Delaware County EMS Director Steve Hood recently made a
presentation to the County Board of Supervisors regarding the lack of Ambulance
services to less populated area of the county, Hood Told WCDO News that the
situation has become very serious:

Hood said that currently, Sidney’s model of ambulance
service is working and is breaking even; he would like to see a regional &
consolidated service like that covering the underserved parts of Delaware
County.

State Police responded to a crash on I-88 in the town of
Fenton Tuesday. 55 year old Douglas Peters of Amsterdam rear-ended an
unoccupied attenuator truck that was stopped in the passing lane on Interstate
88 just west of exit 2.  The truck did
have its emergency lights and arrow stick activated.  The operator of the attenuator truck was collecting
signage and not in a work zone.  Peters
was ejected after his vehicle struck the concrete barrier, he was transported
to Wilson Memorial Hospital and is in stable condition, he was ticketed for
Failure to Exercise Due Care When Passing a Stopped, Standing or Parked Hazard
Vehicle and not wearing a Safety Belt.


Delaware County Sheriff’s Deputies arrested 31-year-old John
Mahler of Walton Tuesday for obstructing government administration and harassment.  Mahler is accused of intentionally
interfering with a Walton Fire Department investigation into a report of a tree
on utility wires in the Village of Walton; he was arraigned in Walton Village
Court and was released on his own recognizance.


Governor Cuomo today signed legislation limiting an
educational institution's ability to authorize any person who is not primarily
employed as a school resource officer, law enforcement officer or security
guard to carry a firearm on school grounds. Cuomo also directed State Police to
establish statewide regulations aimed at strengthening existing gun buyback
programs and create new programs for the safe removal of illegal, unsecured,
abandoned or unwanted firearms.  This is
the 3rd signing by Governor Cuomo this week to tighten gun laws, he signed a
law extending the background check waiting period, banned bump stocks and
banned undetectable 3D Printed guns and expanded firearm safe storage laws.


Local sales tax collections for
the first 2 quarters of 2019 grew at a moderate pace compared to last year,
according to State Comptroller Tom DiNapoli.
Collections during the 1st & 2nd quarters grew by 3.4 &
3.2%,   most regions upstate showed weak
growth, with Central New York, the Mohawk Valley and North Country growing by
about 1%, the Southern Tier fared better with a growth rate above the statewide
average of 3.3 percent.

Tuesday morning, Delaware County Sheriff’s Deputies were
dispatched to the scene of a tractor trailer rollover accident at the
intersection of County Highway 26 and East River Road in the Town of
Hamden.  51 year old Ronald Greene of
Willow Grove, Pennsylvania was operating a trailer with liquid sugar on County
Highway 26 when the truck experienced brake failure, Greene lost control &
overturned.  Greene was not injured; the
road was closed to traffic during the accident investigation and cleanup.  Greene was ticketed for failure to stop at a
stop sign and inadequate brakes and was directed to answer those charges in the
Town of Hamden Court.


The American Red Cross will hold 2 blood drives in Oneonta
today.   Donors of all blood types,
especially type O, are urged to make an appointment to donate using the Blood
Donor App, at RedCrossBlood.org or by calling 1-800-RED CROSS.  The blood drives will be held from 1:00 to
6:00 PM at BJ’s Wholesale Club, on State Route 32 & from 2:00 to 6:00 PM at

Governor Cuomo today signed legislation criminalizing the
manufacture, sale, transport and possession of firearms and major components of
such weapons that are undetectable by a metal detector, including 3D printed
guns and expanding laws requiring the safe storage of firearms. This
legislation builds on the Red Flag Bill signed in February that prevents
individuals who show signs of being a threat to themselves or others from purchasing
or possessing a firearm and it builds on legislation Governor Cuomo signed Monday
extending the background check waiting period and banning bump stocks.

Governor Cuomo today signed legislation to allow state and
local candidates to use campaign funds to pay for child care expenses, enabling
more parents to run for public office.
Specifically, the bill amends state election law to allow campaign funds
to be used to pay child care expenses that are "incurred in the campaign
or in the execution of the duties of public office or party position." The
bill's provisions are effective in 60 days.
In New York, about 33 percent of the state's executive and legislative
officials are women, compared with a national average of 29 percent of state
executive and legislative officials, according to the Center for American Women
and Politics.


The Susquehanna SPCA announced that they will break ground
on their new animal shelter on Saturday August 24th.  The New Shelter will be about 1 mile north of
the current facility on State route 28 near Cooperstown.


The Otsego County Fair is underway today at the Fairgrounds

State Police conducted an
Underage Drinking Initiative in Otsego and Chenango counties last week.  13 retail stores were checked and all of the
stores were found to be in compliance and did not sell alcohol to the underage
operative.  Among the compliant stores
were: Mirabito Quickway in Sidney & Franklin,   Snake Bite Liquors of Afton& B & W
Wines & Liquors in Bainbridge.

Delaware County Sheriff’s Deputies arrested 58-year-old Karl
Heidenreich of Franklin for Criminal Impersonation; following a civilian report
that Heidenreich falsely pretended that he was a Police Officer.  Heidenreich was released on an appearance
ticket and is scheduled to appear at Franklin Town Court at a later date.


The Next Women’s Health talk tonight will focus on
Plant-Based Eating, with dietitian Nicole Wake of UHS Chenango Memorial
Hospital.  The discussion will be held
tonight at Bohemian Moon, 103 W. Main Street in Norwich, beginning at 6:00 PM.    Events in the series are free and open to

Governor Cuomo signed a measure to expand
anti-discrimination laws to apply to public school children Thursday.  Public school students had been exempted from
the law under a 2012 court decision. The new rules, approved by lawmakers
earlier this year, would allow the state's Division of Human Rights to
investigate allegations of bullying, harassment or other forms of
discrimination.  The anti-bias law is
intended to prevent discrimination based on factors such as race, religion,
national origin or sexual orientation.


Governor Cuomo today announced
that $10 million will be awarded to 18 municipalities statewide to continue the
state's initiative to replace residential drinking water lead service lines
through the State Department of Health's Lead Service Line Replacement Program.  The City of Norwich will get $528,750 in this
round of funding.

State Police at Norwich arrested 44 year old Ilia Ithier of
Norwich for DWI, after trooper responded to the report of a 1vehicle accident
at State Highway 12 and Warn Pond Road in the town of Oxford.   Ithier had a BAC of .15%,  Ithier was processed and released on
appearance tickets returnable to the town of Oxford court on July 29th.


19th District Congressman Antonio Delgado will be holding
town hall meetings across his district, the 1st Town hall will be held Saturday
at the Roots Brewing Company at 175 Main Street Oneonta, from 5:00 to 6:00 PM,
the Delaware County event will be held on Thursday, August 1 at Awestruck
Ciders at 8 Winkler Road in Sidney from 6:30 to 7:30 PM.


There will be a Red Cross Blood Drive today from 1:00 to
6:00 PM at the West Oneonta Fire Department.

The 8th Annual "Mount Upton Community Days" will

America to raise money for the Juvenile Diabetes research Foundation, the
afternoon Ed was in San Antonio Texas, with the final destination of St.
Augustine Florida, he gave WCDO News an update on his progress:

The Otsego County Chamber of Commerce is asking its members
to complete their annual survey. All answers by respondents will remain confidential,
the answers will help the Chamber in their efforts to ensure that the services
of the Chamber meet the needs of businesses.

completed by July 26th.


The Chenango County Planning Department, working in
conjunction with Opportunities for Chenango, is slated for a $500,000 Community
Block Grant through the New York State Office of Homes and Community Renewal.
Money will be allocated to income-eligible homeowners in need of making vital
home improvements.  The plan would need
to be approved by the Chenango County Board of Supervisors before the money
could be made available to homeowners.


This year's Utica Boilermaker race was delayed for about 15
minutes Sunday, not because of any weather related issues, but because of a
homicide near the starting line.  One
woman was pronounced dead at the scene &
man was taken to an area hospital with lacerations, that investigation
is ongoing.


The Delaware County Chamber of
Commerce will honor businesses at their 2019 Annual Business Awards ceremony on
Wednesday at 6:00 PM.  The Chamber announced
today that the event has been moved to the Meredith Inn at 4206 Turnpike
Road,  Delhi, due to the likelihood of
Showers & Thunderstorms.  The
Honorees include the Delhi Rehabilitation and Nursing Center, as the 2019
Business of the Year, Stagecoach Run Art Festival, headquartered in Treadwell
and Franklin, and Table to Farm Tours of Roxbury, will receive the 2019 Tourism

1 person was injured in a fire Friday at the Mayrose
Apartments on Lewis Avenue in Oneonta.
The fire started in apartment 206, the occupant was taken to fox
Hospital for an undisclosed injury, and 1 other person in another apartment was
displaced due to smoke & water damage.
The investigation is continuing.


Efforts & fundraisers continued Saturday in Bainbridge

State Police, the State Park Police and the Governor’s
Traffic Safety Committee are partnering to ensure that visitors to state parks
are buckling up for safety.  "Buckle
Up Nnew York in the Parks" is an enforcement and educational campaign to
ensure that visiting motorists and their passengers properly buckle-up their
seatbelts while travelling inside state parks, This year’s campaign will be
held through  August 12th.


Catskill Area Hospice and Palliative Care is hosting a Caregiver Support Group at The AO Fox Hospital Tri-Town Campus in Sidney starting today.  The group will meet 6 times to provide information and support for those who are taking care of seriously ill family members or friends.  Caregivers will have an opportunity to identify concerns, discuss feelings, receive support from others, and locate community resources which may be helpful for their unique situations.  More information is available at 432-5525.

Governor Cuomo announced that
lane closures for road and bridge construction projects on State highways are
suspended until 6:00 AM Monday morning to accommodate travelers during the busy
Independence Day holiday weekend.   Some
work may continue behind permanent concrete barriers or for emergency
repairs.  Motorists are also urged to
follow the state's Move Over Law, which requires motorists to slow down and
safely move over for law enforcement vehicles, fire trucks, ambulances, tow
trucks and construction or maintenance vehicles that are stopped along the side
of the road.


There's still time to enroll
children in Chenango Arts Councils Kids Summer Art Camp to be held at the
Council's location at 27 West Main Street, Norwich.  The Chenango Arts Council's Kids Summer Art
Camp runs for two weeks from July 29th through August 9th 2019, from 9:30 am to
2 pm, with a break from 11:30 am to 12 noon for lunch. More information is

Governor Cuomo today announced
more than 300,000 New Yorkers have received training through the Citizen
Preparedness Corps, since the program started in 2014.  the Citizen's Preparedness Corps provides the
tools and resources necessary for preparing New Yorkers for any type of
disaster so they respond accordingly and recover as quickly as possible to
pre-disaster conditions.  Trainings are
conducted by the New York National Guard, working with experts from the
Division of Homeland Security and Emergency Services' Office of Emergency
Management and Office of Fire Prevention and Control. Volunteers from the
American Red Cross also teach courses.


Sam Nader's 100th Birthday and 50th 1969 Oneonta Yankees Reunion, will be Hosted by Oneonta Yankees on July 12th at 6:00 PM & July 13th at 10:00 AM.  The event will be held at Damaschke Field in Oneonta; Sam Nader was a former co-owner of the former Oneonta Yankees minor league baseball team.

The 2019 Walton Farmers’ Market will be held every Friday

State Police arrested 20 year old Bradley Dixon Jr., of
Madison for DWI & Unlawful Possession of Marijuana, after Troopers observed
Dixon's vehicle partially off the roadway on County Route 36 in the town of
Guilford, Dixon was sleeping in the driver’s seat, with the car running.   Dixon was issued appearance tickets to the
town of Guilford court on Tuesday.


The A.O. Fox Hospital Foundation hosted its 20th Annual Golf
Classic at the Oneonta Country Club on June 24, bringing 27 donors and 140
golfers to raise funds for a new ultrasound machine in Fox’s department of
surgical services; they raised more than $50,000 this year.


State Police arrested 30 year
old Amber Snell of Bainbridge for Aggravated DWI with Child Less than 15 as
Passenger plus 4 counts of Endangering the Welfare of a Child & several
other violations.   Snell was observed by
a Trooper on County Route 32 in the town of Oxford driving with 4 unrestrained
children in the back seat, she was arrested, & the children were turned
over to a sober 3rd party.  Snell was
arraigned in the town of Oxford court & was released on her own
recognizance and will reappear on July 8th.

State Police responded to the Depot Street fishing access at
the fork of the Chenango and Tioughnioga Rivers Thursday evening, following the
report stated that 3 kayakers were in distress, 2 kayakers were able to get out
of the river on their own but one kayaker was unconscious after his kayak
overturned.  The kayaker has been
identified as 72 year old Dennis Healey of Chenango Forks, CPR was attempted,
but Healey was pronounced dead.  The
investigation revealed that Healey was kayaking with a group of people, Healey
capsized and became entangled in debris, and an autopsy revealed that Healey
likely suffered a cardiac medical emergency.


State Police and local law enforcement agencies will
increase patrols to crack down on drunk and drugged driving and other traffic
infractions during the 4th of July holiday, through Friday, July 5th.  State Troopers will conduct sobriety
checkpoints and target reckless and aggressive driving statewide in an effort
to keep New York highways safe during one of the busiest summer holidays for
travel.  Last year, the State Police
issued nearly 10,500 vehicle and traffic tickets during the 4th of July
weekend. Troopers arrested 216 people for DWI and investigated 165 crashes,
which resulted in four fatalities and 244 injuries.


Chenango Sheriff’s department arrested 50 year old Randolph
Browning of Virginia for Criminal Sexual Act, Possessing a Sexual Performance
by a Child, Possessing an Obscene Sexual Performance by a Child, and
Endangering the Welfare of a Child.
Detectives arrested Browning Jr. following a complaint of an older man
looking for a room at a local Motel to bring a female victim under the age of
16. Detectives found that Browning had sexual contact with a child less than 16
years old and also possessed child pornography.
Browning is currently being held at the Chenango County Correctional
Facility on other charges and is awaiting his court date.

The deadline to sign up for this year's Gus Macker
basketball Tournament in Norwich has been extended, organizer Tom Revoir
explains:

Revoir said that about 270 teams have signed up, they are
looking to get up to 400 teams, and Volunteers can call Revoir at 336-9622
extension 29 to volunteers to referee, or for any other positions for this
year’s tournament July 13th & 14th.


The State DEC announced that statewide efforts to control
giant hogweed are making substantial headway in eradicating this dangerous
plant.   Giant hogweed can cause severe
skin and eye irritation, including painful burns and scarring when skin exposed
to its sap becomes more sensitive to UV radiation.  More information about giant hogweed is

Otsego County is pursuing funding for a Microenterprise
Program to assist small businesses with five or fewer employees, including the
owner. Either the owner, or new hire(s), must have low-to-moderate incomes.
Eligible applicants may receive a grant up to $35,000. Funds may be used for
equipment, inventory, working capital and other uses.   Applications or more information is

be returned no later than July 19th.


33 organizations in the region received grants totaling
$235,708 from the Community Foundation for South Central New York’s Community
Fund and special funds, in the spring 2019 competitive grant cycles.   Grants were awarded to the Chenango River
Theatre, Chenango United Way, Community Arts Organization of Oneonta, Cornell
Cooperative Extension in Delaware County, Deposit Lumberjack Festival, The
Place-Norwich, Unatego Central School District & the United Way of
Delaware/Otsego.  More information is

The annual meeting of the Community Foundation of Unadilla
was held on June 19, 42 organizations were awarded a total of $131,034.  Grants will be awarded to a Unatego Art
Student, the Delaware Valley Humane Society, the Unadilla Emergency Squad and
the Unadilla Public Library totaling $7,000.00.

Executives from the State Office of Victim Services &
the State Office of Children and Family Services  toured the new mobile Child Advocacy Center in
Delaware County Monday.   The Delaware
County mobile unit is 1 of 7 that will be delivered throughout the state this
summer and fall  & it is part of a
$4.45 million investment by the state to improve services for children who are
victims of physical or sexual abuse.  The
program is being funded through a partnership between the State Office of
Victim Services and the State Office of Children and Family Services.

State Primary Elections are being held today, with Polls
will be open from 12:00 noon to 9:00 PM.
Republican Primaries will be held in Delaware County for Sidney Town
Clerk between incumbent Lisa French & Sheila Paul, Primaries will also be
held for Hancock Superintendent of Highways & a Stamford Town Council. In
Chenango County, Republican Primary races include Norwich Mayor between
Christine Carnrike & Shawn Sastri, and North Norwich Town Supervisor
between Timothy Brown & Robert Wansor.


Attorney General Letitia James today announced that her
Office will conduct an Election Day Hotline to troubleshoot and resolve a range
of issues encountered by voters at their poll sites today.  The Hotline is available at 1-800-771-7755 or
by email civil.rights@ag.ny.gov through 9:00 PM tonight.  The Hotline will be staffed by attorneys and
staff in the Attorney General's Civil Rights Bureau.


The Chenango County Department of Public Works announced
that County Road 32 will undergo Hot Mix Asphalt paving today Between State
Route 320 and State Route 12 in the towns of Norwich AND North Norwich.  The traveling public is asked to find

Board presents the next Business After Hours today from 5:00 to 7:00 PM at

Oneonta Officials announced that today, the contractor
will be replacing water services and connecting them to the new water main,
from Hunt Street to Tilton Avenue, each building along this stretch will
experience a temporary water outage while the service is switched from the old
main to the new main, lasting fifteen minutes or less.  Also the contractor will be replacing
stormwater catch basins on Main St, between Pine Street and Gault Avenue.  One-lane traffic will be maintained on Main
