The Broome County Emergency Services Dispatch Center received a report late yesterday afternoon of a possible drowning in the Susquehanna River in the Town of Colesville. Emergency responders were met by a fisherman who took them by boat, to 56 year old Joseph Kapral of Albion, who was not breathing. Efforts to revive Kapral were unsuccessful and he was pronounced dead at the scene. The investigation revealed that Kapral suffered a heart attack which contributed to his drowning, the death has been ruled as an accidental drowning.
State DEC officials announced that they are now investigating a 3rd alligator sighting in the Whitney Point Area, following the posting of a video from a kayaker in recent days. 2 previous alligators were reported & were captured, they were turned over to Animal Adventure Park in Harpursville.
The State Department of Health today announced a new set of regulations that will for the state's Medical Marijuana Program. The new regulations will allow for the sale of additional medical marijuana products and the addition of new courses that will allow prospective practitioners to complete their training in a shorter amount of time. There were 26,561 certified patients and 1,155 registered practitioners participating in the program. More information is available at health.ny.gov/regulations/medical_marijuana/.
State and federal crash Statistics have been released of the Counties in New York State with the highest motor vehicle crashes based on fatalities per 100,000 people. The National Highway Traffic Safety Administration found that Seneca County had the worst numbers, followed by Greene County, Delaware County, Sullivan County & Wyoming County.
New York has received $50.2 million in tax revenues from the 3 newest casinos so far, which is lower than original projections, which the State Gaming Commission that oversees the casinos, attributes to unfinished expansion & construction. Tioga Downs Casino in Nichols sent $13.3 million in taxes through the end of June, but they expect to send more when a new hotel opens up at the site in November. The Rivers Casino & Resort in Schenectady opened in February, gross revenues were $56.8 million through June 30th; they expect 4 times that amount by 2019. The Del Lago Resort & Casino near Rochester, reported $63.1 million in gross revenues in their first 5 months, about 42% less than their projections. 80% percent of the taxes collected from casinos will go to education and property tax relief; 10% to the host municipalities while the last 10% goes to the counties surrounding the casino, according to the state law that allowed for them to open.

Chenango County Sheriff's department arrested 38 year old Mandy Martinez of the Bronx on an active Bench Warrant. Martinez was wanted by the Town of Norwich Court for failing to appear on in court to answer to a Petty Larceny charge from 2014, she was taken into custody & was arraigned & remanded to the Chenango County Jail on $500 cash bail. Martinez had returned to Norwich following the murder of her daughter, 11 year old Jacelyn O'Connor, and the arrest of 2 men for that murder.
The Binghamton Aeros are hosting their 32nd Annual Festival of Giants R/C Air Show. The Broome County District Attorney’s Office & Tunkhannock Police are searching for 2 fugitives, wanted on felony warrants for Escape, Criminal Conspiracy to Commit Escape, and other related charges. 27-year-old Chelsea Robinson of Montrose Pennsylvania escaped from the custody of Wyoming County Adult Probation officers at the courthouse on May 5th. Robinson's boyfriend, 32-year-old Shane Macnamee assisted in her escape. ROBINSON and MACNAMEE may be in Binghamton or the Town of Chenango in Broome County, possibly operating a silver Jeep Grand Cherokee with a Pennsylvania License plate of HKF-4361. Anyone with information on their location is asked to contact the Broome County District Attorney’s Office at 778-2425, or 9-1-1.
The 128th Commencement exercises will be held at the State University in Oneonta Saturday. The exercises will be held at the Dewar Arena, at 9:00 AM, 1:00 PM & 4:00 PM.

The American Hockey League announced today that the league’s Board of Governors has approved the following division alignment and schedule format for the 2017-18 AHL season. The Binghamton Devils have been assigned to the "North Division” traditional Binghamton rivals will include the Rochester Americans, Syracuse Crunch, & Utica Comets.
The United Way of Delaware and Otsego Counties announced the Technical Training for their 2018 funding cycle would be held on Wednesday, June 14, 2017 at 10:00 AM at St. Mary’s Catholic Church in Oneonta. Yesterday, an accident at the Walton Waste Water Treatment Plant required the dispatch of the Walton Fire Department, as well as the Delaware County HazMat Team, Delaware County Department of Emergency Services, Chenango County HazMat Team and Walton Police Department. A delivery vehicle emptied its contents into the wrong tank causing a chemical reaction and the production of potentially harmful gases. The Waste Water Treatment Plant employees were evacuated and the nearby Industrial Park businesses were evacuated as a precaution. No injuries were reported.
Governor Cuomo announced that the State Environmental Facilities Corporation Board of Directors approved more than $62 million in grants, interest-free loans, and low-cost loans to support water and wastewater infrastructure projects across the state. Locally, the Village of Delhi will receive $2.3 million in Grants & loans for the development of a new well and treatment facility, the replacement of an old & undersized distribution main in the Village. The Village of Greene will get $7.7 million, in grants & loans to finance the costs associated with the planning, design and construction of measures to make the Village sewer system more resilient to future storms.
