The Chenango County Sheriff’s Office has confirmed that 39-year-old Lucinda Knoll has died, from injuries sustained in an attack early Friday morning. Knoll’s former boyfriend, 48-year-old William Danielson of Oxford is now charged with 2nd degree Murder & he was arraigned on the new charge this morning & continues to be held in the Chenango County jail without bail. Anyone with information about the early Friday morning attack at the Maple Grove Trailer Park in Norwich is asked to call the sheriff’s department at 337-1921 or 337-1863.
Firefighters from Otego responded to a fire at 195 Downey Road this morning at around 6:45 AM. The 1 story wood frame house was fully involved when fire fighters arrived & is a total loss. The cause of the fire is under investigation.
State Police at Oneonta arrested 23-year-old Amanda Whitehill of Unadilla for Driving While Intoxicated with a BAC result of .21%, more that twice the legal limit. Whitehill was issued traffic tickets returnable in the Town of Oneonta Court on January 21st.
Governor Cuomo today announced that nearly $500,000 in job training grants is still available to businesses that hire long-term unemployed New Yorkers. This funding is available through the On-the-Job Training National Emergency Grant , to get those who have been out of work for 26 weeks or longer connect to available jobs in their region. Businesses received an average of nearly $7,000 per hire, in the Southern Tier Region, 124 businesses have already hired 197 workers under the program.
Many new laws go into effect on Wednesday, New Year’s day. The Family Tax Relief law means that over the next 3 years, Middle class families with at least 1 dependent child and a household income between $40,000 and $300,000 will receive $350 in direct tax relief each year. Also, the state’s corporate tax on manufacturers will be reduced by almost 10% in 2014 & will be fully phased-in by 2017-18.
Nearly a year after passage of the state’s new gun law, dealer sales of AR-15 semi-automatic rifles have ended in New York, and arrest data show more than 1,000 gun possession charges were boosted from misdemeanors to felonies because of the changes. 59 people were charged statewide for possessing large-capacity magazines. A report from the Division of Criminal Justice Services shows only one person charged with the illegal sale or transfer of a gun defined as an assault weapon as of mid-December. Owners may keep their older weapons but must register them by April 15th.

State Police Superintendent Joseph D’Amico announced that Service arrangements for Trooper David Cunniff have been set for today and tomorrow. Calling hours will be today from 3:00 to 8:00 PM at the Grace Fellowship Church in Watervliet, the Funeral Service will be tomorrow morning at 11:00 AM, also at the Grace Fellowship Church in Watervliet. Trooper Cunniff died from injuries sustained while conducting a traffic stop on the Thruway Monday night in Amsterdam.
State troopers of Sidney, Oneonta and Richfield Springs conducted an Underage Drinker Initiative detail, checking 8 convenient stores in Otsego County, the City of Oneonta, and in the towns of Oneonta, Otsego, Hartwick and Otego. All 8 stores were in full compliance with all State laws, they were Hess Express, Main Street in the City of Oneonta, all Mirabito Quickways, in the Towns of Hartwick, Oneonta & West Oneonta, the Pit Stop in Cooperstown, Taylor’s Mini Mart in the Town of Laurens, & Sunoco in the Town of Otego.
Delaware County Sheriff’s Deputies arrested 28-year-old Amber Armstrong of Walton for 2nd degree Harassment & on an arrest warrant from the Walton Village Court for 2nd degree Coercion. The charges stem from an incident with a male acquaintance in the Town of Walton. Armstrong will appear in Walton Town Court at a later date.
State Comptroller Tom DiNapoli announced his office completed an audit of the Village of Deposit. The audit found that the village board did not effectively oversee and monitor their financial operations. The board did not have accurate information for their financial decisions and did not adopt reasonable budgets for the general, water and sewer funds. The report also said that the board cannot be sure that only authorized disbursements were made, that all moneys received were properly deposited, or that all transactions were properly recorded and reported.
New York State’s unemployment rate decreased from 7.7% to 7.4% in November, the lowest level since January 2009, according to the preliminary figures released today by the State Department of Labor. the state’s economy added 4,300 private sector jobs, to a record high of almost 7.5 million.

The law authorizes the state comptroller to audit all of the independently run programs at least once in the next 5 years. It establishes new reporting requirements for committees that place children in programs and for providers. Comptroller Tom DiNapoli says fraud in the $1.3 billion program has cost taxpayers millions of dollars while depriving children of needed help.
It took just a fraction of New York voters to approve private casinos in the state. About 14.3 percent of the state’s 11 million registered voters cast a ballot in favor of the Nov. 5 casino referendum, according to the state Board of Elections. Nearly 1.19 million New Yorkers voted against it, or about 10.8 percent of the total electorate. More than 512,000 ballots left the casino section blank or void. The casino referendum, which allows the state to permit up to seven private casinos, was the first of six proposals on the back of all the ballots and received the most total votes

State police at Oneonta arrested 23-year-old Annamarie Davoulas of Oneonta for 2nd degree criminal contempt. The arrest resulted after a vehicle stop for speeding on I-88 in Oneonta; police then discovered that Davoulas had an order of protection issued against her by the front seat passenger. Davoulas faces action in Oneonta town court on November 19th.
State police at Sidney arrested 34-year-old Bobbie Davies of Butternuts on 2 counts of endangering the welfare of a child and 2 counts of 2nd degree harassment. The arrest occurred after an incident on Taylor Road in Butternuts, the investigation determined that Davies had kicked and stepped on 2 children during a dispute. She was arraigned at the Otego town court and remanded to the Otsego jail in lieu of $2,000 cash bail. An order of protection was issued for the victims.
State police arrested 37 year old Jason Knapp of Franklin for felony aggravated DWI with a child, endangering the welfare of a child, and leaving the scene of an accident after state police investigated a one car accident on State Highway 7 in Otego in which the driver fled the scene with a child. An investigation determined Knapp was driving while intoxicated with a BAC of .14% and had his child in the car with him when he had the accident. Knapp was issued tickets for Otego town court November 14th.
There are over 24,000 pending VA claims in the state and US Senator Charles Schumer wants to reduce those numbers. Schumer said the DepartmeJason Knappnt of Defense and Veterans Affairs Administration health records systems don’t talk to one another and that is one reason for the slow processing of health claims. Schumer is calling on the two federal agencies to create interoperable, electronic health records for service members to address the delays in processing vets’ disability and other benefits
The State DEC is enhancing its web site. The DEC will make information available online for nearly 2,000 remedial sites. Sites to be added include: properties being investigated to determine if they may have been contaminated with hazardous waste at levels that could present a threat to public health or the environment; sites that have been, or are regulated, because they either generated, treated, stored, or disposed of hazardous waste; and Brownfield sites where an application to participate in a Brownfield program was submitted but either withdrawn or did not proceed. A new study estimates 779,000 New Yorkers are eligible for tax credits that would reduce premium payments for insurance coverage they can buy through the state’s new insurance exchange. The Kaiser Family Foundation analysis shows 17 million people, now uninsured or who buy insurance individually, will be eligible for credits when coverage starts in 2014. New York has about 2.7 million uninsured residents. Go to nystateofhealth.ny.gov

Binghamton police have identified the murder victim from Monday as 22 year old Jordan Dordell, who was Beaten, stabbed, bound, & set on fire, his 19 year old pregnant girlfriend was taken to Wilson Hospital where she is in critical condition, but is expected to survive. 25 year old Nigel Saunders and 21 year old Julian Talamantez were arraigned Tuesday on felony counts of first-degree murder and attempted first-degree murder, they were sent to the Broome County jail without bail.

U.S. Senator Chuck Schumer announced a proposal to end restrictions on shipping beer, wine, and spirits through the US Postal Service. The existing legislation dates back to the prohibition era, Schumer argues that it is no longer needed and is hurting the state’s economy. Schumer said that ending the law would help the struggling postal service and would also benefit upstate wineries and breweries.
Assemblyman Cliff Crouch and Assemblywoman Donna Lupardo will be hosting a Community Forum to receive public input about the planned closure of the Broome Developmental Center. The forum will be held November 12th, from 6:00 pm to 7:30 pm, at the Chenango Valley High School Auditorium at 221 Chenango Bridge Road.
State Troopers at Oneonta arrested 26-year-old Jason Harageones of Unadilla for 2 counts of criminal mischief and 2nd degree harassment. The arrest resulted from a dispute on River Street in Otego; Harageones was issued a ticket returnable to the Otego town court.

The IRS warned consumers about a phone scam targeting taxpayers. Victims are told they owe money to the IRS and it must be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest, deportation or suspension of a business or driver’s license. The IRS will never ask for a credit card number over the phone, nor request a pre-paid debit card or wire transfer. If you’ve been targeted by this scam, report it at FTC.gov or IRS.gov.

U.S. Senator Chuck Schumer announced a proposal to end restrictions on shipping beer, wine, and spirits through the US Postal Service. The existing legislation dates back to the prohibition era, Schumer argues that it is no longer needed and is hurting the state’s economy. Schumer said that ending the law would help the struggling postal service and would also benefit upstate wineries and breweries.

The Delaware County Sheriff’s Deputies investigated a 1-vehicle fatal motor vehicle accident Sunday in the Town of Delhi. 18-year-old Michael Ackerman of South Kortright was operating a pick up truck Northbound on State Hwy 10 the vehicle failed to negotiate a curve and left the roadway, struck a tree and caught fire. Ackerman was killed in the crash; the cause of the crash is still under investigation.

Deputies arrested 33-year-old Lee March of Otego for Criminal Possession of Marihuana and Unlicensed Cultivation of Marihuana; he was arraigned in the Town of Hamden Court and was released on recognizance pending further court action.

The Chenango County Sheriff’s Office Narcotics Division executed a no knock search warrant at 118 Meadow Lane in the Town of New Berlin. During the search, crack cocaine was seized along with cash, packaging material, and paraphernalia. Jessica and Alan Crisell were both charged with the Class E Felony of Criminal Nuisance, for maintaining premises for the unlawful sale of controlled substances. Jessica Crisell was also charged with Criminal Possession of a Hypodermic Instrument. Dequay Shoulders of Syracuse, was charged Criminal Possession of a Controlled Substance with Intent to Sell and Criminal Possession of Drug Paraphernalia, he was arraigned in the Town of Norwich Court and remanded to the Chenango County Correctional Facility on $15,000 cash bail, pending action in the Town of New Berlin Court at a later date.

Chobani Yogurt has issued a recall as a type of mold commonly found in a dairy environment was found in products made at their new Idaho plant. The product in question is fewer than 5% of their total production; the effected product may appear to have swelling or bloated containers, with the code number 16-012 with the expiration dates between September 11th and October 7th. Officials said that the retails stores have removed the majority of the affected products. Product made in the Chenango county facility is not affected. Customers who purchased cups with the affected code and dates can get replacements by contacting the Customer Loyalty Team on the company's website.

Gibson says he wants Congress to oppose President Barack Obama’s plan to launch a missile attack on Syria in retaliation for the alleged chemical weapons massacre of civilians, however, House speaker John Boehner agrees with the president’s plans. . Gibson served in Iraq during wartime and as part of a peace-enforcement mission in Kosovo, Gibson said a mediated settlement would be far better for the U.S. and its interests than launching missiles

The new system is estimated to cost $15 million, although some of it will be offset by state and federal grants. It's not yet known what the local share of the cost will be. Throughout the county, older communication towers will be replaced with new ones. It will increase the range of the emergency calls and the amount of channels on which first responders can communicate. The number of towers will also double. The system is expected to be up and running by 2015.
Consumer confidence in New York State has dropped to a 20-month low. The monthly Index of Consumer Sentiment, conducted by Siena College, found buying plans were down on most products, including vehicles, electronics and homes. New York’s consumer index fell 2.1 points in August, while the nation’s index dropped 3 points. New York’s consumer sentiment was 73.3, which was 8.8 points below the nation’s index of 82.1. Consumer confidence was higher among New York City area residents, but lower among upstate residents.
A proposal would prohibit New York government officials from collecting frequent-flier benefits earned through travel paid by taxpayers. The bill is aimed at state officials who pocket free airfare and luxury hotel stays based on taking trips while on state business. The bill by assemblymen Steve McLaughlin, Jim Tedisco and Michael Fitzpatrick follows reports that Assembly Speaker Sheldon Silver may have earned more than 200,000 frequent-flier miles. The bill would need to be passed by the state legislature and signed by Governor Cuomo in order to become law.

State troopers arrested 17-year-old Landell Backus of Syracuse For 3rd Degree assault and criminal mischief, following a complaint at the Oneonta Job Corps. Backus allegedly punched an employee in the face and damaged a computer. Backus was arraigned in town of Milford court and was remanded to the Otsego county jail on $1,000 cash bail pending court action on august 13th.

Lawmakers had been criticized for doing little to check the legitimacy of lawmaker’s claims as to whether they were in Albany on a specific day, or needed to be in town on official business.
