Governor Cuomo today vetoed legislation that would have authorized state pension credits for peacetime military service. The legislation would have amended current law that provides up to three years credit toward state pensions for military service during hostilities. They would have to pay 3 percent of their compensation during those military years to the retirement system. The governor said it's an unfunded mandate on local governments that would incur $57 million in near term obligations
The Bainbridge Girl Scout service unit 365 is having their semi annual community giveaway on November 15th. Drop off times will be Friday November 14th from 6:00 to 8:00 PM or Saturday morning from 8:30 to 9:00 AM. The Community give away will be 9:00 to 12:00 at Greenlawn Elementary School in Bainbridge.

The virtual tours offer 360-degree views of scenic vistas, popular attractions and campgrounds, making it easy for prospective visitors to plan a trip. Tourism is a powerful economic driver in Upstate New York, and Governor Cuomo has made it a priority to promote travel and extended stay in Upstate.

A former variety store manager is accused of stealing $1,872 and creating false business entries. 39 year old Christopher Fillmore of Maryland, New York, was charged with grand larceny and falsifying business records from a store on State Route 28. Fillmore faces up to four years in prison if convicted on those charges. Fillmore surrendered to the Otsego County Sheriff's Office Friday, but deputies said he drove himself to the department illegally. His license had 14 suspensions on six different dates. He was also charged with aggravated unlicensed operation and unlicensed operator
The majority of New Yorkers newly insured through the Affordable Care Act known as "Obamacare" are happy with their coverage, according to a new survey by the State Health Foundation. 92% of New Yorkers who are newly insured are completely or somewhat satisfied, 23% said it was very or somewhat difficult to find a doctor's office or a clinic that would accept them as a new patient. The next open enrollment period begins this Saturday

If New York voters approve Proposition number 2 on the ballot next week, their 213 lawmakers will join the digital age. If the bill is passed, their desks will have computers rather than thick stacks of bills on paper that they are supposed to read. Other states have already made such efforts, but New York’s change has required a number of hurdles because the state constitution requires bills to be “Printed” and “Upon The Desks” of lawmakers for 3 days before they can be passed. The 3 day “Aging” period will still exist; the change is expected to save state taxpayers million s of dollars in printing costs.
New York was ranked 49th out of 50 states, for its business tax climate by the Tax Foundation, with only New Jersey ranking worse. State Police arrested 56-year-old Michael Muller of Denver, New York for Aggravated Driving While Intoxicated with a reportable BAC result of .24%, 3 times the legal limit. The arrest occurred after a vehicle stop for driving left of the pavement markings on State Route 23 in Davenport, Muller was issued tickets returnable to the Town of Davenport Court on September 23rd.
State Troopers arrested 26-year-old Justin Mullen of Harpursville, for Driving While Intoxicated, following a Motor Vehicle accident at North Road and Dodd Road in Thursday in Windsor. Troopers accuse Mullen of driving off the road & striking a concrete culvert, he was trapped in the vehicle and was removed by members of the West Windsor, Windsor and 5 Mile Point Fire Departments utilizing the Jaws of Life. Mullen was airlifted to Wilson Regional Trauma Center in Johnson City, for multiple internal and external injuries. Mullen was issued tickets returnable to the Town of Windsor Court at a later date.
The latest polling finds Republican congressman Chris Gibson a 24% lead over democratic challenger Sean Eldridge. . The Time Warner Cable News/Siena College poll of likely voters in the 19th Congressional District found Gibson leading Eldridge 57% to 33% with 10% undecided. The poll also showed that Eldridge was unknown by 57% of the voters in the district.
The Binghamton Mets will host game 3 of the Eastern league Championship series tonight against Richmond. The Mets took the first 2 games of the series in Richmond, if they win tonight, the team will have their first league championship since 1994. Tickets are still available at Bmets. 2 Senate Democrats introduced legislation to reduce the financial incentive for corporations to move their headquarters overseas through transactions known as tax inversions. The bill by Senator Chuck Schumer of and Richard Durbin would reduce the practice known as "earnings stripping'' in which U.S. subsidiaries deduct up to 50 percent of interest payments on their debt. Schumer and Durbin want to cut the deduction in half and to stop letting corporations carry forward their interest expense deductions to use them in the future. Schumer said he hopes the bill can pick up enough GOP support to pass after the November elections
As part of national preparedness month, the American Red Cross has scheduled blood drives in the tri county area. The next event is tomorrow from 8am to 1pm at the First Congregational Church, corner of Main and Bridge Streets in Sidney. Congressman Chris Gibson will speak at the memorial service at 11:00 AM & will participate in the walk. State troopers arrested 57-year-old David Menard of Bainbridge, for Possession of a Sexual Performance by a Child, and Promote a Sexual Performance by a Child. Menard was arrested after a search warrant was conducted at his residence at the Maple Manor Apartments in the Village of Bainbridge; he was arraigned in the Town of Bainbridge Court and remanded to the Chenango County Jail in lieu of $10,000 cash bail.
State Senator John Bonacic said that legislation would be forwarded shortly, Following the Latest Testimony at a public hearing on the rise heroin addiction. Bonacic said that a panel of experts, and questions from the audience, were eye opening:

More public hearings are scheduled throughout the state; they expect to have legislation ready for lawmakers to vote on in early June.
Delaware County Sheriff’s Deputies arrested 22-year-old Peter Minko of Franklin for possession of a hypodermic instrument, following an incident that led to Minko being arrested for violating the terms of his probation. County Probation Officers searched Minko’s home; they found hypodermic needles & drug paraphernalia, Minko will return to Franklin Town Court at a later date to answer the charges.
Governor Cuomo announced 80 awards across the state to repair, rehabilitate and preserve housing for low- and moderate-income residents. The competitive awards are being made to municipalities, localities, and not-for-profit organizations to support critical priorities and highlighting the greatest needs within the state's economic development regions. Locally, HCR's awards included the Southern Tier with 14 projects totaling $5,159,500.

Bowers was charged for allegedly going to a neighbor’s home & threatening to kill the neighbor with a baseball bat for driving too fast on Pat Farley Road in Norwich. Bowers was issued a ticket returnable to the Town of Norwich Court on June 5th.
The state AARP outlined a proposal to improve assistance for people who take care of their loved ones at home. The AARP’s proposed “CARE Act” is designed to improve how hospitals help caregivers learn after-care tasks for loved ones and strengthen community resources that help. New York State has added $5 million in funding for caregiver programs in this year’s budget, but more needs to be done, according to the AARP. New York ranks 48th in supporting family caregivers.
Westchester County Executive Rob Astorino accepted the Republican nod for governor yesterday, setting up a showdown with Democratic Gov. Andrew Cuomo in November. Astorino's nomination brought the two-day Republican Party convention to a close at the Hilton Westchester. Earlier in the day, GOP delegates backed Astorino's running mate, Chemung County Sheriff Christopher Moss, for lieutenant governor. The Class of 2014 will be honored at SUNY Oneonta’s 125th commencement this Saturday. The college will host 3 ceremonies in the Dewar Arena of the Alumni Field House throughout the day, 1,513 students will be awarded degrees.

Community members will honor those who died in the American Civic Association shooting five years ago with a special ceremony Saturday at 1:00 PM. Those in attendance will remember the 13 victims of the ACA shooting, at the downtown memorial on the corner of Clinton and Front streets in Binghamton. The ACA Memorial includes a central granite column with a glass shaft rising from the center that is illuminated at night. Symbolizing the tragedy's rippling effect in the community are 13 sculptures of illuminated birds in flight.
The Chenango County Sheriff’s department arrested 36-year-old David Tennant of Rome for grand larceny and conspiracy. Tennant was taken into custody by Chenango county deputies at the Oneida County Jail, to bring him into custody for an active arrest warrant out of the Town of Norwich Court, stemming from an incident in the town of Norwich at an area business. Tennant was arraigned in the Town of Norwich Court, and remanded to the Chenango County Correctional Facility on $2,000 cash bail.
Thousands of New York parents refused to have their children take the statewide English assessments that were given this week. Parents are protesting the state education policy that puts a lot of emphasis on testing & interferes with time in the classroom for actual learning. Results of the 3-day assessments don’t count toward student averages, but they do factor into teacher and school evaluations. It is estimated that more than 25,000 of the more than 1 million third- through eighth-graders in the testing pool, skipped this week’s tests.
U.S. Senator Charles Schumer wants the Federal Trade Commission to investigate whether utilities or power producers artificially inflated upstate New York electric rates in recent months. Rates spiked the most this winter for National Grid customers by an average of 60 to 75%, and average rates rose10 to 15% for NYSEG. Utilities blamed raises in the wholesale cost of electricity and said they have no control over those prices. NYSEG suggested customers struggling with rising rates sign up for their budget-billing plan.
The state Education Department, and the inBloom student-data project, are undergoing an involuntary uncoupling. The Education Department is acknowledging that it will end controversial plans, to store identifiable student data in a Web-based cloud, created by inBloom, a nonprofit funded by the Gates Foundation. State lawmakers passed legislation that prohibits the department from giving student information to entities that collect and store data for use in a data dashboard or portal. The state is also required to make sure that student data already uploaded is deleted.
