47 year old Kristina Hand of Morris was sentenced in federal court to 2 years of probation, she was ordered to serve 50 hours of community service & pay $34,000 in restitution, for stealing that amount from the Morris Central School District, while serving as school treasurer from 2014 to 2020. Hand pleaded guilty to 2 counts of federal program theft, she admitted she stole about $24,000 by depositing checks payable to the school district into bank accounts that she controlled, and for stealing at least $10,000 more by using the school district’s Amazon account and credit cards to purchase personal items.
Identity thefts in New York surged during the pandemic with more than 67,000 complaints filed statewide in 2020, which was 85 percent more than the previous year and more than four times the annual total from a decade earlier, according to a report released today by New York State Comptroller Tom DiNapoli. Credit card fraud was the most common type of identity theft reported last year, with nearly 25,000 New Yorkers victimized.
The State Clinical Advisory Task Force approved the use of the Pfizer COVID-19 vaccine for 12 - 15-year-olds. All New York State vaccination sites are open for walk-in appointments to all eligible individuals. Appointments can be made through the Am I Eligible tool or by calling 1-833-NYS-4-VAX.
Sidney Village Crews will be turning the water off this afternoon along West Main Street from Sunset to Pearl Street. The water will be shut off at around 2:30 PM for a couple of hours, as work is conducted on the water main near the Sidney High School.
The Chenango County Blues Association announced that the Chenango Blues fest is being scheduled for this summer. The blues fest will begin on Thursday August 19th with a free concert at the East Side Park Stage, a lengthy line up of acts are also slated to perform Friday August 20th & Saturday August 21st at the Chenango County Fairgrounds, information will be updated at chenangobluesfest.org.

About 1,300 members of SUNY Oneonta’s graduating class will be recognized tomorrow during 2021 commencement exercises that include virtual and in-person components, including an opportunity to cross the stage and hear their name called. The virtual ceremony is a full commencement program that will air Saturday, with 4 ceremonies based on academic major: School of Economics and Business at 9 a.m.; School of Education, Human Ecology, and Sports Studies at 11 a.m.; School of Liberal Arts at 1 p.m.; and School of Sciences at 3 p.m.
The State DOT is advising motorists that starting today; the right lanes of US Route 11 northbound and southbound in the Town of Dickinson in Broome County will be closed for approximately 1 year to re-construct the interchange of Exit 5 on I-81. During that time, the on and off ramps of I 81 northbound at Exit 5 will both be reduced to one lane. Travelers on US 11 should expect minor to moderate delays at peak commuting times. Motorists are urged to slow down and drive responsibly in work zones.

Chenango County Public Health reported 20 more COVID 19 cases & 3 more deaths from the virus today. The County reports 194 Active Cases, 14 hospitalized & 458 Quarantines, they are up to 1357 Confirmed Cases of the virus, there have been 21 deaths.
Governor Cuomo announced a change in the schedule for the Delivering of the State of The State Address. The Governor said that he will hold the event virtually on Monday; it was originally expected to be delivered yesterday.
Vaccinations are continuing at a higher rate than the rate announced last week, Governor Cuomo commented yesterday in Albany:

Vaccinations are being given to people in the Phase 1A category, which includes residents and staff of nursing homes and other congregate care facilities as well as doctors, nurses, and all health care workers that come into contact with the public, including individuals administering the COVID vaccine. 47 year old Kristina Hand of Morris pleaded Guilty in US District Court, to 2 counts of Federal Program Theft for stealing thousands of dollars from her former employer, the Morris Central School District. Hand was the Treasurer for the Morris Central School District & stole at least $22,000 in checks made payable to the school district in 2018 and 2019. Hand was fired last February 2020 & was arrested last September.
Members of New York’s National Guard are going to Washington, D.C., to help with the peaceful transition of presidential power, after yesterday's breach of the Capital during a joint session of Congress to certify the Electoral College votes. Governor Cuomo sent 1,000 troops that are expected to be deployed for 2 weeks; Joe Biden will be inaugurated on January 2oth.
2 men were hospitalized after a stabbing outside the state Capitol in Albany during a protest of the Presidential election results, at about the same time of the Breach of the US Capital in Washington. State Police arrested a Rensselaer man for the stabbing of 2 men, ages 36 & 40, both victims were hospitalized for injuries sustained by the stabbing.
Binghamton Police are investigating the suspected homicide of 60 years old Anthony Cebula, who was found, deceased January 4th at 1 Chelsea Square. Police are treating the case as a homicide as there were signs that the assailant may have tried to start Cebula's residence on fire unsuccessfully.

Otsego County Department of Health had 27 new COVID cases reported Wednesday, they have 19 hospitalized and they reported 1 new death, their total number of deaths to 18.
Delaware County Public Health reported 25 new COVID cases Wednesday of COVID 19. They are up to 151 active cases with 2 hospitalized & 220 quarantined.
The New York State Division of Consumer Protection is alerting consumers about scammers taking advantage of COVID-19 economic stimulus payments, scammers will be sending phishing emails, texts and phone calls and using social media to try to steal economic impact payments and your personal information. SUNY Oneonta received test results from the earliest employee COVID-19 screenings, which were conducted on September 2nd, none of 208 employees tested were positive. As of this morning, the number of students in isolation was 138, up from 117 yesterday evening. The number of students in quarantine was 43, down from 46 yesterday. Hartwick College announced today that they have determined that a 5th student has tested positive for COVID-19, The Department of Health is responsible for contact tracing and will notify individuals with whom the student may have had contact.
State Police responded to a 2-person fatal crash in the town of German at Chenango County Road 2 near County Road 5 at about 2:10 Thursday Afternoon. Police reported that a passerby saw marks in the roadway with trees and brush down, found a crashed vehicle & called 911. A preliminary investigation indicates that the vehicle went off the roadway for an unknown reason and crashed; both occupants were ejected, and were removed from the scene to Lourdes Hospital for an autopsy. The driver has been identified as 26 year old Matthew Monroe of Willet, the passenger was 26 year old Judah Harris of Whitney Point, the investigation is continuing.
State Police have arrested 28 year old James Haines of Richford after he fired a weapon in the direction of 2 troopers in the town of Richford, he then fled the area. Haines has been charged with 1st degree attempted murder with more charges pending. Troopers responded Thursday evening at around 6:30 to a residence on Light Road in search of Haines, who had been involved in a dispute in the village of Spencer. Troopers found Haines and he fired a weapon in the direction of the troopers then fled. No troopers were injured. Haines turned himself into police early this morning.

Early Thursday morning at about 4:35 AM, State Police responded to the report of an overturned refuse trailer on State Route 17 in the town of Deposit. Troopers located the truck blocking both westbound lanes. Police said that the truck traveled off the roadway and into a ditch, tipped on its side and lost all of its contents. The operator of the truck was 57 year old Danny Robertshaw of Elmira; he was taken to Wilson Hospital in Johnson City for an evaluation. No other vehicles were involved and no one else was injured. The State DOT and a DEC Spill Response team responded to the scene.

Andrew Wellman Jr. is a 16-year-old white male with brown hair and brown eyes, he is 5’8” and weighs approximately 165 pounds, and he was last seen wearing a white windbreaker, black pants and a red/white/blue bandanna. Wellman has ties to the Endicott area. 14 year old Giovanni Spagnola is a 14-year-old light skinned black male with brown hair and brown eyes, he is 5’6” and weighs approximately 145 pounds, he was last seen wearing a black hooded sweatshirt, dark blue or black pants and a pink/purple bandana. Spagnola has ties to the Auburn and Syracuse area. Anyone with information is asked to call State Police at 775-1241.

There were 864 new positives on Thursday, giving the state a total of 437,971, there were 5 COVID deaths, and the Total number of Deaths is 25,348. Patient Hospitalization was down to 428, there are 116 ICU patients and 61 were on Ventilators Thursday.
Chenango County Public Health updated their COVID 19 numbers today, they report 230 total cases, 4 are active, with 2 hospitalizations, & 78 quarantines. Since March there have been 7 deaths, 206 recoveries, and over 23,400 tests have been administered.

SUNY Oneonta reported that 118 more people have tested positive for COVID-19, bringing the total number to 507. SUNY Chancellor Jim Malatras directed SUNY Oneonta to send on-campus students home and stop all in-person classes and activities for the rest of the fall semester; all classes will be held virtually.
State Police and Local Law Enforcement Will continue with the “Drive Sober or Get Pulled Over” Campaign through Monday, Labor Day. State Police will be patrolling & will be looking for Drunk or impaired driver, they will also be enforcing the state's Move Over Law & will also be looking for distracted drivers.
The Otsego County Department of Health continues to investigate a large outbreak of Coronavirus involving SUNY Oneonta students. 336 individuals were tested at the rapid testing sites on Wednesday in Oneonta, 3.5% of those tested were positive. All of those were in college students. The 3 sites are open today & Saturday in Oneonta for free rapid testing for COVID 19, following the outbreak at SUNY Oneonta. The sites will be open from 9:00 AM to 6:00 PM at the Oneonta Armory at 4 Academy Street, The Foothills Performing Arts Center on Market Street & the St. James Church at 305 Main Street. Testing is by appointment only by calling 833-NYSTRNG.

Hand allegedly stole $22,000 from the district to fund her personal shopping; she will face court action shortly.
