Aerial surveillance by the Delaware County Sheriff's Office, State Police Aviation Division and CNET, led to the arrest of a Walton man and seizures of marihuana in the Towns of Walton and Harpersfield. 53-year-old William Picinich was charged with Criminal Possession of a Controlled Substance, Unlicensed Growing of Cannabis and Unlawful Possession of Marihuana. Picinich will appear in the Town of Walton Court on September 23rd.
The 19th annual Delaware County Clean Sweep chemical disposal days are scheduled this weekend. County Solid Waste coordinator Sue McIntyre told WCDO News comments:

Today is Primary Day in New York State, for those who want to decide on a candidate to represent their political party in the November elections. In Delaware County, The Democratic Party will hold Primaries for Town of Middletown Supervisor between Patrick Davis & Marjorie Miller. The Republican Party will hold a Primary for the Harpersfield Town Supervisors position between current Delaware County Board of Supervisors Chairman Jim Eisel and Edward Pick & In the Town of Walton for Town Supervisor, the race is between Charles Gregory & Bruce Dolph. In Chenango County, primary races of interest include the republican primary for District Attorney between incumbent Joe McBride and Zachary Wentworth. In the city of Norwich, there is a Republican Primary for Mayor between Incumbent Joe Mauirano & Christine Carnrike.
Attorney General Eric Schneiderman will operate a statewide Election Day Hotline during the primary election this Thursday, September 10. The Board of Directors of The Otsego County Chamber of Commerce meet this morning at 9:00 AM at the Barnyard Swing Mini golf and Family Fun Center in Milford, to announce the 16th Annual Small Business of the Year award & the Breakthrough Business of the Year. The award winners will be honored at the Chamber’s Small Business Banquet that will be held on Thursday, October 15th at The Otesaga Resort Hotel in Cooperstown.
The Delaware County Sheriff's Office Criminal Investigation Division obtained a Search Warrant for the residence of Michael and Toni Spencer of Walton; they seized 10 marihuana plants, processed marihuana, a video surveillance system, growing equipment, firearms and public assistance benefit cards. Investigators charged 47-year-old Michael Spencer, 39-year-old Toni Spencer and 18-year-old Bradley Jackson with Criminal Possession of Marihuana & Unlicensed Cultivation of Cannabis, for allegedly growing and possessing more than 16 ounces of marihuana. All three were arraigned in the Town of Walton Court and were remanded to the Delaware County Correctional Facility in lieu of $10,000 cash bail.
The Chenango County Sheriff’s Office Narcotics Division arrested 44-year-old Shannon Hunter of Oxford and 45 year old William Miller of Gilbertsville. Deputies stopped a vehicle just off of State Hwy 12 in the Town of North Norwich, Shannon Hunter was found to be in possession of heroin and drug paraphernalia, the driver, William Miller was found to be in possession of Hydrocodone pills and drug paraphernalia. Hunter was charged with Criminal Possession of a Controlled Substance with Intent to Sell, Miller was charged with Criminal Sale of a Controlled Substance, both were arraigned in the Town of North Norwich Court and remanded to the Chenango County Sheriff’s Office on $5,000 cash bail.
Delaware County Sheriff's Deputies are investigating a late August hit and run accident that has resulted in the closure of the Corbett Bridge spanning the East Branch of the Delaware River in the Town of Colchester. A DOT supervisor discovered recent structural damage to the bridge located at the intersection of Corbett Road and New York State Route 30, a Subsequent inspection by engineers determined that the structural integrity of the bridge was compromised as a result of the accident and the bridge was immediately closed to all traffic. Officials anticipate the bridge will remain closed for an extended period of time for appropriate repairs, they believe the structure was struck by a large vehicle, anyone with information should contact Deputy Christopher Erwin at 287-4756.

Governor Cuomo signed legislation that protects young children by expanding the ban on the sale of products containing TRIS, a cancer-causing chemical used as a flame retardant. The new law expands the definition of TRIS to include an additional chemical, TDCPP from being used in consumer child care products, including baby products, toys, car seats, nursing pillows, crib mattresses, strollers and other items intended for use by children under three years of age. Alternative flame-retardants are available as a substitute for TRIS, ensuring that these products can remain essentially the same but with reduced children’s exposure to the chemical.

Addressing climate change and promoting recreation are among New York's conservation goals, according to the state's draft of a new "open space conservation plan (http://www.dec.ny.gov/docs/lands_forests_pdf/osp14draftplan.pdf) ." New York is rewriting its plans for the outdoors, and residents have until Dec. 17 to contribute thoughts on hunting, skiing, encroachment, water supplies, trailblazing and other uses of land in the state. The DEC will hold public hearings to solicit input. The state will also accept comments at dec.ny.gov
The State court system adopted rules to protect people in debt and make it harder for debt collection companies to win default judgments. The rules will go into effect Oct. 1st. Each year, more than 100,000 credit card collection cases are brought against individuals in New York courts. Under the new rules, creditors will be required to submit affidavits containing detailed proof in support of default judgment applications, including the validity of the debt at issue and the chain of ownership for the debt, and lawyers for creditors must submit an affirmation that the statute of limitations has not expired.
Bike Otsego 2014 will be held on Saturday, with 5 bicycle rides around the county. The "Grand Slam" event covers 75 miles, other rides include a 31-mile for intermediate riders, a 12-mile ride for all ages, also mountain bike riders have a choice between 2 routes through Oneonta, at 1.5 or 2.5 hours. All rides begin and end in Neahwa Park.
Tomorrow is “National Car Seat Saturday” & Delaware County Public Health and the Village of Sidney Police will be holding a free Car Seat Safety Event at McDonalds in Sidney from 9:00 AM to 1:00 PM. Parents can have their child’s car seat checked at no cost by certified child safety seat technicians. Car seats that do not meet the Federal Motor Safety Standard may be replaced. The House of Representatives passed the Tick-borne Disease Research Transparency and Accountability Act of 2014, Tuesday, a bill authored by Congressman Chris Gibson. The bill forms an interagency working group consisting of federal agencies and non-federal partners, including experienced Lyme physicians and patient advocates who are tasked with ensuring coordination among federal agencies to maximize research priorities. The CDC estimated that 300,000 Americans are diagnosed with Lyme disease each year.
State Police in Oneonta arrested 34-year-old Boris Bura of Roslyn, for Driving While Intoxicated with a reportable BAC result of 0.17%, more than twice the legal limit. The arrest followed the report of a vehicle driving left of the pavement markers on Chestnut Street in Oneonta; Bura was issued tickets returnable to the City of Oneonta Court on September 15th.
State officials urge residents to re-register with the state, for the basic STAR exemption, to avoid an increase in their tax bills. Residents who missed the December 31st 2013 deadline to re-register can still get a check from the state if they do so by December 31st of this year. Registration is available at tax.ny.gov. Checks will be issued in November for STAR recipients in school districts that remained under the property tax cap
SUNY Oneonta and SUNY Delhi are among the top 100 colleges in the Northeast, according to the U.S. News and World Report's 2015 ranking of "Best Colleges." The State University College at Oneonta jumped 25 spots to No. 41 in the "Best Regional Universities - North" Category. Among public universities in the Northeast, SUNY Oneonta was ranked No. 9. The State University College of Technology at Delhi was ranked No. 33 on the same list
State Police arrested23 year old Garrett Carmody of Oneonta was charged with 2nd degree burglary of a dwelling and unlawful possession of marijuana last month at a Davenport home. State police also arrested 29-year-old Steve Karg of Grand Gorge for allegedly burglarizing a town of Roxbury home, he was charged with 2nd degree menacing with a weapon and burglary using a dangerous instrument.
Officials in Oneonta announced a plan for vacant properties in the city, instead of letting them fall into disrepair. Oneonta Mayor Dick Miller has a plan to buy vacant homes foreclosed on by Otsego County. He would then sell them to people who would renovate the building for its best use. Oneonta has already purchased two homes in the area, they will sell them to the best bidder, not the highest. The plan is modeled off of one currently being used in Norwich.
Chenango County will offer the Civil Service exam for Public Safety Dispatcher on October 25th. Applications for the exam are being accepted through September 19 at the Chenango County Personnel Office. This test will be used to fill any openings in the Sheriff's Office Communications/911 Center for both full and part-time positions. State officials urge residents to re-register with the state, for the basic STAR exemption, to avoid an increase in their tax bills. Residents who missed the December 31st 2013 deadline to re-register can still get a check from the state if they do so by December 31st of this year. Registration is available at tax.ny.gov. SUNY Oneonta and SUNY Delhi are among the top 100 colleges in the Northeast, according to the U.S. News and World Report's 2015 ranking of "Best Colleges." State Police arrested23 year old Garrett Carmody of Oneonta was charged with 2nd degree burglary of a dwelling and unlawful possession of marijuana last month at a Davenport home. State police also arrested 29-year-old Steve Karg of Grand Gorge for allegedly burglarizing a town of Roxbury home, he was charged with 2nd degree menacing with a weapon and burglary using a dangerous instrument.
Officials in Oneonta announced a plan for vacant properties in the city, instead of letting them fall into disrepair. Oneonta Mayor Dick Miller has a plan to buy vacant homes foreclosed on by Otsego County. He would then sell them to people who would renovate the building for its best use. Oneonta has already purchased two homes in the area, they will sell them to the best bidder, not the highest. The plan is modeled off of one currently being used in Norwich.
Chenango County will offer the Civil Service exam for Public Safety Dispatcher on October 25th. Applications for the exam are being accepted through September 19 at the Chenango County Personnel Office. This test will be used to fill any openings in the Sheriff's Office Communications/911 Center for both full and part-time positions. State Police responded to the report of a car & motorcycle accident in Apalachin Sunday at 1:40 PM at State Route 434 and Pennsylvania Avenue. State Police Investigators report that a Buick operated by 71 year old DONALD ULMER Sr. of Little Meadows, Pennsylvania turned left in front of an oncoming motorcycle operated by 43 year old AUBURN LYONS of South Gibson, Pennsylvania. Lyons was pronounced dead at the scene, an autopsy is scheduled to be performed at Lourdes Hospital in Binghamton today, the Investigation is continuing.

DiNapoli’s report said that the district has accumulated reserve balances in excess of the district’s average needs and has accumulated significant total fund balance, including reserves. For the fiscal years 2007-08 through 2011-12, the district’s total fund balance increased to $3.6 million, with reserves at nearly $3 million, or 82 percent of the fund balance. Governor Cuomo announced more than $900,000 in federal funding, provided by the USDA, to support research projects ranging from improving the resiliency of New York's crops, to expanding the reach of the state's agriculture sector. The funding includes $154,000 to support the state's wine and grape industry. The funding will provide state assistance for specialty crop programs including research, promotion, food safety, and nutrition. Several of the grants were awarded to Cornell University in Ithaca. Schumer will recommend the VA to set up a Joint Emergency Psychiatric Response Center that will work with the Department of Defense, local and state law enforcement. There are 8 VA Medical Centers and 35 community-based outpatient clinics in upstate New York. Broome County Judge Joseph Cawley this morning found 25-year-old Jaclyn Wesley of Binghamton guilty of vehicular manslaughter. Wesley was accused of driving with a blood-alcohol content of .13 percent when her SUV left I- 88 in the Town of Fenton on May 20th 2011, and plunged into the Chenango River. Her passengers, 25 year old Rob Moorehead of Port Crane, and Binghamton residents 45-year-old Rob Marshall and 39 year old Carri Michalski were killed in the crash. Sentencing will be at a later date.

State Police are investigating a strong-armed robbery, which occurred last Thursday afternoon on Main Street in Johnson City. Police reported that an unidentified woman was getting into her vehicle when a male subject grabbed her purse and fled on foot. The woman chased the suspect and observed him getting into the passenger seat of a dark colored Pontiac and drive towards Endwell. The suspect is further described as being a black male in his early to mid 20’s, average build, wearing a dark shirt and pants and a black head covering. Jury selection is scheduled to begin Tuesday for the 2nd degree murder trial of Anthony Taglianetti of Virginia. Taglianetti is charged with fatally shooting 51-year-old Keith Reed Jr. in Chautauqua County last September. U.S. Marshals arrested Taglianetti in Virginia 8 days after Reed’s murder. Reed previously served as a principal in Sherburne-Earlville Central School District prior to becoming superintendent of the Clymer Central School District.

State senator Jim Seward co-sponsored a proposal called "The Funding Emergency Relief Now” bill, to assist property owners when FEMA or other funding is denied, with a refundable state income tax credit against property taxes paid where properties have suffered value-reducing damage. The bill calls for a state task force on flood prevention and mitigation, enhanced funding through the Environmental Protection Fund for soil and water conservation districts, National Guard directed and supported construction assistance in communities where flood mitigation measures have been identified, and requiring a simplified and expedited process for the state share of any reimbursable flood-related costs by local governments. The legislation is expected to be voted on next year.

The law comes after several high-profile deaths in New York City this summer involving the synthetic drugs. The state Legislature in June passed a bill that adds new compounds used to make synthetic drugs to the state’s banned substance list. The governor last year issued an executive order to ban the sale and possession of synthetic drugs under the state’s public health law.
