Oneonta Police arrested 29 year old Kyle Ives of Oneonta for
2nd degree burglary & 4th degree Grand Larceny, in connection with
burglaries in downtown Oneonta.  Ives was
being held for arraignment, the investigation is ongoing & more charges may
be forthcoming.


The Oneonta Common Council enacted a new series of rules
regarding vacant properties in the city.

523 SFCU Members were affected at 2 ATM's with skimming
devices, and the steps are continuing to correct the issue, according to SFCU
Vice President of Marketing Keith May:

May said the amount of money allowed to be withdrawn daily
will be lowered for a short period of time; Law Enforcement is continuing their
investigation into who placed the Skimming devices at the SFCU Branches in
Walton and Oneida Street in Oneonta.


The State DEC invites Public Comment about Proposal for “No
Further Action” at the Amphenol Superfund Site on Delaware Avenue in Sidney at
dec.ny.gov until September 20th.  The DEC
has scheduled a public meeting tonight at 7:00 PM at Sidney Civic Center to
discuss the proposed remedy and accept public comments.


State Police responded to a 2 vehicle crash at County Routes 36 and 37 in Guilford today. a 52-year-old male of Bainbridge was operating a Honda, he made a U-turn directly in the path of a Pick-up truck pulling a loaded cattle trailer with 12 cows, driven by a 68-year old unidentified female from McDonough. The vehicles collided & exited the roadway. The Honda driver was transported by helicopter to Wilson Memorial Hospital where he died of his injuries. The 71 year old unidentified female passenger of the Honda was taken to Wilson Memorial Hospital in Johnson City. The pick-up driver declined medical treatment, 1 of the cows was killed during the crash. The investigation is continuing.

The Sidney Chamber of Commerce announced their 1st Fall Festival to be held next month, Chamber President Teri Schunk recommends registering now for the Cornhole Tournament or for Vendors spots:

The Town of Guilford announced a Special Board Meeting this
evening.  The meeting tonight will run
from 7:00 PM to 8:00 PM at the Town Hall on Marble Road, a Public Hearing
regarding Wilkinson Salvage is scheduled.


The Oneonta Police Department is
alerting residents of a scam.   A City
resident received mail with a Portugal, Spain postmark, that claims that the
recipient won a large sum of money in a lottery, and personal banking
information was needed to pay out the winnings.
Police said that the documentation appeared legitimate, however they
warn residents to never send any personal or banking information in cases like
this.  Anyone with information on a scam
can contact the State Attorney General's office and use their online complaint
form located online at ag.ny.gov/complaint-forms.

Governor Cuomo signed a bill into law Tuesday that lets
police agencies obtain more information on a Firearm License Application.  The legislation closes a loophole and will
give law enforcement access to out-of-state records.  Previously, New Yorkers could buy guns
outside of the county that they live in and stores would not be able to see
out-of-state gun applications or background checks.

This year is the 130th anniversary of the State University
in Oneonta; they are observing that milestone during their Founders Day Picnic
from 11:30 AM to 1:00 PM today.
Participants are asked to bring a non-perishable food item for local
food pantries and the food pantry in Hunt Union, the annual Picnic will be held
at the Academic quad.


Delaware County Public Health will hold a Free Rabies
Vaccination Clinic tonight for dogs, cats and ferrets at 6:00 pm until 8:00
pm.  The clinic will be held at the
Tompkins Highway Garage on State Route 206 in Trout Creek.

The Federal Energy Regulatory Commission has found that New
York waived its water quality authority for Williams' Constitution Pipeline,
giving new life to a natural gas project stalled since April 2016 when the
state DEC denied a permit.   Federal
regulators have cleared the way for the Constitution pipeline project to move
forward, if the company still plans to do so.
The original plans called for the pipeline to run from Pennsylvania
through the Susquehanna River Valley to the Capital Region, Williams Partners
appealed to federal courts after New York rejected a water quality permit over
concerns for 250 streams. The project still needs a permit from the U.S. Army
Corps of Engineers.


Governor Cuomo today signed legislation closing the legal
loophole that allows creditors to use New York courts to secure confessions of
judgment and seize the assets of borrowers for cases where the borrower has no
connection to New York. Prior to this new law, creditors were able to exploit
New York laws to freeze and seize a borrower's assets by obtaining a judgment
entered in a court far from where the contested agreement was executed, making
it difficult for a borrower to legally contest the unfair penalty.

A recent audit of the Village of Bainbridge found only 1
issue to be cleared up, after the village had spent over $4,000 at Barnard's

Mayor Wade said that Barnard submitted his resignation in
July, & that there was no intentional wrongdoing, and he hoped that Barnard
may revisit public service in the future.


The State Division of Budget
announced today that they are approving the State Board of Elections’ plan to
distribute $10 million to county governments to support early voting
implementation.  The State Budget
allocated $24.7 million for assistance with implementing a series of election
law reforms, including early voting. The State Board of Election’s Aid to
Localities Plan can be viewed at nysac.org.

Governor Cuomo announced that temporary lane closures for
road and bridge construction projects on New York State highways will be
suspended now until Tuesday, at 6:00 AM, to accommodate travelers during the
busy Labor Day weekend.  Governor Cuomo
is urging motorists to follow the state's Move Over Law & that state and
local law enforcement will be participating in the statewide "Drive Sober
or Get Pulled Over" enforcement through Monday.


11th Annual Susquehanna Balloon Festival at NEAHWA PARK in
Oneonta will be held today from 5:00 to 9:00 PM & tomorrow from 3:00 to

About 1000 NYSEG customers were without power at about 6:00
this morning, following yesterday's storms.
About 550 customers were without power, at about 11:00 AM, the number
was down to 100 by midafternoon, crews are working to restore power as soon as
possible.


Governor Cuomo signed legislation creating a Class E felony
for staged motor vehicle accidents when a person intentionally causes a motor
vehicle collision with the intent to commit a fraudulent insurance act. This
measure also creates a class D felony for when a person commits the same crime
and causes serious physical injury to another individual who was not a
participant in the crime.  The
legislation is named after Alice Ross, who was killed when her vehicle was
struck by another vehicle, which was the result of an intentional attempt to
commit auto insurance fraud by the other driver who planned to file insurance
claims and receive a substantial settlement as a result of the crash.

It was 10 years ago today that Jiverly Wong killed 13 People
& then took his own life at the American Civic Association on Front Street
in Binghamton.  The Association announced
that today is "Memorial Vigil Day" at the Memorial Tribute site near
Association.  A memorial service was this
morning at the Memorial Tribute Site, to honor the lives lost on April 3rd
2009, Matt Ryan was Mayor of Binghamton at the time of the tragedy &
participated in putting together the tribute, he spoke at this morning's event:

A Survivors Tribute will be held at 5:30 pm and a Vigil
Service at 6:30 pm, also at the Memorial Tribute site at the corner of Clinton
and Front Streets in Binghamton today.


State Police are warning the public of another phone
scam.  Troopers in Oneonta have received
reports of a phone scam that claims that the recipient's son has been involved
in an accident and in order to keep their loved one out of jail, they must
obtain immediately obtain Google pre-paid cards and give them a code.  Then caller later requests more money.   The scammers try to scare you into
cooperating, resist the urge to give them money.  If you receive a call like this and can’t
make contact with the person who is allegedly injured or in trouble, call 911. as
part of the plea deal, Franklin will receive between 7 and 11 years in prison
with 10 years of probation when she is officially sentenced on June 7th.


An elderly Oneonta resident, who was reported missing in January,
has been found safe.  67 year old Chester
Kucharski was reported missing after leaving Bassett Hospital in January,  Oneonta Police reported that Kucharski
checked into the Super 8 Motel on Oneonta's Southside, the clerk contacted
Police.   Kucharski was last seen on a
camera leaving Bassett Hospital on January 25th, he was referred to as a
vulnerable adult.  Kucharski told police
that he had gone to New Jersey & had no idea that he was the target of a
search.


The Town of New Lisbon announced that they are applying for
a Community Development Block Grant from the State Office of Community
Renewal.  The town could receive $198,000
for rehabilitating 6 homes needing a variety of repairs.  A Public Hearing will be held on April 9th at

Funding is available for qualified households located within 250 feet of the Goodyear Lake Shoreline, for septic system improvements; more information is available by calling the Otsego County Planning Department at 547-4225.


The Delaware County Department of public Works announced
that several roads that had temporary weight limits have had those limits
lifted.  The roads include County route 7
from State Route 30 to the Sullivan County Line, County Route 23 from County
Route 21 to Sidney Center, County Route 26 from State Route 10 to Downsville,
County Route 35 from Sidney Center to state route 206 in Masonville, &
County Route 67 from Route 10 to the village of Hancock.  The Limits are still in existence for County
Route 10 from State Route 28 to County Route 12 & County Route 16 from
State Route 10 to Treadwell.


Antione Bourbon-Parme, also
known as Anthony Cazzari has been arrested has been charged with 3rd degree
Grand Larceny, for allegedly stealing more than $18,000 by forging checks from
the Cooperstown Food pantry, while serving as one of the Organization’s
directors.  Bourbon-Parme was arraigned
& was remanded to the Otsego County Jail on $10,000 Cash Bail or $20,000
Bond pending court action on April 24th.

34 year old Heather Franklin opted to avoid a trial, &
pleaded guilty to 1st degree manslaughter, 3rd-degree arson, and tampering with
physical evidence, Tuesday in Chenango County Court.  Franklin admitted to planning the murder of
her special needs son Jeffrey in the town of Guilford family home in March of
2017 & planning the burning of the home to hide the evidence of the murder.
as
part of the plea deal, Heather Franklin will spend 7 to 11 years in prison with
10 years of probation when she is officially sentenced on June 7th.  Franklin's
husband Ernest was found guilty last month & will be sentenced in May,


The U.S. Army Corps of Engineers will hold a public meeting
today to review submit feedback and comment on the draft East Sidney Lake
Master Plan and draft Environmental Assessment.   The public meeting will be held from 6 to 9
p.m. at the Sidney Town Clerk Building, at 44 Grand St., Sidney. The format of
the meeting will include an open house discussion with project team members
from 6 to 7 p.m. A formal project presentation and question and answer session
will begin at 7 p.m. followed by another open house discussion from 8 to 9

A Winter Weather Watch is in effect as a storm system works
its way to the region, local Meteorologist Rich Townsend comments:

Townsend said that he expects about 3 to 5 inches of snow
with this storm, possibly a little more in the higher elevations; road
conditions will be mostly wet.


Broome County Sheriff's Department is asking for the
public's assistance in trying to locate 31 year old Christopher Nugent of
Deposit, who was charged with gang assault in connection with a stabbing at the
Main Street, Johnson City McDonald's in December.  The Warrant Division describes Nugent as
white, standing 5’10” tall, weighing 155 pounds with brown hair and blue eyes,

The number of private sector jobs in New York State grew by
7,900, or 0.1%, to 8,254,400, a new, all-time high, according to preliminary
figures released today by the State Department of Labor.  The statewide unemployment rate was at 3.9%.


Upstate New York casinos authorized to offer sports gambling
could be accepting wagers by Memorial Day weekend, after the state Gaming
Commission posted its rules for sports betting Wednesday, which started the
60-day period during which the public can weigh in on the issue.   After the Public Comment period, sports
wagering would be allowed at the 4 privately owned non-Indian-owned casinos,
including Tioga Downs.


State Leaders are optimistic a new state budget can be
passed before the new fiscal year begins April 1.  State Senate Majority Leader Andrea
Stewart-Cousins told reporters that she's committed to passing the budget on
time and that negotiations with Cuomo are making progress.  Last minute issues include proposals to
eliminate cash bail for criminal defendants & Making the 2% Tax Cap
permanent.

Governor Andrew Cuomo has issued the city of Norwich and
greater Norwich community to lower the American flag from through Sunday, March
31 to honor Norwich Police Sergeant Timothy Annesi, who died from a chronic
illness Sunday.   Calling hours were held
last night in Norwich.  A funeral service
will be held this morning at 9:30 a.m. at the Broad Street United Methodist
Church.


The Village Of Sidney will be holding an informational
meeting today from 6:00 pm to 7:00 pm in the Sidney Civic Center Board Room
regarding possible implementation of one refuse hauler for all residential
homes in the Village of Sidney. This will be 1st of 2 meetings on this topic,
there will be a discussion of the proposal and residents are encouraged to ask
questions or raise concerns about this subject.

Employment among New York’s small businesses has increased
slightly faster than the national pace, according to a report released today by
State Comptroller Tom DiNapoli. The report from the U.S. Census Bureau,
examined the 5-year trend through 2016, where small business employment rose by
9.2% in New York while increasing 8.9% across the country. Small Businesses
provided more than 4.1 million jobs in the state, which is about half of all
private sector jobs. Small businesses provided more than $212 billion in
payroll, nearly 40 percent of the total private sector payroll in the state.


State DOT officials announced that 45 year old Dennis Howe
of Candor has died, Howe was the driver of a DOT Vehicle that was hit by 37
year old Lawrence Faucett who failed to move over on March 18th on I-86 in the
town of Nichols in Tioga County.  The
investigation is ongoing, and Faucett may face charges.


State Attorney General Letitia James today announced that
Spectrum Cable has started to issue credits to consumers as required by their
settlement agreement.  Under the terms of
the settlement, Charter is required to issue monetary relief to qualified
subscribers and offer some  video
streaming services at no charge.  In all,
qualified subscribers will receive $62.5 million in bill credits. Subscribers
do not have to fill out any paperwork to obtain the credit, but must contact
Spectrum to receive the streaming services by May 30th at  1-833-422-8795 for further information.


The Village of Sidney Board will hold a special Meeting
Thursday Evening, regarding the sole sourcing of Village garbage pickup.  The meeting will be held from 6:00 to 7:00 PM
in the board room at 21 Liberty Street, Civic Center.  This meeting will be the 1st of 2 on this
subject, as they board discusses the possibility of having 1 hauler for all
Village homes.


The Chenango County Farm Bureau is hosting an Agricultural
Celebration Wednesday at the Silo Restaurant in Greene, from 11:00 AM until
2:00 PM, to celebrate National Agriculture Day.

Village elections are being held across the state today.  Locally, in Sidney incumbent Mayor Andy Matviak faces a challenge from Jeffrey Stefanek, plus 3 people are running for 2 seats on the board, Sheri Youngs, Raymond Baker & Barry MacPherson.  In Walton incumbent Mayor Ed Snow, faces a challenge from Steve Condon. In Gilbertsville, incumbent mayor Ken Nolan faces challenger Mark Muller. 3 people are seeking 2 trustee seats: Glenn Foster, Randolph Palada & John Wargo & in Afton 2 Trustee seats are open, 3 candidates are seeking those seats, Sally Muller; DeAnna Lawrence; Melissa Matthews. Polling places are open from 12:00 noon until 9:00 pm.  Those who have questions regarding their eligibility to vote in village elections, should contact their county Board of elections, or they should go to their polling place to see if they are eligible to vote today.


State Police arrested 27 year old Bradly Falkenmeyer of
Coventry for Menacing and Criminal Possession of a Weapon, after Troopers were
dispatched to dispute that began over a dog going on the neighbor’s
property.   Falkenmeyer allegedly
displayed a shotgun and threatened to shoot the dog and the complainant.  Falkenmeyer was also on parole which would
not allow him to be in possession of any firearms.  Falkenmeyer was arrested and arraigned in the
town of Coventry Court and remanded to the Chenango County Jail without bail.


State Police arrested 41 year old Thomas Guinn of Chelsea,
Oklahoma for Aggravated Driving While Intoxicated with a reportable B.A.C of
.20%. A trooper was dispatched to a complaint of a vehicle traveling
erratically on I-88, nearly striking several vehicles. Troopers located the
vehicle stuck in the mud on State Route 357 in the town of Sidney, Guinn was
arraigned in the town of Sidney Court where he was remanded to the Delaware
County Jail on $1,000 cash bail or $2,000 bond. His next court date is March
28, 2019.


State Police arrested 30 year old Corey Burns of Bainbridge
for Driving While Ability Impaired by Drugs and Criminal Trespass, after a
trooper was dispatched to a complaint that a male entered a home on State
Highway 41 in the town of Coventry and was not known to the residents of the
home. The property owner was able to provide a description of Burns and the
vehicle he was operating. Burns was located, arrested & was arraigned in
the town of Afton Court where he was remanded to the Chenango County Jail on
$5,000 cash bail or $15,000 property bond.


Members of Troop "C" conducted an Underage Drinker
Initiative Friday, March 16, 2019. 13 retail stores in Chenango and Otsego
Counties were checked for potential sales to a minor. All 13 were found to be
in compliance and no alcohol was sold to minors during the detail.


The Oneonta Common Council will be holding their next
regular meeting this evening.  The
meeting will begin at 7:00 PM in the Common Council Chambers of City Hall.

The New York State Office of Alcoholism and Substance Abuse
Services and the State Health Department today announced the launch of a new
campaign to raise awareness of the addiction services available in New York
State for women who are pregnant. The campaign reminds women that it is OK to
ask for help, and that they should talk to a healthcare professional about the
services and medications that can help treat their addiction and support a
healthy pregnancy.  More information is

Delaware County Sheriff’s Deputies, along with the New York
State DOT conducted a commercial traffic detail last Wednesday on County
Highway 16 in the Town of Delhi. A total of 7 commercial vehicle inspections
were conducted, 3 vehicles were taken out of service by DOT. A total of 5
tickets were issued to drivers for various equipment and safety
violations.  1 driver was issued a
citation for violating the posted 4-ton per axle weight limit, and another was cited
for failure to obey a traffic control device after the driver drove through the
posted checkpoint without stopping.


The Afton Village Board of Trustees will be holding a
special budget meeting workshop today, starting at 6:00 PM.  The Workshop will be held at the Bolster
Community Center at 105 Main Street, the main topic will be the water &
sewer budgets for the 2019-202 fiscal year.


The Village of Bainbridge announced that a water main break
occurred earlier today at Prospect & Tyler Street, off of Pearl Street to
Jericho Hill.  Crews had the break
repaired by about 2:30 PM, area residents are advised to let the water run until
clear.


The Copes Corners Park Spring Fest committee is soliciting
craft, artist, product, and general vendors for its 5th annual Spring Fest. The

The Chenango Arts Council
announced its annual Chenango Area Student Art exhibition on Friday, April 5th

Congressman Anthony Brindisi’s office for a chance to appear in the 2019
Congressional Art Show in Washington, DC.

seconds as the Cooperstown Boys Basketball team won their 1st state title in
program history at the Floyd L. Maines Arena in Binghamton yesterday.  The Hawkeyes Defeated Middle Early College, a
Charter School from Buffalo 71-61 in the title game, Cooperstown’s Jack Lambert
was named tournament MVP after scoring a combined 76 points in 2 games at the
Final 4, John Kennedy was named to the All-Tournament Team for
Cooperstown.  The win came 1 day after a

Voters in Sidney will also be deciding on 2 seats on the
Village Board, between Sheri Youngs, Ray Baker & Barry McPherson, Voting
will be from 12:00 noon until 9:00 pm at the Sidney Civic Center.


Nearly 30 volunteers shaved their heads at Saturday night’s
Norwich St. Baldrick’s Foundation event. The 15th annual event, held at the
American Legion in Norwich, raised more than $35,000 as part of St. Baldrick’s
mission to fund childhood cancer research.


Animal Adventure Park in Harpursville announced that April
the Giraffe gave birth Saturday with YouTube audience of more than 300,000
watching.  April gave birth to a healthy
male calf at around 12:45 PM; the newborn was on its feet by 1:27 pm.

The attempted murder case of 28 year old David Thomas of
Oneonta will be heard in Otsego County Court following a Grand Jury
Indictment.  Thomas faces charged is 2nd
degree attempted murder, assault, & strangulation following a domestic
dispute, he is being held at the Otsego County Jail on bail pending future
court action.


Governor Cuomo is proposing a measure for school buses to be
equipped with cameras to record drivers who illegally pass stopped school
buses, and to put seat belts on school buses.
The proposals are included in the 2019-2020 state budget plan he
released last week.  Police have reported
alarming statistics regarding people driving past school busses with the
flashing lights of while collecting or dismissing students.


State Comptroller Tom DiNapoli released the annual list of
school districts in fiscal distress.
Locally, Norwich & Schenevus schools were ranked 3rd & 4th
statewide with significant stress. schools listed as susceptible to fiscal
stress included the Oxford Academy & the Binghamton City School district.


Both Houses of the State Legislature passed the "DREAM
Act" yesterday in Albany, to extend state financial aid to students
brought into the country illegally as children.
Governor Cuomo is expected to sign it into law.


UHS Chenango Memorial will launch their 2019 Women’s Health
Series next week in Norwich.  Janice
Minutti is a dietitian at UHS Chenango Memorial, She will give a presentation
on Healthy Habits on Tuesday, January 29 at Bohemian Moon, 103 East Main Street
in Norwich, doors will open at 6:00 PM, and the presentation will start at 7:00
PM.


Otsego County announced a clean energy finance program to
help owners of commercial property and non-profits make their buildings more
energy efficient.  Energize NY is a
non-profit local development corporation that implements New York’s Property
Assessed Clean Energy finance program on behalf of municipalities across New

Village of Bainbridge officials announced that Bixby Street
to route 206 will be closed until further notice.  A water main break was discovered in the area
this morning, causing low pressure or no water to residence, and forced the Bainbridge
Guilford School District to cancel classes today.


58 year old John Stacy of Norwich was sentenced to 17 1/2
years in prison, he was arrested in 2017 for possessing child pornography in
his cell phone, and he was listed as a Level 2 sex offender on the State Sex
Offender Registry for a previous conviction in 2002 for having sexual contact
with a 5 year old.


Sidney School District Superintendent Bill Christensen announced
that he will be leaving the Sidney distract on June 30th.  Christensen served as superintendent for the
last 8 years; he said that he will be leaving to take a job in the private
sector.


The Tri County Seniors present Pharmacist Dave Van
Valkenburg this afternoon, who will discuss what seniors, should know about
their medications.  The event will be
held at 2:00 PM today at the Tri County Senior Center on the 1st floor of the
Sidney Civic Center
