Oneonta Police arrested 20-year-old Julian Vancourt-Weis of Schenectady, on charges of 1st degree attempted murder, 1st degree assault, and criminal possession of a weapon. Oneonta Police responded late Friday night to the report of a domestic dispute at 30 Maple Street, the victim was taken to Albany Medical center with stab wounds to the face, neck, shoulder & arms, she was subsequently released from the Hospital Saturday night. Vancourt-Weis was arraigned & was sent to the Otsego County Jail without bail pending future court action.
The Delaware County Tourism Advisory Board is now accepting applications for funding under the newly created Tourism Promotion & Development Grant program, to provide funding assistance to eligible applicants for projects that seek to attract more tourists. Applications for grant assistance under this program must be hand-delivered to the Delaware County Department of Economic Development or postmarked by 5:00 pm on Wednesday, January 31, 2018. The Tourism Promotion & Development Grant program is funded through revenues raised through the Delaware County Hotel Occupancy Tax. The Modern Baseball Era Committee has elected three-time 20-game winner Jack Morris and six-time All-Star shortstop Alan Trammell to the National Baseball Hall of Fame. The City of Oneonta announced the cancellation of 4 meetings this week, due to a lack of agenda items. The Broome County District Attorney, the State Commissioner of Taxation and Finance and State Police announced a large scale bust of untaxed tobacco products which resulted in 14 arrests. 13 people from Broome County and one person from Elmira were arrested in a bust of shops selling untaxed cigarettes. State Police made the arrests Thursday evening, in simultaneous sweeps of 11 convenience stores, more charges are anticipated.
The State Department of Health announced the filing of regulations for adoption that will improve the state's Medical Marijuana Program for patients, practitioners and registered organizations. These regulations allow for the sale of additional medical marijuana products and the ability for the Department to approve new courses that will allow prospective practitioners to complete their training in a shorter amount of time. The regulations also streamline the manufacturing requirements for medical marijuana products. There are 38,642 certified patients and 1,358 registered practitioners participating in the program.
Governor Cuomo today announced the availability of $26 million of for the Affordable Home Ownership Development Program. Grants can be used to make improvements to existing owner-occupied single or multi-family homes, condominiums, or cooperatives; acquire and rehabilitate owner-occupied homes for sale, including single and multi-family homes, condominiums, or cooperatives; and construct new owner-occupied homes for sale, including single and multi-family homes, condominiums, or cooperatives including dilapidated and manufactured homes. Delaware County Public Health is hosting a free training session called "Self Care: A Response to Vicarious Trauma". The program will be held today from 9:00 AM to 12:00 Noon & from 1:00 to 4:00 PM. State Police & local law enforcement agencies will participate in a special Thanksgiving holiday traffic enforcement initiative to keep the public safe during the Thanksgiving holiday. State Police will have sobriety checkpoints, an underage drinker enforcement and the "Operation Hang Up" initiative, which targets distracted drivers. Police will also be making sure that drivers “Move Over” for emergency vehicles responding to emergency situations as part of the enforcement effort through Sunday night.
Governor Cuomo today announced a statewide holiday drive to benefit families in need across New York. Donations of new unwrapped toys, coats and school supplies are being collected to assist community-based organizations during the holiday giving season. The New York State Department of Health is reminding all New Yorkers that beginning today the use of electronic cigarettes is banned indoors everywhere that smoking tobacco products are prohibited in New York. This new law will reduce exposure to the potentially dangerous chemicals for e-cigarette users and those around them. This ban builds upon legislation signed in July by Governor Cuomo that immediately banned the use of e-cigarettes on all public and private school grounds in New York State.
Governor Cuomo today announced that temporary lane closures associated with road and bridge construction projects on State highways will not be permitted today through 6:00 AM on Monday, in order to accommodate motorists during the busy Thanksgiving holiday travel week. Some work may continue behind permanent concrete barriers or for emergency repairs. The AAA predicts that nearly 51 million people nationwide will travel more than 50 miles from home through Sunday, and more than 89% of those will be driving.
The Delaware County Sheriff’s Office arrested Anthony Masi of Sidney, for Criminal Mischief, Masi is accused of breaking his cell door window while incarcerated in the Delaware County Correctional Facility. Anthony Masi was arraigned and was remanded back to the Delaware County Jail on $5,000 cash bail or 10,000 bond.

A review of the Oneonta Police Department’s actions, following the recent death of a man in custody has been completed by the Oneonta Police Department & the Otsego County District attorney's office. Oneonta Police had a search warrant for a city residence & to perform a strip search of 52-year-old Kenneth Faulkner of New Rochelle, following a lengthy drug investigation. Faulkner resisted the efforts of 4 officers; he swallowed a packet of cocaine, which led to his death several hours after the struggle on November 2nd. The results of the department’s report have been submitted to state officials.
State Senator Fred Akshar and Assembly Members Donna Lupardo and Cliff Crouch have released answers to the many questions posed by the community regarding the planned repurposing of the former Broome Developmental Center to bring new Addiction Treatment Services to the community. The document compiles questions raised at the October 26th Town Hall Meeting, with answers from the Office of Alcoholism and Substance Abuse Services, Syracuse Behavioral Health, the Broome County Department of Social Service and the Broome County Health Department. Officials with the Jericho Arts Council announced that the concert originally scheduled for Saturday night has been cancelled. The Council had scheduled Tony Holt & The Wildwood Valley Boys for Saturday night, a new date for a make up show has not been announced.
State Police CNET & Binghamton Police executed a federal arrest warrant on Troy Clark of Whitney Point, as part of a federal indictment charging Clark with manufacturing Methamphetamines. Police discovered a meth lab with 30 “one pot” vessels, various methamphetamine laboratory components, a loaded 12 gauge shotgun & a Small amount of marihuana. Police arrested Orion Tanzini of Kirkwood, Brittany Clark of Whitney Point, Jamie Wilson of Whitney Point, Brian Mirra of Chenango Forks, along with Clark. A search warrant was also executed for Charles McNeilly, of Whitney Point, where police again seized meth making materials & arrested Thomas Cole of Whitney Point, Ashley VanOstrand of Whitney Point, along with McNeilly. All face court action shortly, the investigations are continuing and additional charges are pending.

New York’s statewide unemployment rate decreased from 4.9% to 4.8% in October, according to preliminary figures released today by the New York State Department of Labor. Private educational and health services added the most jobs (+51,900) of any major industry sector over the past year. Manufacturing lost the most jobs (-17,100) of any major industry sector in New York State, other losses were concentrated in durable goods (-12,800), especially fabricated metal products (-3,200).

State Police arrested 37-year-old Charlotte Heath of Guilford for Menacing & Harassment. Troopers responded to a report of a dispute on Phillips Odell Road, in the Town of Guilford, where Heath allegedly threatened her husband while trying to strike him with an unspecified item. She was arraigned in the Town of Oxford Court and remanded to the Chenango County Jail on $1,500 cash bail or $3,000 property bond. An order of protection was issued; Heath faces court action on November 14th.
State Police, State Liquor Authority and Endicott Police Department conducted an Underage Drinker Identification Enforcement check Friday. They targeted 29 Broome County area convenience stores that sold alcoholic beverages, only 1 sold alcohol to an underage operative, at Kelly's Gulf on State route 26 in the Town of Maine. 21-year-old store clerk Zonia Altamirano of Apalachin was arrested for selling alcohol to a minor; She was given an appearance ticket for Town of Maine Court on November 28th.

Governor Cuomo announced that applications for home heating assistance would be accepted beginning Monday, November 13 throughout New York State. The Home Energy Assistance Program is making $327 million in federal funding available to eligible older New Yorkers and low- and moderate-income New Yorkers to help cover heating costs. Households that are eligible can receive assistance of up to $726, depending on income, household size, and how the home is heated. Applications are accepted at local departments of social services, anyone living outside of New York City can apply for a regular Home Energy Assistance benefit online at myBenefits.ny.gov. Last year, nearly 1.5 million households received assistance through HEAP.

Delaware County Sheriff’s Deputies arrested 17 year old Dylan Osonitch of Queens for unlicensed operator, operating with an expired registration sticker displayed, failure to keep right, and driving while ability impaired by drugs, following a traffic stop in the Town of Colchester. Osonitch was later released on tickets returnable to Colchester Town Court at a later date.
Governor Cuomo today announced completion of a $2.3 million project to renew 9.2 lane miles of concrete pavement repair along Interstate 88 between the I-88/Interstate 81 interchange and exit 3 in the towns of Dickinson and Fenton. Governor Cuomo announced a new statewide initiative to examine cancer patterns and the potential causes of cancer in 4 regions across the state that have a higher incidence of certain cancers. The Department of Health will be reviewing cancer data, potential demographic and occupational factors, and will consult with the DEC on environmental factors contributing to the cancer clusters.
New York State today filed a notice of intent to sue the Environmental Protection Agency for violating the federal Clean Air Act by failing to curb ground-level ozone pollution that blows into New York from upwind states. Attorney General Eric Schneiderman said that at least 1 in 3 New Yorkers breathe air with unhealthy levels of smog pollution. The EPA's own studies demonstrate that pollution from states upwind of New York contributes substantially to the state's dangerous smog problem.
The Oneonta Police Department is asking the local public for assistance, following possible acts of vandalism. The Police Department announced that the bathrooms at Neahwa and Wilber Parks sustained damage within the last few days. State Police arrested 34 year old Michael Graziano of Oneonta, for Grand Larceny and Falsifying Business Records, after troopers were advised of a theft by an employee that had occurred at Springbrook in the Town of Milford. Graziano allegedly falsified business records to steal over $7,000 in pay; he was arraigned in the Town of Milford Court and was release on his own recognizance. His next court date is on December 12th.

Governor Cuomo announced $7.5 million to construct, rehabilitate and improve the homes of 367 income-eligible families across New York. The funds are awarded through New York State Homes and Community Renewal's Affordable Home Ownership Development Program, administered by the Affordable Housing Corporation. In the Southern Tier, a $600,000 grant will go to Delaware Opportunities for the acquisition and rehabilitation of approximately 15 homes located on scattered sites in Delaware County. $290,000 grant to M-ARK Project, for the acquisition and rehabilitation of approximately 10 homes located in Delaware County.

Democratic Attorneys General from 17 states are calling on Congress to abandon NRA-backed legislation that would allow concealed-carry gun permits issued in one state to be valid in all states. The top prosecutors in states like New York, Pennsylvania and Iowa warn that reciprocity measures under consideration in Congress "will lead to the death of police officers and civilians, the proliferation of gun traffickers, and acts of terrorism" in a letter sent to congressional leaders.
Governor Cuomo and US Senator Charles Schumer are teaming up to denounce a tax overhaul proposal from Republicans in Washington that they say would hurt middle-class homeowners. They urge the state's Republican Congress members to oppose what they said is a partisan attempt to hurt big Democratic states such as New York and California. Republicans argue their plan would also increase the standard deduction and reduce business taxes in an effort to spur the economy. Negotiations over the proposal are continuing in Congress.
Governor Cuomo signed legislation to deliver health care benefits to volunteer firefighters who have been diagnosed with certain cancers. Currently, volunteer firefighters are eligible for accidental disability and death benefits through Workers' Compensation if they are injured in the line of duty. Under the bill, volunteer firefighters who contract lung, prostate, breast, lymphatic, urinary, neurological, melanoma & many other types of cancer will be automatically eligible for health benefits if: Upon entry to volunteer, a physical exam did not show any evidence of the cancers; Individuals have at least 5 years of service fighting structure fires; and the firefighter is currently active or has been within the last 5 years.
Heather Franklin was back in Chenango County Court Friday, she is facing charges along with her husband Ernest Franklin, for allegedly killing their adopted son Jeffrey on March 1st, and setting their home on fire to cover up the murder. The Franklins will be tried separately, in early 2018.

27-Year-old Jihad Ray of Binghamton pleaded guilty to Manslaughter in Broome County Court, in connection with the shooting of Brandon Hernandez of Binghamton on April 22nd. Ray pleaded guilty to manslaughter in the first degree, a class B felony, in Broome County Court on Wednesday. Ray faces sentencing on December 14th, where he will be sentenced to 18 years in prison with an additional five years of parole.
The Unadilla Public Library will feature a video screening of "Blissville, an Investigation" by video artist Hank Linhart of Brooklyn. The documentary outlines the former Queens New York Neighborhood that was incorporated into the neighborhood of Long Island City following the construction of a highway in the late 1930's. Governor Cuomo announced New York has expanded eligibility for crime victims' compensation for individuals who have no other way to pay expenses resulting from the crime. Victims of hate crimes and certain other offenses that are not physically injured, and vulnerable elderly or disabled individuals incapable of caring for themselves who have lost up to $30,000 in savings, can now seek compensation from the state Office of Victim Services. The Legislation went into effect Tuesday and applies to claims for medical and counseling bills, funeral and burial costs, and lost wages and support.

Governor Cuomo today announced General Motors and Cruise Automation are applying to begin the first sustained testing of vehicles in fully autonomous mode in New York State in early 2018. GM and Cruise are applying to begin the testing in Manhattan, All testing will include an engineer in the driver's seat to monitor and evaluate performance, and a second person in the passenger seat. The legislation in the current state budget, allows for the testing of autonomous technology through a pilot program.

Delaware County Sheriff Deputies arrested 36-year-old Harold Wilson of North Branch for Aggravated Unlicensed Operation of a motor vehicle. Wilson was observed traveling on State Highway 206 in the Town of Colchester at a high rate of speed where he was stopped, Deputies determined that Wilson was driving with 13 active suspensions, he was arraigned in the Town of Colchester Court, he was remanded to the Delaware County Jail on $750 cash bail or $2,500 secured bond.
Governor Cuomo announced more than $3.7 million in grants to help further reduce motor vehicle theft and insurance fraud.. Police departments, sheriffs' offices and district attorneys' offices will share the funding for anti-theft and anti-fraud training programs to law enforcement professionals. The grants are awarded by the state's Motor Vehicle Theft and Insurance Fraud Prevention program, the state Division of Criminal Justice Services provides staff to the board and administers the grant program.

Both were taken into custody by Delaware County Probation Officers and charged with Violation of Probation. A search of the residence resulted in the seizure of a hypodermic needle containing Heroin. On Saturday Oneonta Police Department responded to the 76 Chestnut Street to investigate a domestic incident. A 25-year-old female victim reported that she had been menaced with a loaded shotgun by her intoxicated boyfriend at their Main Street apartment. Officers responded to the Main Street address where they found 35 year old Steven Knauff unconscious, he possessed the loaded shotgun and a metal knuckle knife, and was taken into custody. Knauff was charged with the following Criminal Possession of a weapon, Criminal use of a firearm & Menacing, he was arraigned & and was held on $15,000 cash bail.
Delaware County Deputies arrested 41-Year-old Robert Aleksander of Delhi, on 2 counts of Criminal Contempt, for an alleged violation of an order of protection violation in the Town of Bovina. Aleksander was arraigned & was released on his own recognizance; he will reappear in Court on November 21st.
State Police arrested 48-year-old Gina Criscitello of Harpursville, Friday for Felony DWI, with a B.A.C. result of .13%, plus Aggravated Unlicensed Operation & other traffic violations. A Trooper observed a vehicle failing to maintain its lane on State Route 7B in the Town of Fenton. Criscitello is accused of driving while intoxicated & with a suspended license, she was arraigned & remanded to the Broome County Jail on $1,000 cash bail.
Governor Cuomo today announced a series of measures aimed at increasing organ donation in New York State. The actions include signing an Executive Order that directs the State Health Department to work with all state agencies to provide the public with additional opportunities to become an organ donor through the new Donate Life Registry. Governor Cuomo also signed legislation making "Lauren's Law" permanent in New York State, and an updated, state-of-the-art Donate Life Registry launched to streamline the organ donor registration process.
State Police were dispatched Friday to a report of an accident on Quarry Access Road in the Town of Deposit. Troopers located an overturned dump truck in the middle of the access dirt road, 66-year-old William Barse of Sidney was hauling stone from the quarry when he drove off the road several times, struck trees, & overturned, he was ejected from his vehicle and was pronounced dead at the scene. State Police are continuing the investigation.
New York Attorney General Eric Schneiderman announced a new multistate lawsuit filed by 19 Attorneys General to defend the health care subsidies on which thousands of New Yorkers and millions of Americans rely.

Marble left her residence Sunday evening without medication that she needs for a serious medical condition, she left her cell phone and her dog behind & she missed a meeting with friends in Amsterdam on Sunday evening. Marble’s car is a black 2015 Honda CRV, it entered the State Thruway at Exit 25A, Interstate 88, and left at Exit 25, she may have re-entered the Thruway at Exit 27 & and left at Exit 34, Canastota, at about 4:00 AM Monday. U.S. Senator Chuck Schumer visited upstate Monday, where he expressed his support for a proposal to place rollover bars on farm tractors. Schumer cited statistics that show that farmers are 8 times more likely to die on the job than most workers. Schumer said that the Trump administration’s proposed budget for 2018, cuts the Northeast Center for Occupation Safety and Health for Agriculture, Forestry and Fishing, which is a rebate program that helps farmers purchase lifesaving equipment, including the "rollover bars." The program is supported by the National Tractor Safety Council.
Delaware County Sheriff’s Deputies arrested and charged 49-year-old William Scherer of Bloomville for DWI, Driving with Blood Alcohol Content above .08%, and Aggravated Unlicensed Operation of a Motor Vehicle, during a traffic stop in the Town of Kortright. Deputies responded to a report of an erratic operator, Scherer was released on appearance tickets, and scheduled to appear at the Town of Kortright Court at a later date.
Governor Cuomo's office announced that the New York Mets will be moving their Triple A minor league team form Las Vegas to Syracuse, after the team bought the Syracuse Chiefs franchise. The acquisition puts the Mets top 2 level farm teams in upstate New York, as Double A Binghamton has been affiliated with the Mets since the early 90's. The Washington Nationals have had their Triple A team in Syracuse for several years, and they will need to relocate.
Governor Cuomo today announced that 118 names would be added to the State Fallen Firefighters Memorial at the Empire State Plaza in Albany. Cuomo stated that of the 118, 114 firefighters suffered injuries and illnesses as a result of their efforts following 9/11. The Fallen Firefighters Memorial now honors 2,524 individuals who lost their lives in the line of duty. Governor Cuomo also issued 2 proclamations, marking Today as Firefighter Appreciation Day and the week of October 8th to the 14th as Fire Prevention Week.
The Delaware County Office for the Aging announced today that they are moving to their new location at 97 Main Street in Delhi. The agency will be closed for business tomorrow through this Friday; any emergency situation regarding the Office should be forwarded to the Delaware County Sheriff’s Department at 832-5555. A new report from State Comptroller Tom DiNapoli estimates that locally owned bridges need $27 billion in repairs, with 13% of all locally owned bridges are considered structurally deficient. The report suggests that repairs or upgrades are needed to support heavier loads, while others are prone to, or have been damaged by floods. DiNapoli’s report states that local officials will have to work with their state and federal counterparts to ensure there's money to pay for critical repairs. Locally, Delaware County had 6.9% of their bridge structurally deficient, Chenango County has 12.2%, and Otsego County had 14%.

State Police Superintendent George Beach has promoted Captain William McEvoy to the rank of Major and has assigned him to the position of Troop Commander at Troop C in Sidney. Major McEvoy started his career in 1984 as a trooper and was first assigned to Troop C; in 1989 McEvoy was promoted to Investigator and assigned to the Drug Enforcement Task Force in New York City. In 1991, he returned to Troop C, where he spent the majority of his years with the State Police, his most recent assignment was BCI Captain.
33-Year-Old Tory Brown of Columbus was arrested by Chenango County sheriff’s Deputies for unlawful possession of marihuana, criminal possession of a weapon and aggravated unlicensed operation. Brown was charged following a traffic stop in the Village of New Berlin for operating a motor vehicle while having his driving privileges suspended, marijuana and a weapon were located in the vehicle. Brown was arraigned in the Town of New Berlin Court and was remanded to Chenango County Jail on cash bail pending future court action.
The State Education Department should improve its process to investigate serious complaints against nurses and more actively monitor professional misconduct, according to an audit released today by State Comptroller Tom DiNapoli. The investigations of “priority 1” complaints against nurses, which includes offenses such as sexual misconduct, practicing under the influence of alcohol or physical abuse, are supposed to be completed within 42 days. Auditors found that on average it took 228 days to complete such investigations, SED officials acknowledged the risks noted by DiNapoli’s auditors and cited steps to address them. Chenango County Sheriff’s Office arrested 46-year-old Kristin Slater of Sherburne for aggravated driving while intoxicated, following an accident in a parking lot of a local business in the Village of Sherburne. Slater is accused of striking 2-parked cars in the parking lot; her BAC was more than three times the legal limit. Slater was arrested and processed without indent and later released on tickets for a return date in the Village of Sherburne Court in October.

Chenango County Sheriff’s Office arrested 20-year-old Stephen Duvall for criminal possession of stolen property, following the report of a stolen golf cart was being operated in the Village of New Berlin. When Deputies responded a local resident had stopped Duvall & the golf cart by blocking him in with his personal vehicle, the cart had been reported stolen in Otsego County. Duvall was arrested and was turned over to the Otsego County Sheriff’s Office for further investigation; he faces court action in New Berlin Court on October 16th.

A raid at Motel 88 in Oneonta netted Police 70 bags of heroin and crack cocaine, 33 year old Jason Chase of Cortland, was arrested for 2 counts of Criminal Possession of a controlled substance following a no knock search warrant.  Police discovered that Chase had 2 arrest warrants for Criminal Sale of a Controlled substance, and was also wanted by the New York State Division of Corrections and Community Supervision. Travis St. Denny of Norwich will be in jail for 10 years and plus post-release supervision for a guilty plea for 2 counts of criminal sexual act & 1 count of producing obscene materials to a minor. St. Denny was arrested earlier this year following a tip from a Child Abuse Hotline.

The State DEC has confirmed that a deer attacked a man in the city of Troy on Tuesday. The dear ran off and died, it was tested positive for Rabies. Remillard is undergoing post-rabies exposure treatments.

Delaware County Sheriff’s Deputies and local Fire Departments and Emergency Squads responded to a fatal all-terrain vehicle accident on a riding trail in Town of Stamford at about 12:30 AM today. The accident was discovered and reported by other ATV riders, the deceased has been identified as 27 year old Daniel Reed of Stamford, who lost control of the vehicle, which subsequently overturned, Reed was ejected from the vehicle and suffered fatal injuries. Deputies believe excessive speed and failure to wear a seat belt were contributing factor, the investigation is continuing.

New York's new Drinking Water Council will hold its first meeting on Long Island to consider setting maximum levels of several contaminants not regulated by the Environmental Protection Agency. the 12-member council will recommend maximum levels for various chemicals which have contaminated drinking water in Rensselaer County and Newburgh. The council will also address dioxane, an industrial solvent that has contaminated water supplies in Long Island and elsewhere.
Jennifer Lopez has pledged $1 million to aid victims of the hurricanes that have devastated Puerto Rico. Lopez joined Governor Cuomo at a press conference announcing aid to the stricken island; her personal donation will be taken from the proceeds of her residency shows in Las Vegas.
State Police Major William McEvoy invites the public to help celebrate 100 years of service by attending the Centennial Open House at Troop C in Sidney on October 7th from 11:00 am to 3:00 pm. The event will have demonstrations from the K-9 unit, Helicopter Rescue, Underwater Recovery Team, Special Operations Response Team, & the Centennial Mounted Unit, and much more. There will be historical displays, firearm displays, vintage Troop cars, motorcycles, along with hands-on patrol car displays, McGruff the Crime Dog, tours of Troop Headquarters and the new Forensic Center. Chenango County Sheriff's department arrested 2 Town of Greene residents for Criminal Sale of a Controlled Substance, Criminal Possession of a Controlled Substance and Criminal Nuisance. Arrested were 47-year-old Chad Shields of Greene, & 19-year-old Shawn Rhodes of Greene. Shields and Rhodes were arrested following an investigation into the sale and possession of Cocaine and Methamphetamine in Chenango County; they were arraigned in the Town of Oxford Court and remanded to the Chenango County Jail on $30,000.00 cash bail. Norwich Police arrested 55-year-old John Stacy of Norwich for Possessing Obscene Sexual Performance by a Child & Failure to register as a Sex Offender. Stacy is accused of possessing pornographic materials containing children under the age of 16 & failing to notify authorities of his social media accounts within the required 10 day period for registered Level 2 sex offenders. Stacy was arraigned in Norwich City Court & was remanded to the Chenango County Jail on $50.000 cash bail pending court action on September 19th.
Delaware County Sheriff’s Deputies arrested 42 year old Brad Stafford of Sidney Center, on an arrest warrant from the Town of Hancock Court, where he had been charged with 4th degree Grand Larceny. Stafford is accused of stealing more than $1800 from his employer by selling bluestone owned by his employer and retaining the payment it. Stafford was arraigned at the Town of Hancock Court and was released on recognizance on that charge, Stafford was returned to the Delaware County Jail where he is being held on an unrelated matter.
The Village of Sidney Board of Trustees will hold a special board meeting on Monday, at 7:00 AM in the board room of the Sidney Civic Center. The purpose of this meeting is to approve the grant funding on the Construction of a Full Length Parallel Taxiway for the Sidney Municpal Airport.
Governor Cuomo signed an executive order prohibiting state agencies and officers from inquiring about or disclosing an individual’s immigration status unless required by law or it is deemed necessary to determine eligibility for a benefit or service. Cuomo also said that law enforcement officers are blocked from seeking immigration status information unless they are investigating illegal criminal activity, which includes when an individual approaches a law enforcement officer seeking assistance, is the victim of a crime, or is witness to a crime.
Chenango County Sheriff's Department arrested 18 year old Samantha Clipston of Norwich for Criminal Sale of a Controlled Substance. Clipston was arraigned in the City of Norwich Court and remanded to the Chenango County Jail on $10,000 cash bail. The arrest is the result of an ongoing investigation into the sale and possession of Heroin in the City of Norwich. The Chenango County Sheriff’s Office was assisted by the City of Norwich Police Department.

28-year-old Joshua Shurock of Norwich was sent to jail without bail, after being accused of assaulting a police officer & possession of heroin. Shurock was arrested last Thursday; he allegedly injured a Norwich officer while being arrested on the drug charge. The officer was treated & released at Chenango Memorial Hospital. Shurock was remanded back to jail pending future court action.
Delaware County Sheriff's Deputies arrested 36-year-old Seth Maki of Minnesota, with Criminal Impersonation; he is accused of falsely identifying himself to Deputies at the Delaware County Fair. Maki was arraigned in the Village of Walton Court and was remanded to the Delaware County Correctional Facility on $500 cash bail.
State Police arrested 28-year-old Todd Matias of Harpursville for Felony DWI, Aggravated Unlicensed Operation 1& several other traffic violations, after a trooper heard a vehicle with a loud exhaust on State Route 79, in the town of Colesville. The officer determined that Matias was driving while intoxicated, had a suspended driver's license, and an expired vehicle registration. Matias refused to submit to a breath test to determine his blood alcohol content, he was arraigned in the town of Colesville court, and was remanded to the Broome County jail on $5,000 cash bail or $10,000 bond.
Delaware County Sheriff's Deputies arrested 22-year-old Ashley Murphy, of Sidney Center, on a Bench Warrant issued by the Town of Walton, for failure to appear to answer a charge of Criminal Possession of a Controlled Substance. Murphy was arraigned in the Town of Walton Court and was released on her own recognizance and directed to reappear in the Town of Walton Court on a later date.
State Police arrested 46-year-old Wayne Johnson of Oneonta, for Felony DWI, Aggravated Unlicensed Operation, and Operating a Motor Vehicle without an Interlock Device. Johnson was pulled over for improperly working headlights, a trooper determined that Johnson was intoxicated, had a suspended driver’s license, and was driving a vehicle that was not equipped with an ignition interlock device. Johnson was arraigned in the town of Oneonta court and was remanded to the Otsego county jail on $1,500 cash bail or $3,000 bond, pending September 12th court action.

Governor Cuomo signed Briana’s Law that requires State Police and New York City Police Department candidates and officers to receive CPR training prior to graduation and every 2 years after. In 2010, Briana Ojeda suffered an asthma attack while playing at a playground, on the way to the hospital; Briana's mother was stopped by a police officer who was unable to perform CPR. Briana died shortly after she got to the hospital. The new law will go into effect in 60 days.

Norwich Police & the Chenango County Sheriff's Office arrested 30 year old Joshua Harrington & 29 year old Coy Biviano, for the alleged sales of heroin and cocaine. Both were charged with the Criminal Sale of a Controlled Substance, they were arraigned in Norwich City Court. Harrington was sent to the Chenango County Jail on $10,000 bail, while Biviano is being held without bail.
State Police Superintendent George Beach today reminded the public that there is only one week remaining to apply for the new State Trooper entrance examination, which will be held this fall. Online applications for the exam must be submitted before September 1, 2017, and interested candidates can sign up at www.nytrooper.com. The exam will be held on October 7, October 14, October 21, and October 28, 2017, at several convenient locations around the state.

Delaware County Sheriff Deputies arrested 29 year old Ronald Boerner of Andes after a domestic incident in the Town of Bovina. Boerner was charged with Criminal Trespass & Criminal Mischief, after he allegedly entered a residence without permission and smashed a window out of a vehicle. Boerner was arraigned in the Town of Bovina Court where he was released on his own recognizance, and will re-appear at a later date.
Chenango County Sheriff’s Department arrested 33-year-old Daniel Taylor of Edmeston on an active Arrest Warrant for the charge of 1st degree Assault. Taylor was arrested following an investigation of an assault of a 29-year-old Norwich man on July 27th in the Village of Oxford. Taylor is alleged to have struck the victim in the head several times with a large piece of wood. Taylor was arraigned in the Town of Guilford Court and was remanded to the Chenango County Correctional Facility on $20,000 cash bail. Taylor is to reappear in the Village of Oxford Court at a later date to answer to his charge.

The National Weather Service has confirmed that a tornado touched down in the Madison County town of Georgetown on Tuesday afternoon. The Investigation revealed that the tornado had sustained winds of 90 miles per hour & was a part of the Storm system that traveled through Central New York Monday Afternoon. Damage in the area of the tornado included downed trees and Utility Poles there were no injuries were reported.
State Owned Drones will be used for the 1st time at the New York State Fair in Syracuse this year. The drones will be used to monitor traffic conditions & the capacity of the surrounding parking lots, on the weekends of the Fair, which traditionally has the highest attendance. Governor Cuomo said that the State DOT & STATE Police would operate the Drones.
Chenango County Sheriff’s deputies arrested a Town of Coventry resident on charges of Sexual Abuse & Endangering the Welfare of a Child. 38-year-old Charles Crosby-Barrows was being held on unrelated charges at the Chenango County Jail, he is accused following an investigation of a reported sexual abuse of a juvenile female in 2016.
Math & English scores for New York Students who took standardized tests this spring, showed a slight increase over the 2016 scores, according to the State Education Department. 39.8% of students grades 3 to 8 were proficient in English Language Arts, up almost 2% from 2016, 40.2% of students passed the Math tests, up by 1.1% from 2016. Students who opted out declined from 21% to 19%.
Chenango County Sheriff’s deputies arrested 50 year old Michelle Ryan-Cook of Smyrna for 2nd degree Forgery, 3rd degree Grand Larceny & Falsifying Business Records. Ryan-Cook is accused of stealing more than $3,000 from a Sherburne business from November 2016 to April 2017; she faces court action shortly.
Governor Cuomo announced a coordinated effort by state agencies to crack down on underage drinking on college campuses and in college towns as the fall semester begins. The State Liquor Authority, Police Agencies & the State DMV will conduct statewide sweeps of locations holding liquor licenses, looking for fake IDs and illegal sales to minors. The combined enforcement effort will begin immediately.

The Chenango County Sheriff’s Office arrested 21-year-old Kathleen Brown of Norwich for illegally entering a residence. Brown allegedly punched & grabbed an individual by the neck, and pulled a child from a family member, she then attempted to leave in a vehicle that did not have child safety seats. The driver, 22-year-old Lucas Cummings of Norwich was found to have a suspended driver’s license. Brown was arraigned in the Town of Norwich Court for Criminal Trespass & Endangering the Welfare of a Child. She was released & will appear in court at a later date. Cummings was issued a Ticket for Aggravated Unlicensed Operation of a motor vehicle & will appear in the Town of Norwich Court at a later date.
Delaware County Sheriff's Deputies responded to a motor vehicle accident on State Highway 28 in the Town of Franklin. 22-year-old Nicholas Thompson of Garnerville crossed over the opposing lane and drove off the roadway and struck a culvert. Thompson was transported to Fox Hospital for treatment of injuries sustained in the accident. Deputies charged Thompson with DWI & Failure to Keep Right. He was issued tickets returnable in Town of Franklin at a later date.

The National Weather service defines a Tornado Watch when Tornadoes are deemed possible by the Storm Prediction Center;  where conditions are favorable for the possible creation of a Tornado. Tri-Town Regional Hospital in Sidney will become a satellite emergency department under the leadership of Fox Hospital in Oneonta, on January 1st 2018. A certificate of need was approved earlier this year by the State Department of Health to bring Tri-town Regional under the operations of Fox Hospital, State rules stipulate that a satellite emergency department must be within 35 miles of an acute care hospital; Fox Hospital is 23 miles from Sidney while Bassett Medical Center is just over 45 miles away. The change will not affect any services at tri Town. Bassett Officials also announced a plan to apply for $25 million in grant funding to create a medical village at the Sidney campus, for outpatient and emergency care.
Delaware County Sheriff Deputies arrested 56-year-old Donald Whitted of Walton for failing to report an address change to the Sex Offender Registry & for failing to release an updated photo, after he moved from his registered residence in the Town of Bovina to a residence in the Town of Walton. Whitted was charged with Failure to report a Change Address in 10 days and Failure to Provide Photograph, he was arraigned in the Town of Delhi Court and was remanded to the Delaware County Jail on $2,500 cash or $5,000 secured bond.
The "POW-MIA Memorial Highway" will be extended into the Southern Tier under legislation signed into law this week that was sponsored by State Senator Jim Seward & Assemblyman Cliff Crouch. Previously, the "POW-MIA Memorial Highway" which memorializes veterans of the Vietnam War, ran along State Route 12 for the Northern portions of the Highway, the new legislation extends the memorial highway through Madison, Chenango, and Broome counties to the intersection of State Route 12 and State Route 12A in the Town of Chenango.
Delaware County Sheriff’s Deputies arrested 39-year-old Travis Fletcher of Walton, on a bench warrant issued by the Village of Walton Court. Fletcher was arraigned at the Village of Walton Court; he was remanded to the custody of the Delaware County Correctional Facility on $25,000 cash bail or $50,000 bond. Fletcher was scheduled to appear before the Village of Walton Court at a later date for further proceedings.
The State Labor Department announced that the Unemployment rate for July Statewide was 4.7%, up 2/10ths from June. Locally, Chenango County had 4.8% unemployment, Delaware County 5.4% & Otsego County 4.9% in July.

The State Health Department revealed some of the changes that are coming to the Medical Marijuana program. New regulations will allow for marijuana to be distributed to patients by certified physicians, in chewable & effervescent tablets, lozenges plus topical Ointments, lotions & patches. New York State Police will have 15 new canine teams on patrols shortly. The Troopers & their canine partners graduated from a special program at the State Police Academy on Friday, 7 of the new teams will be assigned to New York City, the rest to Long Island & the upstate Troops.
Governor Cuomo announced that the state's new $7.6 million Community Restoration Fund has purchased the mortgages for 398 homes in an effort to bring owners in targeted communities out of foreclosure and keep the homes from becoming “Zombie Properties”. The 398 homes in the program are in 33 of the State's 62 counties, 7 of the homes are in the Southern Tier.

Chenango County District Attorney Joe McBride announced today that more charges have been filed against James Brower & Tobias Rundstrom-Wooding, in connection with the rape & murder of 11 year Old Jacelyn O'Connor on July 30th in Norwich. Brower faced court action this afternoon in Norwich, the 2 men were charged initially with 1st degree Murder, and now felony "While acting in concert" in connection with the girls death. Both men are being held without bail pending additional court action.
Delaware County Sheriff's Office Investigators arrested 30-year-old Scott Hanrahan of Deposit, 29-year-old Justin Crandall of Sidney, and 27-year-old John Bolster of Hancock, for promoting contraband within the Delaware County Correctional Facility. All 3 are incarcerated at the County Jail on unrelated charges, they are accused of possessing prescription medication prescribed to another inmate, they were charged with 1 count each of Promoting Prison Contraband, they face arraignment on the new charges in the Town of Delhi Court at a later time.

State DOT reported that I-88 eastbound between exits 10 & 12 was closed due to a bus fire, which was reported just before 6:00 AM this morning. The section of the highway remained closed for several hours while crews worked at the scene. I-88 was back open to traffic by 12:15 this afternoon. The investigation into the cause of the bus fire is continuing.
Governor Cuomo announced today that $1.6 million has been awarded to 3 emergency food relief organizations in the Southern Tier through the Hunger Prevention and Nutrition Assistance Program, administered by the Department of Health. Agencies receiving these awards are required to devote a portion of the funding to food identified as helpful in the prevention of chronic diseases, such as diabetes and obesity. Locally, funding was awarded to the Broome County Council of Churches, they received $100,000 & Delaware Opportunities received $149,315
Former Republican State Senate leader Dean Skelos is asking for a new trial, after former Democratic Assembly Speaker Sheldon Silver was granted a new trial. Both men were convicted of using their powerful political positions for personal gain. Skelos was convicted on charges of extortion, Bribery & Conspiracy in 2015, for using his position as leader of the State Senate, to get his son a no show job for a 6 figure salary, A US Supreme Court ruling recently reversed Silver's conviction, by weakening the definition for corruption by public servants.

State DEC Officials announced that a 2nd alligator spotted in Whitney Point has been captured. The DEC wildlife staff were able to mobilize and capture the alligator at around 2:45 yesterday afternoon. The Alligator is being transported to Animal Adventure Park in Harpursville.
Governor Cuomo announced a program to provide no-cost or lower-cost naloxone at pharmacies across New York. Beginning tomorrow, individuals with prescription health insurance coverage, including Medicaid and Medicare, will receive up to $40 in co-payment assistance, Uninsured individuals and individuals without prescription coverage will still be able to receive naloxone at no cost through a network of registered opioid overdose prevention programs. Senate Majority Leader John Flanagan admitted Sunday he has drinking problem, he revealed that received treatment for his alcohol addiction, which he blamed on the pressures of his job. Flanagan said that he would remain in the senate, but did not address speculation that he may seek the Republican Party nomination in the race for Governor in 2018.
More people are starting to suggest a run at Governor Cuomo for the State's top job next year. Former Republican candidate Carl Palladino of Buffalo is expected to give it another shot, after losing badly to Cuomo once before. Actress Cynthia Nixon is expected to announce shortly that she is considering a run for the Democratic Party nomination in 2018, against Cuomo. Former State Senator Terry Gipson is also expected to announce challenge Cuomo next year, which is criticized by many in the Democratic Party as abandoning the Liberal base.

Governor Cuomo announced more than $4 million has been awarded for 11 agricultural water quality conservation projects, benefiting 16 farms in the Southern Tier. The funding allows farmers to address water quality challenges in priority watersheds while increasing productivity, reduce erosion, and limit the amount of harmful sediments and other deposits in New York's waterways.
State Police arrested 34 year old Tobias Rundstrom-Wooding of Norwich, for 1st degree Murder, in connection with the murder of 11 year old Jacelyn O'Connor on July 30th. He was arraigned in Chenango County Court and was remanded to the Chenango County Jail without bail pending further court proceedings today at 11:00 am. Last week, police arrested James Brower in connection with the same case. The Chenango County Sheriff’s Office and the Chenango County District Attorney’s Office assisted with this investigation. A raccoon tested positive for rabies in the town of Davenport. 2 dogs were exposed to the diseased raccoon when they cornered and killed the animal. The dogs were up to date on their rabies vaccinations and each received a rabies booster. 2 people were also exposed and are receiving rabies post exposure treatment. This is the 3RD animal in Delaware County to test positive for rabies in 2017. Public Health recommends that pet owners take advantage of the free remaining rabies clinics in Delaware County, on August 9th from 4:00 PM to 6:00 PM, at the Franklin Fire Hall, August 23rd from 5:00 to 7:00 PM at the Sidney Fire Hall, an October Rabies Clinic will b held in Delhi; the date and time will be announced soon.
State DEC officials reported that missing hiker Wayne Lamicela of Arkville was found alive. State Forest Rangers reported that on Saturday, at around 1 p.m., a caretaker for private property located Lamicela, in a wooded area, Lamicela was barefoot but still mobile and able to walk on his own power. Lamicela was transported to the Margaretville Community Hospital for further evaluation.
The State Department of Transportation announced that two lanes eastbound, and one lane westbound on State Route 17 between Exit 62 Nichols and Exit 63 Lounsberry reopened Friday afternoon. Starting today, one lane in each direction will remain open as crews continue to repair damage caused by a late July flash flood. Motorists are advised to be alert for slow moving traffic and sudden stops.

Troopers responded to a report of shoplifting from the Dollar General on State Route 12 in the town of Norwich, and then driving away, the suspect vehicle was stopped & troopers accused the 3 of stealing items commonly used to manufacture meth. Sapinsky, Gray, and Bailey were arraigned & were remanded to the Chenango County jail in lieu of $20,000 cash bail or $50,000 property bond. Their next court date is pending.
Delaware County Sheriff’s Deputies were called to the scene of a Tractor Trailer; roll over motor vehicle accident at the intersection of County Highway 26 and East River Road, in the Town of Hamden. 30 year-old Nelson Perez-Aybar was hauling a tanker trailer, loaded with liquid sugar, he failed to properly shift down while descending the grade & was unable to come to a stop before entering the intersection, he attempted to turn at a speed of 20 to 30 miles per hour, tractor-trailer than overturned and slid into an earthen embankment. Perez-Aybar was not injured; he was issued several traffic tickets for Town of Hamden Court.
Governor Cuomo announced that the state has adopted regulations implementing New York's landmark Paid Family Leave program. Starting January 1, 2018, Paid Family Leave will provide employees with wage replacement and job protection to help them bond with a child, care for a close relative with a serious health condition, or help relieve family pressures when someone is deployed abroad on active military service. Employees are also entitled to be reinstated to their job when their leave ends and to the continuation of their health insurance during their leave.
The State’s private sector job count increased by 23,900, or 0.3%, in June to over 8,079,000, a new record high, according to preliminary figures released today by the State Department of Labor. Since 2009, New York has added more than 1.1 million private sector jobs and experienced employment growth in 66 of the past 78 months. In June, New York’s statewide unemployment rate increased from 4.4% to 4.5% in June.
U.S. Senator Charles Schumer is calling on the U.S. Department of Agriculture to offer an extended level of crop insurance protection to New York barley farmers. New York State’s brewing and distilling industries are booming, but Schumer said that the Barley farmers should be granted access to the same federal protections that are available to farmers in 11 other states. Schumer's request to the USDA follows a recent success where the USDA agreed with Schumer’s request to extend a more basic level of federal crop insurance to 44 Upstate New York counties.
$14.8 million has been returned to 21,271 victims of wage theft between January and June of 2017, which is on pace to exceed last year's totals of $26.4 million returned to 23,600 workers. These wage recoveries are a result of state efforts to root out worker exploitation, in the Southern Tier, $35,600 was retrieved for 90 workers who were denied pay that they earned.

State Police responded to a Delaware County 911 report of a two vehicle crash with serious injuries on River Road in the Town of Sidney. An investigation determined that 39 year old Jason Cunningham of Unadilla was driving his 2005 vehicle on River Road when he entered a sharp curve and drifted into the opposing lane, striking a pickup truck driven by 35 year old Matthias Wesner of Unadilla. Cunningham was transported to Fox hospital where he succumbed to his injuries. An autopsy will be conducted at Lourdes hospital and the results are pending. Wesner received minor injuries in the crash. No tickets have been issued at this time. This investigation is ongoing.
State Police responded to an Otsego County 911 report of motorcycle striking a pickup truck on County Route 11 in the Town of Hartwick. 28 year Kyle Bronson of Cooperstown lost control and crossed into the westbound lane and struck a pickup truck. Bronson was pronounced deceased at the scene due to crash related injuries. The operator of the pickup truck, 66 year old Thomas Stewart of Laurens was not injured. State Police Collision Reconstruction Unit assisted at the scene with the investigation. The investigation is continuing.
Chenango County Sheriff's Department arrested 2 Town of Coventry residents for Criminal Possession of a Controlled Substance, Criminal Using of Drug Paraphernalia and Unlawful Possession of Marihuana. Charged were 29-year-old Brenda Manwarren & 40 year old Jessica Sepulveda, they were arraigned & were remanded to the Chenango County jail on $25,000.00 cash bail each. The 2 were arrested following an investigation into the sale and possession of Heroin in Chenango County. Heroin, a digital scale, and heroin packaging material were seized. The Chenango County Sheriff’s Office was assisted by the Sidney Police Department and the Chenango County District Attorney’s Office.

Chenango County Sheriffs department arrested 32-year-old Samuel Gould of Norwich for Criminal Contempt, Criminal Obstruction of Breathing, Criminal Mischief and Harassment, after an investigation into a domestic dispute that occurred in the Town of Sherburne. Gould was arrested for allegedly subjecting the victim to unwanted physical contact and choked the victim during the course of a dispute; Gould also had an active order of protection against him. Gould was arraigned in the Town of Sherburne Court and was released on his own recognizance.
The Oneonta Common Council voted in favor of begin the process of demolishing the Grandstand Area of Damaschke field, which was partially condemned & rusting badly. The Grandstand area of the stadium was built in 1939; the top level was condemned earlier this year. The city will seek grants through the REDC process to replace the structure; the bleachers will be used to accommodate fans for Oneonta Outlaws games this season.

Governor Cuomo today announced a major disaster declaration has been issued for 28 counties across the state due to the snow storm known as "Winter Storm Stella" that occurred from March 14-15. State and local governments had more than $31.4 million in response costs and infrastructure damage as a result of the storm. 28 counties were included in the declaration, including all of the local counties. According to the National Weather Service, Record amounts of accumulation were measured in Broome County, which saw 36 inches in accumulation, and in Chenango County which saw 35 inches, Delaware County recorded near record snow fall amounts of 30 inches for the duration of the storm
Broome County District Attorney Steve Cornwell announced that Crime in Broome County has decreased since 2015. 2 years ago, Broome County had the highest crime rate of all 62 counties in New York State, it is now ranked 6th. Crime in the county decreased by 16%, according to the Department of Criminal Justice Statistics. The DCJS counts index crimes - murder, rape, robbery, aggravated assault, burglary, larceny and motor vehicle theft.
Mallinckrodt has agreed to pay a settlement of $35 million after they were accused of supplying distributors an increasingly excessive quantity of oxycodone pills without notifying the DEA of the suspicious orders from 2008 until 2011. Mallinckrodt is also accused of violating record keeping requirements at it's manufacturing facility in Hobart in Delaware County, regarding the actual number of tablets manufactured in a batch, and the number of tablets they reported in their records.

State Police arrested 20-year-old Gerald Althiser Jr. of Springfield Center for intentionally starting fires in two campers. During the investigation, Althiser admitted to setting numerous fires, including the March 12th fire that destroyed the Milford United Methodist Church. Althiser was arrested for 3rd & 5th degree Arson; he was arraigned in the Town of Hartwick Court and remanded to the Otsego County Jail. The investigation is continuing with the assistance of the Otsego County Fire Investigators.
The Chenango County District Attorney's office announced that 28-year-old Travis St. Denny of Norwich accepted a plea deal Monday in Chenango County Court. St. Denny pleaded guilty to 2 counts of criminal sex act, and one count of producing obscene materials to a minor. St. Denny agreed to serve 5 years for each criminal sex act charge, resulting in a 10-year prison term, followed by 10 years of post-release supervision. He will be sentenced in September.

State Lawmakers did not complete the 2017 session Wednesday, and are being called back to Albany to wrap up the session Friday Morning. The State Department of Health today announced several new enhancements to the state’s Medical Marijuana Program. Changes increased the number of certified patients to the program, since the addition of chronic pain as a qualifying condition. The enhancements will streamline and simplify the registration process for practitioners, making it easier to certify patients for the medical marijuana program. There are 1,066 registered practitioners in New York’s Medical Marijuana Program, Nurse practitioners and physician assistants were certified & now make up more than 10% of the registered practitioners in the program.
Construction is underway on a $4.2 million bicycle and pedestrian trail that will link downtown Binghamton with the South Side neighborhoods. The Greenway is part of Governor Cuomo's $59 million investment in the multi-phase Route 434 Greenway / Route 363 Gateway project ; The 1st phase includes the Route 434 Greenway trail from the South Washington Street Pedestrian Bridge to the intersection of Pennsylvania Avenue and Vestal Avenue in Binghamton’s south side The Greenway phase will also provide a crossing over Route 434 on the Pennsylvania Avenue Bridge. The rest of the phases of the project should begin in 2020.
New York Regulators are taking public comments on proposed changes to the solid waste management rules. The DEC launched a revision last year, which includes changes to deal with the illegal disposal of construction & demolition debris, and a stronger oversight of Mulch Processing facilities. Comments will be accepted to the DEC through July 13th.
State Police arrested 45-year-old Vernon VanValkenburg of Masonville, for Criminal Possession of a Weapon, 4 counts of Reckless Endangerment, and Illegal Discharge of a Firearm within 500 feet of a Residence. Troopers responded to a report of shots fired by a subject at a residence on Finnerty Road in the Town of Masonville, VanValkenburg is accused of firing at a neighbor's house, VanValkenburg was unable to possess a firearm due to a prior felony conviction, he was arraigned in the Town of Masonville court and remanded to the Delaware County jail on $1,000 cash bail. An order of protection was issued, no injuries were reported.
The towns of Unadilla crews are working on paving Idumea road today. The road will be closed to Through Traffic until completion late this afternoon.

Governor Cuomo signed legislation to end child marriage in New York. The legislation raises the age of consent to marry from 14-years-old to 18-years-old and amends the process to require parental and judicial consent for marriage of those between 17-years-old and 18-years-old. Previously, children as young as 14-years-old could get married with parental permission and written consent provided by a judge.
A bipartisan proposal to add post-traumatic stress disorder as a qualifying condition for New York's medical marijuana program has received final approval from state lawmakers and is headed to the desk of Governor Cuomo. 26 of the 29 states with medical marijuana programs allow patients with Post Traumatic Stress Disorder to qualify.

Governor Cuomo today announced that his administration has reached a 5-year contract agreement with the Civil Service Employees Association, which represents over 60,000 state government employees. The contract must now be approved and ratified by CSEA membership and authorizing legislation is expected to be passed before the end of the legislative session.
The New York State Department of Labor today released preliminary local area unemployment rates for May. The State’s unemployment rate increased from 4.3% to 4.4% in May 2017, locally, Chenango County had 4.6% unemployment, Delaware County had a 4.8% rate & Otsego County registered 4.2% unemployment

The U.S. Justice Department reached an agreement with New York state to settle a lawsuit over voter registration opportunities through the State's DMV offices. Federal investigators found applications for New York driver's licenses, permits and ID cards didn't always serve as applications for voter registration, Under the agreement, New York will insure a voter registration opportunity will be included with all applications. Change of address information will also be used to update voter address information.
State Senate Leader John Flanagan said that his house will not vote on the bill to change requirements that would have made it easier for the vicitms of sexual molestation to sue their attackers. The proposal that passed the Assembly, and had the support of the Governor, would have given victims more time to file civil lawsuits, and would have allowed for a 1 year window for past victims to file lawsuits. The proposal had opposition from the Catholic Church and other religious organizations.
Chenango County Sheriff's Office Narcotics Division responded to 305 Race Road in the Town of Greene for a narcotics investigation, they discovered 2 men manufacturing methamphetamine. Officers seized methamphetamine, scales, and packaging material & arrested 22-year-old Taylor Micha of Norwich and 36-year-old Paul Decker of Greene, for Unlawful Manufacturing of Methamphetamine, Criminal Possession of Methamphetamine Manufacturing Material, Criminal Possession of a Controlled Substance and Criminal Use of Drug Paraphernalia. Both were arraigned and remanded to the Chenango County Jail on $25,000 cash bail, pending action in Town of Greene Court at a later date. The investigation is ongoing and additional arrests are expected.
A Job Fair will be held today at the State Veterans' Home at Oxford from 12:00 Noon to 6:00 PM. Professionals from the nursing department will be on hand to provide information, give tours and conduct interviews for RN, LPN and CNA positions.
A plan to permit movie theaters to serve alcohol is not expected to make it to the governor’s desk. Assembly Speaker Carl Heastie said that he opposes the bill on the grounds of public safety; he decides which bills are voted on in the assembly. Governor Cuomo pitched the idea late last year, as a tie in to the state’s growing craft beer industry. Under current law, a theater can serve alcohol if they also operate a full kitchen, or obtain a tavern license & only serve alcohol in the lobby. The proposal states that theaters could apply for a special license & local officials also support the issuance of that license.

The State Liquor Authority will provide new licenses to facilitate the production, to both current craft manufacturers looking to expand or businesses seeking to open a stand-alone custom homemade craft beverage production center. Governor Cuomo signed legislation last year, creating the new license authorizing the creation of custom craft production centers where craft beverage amateur brewers and cider makers can utilize the expertise, space and equipment of existing facilities to produce craft beverages for personal consumption. Governor Cuomo announced that over $3.1 million dollars in wages and interest during the first quarter, has been returned to 1,367 workers by the State Department of Labor. In addition, more than $125,500 in civil penalties have been assessed against employers in violation of prevailing wage law and 14 individuals or business entities have been debarred since the beginning of the year. Locally, 76 Southern Tier area workers were awarded over $168,000 in back wages through this effort.

State Police responded Friday to a report of a 1-vehicle rollover fatal accident on State Highway 17 in the Town of Sanford. The investigation revealed that the operator of an Econoline van fell asleep at the wheel, the vehicle drifted off the road and overturned multiple times before coming to rest. 5 of the 7 occupants were transported to Wilson and Lourdes Hospitals to be evaluated for non-life threatening injuries, however, 1 Passenger; 70 year old Dennis Pitts of Rochester, was transported to Wilson Memorial Hospital, he was pronounced deceased. The investigation is continuing.

Sheriff's Office Investigators arrested 49-year-old Louis Aulicino of Franklin, for 3 counts of Criminal Sale of a Controlled Substance, for allegedly selling Morphine and Oxycodone from his residence between early November 2016, and late January of this year. Sheriff’s Investigators also arrested 46 year old Richard Mattice, of Delhi, on 3 counts of Criminal Sale of a Controlled Substance, for allegedly selling Hydrocodone in the Village of Delhi between July, 2016, and late January of this year.
Norwich Police unveiled 20 new officer body cameras to increase transparency and accountability while improving relationships between law enforcement and the community. Officers began utilizing the body cameras on patrol and in the field earlier this year. The cameras are always on and rolling footage, the officer maintains control over when the camera starts to record and save footage. Funding for the equipment was secured through a $50,000 Public Protection Grant by State Senator Fred Akshar in the State Budget.

Governor Cuomo today directed the State Department of Financial Services to promote new emergency regulations mandating health insurance providers do not discriminate against New Yorkers with pre-existing conditions or based on age or gender, in addition to safeguarding the 10 categories of protections guaranteed by the Affordable Care Act. The Department of Health will ban all insurers who withdraw from offering Qualified Health Plans on the State Health Marketplace from any Health related program, including Medicaid, Child Health Plus, and the Essential Plan. The Governor will also direct state agencies and authorities to ban insurers who withdraw from the State Health Marketplace from contracting with the state.
Delaware County Sheriff Deputies arrested 19-year-old Derek Mead of Walton on 3 counts of endangering the welfare of a child following a report of an underage drinking party in the Town of Meredith. Deputies accuse Mead of allowing 3 children less than 17 years of age to drink alcoholic beverages. Mead was released on tickets returnable to Meredith Town Court at a later date.
The Village of Bainbridge announced that crews worked on a water main break on North Main Street this morning from Newtown Creek to Yaleville Creek. Village officials reported that the break was fixed & service was restored at about 1:00 PM today.
The Delaware County Chamber of Commerce is hosting its 2nd annual Catskill Scenic Mountain Trail Half Marathon and Relay on Saturday, July 22. The 13.1-mile race route begins at the Bloomville entrance to the Catskill Scenic Trail, along state Route 10, and finishes at Veteran's Park in Stamford. The Otsego County sheriff’s department arrested 59 year old Perry Webb of New Lisbon Friday night for 2nd degree murder, for the alleged killing of one man & the assault of another. Deputies & State Police responded to 393 Wheat Road in New Lisbon, where they found 63 year old Arthur Bellinger dead, and one other man injured Webb was taken into custody, the 2nd unidentified man was taken to Bassett Hospital & was treated & released. The investigation is continuing.
A bat tested positive for rabies in the Village of Delhi. This is the first animal in Delaware County to test positive for rabies in 2017. There were no human exposures; a dog and two cats were exposed to the rabid bat. Vaccination records of the pets indicated the animals were not up to date their rabies vaccinations. The animals have begun a 6 month quarantine following the New York State Department of Health guidelines. State Senator Jim Seward announced that the recently adopted State budget includes $194,500 for the City of Oneonta to help offset public safety costs generated due to being a SUNY host community. Seward's legislation includes a formula to distribute state aid to municipalities hosting four-year SUNY schools, has received the backing of local officials as well as the New York Conference of Mayors (NYCOM). Companion legislation has been introduced in the state Assembly.
After getting rained out on Monday, May 29th, Bainbridge officials have decided to hold a rescheduled Memorial Day Parade and Ceremony on Saturday, June 10th.
