State Police Superintendent Joseph D’Amico has promoted Troop C Major Donald Faughnan to the rank of Staff Inspector and has assigned him to Internal Affairs in Liverpool. The Superintendent has also promoted Captain James Barnes to the rank of Major and has assigned him to the position of Troop Commander at Troop C Headquarters in Sidney. Major Barnes started his career in 1989 as a trooper and was first assigned to Troop C and has received several promotions through his career.
State police are investigating an two-vehicle crash with serious personal injury on state Route 8 in the town of Norwich, between Holmesville Road and county Route 34 at about 7:35 this morning. Several area emergency squads responded to a 2-car Accident Initial reports have 6 injuries, & 1 fatality, State Route 8 was closed for several hours for the investigation. More details will be released as they become available.
State Police and local law enforcement across New York will participate in the national “Drive Sober or Get Pulled Over” campaign from Friday, December 18, 2015 through Friday, January 1, 2016. Drivers can expect to see sobriety checkpoints and increased patrols, Troopers will be watching for distracted drivers, vehicle occupants who are not properly buckled up and drivers violating the “Move Over Law,” which requires motorists to exercise extreme caution when passing emergency vehicles that are stopped in or on the side of the road.
Governor Cuomo announced the launch of a new 'Kitchen Table Toolkit' as part of the State Combat Heroin and Prescription Opioid Abuse campaign. In November 2015, New York State’s private sector job count increased by 13,100, to almost 7.9 million, according to preliminary figures released today by the State Department of Labor. The statewide unemployment rate stayed at 4.8% in November, remaining at its lowest level since November 2007. The national unemployment rate was 5.0% in November.
State DOT announced the opening of 2 bridges carrying Route 28 over the West Branch of the Delaware River in the village of Delhi. A $1.5 million project to rehabilitate the bridges is now substantially complete, it included repairing the concrete bridge deck, paving and repainting the bridges, Sidewalk and pedestrian railings also were repaired as part of the project. The bridges are located in succession and cross 2 legs of the River, they were built in 1940.
Governor Cuomo today announced that 6 Farm to School programs have been awarded funding to help increase the use of healthy, locally grown foods on school menus. In the Southern Tier, the Broome-Delaware-Tioga Board of Cooperative Educational Services: Southern Tier Farm to School Project receives $74,970, to employ a Farm to School Coordinator and a Farm to School Consultant to train food staff, purchase specialized equipment to transport specialty crops and to recruit farms, food hubs and processers within a 6-county region.
Governor Cuomo today directed State Department of Public Service CEO Audrey Zibelman to immediately begin a full investigation of the operations and safety protocols at Indian Point Nuclear Facility. The Governor’s action comes after the unexpected shutdown of Indian Point Unit 3 – which marks the 13th unplanned shutdown at the facility since June of 2012.
The Bainbridge-Guilford Board of Education has begun its search for a new Superintendent of Schools. The Board is interested in soliciting feedback from the community on the final 3 superintendent candidates. Parents and community members who are interested in serving on the Community Interview Committee should notify the District Office at 967-6321, no later than Thursday, January 7th. Members of the Community Interview Committee must be available to attend a workshop for all committee members on February 2, 2016 at 3:30 pm as well as the three finalist interviews on February 9, 10, and 11 at 4:30 pm each afternoon. A committee of 7 to 10 people will be selected by the Board of Education.

New York Farm Bureau will hold their 59th State Annual Meeting today & tomorrow at the Desmond Hotel in Albany. Delegates from 52 county Farm Bureaus will gather to debate and vote on public policy resolutions, there will be educational opportunities for members, recognition of distinguished leaders past and present, a benefit auction for the NYFB Foundation for Agricultural Education and special remarks from agricultural leaders. Elections will also be held for state director positions.
Businesses in New York have benefited from the economic recovery, but workers in the state have not benefited as much, according to a Fiscal Policy Institute study. The report states that New York businesses saw profits rise by an average of 61-percent between 2001 and 2013. But workers in the state saw wages increase less than half as much, just 29 percent, in the same time period.
The fourth Cal Harris' fourth murder trial is expected to begin March 28, and the trial will be moved from the Schoharie County Court to the state Supreme Court in Schoharie County. Judge Richard Mott was assigned to the case in a decision by the state's Third Judicial District. The 3rd trial was presided over by Schoharie County judge George Bartlett, it ended in a mistrial, and Harris was convicted twice in Tioga County Court for murdering his estranged wife Michelle around September 11th 2001.
The anti-bullying "Sweethearts & Heroes" presentation with professional MMA fighter and Ultimate Fighting Championship veteran Tom Murphy will be presented to Oxford Academy Middle school students Wednesday. area performer & music teacher Dana LaCroix has been volunteering with the Garden Groove Project in Binghamton where urban children learning about gardening and growing food. LaCroix decided to get her music students involved in a project to raise money for the Garden Groove Project, she told WCDO news ABOUT IT:

Governor Cuomo announced the launch of the Employee Training Incentive Program, that will incentivize employers to provide skills training for their employees that upgrades, retrains or improves the productivity of their workforce, by providing tax credits to help offset the cost of training. Tax credits will be awarded for costs associated with eligible training programs for current and new employees or for internship programs for current students, recent graduates, and recent members of the armed forces, and are issued after training is completed. The Application can be accessed at apps.cio.ny.gov.

That translates to nearly 10 million meals being provided to New Yorkers in need. And with a month to go in the donation effort, the large number is expected to climb. In addition, the New York Farm Bureau Young Farmers Committee gave a $200 contribution today to the Food Bank Association of New York State.

Lieutenant Governor Kathy Hochul toured the flood-damaged areas of the village of Sidney today with village officials, regarding the plans for the River street area residents and the area itself. Hochul commented about the tour to WCDO News:

Matviak said that they are still working with FEMA, and they have also spoke individually with most of the homeowners in the River Street area about buy-outs, elevations and the possible development in the Plankenhorn Road area.
Lieutenant Governor Kathy Hochul visited Norwich this afternoon following the tour of Sidney; she met with Business Leaders at Commerce Chenango, toured the Business district, convened a Women’s Roundtable at the Artist's Pallet, & toured the Northeast Classic Car Museum.
Governor Cuomo today announced that during the past year, 43 new farm breweries have opened their doors in New York State, bringing the state's total number of operational farm breweries to 106. Additionally, the Governor's Farm Brewery law, which created a new license for craft brewers that use New York grown ingredients and included an exemption on brand label registration fees for small brewers, has saved brewers nearly $1 million to date. Aside from the 106 farm breweries, New York is now home to 133 micro-breweries, up from just 40 in 2011, and 39 restaurant breweries, up from 10 in 2011. Additionally, eight farm breweries have opened off-site branch stores, a practice which was also authorized under the Governor's law.
Governor Cuomo announced a 60% decrease in alcohol-related traffic fatalities since Governor Mario Cuomo raised New York State's drinking age to 21 exactly 30 years ago. According to the federal Centers for Disease Control and Prevention, youth who drink alcohol are more likely to experience alcohol-related car crashes and other unintentional injuries; school, social, legal, and physical problems; abuse of other drugs; and death from alcohol poisoning.
The Trial of Former State Senate Majority leader Dean Skelos continues in a Manhattan Federal Courtroom. Skelos is accused of using his political influence to get his son Adam No-Show jobs with politically connected firms in exchange for political favors. Skelos's trial follows the recent conviction of former deputy Majority leader Tom Libous of Binghamton and former Assembly Speaker Sheldon Silver on similar corruption charges.

Oneonta Police & State Police arrested 27-year-old Jason Cousins from Unadilla for Burglary, Attempted Robbery, Criminal Possession of a Weapon, Assault, Criminal Possession of Stolen Property & Menacing, following a home invasion in Oneonta. Cousins is accused of displaying a stolen handgun, taking property & striking & injuring 1 of the victims. Cousins fled the scene and was apprehended and taken into custody, the investigation is continuing.
State police announced that they would host a community-policing meeting on Wednesday December 2nd at the Stamford Fire Department from 7:00 to 9:00 PM. Police will discuss law enforcement operations, & the mission priorities of the state police, the school liaison program, traffic safety plus community & police interaction. There will be a question & answer period.
Otsego County Chamber of Commerce hosts the NBT Bank Holiday Open House today from 5:00 TO 7:00 pm at NBT Bank’s Wall Street Oneonta Branch location.
Otsego County will hold a free rabies clinic today at the Susquehanna animal shelter on State Route 28 in Cooperstown, for dogs, cats & ferrets. The clinic will be held from 4:00 to 6:00 PM.
The Sidney Chamber of Commerce monthly meeting is schedule for this morning at 7:30 AM. The meeting will be held at the Sidney County Club.
The Oneonta Airport Commission Work group will have their next meeting today. That meeting will begin at 4:00 PM at the Airport.

The City of Oneonta Police Department arrested 41 year old Kindell Worley of Oneonta for 2nd degree Burglary & 4th degree Grand Larceny. The arrest follows the report of a stolen vehicle from October 26, 2014, Worley is accused of entering a residence, stealing items including the keys to a vehicle and then driving the vehicle outside of Oneonta where it was abandoned. Worley was arraigned in Otsego County Court and was released on his own recognizance.
Former Assembly Speaker Sheldon Silver was convicted on Monday as a federal jury in Manhattan found Silver guilty of all 7 counts he faced for fraud, extortion and money laundering. The conviction comes as Silver's counterpart in the Senate, former Majority Leader Dean Skelos, faces his own corruption trial in the same federal court. Both men resigned their leadership posts but continued to work as lawmakers; Silver automatically loses his seat as a result of his conviction.
In recognition of World AIDS Day, Governor Andrew Cuomo today made a series of announcements regarding the next phase of New York State’s Plan to End the AIDS Epidemic in the State. The Governor is committing $200 million in new funding toward HIV/AIDS efforts, in addition to the $2.5 billion in public funding that the state currently directs toward addressing the disease. He is also calling on the federal government to increase its contribution nationwide for housing assistance for people living with HIV and AIDS.

State Comptroller Tom DiNapoli announced today his office approved 215 contracts valued at $109 million and approved 1.7 million payments worth $5.8 billion in October. His office also rejected 45 contracts and related transactions valued at $31 million and more than 6,900 payments valued at $3.6 million due to fraud, waste or other improprieties. DiNapoli’s office has approved approximately 16,200 contracts valued at $142 billion and approved 25.5 million payments worth $107 billion. His office has also rejected 1,660 contracts and related transactions valued at $4.4 billion and 33,100 payments valued at $127.5 million through October.

Former Assembly Speaker Sheldon Silver was convicted on Monday as a federal jury in Manhattan found Silver guilty of all 7 counts he faced for fraud, extortion and money laundering. The conviction comes as Silver's counterpart in the Senate, former Majority Leader Dean Skelos, faces his own corruption trial in the same federal court. Both men resigned their leadership posts but continued to work as lawmakers; Silver automatically loses his seat as a result of his conviction.
In recognition of World AIDS Day, Governor Andrew Cuomo today made a series of announcements regarding the next phase of New York State’s Plan to End the AIDS Epidemic in the State. The Governor is committing $200 million in new funding toward HIV/AIDS efforts, in addition to the $2.5 billion in public funding that the state currently directs toward addressing the disease. He is also calling on the federal government to increase its contribution nationwide for housing assistance for people living with HIV and AIDS.

State Comptroller Tom DiNapoli announced today his office approved 215 contracts valued at $109 million and approved 1.7 million payments worth $5.8 billion in October. His office also rejected 45 contracts and related transactions valued at $31 million and more than 6,900 payments valued at $3.6 million due to fraud, waste or other improprieties. DiNapoli’s office has approved approximately 16,200 contracts valued at $142 billion and approved 25.5 million payments worth $107 billion. His office has also rejected 1,660 contracts and related transactions valued at $4.4 billion and 33,100 payments valued at $127.5 million through October.

State Police responded to an Otsego County 911 report of a 2 vehicle accident on State Route 166 in the Town of Roseboom. 35 year old Lillian Fuller of Roseboom attempted a U-turn & struck a Nissan driven by 52 year old Ray Coco of Mayfield, The Nissan struck a mailbox then came to rest as in a ditch. Fuller was transported to Bassett Hospital in Cooperstown with a possible fractured foot and back pain, Coco was transported to Bassett Hospital with fractured ribs and a fractured back, His passenger 62 year old William Hayes of Gloversville, was transported to Bassett Hospital where he was pronounced dead. Alcohol and drugs where not a factor in this accident. The investigation is ongoing.

An anti-Muslim activist from Arizona who may be armed and headed for the Muslims of America community known as Islamberg, in the town of Hancock. The FBI has issued a warning to area law enforcement agencies that Jon Ritzheimer could be headed to Hancock, according to a report in today’s “New York Daily News”. Ritzheimer posted a threatening video online last week after he learned of he was referred to as an American Terrorist in “The Islamic Post”. Former Tennessee Congressional Candidate Robert Doggart targeted Islamberg for an attack earlier this year; the FBI stopped him, he is under house arrest.

Deputies & State Troopers arrested 21-year-old Gaven Nicholoff following a Domestic Disturbance in the Town of Guilford; Nicholoff is accused of damaging items in a residence and preventing the victim from calling 911. Nicholoff tried to flee the residence and resisted arrest, he was placed into custody and found in possession on his person to have drug paraphernalia, he was arraigned in the Town of Oxford court and is being held on $500 cash bail.

Quinn has a later date in the Town of North Norwich Court.

State Police arrested 38 year old Nathan Mower of Harpursville, for criminal possession of stolen property, and arrested 43 year old Kristina Shuldt of Windsor for criminal possession of stolen property, after investigating a theft of a safe and over $50,000 cash from a home in the Town of Windsor on August 3rd. Mower and Shuldt were arraigned in the Town of Windsor court and remanded to the Broome County jail with no bail set at this time. The investigation is ongoing.
State Police arrested 18 year old Nathaniel Shaffer-Groover of Kirkwood, 17 year old Joshua Goetz of Windsor, NY and 16 year old Conor Collins of Kirkwood for 2nd degree burglary. Troopers responded to a Broome County 911 report of a burglary in progress at a residence on Dunbar Road in the Town of Windsor, after a caretaker saw teenagers stealing from it and fleeing in a red pickup truck. The 3 teens are accused of stealing a TV, binoculars and bullets; they were arraigned in the Town of Windsor court and remanded to the Broome County jail in lieu of $2,000 cash bail or $4,000 property bond.
Assemblyman Pete Lopez of Schoharie formally announced his bid to seek the Republican & Conservative nomination for the 19th Congressional District being vacated by House of Representatives Member, Chris Gibson of Kinderhook. Assemblyman Lopez travels extensively around his Assembly district each year, he has served in the State Assembly since 2007.

Libous was convicted in July for Providing a False Statement to the FBI during an investigation of his son Matthew. Libous's attorney pleaded for leniency as Libous's cancer has worsened & was told by his cancer doctors that he has maybe a year to live.
Governor Cuomo today urged New Yorkers to protect themselves from identity theft and beware of scams on Black Friday, Cyber Monday and throughout the entire holiday shopping season. Cuomo said that Criminals would take advantage of the holiday shopping season to scam consumers and steal their money and identity. He urges New Yorkers to never give out any personal financial information to phone callers or through email to unknown entities. The State Comptrollers office has completed their 3rd audit since 2000 of the Town of Sidney; the town supervisor does not review bank statements or canceled check images to verify that only those disbursements approved by the board are made, & that the board did not perform annual audits of the supervisor’s records. The Audit found no improper disbursements or unreasonable payroll payments, but the opportunity exists for inappropriate disbursements without oversight. The audit also questioned the Town paying 2 vendors for disbursements being paid over $16,000 a year. The Comptroller’s report stated that the Sidney Town Supervisor should Continue to review bank reconciliations and canceled check images, Approve payroll before checks are electronically signed and Maintain control over his signature & Perform a cost benefit analysis to determine if the bookkeeper Should be performing disbursements duties currently performed by the two vendors. The Board should perform the required annual audit of the
Supervisor’s records.
The New York State Department of Labor released today preliminary local area unemployment rates for October 2015. Between September and October 2015, the State’s seasonally adjusted unemployment rate decreased from 5.1% to 4.8%, its lowest level since November 2007. Locally, Chenango County's unemployment rate was 4.6%, Delaware County was at 4.7% and Otsego County registered 4.3% unemployment for October.
The state DEC Announced that $2,000,000 in grants are available to organizations for projects to prevent the spread of aquatic invasive species in New York State's waterways, The grants are the latest action in the state's comprehensive efforts to combat aquatic invasive species and aim to foster outreach to users of water bodies, install decontamination stations and provide steward training programs in high priority areas. D'Amico said that the App is free to download, the news of the App follows a week of law enforcement meetings in Lake George regarding the latest terrorist attack in Paris France. D'Amico added that there was no current credible terroristic threat to New York State.
Governor Cuomo announced that temporary lane closures associated with road and bridge construction projects on New York State highways will not be permitted from 6 a.m. on Wednesday, November 25, to 6 a.m. on Monday, November 30, in order to accommodate motorists during the busy Thanksgiving holiday travel week. Some work may continue behind permanent concrete barriers or for emergency repairs. AAA predicts that nearly 47 million people will travel more than 50 miles from home from Wednesday through Sunday. That number is up slightly from last year, spurred in part by lower gas prices this season.
State Senator Jim Seward announced that legislation he sponsored establishing the Catskill Mountains Scenic Byway has been signed into law by Governor Cuomo. The bill adds portions of New York State Routes 28, 42, and 214 in Delaware and Ulster counties to the New York State Scenic Byways System. The Catskill Mountains Scenic Byway will be comprised of 65 miles primarily along New York State Route 28.

The General Fund ended October with a balance of $11.4 billion, largely due to financial settlements. Year-to-date tax collections were $5.4 million over the latest projections and nearly $1.7 billion over initial projections from the Enacted State Budget.
Starting November 30th, the Binghamton Mets will be accepting toy donations at NYSEG Stadium for the "Toys for Tots" drive this Christmas season. All fans that donate a new toy will receive one free ticket to the Binghamton Mets game on Opening Day in April 2016. Fans can bring new, unwrapped donations to NYSEG Stadium during business hours Monday through Friday, from 9:00 AM to 5:00 PM to claim their free 2016 Opening Day ticket. Donations will be accepted until December 18th.
U.S. Senator Charles Schumer plans to renew the push for a bill that would no longer allow people on airlines' no-fly lists to purchase guns in the United States. The bill Schumer is backing was originally proposed by former President George W. Bush in 2007 & would close the so-called "terror gap." Under current federal law, suspected or known terrorists who are on a no-fly list can legally purchase firearms and explosives in the U.S.

U.S. Senator Charles Schumer plans to renew the push for a bill that would no longer allow people on airlines' no-fly lists to purchase guns in the United States. The bill Schumer is backing was originally proposed by former President George W. Bush in 2007 & would close the so-called "terror gap." Under current federal law, suspected or known terrorists who are on a no-fly list can legally purchase firearms and explosives in the U.S.

The Common Core Task Force announced its public meeting schedule, which includes 12 meetings across New York State beginning today in New Rochelle. The Task Force will then host 10 simultaneous regional listening sessions where members of the public are invited to deliver testimony. Following the presentations, Task Force members will engage in a Question & Answer period. The sessions will be open to members of the public and press and video of the session will be posted on the Task Force website. One session will be held in each region of the state (total of 10 meetings). Regional meeting details will be available on the Task Force website early next week.
State Police arrested 32 year old Phillip Williams of Endicott, who had made threats to hurt himself and others, and was armed with a rifle. Troopers attempted a traffic stop in Owego, Williams failed to comply, entered Pennsylvania & returned to Owego, where a pursuit eventually ended on State Route 434. Williams was arrested after a brief struggle after he threatened and menaced approaching police officers with a rifle. Williams was charged with criminal possession of a weapon, menacing a police officer, assault, fleeing a police officer in a motor vehicle, reckless endangerment, aggravated harassment 2nd and numerous traffic violations. He was arraigned and was remanded to the Tioga County jail with no bail set.

State Police at Oneonta arrested 53-year-old Octavian Obeada of Sidney for driving while impaired by drugs. This arrest occurred after an Otsego County 911 report of an erratic driver on Interstate 88, in the Town of Oneonta. Obeada was taken to Fox Hospital for a blood draw and the lab results are pending, he was issued tickets returnable to the Town of Oneonta court on November 10th.
Oneonta police announced that a 76-year-old Daniel Heath has died from injuries sustained when he was struck by a vehicle at Main and Chestnut streets Wednesday morning. Police reported that the accident occurred at 10:18 AM Wednesday when 34 year old Mark Federov of Maryland was turning left from Main Street onto Chestnut Street, & did not see the Heath, Federov was issued a ticket for not yielding the right of way to a pedestrian, the investigation is continuing.

The governor signed the legislation, 20 other states already require the shot as part of standard immunizations. Statistics show that more than 1,000 people contract the disease each year, 10% to 15% die from the disease.
The U.S. Geological Survey confirms a magnitude 2.5 earthquake hit Fulton County, just before 5:00 PM Wednesday. The epicenter of the earthquake was about 2 miles west of Johnstown. There are no reports of damage or injuries.
The state DEC announced that some deer management permits will be available to hunters again starting Sunday. The permits allow hunters to take antlerless deer in specified wildlife management units as a way to control populations. The permits will be issued on a first-come, first-serve basis at state hunting license sales outlets. The application fee is $10. A list of units with available permits can be accessed at dec.ny.gov.

38-year-old Dwight Burton of Johnson City will appear in Johnson City Court Friday afternoon, he faces charges of murder & arson in connection with the house fire at 145 Floral Avenue in Johnson City early Monday morning. 2 women were injured & were sent to the Upstate University hospital burn unit in Syracuse, 2 small boys died in the fire.

Trooper’s responded Wednesday afternoon to a report of a vehicle driven by a woman while a man was seen holding a handgun on State Route 17 in Vestal, Troopers found the vehicle in the Town of Dickinson; police found weapons and crack cocaine. Zenaida Montanez was issued a ticket returnable to the Town of Dickinson on November 3rd while Gulberto was arraigned & was remanded to the Broome County jail with no bail set.

The arrest occurred after a report of a domestic dispute Tuesday in the Town of Exeter. Troopers determined that Gould allegedly physically restrained his Girlfriend, chocked her and caused an injury to her head. Gould was arraigned and was remanded to the Otsego County jail in lieu of $500 cash bail or $1,000 bond & an order of protection was issued.
The Delaware county Chamber of Commerce has a new executive director. Former Director Ray Pucci of the town of Meredith returned October 1st, replacing Mary Beth Silano who relocated to Connecticut. Pucci served as Delaware county Chamber executive director through 2001 when he took a position at Coldwell banker Timberland Properties in Margaretville.

The new laws will help achieve pay equity, strengthen human trafficking laws and protections for domestic violence victims and end pregnancy discrimination in all workplaces. The Governor also announced that New York State has allocated a total of $6.4 million for Sexual Assault Prevention and Assistance providers across the State.

The push is on for the 10 sections of the state to compete for 1.5 million dollars in stated funding, in the 2015 regional econimic development zones competition. Each of the 10 Councils from around the state will make a presentation to the SIAT over a three-day period as part of the competition, so far, nearly $3 billion has been awarded through the REDC process to support over 3,100 projects statewide, which created or retained more than 150,000 jobs statewide. Later this fall, economic development grants will again be awarded through the REDC competition, with 3 councils receiving up to an additional $500 million to use over a 5-year period.
On Tuesday afternoon at about 2:10 pm, State Police responded to a reported armed robbery at the Runway Food Mart, Gulf Gas Station, on Martin Hill Road in the town of Colesville. State Police are currently seeking one suspect, a white male, small build, wearing a blue sweatshirt and jeans. A handgun and knife were displayed and the suspect was last seen exiting the gas station on foot in an unknown direction. Anyone with information is requested to contact State Police at 775-1241.
On Tuesday morning, a Delaware County Correctional Facility inmate was arrested and charged with assaulting another inmate at the County Jail last week. Sheriff’s Investigators arrested and charged 19 year old Michael Fairbairn of Sidney, for 2nd degree Assault, for allegedly punching another inmate in the face several times, causing injuries requiring medical treatment. Fairbairn, who was being held on a burglary charge pending in Delaware County Court at the time of the assault, he was arraigned and was returned to the Delaware County Jail on the previous County Court order, on $10,000 cash bail.
The Oneonta city department of public service has completed the flushing of water mains in the city's west end. Officials announced that the final phase of low service flushing would begin next week in the 6th ward, starting on Monday & lasting several weeks. Water may be discolored or pressure may be low during the flushing, more information is available at 432-2100.
The Oneonta planning commission will hold their next regular meeting this evening. The meeting will begin at 7:00 PM in the Common Council Chambers on the 2nd floor of Oneonta City Hall.
