lane on I-81 northbound near the Exit 5 interchange is closed to through-traffic through Monday Morning at 11:00 AM, because of the Spiedie Fest and Balloon Rally in Otsiningo Park. I-81 northbound through-traffic will be shifted to the left and center lanes near Exit 5, the right lane will be closed and used as a dedicated acceleration lane for Exit 5 northbound on-ramp traffic. The existing Exit 5 northbound on-ramp acceleration lane will be used for shuttle busses to safely enter and exit the highway at the Spiedie Fest. Motorists will still be able to use the Exit 5 northbound on-ramp and off-ramp to enter and exit the highway.

The National Baseball Hall of Fame and Museum will host a blood drive, sponsored by the American Red Cross & Bassett Healthcare, on Saturday from 9:00 AM to 1:00 PM in Cooper Park adjacent to the Hall of Fame in a Red Cross bloodmobile. Redente said that there would be a brief presentation of the Village Project Advisory Committee & Its Consultants about the project, an open house will follow where audience members can talk to the designers in small groups.
The State DEC is once again warning residents to avoid contact with the Giant Hogweed, which is a Federally listed noxious weed, It’s sap can cause severe skin and eye irritation, painful blistering, permanent scarring and even blindness. If you come in contact with giant hogweed, immediately wash the affected area thoroughly with soap and water and keep the area away from sunlight for 48 hours, and make sure to contact your family physician. Giant hogweed can grow to 14 feet or more, Its white flower heads can grow up to 2 1/2 feet in diameter & take the shape of an umbrella. If you find Giant Hogweed call the DEC Hotline at 1-845-256-3111, & Provide photos, detailed directions to the plant infestation and estimate the number of plants.
Governor Cuomo today signed legislation to prevent foreclosures and curb the threat posed to communities by “zombie properties.” The bill was passed as part of the 2016 Legislative Session; the legislation combats the blight of vacant and abandoned properties by expediting the rehabilitation, repair and improvement of these properties, and enabling the State to assist homeowners facing mortgage foreclosure. The package of bills Combats Blight Created by Zombie Properties by Imposing a Pre-Foreclosure Duty on Banks and Servicers to Maintain Zombie Homes, Creates an Electronic Registry of Abandoned Properties, and Expediting Foreclosure for Vacant and Abandoned Properties to Get Them Back on the Market.
State Police arrested 29-Year-old Terence Ito of Walton for reckless endangerment, two counts of endangering the welfare of a child, criminal mischief and harassment. This arrest occurred after troopers responded to a dispute on Palmer Hill Road in the Town of Franklin, where Ito allegedly struck his pregnant wife in the stomach in front of their 2 young children & interfered when she attempted to call the police for help. Ito was arraigned in the adjoining Town of Sidney court and was released without bail being required. An order of protection was issued.
State Police arrested 42-year-old Gwen Raake of Acworth, Georgia for DWI and other traffic violations. Raake is accused of speeding at 78 miles per hour on I-88 in the Town of Oneonta, while intoxicated. Raake was issued tickets returnable to the Town of Oneonta court on July 5th.
State Police arrested 45-year-old James Begin of North Adams, Massachusetts for DWI and other traffic violations. Troopers responded to a Delaware County 911 report of a van driving the wrong way on State Route 17 in the Town of Hancock. Begin was issued tickets returnable to the Town of Hancock on July 18th.
A Bobcat has tested positive for rabies in the town of Tompkins, the first animal testing positive for rabies in 2016, according to Delaware County Public Health Services. The Bobcat was sent to the State Rabies Laboratory for testing, there was no human exposure, a dog that was exposed to the rabid Bobcat was immunized against rabies, and is not in danger of contracting the disease. Delaware County Public Health announced that the next scheduled rabies clinic is at the Masonville Fire Hall on June 29th from 5:00 to 7:00 PM. 2 Herkimer County children who were the subject of an AMBER alert last night have been found safe, according to State Police. Alicia Seelbach turned herself in to the Utica Police Department this morning; Seelbach is scheduled to be arraigned in Herkimer County Family Court, in connection with the reported child abduction in Frankfort on April 22nd. 1-year-old Jordan Lints and 3 year old Mariah Seelbach, were found in good health last night, police had been looking for Alicia Seelbach and 25-year-old Jordan Lints. The investigation is continuing.
All 5 announced Major Party candidates for the 19th congressional district seat will participate in a forum on Tuesday at the Oneonta High School. The Otsego County Farm Bureau sponsors the forum; it will run from 7:30 to 9:00 PM. The republican candidates are John Faso, Andrew Heaney, and Bob Bishop; the democratic candidates are Zephyr Teachout, and Will Yandik. The event is free and open to the public.

The committee will be reviewing and recommending candidates to the Governor in the coming days. Current Superintendent Joseph D’Amico recently announced his plans to retire after 6 years of leadership with the State Police, and 35 years in law enforcement overall. Superintendent D’Amico will be in place through the transition.
State Senator Jim Seward has returned home after recent Cancer Surgery, he then announced that he is co-sponsoring legislation to aid counties in paying mandated salary increases for full time district attorneys. In the past, the state has funded the DA salary increases in the state budget; however, costs associated with recently adopted raises were not part of the governor's 2016-17 budget proposal or the final adopted budget. Seward’s Senate bill would provide 100% state aid to counties to cover the increase in salary costs. The bill has been referred to the Senate Local Government Committee

Former Town of Tompkins Supervisor & Delaware County Budget Director Perry Shelton has died at the age of 97. Shelton led the fight against the New York City Watershed Regulations from 1991 through 1997, resulting in the Watershed agreement signed by then Governor George Pataki; he also co-founded the Sidney Federal Credit Union. Landers Funeral Chapel, Funeral Services will be held at 10:30 AM on Thursday, at Sacred Heart Church, 15 Liberty Street in Sidney.
State Police were dispatched Thursday to the Hancock Central School for a report of a 16 year old former student, displaying a knife and making threats to an 11 year old student. State Police investigated & then arrested the 16 year old unidentified suspect for Menacing & Criminal Possession of a Weapon, he was arraigned at the Village of Hancock Court and released on his own recognizance. An order of protection was issued for the victim.
Oneonta Police Department arrested 25-year-old Leonard Funderbunk of Buffalo, for allegedly breaking windows of 3 Main Street Businesses. Funderbunk was charged with 3 counts of 3rd degree criminal mischief, he faces court action shortly on the charges.
Drunk drivers convicted of certain alcohol-related offenses are not always being reported for attempting to operate their vehicles while under the influence or for tampering with the court-ordered ignition interlock device in their vehicles, according to an audit issued today by New York State Comptroller Tom DiNapoli. DiNapoli’s audit examined compliance with state regulations in six counties, including Otsego County. DiNapoli’s auditors found that none of the six counties consistently provided notifications to the courts and district attorneys of operators with negative activity. Auditors also revealed that 66 individuals, who indicated they owned or operated a vehicle, did not comply with program regulations because they either installed the devices late or did not install them at all. County officials did not report 50 of those cases.
Governor Cuomo today announced $57 million in Weatherization Assistance Program funds that will help cut utility costs for nearly 8,000 low-income families and seniors across the state. The funds are being released to a statewide network of non-profit organizations to conduct energy-efficiency work including but not limited to air sealing, insulation, upgrading heating systems, and diagnostic testing to identify hazards such as carbon monoxide and mold to ensure air quality.
The Department of Environmental Conservation won't issue a water quality permit for the Constitution Pipeline. A traffic stop by Delaware County Sheriff's Deputies in the Village of Delhi Thursday, led to the arrest of 52 year old Leland Liddle of Andes, Deputies discovered more than 30 bags of heroin in the vehicle. Liddle was charged with Criminal Possession of a Controlled Substance with intent to sell, failure to keep right, failing to notify the DMV of an address change & Endangering the Welfare of a Child. Investigators then executed a search warrant and also arrested 31-year-old Sean Dingle of Queens on charges of Criminal Possession and criminal sale of a Controlled Substance, Liddle and the child were observed in a vehicle waiting for Dingle in the Unadilla Fishing Access parking lot.. Liddle was arraigned in the Town of Sidney Court and was remanded to the Delaware County Jail on $250,000 cash bail pending further court action.

Deputies arrested John Bush of Sherburne, following a report of a domestic dispute, where Bush allegedly struck his girlfriend and damaged her property, in the presence of a child. Bush was arraigned and was released on his own recognizance, he will appear in the Town of Sherburne Court at a later date.

State Police were dispatched Thursday to the Hancock Central School for a report of a 16 year old former student, displaying a knife and making threats to an 11 year old student. State Police investigated & then arrested the 16 year old unidentified suspect for Menacing & Criminal Possession of a Weapon, he was arraigned at the Village of Hancock Court and released on his own recognizance. An order of protection was issued for the victim.
Oneonta Police Department arrested 25-year-old Leonard Funderbunk of Buffalo, for allegedly breaking windows of 3 Main Street Businesses. Funderbunk was charged with 3 counts of 3rd degree criminal mischief, he faces court action shortly on the charges.
Drunk drivers convicted of certain alcohol-related offenses are not always being reported for attempting to operate their vehicles while under the influence or for tampering with the court-ordered ignition interlock device in their vehicles, according to an audit issued today by New York State Comptroller Tom DiNapoli. DiNapoli’s audit examined compliance with state regulations in six counties, including Otsego County. DiNapoli’s auditors found that none of the six counties consistently provided notifications to the courts and district attorneys of operators with negative activity. Auditors also revealed that 66 individuals, who indicated they owned or operated a vehicle, did not comply with program regulations because they either installed the devices late or did not install them at all. County officials did not report 50 of those cases.
Governor Cuomo today announced $57 million in Weatherization Assistance Program funds that will help cut utility costs for nearly 8,000 low-income families and seniors across the state. The funds are being released to a statewide network of non-profit organizations to conduct energy-efficiency work including but not limited to air sealing, insulation, upgrading heating systems, and diagnostic testing to identify hazards such as carbon monoxide and mold to ensure air quality.

State Attorney General Eric Schneiderman reminded voters today that his office has created a Hotline to help troubleshoot and resolve a range of issues and barriers encountered by voters at the polls for the primary today. The Unadilla Valley Central School District saved more than $300,000 in special education costs over a two-year period, according to an audit issued today by State Comptroller Tom DiNapoli. After the DCMO BOCES discontinued 2 special education service classes housed in Unadilla Valley schools, the district began operating these classes to provide special education services using district staff, the district implemented a third special education class, started accepting students from outside the district, and expanded its special education programs to include related services such as occupational and speech therapies.
