Delaware County Sheriff’s Deputies arrested 2 New York City men on felony marihuana possession charges following a traffic stop on State Highway 17 in the Town of Hancock. Deputies stopped a speeding vehicle operated by 20-year-old Messiah Ortiz of New York City, a search of the vehicle and its occupants led to the seizure of 1 pound of marihuana and over $2500 cash. Deputies charged Ortiz and 26-year-old Michael Lewis of New York City, with Criminal Possession of Marihuana, they were arraigned in the Town of Delhi Court where they were remanded to the Delaware County Correctional Facility on $15,000 cash bail or $30,000 secured bond pending future court action.
State Police arrested 30-year-old Maxx Waters of Afton for 3rd degree Assault & harassment. Troopers responded to a dispute at a home on Hilltop Drive in the Town of Afton, where Waters allegedly engaged in a physical dispute with 2 other victims, with one of the victims receiving a laceration to the head. Waters was arraigned in the Town of Afton Court where he was remanded to the Chenango County Court on $1,500 cash bail or $3,000 property bond. His next court date is on December 8, 2016.
A charity Auction will be held November 19th in Oneonta to benefit the Leatherstocking Council of the Boys Scouts of America. District Executive Peter Miller told WCDO News of some of the auction items up for bidding:

State Police arrested 32-year-old Amber Joy of Morris for 4th grand larceny; Joy is accused of stealing religious items from the Holy Cross Roman Catholic Church, on Main Street in the Village of Morris, valued at $240. Joy was arraigned in the Town of Morris Court where she was remanded to the Otsego County Jail in lieu of $5,000 cash bail or $10,000 property bond. Her next court date is pending.
A City of Norwich resident was arrested by the Chenango County Sheriff’s Office on a Fugitive of Justice complaint from New Jersey. 30-year-old Scott Russell was taken into custody and was brought to the Town of Norwich Court. Russell was remanded to the Chenango County Correctional Facility with no bail. He is to reappear in the Chenango County Court at a later date.
Chenango county sheriffs deputies arrested 56-year-old Peter Constantinou of New Berlin for 3rd degree Assault & Endangering the Welfare of a Child, following an investigation by Chenango County Child Protective Services and the Chenango County Sheriff’s Office. Constantinou faces action in the Town of New Berlin Court at a later date.
A rally in support of the Sioux at Standing Rock of North Dakota will be held in the Muller plaza in Oneonta tomorrow from 5:30 to 8:00 PM. Several area fire departments responded to a barn fire at 643 Halbert Hill Road in Gilbertsville late Monday afternoon. The barn reportedly did NOT house any livestock, and was used to house equipment. Fire fighters from Gilbertsville, south new berlin, Morris, & mount Upton also responded, no injuries were reported.
Attorney General Eric Schneiderman reminded voters that his office has created a Hotline to help troubleshoot and resolve a range of issues and barriers encountered by voters at the polls for the General Election today, November 8. The Attorney General urges voters experiencing problems or issues at the polls to call the office's hotline at 800-771-7755 or email civil.rights@ag.ny.gov, through 9:00 PM tonight.
Delaware County Public Health announced that a gray fox tested positive for rabies from the town of Andes. There were no humans or animals exposed to the rabid fox. State Police arrested 30-year-old Sabrina Johnson of South New Berlin for DWI and other traffic violations, following a 1-vehicle crash on County Route 41 in the Town of Columbus. Johnson was not injured in the crash; she was issued tickets returnable in the Town of Columbus Court on November 2nd.
The Bridge to Employment and Academic Marketplace Program, also known as "BEAM" is looking for area residents ages 19 to 30 who are looking for work, or training for jobs in the local economy. Spokesman Alan Sessions explains:

Governor Cuomo’s popularity is still over 50%, according to the latest Siena Research Institute poll released today. 56% of respondents still view Cuomo favorably, down slightly from 57% in September, 41% have an unfavorable opinion of Cuomo, up slightly from last month. In spite of the arrests of Former aides, Cuomo is viewed favorably by 71% of Democrats and 52% of independents; about 66% of Republicans view him unfavorably. Cuomo polled weakly in the upstate counties, where 52% view him unfavorably and 45% favorably.
The meeting of the Oneonta Planning commission originally scheduled for today has been cancelled. The next meeting has been scheduled for November 16th in the Common Council Chambers at City Hall.
Long time area Physician Dr. Abraham Saludo died last week in Sidney at the age of 80. Calling hours are today from 1:00-3:00pm and 6:00-8:00pm at C. H. Landers Funeral Chapel, on Main Street in Sidney. A funeral mass will take place at Sacred Heart Church on Thursday morning at 11:00 am. In lieu of flowers, the family is asking for donations to the Sidney Emergency Squad, the Sacred Heart Church, of Sidney.

A Town of Oxford resident was arrested by the Chenango County Sheriff’s Office for Criminal Possession of a Controlled Substance. 46-year-old David Mack was charged for allegedly possessing cocaine, while working at a Town of Norwich business. Mack will appear in the Town of Norwich Court at a later date.

The Board of Directors of the State Environmental Facilities Corporation has approved $497.5 million in grants and interest-free and low-cost loans to support wastewater and drinking water infrastructure projects. Locally, The Town of Oneonta will receive $5.1 million to finance the creation of the Town of Oneonta Southside Water District Number 5, to serve residences currently on private wells and consolidate several existing small, privately owned water systems. The Town of Oneonta will also get a $2.8 million interest-free loan to finance the costs associated with the creation the Town of Oneonta Southside Water District Number6, to consolidate and serve several small, privately-owned public water systems, 23 that are currently on insufficient private wells.
Strengthening opportunities for business success is the goal of a business training series to be offered in November at the Delaware County eCenter in Delhi. The training is offered by the Small Business Development Center of SUNY Binghamton, the 20-hour training program will take place on November 3, 10, and 17, each day from 9:00 am to 4:30 pm. Program topics will include the basics of owning a business, developing a business plan. The cost of the program is $75. registrations can be taken at 267-4010, extension 105, or mail mcatan@binghamton.edu.

Ball is running against Republican incumbent Akshar for the 52nd district State Senate Seat that Akshar was elected to last year, to finish out the term of Tom Libous, who was convicted of using his political power to get his son a job, and how died of cancer shortly after the conviction. The district includes Broome and Tioga counties, and portions of Chenango and Delaware counties.

Chobani employees who become new parents will be given 6 weeks of paid time off to spend with their newborn, starting next year, according to Chobani founder Hamdi Ulukaya during a company meeting with employees at the New Berlin plant today. State Police have arrested 2 additional men in regards to the shooting incident on September 24th in the Town of Union. 42 year old John Frey of Binghamton was charged with Attempted Assault and 59 year old Peter Gumaer of Harpursville for Criminal Mischief. Frey was arraigned in the Town of Union court and was remanded to the Broome County jail in lieu of $2,000 cash bail or $4,000 property bond. Gumaer was issued a ticket returnable to the Town of Maine court at a later date and released. The investigation is ongoing.

State Police have arrested 2 additional men in regards to the shooting incident on September 24th in the Town of Union. 42 year old John Frey of Binghamton was charged with Attempted Assault and 59 year old Peter Gumaer of Harpursville for Criminal Mischief. Frey was arraigned in the Town of Union court and was remanded to the Broome County jail in lieu of $2,000 cash bail or $4,000 property bond. Gumaer was issued a ticket returnable to the Town of Maine court at a later date and released. The investigation is ongoing.

State Police arrested 64-year-old Leslie Bisco of Mount Vision for Aggravated DWI, with a B.A.C. result of .31% and other traffic violations. Police responded to the report of a vehicle stopped in the middle of the roadway on State Route 205 in the Town of Laurens. Bisco was arraigned in the Town of Laurens court and was remanded to the Otsego County jail on $1,000 cash bail or $2,000 property bond, pending future court action.

The State Department of Health has been notified of a laboratory confirmed case of mumps at SUNY Oswego and another at SUNY Plattsburgh. The case at SUNY Oswego is likely associated with a mumps outbreak in Long Island, where 45 cases of mumps have been confirmed. The source of the SUNY Plattsburgh case is under investigation. Students, who are susceptible to mumps because they have not been vaccinated because they have religious or medical exemptions, have been told they will be excluded from campus for 26 days after the last possible exposure if they do not get vaccinated. Mumps is a highly contagious viral disease characterized by fever, headache and swelling of the salivary glands. Governor Cuomo announced that flags on state government buildings would be flown at half-staff on Sunday, September 11. The Flags will be flown in remembrance of the nearly 3,000 people who lost their lives in the 2001 terrorist attacks.
State Police at Norwich arrested 20-year-old Jacob Burrell, 18-year-old Melissa Land, & 18-year-old Kayla VanPelt, 18, all of New Berlin, for 2nd degree burglary. Troopers were advised of a burglary at a home on Hemlock Hill Drive in the Town of Columbus in July. Burrell is accused of damaging a window to gain entry; all 3 allegedly entered & stole liquor. Burrell, Land and VanPelt were arraigned in the Town of Norwich court and were released; they face court action in the Town of Columbus shortly.

Silver is accused of smashing the victim's front windshield of her vehicle with a baseball bat, as she was driving away, following a dispute. Silver was arraigned in the Town of Franklin court and was remanded to the Delaware County jail on $1,500 cash bail or $3,000 property bond.
Cal Harris will appear In Oneonta Town Court on October13th, to answer to charges for allegedly stalking a State Police Investigator who testified in Harris's most recent Murder trial in Schoharie County Court earlier this year. Harris was sentenced in Owego earlier this week in a separate case, for harassing an unidentified student at a SUNY Broome Satellite class in Tioga County in 2015. Harris was freed following his 4th trial earlier this year, after being accused & convicted twice of killing his estranged Wife Michelle in 2001, 2 convictions were overturned on appeal, the 3rd murder trial ended with a hung jury, his last trial ended with his being released of murder charges.
The dedication of Miller Park in Oneonta will take place on Tuesday at 11:00 AM. The park is located at the intersection of the Lettis Highway & Main Street in Oneonta, to honor the former Mayor of Oneonta & Hartwick college president Dick Miller, who took his own life in October of 2014.

New York State Electric & Gas are making headway in returning power to those who were affected by these weekends’ storms. In Chenango County NYSEG reported that power outages affected just under 700 this afternoon, the majority of affected customers were in New Berlin, Norwich & North Norwich. Otsego County had about 1000 customers without power, scattered through the middle & northern townships. Delaware County had all power restored this afternoon.
Governor Cuomo today announced $13.7 million in grants to support eight critical municipal water infrastructure projects across the Southern Tier. These grants are part of the second round of NYS Water Grants funded through the state’s Water Infrastructure Improvement Act. Locally the villages of Sidney, Delhi & Stamford, &the town of Guilford will receive grants for their drinking water improvement projects.
The Delaware County Fair opens today at the fairgrounds in Walton. Fair Spokesman John Jackson told WCDO News that the new "Hay Hauling" event looks like it would become a staple at the fair:

State Senator Jim Seward joined in the dedication Saturday of the historic Andes Train Depot and announced a $75,000 state grant he secured to help with restoration costs. The capital funding through the State and Municipal Facilities Program has been used to help fund the restoration of the Delaware and Northern Railroad Depot building, it is now the starting point of the Andes Rail Trail.
The Maine-Endwell Little League team is going to the Little League World Series in Williamsport Pennsylvania following their 6-2 win over Keystone Saturday night. Maine-Endwell's first opponent is Warwick North Little League from Rhode Island, the game will begin at 3:00 PM this Thursday and will be televised by ESPN.
NYSEG is reporting that hundreds are still without power this morning following the damaging weekend storms. Chenango County had over 1100 without power late this morning, mainly in Norwich, New Berlin & Preston. In Otsego County, over 1300 were without power, scattered mainly in the middle & northern sections, Delaware County had a little over 100 without power, mostly around Andes and Downsville. NYSEG opened a distribution center at the Norwich Fire Department and is handing out free bottled water.
The New York State Health Department today announced that the more than 2.8 million people signed up for health insurance through the end of the 2016 open enrollment period on January 31, 2016. The data show that enrollment in the Marketplace increased by 33 percent, or nearly 700,000 enrollees from the previous enrollment period; 92 percent of those enrolled through the Marketplace report that they did not have health insurance at the time they applied.
The Delaware County Board of Elections will have a voting machine at the Delaware County Fair on Friday August 19 to educate the public on how to vote on the machines. It will be at the Republican Booth from 11am to 3pm and at the Democratic Booth from 3pm to 7pm. They will also have registration forms and absentee applications available.

The Maine-Endwell Little League team is going to the Little League World Series in Williamsport Pennsylvania following their 6-2 win over Keystone Saturday night. Maine-Endwell's first opponent is Warwick North Little League from Rhode Island, the game will begin at 3:00 PM this Thursday and will be televised by ESPN.
NYSEG is reporting that hundreds are still without power this morning following the damaging weekend storms. Chenango County had over 1100 without power late this morning, mainly in Norwich, New Berlin & Preston. In Otsego County, over 1300 were without power, scattered mainly in the middle & northern sections, Delaware County had a little over 100 without power, mostly around Andes and Downsville. NYSEG opened a distribution center at the Norwich Fire Department and is handing out free bottled water.
The New York State Health Department today announced that the more than 2.8 million people signed up for health insurance through the end of the 2016 open enrollment period on January 31, 2016. The data show that enrollment in the Marketplace increased by 33 percent, or nearly 700,000 enrollees from the previous enrollment period; 92 percent of those enrolled through the Marketplace report that they did not have health insurance at the time they applied.
The Delaware County Board of Elections will have a voting machine at the Delaware County Fair on Friday August 19 to educate the public on how to vote on the machines. It will be at the Republican Booth from 11am to 3pm and at the Democratic Booth from 3pm to 7pm. They will also have registration forms and absentee applications available.
State Office of General Services Commissioner RoAnn Destito today announced that OGS is hosting a free training seminar meant to familiarize local governments, schools, and nonprofit organizations with the use of new state contracts. The Chenango County Sheriff’s Office arrested three individuals after they were caught in the act of trying to steal catalytic converters from Menards Garage in the Town of Oxford. Detectives conducted surveillance in Menards Garage, and at approximately 12:30 am Saturday, 3 suspects attempted to remove a catalytic converter from a vehicle in the lot. After a short foot pursuit, 27 year old Casey Towndrow & 20 year old Monica Towndrow were taken into custody. 27 year old Joshua Shurock was arrested a short time later as he attempted to pick up a co-defendant from an area near the scene. All 3 were charged with Criminal Mischief, Conspiracy & Attempted Petty Larceny. They are scheduled to appear in the Town of Oxford Court at a later date. The City of Norwich Police Department and New York State Police assisted at the scene.
Retiring Area Congressman Richard Hanna announced that he would vote for Democrat Hillary Clinton over Republican businessman Donald Trump on Election Day in November. The 3-term Republican Congressman said that Donald Trump is "unfit to serve our party and cannot lead this country." Hanna said that he decided to take action this week after watching Trump criticize the Muslim American parents of a U.S. Army captain killed in Iraq. He called Trump a national embarrassment, adding that Trump should not be "the guy you want to have the nuclear codes"

State police continue to investigate the November 1983 murder of 19-year-old Bessie Williams of Johnson City. Williams was reported missing when she did not return home after she picked up her paycheck at the Quality Inn Lodge and Convention Center in Endwell. In April 1985, State Police responded to a report of human skeletal remains in a wooded area in the Town of Barker, which were identified as Bessie Williams, State Police have been attempting to identify a suspect whose vehicle was towed in 1983, from a field bordering the wooded area, the suspect was described as an intoxicated white male, 25 - 30 years old, 5' 07 – 5'10", medium build with a noticeable "pot belly", wearing work boots, jeans and a blue wind breaker, in a late 70s white Ford hatchback, with unknown New York license plates. Anyone with information is asked to call the State Police at 561-7497 and ask to speak with Senior Investigator Terry Shultz.
The state Department of Health has never put to use any of the money generated through distinctive license plates and a license application check-off box to support New York’s organ donation campaign, according to an audit by State Comptroller Tom DiNapoli. The “Life Pass It On” Trust Fund, had a balance of more than $1 million and it has not been used since its inception over a decade ago. DiNapoli recommends that the Department of Health establish and implement fund management controls to ensure that special revenue funds are utilized for their intended purposes, Regular monitoring of fund activity; and Communicating with DMV regarding revenue deposits and possible collaboration of marketing/promotional efforts. State Police arrested 41 year old Jerry Stone Jr. of New Berlin for aggravated DWI, with a B.A.C result of .24% and other traffic tickets after a crash. Troopers responded to a Chenango County 911 report of a two vehicle crash on County Road 34 in the Town of Norwich. Stone was arraigned in the Town of Norwich court and was released without bail required. His next court date in the town of Norwich Thursday.
The Oneonta common council will hold their next regular meeting tonight. The meeting will begin at 7:00 PM in the common council chambers at city hall.

The Explosion at a house on state Route 206 in Masonville has been ruled as accidental, it was apparently caused by attempts to ignite a water heater in the basement last night at about 9:25 PM, according to the Delaware County Emergency Services investigation. 3 people were injured, the home at 3949 state Route 206is a total loss. 31 year old Shayne Charles taken to Wilson Memorial Hospital in Johnson City, 52 year old Kela Charles & 29 year old Kerry Vaccaro also suffered injuries, Vaccaro was foist taken to Wilson & was transferred to Upstate Medical Center in Syracuse.
A state appeals court has ordered a new trial for 41-year-old Ganesh Ramsaran of New Berlin, who was previously convicted for the murder of his wife Jennifer in 2012. The state Appellate Division's Third Department cited legal errors such as a failure by the defense to object to the prosecution's description of DNA evidence and testimony during the trial, and that Ramsaran’s attorney gave a "confusing and inept summation" to jurors at the end of the trial. The case will be sent back to Chenango County Court for a new trial.
Oneonta Police, along with State Police, & Delaware County Sheriff’s Department, arrested 2 people on drug charges after serving a search warrant at the Budget Inn on State Route 23. Police arrested 24-year-old Dale Rogers of Brooklyn & 26-year-old Rameara Sample of Brooklyn, for Criminal possession of a controlled substance with intent to sell. Police Confiscated 30 bags of heroin, 23 bags of crack cocaine, both were held at the Oneonta Police Department lock up pending arraignment in the Town of Oneonta Court.

The fire started around 9:30 p.m. Wednesday, The cause of the explosion and fire are still under investigation.
Governor Cuomo announced that the State of New York is on track to reduce the number of new HIV infections to just 750 by the end of 2020 and achieve the first-ever decrease in HIV prevalence. The number of New Yorkers with HIV at detectable levels decreased by approximately 10 percent between 2013 and 2014, and as a result, two-thirds of those with diagnosed HIV now have virus levels that are undetectable. The information comes from the latest data produced by the New York State Department of Health and also shows that the number of new HIV infections has fallen to fewer than 2,500, a record low.
Binghamton Senators Executive Vice President of Operations, Tom Mitchell, addressed the media Wednesday at the Arena, he squashed rumors that the team was being relocated to Canada, that the team has added several new staff positions in the front office, and the office setting itself will be completely renovated, he said that Discussions are currently taking place with Broome County to extend the lease 6 years through the 2021-22 season.

Governor Cuomo’s START-UP New York program is under fire, following the release of a report that claims that New York State has spent over 50 million dollars to advertise the program, that has only created 408 new jobs in the past two years. The program calls for incentives such as a ten-year tax-free location to the state by existing or new businesses, the program started slowly in its first year, last year is created 334 jobs. Empire State Development officials released a report Friday, they expect the program to create more than 4,100 new jobs by the end of 2020.
Oneonta Police announced that a threat of terrorist activities in Oneonta by ISIS, from a man in Georgia, was not credible. Police said that that state & federal law enforcement investigators contacted Matthias Czako of Cumming Georgia, who claimed on various social media, that Isis was attack Oneonta during the July 4th Fireworks display following a baseball Game with the Oneonta Outlaws. Oneonta Police reported no issues at the July 4th Celebration; Czako retracted his announcement based on cracking various biblical codes, following the FBI investigation.
Sidney Village Officials & Sidney Police announced that power was Knocked out earlier this afternoon, when a truck hit a power pole at about 12:30, and knocked down some power lines on West Main Street. NYSEG Officials reported that 686 customers were without power in Sidney & Masonville, Sidney Officials said that West Main Street is closed between Pearl Street & Sunset for clean up & power restoration.
Sidney Village Officials announced that River Street would be closed from Camp to Colegrove to repair a water service issue. The street will be closed from 8:00 AM to 2:00 PM on Wednesday & a detour will be set up.
The city of Oneonta Parks & Recreation committee meeting scheduled for Wednesday has been postponed. The next meeting will be held on August 1st at Oneonta City Hall.

The Chenango County Sheriff’s Office investigated a 2 car fatal motor vehicle crash on County Road 29 in the Town of New Berlin. Vehicle 1 was operated by 19-year-old Matthew Collins of Plymouth, when it crossed the center line into the path of vehicle 2 being operated by 65 year old John Mckernan of New Berlin, who was pronounced dead at the scene. Collins was not injured; he was charged with Failure to Keep Right and will appear in court at a later date.
The State DOT announced that construction work for the Prospect Mountain construction project would require lane closures in the City of Binghamton. Today Front Street southbound will be reduced to 1 lane for the construction of new bridge piers adjacent to Front Street, also State Route 17 will be reduced to 1 lane between Exits 72 & 71 for overhead sign work & the installment of pavement markings associated with a new, temporary traffic pattern change, which is needed to enable the replacement of the Route 17 West Bridge over Glenwood Road.

The Oneonta Common Council will hold their next meeting this evening. The Meeting will begin at 7:00 PM in the Council Chambers on the 2nd floor of City Hall.
The Sidney Memorial Public Library will begin their "Teen Tuesday" program today. The program is for 7th through 12th graders, it will be held at the Library Tuesday nights from 6:00 to 7:00 PM today through August 23rd. More information is available at 563-1200.
Oneonta Police announced that a threat of terrorist activities in Oneonta by ISIS, from a man in Georgia, was not credible. Police said that that state & federal law enforcement investigators contacted Matthias Czako of Cumming Georgia, who claimed on various social media, that Isis was attack Oneonta during the July 4th Fireworks display following a baseball Game with the Oneonta Outlaws. Oneonta Police reported no issues at the July 4th Celebration; Czako retracted his announcement based on cracking various biblical codes, following the FBI investigation.
Sidney Village Officials & Sidney Police announced that power was Knocked out earlier this afternoon, when a truck hit a power pole at about 12:30, and knocked down some power lines on West Main Street. NYSEG Officials reported that 686 customers were without power in Sidney & Masonville, Sidney Officials said that West Main Street is closed between Pearl Street & Sunset for clean up & power restoration.
Sidney Village Officials announced that River Street would be closed from Camp to Colegrove to repair a water service issue. The street will be closed from 8:00 AM to 2:00 PM on Wednesday & a detour will be set up.
The city of Oneonta Parks & Recreation committee meeting scheduled for Wednesday has been postponed. The next meeting will be held on August 1st at Oneonta City Hall.
The Town of Unadilla Highway Department announced that Alton Deforest Road would be closed on Wednesday. Officials announced that the road closure would be from 6:30 AM to 4:30 PM.

The Chenango County Sheriff’s Office investigated a 2 car fatal motor vehicle crash on County Road 29 in the Town of New Berlin. Vehicle 1 was operated by 19-year-old Matthew Collins of Plymouth, when it crossed the center line into the path of vehicle 2 being operated by 65 year old John Mckernan of New Berlin, who was pronounced dead at the scene. Collins was not injured; he was charged with Failure to Keep Right and will appear in court at a later date.
The State DOT announced that construction work for the Prospect Mountain construction project would require lane closures in the City of Binghamton. Today Front Street southbound will be reduced to 1 lane for the construction of new bridge piers adjacent to Front Street, also State Route 17 will be reduced to 1 lane between Exits 72 & 71 for overhead sign work & the installment of pavement markings associated with a new, temporary traffic pattern change, which is needed to enable the replacement of the Route 17 West Bridge over Glenwood Road.
