Broome County Executive Jason Garnar has declared a State of Emergency in Broome County because of flooding and damaged roadways. The emergency orders dictate No recreational use of waterways, & do not drive on flooded roadways. Broome County encourages residents to monitor the weather forecast and road conditions frequently & they can also register for New York Alert at NYAlert.gov. Garnar said that The State of Emergency will remain in effect until further notice.
Julian VanCourt-Wels pleaded guilty to 1st degree Assault, after he accepted a plea deal from the Otsego County District Attorney’s office, back in December; VanCourt-Wels stabbed his girlfriend in the face multiple times at their Maple Street apartment in Oneonta. Vancourt-Wels will serve 10 years in a State correctional facility as part of the plea bargain arrangement.
Delaware County Sheriff’s Deputies arrested 48 year old Roy Cullen of Arkville, on charges of felony aggravated unlicensed operation of a motor vehicle, DWI, unlicensed operator, and moving from lane unsafely following a report of car into a tree in the Town of Middletown. Cullen was arraigned at Hamden Town Court, he was released on his own recognizance and scheduled to re-appear at Hamden Town Court at a later date to answer the charges.
Governor Cuomo signed anti-hazing legislation to help keep students safe as they go back to school. The law prohibits certain physical contact or requiring physical activity in any organization's initiating ceremony to prevent the deaths or serious injuries of students during fraternity pledging ceremonies. The legislation was prompted by the death of Michael Deng, a Baruch College student who died after suffering a massive head injury as a result of a hazing ritual in 2013.

Tobias Rundstrom-Wooding of Norwich received 20 years to life in prison for 2nd-degree murder and 1st-degree rape, in Chenango County Court Monday. Rundstrom-Wooding accepted a plea deal from the Chenango County District Attorney's Office for the rape & murder of 11 year old Jacelyn O'Connor on July 30, 2017. James Brower will be tried for his role in the case at a later date.
A State of Emergency has been declared in the Town of Hancock due to an issue with the Bear Brook Dam, which is located on the old Village of Hancock reservoir. The dam was overtopped last Thursday during the severe rainstorm, causing extensive damage to the dam & the brook, the dam is not in imminent danger of failure. If evacuations become necessary, the residents below the dam will be notified. The State of Emergency was declared because the dam is located on private property and a State of Emergency allows local officials to gain access to the property & to mitigate the situation.
Delaware County Sheriff’s department arrested 2 Otsego County residents on drug charges Friday, following the execution of a search warrant on a vehicle in the Town of Sidney. Investigators arrested 30 year old Lisa Hayslip of Oneonta and 30 year old William Katalinas of Unadilla for Criminal Possession of a Controlled Substance. Hayslip and Katalinas are accused of possessing heroin with the intent to sell. Deputies seized heroin, Suboxone, drug packaging paraphernalia and approximately $200 cash. Hayslip and Katalinas were arraigned and were remanded to the Delaware County Jail on $100,000 cash bail pending action in the Town of Sidney Court Wednesday. Additional charges will be filed shortly.
The Greene Fire Department announced that Chenango County road 2 between Route 12 and Route 206 is closed, Officials said that flash flooding washed out the road, make it impassable until further notice.

Oneonta Police are reminding City residents to lock up their vehicles, after reports of items removed from them and a number of locked vehicles have had attempted entries made. Oneonta Police suggest locking all windows & doors, keep valuables hidden from sight and be sure to secure any easily moved home and lawn decorative items when you are not home. Officers from the Oneonta Police Department will conduct patrols of all residential neighborhoods to detect and deter criminal activity, residents who see something suspicious, should contact the police department at 432-1111.

Jordan Patch of Animal Adventure announced today that he has withdrawn a request for a small business municipal fund for $30,000 from Broome County. Patch said in a letter released today that he appreciated the efforts of Broome County Executive Jason Garner with the funding program, but said that an email from an un-named Broome County Legislator accusing Patch & Animal Adventure of criminal activity was inappropriate, and that his business was being used as a chip in a political game. Patch said that he will address his concerns with the lawmaker in question, the entire Broome County Legislature & the public at a later date.
Delaware County Sheriff’s Deputies arrested 32 year old Bradley Wallace of Delhi for 3rd degree assault, Criminal Obstruction of Breathing or Blood Circulation, and unlawful imprisonment, following an investigation of a domestic dispute in the Town of Delhi. Wallace was arraigned in Town of Delhi Court and remanded to the Delaware County Jail in lieu of $500 cash bail or $1000 secured bond.
State Comptroller Tom DiNapoli released the results of an audit of the village of Deposit today. The Audit found that the Board did not ensure all disbursements were approved before payment and listed on an approved abstract & did not ensure all disbursements were supported and for proper purposes. The audit found that the board began to enforce the collection of delinquent real property taxes in March 2016, but $172,900 remains outstanding. DiNapoli's report recommended that the board Review, audit and approve all disbursements before payment, unless otherwise allowed by law, Ensure disbursements are adequately supported and for proper purposes & that they should audit the Clerk-Treasurer’s records and report at least once a year.

Delaware County Sheriff Deputies arrested 34 year old Otto Mullen of Cobleskill for Unlawful Possession of Marihuana, Aggravated Unlicensed Operation and other traffic infractions, after a traffic stop where Mullen was observed traveling at a high rate of speed on State Highway 10 in the Town of Hamden. Mullen is accused of operating a motor vehicle while his driving privileges were suspended & possessing marihuana. Mullen was processed and released with appearance tickets to appear in the Town of Hamden Court at a later date.

Oneonta City Police arrested 30-year-old John Smith of Oneonta & 24-year-old Duane Oates of Schenectady foo multiple counts of Criminal Possession of a Controlled Substance, for allegedly possessing cocaine in their vehicle. Both men face action in Oneonta city court shortly; additionally Oates was wanted on a parole warrant & was sent to the Otsego County jail.
State Police arrested 33-year-old Houston Hollister of Oneonta for Endangering the Welfare of an Incompetent or Physically Disabled Person. The arrest stemmed from a report that Hollister allegedly pushed and kicked a resident while he was employed at a residential home for people with developmental disabilities in the town of Milford in December. Hollister was arrested Thursday & was issued an appearance ticket returnable to the town of Milford Court on March 15th.
This afternoon U.S. Senator Kirsten Gillibrand will appear at 2:25 at Co-owners of 3i Graphics & Signs to push bipartisan legislation, the Investing in America’s Small Manufacturers Act. Gillibrand states that the bill would increase the availability of affordable loans for small manufacturers through the Small Business Administration’s loan guarantee programs, it would also eliminate a penalty that new manufacturers are required to pay when applying for an SBA 504 loan. Gillibrand will be joined by Broome County Executive Jason Garnar, City of Binghamton Mayor Richard David, and Greater Binghamton Chamber of Commerce President & CEO Jennifer Conway.

Governor Cuomo announced that for the 2nd consecutive week, the number of laboratory confirmed influenza cases has decreased. Last week, 6,414 laboratory confirmed influenza cases were reported to the State Department of Health, The number of weekly hospitalizations decreased for the 4th consecutive week, with 1,026 New Yorkers hospitalized for lab confirmed influenza.
NYSEG, crews and contractors continue restoration work after a 2nd winter storm blanketed the Hudson Valley region with an additional 10-16 inches of heavy, wet snow, resulting in further damage to the electrical infrastructure. 11,000 customers are without power in the company’s Brewster and Liberty divisions, NYSEG has restored power to nearly 25,000 customers in the two divisions since Thursday morning, and they expect to return power to at least 90% of customers by 11:45 PM Saturday. Restoration crews addressed over 2,700 downed lines and 373 broken poles.

The Firemen’s Association of the State of New York urges all New Yorkers to take this opportunity check their smoke and carbon monoxide alarms to ensure their homes are properly protected, if alarms have removable batteries, they should be replaced.
