Governor
Cuomo today announced an additional $5 million is available to support critical
upgrades at New York's animal shelters. Funds are available to eligible
non-profit and municipal animal shelters, humane societies and societies for
the prevention of cruelty to animals. All applicants must apply through Grants
Gateway by January 20th, 2020. More details on eligibility and the application
process are available at agriculture.ny.gov/RFPS.

Police arrested 27-year-old Morgan Disano of Oneonta for 3rd degree criminal
possession of stolen property and other traffic violations. Disano is accused of driving a stolen vehicle
from New York City & with a suspended license, she was arraigned in the
Town of Oneonta Court and sent to the Otsego County Jail on $1,000 cash bail or
$2,000 bond, she is scheduled to reappear in court on November 16.

Oneida County Sheriff’s Office responded to an accident where 42-year-old Erika
Davis of Oneonta lost control of her vehicle on a curve in Paris New York last
night, and flipped her car onto its roof in a creek. Davis was able to get out of the vehicle,
& went to a nearby residence and reported the accident. Davis suffered several injuries & was
taken to a Utica area hospital, the accident is under investigation.

'Trash 2 Cash' event in partnership with the Delaware County Chamber of

State Police responded to Betty Beavers Gas Mart on County
Road 48 in the town of Otego early this morning for a report of a vehicle that
crashed into a concrete wall. Troopers
reported that an unidentified 27-year-old woman from Unadilla was operating a
2015 Kia at a high rate of speed on State Highway 991J, she traveled through
the intersection of County Road 48, through the parking lot of Betty Beavers
Gas Mart and into the wall. Troopers
pulled the woman out of the vehicle and life saving measures were performed by
Otego EMS personnel but were unsuccessful.
The body was transported to Lourdes Hospital for an autopsy & the
investigation is continuing.

public’s assistance in locating 48 year old Roxanne Shipman-Hull of the town of
Hartwick. She is described as white,
with brown hair, Brown eyes, about 5’6” 115 pounds, she was last seen Sunday
September 29th leaving her residence, telling her boyfriend that she was
leaving & had no future plans.
Deputies said that she has a history of leaving, and a history of self-harm,
she was driving a 2011 Gray colored Honda CRV with license plate number
HZN-9505, she may also be with her brown colored female Labrador
retriever. Anyone with information is
asked to contact the sheriff’s department at 547-1697.

Schumer is looking to acquire the $150,000 Grant from the Appalachian Regional Commission, for
a system that would be more reliable than any existing broadband systems, which
would fail to work in areas of the region that has limited or no broadband
service.

Delaware County Sheriff’s
Department arrested a Sidney Center woman at the Jackson County Sheriff’s
Office in Medford, Oregon. 32 year old
Chellie Warner of Sidney Center was wanted on a Bench Warrant issued by the Delaware
County Court for failure to appear for a scheduled conference and sentencing
following her guilty plea for Criminal Sale of a Controlled Substance. Warner was originally arrested by Delaware
County Sheriff’s Office in December 2017, on a Grand Jury Sealed Indictment
Warrant for various drug charges for selling Fentanyl laced Heroin. Warner was returned to Delaware County
Wednesday she was remanded to the Delaware County jail without bail.
Changes in the length of the statute of limitations recently
passed in the New York Child Victim’s Act, have led to hundreds of lawsuits
being filed against members of the clergy & educators who have been accused
or convicted of rape or sexual abuse.
Former Afton Principal David Curtis now faces a lawsuit after he pleaded
guilty for sexually abusing a teenage student over 30 years ago; his accuser
has brought a lawsuit against him and the Afton school district. Curtis pleaded guilty to Endangering the
Welfare of a child by Sexual Contact, under the terms of a plea bargain
arrangement in 1991.
State Senator Jim Seward will be in Oneonta tomorrow for a
Justice for Gillian Gibbons rally at Muller Plaza in downtown Oneonta. Senator Seward opposes the potential release
of David Dart, who fatally stabbed Gibbons in the Oneonta Municipal Parking
Garage in 1989. Other expected to participate
include former Oneonta City Police Chief Joseph Redmond, and Gillian’s sister
Jennifer Kirkpatrick. The rally will be
held at 3:00 PM.

34 year old Brock Likens of Greene was sentenced in a
federal court room to 78 months in prison for distributing, receiving and
possessing child pornography. Likens
admitted that he knowingly received and distributed child pornography over the
internet using peer-to-peer file sharing software. An undercover law
enforcement officer downloaded 87 child pornography video files from Likens’
computer that he shared with others. A
subsequent search of Likens’ house revealed that he possessed on various
devices, 31 video files and 24 images of child pornography.
The Broome County Sheriff's Department is looking for a
person who crashed a vehicle into a home at 11 Old State Road in Port Dickinson
late last night. The car was left at the
scene, the driver left the scene, the investigation is continuing.
Governor Cuomo announced he has received and reviewed a
recommendation from New York State Health Commissioner Dr. Howard Zucker to
include menthol in the ban on the sale of flavored electronic cigarettes and
nicotine e-liquids. He has accepted these recommendations and directed the
Commissioner to convene an emergency meeting of the Public Health and Health
Planning Council as soon as possible to expand emergency regulations to include
menthol flavors in the ban.
Congressman Anthony Brindisi fought to protect the
Bainbridge VA clinic in Chenango County at a House Veterans’ Affairs Health
Subcommittee hearing Wednesday, and confirmed with Dr. Richard Stone of the Veterans’
Health Administration that the clinic will not close in December 2019, as was
previously proposed. Brindisi invited Stone to visit the Bainbridge facility
and see firsthand the need it fills for Chenango County Veterans. More than 3,600 Veterans reside in Chenango
County.

Also, 36 year-old Mitchell Knapp of Masonville was arrested and charged with Unlawful Possession of Marihuana and Violation of Probation. Knapp was arraigned in the Town of Sidney Court and was remanded to the Delaware County Correctional Facility where he was held without bail pending further court action.

Governor Cuomo announced he has received and reviewed a
recommendation from New York State Health Commissioner Dr. Howard Zucker to
include menthol in the ban on the sale of flavored electronic cigarettes and
nicotine e-liquids. He has accepted these recommendations and directed the
Commissioner to convene an emergency meeting of the Public Health and Health
Planning Council as soon as possible to expand emergency regulations to include
menthol flavors in the ban.
Congressman Anthony Brindisi fought to protect the
Bainbridge VA clinic in Chenango County at a House Veterans’ Affairs Health
Subcommittee hearing Wednesday, and confirmed with Dr. Richard Stone of the Veterans’
Health Administration that the clinic will not close in December 2019, as was
previously proposed. Brindisi invited Stone to visit the Bainbridge facility
and see firsthand the need it fills for Chenango County Veterans. More than 3,600 Veterans reside in Chenango

Also, 36 year-old Mitchell Knapp of Masonville was arrested and charged with Unlawful Possession of Marihuana and Violation of Probation. Knapp was arraigned in the Town of Sidney Court and was remanded to the Delaware County Correctional Facility where he was held without bail pending further court action.

the Super Heroes in Ripped Jeans Thrift Shop in Oneonta over the weekend. The store serves as a fundraising mechanism
for the organization that has adoptable animals; the store is located at 4 South

Governor Cuomo today signed legislation requiring industrial
development agencies to live stream in real-time and post video recordings of
all open meetings and public hearings. The video recordings must be posted
online within five business days of the meeting or hearing and remain available
for at least five years.
This year is the 130th anniversary of the State University
in Oneonta; they will observe that milestone during their Founders Day Picnic
on September 4th. Participants are asked
to bring a non-perishable food item for local food pantries and the food pantry
in Hunt Union. The Picnic runs from

State Police at Troop C in Sidney announced that a 5-year-old and her dog, who were reported missing in the town of Franklin, were located safe & sound this afternoon at about 1:15 PM. State Police Aviation was able to spot Destiny & her dog in a tall grassy area and direct troopers and emergency personnel to her location. Police and several other agencies were dispatched this morning to the area of Grange Hall Road and State Route 28 in the town of Franklin. State Police said that Destiny and her puppy were located several hundred yards from the area where they were reported missing.

Fire Department and Emergency Squad responded to a 911 report of a serious
personal injury motorcycle accident on State Highway 10, near Betts Hill Road,
in the Town of Delhi. The Investigation
revealed that 46 year-old Daniel Quackenbush of Delhi was traveling south on
State Highway 10 when he lost control of his motorcycle which ran off the
southbound road shoulder before striking an embankment and rolling over in the
ditch, ejecting Quackenbush, who sustained serious injuries. Quackenbush was taken to O’Connor Hospital in
Delhi where he later succumbed to his injuries.
Deputies believe alcohol use contributed to the cause of the accident.

attorneys, school officials and family members to request a confiscation of
firearms from an individual who has been deemed a threat to themselves or
others. The bill would also prohibit

Emergency Medical Services Billing practices, they discovered that the EMS
Department did not bill for 614 incidents resulting in $417,600 of unbilled
medical services and inaccurately billed 9 incidents totaling $8,300; this
equates to approximately $200,000 in lost revenue at the current rate of
collection. The EMS Department had 903
unserviceable incidents resulting in approximately $400,000 in unrecoverable
costs. Norwich City officials disagreed
with some of the audit’s findings, but indicated they have initiated corrective
action.
The City of Oneonta announced that there will be a special
meeting of the Common Council on Monday, August 26, 2019 at 5:30pm. The purpose of the meeting will be for the
discussion & approval of a bond resolution and discussion concerning Common
Council guidelines for the City staff’s preparation of the City’s 2020 budget.

31 year old Johnnah DeGraw of Deposit pleaded guilty Tuesday
to Federal Charges of conspiracy with intent to distribute a controlled
substance. DeGraw was arrested along
with Marlon Graham in Deposit last November, for selling methamphetamines &
fentanyl, she is already serving a 12 year sentence on drug charges in a State
Prison, she is due to be sentenced on the federal guilty plea later this year.
Governor Cuomo cut the ribbon to open the 172nd Great New
York State Fair this afternoon in Syracuse.
The State Fair runs through September 2nd with food, exhibits, &
entertainment. About 1 million fairgoers are expected to pass through the
turnstiles at the State Fair over the 13 days.
The Oneonta Common Council approved plans to move forward
with the redevelopment of the old Railyards at last night's meeting. Plans call for a variety of developments in

The Oneonta Common Council approved plans to move forward

The State Office of Victim Services announced changes that
will make it easier for individuals to receive help from the agency for the
cost of burying victims of crime. A new law allows for Individuals who paid or
incurred burial costs for a crime victim may be eligible for up to $6,000 from
the Office of Victim Services for funeral services, burial plot, the deceased’s
burial clothes, clergy fees, transportation costs for the deceased, obituaries,
head stone, flowers, death certificates, and church fees for religious services
and flowers. More information is

New York State could soon become the first state to require
ingredient labels on feminine hygiene products.
The measure passed in both houses of the Legislature last week and now
awaits action by Governor Cuomo; it would require packaging labels listing the
materials used in tampons and pads.
A.O. Fox Hospital announced the appointment of Jeff Emhof as
the new administrator of Fox Nursing Home.
Emhof has been a licensed nursing home administrator in New York State
for more than 11 years, having most recently worked at the Cooperstown Center. Emhof will oversee strategic planning
initiatives and operations of the 130-bed skilled nursing facility connected to
the hospital.
The Chenango Arts Council is partnering with Friends of
Rogers to offer a bus trip to the American Museum of Natural History in New
York City. The touring bus will leave

7:00 AM on Saturday, August 3rd and return to the same location at around 10 pm

place. Niemiec was arraigned in the Town
of Greene Court and was released on her own recognizance.

will experience a temporary water outage while the service is switched from the

The Appellate Division of state Supreme Court has declared
that farm workers have the same right to unionize as all other workers in New
York State. State labor laws excluded
farm workers from collective bargaining rights, that was ruled unconstitutional

Filmmaker Lori Bailey grew up in the Adirondacks & in

A jury found 26 year old Danielle Agosto of Endicott guilty
Thursday for fracturing the skull of a toddler in her care. Agosto was found guilty of 2nd-degree assault
and endangering the welfare of a child, she was returned to jail & will be
sentenced June 21.

The Appellate Division of state Supreme Court has declared
that farm workers have the same right to unionize as all other workers in New
York State. State labor laws excluded
farm workers from collective bargaining rights, that was ruled unconstitutional
Thursday. The New York Farm Bureau said
that they will appeal to the state's highest court, the Court of Appeals.
Filmmaker Lori Bailey grew up in the Adirondacks & in
Oneonta, she directed the film “Garrow” about Adirondack Serial Killer Robert
Garrow, who was once the target of the biggest manhunt in state history when he

The 92nd Scripps National
Spelling Bee starting Sunday through next week & for the 3rd year in a row,
Bainbridge resident Melodie Loya will be participating. Loya placed 18th and 25th in her two
previous years of national competition, and made it to the final 41of last
year’s 516 spellers. The Scripps
national Spelling Bee will be held Sunday through next Friday at the Gaylord

The STOP-DWI enforcement period runs through Monday night,
Governor Cuomo announced that temporary lane closures for road and bridge
construction projects on New York State highways will be suspended through
