State Police arrested an Otsego County juvenile for Making a Terroristic Threat. State Police reported that on Tuesday approximately 40 illegitimate phone calls were made to Otsego County 911 between 7:00 & 9:00 PM, some of the calls threatened the 911 center and members of Law Enforcement. An investigation led troopers to a residence in the city of Oneonta where troopers interviewed an adult and a juvenile. The juvenile was arrested and issued a Family Court Appearance ticket. Investigators determined there are no other suspects involved.

Delaware County Sheriff's Deputies arrested 38 year old Ashley McLean of South Kortright following a motor vehicle accident in the Town of Meredith on last Sunday, on State Highway 28 in the Town of Meredith. Deputies reported that the driver left the scene after running off the roadway, striking a guide rail & abandoning the vehicle a short distance away. McLean is accused of driving with a suspended license & was charged with aggravated unlicensed operation & 5 other traffic infractions; she was released & was ordered to appear in the Town of Meredith Court at a later date.
Governor Cuomo announced that 908 New Yorkers tested positive for COVID 19 Thursday out of almost 95,000 tests, bringing the state total to 453,755 since March. There were 511 Hospitalized, 154 were in an ICU bed, 76 were on ventilators, there were 7 COVID-19 Deaths in New York State Thursday, and the state's death toll is 25,446.
Chenango County Public Health announced that they were still at 248 COVID 19 cases, with 2 Active Cases, 82 Active Quarantines, no one is hospitalized, there have been 7 deaths, 226 Recoveries, & a Total of 27,854 Tests have been Performed.

NYSEG will be hosting a food drive on Saturday to support the CHOW program as part of the International Volunteer Week. The public can drop off canned goods at the NYSEG office in Vestal between 8:00 AM and 2:00 PM on Saturday. Volunteers will also be collecting empty cans and bottles to redeem the five-cent bottle deposit for CHOW.

Governor Cuomo announced that New York will not ban trick-or-treating this Halloween. The Governor said that when Halloween comes around, Guidance will be issued, he also said that the Macy's Thanksgiving Day Parade will be held in a virtual format this year. The parade will be televised on November 26th, but will feature pre-recorded performances, balloons will also be flown using approved specialty vehicles.

Trustees’ seats were won by Paul Baldwin & Joshua Palmer. State Department of Health Commissioner Dr. Howard Zucker announced nursing homes in New York will be allowed to resume limited visitations for facilities that have been without COVID-19 for at least 14 days, a revision to the 28 day guidelines previously set by the federal Centers for Medicare & Medicaid Services. This updated guidance will allow eligible visitation in approximately 500 of the state’s 613 nursing homes. The guidelines go into effect Thursday; they require visitors to present a verified negative test result within the last seven days. More information is available at health.ny.gov/facilities.

Otsego County Department of Health announced 3 new cases were reported for COVID 19, 2 were close contacts of a positive and 1 had no identified exposure. Currently, the county reports 684 confirmed cases linked to SUNY Oneonta, 15 confirmed cases in Hartwick College students, there are 42 active cases currently residing in the county. There have been 844 total confirmed cases & there are no hospitalizations. There will be free rapid testing at the Armory in Oneonta from 9am-6pm today, call 547-4279 to register.

State Police at Oneonta arrested 26 year old Eric Meade of Oneonta for Petit Larceny, Criminal Possession of Stolen Property and Criminal Trespass, following a complaint of a theft in progress on South Side Drive in the town of Oneonta Sunday morning. Troopers spotted Meade, who was in possession of coins that were allegedly stolen out of unlocked cars on South Side Drive. The investigation also revealed he had also taken items from an unlocked vehicle on Glen Drive. Meade was processed then released on appearance tickets to the town of Oneonta court on October 20, 2020.

There were 880 new cases diagnosed Thursday out of 89,722 tests, the number of positive tests since March is 442,791. The number of patients hospitalized for the virus was 474, with 120 in ICU beds & 54 on ventilators. There were 5 deaths Thursday, bringing the state Death Toll to 25,382.

The Community Foundation for South Central New York has released the results of their most recent survey of the needs of local non-profits as they continue to respond to the COVID-19 Pandemic. In August, as a follow-up to an earlier survey done, the Foundation surveyed local organizations including non-profits, school districts, economic development agencies and others, 111 responded with ongoing concerns about lost revenue, cash flow, the mental health of employees and clients, and the expectation that their circumstances will likely be worse in 2021. Troopers in the Oneonta area have recently responded to numerous complaints of vehicles that have been gone through and items have been taken. Police remind residents to remain vigilant and report suspicious activity to 911.

Broome County is facing hard economic times due to the economic shutdown following the COVID 19 pandemic earlier this year, a no -frills budget with a small tax decrease was forwarded by Garnar for consideration by the Broome County Legislature, all New York Counties are waiting to see if the next federal COVID relief package will finally contain aid to state & local governments.

Currently, there are 829 total confirmed cases with 665 cases linked to SUNY Oneonta, there were 11 confirmed cases in Hartwick College, and 2 have since recovered. 268 active cases are currently residing in the county, and there are no hospitalizations.

The State Labor Department announced that payments for the Lost Wages Assistance program, which provides an additional $300 in weekly benefits to unemployed New Yorkers, will begin next week. Up to 2.4 million New Yorkers are eligible for the program, including 435,000 who must submit an additional certification to qualify, the Certification System Launches today, Payments Begin on a Rolling Basis Next Week.

The testing is for people who are not sick but want to be tested, by a nasal swab. This is a drive up testing site. Individuals will be required to remain in their vehicle and wear a mask when pulling up to the testing tent. Oneonta police arrested 40 year old Brian Boore of Oneonta for 1st & 2nd degree Assault, for allegedly stabbing another person Tuesday. The victim was taken to Bassett Hospital in Cooperstown, Boore was located a short distance away from the scene, the investigation is continuing.
The Oneonta Police Department is investigating a series of slashed tires Sunday night into Monday morning in the City's East End. Police are using surveillance video to try to determine the suspect. Anyone with information is asked to call Oneonta Police at 432-1111.

57 year old Robert Bresee of Norwich has been sentenced to 15 years in prison for transporting and possessing child pornography, according to federal prosecutors & the FBI. Bresee was previously convicted in Chenango County Court of 1st degree Rape, and was sentenced to 15 years’ in prison; he admitted that while on post-release supervision he uploaded child pornography. Bresee was additional sentenced to another 15-year term of supervised release, & he is designated as a Level 3 Sexually Violent Offender, will be required to continue to register as a sex offender upon his release from prison.

The State Health Department announced 769 new Positive Coronavirus tests Wednesday, bringing the state total to 404,775 since March. there were 11 deaths from the Virus Wednesday, bringing the state death toll to 25,014. about 1% of those tested Wednesday tested positive.

The State Health Department announced the latest Coronavirus Numbers for Monday. The number of Hospitalizations state wide is 891, there were 13 deaths Monday from the virus; bring the state death toll to 24,855. There were 524 new positive cases diagnosed Monday, or about 1% of those tested, the state number since early March is 393,454.

The New York State Department of Health announced that they have led a study on multisystem inflammatory syndrome in children associated with COVID-19. The study describes 99 cases of the syndrome and concludes the emergence of the condition in the State followed widespread COVID-19 transmission and often is associated with cardiac dysfunction in children up to the age of 21. Of the 99 patients 36 had a pre-existing condition, the most common being obesity, Of the 99, there were two fatalities, the syndrome is compared to Kawasaki disease, and more studies will be conducted.
Former Delaware County Social Services Commissioner Dana Scuderi-Hunter has filed a lawsuit against the Delaware County Board of Supervisors, and Chairperson Tina Mole for wrongful dismissal. Scuderi-Hunter was suspended in early 2019, & was fired at the end of the suspension.
The Sidney Central School District will receive over $52,000 in grant money from the U.S. Department of Agriculture, for a farm to school program. The district will expand their efforts to procure locally sourced produce & food products from area farms, for school lunches & breakfast programs.

State Police arrested 35 year old Holly Cornell of Berkshire for Unlawfully Dealing with Fireworks and Dangerous Fireworks, after a trooper monitoring traffic on I-81 in the town of Kirkwood initiated a traffic stop after a traffic violation, troopers located over $2,000 worth of illegal fireworks in Cornell’s possession, she was released on appearance tickets to the town of Kirkwood court on July 7th.

The State Health Department reports that the total number of Coronavirus cases is 391,220 after 805 new positive tests on Thursday, there were 14 deaths attributed to the virus, the state death toll since March is 24,814. The number of hospitalizations dropped below 1,000 Wednesday, for the first time since March 18, the highest total was 18,825 hospitalizations on April 12th.
The death of 37-year-old Casie Weese of Glen Aubrey back in March has been ruled accidental. The new laws allow for transparency of prior disciplinary records of law enforcement officers by repealing section 50-a of the civil rights law; Bans the use of chokeholds by law enforcement officers; Prohibiting false race-based 911 reports; and Designating the Attorney General as an independent prosecutor for matters relating to the civilian deaths attributed to law enforcement.
Governor Cuomo also signed an Executive Order requiring local police agencies, including the NYPD, to develop a plan that reinvents and modernizes police strategies and programs in their community based on community input. Each police agency's reform plan must address policies, procedures, practices and deployment, including, but not limited to use of force. Police forces must adopt a plan by April 1, 2021 to be eligible for future state funding and certify that they have Engaged their constituents in a public and open process on strategies and tools; Present a plan to the public for comment; & present the plan to their local legislative body for approval, If the local government does not certify the plan, the police force may not be eligible to receive future state funding.

State Police arrested 2 teenagers from Delaware County after they engaged in 2 separate vehicle pursuits with troopers. A 16-year-old was charged with Criminal Possession of Stolen Property, Grand Larceny, and 2 counts of Fleeing an Officer in a Motor Vehicle, a 17-year-old was arrested for Criminal Possession of Stolen Property & Grand Larceny. Troopers were advised of an erratic driver on I-88 near Unadilla, Troopers attempted to make a traffic stop, the vehicle failed to comply, accelerated off the Interstate at exit 10 and on to State Highway 7 in Unadilla. Another trooper attempted to stop the vehicle on State Highway 7 when the vehicle went off the roadway and struck a tree, the juveniles fled on foot & were spotted in another vehicle on State Route 7, and they failed to comply but were taken into custody at the Speedway at State Routes 7 and 8. The 1st vehicle was stolen from the town of Downsville, the 2nd from the village of Unadilla; both teens were virtually arraigned and were released to legal guardians.
Delaware County Sheriff’s Deputies responded to a property damage accident on State Highway 206 in the Town of Colchester Thursday. 38-year-old Alan Moore of Walton apparently he fell asleep at the wheel on State Route 206, lost control of his vehicle, it overturned before coming to rest in a ditch. Moore was not injured in the accident, he did not possess a New York Driver’s license and had 9 active suspensions, he was charged with aggravated unlicensed operation of a motor vehicle, failure to keep right, operating out of class among other charges, and he will appear in the Town of Colchester Court at a later date.

The State Police will target speeding and aggressive drivers during a special weeklong traffic enforcement initiative, starting Thursday through Wednesday, June 17th. Troopers will also actively patrol highway work zones and will target drivers who violate New York’s "Move Over" Law.

Endicott Police confirmed that the body found near the Susquehanna River Monday morning was 30-year-old Dominic Davy of Endicott. Davy was reported missing on April 10. The investigation into the cause of death is continuing, there was no indication of foul play. Davy was a professor at Binghamton University.
Delaware County Sheriff's Deputies responded to a domestic dispute in the Town of Walton on April 7th, during their investigation, they learned that 32 year-old Katie Komosinski, of Walton, endangered a young child by driving her car with the child clinging to the side of the vehicle. Upon completion of their investigation, Sheriff’s Deputies forwarded the complaint to the Walton Town Court which issued a Criminal Summons last week, Deputies located and arrested Komosinski Sunday at her residence and served the criminal summons, she will appear in the Walton Town Court on a later date.

State Police and the Unadilla Emergency Squad responded Monday evening to Ben McCumber Road in the town of Unadilla for a report of an accidental death. The investigation revealed that 80 year old William Marszal of Unadilla was clearing trees on the property & while pulling a downed tree, the downed tree uprooted another tree that then fell on Marszal causing head trauma. Marszal was pronounced deceased on scene.

Local sales tax collections dropped 24.4 percent in April compared to April 2019, according to State Comptroller Tom DiNapoli. Sales tax collections totaled $1.02 billion in April; Plummeting sales tax collections were widespread, leaving counties, cities and some other local governments short by about $327 million compared to last year. March sales tax collections had already begun to show the impact of the COVID-19 shutdown–a decrease of 3.7% statewide.

State Police arrested 2 people Monday in the town of Roxbury after an investigation of a rape. State Troopers arrested 77 year old Gloria Laureanti of Roxbury on 4 counts of Menacing a Police Officer and 1 count of Resisting Arrest; & her grandson, 26 year old Vincent Brower of Roxbury was charged with 3rd degree Rape, Criminal Sexual Act & Endangering the Welfare of a Child. Police responded to Laureanti’s residence seeking to arrest Laureanti’s grandson, who is a suspect in a rape investigation, troopers found the front door of the residence blocked by a refrigerator, Laureanti pointed 2 revolvers at the troopers, When the troopers drew their division issued guns, Laureanti dropped the revolvers identified as cap guns. Laureanti was ultimately taken into custody & faces court action shortly.
Delaware County Sheriff's Deputies recently arrested 34 year old Staci Gregory of Unadilla on a number of charges after responding to a report of a disabled vehicle blocking traffic on County Highway 23 in the Town of Sidney. Gregory told deputies she had run out of gas, the investigation revealed that Gregory’s vehicle inspection and driver’s license were expired and her driving privileges had also been suspended for failure to answer a number of traffic summonses in Delaware, Chenango, Otsego and Oneida counties. Gregory was charged with aggravated unlicensed operation, operating without a license, failure to notify DMV of an address change and operating a motor vehicle without an inspection certificate, she was released and directed to appear in the Town of Sidney Court on a later date to answer the charges.

Town of Mohawk man, accused of fatally shooting his father. Trooper responded after a 911 call from 20
year old Alexander Eller at around 5:45 this morning, who admitted that he had
shot his father. 56-year-old Dallas
Eller Jr. was found with a gunshot wound to the chest, he was pronounced dead
at the scene, Alexander Eller is in
police custody, charges & court action are pending.

911 to a report of a vehicle blocking the roadway in the town of Franklin. The troopers observed Haney in the running
vehicle and sleeping in the driver’s seat.
