Chenango County Public Health announced that they are still seeing an increase in COVID 19 cases. They currently have 33 active cases, 211 quarantined, with 6 people hospitalized. Chenango County has had 432 total cases, 379 recoveries and 9 deaths. Also, their contact tracing team received confirmation from the Broome County Health Department that a COVID19 positive visited Lippy's Bar & Grill at 119 River Valley Lane in Greene on Thursday October 29th between 5:00 and 9:00 PM. Those who were at Lippy's at that time should closely monitor themselves for COVID symptoms, anyone who exhibits any symptoms should immediately begin self-quarantine and contact their medical provider.
Hartwick College reported 1 new case of COVID-19 has been detected, there are 27 active cases on campus; the total number of cases detected on campus since August 1st is up to 58.

Catholic Charities, other charities & the Village of Sidney are teaming up for another mass food distribution at the Sidney Fire Department Friday starting at 11:00 AM. Penny McKnight of Catholic Charities explains:

McKnight said that the September 17th Mass Food Distribution helped out about 1200 individuals from 500 families, with 12 tons of food given out.
The State Education Department announced the cancellation of the January Regents Examinations due to the ongoing coronavirus pandemic. The Education department also plans to submit a proposal at the December Board of Regents meeting to modify requirements for high school diplomas, so the Regents cancellation will not affect students about to graduate. The Education department canceled the June Regents earlier this year because of the pandemic, and modified high school diploma requirements for the Class of 2020.

The State Health Department reported that 133,000 COVID 19 test results were reported Tuesday, yielding 2126 positives. Patient Hospitalization went up again by 26 to 1,253, the number of ICU patients increased to 284, 129 are on ventilators, there were 14 COVID Deaths.
Otsego County Department of Health reported 14 new cases of COVID 19, 2 are in college students, and there is a cluster of 10 cases related to a residential group home in Oneonta. Otsego County reports 1039 total confirmed cases with 47 active cases, 0 hospitalized, 8 deaths, and 754 cases linked to SUNY Oneonta & 56 confirmed cases in Hartwick College students
Delaware County Public Health reported 8 new cases of COVID 19 Wednesday, they have 47 active cases & 181 quarantined, and they are now at 201 total cases since March with 9 deaths and 145 recoveries.
Richelle and Delana Wood of Walton held a lemonade sale at their Walton home in September to benefit the Delaware County Sheriff’s K9 program. The Wood Sisters indicated they wanted to recognize K9 “Ozzie” who passed away due to a medical condition earlier this year, & support the continuation of the program and our agency’s new K9, “Eli”. The girls raised $516.55 for the K9 program; $416.55 through lemonade sales as well as another $100.00 by private donation, Deputy Kyle Karcher and K9 Eli received the donation from the girls at their Walton home last week.
Delaware County Sheriff's Deputies responded to a reported burglary in the Town of Walton, Deputies were informed by the victim that property stolen from a building located on County Highway 21 was found at the Cow Path Lane location. Deputies obtained and executed a search warrant and recovered the stolen property. Deputies arrested 40 year-old Robert Smith and 35 year-old Terriann Connolly, both of Walton, for 3rd degree burglary & Petty larceny. Smith was also charged with criminal possession of stolen property; both were released on appearance tickets directing them to appear in the Town of Walton Court on a later date.

Governor Cuomo announced that the state had an infection rate for COVID 19 under 1% for the 26th day in a row, with 708 cases or .8% out of over 88,000 tests, testing positive Tuesday. The total number of cases since March is at 436,218, there were 5 COVID-19 Deaths reported, the state death toll is at 25,336. The State Health Department reported 445 hospitalizations, 117 ICU patients and 61 patients on ventilators from the virus.
This morning SUNY Oneonta received test results for additional students screened on campus for COVID-19. 44 new cases were confirmed & College staff worked until late Tuesday night to contact affected students and move them to isolation on campus. The total number of confirmed cases within our campus community now stands at 289. A total of 125 students are in isolation and 54 are in quarantine on campus.
Resident Assistants at SUNY Oneonta have posted a series of demands on Instagram, calling for pay increases, increasing protections for any Resident Assistant that has to go into quarantine as a result of their regular required meeting with students in on campus dorms, the group is giving SUNY Oneonta President Barbara Jean Morris 5 days to meet their demands or they will reduce to “emergency only” status.
3 sites opened up today & will continue tomorrow in Oneonta for free rapid testing for COVID 19, following the outbreak at SUNY Oneonta. The site will be open Thursday through Saturday from 9:00 AM to 6:00 PM at the Oneonta Armory at 4 Academy Street, The Foothills Performing Arts Center on Market Street & the St. James Church at 305 Main Street. Testing is by appointment only by calling 833-NYSTRNG.
The Delaware County Sheriff’s Office held a K9 Monument dedication ceremony in remembrance of K9 "Ozzie" on Monday, who served in the department for 7 years before his passing earlier this year. Delaware County Sheriff Craig DuMond comments:

Gyms & Fitness Centers around the state are re-opening with many safety protocols in place, Mike Banks of My Home Gym on State Route 7 between Sidney & Bainbridge told WCDO News what they are doing to keep everyone safe:

Gyms & Fitness Centers were among the last businesses to re-opening in New York State after getting shutdown earlier in the year when the COVID 19 pandemic hit.
The Delaware County Sheriff's Department investigated a domestic dispute in the Town of Stamford Saturday, which resulted in the arrest of 66 Wayne Johnson of Stamford for Menacing, unlawful imprisonment, & endangering the welfare of a child. Upon arrival, Deputies learned that Johnson was intoxicated & had threatened to use a firearm to hurt a number of people in the residence, and he had also blocked all points of entry into the house. Johnson was virtually arraigned, & was issued appearance tickets for Stamford court at a later date, and order of protection was issued for the victims.
The Town of Masonville announced that tonight's board meeting, scheduled for 7:00 PM has been cancelled, no rescheduled date was announced.

Otsego County Department of Health continues to investigate a large outbreak of Coronavirus involving SUNY Oneonta students, with 53 new cases were reported Tuesday, 50 of the cases were in SUNY Oneonta students, 2 cases in the community and 1 case in a Hartwick College student. SUNY Oneonta reportedly had 295 cases on Tuesday afternoon, the county now has 357 total confirmed cases, there are No hospitalizations.
Hartwick College announced that they will switch to all-remote instruction for the next 14 days through September 15th. Both Hartwick students who have tested positive are isolating at their homes outside of the City of Oneonta. Contact tracing is being conducted by the Department of Health & the College’s Perrella Health Center. Residential students were informed that they should plan to remain on campus. Dining services continue, and all students not in quarantine will continue to have access to the campus and its facilities. The College had a Reopening Plan that included preparation for a hybrid semester of limited in-person and remote learning, plus testing of every campus member, socially-distanced classrooms and campus offices, Students were required to bring a negative test with them before entry to campus, and students were tested again upon returning to campus. All employees were also tested last week; they will be tested every 2 weeks.
Delaware County Public Health received three positive lab reports for COVID-19. The County reports 110 total cases, 98 recoveries, 6 active cases isolated at home, 36 are quarantined, & there have been 6 deaths.
State Police made an arrest Friday after a driver drove the wrong way on I-88 for 7 miles near the city of Oneonta. Multiple motorists were forced off the roadway and had to take evasive action when a vehicle was traveling eastbound in the westbound lanes of I-88, A Senior Investigator attempted to stop the vehicle and after close to seven miles was able to get the driver into a U-turn near exit 16. 72 year old Steven Wiedeman of Otego was arrested for Driving While Ability Impaired by Drugs; he was issued appearance tickets to the city of Oneonta court on September 28th.

Governor Cuomo announced a Friday deadline for school districts that have not submitted plans for in-person learning yet. Currently, 107 school districts have not submitted a plan for the fall, last Friday Governor Cuomo said that all school district should be able to re-open in September, but they must submit plans to be approved by the Health Department & the State Education Department. Local schools that did not submit a plan include: Cooperstown, Richfield Springs & Worcester in Otsego County, and Andes & Margaretville in Delaware County.
Delaware County Sheriff's Deputies responded to a motor vehicle accident on State Highway 357 in Franklin Sunday evening, 51 year old Ronald Roof of Franklin was charged with Felony DWI, & aggravated unlicensed operation of a motor vehicle among many other charges. Deputies & EMS crews were dispatched to a report of a vehicle over an embankment, on State Highway 357 in the Town of Franklin, the operator of the vehicle had fled from the scene on foot. Deputies located Roof, the
investigation revealed that his driving privilege was revoked from a prior alcohol related offense and for failure to answer to summonses. Roof was released & is scheduled to reappear in the Franklin Town Court on a later date.
Driving with a broken windshield and a suspended license resulted in a Delaware County Sheriff's Deputies arresting a Delhi man last Wednesday evening and charging him with Driving While ability impaired by drugs and felony aggravated unlicensed operation of a motor vehicle. Deputies observed a vehicle being operated on Phoebe Lane in the Village of Delhi with a broken windshield, they stopped the vehicle, which was driven by 30-year-old John Regazzi of Delhi, who was accused of driving while
impaired, along with several other lesser charges. Regazzi was processed and released and was directed to appear in the Delhi Town Court at a later date.
The Susquehanna SPCA announced that they have met & surpassed a dollar-for-dollar matching challenge in support of its SHELTER US Campaign. So far they have raised over $123,000, bringing the shelter $223,000 closer to the project's roughly $5 million price tag. In celebration of the milestone, the shelter is giving back to the community with reduced adoption fees through this Friday, August 14th.

The Otsego County Chamber of Commerce is hosting our very first "Drive Thru Job Fair!" this Thursday from 9:00 AM to 12:00 Noon in the parking lot of Damaschke Field. 25 local area employers will participate, Job Seekers will just drive in, follow the signs and traffic flow and remain in the car with your face mask on as you drive to each employer. There is no fee to job seekers.
Area Chambers of Commerce & Local Governments are urging people to complete the 2020 Census as soon as possible. The Census results help determine how billions of dollars in federal funding flow into states and communities each year and helps to keep taxes lower, the census can be found online at 2020census.gov.
State Police responded Friday to a reported of a shooting at 1205 Conklin Road in the town of Conklin. Troopers immediately located two female victims in the parking lot. 38 year old Alison Salisbury of Binghamton was shot and was pronounced deceased at the scene. 42 year old Shannon Brooks of Conklin was shot in the hand and transported to UHS Wilson Medical Center where she was treated and released. State Police arrested 45 year old Lance Johnson of Binghamton man for 2nd degree Murder & 2nd degree Attempted Murder, & is being held in the Broome County Jail without bail.

On Sunday, the number of ICU Patients Dropped to 131, a New Low since March 16, .78% of those tested was COVID-19 Positive; the Lowest One-Day Percentage Reported Positive since Pandemic Began, there were 7 COVID-19 Deaths Saturday, Total hospitalizations were at 548. The 515 Additional Cases gives the state 420,860."

To date there have been 96 confirmed positive cases, with 14 people now under mandatory quarantine. 6 people have died and 90 have fully recovered.

The State Health Department announced 476 positive COVID 19 cases Sunday, or .88% of those tested. The total number of cases so far is 421,336, the total number of deaths is 25,204. Hospitalizations, Intubations & the number of patients in ICU beds continues to decline.
Chenango County Public Health announced that over the weekend, they increased their total of COVID 19 cases by 4 to 216. They report 130 current quarantines, 195 recoveries, 7 deaths , 1 person is hospitalized, and they have conducted just over 18,000 tests.

State Police responded Friday to a reported of a shooting at 1205 Conklin Road in the town of Conklin. Troopers immediately located two female victims in the parking lot. 38 year old Alison Salisbury of Binghamton was shot and was pronounced deceased at the scene. 42 year old Shannon Brooks of Conklin was shot in the hand and transported to UHS Wilson Medical Center where she was treated and released. State Police arrested 45 year old Lance Johnson of Binghamton man for 2nd degree Murder & 2nd degree Attempted Murder, & is being held in the Broome County Jail without bail.
Governor Cuomo gave an update on the state's progress in lowering the number of COVID 19 cases statewide. On Sunday, the number of ICU Patients Dropped to 131, a New Low since March 16, .78% of those tested was COVID-19 Positive; the Lowest One-Day Percentage Reported Positive since Pandemic Began, there were 7 COVID-19 Deaths Saturday, Total hospitalizations were at 548. The 515 Additional Cases gives the state 420,860."
Delaware County Public Health received no new positive test results for COVID-19 Friday and 1 additional recovery, which brings the number of active cases to 0. To date there have been 96 confirmed positive cases, with 14 people now under mandatory quarantine. 6 people have died and 90 have fully recovered.

State Health Commissioner Dr. Howard Zucker announced today
that the number of Coronavirus cases has increased by 432 cases, bringing the
statewide total to 1374 cases, with new positive tests in 10 counties. Governor Cuomo announced that they should be
able to test thousands a day for the coronavirus, probably by next week, with
the help of automated testing systems.
Also, the Governor announced a three-way agreement with the Legislature
on a bill guaranteeing job protection and pay for New Yorkers who have been
quarantined as a result of the coronavirus.
State Police announced today that if residents are
experiencing an emergency, they should still call 911, but when placing an
emergency call, please advise dispatchers if any members of your household are
experiencing flu-like symptoms so that 1st responders can prepare to prevent
the spread of any illnesses. Also, until further notice, the State Police are
suspending employment fingerprinting & child safety seat checks at their
stations.

officials have been clear that reducing density is one of the most effective

implementing new visitation restrictions across all network facilities. Access to clinic buildings and outpatient
service areas at all Bassett Healthcare Network facilities will be limited to
only those patients with scheduled appointments or required business, such as a
prescription pick up. FoxCare Fitness in
Oneonta is also closed until further notice.

The American Red Cross now faces a severe blood shortage due
to an unprecedented number of blood drive cancellations in response to the
coronavirus outbreak. Healthy
individuals can schedule an appointment to give blood at RedCrossBlood.org;
using the Red Cross Blood Donor App, by calling 1-800-RED-CROSS or enabling the
Blood Donor Skill on any Alexa Echo device.
David Thomas of Oneonta Pleaded Guilty to Attempted Murder
in Otsego County Court, for a December 2018 incident in which he injured a
woman's neck by strangulation. Thomas
will be sentenced on the charge on June 5th.
The Chenango County Sheriff’s Office arrested 34 year old
Lance Barnhart of McDonough for 3rd degree Burglary, Petty Larceny and Criminal
Mischief. Barnhart is accused of
entering a town of Norwich residence by cutting a window screen to steal an
animal. Barnhart was released on appearance tickets and schedule to appear in
the Town of Norwich at a later date.
The City of Norwich Common Council meeting scheduled for
tonight will be a closed meeting due to COVID-19 concerns. Attendance will be for the Mayor, Common
Council members, Department Heads and the Deputy City Clerk ONLY. No one else
shall be admitted, the meeting will be streamed live on the City of Norwich
Facebook page beginning at 6:30 pm.
The State-run Department of
Motor Vehicles locations are moving to an appointment only system to help stop
spread of the coronavirus. The DMV is
encouraging all New Yorkers to complete routine transactions on its website.
Governor Cuomo signed an executive order directing all
schools in New York to close by Wednesday, for 2 weeks ending April 1, at that
time, the state will reassess whether to extend the school closures further and
continue to suspend the 180-day instructional requirement. Schools that exceed the closure period
without state authorization will not be exempted from the 180-day rule. School districts are required to develop a
plan for alternative instructional options, including distance learning;
distribution and availability of meals; and daycare, with an emphasis on
children of parents of first responders and healthcare workers.
NY State of Health announced that a Special Enrollment
Period is available to New Yorkers during which eligible individuals will be
able to enroll in insurance coverage through NY State of Health and directly
through insurers. The open enrollment
period for coverage in 2020 had previously ended on February 7, Individuals who enroll in Qualified Health
Plans now through April 15th, will have coverage effective starting April 1,
consumers can apply for coverage on-line at nystateofhealth.ny.gov, by phone at
855-355-5777, and working with enrollment assistors.
Former area Congressman Richard Hanna of Barneveld has died
at the age of 69. Hanna died Sunday at a
hospital in Oneida County surrounded by loved ones after a battle with
cancer. Hanna served 3 terms in
Congress, retiring in 2016.
Oneonta Mayor Gary Herzig Announced that as of today, all
City buildings will be closed to the public. Persons requiring emergency
assistance from the Oneonta Police Department can do so by entering the lobby
at the Public Safety Building, all essential services will still be provided,
but all non-essential services and activities will be curtailed. At 7:00 pm
tonight, Mayor Herzig will conduct a live broadcast on the City of Oneonta’s
Facebook page of the Common Council Meeting where the changes will be discussed

David Thomas of Oneonta Pleaded Guilty to Attempted Murder
in Otsego County Court, for a December 2018 incident in which he injured a
woman's neck by strangulation. Thomas
will be sentenced on the charge on June 5th.
The Chenango County Sheriff’s Office arrested 34 year old
Lance Barnhart of McDonough for 3rd degree Burglary, Petty Larceny and Criminal
Mischief. Barnhart is accused of
entering a town of Norwich residence by cutting a window screen to steal an
animal. Barnhart was released on appearance tickets and schedule to appear in
the Town of Norwich at a later date.
The City of Norwich Common Council meeting scheduled for
tonight will be a closed meeting due to COVID-19 concerns. Attendance will be for the Mayor, Common
Council members, Department Heads and the Deputy City Clerk ONLY. No one else
shall be admitted, the meeting will be streamed live on the City of Norwich
Facebook page beginning at 6:30 pm.
The State-run Department of
Motor Vehicles locations are moving to an appointment only system to help stop
spread of the coronavirus. The DMV is
encouraging all New Yorkers to complete routine transactions on its website.
Governor Cuomo signed an executive order directing all
schools in New York to close by Wednesday, for 2 weeks ending April 1, at that
time, the state will reassess whether to extend the school closures further and
continue to suspend the 180-day instructional requirement. Schools that exceed the closure period
without state authorization will not be exempted from the 180-day rule. School districts are required to develop a
plan for alternative instructional options, including distance learning;
distribution and availability of meals; and daycare, with an emphasis on
children of parents of first responders and healthcare workers.
NY State of Health announced that a Special Enrollment
Period is available to New Yorkers during which eligible individuals will be
able to enroll in insurance coverage through NY State of Health and directly
through insurers. The open enrollment
period for coverage in 2020 had previously ended on February 7, Individuals who enroll in Qualified Health
Plans now through April 15th, will have coverage effective starting April 1,
consumers can apply for coverage on-line at nystateofhealth.ny.gov, by phone at

Former area Congressman Richard Hanna of Barneveld has died
at the age of 69. Hanna died Sunday at a
hospital in Oneida County surrounded by loved ones after a battle with
cancer. Hanna served 3 terms in
Congress, retiring in 2016.
Oneonta Mayor Gary Herzig Announced that as of today, all
City buildings will be closed to the public. Persons requiring emergency
assistance from the Oneonta Police Department can do so by entering the lobby
at the Public Safety Building, all essential services will still be provided,
but all non-essential services and activities will be curtailed. At 7:00 pm
tonight, Mayor Herzig will conduct a live broadcast on the City of Oneonta’s

State Police responded Wednesday afternoon to the report of
a burglary in progress at a home on State Route 8 in the town of Deposit near
Michigan Hollow Road. State police
encountered 34 year old Clint Stevens of Binghamton, who claimed to be high on
methamphetamines, he shot at troopers shortly after their arrival, they
requested & received back up, and negotiations with Stevens went on for
several hours, with Stevens shooting additional Meth into his system &
damaging windows of the home, which belonged to his parents. After several hours, Stevens fire at troopers
again, who returned fire, & he was killed.
State Route 8 was closed during the standoff and for the investigation
until earlier this morning, the investigation is ongoing.
Lawmakers are waiting for some action on any of the proposal
regarding the controversial Bail Reform Law that went into effect January 1st,

Jury deliberations are scheduled to begin today in the trial
of 33 year old Gabriel Pruitt of Oneonta.
Pruitt is charged with Arson & Murder in connection with a fire at 5
walling Avenue on December 29th of 2018, former Oneonta Firefighter John Heller
died while getting his family out of the burning building.
A lawsuit has been filed in
State Supreme Court against the Town Of Guilford, for their controversial
renewable energy law, that would allow Calpine to erect up to 30 large wind
turbines in the town. A coalition of
residents from Guilford & the adjacent town of Unadilla filed the lawsuit
January 24th.
Governor Cuomo announced legislation in the proposed
Executive Budget that grants the State Police Superintendent the right to issue
administrative subpoenas as a way empower the State Police to investigate
internet crimes against children. This new power will enable the State Police
to move quickly to identify and locate persons suspected of online sexual
exploitation of minors by streamlining the subpoena process necessary to obtain
their online records.
The Tri-Town Coalition on Substance Abuse Prevention will
hold their next meeting this evening in Sidney. The meeting will be held at the Sidney

Delaware County Sheriff’s Deputies arrested 22-Year-Old
Siara Mettler of Hamden on a charge of Aggravated Unlicensed Operator,

a burglary in progress at a home on State Route 8 in the town of Deposit near
Michigan Hollow Road. State police
encountered 34 year old Clint Stevens of Binghamton, who claimed to be high on
methamphetamines, he shot at troopers shortly after their arrival, they
requested & received back up, and negotiations with Stevens went on for
several hours, with Stevens shooting additional Meth into his system &
damaging windows of the home, which belonged to his parents. After several hours, Stevens fire at troopers
again, who returned fire, & he was killed.
State Route 8 was closed during the standoff and for the investigation
until earlier this morning, the investigation is ongoing.
Lawmakers are waiting for some action on any of the proposal
regarding the controversial Bail Reform Law that went into effect January 1st,

The controversial law went into effect as part of a budget
bill last year, it calls for people arrested on over 400 charges to be
automatically released from the initial court appearance on an appearance
ticket, several instances have already occurred where someone was released

Jury deliberations are scheduled to begin today in the trial
of 33 year old Gabriel Pruitt of Oneonta.
Pruitt is charged with Arson & Murder in connection with a fire at 5
walling Avenue on December 29th of 2018, former Oneonta Firefighter John Heller
died while getting his family out of the burning building.
A lawsuit has been filed in
State Supreme Court against the Town Of Guilford, for their controversial
renewable energy law, that would allow Calpine to erect up to 30 large wind
turbines in the town. A coalition of
residents from Guilford & the adjacent town of Unadilla filed the lawsuit
January 24th.
Governor Cuomo announced legislation in the proposed
Executive Budget that grants the State Police Superintendent the right to issue
administrative subpoenas as a way empower the State Police to investigate
internet crimes against children. This new power will enable the State Police
to move quickly to identify and locate persons suspected of online sexual
exploitation of minors by streamlining the subpoena process necessary to obtain
their online records.

local area unemployment rates for December 2019. Statewide, the rate remained
at 4%; Locally Delaware County had 4.8% unemployment, Chenango County 4.9% and
Otsego County 4.7% in December.

Counties is holding a fundraiser called "Keeping our community warm 1
brick at a time" for individuals who are struggling with rising heating
costs. Individuals, groups, or
businesses can purchase a brick from Catholic Charities for $25; their name
will be placed on the brick which is used to build the fireplace displayed in
the agency's Main Street window in Oneonta.

transaction. The combined company will have $1.7 billion in assets and 31
offices. Norwood will retain the brand names of Upstate’s two units, Bank of

emails the victim posing as a relative in distress or someone claiming to
represent the relative & requests for them to wire money for a fictitious
expense. Law Enforcement agencies
suggests that Before sending funds, independently contact the relative the scam
artist is claiming to be, at a known phone number, to verify the details of the
story. Also Scam artist’s payment method
of choice is the wire transfer; any urgent request to wire money should be
treated suspiciously. Consumers who have been victims of this scam should
immediately report it to local law enforcement; more information is available
at Fraud Center at Fraud.org.

Deputies arrested 19 year old Trent Wade of Rochester for Aggravated Unlicensed
Operation of a Motor Vehicle, Operation of a Motor Vehicle with Improper
plates, Speed not Reasonable and Prudent, and Operating a Motor Vehicle without
Insurance. Wade was charged following a Motor Vehicle Accident on County
Highway 14 in the Town of Meredith. Wade is scheduled to appear before the Town
of Meredith Court at a later date.
The State DOT announced completion of a $1.1 million project
that replaced a culvert under Dilly Road in the Town of Colesville. The new
culvert ensures more efficient water flow underneath the road, reducing erosion
and enhancing safety for motorists traveling to and from nearby State Route 7.
The Town of Colesville assisted in the project and will maintain the new
pre-cast concrete box culvert. The bulk
of construction took place last summer to comply with stream work restrictions
and minimize disruptions to school bus routes.
NY State of Health announced that consumers will have an
additional week to enroll in a Qualified Health Plan for 2020, as the Open
Enrollment deadline has been extended until February 7th. Consumers can enroll in a health plan Online
