State Police arrested 29 year old Norman Shaheen of Smithville following a raid on his residence last week. Police seized 339 grams of methamphetamine, as well as a shotgun, a handgun, drug paraphernalia & packaging materials, he was charged with criminal possession with intent to distribute a controlled substance and possession of firearms, he is being held in jail pending court proceedings.
Delaware County Sheriff's Deputies responded Saturday to a residence on State Highway 28 in the Town of Delhi to execute a State Parole Warrant; they arrested 23-year-old Jonathon Stein of Delhi, on the Parole Warrant as well as for Criminal Possession of a Hypodermic Instrument when the warrant was executed. Stein was remanded to the Delaware County Correctional Facility without bail on the Parole Warrant.
U.S. Senator Kirsten Gillibrand urged Congress to invest $6 billion in the WIC program in the Fiscal Year 2021 Agriculture Appropriations bill.

Chenango County Public Health announced that they had 52 active cases of COVID 19 today, with 5 people hospitalized & 295 quarantined. Chenango County has had 643 cases of the virus since March with 564 recoveries; they have performed over 45200 tests.
Delaware Academy announced that a student tested positive for COVID 19, their middle and high schools moved to fully remote instruction yesterday & again today. The student was last in attendance on Tuesday, November 24th; Students will be notified today regarding tomorrow's instructional plans.
The Latest vote count in the 22nd Congressional District has now swung back to give Republican Claudia Tenney the lead over incumbent Democrat Anthony Brindisi. All of the Counties have to certify their vote totals, State Supreme Court Justice Scott DelConte ordered each of the 8 counties in the congressional district to submit a final, unofficial count to the court by yesterday afternoon, the next court action is expected next Monday December 7th, when Judge DelConte is expected to rule on
2000 disputed ballots.

Governor Cuomo today announced New York's annual statewide holiday donation drive to benefit families in need across the state begins today. Donations of new unwrapped toys, coats and school supplies are being sought to assist community-based organizations during the holiday giving season. The Office of General Services has set up drop-off locations across the state through Wednesday, December 16. COVID-19 protocols will be in place to ensure the safety of those dropping off donations including masks, social distancing, and access to hand sanitizer. The drop-off locations include the Binghamton State Office Building, 44 Hawley St., Binghamton & the Homer Folks Facility, 28 Hill Street Oneonta.
Lieutenant Governor Kathy Hochul Visits the Chenango County Historical Society Museum and she will visit Businesses Downtown Norwich today, Hochul’s visit will start around 1:45 PM.
Delaware County Public Health released their latest COVID 19 numbers Monday, they report 14 new cases, they have 71 active cases, 4 people are hospitalized, 234 are quarantined, and they have had 372 cases since March with 9 deaths & 292 recoveries.

Otsego County Department of Health is announcing a potential COVID 19 exposure at the Copper Fox at 7 Market Street in Oneonta. Anyone who spent time at the bar between November 12th through November 17th should monitor for symptoms, if you have developed symptoms, get tested and isolate yourself. The Copper Fox is closed for a minimum of 7 days and all staff will be tested, more information is available at 547-4231.
Chenango County Public Health announced that they have had 518 total cases of COVID 19 since March. They currently report 55 active cases, 3 hospitalizations & 363 quarantines, they have had 10 deaths, 458 recoveries & over 41,700 tests have been conducted.
Bassett Healthcare Network is tightening visitor restrictions at all of its hospitals and long-term care facilities as COVID-19 cases continue to rise regionally and statewide. Effective Monday, Nov. 23, 2020, only individuals considered essential to the medical care of a patient will be allowed at Bassett Medical Center, Cooperstown; A.O. Fox Hospital, in Sidney & Oneonta; Little Falls Hospital, Cobleskill Regional Hospital, and O’ Connor Hospital in Delhi. Visitation is also suspended at the Bassett network’s two long-term care facilities and assisted living facilities – A.O. Fox Nursing Home in Oneonta, and Valley Health Services and Valley Residential Services in Herkimer.
After the absentee ballots were counted, 19th District Congressman Antonio Delgado has won re-election over Republican Kyle Van De Water. In the 22nd Congressional District, Republican Claudia Tenney's lead has shrunk to about 2,000 votes over incumbent Democrat Anthony Brindisi; more than 68,000 absentee ballots were requested in the 22nd district this year.
The State Health Department reminds New Yorkers that if you get a call from NYS Contact Tracing, answer it. Contact tracers are working around the clock to trace clusters and inform people who have been in contact with someone who tested positive for COVID. Also, legitimate Tracers will never ask for your Social Security Number or financial information; if someone does, hang up.
Delaware County Sheriff’s Deputies responded to a two-car property damage accident on State Highway 206 in the Town of Colchester last Friday, where a vehicle and trailer driven by 32-year-old Stephen Depuy of Downsville was making a turn from State Highway 206 on to Hill Top Drive when his trailer was struck in the rear by a vehicle driven by 84 year-old Eugene Marner of Franklin. Deputies charged Depuy with aggravated unlicensed operation of a motor vehicle, and being an unlicensed driver. Marner was ticketed for speed not reasonable and prudent. Both drivers were released on traffic summonses directing them to appear in the Town of Colchester Court on a later date to answer their charges.

People have been captivated by the story of the little owl that was transported to New York City from West Oneonta last week, on the Tree that is being set up for the Christmas holidays in Rockefeller Center. Susan O'Hanley of the Delaware Otsego Audubon Society told WCDO News that they believe that the owl was on the tree through the whole process & made the trip to the city:

O'Hanley said that many have commented to the Society that the Owl should be brought back to West Oneonta, the Society members feel that the additional travel would be too stressful & that he will assimilate to the Owl population in the Hudson Valley.

Otsego County Department of Health reported 18 new COVID cases Wednesday, the number of cases in the county since March is up to 1128, with 58 active cases, 1 hospitalized, 8 deaths, 760 cases are now linked to SUNY Oneonta & 67 at Hartwick College.
Delaware County Public Health had 3 new cases of COVID 19 to report Wednesday, with 53 active cases, 6 are hospitalized, and 197 are quarantined. Delaware County has had 289 cases, 227 recoveries & 9 deaths.
Oneonta City School District was made aware of a positive COVID-19 staff member at the Oneonta Middle School, several staff members are close contacts to 2 additional positive COVID cases resulting in quarantines through the Thanksgiving break. All Oneonta schools will go fully remote beginning today through at least Monday, November 30th.
The Norwich High School and Middle School will have remote instruction today, after the District discovered a positive COVID-19 student case at the high school, and a middle school teacher's family member had tested positive. The buildings will be closed today for contact tracing and deep cleaning, and they are working with Health officials in order to re-open for in-person instruction on Friday. The Gibson and Browne Elementary schools will remain open, and will follow the normal schedule.
Governor Cuomo, as well as the Governors of surrounding states, announced they will encourage residential colleges and universities in their respective states to provide testing for all students traveling home for Thanksgiving break to the maximum extent possible before they leave campus. Any student who tests positive will be encouraged to isolate on campus before they can travel or detail arrangements of their safe travel home with the local department of health.
Sidney Police responded to a 911 call of a domestic dispute at a business in the Village of Sidney Tuesday, they arrested 43 year old Anthony Fiorillo of Sidney for Criminal contempt, Harassment & Trespassing. Fiorillo was arraigned in the Village of Sidney court & was released to appear in court at a later date.
State Police are appealing to the public to help locate the driver of a tractor trailer that sideswiped a troop car in Broome County Tuesday night at approximately 6:46 pm. A trooper was assisting Broome County Sheriff’s with a traffic crash on Interstate 81 northbound near milepost 34.5 in the town of Lisle. The marked State Police vehicle was on the right side of the road with all of its emergency lights activated when it was sideswiped by a tractor trailer without stopping. The trooper was not inside the vehicle at the time of the incident. Anyone that has any information contact State Police at 775-1241.

Delaware Academy officials announced that their elementary school will go to remote learning until after the Thanksgiving holiday, due to a recent COVID 19 positive test. The infected person was last on the campus on November 5th, the Middle School & High School will continue as previously scheduled.
Chenango County Public Health announced 8 more positive COVID 19 cases Tuesday, bringing their total to 468. They now report 38 Active Cases, 244 Active Quarantines, 4 are hospitalized, there have been 405 recoveries, 9 deaths & over 39,500 tests have been conducted.
The Broome County Health Department announced today that they added 51 more Positive COVID 19 test results, bringing their total to 3934. They have had 106 deaths, 3497 recoveries & about 4200 people are being monitored by the Department.
Hartwick College reported 1 new case of COVID-19 has been detected. There are 11 active cases on campus; the total number of cases detected on campus since August 1st is 66.
The Sidney Cultural Community Center will have its inaugural event on Saturday November 21st with a holiday bazaar, Sidney Chamber of Commerce President Teri Schunk explains:

A reward of $50,000 has been posted by the FBI in connection with the investigation into the fatal shooting of 50-year-old Shakeel Khan in Johnson City. Khan was shot as he was closing up his restaurant Halal Bites at 652 Riverside Drive on March 30th 2019.
State Police need the public’s assistance in locating a missing vulnerable adult. 44 year old Gregory Gale Jr. left his home in Endwell Sunday at approximately 10:45 a.m. He regularly walks to the Speedway on East Main Street and was there around 11 a.m. Sunday but has not returned home. Gale is a 44-year-old autistic male, with a mental development of a 5-year-old. He moved to the area only a few months ago from Staten Island and does not know the area well. Gale is a light skinned black male, with brown eyes, a mustache and a goatee. He has black hair which is in a short afro style. Gale is approximately 6 feet tall and weighs approximately 260 to 270 pounds. He was last seen wearing a green camo jacket, light blue jeans and black sneakers. Anyone who sees Gale, should call the State Police at Endwell at 754-2701 or at Binghamton at 775-1241.

The State Health Department announced that over 111,000 tests were administered Sunday, with 3144 positive tests, or 2.8% of all tested. 1444 people are hospitalized with 282 in ICU. 125 intubated, 26 people died from the virus Sunday.

The state remains at over 1000 hospitalized, with 1059, the highest numbers since May, there are 237 in ICU Beds, 118 are on ventilators, and there were 12 more deaths Sunday, bringing the state death toll to 25,742. The Governor talked about how they continue to attack the micro clusters when they pop up, keeping the cases in a much smaller area:

Delaware County Sheriff's Deputies responded Early Sunday morning, to a domestic dispute in the village of Downsville. Deputies arrested 33 year-old Amandamarie Herzog of Downsville for harassment, 2 counts of endangering welfare of child, 1 count of criminal obstruction of breathing or blood circulation and 2 felony counts of criminal mischief. Herzog was arraigned virtually & was released in her own recognizance & will appear in the Town of Colchester Court on a later date, an order of protection was issued for the victim.

Kamp was directed to appear in the Town of Masonville Court on a later date to answer the charges.

State Police responded Friday Afternoon to a fatal crash on State Highway 206 in Triangle. 21 year old Kimberly Burdick of Whitney Point was passing 2 vehicles when she came upon 2 motorcycles traveling eastbound, the operator of 1 motorcycle was able to take evasive action, swerve and lay his bike down, he was transported to Wilson Hospital for non-life threatening injuries and has since been released. The operator of a 2nd motorcycle 49 year old Shane Poklemba of Endwell was struck by the Burdick vehicle & was pronounced dead on scene. Burdick and two children in her vehicle were not injured. The investigation is on-going, Alcohol is not believed to be a factor in the crash.
The Norwich Middle School and District Offices will be closed Today after a positive COVID-19 case was reported. The district's website reported that they are closing the school to allow for contract tracing and deep cleaning.

Delaware County Sheriff's Department arrested 19 year old Dakota Hall of Fleischmanns for 2nd degree murder following a domestic dispute in Fleischmanns Thursday night. Deputies, State Police & EMT's responded at about 10:50 PM Thursday night to a reported stabbing at a residence on Main Street. The stabbing victim, 27-year-old Eric Hall, was taken to Margaretville Memorial Hospital and died for injuries sustained in the attack. Dakota Hall was taken into custody without incident by Deputies for allegedly stabbing his brother; Hall was arraigned and was remanded to the Delaware County Jail without bail pending future court action. The investigation is ongoing.
Delaware County Sheriff's Deputies investigated a head-on collision in the Town of Franklin on Wednesday afternoon. Deputies reported that at about 5:30 PM, they responded with EMT's to the accident on County Highway 21 near Leland Hull Road. Deputies determined that a vehicle driven by 50 year-old Jeffrey Lewis of Walton crossed over the center line and collided with a vehicle driven by 62 year-old Wayne Knorr of Laurens, causing the Knorr vehicle to overturn several times. Knorr was taken to Fox Hospital in Oneonta for a head injury; Lewis was taken to Delaware Valley Hospital also for the treatment of a head injury. Lewis’ driving privileges were revoked as a result of previous alcohol related offense, he was charged with aggravated unlicensed operation of a motor vehicle, operation of a motor vehicle without an ignition interlock device, failure to keep right and unlicensed operation of a motor vehicle, he was released to appear in Town of Franklin court at a later date. Alcohol was not a contributing factor in this accident.

There was another death reported, bringing the county's death count up to 89, the number of people hospitalized went up by 5 to a total of 19. The total number of cases is up to 3060, 2325 have recovered. The County has a 3.7% positivity rate; it's over 9% in the state designated "Yellow" zone.
The Oneonta City School District have switched middle and high school students to remote learning yesterday & again today after being notified of a teacher testing positive. NO student or any faculty/staff member is deemed a “close contact” to the affected teacher, according to a district letter; all elementary buildings will open as normal. Middle & High School students are scheduled to return on the previous hybrid schedule Monday.

Pre-Trial procedures are going to be held in Town of Franklin court this afternoon, regarding the animal cruelty & dog fighting case against Nasir Azmat of Franklin. Azmat is facing over 40 counts relating to torturing & overdriving animals, failing to provide sustenance to the animals and for having dog fighting paraphernalia at his property in Franklin earlier this year, he was arraigned & released pending future court action.
Chenango County Public Health announced that they have 44 Active Cases of COVID 19 currently, with 231 Active Quarantines & 3 hospitalizations. Chenango County has had 337 Total Confirmed Cases, there have been 7 deaths, 251 recoveries and 34,250 tests have been performed.
An Oxford Academy Middle School student tested positive for COVID-19 earlier this week. Oxford officials said that based on the hybrid schedule, the student was only in school on October 13, 2020 for part of the school day. The district has coordinated with the Chenango County Public Health to identify through contact tracing protocols any student or staff member who may be at high risk of exposure. The Chenango County Public Health has been reaching out to those staff members and parents of students identified to inform them if they need to be placed under mandatory quarantine for precautionary purposes. Due to privacy requirements, The Oxford District cannot give specific information about any individual who has a confirmed or suspected case of COVID-19.
Hartwick College reported one new case of COVID-19 has been detected. There is one active case on campus; the total number of cases detected on campus since August 1, 2020 is 22.
In Spite of the economic turmoil by the COVID-19 pandemic, the securities industry saw its pretax profits reach $27.6 billion in the first six months of 2020, an 82% increase over the same period last year, according to State Comptroller Tom DiNapoli. 1st half profits in 2020 were nearly equal to the entirety of 2019’s profits of $28.1 billion. The jump was propelled by $2.4 trillion in federal stimulus funds and the lowering of interest rates to near zero, DiNapoli said that Wall Street’s share of state economic activity was 5.9% in 2019, the peak was in 2006 of 8.2%, and Wall Street provides 18% of state tax collections.
The Friends of the Rogers Environmental Center of Sherburne announced the winner of this year’s raffle of an electric car. The Winner of the Tesla is Virginia Huerfeld of Glenmont, New York. All proceeds of the Electric Car Raffle benefits Friends of Rogers Environmental Education Center.
Officials gathered in New Berlin to break ground at the site of the new fire house and Chobani Community Center, located on South Main Street in the village. The fire station will have 6 garage bays, offices and rooms for training and storage and a space for community meetings. The village received a $150,000 grant from the state, plus donations from Chobani for $650,000 & Preferred Mutual Insurance for $150,000.

Otsego County Department of Health reports 5 new cases of COVID 19 Wednesday, and 10 cases reported over the past 5 days, 5 of those cases have been traced back to a recent wedding. Since October 1st The Health Department reports 12 cases related to 2 separate weddings. The State DOT is advising motorists of daily, alternating multi-lane closures on State Route 17 between Exit 71 and I-81 Exit 4 in Binghamton through Friday, October 31st. Work will require closing up to two of three travel lanes in alternating directions, at no time will both directions experience lane closures simultaneously. The Dick’s Sporting Goods Open officials announced that the 2021 tournament will be held earlier than usual next year. The State Health Department reported that hundreds of people are still testing positive at hospitals each day, from the Coronavirus. Research by the Health Department & select Hospitals showed that 80% of people testing positive were 51 years old and over, predominantly from downstate, who were not employed and have been isolating at home since the COVID 19 outbreak in March. A new hotspot was also discovered, which centered on people working in greenhouses in Oneida & Madison Counties, and those investigations are continuing. The State Health Department reported that hospitalizations from the Coronavirus is still hovering around 9600 statewide, another 232 people died from the virus Tuesday, the state death toll is now 19,877.

Governor Cuomo delivered his Executive Budget Proposal to a
Joint Session of the Legislature this afternoon in Albany:

The budget totals about 173.8 billion & could top 175
billion during the budget negotiations, the legislature is expected to pass a
budget & deal with the projected 6.1 billion dollars deficit by April 1st.
The 2020 legislative session is underway in Albany and the
first real sticking point is the issue of the controversial Bail Reform law
that went into effect January 1st, & has had numerous problems with people
being released after being charged with serious crimes, and committing crimes
almost immediately after release.

continue to be discussed over the next couple of weeks.
Congressman Anthony Brindisi announced more than $7 million
in federal funds for housing assistance across Upstate and Central New York.
The grant dollars are administered by HUD & will be dispersed to more than
a dozen organizations across New York.
Brindisi will hold his January town hall today at 5:30 PM, at the Maine
Endwell Middle School; it is free and open to the public.
Governor Cuomo’s favorability rating got a slight boost,
while his job performance got an even bigger boost in the latest Siena poll
released this morning before the budget presentation. New Yorkers are still 49% favorable rating
with a 45% unfavorable, which improves the rating of 44% in favor & 49%
unfavorable back in November. 41%
approve of the job the Governor is doing, as compared to 35% in November.
Members of the State Police held a private remembrance for
the 10 year anniversary of Trooper Jill Mattice’s death at the State Police
Barracks in Oneonta Monday. A
remembrance was held then laid a wreath in front of the station barracks. Members of trooper Mattice’s family &
police agencies, including the State Park Police, Otsego County Sheriff’s
Department, Oneonta City Police Department, and The Town of New Berlin Police
attended. Trooper Mattice was killed in
a crash with a troop car on State Route 23 near Morris in 2010.
Binghamton University’s M. Stanley Whittingham will use his
expertise to benefit the state, according to the Governor in his State of the
State Address 2 weeks ago. Whittingham
was awarded the Nobel Prize in Chemistry 3 months ago, for his work in the
development of the lithium-ion battery, he was asked by the Governor to head up
the Blue Ribbon Task Force to expand the use of electric vehicles in New York.
The task force will be co-chaired by NYSERDA.
Bainbridge Chamber next general membership meeting will be
held this morning, at the back of Bob’s Diner, the meeting starts at 7:30 AM.
