A winter storm has dumped between 24 to 40 inches of snow on the Southern tier, closing down schools, government offices & businesses throughout the region. State DOT Officials are asking people to stay off the roads so that Plow trucks can get the roads cleared quickly. Chenango & Broome Counties have called for a State of Emergency because of the storm.
Governor Cuomo announced that over 202,000 COVID tests were administered Wednesday across the state. there were 10,914 positive tests, or 5.38% of all tested. The number of People in ICU Beds was up to 6147, and there were 120 deaths from the virus Wednesday.
State Police announced that I-81 Northbound in the town of Barker in Broome County was closed off & traffic had been backed up for several miles today, due to the storm & a disabled tractor trailer truck. The road was closed northbound between exit 7 & 8, troopers in an all-terrain vehicle checked on drivers waiting for the disabled vehicle to be removed.
Chenango County Public Health had another 25 positive cases of COVID 19 reported Wednesday, they have 132 Active Cases with 7 hospitalizations, & 542 Active Quarantines. The County has had 917 Cases with 730 Total Recoveries.
The State Department of Labor today announced the state's minimum wage phase-in will continue, with the next stage taking effect on December 31st. The minimum wage will go to $12.50 an hour in the local counties.
The Franklin Central School District Board of Education will hold a special meeting on Monday with executive session at 5:30 p.m. and open session at 6:30 p.m. COVID-19 restrictions remain in effect and they will limit the number of people to 17 in the cafeteria for the meeting at one time. Franklin officials announced that district residents can email the District Clerk, Donna Dean, at ddean@franklincsd.org (mailto:ddean@franklincsd.org) no later than 3:00 PM Tomorrow, to share information with the Board at Monday's meeting.

Delaware County Public Health announced that they had 5 new cases of COVID 19 Wednesday they report 72 active cases, 1 person is hospitalized & 363 are quarantined. they have had 540 total cases with 458 recoveries and 10 deaths.
Local government sales tax collections declined by 7.1% in November compared to the same month last year, according to State Comptroller Tom DiNapoli. The decline is steeper than October's 5.2% decline, but not as significant as the double-digit declines in April, May & June at the beginning of the pandemic. Total local government collections in 2020 are down 10.1% compared to the same period in 2019.

State Police arrested 38 year old Herbert Bidwell Jr., of Mount Vision for Burglary and Criminal Trespass, after Troopers responded to a report of a burglary in progress at a residence on State Highway 28 in the town of Oneonta. The residents heard glass breaking and called 9-1-1, troopers found Bidwell inside the residence, he had also entered another home nearby illegally, He was also found in possession of suspected heroin. Bidwell was processed then transported to Otsego County Central Arraignment and Processing.

Governor Cuomo held a COVID 19 briefing today, he outlined the priorities for Vaccine distributions in the state, with the first shipment expected sometime next week:

The Governor said that 90 sites are being set up around the state for the cold storage of the Vaccines; the first shipments are expected from Pfizer, with more coming from Moderna & Pfizer later in the month.
Governor Cuomo reported that 10,585 New Yorkers tested positives for COVID 19 Tuesday, out of more than 194,000 tested, or 5.44% of all tested. 4,993 Patients are Hospitalizations Statewide, 952 Patients in the ICU; 521 are on ventilators, there were 95 COVID-19 Deaths in New York State Tuesday.
Chenango County Public Health reported another 15 positive COVID 19 cases Tuesday, bringing their totals to 754. They have 95 active cases with 6 hospitalizations, 452 are quarantined 640 have recovered & there have been 13 deaths.
The Broome County Health Department announced that they are up to 5980 total COVID 19 cases, after announcing 79 more positive tests today. The county has 145 deaths, over 5106 recoveries with over 4700 being monitored by the Health Department.
Driver's license expiration dates have been pushed back to January 1, 2021. If you have a New York State Driver's License or permit with an expiration date after March 1, 2020, it is still valid until January 1, 2021. This extended an Executive Order that granted people whose licenses expired during the pandemic more time to renew.
State Police are searching for a suspect who allegedly stole Price Chopper gift cards from a Richfield Springs church around December 1st. The gift Cards were worth $2500 which was earmarked to be handed out to local families in need this Holiday Season, Anyone with information is asked to contact the State Police at Troop C at 561-7400.

State Police were dispatched early Monday Morning to a report of a fire on Welton Street in the town of Colesville. 60 year old Wendy Sutton died as a result of the fire, Harpursville, Windsor, Ouaguaga and West Colesville Fire Departments responded. The fire is not believed to be suspicious & the investigation is ongoing.

Otsego County Department of Health reported 35 new COVID cases reported Tuesday, the county now reports 1475 total confirmed cases, 134 active cases, 17 are hospitalized, there have been 8 deaths, 767 cases linked to SUNY Oneonta & 71 confirmed cases linked to Hartwick College
Delaware County is reporting 18 new cases of COVID-19 Tuesday and 5 recoveries. The known active cases have reached 100. To date there have been 464 confirmed positive cases, 298 people are under mandatory quarantine, 93 people are isolated at home and 7 people are in a hospital, 9 people have died and 355 have recovered.

Otsego County Department of Health is announcing a potential COVID 19 exposure at the Copper Fox at 7 Market Street in Oneonta. Anyone who spent time at the bar between November 12th through November 17th should monitor for symptoms, if you have developed symptoms, get tested and isolate yourself. The Copper Fox is closed for a minimum of 7 days and all staff will be tested, more information is available at 547-4231.
Chenango County Public Health announced that they have had 518 total cases of COVID 19 since March. They currently report 55 active cases, 3 hospitalizations & 363 quarantines, they have had 10 deaths, 458 recoveries & over 41,700 tests have been conducted.
Bassett Healthcare Network is tightening visitor restrictions at all of its hospitals and long-term care facilities as COVID-19 cases continue to rise regionally and statewide. Effective Monday, Nov. 23, 2020, only individuals considered essential to the medical care of a patient will be allowed at Bassett Medical Center, Cooperstown; A.O. Fox Hospital, in Sidney & Oneonta; Little Falls Hospital, Cobleskill Regional Hospital, and O’ Connor Hospital in Delhi. Visitation is also suspended at the Bassett network’s two long-term care facilities and assisted living facilities – A.O. Fox Nursing Home in Oneonta, and Valley Health Services and Valley Residential Services in Herkimer.
After the absentee ballots were counted, 19th District Congressman Antonio Delgado has won re-election over Republican Kyle Van De Water. In the 22nd Congressional District, Republican Claudia Tenney's lead has shrunk to about 2,000 votes over incumbent Democrat Anthony Brindisi; more than 68,000 absentee ballots were requested in the 22nd district this year.
The State Health Department reminds New Yorkers that if you get a call from NYS Contact Tracing, answer it. Contact tracers are working around the clock to trace clusters and inform people who have been in contact with someone who tested positive for COVID. Also, legitimate Tracers will never ask for your Social Security Number or financial information; if someone does, hang up.
Delaware County Sheriff’s Deputies responded to a two-car property damage accident on State Highway 206 in the Town of Colchester last Friday, where a vehicle and trailer driven by 32-year-old Stephen Depuy of Downsville was making a turn from State Highway 206 on to Hill Top Drive when his trailer was struck in the rear by a vehicle driven by 84 year-old Eugene Marner of Franklin. Deputies charged Depuy with aggravated unlicensed operation of a motor vehicle, and being an unlicensed driver. Marner was ticketed for speed not reasonable and prudent. Both drivers were released on traffic summonses directing them to appear in the Town of Colchester Court on a later date to answer their charges.

People have been captivated by the story of the little owl that was transported to New York City from West Oneonta last week, on the Tree that is being set up for the Christmas holidays in Rockefeller Center. Susan O'Hanley of the Delaware Otsego Audubon Society told WCDO News that they believe that the owl was on the tree through the whole process & made the trip to the city:

O'Hanley said that many have commented to the Society that the Owl should be brought back to West Oneonta, the Society members feel that the additional travel would be too stressful & that he will assimilate to the Owl population in the Hudson Valley.

Otsego County Department of Health reported 18 new COVID cases Wednesday, the number of cases in the county since March is up to 1128, with 58 active cases, 1 hospitalized, 8 deaths, 760 cases are now linked to SUNY Oneonta & 67 at Hartwick College.
Delaware County Public Health had 3 new cases of COVID 19 to report Wednesday, with 53 active cases, 6 are hospitalized, and 197 are quarantined. Delaware County has had 289 cases, 227 recoveries & 9 deaths.
Oneonta City School District was made aware of a positive COVID-19 staff member at the Oneonta Middle School, several staff members are close contacts to 2 additional positive COVID cases resulting in quarantines through the Thanksgiving break. All Oneonta schools will go fully remote beginning today through at least Monday, November 30th.
The Norwich High School and Middle School will have remote instruction today, after the District discovered a positive COVID-19 student case at the high school, and a middle school teacher's family member had tested positive. The buildings will be closed today for contact tracing and deep cleaning, and they are working with Health officials in order to re-open for in-person instruction on Friday. The Gibson and Browne Elementary schools will remain open, and will follow the normal schedule.
Governor Cuomo, as well as the Governors of surrounding states, announced they will encourage residential colleges and universities in their respective states to provide testing for all students traveling home for Thanksgiving break to the maximum extent possible before they leave campus. Any student who tests positive will be encouraged to isolate on campus before they can travel or detail arrangements of their safe travel home with the local department of health.
Sidney Police responded to a 911 call of a domestic dispute at a business in the Village of Sidney Tuesday, they arrested 43 year old Anthony Fiorillo of Sidney for Criminal contempt, Harassment & Trespassing. Fiorillo was arraigned in the Village of Sidney court & was released to appear in court at a later date.
State Police are appealing to the public to help locate the driver of a tractor trailer that sideswiped a troop car in Broome County Tuesday night at approximately 6:46 pm. A trooper was assisting Broome County Sheriff’s with a traffic crash on Interstate 81 northbound near milepost 34.5 in the town of Lisle. The marked State Police vehicle was on the right side of the road with all of its emergency lights activated when it was sideswiped by a tractor trailer without stopping. Governor Cuomo, as well as the Governors of surrounding states, announced they will encourage residential colleges and universities in their respective states to provide testing for all students traveling home for Thanksgiving break to the maximum extent possible before they leave campus. Any student who tests positive will be encouraged to isolate on campus before they can travel or detail arrangements of their safe travel home with the local department of health.
Sidney Police responded to a 911 call of a domestic dispute at a business in the Village of Sidney Tuesday, they arrested 43 year old Anthony Fiorillo of Sidney for Criminal contempt, Harassment & Trespassing. Fiorillo was arraigned in the Village of Sidney court & was released to appear in court at a later date.
State Police are appealing to the public to help locate the driver of a tractor trailer that sideswiped a troop car in Broome County Tuesday night at approximately 6:46 pm. A trooper was assisting Broome County Sheriff’s with a traffic crash on Interstate 81 northbound near milepost 34.5 in the town of Lisle. The marked State Police vehicle was on the right side of the road with all of its emergency lights activated when it was sideswiped by a tractor trailer without stopping. There were another 25 deaths Sunday, the state death toll is at 26,159.

They report 4279 total cases, 3724 recoveries & they are still monitoring over 4200 people. The Health Department has learned of a person who was on a Greyhound bus traveling from Port Authority, in New York to Binghamton on November 7th between 10:00 AM & 2:00 PM, has tested positive for COVID-19, anyone who was on that bus should self-quarantine until November 22nd & they should contact a healthcare provider if COVID symptoms develop.
Chenango County Public Health announced that they have gone over 500 total cases of COVID 19 since March with 501. They have 44 Active Cases, 263 Active Quarantines, with 3 Hospitalizations, 439 Total Recoveries, 10 deaths, & they have conducted over 41,000 tests.
The State DEC announced that the 2020-21 regular deer and bear hunting seasons in New York's Southern Zone will begin at sunrise this Saturday, and continue through Sunday, December 13th. Following the regular deer and bear seasons in the Southern Zone, late bow-hunting, and muzzle-loading seasons will run from December 14th through the 22nd. Motorists on the New York State Thruway won't have to stop at toll booths anymore, as cashless tolling is now in effect. Otsego County Department of Health had 12 cases of COVID 19 reported over the past 2 days, the number of community cases with no identifiable exposures are rising. Otsego County is up to 1098 total confirmed cases, with 44 active cases, 2 are hospitalized, there have been 8 deaths, 756 are linked to SUNY Oneonta & there are 65 confirmed cases in Hartwick College students.

On October 6th, the Sidney Police Department received a complaint of a stolen motor vehicle from the Village of Sidney. The investigation revealed that the owner of the alleged stolen vehicle had filed a false report, the vehicle had not been stolen, the complaint was made to avoid being caught trespassing on private property. The vehicle was found stuck near the Pine Hill state forest & 20 year old Austin Wright of Sidney was charged with False written statement & Falsely reporting an incident. Local government sales tax revenue declined by 5.2% in October compared to the same month last year, according to State Comptroller Tom DiNapoli. This drop was less severe than previous declines since the start of the COVID-19 pandemic, declines in local sales tax collections continue to mount, and overall local government collections in 2020 are down 10.4% compared to the same period in 2019.

Over 63,300 tests were conducted statewide Sunday, with 583 positive tests diagnosed, which was 0.92% of those tested. The state has had 444,948 positive tests since March; there were 4 COVID-19 related Deaths, the state's death toll if 25,394. Patient Hospitalization were at 464, there were 143 patients in ICU Beds, & 59 on ventilators.
Hartwick College will return to offering face-to-face as well as remote instruction on Wednesday, after a voluntary and precautionary 2-week, remote-only period. The college went to remote-only instruction following the COVID 19 outbreak at nearby SUNY Oneonta. Hartwick officials said that they had 12 total infection & the known active cases is 7 among Hartwick students, there were no infections to staff. Students who studied off campus for these two weeks will be invited to return on an appointment-only basis from September 16 through September 23; Returning students are required to complete a pre-arrival form, provide proof of a negative COVID test result from a test taken within 72 hours prior to their arrival, and be tested again upon arrival. The Midstate Athletic Conference voted to postpone all interscholastic athletics until January 4th, 2021, Upon the start of athletics in January, the MAC will follow the New York State Public High School Athletic Associations scheduled for condensed seasons for winter sports, Fall Sports then spring sports. Mac officials are hopeful that all athletic seasons will be able to be completed in their entirety. The Mac will continue its work to prepare for successful seasons & the will coordinate with state Public High Schools Athletic Associations officials, Section 4, local health departments & government authorities.
SUNY Oneonta announced that there were no new cases of COVID-19 Sunday. The total number of confirmed cases within the campus community is 723, currently, 10 students who have tested positive are in isolation on campus and 31 students are in quarantine on campus awaiting test results.
The Broome County Health Department announced their COVID 19 numbers this afternoon, they report 1307 cases since March, they have had 82 deaths, 1161 recoveries, the Department is monitoring 505 people, and they have conducted more than 46,000 tests.
Chenango County Public Health reports 245 total positive cases of COVID 19 since March; they have 10 active cases with 1 hospitalization and 121 Active Quarantines. Chenango County has had 7 deaths, 215 recoveries & they have performed 24824 tests.
State police at Troop D along with the village of Camden Police responded to the Grape and Grog Restaurant in Camden for an accidental weapon discharge Saturday night. The investigation revealed that an off-duty Otsego County Deputy accidentally discharged one round from a handgun while seated at a table, it went through his pants, ricocheted off the floor, it struck a 10-year-old girl who was treated by EMS for a laceration to her right thigh and elbow, a 38-year-old woman was also treated at the scene for a minor injury to her right foot. The State Police investigation is continuing.

The number of Patient Hospitalization was 464, the number of ICU patients was 131, with 54 on Ventilators, and there were 6 deaths, bringing the state death toll to 25,390.
The Otsego County Department of Health, Bassett Healthcare Network & the State Department of Health have partnered to provide rapid testing to Otsego County residents, Tuesday & Wednesday from 9:00 am to 6:00 pm at the Oneonta Armory at 4 Academy Street. Pre-registration is requested at 547-4279.

Governor Cuomo announced that 576 new COVID 19 cases were discovered Tuesday out of more than 63,200 tests performed statewide, a rate of .91%, the 33rd straight day that the state has had 1% or less. 463 are hospitalized, 121 are in ICU beds & 59 were on ventilators, there were 3 deaths, bringing the state death toll to 25,370 over the last 6 months.
Chenango County Public Health announced that they are up to 239 positive cases of COVID 19. They have 9 active cases with 1 hospitalization, 107 people are in quarantine, there have been 7 deaths and 209 recoveries, and they have performed over 24,600 tests.
State Police arrested 48 year old Chrisanthon Santana of Bronx on September 2nd for Criminal Possession of marihuana, after a trooper monitoring traffic on I-88 in the town of Sidney observed a vehicle make several violations. A traffic stop was initiated on State Route 8, which resulted in the discovery of over 28 pounds of marihuana. Santana was virtually arraigned and released; he faces court action in the town of Sidney court on September 24th.
State Police arrested 35 year old Vincent Palmisano Jr. of Grand Gorge for Felony DWI, Aggravated Unlicensed Operation, Unlawfully Fleeing from a Police Officer in a Motor Vehicle, Reckless Driving and Resisting Arrest. A trooper on patrol in Grand Gorge observed Palmisano operating a motor vehicle, who the trooper knows from past experience to be unlicensed, Palmisano failed to comply and a pursuit was initiated and Palmisano drove into a yard, jumped out the vehicle and ran into the woods.
A foot pursuit ensued with the trooper and his K9 partner, Palmisano was bit by the K9 and taken into custody, he was virtually arraigned & was remanded without bail to the Delaware County Correction Facility.
The Town of Masonville Board meeting that was postponed last week has been rescheduled. The meeting will be held this evening at 7:00 PM at the Masonville town Building.

Otsego County Department of Health continues to investigate a large outbreak of Coronavirus involving SUNY Oneonta. On Tuesday, 16 new cases were reported; all are linked to SUNY Oneonta. The County reports 823 total confirmed cases, 701 confirmed cases linked to SUNY Oneonta, 11 confirmed cases in Hartwick College students, there are no hospitalizations.
Delaware County Public Health is reporting no new positive test results for COVID-19 and no additional recoveries, the known active cases remains 6, all are recovering at home. State Police arrested 34 year old Robert Youngblood of South New Berlin, for Over-driving, Torturing and Injuring Animals, Criminal Contempt, Obstructing Governmental Administration and Making a False Statement. On August 16, a trooper was dispatched to Dunhams Cross Road in the town of Butternuts, where they discovered that a 6-month old pig had been shot multiple times with a pellet gun. The pig was alive but in obvious distress. Youngblood was additionally charged with violating an order of protection while he was in the trooper’s presence. Youngblood was issued appearance tickets to the town of Butternuts court for September 24th & to the town of Unadilla court for September 21st.
State Senator Jim Seward announced that Mallory Delaney of Oneonta has been chosen as the 2020 New York State Senate "Woman of Distinction" from the 51st senate district. Delaware County Sheriff's Department arrested 6 people for a seasonal residence burglary in the Town of Andes On August 18th. Deputies responded to a seasonal home located on Shaver Hollow Road in the Town of Andes where the home owner reported discovering forced entry into his residence and the theft of a garden tractor. Deputies discovered the stolen tractor dismantled outside of a neighboring residence, they arrested 4 youths, ages 11 to 14 for 1 count each of burglary, criminal mischief & grand larceny, a 17 -year old was charged with criminal possession of stolen property, their grandmother, 61 year-old Kathleen Shaffer of Andes was charged with endangering the welfare of a child and criminal possession of stolen property. State Police arrested 48 year old Chrisanthon Santana of Bronx on September 2nd for Criminal Possession of marihuana, after a trooper monitoring traffic on I-88 in the town of Sidney observed a vehicle make several violations. A traffic stop was initiated on State Route 8, which resulted in the discovery of over 28 pounds of marihuana. Santana was virtually arraigned and released; he faces court action in the town of Sidney court on September 24th.
State Police arrested 35 year old Vincent Palmisano Jr. of Grand Gorge for Felony DWI, Aggravated Unlicensed Operation, Unlawfully Fleeing from a Police Officer in a Motor Vehicle, Reckless Driving and Resisting Arrest. A trooper on patrol in Grand Gorge observed Palmisano operating a motor vehicle, who the trooper knows from past experience to be unlicensed, Palmisano failed to comply and a pursuit was initiated and Palmisano drove into a yard, jumped out the vehicle and ran into the woods.
A foot pursuit ensued with the trooper and his K9 partner, Palmisano was bit by the K9 and taken into custody, he was virtually arraigned & was remanded without bail to the Delaware County Correction Facility.
The Town of Masonville Board meeting that was postponed last week has been rescheduled. The meeting will be held this evening at 7:00 PM at the Masonville town Building.

Otsego County Department of Health continues to investigate a large outbreak of Coronavirus involving SUNY Oneonta. On Tuesday, 16 new cases were reported; all are linked to SUNY Oneonta. The County reports 823 total confirmed cases, 701 confirmed cases linked to SUNY Oneonta, 11 confirmed cases in Hartwick College students, there are no hospitalizations.
Delaware County Public Health is reporting no new positive test results for COVID-19 and no additional recoveries, the known active cases remains 6, all are recovering at home. To date there have been 114 confirmed positive cases of COVID-19 in Delaware County, with 73 people now under mandatory quarantine, 6 people have died and 102 have fully recovered.
State Police arrested 34 year old Robert Youngblood of South New Berlin, for Over-driving, Torturing and Injuring Animals, Criminal Contempt, Obstructing Governmental Administration and Making a False Statement. On August 16, a trooper was dispatched to Dunhams Cross Road in the town of Butternuts, where they discovered that a 6-month old pig had been shot multiple times with a pellet gun. The pig was alive but in obvious distress. Youngblood was additionally charged with violating an order of protection while he was in the trooper’s presence. Youngblood was issued appearance tickets to the town of Butternuts court for September 24th & to the town of Unadilla court for September 21st.

Delaware County Sheriff's Department arrested 6 people for a seasonal residence burglary in the Town of Andes On August 18th. Deputies responded to a seasonal home located on Shaver Hollow Road in the Town of Andes where the home owner reported discovering forced entry into his residence and the theft of a garden tractor. Deputies discovered the stolen tractor dismantled outside of a neighboring residence, they arrested 4 youths, ages 11 to 14 for 1 count each of burglary, criminal mischief & grand larceny, a 17 -year old was charged with criminal possession of stolen property, their grandmother, 61 year-old Kathleen Shaffer of Andes was charged with endangering the welfare of a child and criminal possession of stolen property. SUNY Chancellor Jim Malatras announced that 5 students in Oneonta have been suspended for holding parties against the college policy & 3 campus organizations have also been suspended. The 5 students are alleged to have served as hosts of large off-campus parties & Chancellor Malatras said that at those gatherings there were several students who were symptomatic of COVID 19 & upon testing, there were 20 positive cases diagnosed. Chancellor Malatras announced that they have decided to Suspend In-Person Instruction at SUNY Oneonta for 2 Weeks. SUNY Oneonta Officials said that law enforcement officials on campus and in the City of Oneonta are working together to confront situations that compromise the students & city residents safety.

Governor Cuomo and New York labor leaders today called on Congress to provide $59 billion to address catastrophic budget shortfalls that impact the jobs and livelihoods of thousands of workers in the state. The governor and labor leaders sent a letter to federal representatives enumerating the critical infrastructure projects that would be impacted without federal funding and the hospitals, schools and institutions that would be supported by it. The governor and labor leaders also called on Congress to repeal the tax change that eliminated the State and Local Tax Deduction, also known as "SALT".
Congressman Anthony Brindisi pushed a plan today to double the federal funding for the Department of Justice, the Community Oriented Policing Services or "COPS" Program to recruit, hire, train and fund more community beat cops on the streets. The plan is a national effort. In 2020, the program awarded 596 grants to hire 2,731 police officers at police departments across the nation, according to Justice Department statistics. Brinidisi said that the City of Binghamton just received $250,000 of COPS funds in June.

The governor said that 408 tested positive out of more than 62,000 tests administered statewide on Sunday, giving the state a total of 430,135 total cases since March, hospitalizations were down to 482, the number of patients in an ICU went down to 122, the number of patients on ventilators was down to 54 & 7 people died from the virus Sunday, bringing the state death toll to 25,295.
The Delaware County Sheriff's Department announced that an all-terrain vehicle accident in the Town of Walton early Friday afternoon has claimed the life of a Bronx teenager. Deputies and Walton Fire & EMS, responded to Cayuga Trail Road in the Town of Walton, their preliminary investigation revealed that the 15-year-old victim lost control of the ATV, ran off the roadway & collided with a tree and was ejected from the vehicle. The victim was not wearing a helmet at the time of the accident, he was transported by LifeNet to UHS Delaware Valley Hospital where died of the injuries he sustained in the accident.
Today is the day that Gyms & Fitness Center across the state may begin to re-open with a variety of special restrictions. A State Appeals Court decided last week that the evidence used against Casey Callahan in Otsego County Court in 2016 was not overwhelming and they have reversed his murder conviction & a new Trial will be scheduled. The Otsego County District Attorney's Office argued that Casey Callahan intentionally ran over his wife Elizabeth Callahan on January 19th, 2000 while in the parking lot off of Interstate 86 near the New York Pennsylvania border, he was tried in Otsego County Court as he was accused of concocting the plan in Otsego County.
Chenango County Public Health released their latest COVID 19 numbers today. They have had 223 positive cases, with 85 Active Quarantines, 1 Active Hospitalization, 200 Total Recoveries, 7 deaths, and they have conducted over 21,200 tests.
Broome County Health Department added 25 more COVID 19 positive cases since Friday, bringing their total since March to 1165. They report 75 deaths, 1009 recoveries & 536 people are being monitored by the Health Department, they have conducted over 35,700 tests.
Delaware County Sheriff's Deputies arrested 28 year old Corey Bateman of Binghamton following a traffic-stop on State Route 8 in the Town of Sidney Sunday afternoon. Deputies observed a vehicle towing a camping trailer with improper license plates, it was determined that Bateman had a suspended driver’s license for failure to answer a summons in Broome County and for possession and/or sale of drugs. Bateman was charged with aggravated unlicensed operation of a motor vehicle, unlicensed operator, improper plates, unregistered trailer, as well as improper brake light; he will appear in the Town of Sidney Court at a later date.

There were 472 hospitalized for the virus, 110 were in an ICU, 50 were on ventilators, 5 more deaths were reported, including 1 in Broome County, bringing the state death toll to 25,288.
FEMA has approved New York for a FEMA grant under the Lost Wages Assistance program, which will allow New York to provide $300 per week, on top of their regular unemployment benefit, to those unemployed due to COVID-19. The State Health Department announced that 667 people tested positive for COVID 19 statewide Monday, bringing the state total to 422,003. The number of fatalities went up slightly to 25,211. Governor Cuomo added more states to New York’s coronavirus quarantine list, and removed others. People traveling from Hawaii, South Dakota and the U.S. Virgin Islands will now be required to self-quarantine for 14 days, Cuomo said that Alaska, New Mexico, Ohio, Rhode Island and Washington have been removed from the list, which is available at coronavirus.health.ny.gov.
A trooper and 3 civilians were transported to area hospitals after a 3-car crash on I-88 in Otsego County Monday at about 5:05 PM. Police stated that a trooper from the Oneonta barracks had a vehicle stopped for a traffic infraction on the shoulder of I-88 east in the town of Maryland, when a 3rd vehicle failed to Move Over and crashed into the State Police vehicle, which had all of its lights activated, the momentum pushed the troop car into the vehicle that was stopped. The unidentified trooper was transported to Bassett Medical Center for head and neck injuries, the occupants of the stopped vehicle, 21-year-old woman and a 3-year-old child of Edwardsville, Pennsylvania were taken to Fox Hospital in Oneonta for head and neck injuries & the driver that struck the troop car, a 32-year-old female of Richmondville was also taken to Fox Hospital for knee & arm injuries. The crash is still under investigation, police remind motorists to slow down & Move over for all emergency vehicles parked on the shoulder of state highways.

Day 2 of public hearings by Health, Aging, and Investigations & Government Operations Committees of the State Senate and Assembly were held yesterday, regarding the conflicting numbers of COVID 19 positive patients at nursing homes & hospitals in the early part of the pandemic. There was conflicting testimony about whether or not there was sufficient personal protective equipment in nursing homes & whether or not they are ready for a 2nd surge of cases. There was also a conflict earlier in the pandemic when nursing homes & hospitals would claim the same person as deceased during a transfer and other conflicts when such patients were not counted toward the COVID 19 deaths. Governor Cuomo today signed legislation requiring all passengers in motor vehicles over the age of 16 to wear a seat belt. Currently, passengers aged 16 and older are only required to wear a seat belt in the front passenger seat next to the driver. The new law takes effect November 1.
The Cooperstown Village law passed a Mandatory Masks measure into law Monday Night. The law was taken from the existing state law, but gives more specific times & locations for the mandatory policy, mostly around the downtown businesses, during their normal business hours.
Catholic Charities at the Sidney Civic Center announced today that they have extended the registration period for their free backpack & school Supplies promotion for Sidney Central School District Students. Delaware County received no new positive test results for COVID-19, the known active cases in the County is 0. To date there have been 96 confirmed positive cases of COVID-19 with 12 people under mandatory quarantine, 6 people have died and 90 have fully recovered.
Village of Bainbridge water users may experience periods of water interruption today, between the hours of 8:00 AM and 4:00 PM. 50 year-old Richard Millard pleaded guilty to arson Monday for the fire at Home Central in Vestal on February 13th. There were no injuries in the fire; the company will rebuild the warehouse.
A trooper and 3 civilians were transported to area hospitals after a 3-car crash on I-88 in Otsego County Monday at about 5:05 PM. Police stated that a trooper from the Oneonta barracks had a vehicle stopped for a traffic infraction on the shoulder of I-88 east in the town of Maryland, when a 3rd vehicle failed to Move Over and crashed into the State Police vehicle, which had all of its lights activated, the momentum pushed the troop car into the vehicle that was stopped. The unidentified trooper was transported to Bassett Medical Center for head and neck injuries, the occupants of the stopped vehicle, 21-year-old woman and a 3-year-old child of Edwardsville, Pennsylvania were taken to Fox Hospital in Oneonta for head and neck injuries & the driver that struck the troop car, a 32-year-old female of Richmondville was also taken to Fox Hospital for knee & arm injuries. The crash is still under investigation, police remind motorists to slow down & Move over for all emergency vehicles parked on the shoulder of state highways.

Chenango County Public Health announced today that they are at 216 positive cases of COVID 19 since March, with 119 Active Quarantines, 1 person is in a hospital, there have been 7 deaths, 196 Recoveries & over 18,200 tests have been conducted.
Children who lost food benefits due to COVID-19 school closures can access meals through the Pandemic Electronic Benefits Transfer program. The benefits require no application and will be automatically issued to kids who would have received free or reduced-price meals through the federal school lunch. Day 2 of public hearings by Health, Aging, and Investigations & Government Operations Committees of the State Senate and Assembly were held yesterday, regarding the conflicting numbers of COVID 19 positive patients at nursing homes & hospitals in the early part of the pandemic. There was conflicting testimony about whether or not there was sufficient personal protective equipment in nursing homes & whether or not they are ready for a 2nd surge of cases. There was also a conflict earlier in the pandemic when nursing homes & hospitals would claim the same person as deceased during a transfer and other conflicts when such patients were not counted toward the COVID 19 deaths. Governor Cuomo today signed legislation requiring all passengers in motor vehicles over the age of 16 to wear a seat belt. Currently, passengers aged 16 and older are only required to wear a seat belt in the front passenger seat next to the driver. The new law takes effect November 1.

Governor Cuomo announced today that the number of Hospitalizations of COVID 19 patients was down to 714, the lowest number since March 18th. There were 705 new cases diagnosed Tuesday, about 1.04% of all tested, Bringing Statewide Total to 408,886. There were 9 COVID-19 Deaths in the State Tuesday, bringing the state death toll to 25,068; the number of ICU Patients on ventilators was 96.
Many area counties have been seeing an increase in Coronavirus cases this month. Heidi Bond of the Otsego County Health Department reminds people of what they should be doing to prevent the spread of the virus:

The Southern Tier Regional has had an increase in the percentage of people testing positive in the last couple of weeks, previously it was among the lowest in the state at about 1/2%, in the last week, positive tests were getting close to 2% of those tested on average.
Chenango County Public Health released their latest Coronavirus numbers this morning; they report 188 total cases, with 142 Active Quarantines, no Active Hospitalizations, 168 recoveries, 7 deaths and over 14,600 Tests Performed.
School Districts across the state are trying to come up with plans to meet any scenario in order to teach for the 2020-21 school year. Sidney School District Superintendent Eben Bullock told WCDO News that they have a survey for parents to fill out, in order to help establish plans:

School district will submit their proposals to the state by August 1st, and decisions will be made around August 7th.

The State Department of Labor released unemployment rates for June, The State’s rates increased to 15.7% in June, locally Chenango County had 8.4%, Delaware County 9.2% & Otsego County 9.3% unemployment.
Broome County Health Department is reporting that they are up to 869 confirmed cases of COVID 19. They report 61 deaths, 678 recoveries, 512 are being monitored by the Department, and they have conducted over 25,400 tests.
Otsego County Department of Health received their 1st positive COVID 19 case on March 23rd, the outbreak quickly spread with 21 cases in 11 days. There have been 15 cases reported so far in July. There are currently 4 people hospitalized with 3 people requiring intensive care. There was 1 new case Tuesday, with 93 total confirmed cases, there are 9 active cases, 79 have recovered from illness & there have been 5 deaths.
Delaware County Public Health received 1 new case of COVID-19 Tuesday and is reporting 1 additional recovery. The known active cases remain at 4. To date there have been 88 confirmed positive cases, with 14 people under mandatory quarantine and 15 people under precautionary quarantine, 3 people are at home and 1 is in a hospital, 6 people have died and 78 have fully recovered.
State Police are looking for a man who stole 2 donation jars at the Speedway store on State Highway 28 in the village of Margaretville. The money in the jars was to be donated to Children’s Miracle Network Hospitals. The theft occurred on Monday at approximately 12:15 a.m. He is described as a white male with glasses, wearing black pants, a backwards black hat, a black shirt with a cat on it and the words “Hug Life” across the front, he left in a small SUV and may have had 2 other people in the vehicle with him.
