Governor Cuomo today announced that his administration has reached a three-year labor agreement with the New York State Public Employees Federation. PEF is one of the largest unions in the United States and is New York's second-largest state-employee union, representing 54,000 workers. The three-year contract agreement includes a 2 percent increase in 2016-17, 2 percent increase in 2017-18 and a 2 percent increase in 2018-19. Both the state and PEF agree to work together on a plan to reduce out-of-control healthcare costs. Other elements of the contract will be released shortly. The contract must now be approved by its Executive Board and ratified by its membership.
Operation Merry Christmas is asking for calls right now from low income families whose children would like Christmas presents this year. Program Coordiantor Ginny Ireland explains:

Ireland said that once all the requests are made, the tags on Christmas Trees will show up in many Tri-Town Area Establsihments, patrons will take tags & return with the request item, the give away will be on December 10th at 44 Union Street in Sidney.
Oneonta Police responded to a possible drug overdoese death on Orchard Street on Tuesday. 45 year old Matthew Hill was found deceased in his apartment where drugs were located, he had been arrested in August by Oneonta Police on drug charges.
Governor Cuomo today announced that State Park campgrounds set a new record for attendance for the fifth consecutive year. Through Columbus Day, campsites, cabins and cottages across the state were occupied for more than 633,000 nights, surpassing 2015's record of 623,891 nights. State Park camping occupancy has climbed nearly 17 percent since 2009.
NYSEG is reporting that about 140 customers in Chenango County were without power, mainly in Guilford Oxford & Bainbridge. Crews hope to have power restored shortly.
The Chenango County Sheriff’s Office has been receiving a large number of larcenies from vehicles over the last couple of weeks. We ask that people remain vigilant and make sure that they do not leave anything of value in their vehicles as well as keeping their vehicles locked. The investigation into these incidents is ongoing and we ask that if anyone has any information on these larcenies to contact the Chenango County Sheriff’s Office at (607)334-2000.
Tickets for the Bainbridge Commitment to Community Dinner will be available for only a few more days. NYSERDA’s NY-Sun PV Trainers Network and the Otsego County Planning Department invite all local public officials to attend the Land Use Planning and Zoning for Solar Workshop tonight. The workshop will cover information on current solar topics, including relevant property tax topics related to solar development and agricultural assessments. The presentation will take place at the ETC Room, at the Milford BOCES at 1914 County Route 35, tonight from 6:00 PM to 8:30 PM
2 more blood donation opportunities will be held in Otsego County today. A blood drive will be held in Franklin from 1:30 to 6:30 PM at the Franklin Methodist Church, 101 Main Street, and another will be in Oneonta from 10:00 AM to 3:00 PM at the Fox Hospital Levine Center, at 1 Norton Avenue. Appointments can be made by downloading the Red Cross Blood donor App, online at redcrossblood.org or by calling 1-800-RED CROSS.
The City of Oneonta will be paving the utility trenches at the intersection of Chestnut street & West Street today & tomorrow between the hours of 7:00 AM and 4:00 PM, 2 way traffic will be maintained but traffic delays can be expected, West Street will require closing to through traffic between chestnut & Center during the work hours & detours will be set up along Church Street. The Bainbridge-Guilford Central School will hold a Board of Education Meeting on Tonight in the District Conference Room at 6:30 PM. The business portion of the meeting will start at 7:00 PM.

A Broome County Grand Jury indicted 22 year old Drew Townsend of Endwell for Attempted Murder, for allegedly attempting to beat & choke a 43 year old woman to death. Townsend was indicted on charges of Assault, Strangulation, and Criminal Contempt. Townsend is being held in the Broome County Jail without bail.
State Police responded last night to a 1-vehicle rollover crash on Delaware County route 21 in the town of Franklin. the crash happened at approximately 9:35 last night, the unidentified 18 year old driver of the truck apparently swerved to the opposing lane over-corrected, hit A ditch & overturned, landing the vehicle back on the road in its roof. all 3 unidentified occupants were taken to Fox Hospital in Oneonta
Former Binghamton Mets Heath Bell and Nelson Figueroa will be in attendance for their induction into Binghamton's Baseball Shrine in a pregame ceremony on Friday, September 2. The two pitchers will join former B-Mets general manager RC Reuteman to comprise the Class of 2016 for the prestigious Shrine. Figueroa is currently a Pre & Post game Analyst for SNY in New York City, Bell was a top closer in the Majors for several years, Reutteman died last year.
Delaware County Deputies investigated a one car property damage auto accident Sunday on State Hwy 17 in the Town of Hancock. Deputies arrested 39 year old Daniel Sulima of Hancock for Aggravated Unlicensed Operation of a Motor vehicle & leaving the scene of a property damage accident. He was arraigned in the Village of Hancock Court and remained to the Delaware County Correctional Facility on $2,500 cash bail or $5,000 dollar bond, pending action tonight at 6:00 PM in the Town of Hancock..
Governor Cuomo announced the designation of 12 new Brownfield Opportunity Areas in communities across the state, to help participants develop strategies to revitalize neighborhoods affected by dormant and blighted properties. Projects in these areas will be given priority status for grants and the project developers may access additional Brownfield Cleanup Program tax credit incentives. 2 Brownfields in Binghamton were designated, the 1st Ward Brownfield Area consists of 506 acres, located between the Chenango River and the I-86 corridor, the 2nd Brownfield area encompasses 407 acres & is located in the area of Henry Street, the Brandywine Highway, Bevier Street & the Chenango River.
I-88 Speedway will have a special nigth of racing Tuesday night in Afton, with the "Earl Halaquist Memorial" Track spokesperson Denise Page comments:

Governor Cuomo signed legislation that will make it easier for families of homicide victims to get help from New York State to bury their loved ones. Under current law, only an individual who paid or incurred the burial expenses can be eligible for reimbursement from the State Office of Victim Services. The new bill allows funeral home businesses to pay for burial costs on behalf of a family and then recover those expenses from the Office of Victim Services. The OVS can provide up to $6,000 for burial expenses.
2 Oneonta residents were arrested Thursday as Oneonta police confiscated 78 bags of heroin. Oneonta Police served a search warrant with assistance from State Police at 1A Orchard Street in Oneonta. Police arrested 54 year old Laura Pepper and 45 year old Mathew Hill on drug charges, both were held at the City of Oneonta Police Department pending arraignment in the City of Oneonta Court.
The Oneonta Department of Public Service will continue flushing water mains on the low service in the downtown region this week. Flushing will occur between 11:00 PM & 5:30 AM today through Thursday. Water users may notice low pressure or a change in water color, more information is available at 432-2100.
Oneonta City Officials announced that 2 committees would meet at City Hall today. At 4:00 PM, the Operations, Planning & Evaluations committee will meet, at 5:00 PM, the Finance & Human Resources committee will meet, and both meetings will be held in the Common Council Chambers.
