In a separate ceremony on Saturday, three other baseball notables were recognized, Chicago Cubs Broadcaster Pat Hughes received the Ford C. Frick Award for broadcasting, John Lowe was honored with the Baseball Writers Career Excellence Award and Brooklyn Dodger great Carl Erskine received the Buck O’Neil lifetime achievement award.
A noon time thunderstorm caused problems around the region earlier today. 1 tree was down at Route 7 & The I-88 Access Road by Exit 10 in Unadilla, traffic was diverted away from the area, also NYSEG reported about 400 customers were without power in Bainbridge, Afton & Guilford, at around Noon, another 655 were without power in Unadilla after a transformer blew at about 1:20PM, that forced the Unadilla Town Court to postpone tonight's expected Court session.
The Sidney Police Department is investigating numerous incidents of a person going through unlocked vehicles Saturday night. The incidents occurred in the Pearl Street/Glen Ave area of the village. Pictured below is a person of interest related to the incidents. Though you are not able to see their face you can see a very unique hooded sweatshirt they are wearing. On the back is what appears to be red roses surrounded by a phrase. We are asking the public for help in identifying the person in this picture. Anyone with any information is asked to contact our office at 607 561-2301. We would also like to remind the public to always keep your vehicle locked when not in use and to not leave valuables in your vehicle overnight.
The Otsego County Sheriff's Office arrested 61 year old Ann Herberger of Gilbertsville following a traffic stop on July 17th in the Town of Butternuts. Herberger was charged with Aggravated Unlicensed Operation of a vehicle, Operating a Motor Vehicle while Registration is Suspended, & Operating Motor Vehicle without Insurance. Deputies discovered that Herberger was operating a motor vehicle while her driver's license & the Vehicle's Registration was suspended. She will appear in the Town of Butternuts at a later date.
State Police in Binghamton are currently attempting to locate 17-year-old Jason Babcock Jr; who left his residence on Colesville Road in the town of Colesville on June 18th on his bicycle. The bicycle is described as a blue and white "Kent 20" BMX bike. Babcock Jr. is described as a fair skinned white male with dirty blonde hair with a longer crew cut hair style and about 6’ to 6’2” tall. He was last seen wearing a black shirt with a print of "Marvin the Martian" on the front and black shorts. Anyone with information is asked to call State Police at (607) 561-7400.

there are over 340 members of the Baseball Hall of Fame, 48 returned yesterday for the induction of McGriff & Rolen.
President Biden approved Governor Hochul's request for a Major Disaster Declaration to provide federal assistance to communities impacted by flooding from heavy rainstorms across much of Upstate New York. The declaration releases critical federal assistance to support recovery and reconstruction efforts in Clinton, Dutchess, Essex, Hamilton, Ontario, Orange, Putnam and Rockland counties. These counties now have access to financial support for debris removal, emergency protective measures and repairs to public buildings and infrastructure.
The Otsego County Sheriff's Office released the identity of the man found deceased in Fox Hospital Oneonta Bathroom in May. 32 year old Michael Morton of West Winfield died of a drug overdose sometime between May 30th and May 31. The autopsy found fentanyl, oxycodone, and several other substances.
The Otsego County Sheriff's Office arrested 49 year old Zachary Fuller of Worcester on an arrest warrant issued out of the Town of Worcester Court. Fuller was charged with Grand Larceny, Unauthorized Use of a Motor Vehicle & Criminal Contempt, after Deputies investigated the report of a stolen vehicle in April, a warrant was issued, Fuller was later arrested by State Police during a separate incident, he was remanded to the Otsego County Correctional Facility to court action.

An Otsego County man, charged with shooting his father, was sentenced yesterday. Michael Buck pleaded guilty to 1st degree manslaughter in June, for the fatal shooting of his 64-year old father, Joe Buck. Buck attempted to withdraw his plea earlier this month, but the motion was denied. Buck was sentenced to 20 years in state prison.
It was a successful week for the Delaware County Fair this year, despite 2 days with rain. County fair organizer John Jackson told WCDO News that they were pleased with the results:

Jackson said that The County Fairs Ultimate Idol winner was Joanna Yaeger from Horse Heads, also 214 participants in the 5K run/walk & 10K run, both Demolition Derbies were sold out, the Easton Corbin, Danielle Bradbery show drew about 3000 folks. Next years Delaware county fair will run from August 17-22.
Sue Andrews has been appointed Chief Financial Officer of Bassett Medical Center effective September 1, 2014. Andrews, who has been with Bassett's Division of Finance for 34 years and vice president since 2008, will succeed Nicholas Nicoletta, who announced last month that he is retiring December 31, 2014 as CFO of Bassett Medical Center and Corporate CFO of Bassett Healthcare Network. Andrews is a native of Sidney.
This year is the 50th Anniversary of the Oneonta Job Corps Academy; they are holding a variety of events to celebrate this month throughout the region. Spokesperson Lynn Price told WCDO News what prospective students can expect:

The Chenango County Sheriff's Department arrested 40-year-old Richard Maricle of Oxford for Criminal Mischief & Criminal Contempt. Maricle was arrested following an investigation of domestic dispute in the Town of Oxford, where he is alleged to have destroyed property belonging to the victim and violated an order of protection. Maricle was arraigned in the Town of Norwich Court & was ordered to the Chenango County Jail on $250 bail pending future court action.
Governor Cuomo signed legislation to Expand and strengthen services for veterans, active service members and their families. The new law eases the transition to a new school for children of military families that relocate as a result of military orders, lowers the cost of higher education for Veterans receiving benefits under the GI bills, and offers military family members greater flexibility with professional licenses received from other states or jurisdictions. The new law also strengthens the supplemental burial assistance provided by the state to military families when a service member dies in combat or as a result of injuries sustained on the battlefield.
A $117,000 federal grant will allow the Greater Binghamton Airport to conduct a study on sustainability. Congressman Richard Hanna announced the grant Monday, which will identify ways to reduce environmental impacts, realize economic benefits and improve community relations. The grant will help develop a sustainability policy for the airport to address the problem long-term. The study is expected to establish baseline figures to help the airport set goals.
The Bainbridge-Guilford Central School District Board of Education is currently seeking individuals interested in filling the remaining year (one) of a board member term of office. A School Board candidate must be a qualified voter and district resident at least 18 years old, interested candidates should contact the District Clerk at 967-6321 by September 2nd.

Governor Cuomo signed a bill designed to provide support for women facing maternal depression during pregnancy and following childbirth. The new law provides information and guidelines on maternal depression screening; information on follow-up support and referrals; and public education to promote awareness of and de-stigmatize maternal depression. The legislation is also intended to ensure that New Yorkers are informed of the public health services that will help them understand, identify and treat maternal depression.
33-year-old Michael Buck is attempting to withdraw his guilty plea fro first-degree manslaughter in Otsego county court. Buck pleaded guilty earlier this year in a plea bargain deal, for the shooting death of his father Joseph Buck last September in the town of Middlefield. Buck was due to be sentenced in Otsego county court Monday when his attorney requested to withdraw the guilty plea.
A Wall Street Journal/ Marist College/ NBC News poll released Monday showed that Governor Cuomo's favorability rating decreased by 5% points compared to last month, down to 53%. Republican Rob Astorino's ratings were down by 1% to 22%. Cuomo's drop in numbers is attributed to a controversy that Cuomo's aids may have interfered with the 2012 Moreland Commission on ethics reforms, Astorino's numbers remained low as 53% of those polled, had never heard of him.
Southern Tier residents are advised to sign up soon to be a disaster volunteers with Southern Tier Volunteers until August 31, 2014, and receive a free personal disaster preparedness kit. The Offer is limited to the first 300 new signups. Volunteers must reside in the 8-county Southern Tier Region more information is available at southerntiervolunteers.org.

Ruland was charged following an investigation into a Domestic Disturbance, he is accused of subjecting a 10-year-old child to unwanted physical contact. Ruland was arraigned in the Town of Guilford Court and was remanded to the Chenango County Correctional Facility on $5000 cash bail pending future court action.
Governor Cuomo has hired an attorney, to be paid for out of his campaign chest, top refute allegations of possible interference with the Moreland commission. Cuomo set up the Moreland Commission in 2012 after the legislature refused to act on ethics reforms, they agreed to a reform package in March 2013, and the commission was deactivated as dictated by state law. Cuomo is accused of interfering with the commission's work, and he is being questioned about using campaign money to pay for an attorney. State law dictates that taxpayer money is used for lawsuits against a sitting governor.
The Chenango County Sheriff's Office arrested 38-year-old Kendra Baker of Greene on an active Bench Warrant, issued out of City of Norwich Court, for failure to appear to pay restitution on a Welfare Fraud charge. Baker was arraigned in Town of Norwich Court and sent to the Chenango County Jail on $1,000 bail
With schools set to open next month, a new report ranks schools in New York state 20th in the nation. The report, released by WalletHub, a personal finance social network, conducted an analysis of schools in all 50 states. It used a dozen metrics -- from student-teacher ratios and drop-out rates, to test scores and bullying incident rates, along with data from the Census Bureau, the National Center for Educational Statistics and other sources, to compile its list. New York did not appear in the top five in any of those categories
1of the nation's biggest credit-rating firms warned New York officials the state's improved rating is at risk as the federal government tries to get back nearly $1.3 billion in Medicaid payments. Moody's Investors Service said the potential Medicaid repayment is a "credit negative" for the state. Officials with Medicare and Medicaid accuse New York of wrongfully paying out money in 2010 for about 1,300 developmentally disabled people in 9 state facilities. Medicaid officials also said they might demand further repayments once reviews of the state's 2011 and 2012 fiscal years are finished. State officials said the state is in good financial shape and windfalls from civil settlements from banks and financial firms will cover any future bill owed to the federal government.

Governor Cuomo announced that more than 96,000 jobs are currently available and listed on the State’s Jobs Express website at jobs.ny.gov. The site sorts jobs by region and occupation, and also allows users to search jobs based on zip code and travel distance. The occupational categories with the most jobs listed now are: Sales, Clerical and Secretarial, Management, Computer and Mathematical, and Healthcare Practitioner and Technical. Currently, there are 4,550 jobs listed in the Southern Tier.
Michael Buck pleaded guilty to 1st degree manslaughter in Otsego County Court following an incident September 21st at the Middlefield home that Buck shared with his father, 64 year old Joe Buck. Joe buck was killed, Michael Buck suffered a gunshot wound to the left cheek. Under the agreement Buck will be sentenced to 20 years in prison, followed by 5 years of post-release supervision. Buck had been indicted on 1 count each of 2nd degree murder, 1st degree assault, & criminal use of a firearm & 2 counts of 3rd degree criminal weapons possession.
A Franklin woman was arrested Tuesday night after fleeing an officer who had initiated a traffic stop for a headlight that wasn't working. The chase started on Main Street in Oneonta at about 9pm, and continued into Franklin when it was called off due to road conditions. Michael Buck pleaded guilty to 1st degree manslaughter in Otsego County Court following an incident September 21st at the Middlefield home that Buck shared with his father, 64 year old Joe Buck. Joe buck was killed, Michael Buck suffered a gunshot wound to the left cheek. Under the agreement Buck will be sentenced to 20 years in prison, followed by 5 years of post-release supervision. Buck had been indicted on 1 count each of 2nd degree murder, 1st degree assault, & criminal use of a firearm & 2 counts of 3rd degree criminal weapons possession.
A Franklin woman was arrested Tuesday night after fleeing an officer who had initiated a traffic stop for a headlight that wasn't working. The chase started on Main Street in Oneonta at about 9pm, and continued into Franklin when it was called off due to road conditions. Greene Lumber’s electric capacity enhancements, the redevelopment of the former Wissahickon facility, and the Village of Walton’s Main Street Revitalization Program are all receiving funding, through the program, which allows for applicants to seek funding from several agencies by completing one application. Governor Cuomo today announced nearly $21 million would be available for New York’s dairy farmers by helping them to produce renewable energy and improve their business operations. The funding will help dairy farmers convert farm waste to energy and develop individualized business and environmental plans to reduce operating costs and increase profitability. The funding for these efforts stem from recommendations made at the Yogurt Summit in 2012. A grand jury indicted Buck earlier this week, in connection with the murder of his father Joseph Buck on September 22nd in the town of Middlefield. New York’s utility regulating agency has removed a barrier to the spread of charging stations for electric vehicles. The Public Service Commission decided it doesn’t have jurisdiction over publicly available electric vehicle charging stations. The PSC said its decision reduces regulatory barriers, in keeping with the Governor’s initiative to encourage growth in the use of electric vehicles. The Governor wants to see a statewide network of up to 3,000 charging stations over the next five years
The 315 area code in central and northern New York will not be split up any time soon. The state Public Service Commission is postponing the proceedings to determine how to create an additional area code in the 315 region, which includes all or part of 18 northern and central New York counties. Officials thought the 315 area code would run out of numbers in the first quarter of 2015, but now they project that won’t happen until the third quarter of 2016. Regulators say they should be able to re-start the proceeding quickly should the need arise.
Upstate New York homeowners would avoid increases in their flood insurance premiums under legislation introduced in Congress, according to U.S. Senator Charles Schumer. Under the Homeowner Flood Insurance Affordability Act, premium increases in National Flood Insurance Program policies would be delayed until the FEMA completes an affordability study. The legislation would apply retroactively to homeowners who recently purchased a home in a flood zone. The rate hikes for those homeowners took effect October 1st. The Chenango County Sheriff’s Office investigated a shooting at 427 Lyon Brook Road in the Town of Oxford. Deputies reported that a victim was shot at through the passenger side of the vehicle he was operating; he was then involved in a motor vehicle accident fleeing the area. A search warrant was executed, and 40-year-old Martin Provo was found in a wooded area. Deputies recovered the shotgun along with shell casings, seized approximately 1.75 ounces of cocaine, several pounds of marihuana, a digital scale, over $3,800 in cash, & several guns. Provo was charged with Reckless Endangerment, Criminal Possession of a Controlled Substance, Criminal Possession of Marihuana, he was arraigned in the Town of Norwich Court and remanded to the Chenango County Correctional Facility on $10,000 cash bail.

Budget votes by lawmakers will begin on Saturday, with the potential to be the earliest state budget since 1976 and the first time New York has had three consecutive, on-time budgets since 1984.
Norwich police have arrested 4 people in connection with the sale of heroin. Charged were 25-year-old Ashley Babcock of Norwich, 35-year-old Eneth Davenport of Norwich, 28-year-old Randy Buck of Sherburne, and 24-year-old Michael Marshall of vestal, for 7th degree criminal possession of a controlled substance, criminal possession of a hypodermic instrument and criminally using drug paraphernalia. Babcock and Davenport were also charged with 1st degree criminal nuisance and Marshall was charged with 3rd degree criminal possession of a controlled substance. All are being held in the Norwich City lockup pending arraignments scheduled for today in Norwich City Court.
34-year-old Francisco Torres of Oneonta has been indicted by an Otsego County grand jury and has been arrested by the Otsego County Sheriff’s department for allegedly failing to register as a sexual offender. Torres was charged with 2 counts of failure to register as a sexual offender, for allegedly moving to Oneonta from state route 7 in Colliersville in December, and failing to notify authorities within 10 days of the move. Torres may face additional charges for allegedly living in Albany, Hartwick & the town of Maryland without reporting those addresses, as required of level 2 sex offenders, he was arraigned and was released pending future court action.
Traffic detours have been set up following an accident that damaged a bridge on Otsego County Route 11C in the town of Hartwick. Officials said that a tractor-trailer truck tried to fit through the bridge Wednesday, but the rig was too tall and caused damage to a steel beam. The damage has led to traffic detours and changes to the Oneonta Public Transit routes between Oneonta and Cooperstown. 36-year-old Steven Marrero of Newark New Jersey was ticket with exceeding the clearance & for an equipment violation following the accident.
Otsego county sheriff’s deputies arrested 32-year-old Raymond Travis & 65 year old Wilma Travis of Worcester in connection with filing a false report of a stolen vehicle. Wilma Travis was charged with 3rd degree falsely reporting an incident, Raymond Travis was charged with 6th degree conspiracy and several violations of vehicle and traffic law, they face court action at a later date.
