New York’s ban on single-use Styrofoam food and beverage containers, as well as ‘packing peanuts,’ takes effect Saturday. The new law allows a civil penalty of up to $250 for the first offense, $500 for the second in the same calendar year, and $1000 for the third and subsequent violations in the same calendar year.

State Police have identified the Trooper who fired his issued firearm Last Wednesday in Unadilla as Trooper Justin Miller, who has been a trooper since 2016. Trooper Miller responded on December 22 to a domestic dispute in Unadilla, he was confronted by Mark Beilby who was armed with a knife inside the home. Beilby did not comply with Trooper Miller’s repeated commands to drop the knife and advanced at the trooper, Trooper Miller discharged his firearm, striking Beilby, and then administered first aid, Beilby was first takn to AO Fox Hospital’s Tri-Town Campus in Sidney & then to Wilson Hospital in Johnson City, where he was pronounced deceased. The State Attorney General’s Office is investigating the incident.

P.M. NEWS THURSDAY 12-23-21

The Sidney Police Department executed an arrest warrant on 37 year old Barry Bradt of Unadilla, following an investigation into a level 3 registered sex offender failing to register his address with the State Sex Offender Registry, as required by law. Bradt is accused of registering with the Sidney Police Department and the state Registry as living at an address in the Village of Sidney, while physically residing at an address in Unadilla. Bradt was charged with Failure to register change of address within 10 days & Offering a false instrument for filing, he was arraigned in Village of Sidney Court & he was remanded to the Delaware County Jail on $5000 bail.

Delaware County Sheriff’s Office Arrested 24 year old Jake Vanwagner of Hobart for speeding & Aggravated Unlicensed Operation of a motor vehicle. Vanwagner was stopped by deputies Tuesday night, he is scheduled to appear at the Town of Davenport Court at a later date to answer the charges.

State Police at Sidney were dispatched last night at about 7:00 PM, to a report of a domestic dispute at a residence on Lyons Street in the village of Unadilla. The responding trooper was confronted by 24 year old Mark Beilby, who was armed with a knife inside the home. Beilby did not comply with the trooper’s repeated commands to drop the knife and advanced at the trooper. The trooper discharged his issued firearm, striking Beilby, who was transported to Tri-Town Hospital then transferred to Wilson Medical Center where he was pronounced deceased. The New York State Attorney General’s Office is investigating the incident.

State Police will be holding a car seat check on December 23, from 3:00 to 6:00 PM at the Troop C Headquarters on State Route 7 between Sidney & Unadilla. Certified Passenger Safety Technicians will install, inspect and/or check your child car seats for free. Appointments are preferred; at 561-7604, however, drive-ups will not be turned away.

The Unadilla Fire Department announced that they are collecting items for the families who lost everything to a fire at 43 Watson Street in the village earlier this week.  The Unadilla Fire Department has posted a list of specific items on their Facebook Page; the items can be dropped off at the Firehouse at 77 Clifton Street.

Otsego County Sheriff Rich Devlin announced the temporary closure of 2 housing units within the Jail today due to critically low staffing levels after consulting with the the State Commission of Correction, he talked to WCDO News about the need for positive changes coming from the Otsego County Board of Representatives:

Sheriff Devlin stated that this is the 2nd facility shutdown in as many years, and he hopes that next year will bring more realistic discussion about the future of the Department of Corrections.

Firefighters from Unadilla, Franklin, Wells Bridge, & Otego responded to a fire last night at 10:30 PM, at 43 Watson Street in Unadilla. The House and garage were fully involved, adult and 2 children were being treated for smoke inhalation, the cause of the fire is under investigation. The Unadilla Fire Department has posted a list of items the displaced residents need following the fire, it is posted on the Unadilla Fire Department Facebook page.

Assemblyman Joseph Angelino announced $25,000 in funding to the Four County Library System to support libraries within the 122nd Assembly District. The most recent state budget allowed each legislator to submit aid requests on behalf libraries within their districts. The Sidney Memorial Public Library will receive $5,000, to purchase new technology items such as virtual reality headsets and a 3D printer. Other area libraries will receive $1,111 each, including Afton, Bainbridge, Deposit, Franklin, Gilbertsville, New Berlin, the Guernsey Memorial Library in Norwich, plus Oxford, South New Berlin, Unadilla, & the Ogden Free Library in Walton.

State Police arrested 36 year old William Sabines of Preston after he was indicted by a Chenango County Grand Jury Thursday. Sabines was charged with 2nd degree Murder, Concealment of a Human Corpse and Tampering with Physical Evidence. Sabines was arrested following an investigation into the disappearance of Jesse Donlin, formerly of Sidney, Unadilla and Afton locally. Donlin was reported missing in September of 2019 after failing to appear for a court appearance in Utica, the investigation ultimately led to Sabines arrest. Sabines was remanded to the Chenango County Jail on $250,000 cash bail or $500,000 bond pending future court action.

New York State's COVID 19 numbers have been trending back up over the last week, after Test Results were reported Saturday. Over 156,000 were tested with 5078 testing positive, for a 3.25% positivity rate. Patient Hospitalization are back up over 1900, patients in an ICU bed was just under 400, and those on ventilators were back up to 216, there were 29 deaths in hospitals & nursing homes Saturday from COVID.

Yesterday was Election Day, The Delaware County Board of Elections did not announce a winner for the Sidney Town Supervisor’s race, between write-in candidates Eric Wilson & Kevin Greene, Officials told WCDO News it will take days or maybe even weeks to count & certify all of the write in votes across all 19 towns from this year's elections, there were 552 write in Votes Tuesday in Sidney Town Supervisors race. The winners for the Sidney Town board were Frank Selleck & Bill Heath, in the Town of Meredith, Town Council winners were John Janiszewski & David Briggs, the Town of Franklin Board seats go to Garret Sitts & Heather Ross, the town of Middletown Supervisor Will be Patrick Davis, the Town of Tompkins Clerk was Michelle Phoenix, in the Town Of Delhi, the supervisor will be Mark Tuttle, the Town Council winners were Margaret Baldwin & Matthew Kryston & the Walton Town Supervisor will be Joseph Cetta. In Chenango County, Sheriff Ernest Cutting was re-elected, The County Clerk winner is Brian Wessels, & the winners for the Norwich City Council are Fred Gee, William Loomis, Tom Revoir & Barry Christopherson. Voters approved the proposition to the Right to clean air, clean water and a healthy environment.

Voters in OTSEGO COUNTY have races for the County Board of Representatives in Districts 1, 2, 3, 5, 6, 7, 9, 11 & 13; there is a race for Oneonta Mayor between 2 Common Council members: Mark Drnek & Len Carson. In the town of Oneonta, in the Supervisors’ race, Randal Mowers faces Teresa DeSantis, there are 4 people running for 2 town justice positions & 3 people are running for 2 seats on the Town Board. In the Town of Hartwick Supervisor's Race, candidates are Bryan LoRusso & Robert O'Brien & there are 5 candidates for 2 seats on the town council. In Unadilla, Dwight Mott & Joshua Palmer are running for Town Justice, Terry Yoder & Kelly Moore are running for the Unadilla Town Clerk's Position & for the Unadilla Town Council, BARBARA NOLAN, RON REED, JESSICA GROW, & Write In Candidate Sheri Kinsella are running for 2 Seats. The Unadilla Library and Unadilla Community House will be holding a 100th anniversary celebration this Saturday. The event is open to the public & will run from 12:00 noon until 2:00 PM Saturday.

The Village of Unadilla will be holding a residential clean-up day this Saturday & Sunday; there will be roll offs for perishables and non-perishables, tires, and mattresses. No hazardous waste will be accepted. The dumpsters will be placed behind the Unadilla House at 188 Main Street; more information is available at 369-3421.

Chobani and the Utica based non-profit Compassion Coalition donated & delivered $29,000 worth of food and supplies to help 4 local backpack programs in Central New York last week.  Chobani distributed more than 1,200 cases of their products to the Edmeston Central School, Unadilla Valley School District, Sherburne-Earlville Central School, and Norwich City Schools, to restock school food pantries, which helps to feed more than 200 children and their families throughout the year.  Chobani also announced that they are sending 200,000 Chobani products to those affected by Hurricane Ida; this follows a recent delivery of 100,000 products to Afghan evacuees in temporary housing across the country, and the US servicemen and women supporting them.

State Police arrested 45 year old Jeremy Barcoski of Lincoln Park, New Jersey for Petty Larceny, after Troopers were dispatched to a report of man who stole items from Speedway on State Route 8 in Unadilla and left in a vehicle.  Troopers were able to locate the vehicle, troopers learned that Barcoski used a Lottery machine inside the store and it didn’t give him back the appropriate change, so he stole items from the store.   Barcoski was arrested & he was released on an appearance ticket to the Unadilla Town Court on October 18th.

State Police arrested 22 year old Jessica Winans of Unadilla for the felony Aggravated Unlicensed Operation of a motor vehicle as well as Driving While Intoxicated, following an accident on September 6th.  Troopers were dispatched to a report of a vehicle that struck a tree on Plankenhorn Road in the town of Sidney.  Winans was the only person in the vehicle, she was transported to Wilson Hospital in Johnson City for the treatment of injuries to the face & ankle, and she was issued appearance tickets to the Sidney Town Court on September 23rd.

On the 20th anniversary of 9/11, Governor Kathy Hochul has proposed legislation that would allow National Guard members to qualify as veterans under New York State law. Governor Hochul has also issued a Citation honoring members of the New York National Guard for their service during and after the events 9/11.  Over 6,700 New York State National Guard members were called to serve in response to and recovery from the attack on September 11th 2001.

Insinga said that the Unadilla House had become problematic with squatters and drug users damaging the property in recent years, the squatters have left and they are now hoping to turn that around, re-open the business & fix the apartments.

Delaware County Public Health announced that a 53rd death from COVID 19 complications, they have had 100 new positive cases in the last week, there are 118 active cases, 4 hospitalized and 170 are quarantined.  The CDC & Delaware County Public Health recommends everyone should wear a mask indoors in public places.  Vaccine clinic sites at can be found at covid19vaccine.health.ny.gov.  Currently, 49.4% of the Delaware County population is vaccinated, 77% of the positive cases are unvaccinated, 23% of the positive cases are vaccinated & 2.5% of positive cases are college students/employees.

Otsego County's annual Household Hazardous Waste Days will be this Friday & Saturday, for County Residents to properly dispose of items free of charge. WCDO News has learned that a motocross rider at Unadilla Valley Motocross in New Berlin died as a result of his injuries sustained in an accident at the track Sunday.  Ed Ladd of Hudson Falls New York passed away from severe injuries at Wilson Hospital in Johnson City, Ladd was an organ donor & there will be a "Hero Walk" in his honor At Wilson Hospital at 7:00 PM, those wishing to participate should be at the hospital at 6:00 PM.

Otsego County Department of Emergency Services reported that State Route 51 remains closed south of the village of Morris to the Butternuts Town Line is still closed.  In the town of Morris, portions of Dimock Hollow Road, Gulf Road & Pittsley Road are closed.  In the Town of Butternuts, Dunham’s Cross road is closed, in the town of Pittsfield Cobb & Hawks roads are still closed, all roads in the town of Unadilla that were affected by flooding, are now open.

Starting Monday, August 16th, the Susquehanna SPCA monthly rabies clinics will be first come, first serve, at the new location on State Route 28 Cooperstown.  Pet owners are reminded to bring the pet's previous rabies certificate, so that the veterinarian can look at it to determine if your pet is eligible for a 3-year vaccine.  Rabies clinics will be held on August 16th, September 13th, October 4th, November 15th & December 13th, more information is available at 547-8111 ext. 111.

The Otsego County Office of Emergency Services continues to assess damage to area roads from the flooding over the weekend, Acting Emergency Services Coordinator Victor Jones told WCDO News that some roads are open & passable, but still in rough shape, and they are looking to Albany for help:

Jones said that State Route 51 from the Village of Morris, South near the Butternuts/Morris town line is inaccessible; State Route 51 at the bridge in front of the Gilbertsville Fire Department is down to 1 lane but is open to all traffic.  In the Town of Morris, previously closed roads are passable, In the Town of Pittsfield:  Cobb Road up until the section that runs into 42nd & Broad is open, but the extension from that intersection is not passable.  Hawks Road remains closed.   Otsego County Route 4 from State Route 23 in the Town of Morris to State Route 51 in the Village of Gilbertsville remains closed on the northern end, in the Town of Unadilla, damaged roads are passable.

The Chenango County Historical Society is seeking community feedback in order to develop activities and programs that are relevant and interesting to broader audiences. The Otsego County Office of Emergency Services reported flooding Saturday Night in Gilbertsville, Mt Upton and Morris, including Road Collapses on State Route 51 northbound between County Route 8 in Gilbertsville and the village of Morris.  Otsego County Acting Emergency Services Coordinator Victor Jones told WCDO News this morning that additional problems have cropped up in Unadilla:

Jones said that Otsego County Board of Representatives Chairman David Bliss has implemented a State of Emergency for the Town of Butternuts, Pittsfield & Morris, Jones said that affected roads are Dimock Hollow, Nichols, Jones & Burlingame Roads, County Road 49 in the town of Pittsfield, plus Otsego County Routes 4 & 18, Lockwood Hill Road & he also said that the Gilbertsville & Morris firehouses were flooded, but crews got equipment out in time.  Delaware County reported issues with State Route 30 in Roxbury Sunday.

The Unadilla Valley Central School District will host a 5K run/walk at 9:00 AM tomorrow for 14 year old Cooper Hine, who is a Unadilla Valley 8th Grader, who was seriously injured in an ATV crash in New Berlin recently.  Another fundraising chicken barbecue and Chinese auction will follow at the South New Berlin Fire Department.  Hine has been hospitalized at the Upstate Medical center in Syracuse.

State Police responded to a report of a 92-year-old male who was missing in the town of Unadilla on Sheep Pen Road.  The unidentified man disappeared Monday, Troopers were assisted by Forest Rangers, Sidney EMS, Unadilla Fire Department and neighbors, Trooper Darrell Dening and his K9 partner Kin were able to track the man and located him shortly after 4:00 PM yesterday, about a mile and a half away from his residence. he was unable to make it back after falling down a hill; he was taken to A.O. Fox Hospital for treatment.

Village of Sidney Police Department officers responded to a residence on River Street on June 13th for a report of an assault, officers found the victim bleeding from a laceration to his head, the suspect fled the scene, and allegedly used a shovel to attack the victim.  Sidney Police Department arrested 46 year old John Hedman of  Unadilla, he was charged with 2nd degree Assault & Criminal possession of a weapon, he was  arraigned in Village of Sidney Court where he was released on his own recognizance to appear back in court on a later date.

The Unadilla Valley School District Board of Education has hired Brenton Taylor as the new District Superintendent.  Taylor replaces long time Superintendent Bob Mackey, who announced his retirement earlier this year.

The Milford Town Justice Primary Winners were Matthew Kane & Deborah McMullen, The Oneonta Supervisor Primary Winner is Randal Mower, The Otego Town Clerk Primary winner is Terry Horan, the Unadilla Town Clerk Republican Primary Winner is Terry Yoder; there is a tie in the Town Council Republican Primary.  The only Local Democratic Primary was for The County Representative position in District 3, the winner is Caitlin Ogden.
