State Police continue to investigate tips that will help locate the person or persons responsible for throwing 2 beagle mix dogs out of a moving vehicle on Wednesday, December 12th on I-81 in Marathon. Several local, state and national animal welfare agencies and private donors are now offering a total of $16, 500 reward leading to the conviction of the person(s) responsible after the case has gained national attention. The following agencies have contributed: the Animal Legal Defense Fund $10,000, People for Ethical Treatment of Animals $5,000, the New York State Humane Association $1,000 and a private donation $500. Governor Cuomo today announced that more than $763 million in economic and community development funding has been awarded through Round 8 of the Regional Economic Development Council initiative. Locally, the Southern Tier RDC, which covers Delaware & Broome Counties, will get 65.4 Million dollars for various projects, Central New York, which includes Chenango County, receives 88.2 million dollars, and the Mohawk Valley region, which includes Otsego County, receives in 85.4 Million dollars.
NY State of Health announced that enrollment reached 4.7 million at close of business on December 15th, the deadline for January 1st 2019 coverage. Enrollment volumes in Qualified Health Plans and the Essential Plan outpaced last year’s levels with over 83,000 more people enrolled compared to last year.
In 2018, The Raymond Corporation contributed to over 150 nonprofit and educational organizations with monetary contributions, forklift donations and voluntary participation. Charter Spectrum will pay a record $174 million and refund customers in New York $62 million in a settlement over claims it defrauded internet subscribers. The settlement announced Tuesday by the State Attorney General's Office is the largest consumer payment by an internet provider in U.S. history. Charter Spectrum has agreed to provide some premium cable channels for free to customers as part of the deal, customers will each receive between $75 and $150, and they will also get streaming services and premium channels, with a retail value of over $100 million, at no charge for about 2.2 million active subscribers.

The Binghamton Devils donated over six barrels of non-perishable food to CHOW today with the help of team captain, Kevin Rooney. The food was collected from fans during the Put the Biscuit in the Basket food drive from November 28 to December 15, 2018. Totaling 1,415 pounds, the provisions will help feed Broome County families in need this holiday season.
Senator Fred Akshar will continue the second year of his district-wide "Akshar's All-Stars" student recognition program on Tuesday by recognizing students at one Broome County school and three Chenango County schools. Each month, Senator Akshar recognizes local students selected by their school districts in the 52nd Senate District who have shown great leadership, compassion, school spirit or improvement amongst their peers. Oneonta Police arrested 28 year old David Thomas of Oneonta for attempted Murder, Assault and Strangulation, following a domestic dispute. Police accuse Thomas of twisting the unidentified woman's neck “in a violent manner,” causing extensive damage, she was transported to Fox Hospital & was transferred to Bassett Hospital in Cooperstown where she required surgery.
State Police are seeking the public’s assistance locating the people responsible for throwing 2 dogs out of an SUV on I-81 Wednesday. Troopers patrolling I-81 in the Whitney Point area spotted a tractor trailer parked in the left lane, Wednesday morning, they observed the truck driver carrying one badly injured dog and another following behind him. A State Police K9 handler bandaged the injured dog to stop bleeding, the Broome County Humane Society was contacted and took possession of the dogs. The truck driver observed a Dodge Durango SUV slow down, roll down their rear window and throw the dogs out of the window. Anyone with information is asked to call State Police at 749-1614.
The Salvation Army Empire State Division provided nearly 4 million meals to individuals and families who needed it most, through last year’s Annual Red Kettle Campaign. This year, with just 10 ringing days left in this year’s campaign, the kettles are trending short of the statewide goal. Volunteer bell ringers are needed throughout The Salvation Army's 48-county region. An hour of bellringing yields enough money in the kettle to provide thirteen meals. The New York State Department of Health is advising parents/guardians, caregivers and health care providers to be aware of the signs and symptoms of enterovirus EV-D68, which has now been confirmed in 39 children in New York State. EV-D68 can cause mild to severe respiratory illness, or no symptoms at all. EV-D68 infection most commonly results in mild symptoms such as runny nose, sneezing, cough, body aches and muscle aches. Severe symptoms, may include wheezing and difficulty breathing. Recent cases in NYS have been confirmed among individuals who reside in Western and Central New York, the Capital Region and Long Island, and specimens have been received from other regions for specialized testing at Wadsworth. 18 Year Old Gunnar Hassard of Oneonta has been arrested and charged with a hate crime after allegedly posting pro-Nazi posters around the SUNY Purchase campus, where he was a freshman. Hassard is accused of hanging 16 posters containing Nazi imagery, swastikas and images of Adolph Hitler; he was arraigned in Harrison Town Court yesterday and charged with Aggravated Harassment in the First Degree, a class E felony.
The Department of Environmental Protection announced plans to build a $34 million hydroelectric facility at Cannonsville Reservoir, which should produce enough electricity to power more than 3,500 homes each year. DEP officials announced that they will host 2 public meetings today, 1 at 9:00 AM at the Deposit State Theater, at 148 Front Street in Deposit & another at 12:30 PM at the Upper Delaware Council office, 211 Bridge Street in Narrowsburg. The Chobani Foundation announced the recipients of Their 1st Community Impact Fund, which will provide $100,000 in grant funds to 4 beneficiaries locally. The Sidney Central School District was awarded $21,000, to incorporate a food truck into its nutritional education program. The Catskill Development Foundation was awarded $28,150 for a food and agricultural entrepreneur training program at Delaware County FoodWorks+, The Oxford Academy and Central School District was granted $30,000 to fund the salaries of 25 students working for local businesses in the 10-month Career Pathways Program, Cornell Cooperative Extension of Madison County received $20,850 to provide marketing assistance for farmers and managers of farmers markets looking to expand their businesses. Governor Cuomo’s office announced on Tuesday of their goal to create a program for regulated marijuana use next year. The governor’s office hosted the listening sessions throughout September and October to gauge community appetite for legalizing marijuana, A study by the New York City Comptroller’s office estimated that revenues from taxes on regulated marijuana sales could bring in $3.1 billion dollars for the state. In Colorado, marijuana retailers made $1.5 billion last year and collected $247 million in taxes.
New York Farm Bureau has released its annual "Circle of Friends," naming 160 New York State Legislators to the distinguished list. The award is an indication of the individual lawmaker's support of New York agriculture and Farm Bureau. The "Circle of Friends" honor is based upon each legislator's voting record on issues of agricultural importance as well as other evidence of legislative support, including sponsorship of bills that New York Farm Bureau has either supported or opposed during the most recent legislative session, State Senators Fred Akshar, Jim Seward & John Bonacic plus Assembly members Cliff Crouch, Bill Magee, Donna Lupardo & Gary Finch were all named to the Farm Bureaus “Circle of Friends" again this year.

The group is comprised of representatives from the child care provider community, the business community, unions that represent child care providers, representatives from several state agencies and local departments of social services will develop recommendations to make quality, affordable child care accessible across the state. The task force met for the first time on Wednesday.
Voters in the Unadilla Valley School district have until 8:00 tonight to vote on the district's proposed 10 million dollar capital improvement project. Voting is being held at the District Office Lobby.
The Food and Drug Administration announced today that Del Monte Foods has recalled more than 64,000 cases of "Fiesta Corn" seasoned with red and green peppers. So far there had been no reports of illness, Del Monte determined the cans had not been properly sterilized, leading to the risk of spoilage. The corn was in 15.25-ounce cans with the UPC number printed on the label: 24000 02770, it can be returned to the point of purchase for a refund or exchange, more information is available by calling Del Monte Foods at 800-779-7035.

State Police have located James Sitts, who was wanted on an arrest warrant out of the town of Oneonta Court for 2 counts of Grand Larceny. Sitts was located and arrested by City of Oneonta Police Officers on December 8, He was later transferred to the custody of State Police and was arraigned in the town of Oneonta Court where he was remanded to the Otsego Jail with no bail. His next court date is January 3rd.

The number of Animal Cruelty cases or cases of animal hoarding have spiked recently in the Southern Tier, which creates a difficult situation for area Shelters. Erin Insinga of the Delaware Valley Humane Society told WCDO News that if you know of those situations, the first call is to your local sheriff's department:

Almond Upton of Florida has died in Prison, where he was serving time for the murder of State Trooper Christopher Skinner on I-81 In Broome County in May of 2014. Upton was serving his sentence in the Clinton Correctional Facility in Dannemora. Upton claimed he was in a manic state at the time he intentionally ran over Trooper Skinner, who was ocnducting an unrealted traffic stop, Upton was found guilty & was sentecned to life in prison, he died Sunday & the cause of death has not yet been released.

Residents in South New Berlin are voting today on a proposed $1.1 million project to purchase property and construct a new fire department building. Voting will be held from 12:00 Noon until 9:00 PM at the South New Berlin Firehouse.
Voters in the Unadilla Valley School District will vote Thursday on a capital improvement project involving heating, parking lots, roof replacement, and auditorium improvements, among many other projects. The project would be paid for through a Capital Reserve Fund & State Aid, the $10 million dollar project vote will be held from 12:00 Noon to 8:00 PM in the District Office lobby Thursday.
Delaware County Sheriff’s Deputies arrested 21 year old Rebecca Kole of Delancey, for moving from a lane unsafely, DWI, and other charges, following an investigation into a Motor Vehicle accident in the Town of Walton. Kole was later released on traffic tickets and is scheduled to appear at Walton Town Court at a later date to answer the charges.
The City of Oneonta and the Otsego County Conservation Association will be co-sponsoring a talk on the emerald ash borer on today, at 6:30pm. The insect is highly destructive; the first one was discovered in the town of Unadilla in 2014. Almond Upton of Florida has died in Prison, where he was serving time for the murder of State Trooper Christopher Skinner on I-81 In Broome County in May of 2014. Upton was serving his sentence in the Clinton Correctional Facility in Dannemora. Upton claimed he was in a manic state at the time he intentionally ran over Trooper Skinner, who was ocnducting an unrealted traffic stop, Upton was found guilty & was sentecned to life in prison, he died Sunday & the cause of death has not yet been released.
The Department of Environmental Protection announced plans to build a $34 million hydroelectric facility at Cannonsville Reservoir, which should produce enough electricity to power more than 3,500 homes each year. Voters in the Unadilla Valley School District will vote Thursday on a capital improvement project involving heating, parking lots, roof replacement, and auditorium improvements, among many other projects. Delaware County Sheriff’s Deputies arrested 21 year old Rebecca Kole of Delancey, for moving from a lane unsafely, DWI, and other charges, following an investigation into a Motor Vehicle accident in the Town of Walton. Kole was later released on traffic tickets and is scheduled to appear at Walton Town Court at a later date to answer the charges.
The City of Oneonta and the Otsego County Conservation Association will be co-sponsoring a talk on the emerald ash borer on today, at 6:30pm. Firefighters from a dozen area companies responded to a blaze on Porter Hollow Road in Port Crane at about 8:00 PM Sunday. Firefighters were on the scene for about 4 ½ hours, No injuries were reported , and the unidentified family of 4 were left homeless.
Sheriff Cutting reports on December 6th, 2018 the Chenango County Sheriff’s Office arrested an inmate for assaulting a Corrections Officer. Members of the Detectives Division arrested Michael J. Perry, age 42 who was incarcerated on a separate charge. It is alleged that Perry assaulted a Corrections Officer in an attempt to get to another inmate within the facility. Perry was processed for Assault in the Second Degree and arraigned in the Town of Norwich Court. He was remanded back to the Chenango County Correctional Facility.

State Police arrested 30 year old Dustin Freeman of Morris after he allegedly threatened a victim with a knife and sexually assaulted the victim in the New Berlin area. Freeman was charged with 1st degree Rape, Criminal Sexual Act and Unlawful Imprisonment, after Troopers located Freeman in the city of Rome, where he fled on foot. He was taken into custody & was transported to Norwich where he was processed and later arraigned in the town of Norwich Court where he was remanded to the Chenango County Jail without bail. An order of protection was also issued by the judge to the victim. The investigation is still on-going.
A Town of Norwich resident was arrested by the Chenango County Sheriff’s Office for Endangering the Welfare of a Child and Harassment. Deputies arrested 61 year old Larry Conant after an incident that occurred on a Norwich Central School bus in the town of Guilford. Conant, was a school bus aid, he allegedly used unnecessary force on a 7 year old child. Conant was released on an appearance ticket for a later date.

Sitts is described as a white male, 5 feet 10 inches tall, 165 pounds with brown hair, blue eyes and a beard, he has several distinctive tattoos on his neck and right arm, his last known address was in the Lantern Hill Trailer Park in Oneonta. Anyone with information is asked to call state police at (607) 561-7400.
Federal law Enforcement officials arrested 41 year old Justin Hobbie of Springfield, on child pornography charges. Hobbie was working as a physical education teacher & was formerly a girls’ soccer coach in the Cooperstown School District. District officials alerted parents of the arrest this morning, they did not believe that any incident involving a Cooperstown Student occurred, the investigation is continuing.
60 year old Lynn Beilby of South New Berlin has been charged with animal abuse, for allegedly torturing an animal and failing to provide sustenance to an animal. Beilby is scheduled to appear in the Town of Morris Court on January 14th to answer to the charges.

State Police arrested 37 year old Michael Collins of Butternuts, for Unlawful Imprisonment, Criminal Obstruction of Breathing and Criminal Mischief, after Troopers were dispatched to a residence on Wilbur Hill Road in the town of Butternuts for a domestic dispute. After an investigation, troopers determined that Collins and a victim were involved in an argument that turned physical, where Collins is accused of choking, taking a phone away when the victim attempted to call for help and not allowing the victim to leave. Collins was arraigned in the town of Butternuts Court where he was released on his own recognizance. The judge issued an order of protection to the victim.

Rochester Police announced that 14 year old Joanna Coates of Rochester, who was the subject of an Amber Alert late last night, was found alive & safe in New York City earlier this afternoon, 41 year old Robert Gonzalez of Rochester was taken into custody, he is expected to be returned to Rochester to face a variety of charges. Coates will be returned to her family following a medical examination at a New York City Hospital.
Governor Cuomo announced the extension of the state's Real Property Tax Law exemption on farm buildings, which will provide continued tax relief for New York farmers and growers. The Law exempts agricultural producers from paying real property tax on buildings that are essential to the production of agricultural or horticultural products, such as temporary greenhouses, dairy barns and exercise arenas for horse-boarding operations. The Tax Law exemption was extended for the next 10 years and applies to newly constructed and re-constructed agricultural buildings through January 1, 2029.
More than 1,000 officers & state leaders were in Schenectady Monday to honor Trooper Jeremy VanNostrand, who died last week when his personal vehicle was rear-eneded & pushed into oncoming traffic, right in front of the Fonda State Police barracks as VanNostrand was reporting for work. VanNostrand was a 6-year state police veteran. He leaves behind his wife and 6-year-old daughter. State Police Superintendent George Beach stated that this was the 4th trooper that died this year, 2 from 9/11 illnesses, and 2 in the line of duty.

THE CHILD WAS TAKEN UNDER CIRCUMSTANCES THAT LEAD POLICE TO BELIEVE THAT THEY ARE IN IMMINENT DANGER OF SERIOUS HARM AND OR DEATH. Troopers were assisting with another case when they heard a loud crash on West Main Street in the village of Hancock, they immediately responded and located Bird in a vehicle that crashed into a utility pole, she was released on appearance tickets returnable to the village of Hancock Court on December 12th.
Delaware County Sheriff’s Deputies arrested 26 year old Dylan Debrock of Walton, Friday, on 1 count of Endangering the Welfare of a Child, following the report of a Domestic Incident. Delaware County Sheriff’s Deputies arrested 26 year old Dylan Debrock of Walton, Friday, on 1 count of Endangering the Welfare of a Child, following the report of a Domestic Incident. It is alleged that Debrock knowingly acted in a manner likely to be injurious to the physical, mental, and moral welfare of a child less than the age of 17. He was arraigned at the Town of Colchester Court, he was remanded to the Delaware county Correctional Facility on $1000 cash bail or $2000 bond, and He was scheduled to appear before the Town of Walton Court at a later date.

State Police Responded to an apparent Murder Suicide in the town of Stamford Tuesday, after 57 year old Christopher German of South Kortright failed to show up for work in Cooperstown. Troop C BCI Captain Scott Heggelke Explains:

Captain Heggelke said that the incident occurred after 9:00 PM Monday; The Delaware County Coroner's Office ordered the bodies removed for autopsies, which were being performed at Lourdes Hospital in Binghamton this afternoon, the official cause and approximate time of death is expected to be in the final Autopsy report, which may be released later today.
The Trial for Ernest Franklin of Guilford has been delayed again, until early next year. Franklin & his wife Heather are accused of killing their developmentally disabled son & setting fire to their house to cover up the murder in the town of Guilford in March of 2017. Ernest Franklin is being held without bail pending the start of his trial; Heather Franklin was released on bail.
State Police arrested 25 year old Taylor Nelson of Afton for 2 counts of Criminal LOUDESPossession of a Controlled Substance, Criminal Possession of a Forged Instrument, Operating a Motor Vehicle while Impaired by Drugs, & Criminally Using Drug Paraphernalia. Troopers were dispatched to the Sunoco on County Route 39 in the town of Bainbridge to check the welfare of a male slumped behind the wheel of his vehicle. Troopers determined that Nelson was impaired and was in possession of a counterfeit $100 bill, methamphetamine, drug paraphernalia and items used to measure drug quantity. Nelson was arraigned in the town of Bainbridge Court where he was remanded to the Chenango County Jail on no bail.
State Police arrested 51 year old Marianne Stanislawski of Chenango for Grand Larceny, for allegedly taking advantage of a 75-year-old man who suffers from Alzheimer’s. An investigation revealed that Stanislawski knew the victim for several years; she would visit him weekly at his residence and help him run errands. The investigation further revealed that Stanislawski was making cash withdrawals that the victim did not approve of. Stanislawski was arrested and arraigned in the town of Oxford Court and released on her own recognizance and is to appear in court at a later date. An order of protection was issued by the judge protecting the victim.

The end of daylight savings is officially at 2:00 AM Sunday Morning, and in addition to turning the clocks back one hour, the Firemen's Association of the State of New York is urging New Yorkers to inspect their smoke alarms when they change their clocks. The Association encourages New Yorkers to install smoke alarms equipped with sealed-in, non-removable batteries that last for 10 years. The Delaware County Chamber of Commerce will hold their 1st Friday Eat & Meet this Friday in Hobart, from 8:30 to 10:00 am at Liberty Rock Books at 678 Main Street. The guest speakers are Paul Van der kruik of the Leatherstocking Council of the Boy Scouts of America and Kimberly Lorraine of the United Way of Delaware and Otsego Counties.
The end of daylight savings is officially at 2:00 AM Sunday Morning, and in addition to turning the clocks back one hour, the Firemen's Association of the State of New York is urging New Yorkers to inspect their smoke alarms when they change their clocks. The Association encourages New Yorkers to install smoke alarms equipped with sealed-in, non-removable batteries that last for 10 years. These alarms do not require any battery changes during their lifespan and are nearly impossible to disable. New York State has experienced 107 civilian fire deaths thus far in 2018, ranking second in the nation behind Texas, Working smoke alarms are critical in preventing additional fire deaths.
