Governor Cuomo will deliver his 3rd inaugural address on
Ellis Island tomorrow. Cuomo easily won
re-election to a 3rd term in November. Locally, State Senator Jim Seward will
be sworn into office on January 1st at the Foothills Performing Arts Center in Oneonta.
Seward will be sworn into office for his 17th senate term. Otsego County Judge
John Lambert and Otsego County Sheriff Richard Devlin will also be sworn in for
new terms. Otsego County Board of Representative’s Chairman David Bliss will

Delaware County Sheriff’s Deputies arrested 31-year-old
Joseph Clark of Franklin, New York on a bench warrant issued by the Town of
Franklin Court for failure to pay fines on a previous charge of Disorderly
Conduct, stemming from an incident in the Town of Franklin earlier in
2018. Clark was arraigned in the Town of
Delhi Court and released on his own recognizance. Clark is scheduled to return to the Town of
Franklin Court at a later date.

More than 200 eligible applicants are expected to benefit from this additional,
final extension as they continue to complete recovery and resiliency projects
after Superstorm Sandy's landfall six years ago. The program has disbursed $54.2 million to
support approximately 1,900 storm-impacted New Yorkers who have incurred both
mortgage and rental expenses.

Chenango County Sheriff department arrested 39 year old Joseph Horton following a sealed indictment handed down by a Chenango County Grand Jury. On April 4th, 2018 the Chenango County Sheriff’s Office conducted an investigation into a burglary at the Unadilla Motocross Track in the Town of Columbus, where vehicles, generators, and several pieces of equipment were stolen. The investigation and physical evidence recovery led to the sealed indictment and arrest of Horton, who was located at the Chenango County Correctional Facility where he was being held on separate charges, he is scheduled to be arraigned in Chenango County Court at a later date.

The Chenango County Sheriff’s Office announced the arrests of 34 year old Corey Weldman & 22 year old Cheyenne Moore following the execution of a search warrant at 93 East Main Street in Norwich. Police seized crystal meth, cocaine, marijuana, MDMA, suboxone, a loaded handgun and more than $35,000 in cash. Weldman and Moore were charged with Criminal possession of a controlled substance & Criminal possession of drug paraphernalia, more charges are pending.

Deputies also arrested Lorelei Hayden of Grand Gorge for allegedly selling Oxycodone and Hydrocodone, and Michael Johnson of Roxbury for allegedly selling Suboxone, all 5 were arraigned in Delaware County Court Friday, and they were all remanded to the Delaware County Jail pending future court action.
Voters in the Unadilla Valley School District approved of the 10 million dollar capital improvement project last week. The project calls for various improvements to school buildings & the athletic field, with the work covered by a combination of State Aid & the district's Capital Reserve Fund.

The Government Justice Center filed a lawsuit Friday challenging the legality of a panel's vote last week to raise New York State Lawmakers' pay for the first time in 20 years. The group claims pay raises must be voted on by the state Senate and Assembly themselves. The 63% proposed increase will be phased in over 3 years, from $79,500 a year to $130,000. Some Lawmakers oppose the plan because it would limit how much money they could make outside of their salary as lawmakers.

State Police responded to a head-on collision at approximately 1:34 AM Saturday, where a 27-year-old male from Sherburne, crossed into oncoming traffic, he was pronounced dead at the scene. His passenger, a 26-year-old female of Edmeston sustained minor injuries; she was transported to Bassett Hospital in Cooperstown. The operator of the 2nd vehicle, a 46-year-old female of Schuyler Lake was airlifted to Upstate Medical Center, after she sustained severe injuries. Troop C’s Collision Reconstruction Unit continues to investigate the crash.

State police are asking for the public's help in locating 39 year old James Sitts of Oneonta, who is wanted in connection with a grand larceny investigation. Sitts is described as a white male, 5 feet 10 inches tall, 165 pounds with brown hair, blue eyes and a beard, he has several distinctive tattoos on his neck and right arm, his last known address was in the Lantern Hill Trailer Park in Oneonta. Anyone with information is asked to call state police at (607) 561-7400.
Federal law Enforcement officials arrested 41 year old Justin Hobbie of Springfield, on child pornography charges. Hobbie was working as a physical education teacher & was formerly a girls’ soccer coach in the Cooperstown School District. District officials alerted parents of the arrest this morning, they did not believe that any incident involving a Cooperstown Student occurred, the investigation is continuing.
60 year old Lynn Beilby of South New Berlin has been charged with animal abuse, for allegedly torturing an animal and failing to provide sustenance to an animal. Beilby is scheduled to appear in the Town of Morris Court on January 14th to answer to the charges.
The Delaware County Historical Association will host its inaugural Christmas Fair on Saturday from 10:00 AM to 4:00 PM. The event is free & open to the public, more information is available at 746-3849 or e-mail dcha@delhi.net

State Police arrested 37 year old Michael Collins of Butternuts, for Unlawful Imprisonment, Criminal Obstruction of Breathing and Criminal Mischief, after Troopers were dispatched to a residence on Wilbur Hill Road in the town of Butternuts for a domestic dispute. After an investigation, troopers determined that Collins and a victim were involved in an argument that turned physical, where Collins is accused of choking, taking a phone away when the victim attempted to call for help and not allowing the victim to leave. Collins was arraigned in the town of Butternuts Court where he was released on his own recognizance. The judge issued an order of protection to the victim.
The American Red Cross is facing a severe blood shortage and they are hosting 3 blood drives today. In Oneonta, a blood drive is being held at SUNY Oneonta from 12:00 Noon until 5:00 PM, one is being held in Cooperstown from 1:00 to 6:00 PM at the Clark's Sports Center, & another is being held in Morris from 1:00 to 6:00 PM at the Zion Episcopal Church on Main Street. Blood donors of all blood types, especially type O, and platelet donors are urged to make an appointment to donate at RedCrossBlood.org or by calling 1-800-RED CROSS

State Police will be participating in the “Drive Sober or Get Pulled Over” campaign again this year. Troopers will have extra patrols on the roads monitoring traffic and will be conducting DWI sobriety checkpoints. In addition to the DWI checkpoints and patrols, Troopers will also be watching for distracted or impaired drivers, vehicle occupants who are not properly buckled up, and drivers that are violating the Move Over Law. During the campaign, Troopers will be using both marked State Police vehicles and Concealed Identity Traffic Enforcement vehicles, which will allow Troopers to blend in with every day traffic.

The Otsego County Sheriff’s Office arrested 33-year-old James Carey Jr. of Oneonta for disseminating indecent material to minors and endangering the welfare of a child. Carey is accused sending and receiving nude photographs” between himself and a 12-year-old girl, he was sent to the Otsego County Correctional Facility and is scheduled to appear in Town of Otsego Court on November 28.
Governor Cuomo today announced $22.9 million in grants to support 11 critical municipal water infrastructure projects in the Southern Tier. This funding represents $46.6 million in taxpayer savings and supports the creation of more than 3,200 jobs. These grants are funded through the state's highly successful Water Infrastructure Improvement Act program. The Village of Hancock will get a grant for 2.4 Million dollars toward their $4 Million dollar drinking water project.
2 people were arrested after an alleged domestic dispute last month where a shotgun was displayed. Troopers responded to a residence on Hotchkiss Hill Road in Greene where 32 year old Brian Brick of Greene allegedly waved a shotgun during a dispute, he left in a truck with 37 year old Michael Halstead of Scranton, Pennsylvania. Halstead is accused of accepting the shotgun from Brick; he cannot legally possess weapons as a convicted felon. Halstead was charged with Criminal Possession of a Weapon; he was arraigned in the village of Greene Court and remanded to the Chenango County Jail on $5,000 cash bail or $10,000 bail bond. Brick turned himself in to State Police last week, he was charged with Criminal Possession of a Weapon & Menacing, and he was arraigned and remanded to the Chenango County Jail on $10,000 cash bail or $15,000 bail bond.
State Police arrested 34 year old Donald Shurock of Oxford for Resisting Arrest and 2 counts of Criminal Mischief, Troopers were dispatched to a domestic dispute on Lucas Lane in the town of Oxford, where Shurock damaged property and also took the victim’s phone while the victim attempted to call for help the previous day. After an investigation, Shurock Jr. was arrested. He was arraigned in the town of Oxford Court where he was remanded to the Chenango County Jail on $2,500 cash bail or $10,000 bail bond. An order of protection was issued by the judge.
State Police arrested 53 year old Michael Kane of Bainbridge for DWI, after a trooper monitoring traffic on State Highway 7 in the town of Unadilla observed the vehicle that Kane was operating to have an equipment violation. After a traffic stop was initiated, Kane was arrested and released on appearance tickets returnable to the town of Unadilla Court on November 19th.
Delaware County Sheriff Deputies’ responded to a physical domestic dispute on Dry Brook Rd in the Town of Tompkins in August, upon completion of the investigation 65 year old Gerald Brundege of Tompkins was arrested for Harassment, 53 year old Mary Brundege of North Branch, NY was arrested for Harassment, she was released on a Criminal Summons. 64 year old Erpherd Brundege was arrested on an Arrest Warrant issued by the Town of Tompkins Court for Harassment, Reckless Endangerment & Assault; he was arraigned in the Village of Walton Court and released on his own recognizances. All parties are to appear in the Town of Tompkins Court at a later date to answer the said charges.
State Police arrested 43 year old Arzou Hami of Coventry for Menacing a Police Officer, Menacing, Criminal Possession of a Weapon and Resisting Arrest. A trooper was dispatched to a residence on State Route 235 in the town of Coventry that Hami was allegedly breaking property, allegedly threatened the victim with a Barbecue skewer. When the trooper entered the residence, Hami was sitting on the floor; she displayed a knife and threatened the trooper several times. Hami was tased and was taken into custody. She was arraigned in the town of Afton Court where she was remanded to the Chenango County Jail on $10,000 cash bail or $20,000 bail bond. She will return to Afton Court on November 14th.

The State Department of Health announced that it has issued the 2nd 2-year report on the Medical Use of Marijuana Under the Compassionate Care Act. The report recommends changes to increase patient access, which includes allowing practitioners to certify patients who previously did not qualify for medical marijuana; permitting all practitioners who can prescribe controlled substances to people to become registered providers; and initiating a pilot study to assess the cost-benefits of health insurance coverage. Autopsies have been completed on Christina Arvidson and Dustin McMahon of Richmondville, Who were found 1 week ago deceased in the town of Summit. The cause of death for Arvidson was a gunshot wound to the head, and the manner of death has been ruled a homicide. The cause of death for Dustin McMahon was a gunshot wound to the head, and the manner of death has been ruled suicide. The autopsy results are consistent with the evidence located at the scene. State Police are continuing with the investigation into the circumstances that led to the murder-suicide.

65 year old Daniel Drew of Buffalo has been identified as the pilot of the fatal plane crash near Chase Brook Road in the town of Tompkins Friday afternoon. Otsego County held its 21st annual Hazardous Waste Collection Day this past weekend, with a Friday event in Unadilla & the Saturday event at the Meadows Office Complex in Cooperstown. Approximately 689 households participated, & this was the 9th year that pharmaceuticals and medications were collected free of charge, with an estimated 175 pounds collected for incineration. A team of local volunteers diverted latex paint from the waste stream and poured an estimated 270 gallons into bulk containers, which will be re-mixed by Golden Artist Colors of Chenango County for eventual re-distribution to local not-for-profit agencies.

23-year-old Kevin Perry of Laurens pleaded guilty to 2 counts of 2nd degree murder in Otsego County court Friday. Perry pleaded guilty to killing his parents in their town of Laurens home in early December of last year. Perry will face sentencing on October 19th.
Delaware County Sheriff’s Deputies & the Downsville Fire Department and Emergency Squad responded to a 911 report of a motor vehicle accident Sunday Morning on County Highway 7; The Cat Hollow Road in the Town of Colchester. Upon arrival, first responders found the involved vehicle fully engulfed in flames. Following fire suppression, responders found that the vehicle’s driver was deceased, there were no other occupants. Investigators determined that 41 year old Anthony Driskell of Unadilla, lost control of his vehicle, left the roadway and struck a tree. The cause of this accident remains under investigation.
Delaware County Sheriff's Deputies investigated a fatal motor vehicle accident on State Highway 10 in the Town of Walton Friday Night. 21 year old Aaron Tubbs of Treadwell was operating a bicycle on State Hwy 10, when he was fatally struck by a vehicle operated by 66 year old Michelle Mason of Hamden. Mason and her passenger were uninjured. The cause of the collision remains under investigation.
Governor Cuomo today announced that New York State Police are stepping up patrols to crack down on dangerous drivers as students return to school. The Governor urged motorists to watch for students as they walk or bike to school, follow posted speed limits, and stop and wait whenever a school bus is stopped with its red lights flashing and its "stop" sign extended. This is the latest step in a series of safety measures the Governor has recently taken to get the school year off to a safe start.In addition to stepping up enforcement efforts, the State Police will also be partnering with AAA for their "School's Open - Drive Carefully" campaign.

State Police and local law enforcement will be out in force through Labor Day weekend as part of the national “Drive Sober or Get Pulled Over” campaign to prevent drugged and drunk driving. The national enforcement period begins on Friday and runs through Labor Day, Monday, September 3rd. Governor Cuomo directed agencies specializing in disaster recovery and clean-up to the Finger Lakes and Southern Tier To assist counties after heavy rains and flash flooding that caused damage to roads, bridges, homes and other critical infrastructure. The National Guard has deployed 50 personnel and is staging an additional 150 personnel for deployment to assist local governments with debris removal and cleanup. Damage assessment teams specializing in engineering and structural assessments from the Department of Transportation will be operating in the Southern Tier and Finger Lakes to evaluate roads, bridges and other infrastructure for damage and safety concerns.

Vancourt-Wels will serve 10 years in a State correctional facility as part of the plea bargain arrangement.

Governor Cuomo signed anti-hazing legislation to help keep students safe as they go back to school. The law prohibits certain physical contact or requiring physical activity in any organization's initiating ceremony to prevent the deaths or serious injuries of students during fraternity pledging ceremonies. Tobias Rundstrom-Wooding of Norwich received 20 years to life in prison for 2nd-degree murder and 1st-degree rape, in Chenango County Court Monday. Rundstrom-Wooding accepted a plea deal from the Chenango County District Attorney's Office for the rape & murder of 11 year old Jacelyn O'Connor on July 30, 2017. James Brower will be tried for his role in the case at a later date.

The dam was overtopped last Thursday during the severe rainstorm, causing extensive damage to the dam & the brook, the dam is not in imminent danger of failure. If evacuations become necessary, the residents below the dam will be notified. The State of Emergency was declared because the dam is located on private property and a State of Emergency allows local officials to gain access to the property & to mitigate the situation.
Delaware County Sheriff’s department arrested 2 Otsego County residents on drug charges Friday, following the execution of a search warrant on a vehicle in the Town of Sidney. Investigators arrested 30 year old Lisa Hayslip of Oneonta and 30 year old William Katalinas of Unadilla for Criminal Possession of a Controlled Substance. Hayslip and Katalinas are accused of possessing heroin with the intent to sell. Deputies seized heroin, Suboxone, drug packaging paraphernalia and approximately $200 cash. Hayslip and Katalinas were arraigned and were remanded to the Delaware County Jail on $100,000 cash bail pending action in the Town of Sidney Court Wednesday. Additional charges will be filed shortly.
The Greene Fire Department announced that Chenango County road 2 between Route 12 and Route 206 is closed, Officials said that flash flooding washed out the road, make it impassable until further notice.

State Police arrested 23 year old Daniel Shelton of Unadilla for DWI after Troopers were dispatched by Delaware County 911 to a report of a vehicle in the median on Interstate 88. Troopers learned that Shelton was traveling in a westerly direction when he veered to the right, struck a guiderail then crossed back toward the median. Shelton was arrested & was released to a sober third party and will appear in the town of Sidney Court on August 23rd.
The Otsego County health Department reported that a raccoon in the town of Mt. Vision, tested positive for rabies last week. The raccoon attacked a dog on Wednesday, 1 person came in contact with the raccoon while attempted the save the dog. The dog was up to date on its rabies vaccinations, and required a booster that evening. The next rabies clinic in Otsego County will be Tuesday from 6:00 to 8:00 PM at Neahwa Park in Oneonta.
President Trump is planning to stop in Central New York today, first he will stop at Fort Drum in Watertown to sign a defense bill, then he will attend a $1000 a ticket fundraiser at an undisclosed location for Congresswoman Claudia Tenney, who is seeking re-election for a 2nd term to the 22nd District against Democrat Anthony Brindisi. Brindisi will host a fundraiser tonight in Utica; Tickets will start at $10 and can be purchased online in advance or at the door. State Police at Oneonta arrested 41 year old Coryn Rock of Morris on 4 counts of Criminal Contempt, after Troopers were contacted on July 26th, after a victim accused Rock of sending unwanted messages to a total of 4 people who were protected by an order of protection. Rock was arrested and arraigned in the town of Morris; she was released on her own recognizance pending additional court action.

Several area fire companies responded to the report of a fully involved garage & structure fire at 117 River Road in Gilbertville. State Comptroller Tom DiNapoli announced that his office conducted an audit of the Department of Taxation and Finance regarding Personal Income Tax. Auditors examined personal tax refunds processed during the 2017 calendar year, the department processed almost 7.7 million refunds totaling over $9.5 billion. Auditors stopped 10,414 refunds totaling almost $36.7 million and sent them to the department for follow up evaluation and appropriate action.
The New York State Department of Labor today released preliminary local area unemployment rates for June 2018. The Statewide rate was 4.2% in June, locally Chenango County dropped to 5%, Delaware County also dropped to 5% unemployment & Otsego County decreased top 4.5% in June.

State Senator Fred Akshar has come under fire for his relationship with Jessica Williams, who has worked for Akshar, his predecessor Tom Libous & is now working for the state Senate Republicans staff and she has received large percentage pay increases since 2011. Akshar spokesman Emmanuel Priest told WCDO News that Williams' is involved with Senator Akshar, and the increasing salary was commensurate with the work she has been tasked with doing. Akshar has been a State Senator since 2015, when he won a special election to fill Libous's seat.
State Police arrested 45 year old Brett Brooks of Sidney, Wednesday, for Operating a Motor Vehicle While Impaired by Drugs. Troopers were dispatched to a 2 car Accident on State Highway 7 near Valley View Drive in Unadilla. After an investigation, Brooks was arrested and arraigned in the town of Unadilla Court, he was released on his own recognizance and scheduled to reappear on August 13th.
Governor Cuomo today announced $30 million is available statewide to support conservation easement projects on dairy farms. The Farmland Protection Program for dairy builds on New York State's continued land preservation efforts. In May, the State announced nearly $38 million is available through the Farmland Protection Implementation Grant program to help Farmers across New York protect valuable and at-risk farmland. The application deadline is August 31, and the Request for Proposals is available at agriculture.ny.gov/RFPS.html.

Governor Cuomo announced that advance sale tickets for the 2018 Great New York State Fair will be available Monday, July 9, including new discounts to make the Fair more affordable. Delaware County Sheriff’s Deputies arrested 71 year old Phyllis Brown of Denver, New York for DWI, failure to maintain lane and failure to notify DMV change of address. The arrest was the result of a civilian report that Brown was driving erratically in the Village of Margaretville, nearly causing multiple collisions in the opposing lane of travel. Brown was released and is scheduled to appear at the Town of Middletown Court at a later date.

Broome County Sheriff’s Office responded to the intersection of Colesville Rd and Sanitaria Springs Rd. in the Town of Colesville at about 6:10 last night for a 2-car motor vehicle accident. A pickup truck driven by 42 year old Christopher Condon of Binghamton collided with a Subaru driven by 56 year old Edson Kitchen of Bainbridge, Deputies determined that the Condon vehicle had the Right Of Way. Kitchen & his wife Mary were pronounced deceased at the scene. Condon sustained minor injuries and was transported to Lourdes Hospital, where he was treated and released. The accident is under investigation.
State Police arrested 26 year old Kayla Burch of Rhinebeck for DWI after Troopers observed a vehicle speeding on Main Street in the village of Unadilla. Burch was arrested and released on appearance tickets returnable to the town of Unadilla on July 9th.
The State Comptroller's office completed an audit of the Village of Afton. The Audit found that the village Board did not properly manage fund balance levels, did not provide proper oversight of the Clerk-Treasurer’s cash receipts and disbursements & did not ensure that water rents and penalties were properly billed. The audit suggestes that the Village Develop a fund balance policy that should be maintained to meet the Village’s needs, Segregate the Clerk-Treasurer’s financial duties or establish sufficient compensating controls to provide additional oversight & Ensure that all system users are properly charged for water use and penalties.
State Lawmakers are pushing for a bill to install cameras in school busses, to try to stop an estimated 50,000 drivers from passing busses with its flashers on each year. The cameras would capture the license plate of vehicles that fail to stop behind school buses and issue them with a fine of up to 250 dollars. The bill has been stalled in the legislature since 2013.
A bill that would ban minors under 18 from using indoor tanning devices passed on Tuesday in the New York State Senate. The bill removes procedures in granting 17 to 18 year olds access to tanning booths and exempts licensed physicians who use or prescribe a phototherapy device with respect to a patient of any age. Current law prohibits children under 16 years of age from using tanning facilities. The bill has already passed in the Assembly. It now goes to the Governor.

State Police arrested 24 year old Demario Reed of Guilford for DWI with a reported B.A.C of .17%. Troopers were dispatched to a one car crash into a guiderail on State Highway 7 in the town of Otego, where Reed was arrested; he was released and will appear in the town of Otego Court on June 21st.
State Police arrested 22 year old Brandon Ortiz of Stamford for Aggravated Harassment & 2nd degree Harassment, after Troopers received a complaint that Ortiz struck a victim and later threatened the victim over social media. Ortiz was arraigned and was released on $500 cash bail; he is scheduled to reappear in court on June 12, 2018.
