Norwich Police & State Police responded Saturday evening to the report of a victim of an assault arriving at a downtown business asking for help. Police arrested 32 year old Jeffrey Sabines of Oxford, for 1st degree assault & criminal possession of a weapon, 44 year old Jason Lowe of Norwich, for 3 counts of criminal possession of a controlled substance, and 4th degree conspiracy, 45 year old Daniel McCoy of Norwich, for conspiracy, and 37 year old Meredith Conkey of Norwich for obstruction of governmental administration & criminal possession of a controlled substance. Sabines was sent to the Chenango County Correctional facility without bail for violating his parole and for being a repeat offender, Lowe, McCoy, and Conkey were ticketed and released & will appear in Norwich City Court at a later date.
Delaware County Sheriff's Deputies arrested 32 year old Kody MacDonald with Criminal Contempt, for allegedly violating an order of protection from Delaware County Family Court. MacDonald is accused of contacting protected parties in the town of Colchester last week, he was released on an appearance ticket and is scheduled to appear in the Town of Colchester Court at a later date.
The State Department of Health & the CDC recommend individuals get vaccinated and stay up to date with all recommend doses, as positivity rates for COVID 19 remain around 7 to 12%. The Mid-York Concert Band will present a Holiday Concert Sunday December 11th at the Norwich high School Auditorium at 2:00 PM. The 40 Piece ensemble will play a number of Christmas pieces, The concert is free with a request for free-will offerings, more information is available at 607-263-2618.
Oneonta officials announced that Traffic on East Street on Graduate Drive near the 'S' curve, will be reduced to one lane tonight. The Oneonta Department of Public Works will be installing a water valve at 130 East Street on Graduate Drive, starting at 8:00 PM until the work is completed.

The Susquehanna SPCA is conducting its year-end fundraiser where they are aiming to raise $100,000, with matching contributions from Beth and Gary Glynn, who will donate an additional $5,000 to the shelter for every $20,000 raised up to $100,000. Susquehanna SPCA Director Stacie Haynes told WCDO News how people can donate:

Haynes said that currently they have about 25 cats in house at their Cooperstown facility along with 7 dogs, they are expecting another 30 animals to come in this week. A 32-year-old James Blackman of Afton has been indicted by a Chenango County Grand Jury, he is accused of raping 2 young boys under the age of 11, Blackman is currently being held at the Chenango County Correctional Facility pending future court action
Binghamton emergency crews responded Friday to 139 Washington Street for a report of a fire in an apartment in that building. Emergency crews discovered a drug lab in a different apartment in the building during their routine firefighting operations. Contaminated Crime Scene Emergency Response Team responded, nearby evacuated buildings and area businesses were allowed to reopen later Friday evening, the investigation into the illegal drug lab is continuing.
The renovations at the Northeast Classic Car Museum at 24 Rexford Street in Norwich have been completed after a year long construction project. The front of the building has been completed renovated and a larger parking facility was added across the street. The Northeast Classic Car Museum is open from 9:00 AM to 5:00 PM every day except for major holidays, more information on the Northeast Classic Car Museum can be found at classiccarmuseum.org, or on their Facebook page.
The U.S. Department of Labor has ordered Valley Veterinary Associates on State Route 7 in Unadilla to pay over $90,000, in back wages, following an investigation into accusations that the company paid the regular hourly wage to employees for their overtime hours. The investigation also revealed that employee records that were inaccurate. 39 employees were ordered to be paid their proper back-wages.
Otsego County Sheriff's Office arrested Michael Morton of Exeter on June 26th on multiple drug charges, after deputies responded to a complaint of a suspicious person in the Town of Plainfield. Morton is accused of criminal possession of a controlled substance and two counts of a controlled substance not in original container, he faces court action at a later date.

Governor Kathy Hochul announced the passage of a resolution to write equal rights into the State Constitution, to solidify the right to abortion access in New York. When enacted, the amendment will add ethnicity, national origin, age, disability, and sex, including sexual orientation, gender identity, pregnancy, pregnancy outcomes, and reproductive healthcare to existing protections, This follows the recent Supreme Court decision which removed federal protections for abortion.
Governor Kathy Hochul signed legislation to strengthen New York's gun laws and bolster restrictions on concealed carry weapons, to align with the US Supreme Court's recent decision. The legislation expands eligibility requirements in the concealed carry permitting process, Allows the state to regulate and standardize training for license applicants, restricts the carrying of concealed weapons in sensitive locations and Establishes state oversight over background checks for firearms and regular checks on license holders for criminal convictions. The law will take effect on September 1st, an appeals board will be created for those applicants whose license or renewal is denied or revoked, which will take effect on April 1st 2023.
The Delaware County Chamber of Commerce is seeking nominees for its 2022 Delaware County Business Awards in the categories of: Business of the Year; New Business of the Year, and Small Business Advocate of the Year. A new Sienna College Poll shows that 2/3 of New Yorkers and more than 50% of Democrats think that former Governor Andrew Cuomo shouldn’t run for Governor again this year. If Cuomo enters the race against Kathy Hochul, he trails her 38-30%, Hochul was Cuomo’s lieutenant governor before he resigned in August. Hochul still has a commanding lead in the upcoming primary, over announced candidates New York City Public Advocate Jumaane Williams and Long Island Congressman Tom Suozzi.

Governor Kathy Hochul and Erie County officials announced an agreement between New York State, Erie County and the NFL's Buffalo Bills franchise for a $1.4 billion new stadium in Orchard Park. The Governor secured a 30-year commitment for the Bills to remain in Buffalo, and a combined $550 million from the NFL and Bills - it was approved today by the NFL owners. The Governor will advance a $600 million proposal in the state budget, and Erie County will contribute $250 million. The economic and tax impacts generated from the team will support more than 100% of the public share of the new stadium cost.
The New York State Department of Agriculture issued an order prohibiting all live fowl shows and exhibitions in New York State this year to help prevent the spread of the avian flu that has hit 17 states so far. Four flocks have tested positive for the avian flu so far in New York. It's also been detected in wild birds, including snow geese and wild ducks across the State. Several other states have joined New York, banning poultry exhibitions including Arkansas, Iowa, and Georgia. The ban will remain in effect until further notice.
The Oneonta West Street construction project between Chestnut and Center streets began today, and will continue weekdays from 7:00 AM to 3:30 PM through Mid August. The project calls for the replacement of water mains, sewer mains, manholes, catch basins, fire hydrants sidewalks & related infrastructure. Detours will be posted, Construction work will be done between 7 am. and 3:30 pm. on week days and is expected to be completed in August prior to the return of students to SUNY Oneonta & Hartwick College.

State Police responded Saturday to a report of a fire at home on Johnson Road in the town of Kirkwood. Troopers arrived on the scene and found that 87 year old Nancy Wellman had been removed from the home, a 2nd woman was still inside the residence, Members from the State Police utilized fire extinguishers in an attempt to locate 94 year old Eve Roys, who was ultimately located by members of the Five Mile Point Fire Department. Both women were transported to Wilson Memorial Hospital, Roys died at the hospital, the investigation is on-going.
The State Health Department reported Saturday that the COVID positivity Rate was still at 2.3% after over 120,000 tests were conducted & over 2700 were positive. Patient Hospitalization are still declining, down to 823, with 135 ICU patients & 57 on Ventilators, there were 7 deaths attributed to the virus in Hospitals & Nursing homes.
Delaware County Public Health announced that this will be the final weekly COVID-19 Dashboard posting. The County posted 51 new cases of COVID 19 in the week of March 19th through the 25th. there have been 15 deaths in Delaware County from the Virus since January 1st.

Penni Mills was charged with Harassment, after the Chenango County Sheriff's Office investigated an ongoing neighbor dispute, Leonard Mills was charged with Harassment, Petty Larceny and Criminal Tampering, both face action in Town of Norwich Court at a later date.
Chenango County Sheriff's Deputies arrested 37 year old Angela Harrington of New Berlin on a Family Court Warrant issued by Chenango County. Harrington was remanded to Chenango County Correctional Facility and is to appear to Chenango County Family Court at a later date.

NYSEG reports that thousands were still without power this afternoon, following last night's Thunderstorm & High Winds, Which knocked down trees & Power lines. NYSEG Crews were working to restore the power as quickly as possible, almost 10,000 were without power in the Tri-County Region this morning, the number was down to around 6600 by mid-afternoon.
Delaware County Public Health Services and Friends of Recovery- Delaware Otsego will be sponsoring a Recovery Coach Academy & Ethical Considerations training, April 11th through April 16th from 9:00 AM to 6:00 PM in Delhi. The academy is for individuals who want to become a personal guide and mentor for people seeking or already in recovery. For more information or to register by phone call (607) 267-4435. The deadline to register is April 4th, the location is expected to be announced shortly.

Kuczek was formerly a member on the Newfield Town School Board and a teacher’s aide in the Ithaca City School District. He is currently the Recreation Director in the Town of Newfield, he was released on appearance tickets to the Newfield Town Court at a later date.

The Otsego County Sheriff's Office arrested 33 year old Felix Hartman of Unadilla for Burglary, 3rd degree assault, Attempted Rape, forcible touching Stalking & Criminal Impersonation for an incident in the Town of Unadilla Friday evening. Hartman claimed to be with a fire department, he allegedly sexually assaulted the victim, who sustained an arm injury & was treated & released at A.O. Fox Hospital in Oneonta. Several hours later, State Police received an additional sexual assault complaint in the Town of Otego. Hartmann was located by Troopers at his residence, he was arraigned & was remanded to the Otsego County Correctional Facility on $15,000 cash bail or $30,000 bond. An order of protection was issued, more charges are expected.

Former Oneonta Mayor David Brenner passed away Friday at the age of 90. Brenner served on the Otsego County Board of Representatives for many years, in 1985 he was elected Mayor of the City of Oneonta, a position he held for 12 years. Visitation will be held from 4:00 to 7:00 PM Friday, at the Lewis, Hurley & Pietrobono Funeral Home, 51 Dietz Street in Oneonta. The Otsego County Sheriff's Office arrested 33 year old Felix Hartman of Unadilla for Burglary, 3rd degree assault, Attempted Rape, forcible touching Stalking & Criminal Impersonation for an incident in the Town of Unadilla Friday evening. Hartman claimed to be with a fire department, he allegedly sexually assaulted the victim, who sustained an arm injury & was treated & released at A.O. Fox Hospital in Oneonta. Several hours later, State Police received an additional sexual assault complaint in the Town of Otego. Hartmann was located by Troopers at his residence, he was arraigned & was remanded to the Otsego County Correctional Facility on $15,000 cash bail or $30,000 bond. An order of protection was issued, more charges are expected.

Former Oneonta Mayor David Brenner passed away Friday at the age of 90. Brenner served on the Otsego County Board of Representatives for many years, in 1985 he was elected Mayor of the City of Oneonta, a position he held for 12 years. Visitation will be held from 4:00 to 7:00 PM Friday, at the Lewis, Hurley & Pietrobono Funeral Home, 51 Dietz Street in Oneonta.
