A joint investigation with State Police Investigators at Sidney and Binghamton has led to the arrest of 32-year-old James Blackman of Afton. Troopers received a report accusing Blackman of inappropriate behavior with children, the investigation revealed that Blackman allegedly raped and sexually abused 2 children under the age of 11 on multiple occasions in Chenango County. Blackman was charged with 2 counts of Predatory Sex Assault Against a Child, 4 counts of Criminal Sex Act, 2 counts of Sex Abuse, and 2 counts of Endangering the Welfare of a Child. Blackman was arraigned and remanded to the Chenango County Jail.

A State DEC patrol caught 30 teenagers holding a party with alcohol on Friday, April 22, at the Charles Baker State Forest in Sherburne. The group included teens ranging in age from 15 to 19 years old, including an unidentified 18-year-old from Norwich, who allegedly had 3 cases of beer, who was charged with underage possession of alcohol in a State Forest.

Broome County Health Department is encouraging County residents to Shed the Meds during Saturday's National Prescription Drug Take Back Day. The DEA Take Back Day encourages people to get rid of expired & unwanted prescription medication properly, before they can get into the wrong hands, or into the waste stream. Residents will be able to dispose of the meds at the Broome County Health Department in Binghamton.


The State Department of Transportation is advising motorists that starting Today, eastbound traffic on I-88 will be crossed over to the westbound lanes from just west of Exit 19 in Worcester to Exit 21 in Richmondville. The crossover will result in one lane of travel in each direction, the on-ramp at Exit 20 eastbound will close, followed by the westbound off ramp at Exit 19. The crossover and ramp closures are expected to be in place for approximately 5 months. Motorists are urged to slow down and drive responsibly in work zones.


The Broome County District Attorney’s Office announced 29 year old Corey Carney of Conklin was sentenced to serve 7 years in prison for attempted burglary. On October 14th 2021, Carney unlawfully entered an apartment on Louisa Street in Binghamton with two other males and attempted to steal property. Carney is also facing 5 years of post-release supervision.

Sidney Village Mayor Andy Matviak announced today a new series of Open House events for village agencies;

Mayor Matviak said that they are in the process of setting up more open house events in the ensuing months following the Police & Court open house next month.


36 Year Old Jonas Whaley of the Town of German pleaded guilty to possession with intent to distribute methamphetamine and possession of a firearm in furtherance of a drug-trafficking crime in US District Court in Syracuse. Whaley was arrested in September of 2021 & As part of his guilty plea, he admitted to possessing 50 grams of an illicit substance containing methamphetamine, plus handguns to protect himself while distributing drugs. Whaley faces sentencing on August 23rd.


Otsego County District Attorney's office announced the conviction of Bradley Cook of Oneonta for 2 counts of 1st degree criminal sexual act, for performing sexual acts with a minor under the age of 11 on 2 occasions. Cook will be sentenced June 24th.

Fire investigators continue to search for a cause to an early Sunday Morning Fire on West Street in Oneonta. Firefighters were called to 452 West Street at about 1:00 AM Sunday to find the home fully engulfed, Fire Fighters from West Oneonta, Otego, Laurens, West Laurens, Mt. Vision, Worcester, Schenevus, Franklin and Pindars Corners fire departments assisted at the scene, no one was home when the fire broke out & no injuries were reported.

The Otsego County Sheriff's
department announced that Roxanne Shipman-Hull was found dead in the town of
Plainfield along with her dog.
Shipman-Hull was reported missing October 1st, her body was found
Sunday, along with her deceased dog.  An
Autopsy is scheduled to be performed at Lourdes Hospital in Binghamton, and
this investigation is ongoing.


The Otsego County Solid Waste
Department announced that County residents now have an opportunity to compost
household food waste at the Oneonta transfer station at 75 Silas Lane.   The average household disposed of 29 pounds
of garbage per week.  More information is

Norwich City
Police are investigating the theft of 2 vehicles this weekend from the Hayes
Street Parking Lot & West Main Street.
Police said that both vehicles were unlocked, they remind city residents
to always lock up unattended vehicles, and never leave valuables in plain sight
in a vehicle.  so far, the vehicles have
not been recovered & no arrests have been announced.

The body of a missing Cornell
University student was recovered by Ithaca Falls Saturday Night.  18 year old Antonio Tsialas’s death is under
investigation but foul play is not suspected, State Police are assisting Cornell
University Police, Tsialas had not been seen or heard from since Thursday
evening after leaving an event, he failed to meet a family member Friday
afternoon, the investigation is continuing.


The Guilford Town Board has
called a special meeting for tonight at 6:30 PM at the Guilford Town Hall on
Marble Road.  The Guest Speaker will be
Dr. Phil Hofmeyer, who will be discussing Renewable Energy.  The meeting is open to the public.


The Unatego Board of Education has a special meeting tonight at 6:30 as they consider 3 new proposals for the repurposing of the former Otego Elementary School building.   Representatives from the 3 developers will present their plans for the building; the Board will make a decision at their regular Board meeting November 4.  The 3 proposals are from Dirig Design of Wells Bridge, Granite Data Solutions of California & the Oneonta Christian Academy, more information is available at unatego.org or may be viewed in person at the Unatego District Office.

Oneonta Fire Department Officials reported that Friday's
Fire at the Mayrose Apartments started as a kitchen fire.  The occupant of apartment 206 was taken to AO
Fox hospital for undisclosed injuries, one other pe4rson in a separate
apartment was displaced, The use of water to fight that fire led to a water
main break at around Chestnut Street, it was repaired by Friday night.


State Police responded to the report of a pedestrian struck
by a car on County Route 11 in the town of Unadilla Saturday.  69 year old Susan Haney of Unadilla was
struck by a vehicle driven by 34 year old Nicole Wilber of Unadilla, who
stopped & called police.  Haney was
airlifted to Upstate medical center in Syracuse with Head & leg injuries
& internal bleeding.  The
investigation is continuing.


Utica Police released more details about the Murder-Suicide
near the start of the Boilermaker race Sunday.
Police said that 17-year-old Bianca Devins of Utica was found dead, her
boyfriend 21 year old Brandon Clark was found by Police after he posted
pictures of Devin’s lifeless body on social media sites 4chan & Discord,
Discord followers alerted Police about the murder & Clark also alerted
Police.  Clark was charged with
2nd-degree murder, after he was treated for self-inflicted stab wounds to the
neck.  The investigation is continuing.


Plans are in the works for Halos to purchase the former
Afton Great American Building, rent some space to entrepreneurs & setting
up an office for their non-profit organization.

Heather Franklin of Guilford was sentenced in Chenango
County Court to 7 to 11 years in state prison on Monday.  Heather & her husband Ernest Franklin
plotted the murder of their 16-year-old adopted special needs son Jeffrey
before setting their house on fire in March 2017 to cover up his murder.
Heather Franklin pleaded guilty earlier this year to manslaughter, arson and
tampering with physical evidence.


Broome County Sheriff’s Office recovered a stolen vehicle
from Sidney recently, in the parking lot of the Econo Lodge.   The deputy observed a male attempting to
enter the passenger side, the officer detained the male for questioning and
moments later he fled on foot into the woods. The officer pursued the suspect
and after a brief struggle took him into custody.  40 year old Hayes Cutting of Bainbridge is
accused of stealing the car from the Village of Sidney on July 12th, he was
charged with Criminal Possession of Stolen Property, Resisting Arrest &
Escape, he faces arraignment shortly.


A Blood Drive is being held in Sidney today.  The blood drive will run from 1:00 to 6:00 PM

Corey Weidman of Norwich pleaded guilty this week in federal
court on a variety of drug charges stemming from his arrest in Norwich in
December of last year.  The Chenango
County Sheriff’s Office raided Weidman’s apartment after a 2-month
investigation, officers seized Crystal Meth, Cocaine, marijuana, LSD, suboxone,
a loaded handgun and more than $35,000 in cash. Weidman will be sentenced on
November 25th.


State Police have reported that a 17-year-old male has been
arrested in connection with a homicide in the town of Cobleskill.  Police responded to a residence at 435 Lamont
District Road in Cobleskill and found the 50-year-old unidentified male victim
with a fatal gunshot wound to the back of the head.  A 17-year-old has been remanded to the
Schoharie County Jail and is currently charged with Assault, Criminal Use of a
Firearm, and Criminal Possession of a Weapon, Additional charges may be
pending. The incident remains under investigation.


The State Public Service Commission approved an agreement
with Charter Communications/ Spectrum, to resolve disputes over the
Commission’s network expansion condition that was contained in the Commission’s
approval of the company’s merger with Time Warner Cable in 2016.  Under the terms of the agreement, Charter
will expand its network to provide high-speed broadband service to 145,000
residences and businesses entirely in Upstate New York and will pay an
additional $12 million to expand broadband service to additional premises.


The annual Gus Macker 3 on 3 basketball Tournament will be
held this weekend on the streets of Norwich; Organizer Tom Revoir said that
they could still use a few more people to volunteer for the event:

backpacks to local children in need for the 2019-202 school year, Spokesperson

The "Help After Loss" nonprofit
group, which is also known as HALos, announced that they are purchasing the
former Afton Great American building.
HALos purchased the building at an auction in June, closing is
anticipated in late July or August, plans call for some of the space to be used
by HALos, and additional space can be rented out to interested businesses

The Sidney Town Board received a petition at Thursday’s
meeting from Muddy Rivers farm Brewery Owners Dustin & Jared Wood, in favor
of changing the zoning laws to allow the business to continue at their current
site on the Back River Road at Tryon’s Corners, past a July 25th

Delaware County Social Services Commissioner Dana
Scuderi-Hunter has taken an indefinitely leave of absence from that
position.  No timetable was announced for
the commissioner's return, or reason for the leave of absence.


A Red Cross Blood Drive will be
held at the Baptist Church in Oneonta tomorrow at 333 Main Street.  All Blood Types are needed, the Blood Drive
will be held from 8:00 AM to 1:00 PM.

Property tax levy growth for local governments with fiscal
years that close on December 31 will be capped at 2% for the 2020 fiscal year,
according to State Comptroller Tom DiNapoli. This figure affects the tax cap
calculations for all counties, towns, fire districts, 44 cities and 10
villages. The tax cap limits tax levy increases to the lesser of the rate of
inflation or 2% with some exceptions, including a provision that allows
municipalities to override the tax cap.

Ernest Franklin of Mount Upton is seeking a retrial, after
being found guilty of murdering his special needs stepson Jeffrey, and setting
fire to the family residence to cover up the murder.  Franklin was due to be sentenced in Chenango
County for the murder arson & tampering with physical evidence charges when
the motion for a retrial was filed.
Ernest Franklin's wife Heather pleaded guilty to manslaughter, arson and
evidence tampering for her role in the case.


The Chenango County Sheriff's Department announced 18 year
old Cody Coleman has been charged with 2nd degree murder & criminal
possession of a weapon, in connection with the death of 16 year old Amelia
Wakefield in Smithville on May 3rd.
Coleman was being held on a probation violation in the Chenango County
Jail since the May 3rd fatal shooting of Wakefield, he was returned to the Jail
without bail after an indictment was unsealed this afternoon in Chenango County
Court.


SUNY Delhi will hold its 102nd annual commencement at 10
a.m. Saturday. About 800 students will graduate with certificates and
associate, bachelors, and master's degrees, according to a media release.  The ceremony will be held at the track and
field facility on campus. The latest information will be available on the

tomorrow, May 18th on the campus.

This Sunday,  Delaware County Public Health will be holding
a free Car Seat Safety Event at Delaware Valley Hospital in Walton, from 12:00
Noon until 2:00 PM.  75% of children are
riding in car seat that are not properly installed or do not fit
correctly.   Parents and caregivers can
have their child’s car seat checked at no cost by certified child safety seat
technicians.   This free event will educate
parents and caregivers on proper car seat installation and use. Car seats which
do not meet the Federal Motor Safety Standard may be replaced.  Be sure to bring your child/children to the
event and expectant parents are also welcome.

In April, the number of private sector jobs in New York
State grew by 24,600, or 0.3%, to 8,300,500, a new, all-time high, according to
preliminary figures released by the State Department of Labor. New York’s statewide
unemployment rate was at 3.9% in April.
