Governor Cuomo announced that the New York Air National Guard is preparing to deploy 75 Airmen from the 106th Rescue Wing to assist in the response to Hurricane Michael, which is hitting the Florida panhandle today. The Airmen from the 106th Rescue Wing will deploy to Gulfport, Mississippi with one HC-130 search and rescue aircraft, one HH-60 Pave Hawk Rescue helicopter and two inflatable rescue boats. In addition, the New York Army National Guard is preparing to deploy 2 heavy lift helicopters to Tallahassee, Florida with 20 Soldiers. The HC-130 can conduct search operations from the air and can refuel helicopters in flight, which extends the range of the helicopters.
Sidney area residents over 65 can get assistance with medical bills of prescription costs through the Mary MacKinnon Trust Fund. Community Bank Trust Department Spokesperson Julia Goff explains:

Delaware County Sheriff's Department and State DOT Inspectors conducted a commercial vehicle inspection on State Highway 30 in the Town of Colchester. 3 Inspections were conducted; Deputies issued 17 summonses for various safety violations including unsafe tires, uninspected motor vehicle, unregistered vehicle, loose cargo, spreading debris on the highway, & inadequate brakes. 2 of the vehicles were taken out of service, 1 driver was arrested for a displaying a forged commercial motor vehicle inspection certificate and issued multiple summons returnable to the Town of Colchester Court.
Delaware County Sheriff’s Office Criminal Investigation Division arrested 46 year old Michael Lynch of Sidney following the execution of a search warrant at his County Highway 23, Town of Sidney, and residence. Members of the Criminal Investigation Division, acting on a tip, obtained a search warrant for Lynch's residence, they seized marijuana plants, drying marijuana and a number of rifles and shotguns, Lynch was charged with criminal possession of marijuana & unlawful cultivation of cannabis, he was issued an appearance ticket for Town of Sidney Court at a later date.
The Regional Economic Development Council awards will include $690,000 for the Bethel Woods Center for the Arts, located on the site of the original 1969 Woodstock Music and Art Fair held 50 years ago. Bethel Woods will use the state funding for the 50th anniversary event for next year, which is planned as a 3-day festival like the original event.
The Otsego County Health Department will hold the next Rabies Vaccination clinic tonight in Otego. The clinic will be held at the Otego Fire Department from 6:00 to 8:00 PM. More information is available at 547-4230.
The Broome County Health Department has confirmed 2 cases of the West Nile Virus in recent weeks. Both Patients were hospitalized and both are recovering. Mild cases usually feature a fever, headache, body aches and occasionally skin rash or swollen glands, more serious cases include high fever, neck stiffness, muscle weakness and an altered mental status. Public health officials say the key is to avoid being bitten by mosquitoes, through insect repellent, screens and the elimination of standing water.
The Governor’s Administration and Oneonta Mayor Gary Herzig announced an October 11 roundtable event in Oneonta to discuss the upcoming 2020 Census and steps to ensure a full count of all New Yorkers. The discussion will be led by Mayor Herzig and Richard Tobe, Governor Cuomo’s Director of Special Intergovernmental Projects, it is open to the public and will take place Thursday at 2:00 PM at the Foothills Performing Arts & Civic Center on Market Street and more information is available at ny.gov/programs/2020-census.

Delaware County Sheriff’s Deputies arrested 20 year old Jared Rolfe of Walton, Saturday on 1 count of Aggravated Unlicensed Operation of a Motor Vehicle, operating a vehicle with more passengers than safety belts, and unlicensed operator, after an investigation of a reported under age party in the Town of Masonville. Rolfe was observed by Deputies to have been operating a motor vehicle, while his driving privileges were suspended in the State of New York. Rolfe was released on an appearance ticket and was scheduled to appear before the Town of Masonville Court at a later date.

There are an estimated 6,000 to 8,000 wild bears in New York State, with most of them living in the Adirondacks and Catskills. DEC Officials said that Regular big game hunting season for deer and bear begins on Oct. 20 in northern New York and Nov. 17 in the southern zone, more information is available at dec.ny.gov/outdoor.
Bob Evans Farms is recalling nearly 47,000 pounds of pork sausage links because it might contain pieces of plastic. The items have establishment number "EST 6785" & a lot number of 8213, and were sold in several state including New York & Pennsylvania, so far, no injuries have been reported. The sausage should be thrown out or returned to place of purchase.

Assemblyman Cliff Crouch announced that the Harpursville School District will be receiving funding in the form of low-cost tax-exempt bonds to help support facility upgrades. The money is issued through the Dormitory Authority of the State of New York; Harpursville will be receiving $11,705,000 in funding.
Commerce Chenango announced that trail runners can register for the upcoming Chobani Chamber Challenge Trail Run, scheduled to take place on Sunday, September 30th in the town of Pharsalia. The 3rd annual Trail Run features both 5k and 10k races, Chobani will distribute Chobani yogurt products to participants. The Otsego County Democratic committee announced that they will hold their annual dinner and Silent Auction on September 8th at the Hunt Union Ballroom at SUNY Oneonta. The special guest will be 19th congressional District candidate Antonio Delgado, who is running against Republican incumbent John Faso in November.
Broome County District Attorney Steve Cornwell announced that 31 year old Brett Poyer of Port Crane pleaded guilty today to all charges, Poyer was due to stand trial in Broome County Court today. Poyer pleaded guilty to 2nd & 3rd degree criminal possession of a controlled substance, and 3 counts of criminal use of drug Paraphernalia. Poyer was arrested for allegedly operating a Methamphetamine ring that sold Meth along the East Coast; he faces sentencing on October 18th.
Governor Cuomo is outspending Democratic gubernatorial Race rival Cynthia Nixon by a huge margin, with the Democratic primary less than one month away. Cuomo's Campaign spent $7.5 million between July 17th & August 13th, while Nixon spent over $600,000 during the same time period. The Governors Campaign fund currently has More than $20 million left, while Nixon's campaign reported less than $450,000 left for Nixon's campaign.
The State of Emergency for 14 counties hit by flash flooding last week, ends tomorrow. Locally, Broome & Chenango Counties suffered significant damage; the counties with the most damage are Cayuga & Seneca Counties.

It is alleged that Samuels engaged his female partner in a physical domestic dispute and also caused damage to the property of the victim. Samuels was arraigned at the Village of Walton Court, he was remanded to the Delaware County Jail on $2000 cash or $4000 bond, pending Action in Village of Walton Court at a later date.
The City of Oneonta has been awarded a New York State Agriculture and Markets Community Growers Grant in the amount of $25,000 to make improvements to the Community Garden located at the Swart-Wilcox Park on Wilcox Avenue. Work at the garden will include installing a new accessible area with 4 raised table top beds, a new accessible path from the street and sidewalk to the garden, reinforced fencing to keep animals out, extending the water system through the length of the garden, a new shed and Communal gardening equipment, and new picnic tables and benches.

3 proposals were received by the Unatego School District for the sale of the former Otego Elementary School. Superintendent Dr. Dave Richards explains:

Dr. Richards said that the proposals received were from the Kildonan School of Amenia, to turn the building into a school for Dyslexic children, from LPP Management for a mixed use facility & 2+4 Management for senior apartments.
State Police are investigating a 1 vehicle crash on State Route 357 in the town of Unadilla that troopers discovered while on patrol. The Unidentified 40 year old man apparently drove off the highway, into Guide wires & a tree, he was extricated by Unadilla Firefighter & he was airlifted to Wilson Hospital in Johnson City for treatment of head injuries & an arm fracture. The investigation is ongoing.
The Town of Sidney Offices, including the Court, has been moved into the New Sidney office building at 44 Grand Street. Sidney Town Supervisor Gene Pigford comments:

The next Town of Sidney Board meeting will officially be held in the 44 Grand Street location in Sidney. The moves were precipitated by the sale of the Sidney Civic Center to 2+4 Management Company, who have built senior apartments on the 2nd & 3rd Floors, which forced offices to move to the 1st floor, or out of the building into new locations.
Otsego County Sheriff's department arrested 36 year old Ryan Biggs of Gloversville following an accident in Worcester Sunday. Biggs is accused of driving mentally & physically disabled people in an ARC vehicle while intoxicated, he was charged with DWI & endangering the welfare of an incompetent or disable person, he was released & faces court action at a later date.
A Cortland man was found guilty by an Otsego County Jury for selling heroin & cocaine in the city of Oneonta recently. 34 year old Jason Chase was found guilty after the jury deliberated for about 40 minute, he was returned to the Otsego County Jail pending sentencing on August 3rd on 2 counts of criminal possession of a controlled substance.
Delaware County Sheriff’s Deputies arrested 28 year old Aaron Dumond of Denver New York for Tampering with Physical Evidence & Conspiracy, after a reported Assault in Roxbury in May. Dumond allegedly altered and concealed physical evidence; he was arraigned & was remanded to the Delaware County Jail on $20,000 cash bail or $40,000 bond pending future court action.
State Police at Deposit arrested 25 year old William Caiati of Tompkins, for Aggravated Family Offense, Criminal Mischief, Criminal Obstruction of Breathing and Harassment. A trooper responded July 4th to a domestic dispute, where 1 victim reported that Caiati placed his hands around her neck, restricting breathing and she was shoved to the ground and injured her wrist, Ciaiti is also accused of disabling the victim's phone. A second victim reported that he allegedly punched her when she attempted to intervene. Caiati left, but was located by phone & turned himself in, he was arraigned in the town of Deposit and remanded to the Delaware County Jail on $1000 cash bail. An order of protection was also issued.
State Police at Oneonta arrested 28 year old Kevin Matthews of Worcester for Unlawful Use of a Motor Vehicle. Troopers responded to a report of a vehicle that was taken without the owner’s permission, Matthews allegedly took the vehicle on July 4th, another vehicle in that driveway sustained damage. Troopers observed the vehicle on I-88 in Richmondville, they arrested Matthews for Driving while Ability Impaired by Drugs and other charges. Matthews was later turned over to troopers at SP Oneonta where he was arrested for Unlawful Use of a Motor Vehicle. He was arraigned in the Decatur Town Court and remanded to the Otsego County Jail on $1000 cash bail or $2500 bond.
State Senator Jim Seward joined officials from local domestic violence prevention programs Monday to announce state grants totaling $45,000 to help support key community services. The funding awards included: Opportunities for Otsego - $15,000; Catholic Charities of Delaware, Otsego & Schoharie Counties - $15,000; Delaware Opportunities - $7,500 & Liberty Resources in Chenango County - $7,500.
State Police at Sidney arrested 35 year old Ronald Greek of Dansville, for DWI with a reported B.A.C of .24%. A trooper on State Route 23 in Oneonta where Greek is accused of Speeding & being intoxicated, He was arrested & was released on appearance tickets for town of Oneonta Court on July 24th.
State Police at Sidney arrested 39 year old John Forte of Unadilla for Aggravated DWI with a reported B.A.C of .21%. Troopers were dispatched to a complaint of an intoxicated driver, a trooper located the vehicle in the driveway of a residence on Depot Street, Forte was arrested & was released on appearance tickets returnable to the town of Unadilla Court on July 23, 2018 then later turned over to a sober third party.

State Police are investigating a 1 vehicle crash on State Route 357 in the town of Unadilla that troopers discovered while on patrol. The Unidentified 40 year old man apparently drove off the highway, into Guide wires & a tree, he was extricated by Unadilla Firefighter & he was airlifted to Wilson Hospital in Johnson City for treatment of head injuries & an arm fracture. The investigation is ongoing.

Otsego County Sheriff's department arrested 36 year old Ryan Biggs of Gloversville following an accident in Worcester Sunday. Biggs is accused of driving mentally & physically disabled people in an ARC vehicle while intoxicated, he was charged with DWI & endangering the welfare of an incompetent or disable person, he was released & faces court action at a later date.
A Cortland man was found guilty by an Otsego County Jury for selling heroin & cocaine in the city of Oneonta recently. 34 year old Jason Chase was found guilty after the jury deliberated for about 40 minute, he was returned to the Otsego County Jail pending sentencing on August 3rd on 2 counts of criminal possession of a controlled substance.
Delaware County Sheriff’s Deputies arrested 28 year old Aaron Dumond of Denver New York for Tampering with Physical Evidence & Conspiracy, after a reported Assault in Roxbury in May. Dumond allegedly altered and concealed physical evidence; he was arraigned & was remanded to the Delaware County Jail on $20,000 cash bail or $40,000 bond pending future court action.
State Police at Deposit arrested 25 year old William Caiati of Tompkins, for Aggravated Family Offense, Criminal Mischief, Criminal Obstruction of Breathing and Harassment. A trooper responded July 4th to a domestic dispute, where 1 victim reported that Caiati placed his hands around her neck, restricting breathing and she was shoved to the ground and injured her wrist, Ciaiti is also accused of disabling the victim's phone. A second victim reported that he allegedly punched her when she attempted to intervene. Caiati left, but was located by phone & turned himself in, he was arraigned in the town of Deposit and remanded to the Delaware County Jail on $1000 cash bail. An order of protection was also issued.
State Police at Oneonta arrested 28 year old Kevin Matthews of Worcester for Unlawful Use of a Motor Vehicle. Troopers responded to a report of a vehicle that was taken without the owner’s permission, Matthews allegedly took the vehicle on July 4th, another vehicle in that driveway sustained damage. Troopers observed the vehicle on I-88 in Richmondville, they arrested Matthews for Driving while Ability Impaired by Drugs and other charges. Matthews was later turned over to troopers at SP Oneonta where he was arrested for Unlawful Use of a Motor Vehicle. He was arraigned in the Decatur Town Court and remanded to the Otsego County Jail on $1000 cash bail or $2500 bond.

29-year-old Corey Robinson has waived extradition in Georgia, he will be returned shortly to Broome County to face charges of 2nd-degree murder, for the death of 46-year-old Erika Smith Cunningham of Binghamton, who died after being shot at 92 Crocker Avenue on April 1st. Robinson was taken into custody Thursday night in Marietta, Georgia. Johnson City Police also announced that the weapon believed to have been used in the shooting has been recovered from the Susquehanna River by State Police Divers on Saturday.

Walton Police Department pulled over a vehicle driven by 27 year old Noel Rubio-Cruz Sunday, Police disvcovered that a passenger; 47 year old Adrian Peralta-Reyes was an illegal alien and fugitive wanted on an immigration warrant since 2000, he was tiurned over to U.S. Immigration & Customs Enforcement officers. Another passenger, 18-year-old Alfredo Maldonado-Garcia was also found to be in the country illegally, he resisted arrest by running away and crossing the Delaware River twice. He was eventually taken into custody and charged with obstructing governmental administration & was arraigned in Village of Walton Court and was sent to the Delaware County Jail on $4,000 bail. Rubio-Cruz was arraigned for speeding and operating a vehicle with a suspended registration and sent to the Delaware County Jail on $2,000 bail.
State Police intercepted a vehicle with a missing 2-year-old from South Carolina. The two-year-old had suffered a gunshot wound to his lower extremities in South Carolina and had not received medical attention. The vehicle in I-81 near exit 6, it was stopped without incident. 24 year old Holly Dew and 23 year old Randi Session of Conway, South Carolina were arrested for Endangering the Welfare of a Child. The 2-year-old was transported to Wilson Hospital where he is in stable condition. Broome County Child Protective Services was contacted and two other children were turned over to CPS. Both Dew and Session were arraigned in the town of Chenango Court and were remanded to the Broome County Jail on $2,000 cash bail or $4,000 bond.

State Police have charged 31-year-old Serina Madden of Colesville with 2 counts of endangering the Welfare of a child. Madden is accused of allowing 2 of her children to play & sleep in the same room where her 10 year old daughter Belladonna Loke had died. Madden was held in the Broome County Jail on the 2 charges, the investigation into the death of the girl is continuing, the results of an autopsy performed earlier this month has not been released. Police said that Loke suffered from a serious medical condition at the time of her death.

The US Department of Justice announced the arrests of 37-year-old Joshua Carey of Stamford and 27-year-old Ariel Machia of Middleburgh for sexual exploitation of a 1-year-old, whom they used to produce child pornography. Both appeared in court last Friday & were detained pending further proceedings. The case is being investigated by the FBI and its Child Exploitation Task Force, with the assistance of the Schoharie County Sheriff’s Office, the Delaware County Sheriff’s Office and State Police.

Area School Superintendents will meet with Delaware County Sheriff Craig Dumond next month, about a plan to get more law enforcement officers into schools, in response to the growing number of school shootings.

Dumond said that the New York State Association of Sheriffs is calling on the state legislature to include in the state budget sufficient funding to have at least one armed officer at every school in the state.
The Village of Sidney announced a public meeting for village residents next week, regarding another phase of flood mitigation efforts, specifcally the "Green Plain". The meeting will be held Tuesday from 5:00 to 7:00 PM in the Sidney civic Center.
Democratic governors of Northeastern states announced that they have formed a coalition to work collectively to fight gun violence. New York Governor Andrew Cuomo & the governors of New Jersey, Rhode Island and Connecticut will sign a memorandum of understanding to develop ways the states can jointly develop shared law-enforcement efforts, so that they can share data on suspects and on gun purchases. The announcement comes after the deadly shooting this month at the Marjory Stoneman Douglas High School in Parkland, Florida, that killed 17 students.
State Troopers received a report of a missing person by the name of 17 year old Kathleen Miller (also known as Valerie Angel Amato), described as a white female, 5 feet 2 inches tall, weighing about 130 pounds, she was last seen wearing a blue Buffalo Bills sweatshirt, leggings, black sneakers and she was carrying a white duffel bag. She was spotted Monday morning at 10:30 AM, on State Route 21 in the town of Wayland, and again on Wednesday afternoon in the village of Dansville, police believe that she may be heading to Binghamton, where she has family. Deputies & Hancock Police arrested 23 year old Axel Zazeckie and 26 year old Robert Croci for failure to appear in the Binghamton City Court, they were turned over to Broome County Sheriff’s Deputies, Zazecki is facing charges of Criminal Possession of a Controlled Substance & False Personation and Croci is charged with Criminal Possession of a Controlled Substance. 27 year old Daniel Dermody of Hancock was stopped by Hancock Police for Aggravated Unlicensed Operation of a Motor Vehicle, he was arraigned and was remanded to the Delaware County Jail, he was also wanted for failure to appear & is being turned over to the Broome County Sheriff’s Office to answer to charges of DWI, Driving with a BAC over 0.08 percent and moving from lane unsafely in Binghamton.

Delaware County Sheriff’s Deputies arrested 30 year old Christopher Vanburen of Otego for Unlawful Possession of Marihuana, after a motor vehicle accident on County Highway 21 in the Town of Walton. Vanburen was also cited for leaving the scene of a Property Damage Motor Vehicle Accident and Failure to Keep Right, he will return to the Town of Walton Court at a later date.

The Village of Sidney announced a public meeting for village residents next week, regarding another phase of flood mitigation efforts, specifcally the "Green Plain". The meeting will be held Tuesday from 5:00 to 7:00 PM in the Sidney civic Center.
Democratic governors of Northeastern states announced that they have formed a coalition to work collectively to fight gun violence. New York Governor Andrew Cuomo & the governors of New Jersey, Rhode Island and Connecticut will sign a memorandum of understanding to develop ways the states can jointly develop shared law-enforcement efforts, so that they can share data on suspects and on gun purchases. The announcement comes after the deadly shooting this month at the Marjory Stoneman Douglas High School in Parkland, Florida, that killed 17 students.
State Troopers received a report of a missing person by the name of 17 year old Kathleen Miller (also known as Valerie Angel Amato), described as a white female, 5 feet 2 inches tall, weighing about 130 pounds, she was last seen wearing a blue Buffalo Bills sweatshirt, leggings, black sneakers and she was carrying a white duffel bag. She was spotted Monday morning at 10:30 AM, on State Route 21 in the town of Wayland, and again on Wednesday afternoon in the village of Dansville, police believe that she may be heading to Binghamton, where she has family. Delaware County Sheriff Deputies arrested 3 Hancock men wanted on Bench Warrants issued by the Binghamton City Court. Deputies & Hancock Police arrested 23 year old Axel Zazeckie and 26 year old Robert Croci for failure to appear in the Binghamton City Court, they were turned over to Broome County Sheriff’s Deputies, Zazecki is facing charges of Criminal Possession of a Controlled Substance & False Personation and Croci is charged with Criminal Possession of a Controlled Substance. 27 year old Daniel Dermody of Hancock was stopped by Hancock Police for Aggravated Unlicensed Operation of a Motor Vehicle, he was arraigned and was remanded to the Delaware County Jail, he was also wanted for failure to appear & is being turned over to the Broome County Sheriff’s Office to answer to charges of DWI, Driving with a BAC over 0.08 percent and moving from lane unsafely in Binghamton.

The State Division of Veteran's Affairs office re-opened in Sidney at a new location. State assemblyman Cliff Crouch worked with state Senator Jim Seward to have a Sidney officer re-opened, after the previous office closed at the Civic Center, when it was sold to a private developer:

State Police arrested 22-year-old Asif Khan from Triangle, Virginia for Unlawful Possession of Marihuana & Speeding, & 25-year-old Quais Sidiqi of Dumfries, Virginia for Criminal Possession of a Weapon. The arrests followed a traffic stop where Khan was observed speeding at 93 miles per hour on I-81, in Broome County, Troopers detected marijuana odors from inside the vehicle, a subsequent search also found that Sidiqi unlawfully possessed a handgun, that was unloaded. Khan was issued tickets for town of Barker Court on February 27th; Sidiqi was arraigned at the Broome County Central Processing and was remanded to the Broome County Jail with no bail set, pending court action on February 27th.
NY State of Health today announced that more than 4.3 million New Yorkers have enrolled in health coverage. The 2018 Open Enrollment Period finished with nearly 1 million people combined enrolled in a Qualified Health Plan and the Essential Plan, an increase of 84,000 since the end of open enrollment in 2017. More than 1.36 million people enrolled in a non-Medicaid program through the Marketplace and, 2,965,863 people enrolled in Medicaid through the Marketplace.

Police were in pursuit of a man with long red hair who walked across the Susquehanna River from the park towards Chenango County Route 39.
Governor Cuomo announced the 38th annual Empire State Winter Games will kick off Today, and will run until Sunday in Lake Placid. More than 2,500 participants will compete in 17 different sports during the 3-day festival.

26 school districts have been designated as fiscally stressed under State Comptroller Tom DiNapoli’s Fiscal Stress Monitoring System, which is a decrease from 59 districts that were listed in stress last year. None of the local schools were listed in significant stress, however 3 of the 7 are in “moderate fiscal stress” are local, they included the Norwich City School District, Harpursville central School & Schenevus central school. 17 schools were listed as “susceptible to fiscal stress”, which included Unatego & Oxford Academy. The highest percentages of stressed school districts were in Central New York with 8.3% and the Southern Tier 8.1%.
Voters in the Unatego School District voted in favor of 46 to 12 Wednesday. Voters approved of the district's plan to lease 3 large school busses and 1 small passenger bus.
Firefighters in Downsville responded to a fire in a garage that exploded due to the storage of fireworks. Fire investigators believe that the fire started with the lighting of a torch, which spread to the nearby garage. The building was a total loss; fire fighters from Walton, & East Branch assisted Downsville firefighters.
State Senator Fred Akshar released his latest Community Voice Survey online and by mail to poll the community on various issues facing constituents. Over 100,000 households across the 52nd District will be receiving the survey in the mail, which can be returned by mail after completion. The survey can be completed online at Akshar.NYSenate.Gov.

Investigators seized crack cocaine, heroin, 40 envelopes of heroin packaged for sale, suboxone strips and $917 in suspected drug sales. Police charged 46-year-old Floyd Crockett of Binghamton with multiple counts of criminal possession of a controlled substance, Crockett is being held at the City of Binghamton Police Department awaiting arraignment.
